Mopani is in deep trouble
The Mopani District Municipality (MDM) is the municipality with the highest amount of unauthorised expenditure in Limpopo, according to the latest report of the Auditor General (AG) for 2010/11. He singles out the MDM in his qualified audit opinion for wasteful expenditure amounting to a staggering R203 million! Mr Terence Nombembe, the Auditor General, attributed the expenditure to a lack of leadership and commitment. “The result also reflects the alarming increase in unauthorised, irregular as well as fruitless and wasteful expenditure. This state of affairs can mainly be attributed to a serious lack of leadership commitment as none of the initiatives and commitments made in the previous year have been implemented or carried out within the timeframe committed to by the leadership.” Approached for comment by the Bulletin, Mr Neil Shikwambana, the MDM spokesperson, declined to comment, referring us to the municipal manager, whose phone was off. ties, calling for action to be taken against the implicated officials. The Greater Tzaneen Municipality (GTM) got a “qualified audit opinion”, Greater Letaba Municipality (GLM) got an “adverse audit opinion” and the Greater Giyani Municipal-
ity (GGM) retained a disclaimer making it the worst performing municipality in the district. Mr Thulani Twala, the spokesperson for the GTM, says their qualified audit opinion was caused by asset management. Twala refused to give any details, saying they would issue a press statement after studying the reports. Only two municipalities (Waterberg District Municipality and Fetakgomo local municipality) in the province got clean audits, 13% got unqualified audit reports and the rest got qualified reports and disclaimers — while 10 % could not submit their financial statements on time. The AG has painted a shocking picture of the financial affairs of the municipalities in the province. Nombebe cited incompetence and disregard of the Municipal Financial Management Act as the major contributor. Ms Tseng Diale, the spokesperson for the MEC of Cooperative Governance, Human Settlement and Traditional Affairs, also refused to comment, saying the MEC would hold a press briefing. — Percy Mthombeni percy@bulletin.us.com

Ons sal volgende week die beloofde berig aanbied, wanneer ons ook meer behoort te kan sê oor die vreemde optrede van die GTM jeens mnr André le Grange, die vorige finansiële hoof van die GTM.
Anti-Ageing expert to visit Tzn An anti-ageing expert, dr Gys du Plessis, will visit Tzaneen on 15 August. He obtained his medical degree cum laude at the University of the Free State, as well as a postgraduate qualification in Tropical Medicine at Wits. He also completed a post graduate course in Integrative and Anti-Ageing Medicine. He is currently enrolled in the Fellowship Program of the American Academy of Aesthetic Medicine (AAAM), has been awarded their Certificate in Aesthetic Medicine and is now also a member of the American Academy of Anti-Ageing Medicine (A4M). He has a keen interest and a passion for Anti-ageing and Aesthetic Medicine and founded and established two holistic medical centres (in Potchefstroom and Johannesburg) since 2001. He has been active in the Aesthetic fraternity since 1998 and also trains doctors and dentists in South Africa in Botulinum and Filler injection techniques. He is currently the medical director of Nimue Bioscience, a division of Nimue Skin International. He is responsible for the research and design of Dermanutraceuticals and cur-
rently practices as residing physician at the Nimue AntiAgeing-Institute in Sandton. His main areas of clinical focus currently are Integrative, Functional and Aesthetic Medicine. Du Plessis is a dynamic international presenter and is involved in numerous talks and training programs internationally in the field of Healthy Ageing, Dermanutraceuticals, Holistic Medicine and Aesthetics. Johan Loubser (56) van Pretoria, argitek van die Mediclinic Tzaneen, is Sondag oorlede, nadat kanker enkele weke gelede by hom gediagnoseer is. Hy was nie net die argitek van die die hospitaal toe dit in 2003 gebou is nie, maar was een van die sleutelfigure in dié omvattende ontwikkeling. Sy ervaring en kennis van die ontwikkeling van hospitale was van onskatbare waarde en die sukses van Mediclinic Tzaneen tot op datum is deels te danke aan sy visie. Hy was ook die argitek van die aanbouings wat in 2011 voltooi is. Ek het persoonlik baie tyd saam met Johan en sy vennoot, dr Elizabeth Pienaar, deurgebring met die projekte en in die proses vriende geword.
