Message from the Superintendent August 2010 Welcome to the 2010-11 School Year! It’s always exciting to begin a new school year. The teachers are ready and excited to greet your children, our facilities crews have been working hard to get our buildings ready, technology systems are in better shape than ever, and construction of our new Ladue Early Childhood Center is underway. This is also the time when we make sure that you have all the information you need to have a successful year. This Parent Handbook is provided to all of our families as a handy reference guide. A quick glance at the table of contents on the facing page will give you an idea of the topics covered in this booklet. Some of the information we are required by law to provide. Other items are simply provided for your ease of reference. For instance, on the first few pages you will find contact information for the Board of Education, administrators, and each district building, as well as a school calendar and district map. Of course, additional information is always available through our schools, administrative offices and the district Web site. Several of the items included here contain excerpts of district policies. All district policies can be found, in their entirety, on the district Web site. Speaking of which, we will soon be unveiling our new Web site design. After a year of analysis, development and design, I believe you will find it to be comprehensive and very easy to navigate. Please feel free to contact me if I may be of assistance to you. School/District Closing Information Several television and radio stations announce school closings for area schools. Whenever possible, the closing decision, determined by the superintendent, will be made prior to 5:30 a.m. Once the school day has begun, school will remain in session until the regular closing time except in an extreme emergency. Calling the school jams the telephone lines and should be avoided whenever possible. Families can also check the district Web site (www.ladue.k12.mo.us) for school closing information. Additionally, there will be a voice message on the district’s telephone lines stating, “School is closed today (and the date).” Phone calls will be made through the district’s Connect-ED system notifying families that the district, or an individual school, has been closed. For this reason, it is very important that all contact numbers are kept up to date at all times.

A tornado watch indicates that conditions are likely to produce a tornado. A tornado warning means there is immediate danger for the warned area and everyone in the path of such a storm is advised to take cover immediately, as it is likely a life-threatening situation. In order to keep students safe, district schools will not release students from school during a tornado warning. Buses will not run until the warning is lifted. If parents wish to take their children home before normal dismissal time, they will be required to come to the office and sign their children out of school.

District, the parent or court-appointed legal guardian of the student must provide one document from each section of the lists at right. All documents provided must be current and display the name of the parent or legal guardian, as well as the resident address (private information may be blacked out).

If the family has recently moved into the district, and the document provided in List A is a sales contract with a closing date after the beginning of the school year or the second semester, a tuition deposit will be necessary and should be referred to the Superintendent’s Office.

Registration Information, continued Students residing in elementary attendance areas must attend their designated school unless they require a change of assignment based on psychological or learning disability needs as determined by district administrators. Kindergarten Registration Children who will be five years old before August 1, 2010, are eligible to attend kindergarten during the 2010-11 school year. Immunizations, continued Policy JHCB, INOCULATIONS OF STUDENTS

It is the policy of the Ladue School District that all students attending the district schools shall be immunized in accordance with the law. The district will not allow a student to attend school until the district has satisfactory evidence on file that the student has been immunized, that the immunization process has begun and satisfactory progress is being accomplished or that the student is exempted from obtaining immunizations in accordance with law. A student is exempted from obtaining immunizations if the district has on file the completed forms necessary to prove that the student will not be immunized for religious or medical reasons. An exemption for medical reasons requires certification by a licensed doctor of medicine or doctor of osteopathy that either the immunization would seriously endanger the child’s health or life or that the child has documentation of laboratory evidence of immunity to the disease. An exemption for religious reasons requires written certification from one (1) parent or guardian that immunization of the student violates his or her religious beliefs.

The district must report to the Department of Health and Senior Services the names of any parent or guardian who neglects or refuses to permit a nonexempted student to be immunized. The district will also report to the Children’s Division (CD) any instance of educational or medical neglect. The superintendent or designee shall institute procedures for the maintenance of health records, which are to show the immunization status of every child enrolled in or attending the district, and for the completion of all necessary reports in accordance with guidelines prepared by the Department of Health and Senior Services. Homeless students who cannot provide proof of immunization will be immediately enrolled, and the district’s homeless coordinator will work with the students to obtain the necessary immunizations as soon as possible. Attendance may be delayed for a reasonable period of time until the student obtains the proper immunizations or documentation. The district will exclude from school all students who are not immunized or exempted as required by law. When immunization is in progress, failure to meet the next scheduled appointment constitutes noncompliance with the immunization law, and the student should be excluded from school immediately.

Attendance Policy JE, STUDENT ATTENDANCE

The law requires all children between seven (7) and seventeen (17) years of age, or sixteen (16) years of age if fewer than 16 credits toward graduation have been earned, to regularly attend a public, private, parochial, parish, home school or a combination of such schools for the duration of the entire school term. Parents, guardians, or other persons having legal custody of a student may obtain a court order requiring students to attend school until the student receives a high school diploma or its equivalent, or reaches the age of 18. In addition, the Ladue School District provides educational programming for all students between the age of five (5) and seven (7) and beginning at the age of three (3) for students qualified for special education services. The district also provides preschool education programs. Entrance Age for Kindergarten To be admitted to kindergarten in the Ladue School District, a child must be five (5) years old before August 1, according to Missouri State Statue section 160.051. Kindergarten or grade one pupils who begin or have completed the school term in another accredited public or private school and subsequently transfer to the Ladue School District will be admitted to a corresponding grade if they have met minimum age eligibility criteria established by the sending accredited school. For the purpose of this policy, an “accredited school” is any school accredited by the Missouri Department of Elementary and Secondary Education (DESE), the North Central Association of Colleges and Schools (NCA), the Independent Schools Association of the Central States (ISACS) or the Missouri Nonpublic School Accrediting Association. If a school is located in another state or country, that school must be accredited by that state or country’s department of education, NCA, ISACS or the equivalent agencies.

Students will be monitored to ensure the appropriateness of the grade level placement and a parent conference will take place at the end of first quarter of the school year to discuss the student’s progress and academic success. Any child who is a resident of the district and who is between the ages of 7 and 17 years must by law regularly attend a public, private, parochial, parish, home school or a combination of such schools not less than the entire school term of the school(s) which the child attends. As part of satisfying their “full-time” compulsory education, eligible students between 16 and 21 years who have not yet graduated, may attend the schools of this district in a part-time capacity, subject to reasonable rules and procedures designed to preserve discipline, health and academic standards. The rules for parttime attendees shall not place an unreasonable burden on the student’s accessibility to part-time attendance. State law also permits the superintendent or designee to excuse from “full-time” compulsory attendance any child who has been determined to be mentally or physically incapacitated. This authority shall not be exercised in conflict with any law regarding disability discrimination or special educational services. Last Amended: 06/07/10

Policy JED, STUDENT ABSENCES, EXCUSES, AND TRUANCY

The Board recognizes the importance of regular student attendance to a successful learning experience. Research supports the fact that attendance is crucial to improving student achievement. At least one (1) study identified attendance as the single greatest indicator of student achievement. The Board further recognizes that: 1. Frequent absences of students from regular classroom learning experiences disrupt the continuity of the instructional process.

Attendance, continued 2. The benefits of classroom instruction, once lost, cannot be entirely regained. 3. The entire process of education requires a regular continuity of instruction, classroom participation, learning experiences and study in order to meet the district’s student achievement goals. 4. Holding students and their parents/ guardians responsible for attendance is part of the district’s larger mission to train students to be productive citizens and employees. 5. State law reflects the importance of regular attendance by establishing compulsory school attendance and charging this Board to enforce that law. 6. State law authorizes school boards to make all needful rules for organization and government in the district. Therefore, regular and punctual patterns of attendance will be expected of each student enrolled in the Ladue School District. Development of Rules and Procedures The superintendent, with the assistance of building-level administrators and other administrative and professional staff, shall establish rules and procedures for student attendance within the district. The primary purpose of the district’s attendance rules and procedures shall be to change behavior, not to punish students. Such rules and procedures shall be published on the district’s Web site and in appropriate handbooks and shall be subject to review by the Board of Education. The administration will develop rules and procedures that minimally include: 1. Clear and reasonable attendance standards with consistently enforced consequences for violating those standards. 2. Early intervention strategies for students in primary and elementary grades. 3. Targeted intervention strategies.

4. Strategies to increase engagement with students and families. In developing these rules and procedures, the administration will collect data to determine why students are absent. Data collected will include, but not be limited to: 1. Reasons for student absences. 2. Family attitudes toward school attendance. 3. The extent to which frequently absent students feel engaged with the school. 4. The extent to which family members of students who are frequently absent feel engaged in student learning. 5. Academic needs of frequently absent students. 6. Nonacademic service needs of frequently absent students. In response to the data collected, the superintendent or designee will implement one (1) or more of the following strategies: 1. Academic support programs for students and families. 2. Use of alternative educational methods, such as distance learning and homebound instruction. 3. Use of available, appropriate community resources. 4. Staff-Student advisory or mentoring programs designed to increase student engagement with the school. 5. Procedures for student and family contact when students are absent. No rule or procedure will preclude a student from making up work missed due to any type of absence, including absences due to suspension. Procedures and rules must include a due process component that includes notice before consequences are imposed and that allows students and their parents/guardians to appeal any imposed consequence to the superintendent. will not hear appeals of consequences for excessive absences. The district will maintain a comprehensive system of attendance records for each student. Each teacher is responsible for the accurate reporting of daily attendance in the classroom. The building principal is responsible for supplying information to parents/guardians about student absences and for submitting attendance information to the superintendent’s office. The district will contact the Children’s Division (CD) of the Department of Social Services or the local prosecutor in cases where the district has a reasonable suspicion that a student’s lack of attendance constitutes educational neglect on the

part of the parents/guardians or that parents/ guardians are in violation of the compulsory attendance law. No such action will be taken unless other strategies and interventions have been implemented and proven ineffective. If a student in foster care is absent from school due to a decision by a court or child-placing agency to change the student’s placement or due to a verified court appearance or related court-ordered activity, the grades and credit of the student will be calculated as of the date the student left school, and no lowering of the student’s grades shall occur as a result of the absence under these circumstances. Transportation The district provides transportation for elementary and middle school students who reside more than ½ mile from their school and to high school students who reside more than one mile from the high school. At the beginning of each school year, a letter is mailed to each home with the student’s bus stop location, pick-up, drop-off times and other important transportation information and procedure descriptions. Bus routes can also be found on the district Web site.

Bus Authorization Forms The following forms may be needed for your child during the 2010-11 school year and are available on the district Web site (www.ladue.k12.mo.us) or at the building offices.

The bus may arrive at the scheduled stop within a five-minute window (earlier or later) from the actual time listed. Therefore, parents/guardians are asked to make sure the student is at his/her assigned stop at least five minutes before the scheduled pick-up time.

Please note that bus drivers are not allowed to make any unscheduled stops. Therefore, if a student is not waiting at a scheduled stop, the driver will stop and inform the student that he/ she is not at a scheduled stop and will let the student know where the closest authorized stop is located. After the first time, the bus will not stop

This indicates the individuals who are authorized to meet their child at the bus stop for drop-off. If no one is present, the bus driver will contact the home school or the Director of Transportation, to inform the parents that there was no authorized person at the bus stop. The decision will then be made to return the student to school or to make a second attempt at the bus stop.

For those times when a student must ride a different bus. In order for a request to be considered, this form must be completed and returned to your student’s school secretary 24 hours prior to the requested change.

Before and After School Care BASK Before & After School Kare (BASK) is designed to provide children with a safe, well-supervised and nurturing atmosphere before and after school. The program is run at each elementary school for kindergarteners through fifth graders. Its structure complements the classroom experience with nonacademic activities and outdoor play. An afternoon snack and drink are provided. (Food allergies and special dietary needs are taken into consideration.) BASK hours are 7:15-8:35 a.m. and 3:35-6 p.m. Families may register for either before or after school sessions, or both. BASK is available only when school is in session, including early release days. Parents/guardians may register online at www.laduecommunityservices.com (a VeriSign secure Internet site). Returning families only need to log on and update/verify current information. A monthly fee will be charged to your credit/debit card on the first of each month. Parents/guardians can also register students by completing and mailing a registration form and a check for a non-refundable $50 registration fee. The form may be obtained from the BASK/TAS office at 10601 Clayton Road, St. Louis, MO 63131, or by calling 314-983-5367.

TAS Teens After School (TAS) Club is a program designed to provide Ladue Middle School (LMS) students with a safe, well-supervised after-school environment. The afternoon schedule includes structured activities, supervised homework time and a snack. (Food allergies and special dietary needs are taken into consideration.) The TAS Club offers a schedule to encourage participation in LMS clubs and activities. The on-site program runs from 3-6 p.m. when school is in session, including early release days. Parents/guardians may register online at www.laduecommunityservices.com (a VeriSign secure Internet site). Returning families only need to log on and update/verify current information. A monthly fee will be charged to your credit/debit card on the first of each month. Parents/guardians can also register students by completing and mailing a registration form and a check for a non-refundable $50 registration fee. Early Release Days On eight days, students will be released approximately two hours early and teachers will take part in professional development opportunities (Ladue Middle School 12:40 p.m., elementary schools 1:15 p.m.). Childcare/ Enrichment activities for elementary and middle school students are planned for students who need supervision during these hours. Students who need BASK or TAS Club services on early release days must pre-register and pre-pay for those days. A separate Early Release Form will be sent home with students or can be picked-up at the school office.

“School’s Out” Days Ladue School District offers care for student(s) on the two full-day Professional Development Days when school is not in session — October 25, 2010 and February 4, 2011. The location of the program will be determined by the number of students registered. Students need to bring their own lunch. Snacks will be provided. Students must preregister and pre-pay for these days. Registration forms will be sent home with students or can be picked-up at the school office.

Student Services Assessments/Testing

Special School District of St. Louis County

Assessments and standardized testing are conducted at every grade level K-12 throughout the school year. Parents are notified of these tests prior to them being administered. Some of the assessments or tests are mandated by the state or federal government such as the Missouri Assessment Program. Grade level assessments and end of course exams are given in the spring, and many of them are given so teachers, counselors, administrators and parents can obtain additional data regarding student performance.

The Ladue School District partners with the Special School District (SSD) of St. Louis County to provide special education programming to students in the district. SSD staff members work with Ladue Schools’ faculty to provide quality educational services to students with special needs. Gifted/Enrichment The Ladue Schools participates in the state-assisted gifted program. There is a K-12 state-assisted gifted program and a K-8 enrichment program. The enrichment program is provided by certified gifted and enrichment teachers through largeand small-group instruction. In addition, other instructional staff members also provide enrichment opportunities for students through differentiation and supplemental instruction. The gifted and enrichment program is built upon the concepts of educational excellence, maximizing intellectual potential, and fostering life-long learning, creativity and social responsibility. The curriculum addresses cognitive, affective and creative goals. Student choice is built into every unit. The needs of students who are exceptionally gifted are addressed through acceleration and the opportunity to take additional courses. Additionally, families may investigate opportunities with the Program for Exceptionally Gifted Students (PEGS). This program is administered through the Lindbergh and Pattonville School Districts.

Student Support Services Some students need additional educational services but do not need the services of the Special School District. Ladue School District provides student support services through the Learning Lab in the areas of reading and math in the elementary schools.

Homebound In some circumstances, homebound instruction is available from the Special School District of St. Louis County. For further information, please call the Special School District at 314-989-8100 or the Administrative Center at 314-994-7080. For a student to be eligible, his/her physician must state that he/she is unable to attend school for 30 days or more. (This does not mean a student has to be out for 30 days before teaching begins.) Tutoring may be received in only two subjects during a student’s absence. The school may decide which two subjects should be tutored. It is important to notify the school as soon as possible regarding homebound instruction. Each year, many students who qualify for homebound instruction do not receive it because parents do not know about this free service or applications do not reach the office until the student is ready to return to school.

Student Services, continued Counseling and Guidance Full-time counselors are on staff at each K-12 school throughout the school year. Elementary counselors provide small group and whole class instruction on a variety of topics to promote student success. A comprehensive guidance program is provided at the middle and high schools. It is designed to address the needs of secondary students by helping them to develop positive self-concepts, healthy social skills and interpersonal relationships, and educational success. At the high school, a college and career office is available to all students.

English Language Learners The district provides educational services at each school for students who need assistance with their use of English in the educational setting. For further information, please call the Administrative Center at 314-994-7080.

Education Rights for the Homeless The McKinney-Vento Homeless Assistance Act provides considerable protection for the educational needs of homeless children and youth, including equal access to the same free, appropriate public education. School districts of each homeless child and youth are required to determine the child’s best interest by either continuing the child’s education in the school of origin or enrolling the child in any school that non-homeless students who live in the attendance area in which the child or youth resides are eligible to attend.

The Ladue Board of Education recognizes that homelessness alone should not be sufficient reason to separate students from the mainstream school environment. Therefore, the district, in accordance with state and federal law and the Missouri state plan for education of the homeless will give special attention to ensure that homeless students in the school district have access to a free, appropriate public education. Homeless students are individuals who lack a fixed, regular and adequate nighttime residence and include the following: 1. Students who are sharing the housing of other persons due to loss of housing, economic hardship or a similar reason; are living in motels, hotels, trailer parks or camping grounds due to the lack of alternative adequate accommodations; are living in emergency or transitional shelters; are abandoned in hospitals; or are awaiting foster care placement. 2. Students who have a primary nighttime residence that is a public or private place not designated or ordinarily used as a regular sleeping accommodation for human beings. 3. Students who are living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations or similar settings. 4. Migratory students who meet one (1) of the above-described circumstances. Enrollment/Placement The district will consider the best interest of the homeless student, with parental and/or guardian involvement, in determining whether he or she should be enrolled in the school of origin or the school that nonhomeless students who live in the attendance area in which the homeless student is actually living, are eligible to attend.

Services Each homeless student shall be provided services comparable to services offered to other students in the district including, but not limited to, transportation services; educational services for which the student meets the eligibility criteria, such as educational programs for disadvantaged students, students with disabilities, and gifted students; vocational programs and technical education; school meals programs; preschool programs; before- and after-school care programs; and programs for students with limited English proficiency. Homeless students will not be segregated in a separate school or in a separate program within a school based on the students’ status as homeless. Transportation If the homeless student’s school of origin and temporary housing are located in the Ladue School District, the district will provide transportation to and from the school of origin at the request of the parent, guardian or homeless coordinator, provided it is in the best interest of the student. If the homeless student’s school of origin and temporary housing are located in two (2) different school districts, the districts will equally share the responsibility and costs for transporting the student.

Records Any records ordinarily kept by the school for each homeless student including immunization records, academic records, birth certificates, guardianship records, and evaluations for special services or programs shall be maintained so that appropriate services may be given the student, so that necessary referrals can be made, and so that records may be transferred in a timely fashion when a homeless student enters a new school district. Copies of records shall be made available upon request to students or parents in accordance with the Family

It is the policy of the Board to provide a free and appropriate education for students with disabilities, including those who are in need of special education and related services. General Any individual who knows or believes that a student has a disability and is in need of accommodation should contact the school’s principal or district administration immediately. All complaints regarding discrimination will be resolved in accordance with policy AC. Anyone who has a complaint or suspects discrimination should contact the compliance officer identified in policy AC. The district will notify all parents and students of its obligations under this policy and the law. Administrators, teachers and staff are required to follow the accommodations listed in a student’s IEP or Section 504 Plan. Unless the parents of the child have initially consented in writing to the district’s offer to provide special education and related services, the district cannot provide special education services pursuant to the Individuals with Disabilities Education Act (IDEA), and the child will not receive the protections of the IDEA. Students Who Are Eligible for Special Education Services under IDEA The district, in cooperation with a special school district, will comply with applicable federal and state laws governing special education services, including the State and Local Plans for the implementation of Part B of the IDEA. However, if the State of Missouri does not receive or accept federal IDEA Part B funds, then nothing in this policy shall be read to require anything,

procedurally or substantively, that is not required by the governing law. Students Placed in Private Schools by Their Parents The Ladue School District will, in cooperation with a special school district, provide special education and related services pursuant to state and federal law to eligible students who are placed in private school by their parents and not enrolled in the district. However, no child with a disability enrolled in a private school by his or her parents has an individual right to receive some or all of the special education and related services the child would receive if enrolled in public school. Mediation The Board authorizes the Assistant Superintendent for Student Services to legally bind the school district to a mediation agreement developed in accordance with the IDEA and Missouri law and further authorizes the Assistant Superintendent for Student Services to contact an attorney for legal advice prior to making any decisions. In the absence of the Assistant Superintendent for Student Services, the Assistant Superintendent for Curriculum and Instruction is authorized to perform his or her duties under this section. Resolution The Board of Education designates the Assistant Superintendent for Student Services to represent the school district in resolution meetings and gives the Assistant Superintendent for Student Services decision-making authority on behalf of the district. The Assistant Superintendent for Student Services has the authority to sign and legally bind the district to a settlement agreement reached at the resolution meeting. In the absence of the Assistant Superintendent for Student Services, the Assistant Superintendent for Curriculum and Instruction is authorized to perform his or her duties under this section. All other settlement agreements must be

approved by the Board. Special School Children, Subject to Assignment A student, once receiving services through a special school district, will receive all educational programs pursuant to their Individualized Education Program (IEP). Accommodation of Students with Disabilities Including Those Not Eligible for Special Education Services under the IDEA The district seeks to identify, evaluate and provide free and appropriate educational services in the least restrictive environment to all qualified students with disabilities within the definitions of Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act (ADA). No qualified student with disability shall, on the basis of disability, be excluded from participation in, be denied the benefits of or otherwise be subjected to discrimination under any district program, including nonacademic services and extracurricular activities. Students with disabilities may be eligible for accommodation under this policy even though they are not eligible for services pursuant to the IDEA. The district will initiate a referral if a student requiring accommodation is also believed to be a student with a disability under the IDEA. Implementation of an IEP in accordance with the IDEA satisfies the district’s obligation to provide a free and appropriate education under Section 504. Last Amended: 06/07/10

Child Find Public Notice / Services and Rights for Students with Disabilities All responsible public agencies are required to locate, evaluate, and identify children with disabilities who are under the jurisdiction of the agency, regardless of the severity of the disability, including non-resident children attending private schools; highly mobile children, such as migrant and homeless children; and children who are suspected of having a disability and in need of special education even though they are advancing from grade to grade. The Ladue School District in partnership with the Special School District of St. Louis County assure that a free, appropriate public education (FAPE) is provided to all eligible children with disabilities between the ages of 3 and 21 under their jurisdiction. Disabilities include autism, deaf/ blindness, emotional disorders, hearing impairment and deafness, mental retardation, multiple disabilities, orthopedic impairment, other health impairments, specific learning disabilities, speech or language impairment, traumatic brain injury, visual impairment/blindness and developmental delay of a young child. The Ladue School District in partnership with the Special School District of St. Louis County assure that information and referral services will be provided as necessary to assist the State in the implementation of early intervention services for infants and toddlers eligible for Missouri’s First Steps Program. The Ladue School District in partnership with the Special School District of St. Louis County assure that personally identifiable information collected, used, or maintained by the districts for the purposes of identification, evaluation, placement or provision of free, appropriate, public education (FAPE) of children with disabilities may be inspected and/or reviewed by their parents/

Parents/guardians may request amendment to the educational record if the parent/guardian believes the record is inaccurate, misleading, or violates the privacy or other rights of their child. Parents have the right to file complaints with the U.S. Department of Education or the Missouri Department of Elementary and Secondary Education concerning alleged failures by the district to meet the requirements of the Family Educational Rights and Privacy Act (FERPA). The Ladue School District in partnership with the Special School District of St. Louis County has developed a local Compliance Plan for implementation of State Regulations for the Individuals with Disabilities Education Act—2004 (IDEA-2004).

Student Services, continued Mandated Reporting of Child Abuse Policy JHG, REPORTING AND INVESTIGATING CHILD ABUSE/NEGLECT

Public School District Liaison The superintendent shall designate a specific person or persons to serve as the public school liaison(s) and forward the name of the person(s) to the local division office of the Children’s Division (CD) of the Department of Social Services. The liaison(s) shall develop protocol in conjunction with the chief investigator of the local division office to ensure information regarding the status of a child abuse or neglect investigation is shared with appropriate school personnel. All written information received by any public school district liaison or the school shall be subject to the provisions of the Family Educational Rights and Privacy Act (FERPA). The liaison(s) will also serve on multidisciplinary teams used in providing protective or preventive social services along with law enforcement, the juvenile court and other agencies, both public and private. Reporting Child Abuse/Neglect The Board requires its staff members to comply with the state child abuse and neglect laws and the mandatory reporting of suspected neglect and/or abuse. Any school official or employee acting in his or her official capacity who knows or has reasonable cause to suspect that a child has been subjected to abuse or neglect, or who observes the child being subjected to conditions or circumstances that would reasonably result in abuse or neglect, will immediately make a report to the building principal or his or her designee, including any report of excessive absences that may indicate educational neglect. The principal or designee in conjunction with the Assistant Superintendent of Educational Leadership/

Student Services will then become responsible for making a report via the Child Abuse Hotline to CD, as required by law. This policy does not preclude any employee from directly reporting abuse or neglect to CD. However, the school official or employee must notify the building principal or designee immediately after making a report. The building principal and assistant superintendent of educational leadership/student services will make the superintendent aware that a report has been made, and will keep him or her aware of the status of the case. If the principal or designee has reason to believe that a victim of such abuse or neglect is a resident of another state or was injured as a result of an act that occurred in another state, then, in addition to notifying the Missouri CD pursuant to this policy, he or she may also make a report to the child protection agency with the authority to receive such reports, pursuant to law, in the other state. The district, as mandated reporter, will be entitled, upon request to information on the general disposition of the report. The district may also receive findings and information concerning the case, if requested. The information should be shared with the staff member who originated the report, but should not be released to anyone else without written authorization from CD. Parents/ Guardians should be referred to CD for information regarding the investigation. Parents or legal guardians have access to the CD records after the investigation is completed, except that the identity of the reporter is not released. Any person who in good faith participates in the making of such reports, or in any judicial proceeding resulting therefrom, will be immune from civil or criminal liability. It shall not be the responsibility of the school official or employee who initiated the report to prove that the child has been neglected or abused.

Investigating Child Abuse/Neglect When CD receives a child abuse report alleging that an employee of a school district has abused a student, the report is immediately referred to the superintendent (or the President of the school board in situations concerning the superintendent) who will conduct an initial investigation. If it is determined that the sole purpose of the report is to harass a school employee, the superintendent, Board President or the Board President’s designee will jointly investigate the matter with the juvenile officer or a law enforcement officer designated by the juvenile officer. The superintendent and Board President are authorized to contact and utilize the district’s attorney to assist in the investigation. Findings and conclusions will be issued as required by law. All other reports of any nature will be immediately returned to CD for investigation, and the superintendent will take no further action. The superintendent and/or school Board President will be considered a member of the multidisciplinary team, and as such will be involved in the investigation and have access to appropriate information, including the outcome of the investigation.

a. If the decision is to refer, the building principal or designated counselor will make the hotline call. b. I f the decision is not to refer, a follow-up plan will be formulated to assure school personnel remain alert to other situations that may indicate suspected abuse and the need for referral or dismissal of the concern. If the staff member who has the concern is not in agreement with the decision and suspects that abuse has occurred, he/she is required by law to make the hotline call. The superintendent will prepare and implement procedures as necessary to accomplish the intent of this policy and of the law. Last Amended: 04/10/06

The following steps are recommended: 1. Suspected abuse is reported to the building administrator by the staff member(s) encountering a suspected abuse situation. 2. The building principal investigates, collecting available evidence using the counselor or any other appropriate staff. 3. The assistant superintendent of educational leadership/student services is contacted by the building principal for consultation on the decision to refer or not to refer. (When available, the superintendent will be informed and consulted. Joint decision to refer or not to refer is made.)

Food Service Lunch is available at each school whenever school is in session for a full day or an early release day. Breakfast is available at the high school, middle school and Old Bonhomme Elementary School. Parents/guardians may put money into an account by contacting the school office in the elementary schools or the cafeteria office at the secondary schools so their student can charge lunch by swiping their meal ticket with the cashier. Students and families will be notified when money needs to be put into the account. While no child will be allowed to go hungry, the district urges families not to abuse this privilege and to keep their accounts up to date. Unpaid balances will transfer from one school to the next. Students will not be allowed to graduate and transcripts will not be released until balances are paid.

Family Education Rights and Privacy Act (FERPA) & Student Records The Family Educational Rights and Privacy Act (FERPA) affords to parents/guardians (“parents”) of students and to students themselves who are over 18 years of age (“eligible students”), certain rights with respect to the student’s education records maintained by Ladue Schools (“district”). These rights are outlined as follows: 1. The right to inspect and review the student’s education records within 45 days of the day the district receives a written request for access. Parents or eligible students should submit to the school principal or assistant principal a written request that identifies the record(s) they wish to inspect. The principal or assistant principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected. 2. The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate, misleading or otherwise in violation of the student’s privacy rights under FERPA. Parents

of eligible students should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading. If the district decides not to amend the record, the parents or eligible student have the right to request a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. 3. The right to consent to disclosures of personally identifiable information contained in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official includes a person employed by the district as an administrator, supervisor, instructor, counselor or support staff member; a person serving on the district’s school board; a person or company with whom the district has contracted to provide a service instead

A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her responsibilities for the district. The Voluntary Interdistrict Choice Corporation (VICC) and its officers, employees and agents are also school officials with legitimate educational interests, because they seek to advance the interests of both. A transfer student’s attendance records and other educational records relevant to the student’s participation in the program or to the program itself may accordingly be disclosed to VICC without obtaining written consent from the parent/guardian or eligible student. Upon request, the district also discloses education records without consent to officials of a school district in which a student seeks or intends to enroll. 4. The right to file a complaint with the U.S. Department of Education concerning alleged failures by the district to comply with the requirements of FERPA. Policy JO, STUDENT RECORDS

In order to provide students with appropriate instruction and educational services, it is necessary for the district to maintain extensive and sometimes personal information about students and families. These records must be kept confidential in accordance with law, but must also be readily available to district personnel who need the records to effectively serve district students. The superintendent or designee will provide for the proper administration of student records in accordance with law; will develop appropriate procedures for maintaining student records; and will standardize procedures for the collection and transmittal of necessary information about individual students throughout the district. The assistant superintendent of educational leadership/ student services and the building principal shall assist the superintendent in developing the student records system, maintaining and protecting the records, and developing protocols for releasing student education. The superintendent or designee will make arrangements so that all district employees are trained annually on the confidentiality of student education records, as applicable for each employee classification. Health Information Student health information is a type of student record that is particularly sensitive and protected by numerous state and federal laws. Student health information shall be protected from unauthorized, illegal or inappropriate disclosure by adherence to the principles of confidentiality and privacy. The information shall be protected regardless of whether the information is received orally, in writing or electronically and regardless of the type of record or method of storage.

Directory Information Directory information is information contained in an education record of a student that generally would not be considered harmful or an invasion of privacy if disclosed. The district designates the following items as directory information: • Students in kindergarten through eighth grade — student’s name; parent’s name; grade level; enrollment status (e.g., full-time or part-time); participation in school-based activities and sports; dates of attendance; honors and awards received; artwork or coursework displayed by the district; most recent previous school attended; and photographs, videotapes, digital images and recorded sound unless such photographs, videotapes, digital images and recorded sound would be considered harmful or an invasion of privacy. • High school and vocational school students — student’s name; parent’s name; grade level; enrollment status (e.g., full-time or parttime); participation in school-based activities and sports; weight and height of members of athletic teams; dates of attendance; degrees, honors and awards received; artwork or coursework displayed by the district; most recent previous school attended; and photographs, videotapes, digital images and recorded sound unless such photographs, videotapes, digital images and recorded sound would be considered harmful or an invasion of privacy. Parent and Eligible Student Access A parent will have the right to inspect their child’s education records as allowed by law. As used in this policy, a parent includes a biological or adoptive parent, a guardian or an individual acting as a parent in the absence of a natural parent or guardian. The district will extend the same rights to either parent regardless of divorce, custody or visitation rights, unless the district is provided with

evidence that the parent’s rights to inspect records have been legally revoked. The rights of the parent transfer to the student once the student turns 18, or attends an institution of postsecondary education in accordance with law. If a parent or eligible student believes the education records related to the student contain information that is inaccurate, misleading or in violation of the student’s privacy, he or she may ask the district to amend the record by following the appeals procedure created by the superintendent or designee. The district will annually notify parents and eligible students of their rights in accordance with law. Law Enforcement Access The district may report or disclose education records to law enforcement and juvenile justice authorities if the disclosure concerns law enforcement’s or juvenile justice authorities’ ability to effectively serve, prior to adjudication, the student whose records are released. The officials and authorities to whom such information is disclosed must comply with applicable restrictions set forth in 20 U.S.C. § 1232g (b)(1)(E). If the district reports a crime committed by a student with a disability as defined in the Individual with Disabilities Education Act (IDEA), the district will transmit copies of the special education and disciplinary records to the authorities to whom the district reported the crime. Law enforcement officials also have access to directory information and may obtain access to student education records in emergency situations as allowed by law. Otherwise, law enforcement officials must obtain a subpoena or consent from the parent or eligible student before a student’s education records will be disclosed.

Family Education Rights and Privacy Act (FERPA) & Student Records, continued Children’s Division Access The district may disclose education records to representatives of the Children’s Division (CD) of the Department of Social Services when reporting child abuse and neglect in accordance with law. Once the CD obtains custody of a student, CD representatives may also have access to education records in accordance with law. CD representatives may also have access to directory information and may obtain access to student education records in emergency situations, as allowed by law. Last Amended: 05/12/08

Policy KKB, AUDIO AND VISUAL RECORDING

The district has established limits on the use of recording equipment in order to minimize disruption and protect instructional time essential to improving student achievement. Any recording activity, even activity permitted under this policy, will be prohibited if the activity creates a disruption to the education process. No recording equipment will be placed in areas of the building where the occupant would have a reasonable expectation of privacy, such as restroom facilities or locker rooms. Definitions Visual Recording – Registering visual images on film, tape, digitally or by other mechanical or electronic means. Audio Recording – Registering sounds on tape, digitally or by other mechanical or electronic means. Outside Entity – Any individual, group, organization or corporation other than the administration, officers, staff or students of the Ladue School District or individuals authorized to act for the district. Recording by Outside Entities The district prohibits the use of video or audio recording equipment on district property or at district activities by outside entities without

permission from the superintendent or designee unless otherwise authorized by law. This prohibition shall not apply to: 1. Performances or activities to which the general public is invited such as athletic competitions, concerts and plays, unless prohibited by copyright law. 2. Recording of staff for the sole purpose of professional training or development. 3. Open meetings of the Ladue School District Board of Education or committees appointed by or at the direction of the Board. 4. Outside entities, including student-initiated groups, using or renting district facilities in accordance with Board policies and established administrative procedures. Recording by District Personnel The district may make audio or visual recordings to provide security, to maintain order, for professional staff development use or for other purposes related to furthering the educational mission of the district. This may include the use of video equipment in school buildings and on district transportation. No recording equipment will be placed in areas of the building where the occupant would have a reasonable expectation of privacy, such as restroom facilities or locker rooms. Recordings by or on behalf of district personnel that include students will be considered student records and will be maintained in accordance with the Family Educational Rights and Privacy Act (FERPA) and other applicable laws. Recording by Students The district prohibits the use of video or audio recording equipment on district property or at district activities by students except: 1. If required by a school-sponsored class or activity.

Recording of Meetings The Board prohibits the use of audio, video or other recording devices at meetings held pursuant to the

Individuals with Disabilities Education Act (IDEA) or Section 504 of the Rehabilitation Act of 1973, as well as other meetings between district employees and parents/guardians. Exceptions to this prohibition will be made only in accordance with Board policy and law. Requests for such exceptions must be made within a reasonable period of time prior to the scheduled meetings. Protection of Pupils Rights Amendment (PPRA) Policy JHDA, PROTECTION OF STUDENTS’ RIGHTS Inspection Any parent may inspect, upon request, any instructional material used as part of the educational curriculum and all instructional materials, including teachers’ manuals, films, tapes or other supplementary material that will be used in connection with any survey, analysis or evaluation as part of any applicable program. Further, a parent may inspect, upon request, a survey created by a third party before the survey is administered or distributed by a school to a student. The term “instructional material” does not include academic tests or academic assessments. In general, the district will not collect, disclose or use personal student information for the purpose of marketing or selling that information or otherwise providing the information to others for that purpose. In the rare case where the district may collect information from students for the purpose of marketing or selling that information, parents may inspect any instrument used before the instrument is administered or distributed to a student, upon request and in accordance with Board policy.

Consent Required In accordance with law, no student, as part of any program wholly or partially funded by the U.S. Department of Education, shall be required to submit to a survey, analysis or evaluation (hereafter referred to as “protected information survey”) that reveals any of the following information without written consent of a parent: 1. Political affiliations or beliefs of the student or the student’s parent; 2. Mental and psychological problems of the student or the student’s family; 3. Sexual behavior or attitudes; 4. Illegal, anti-social, self-incriminating and demeaning behavior; 5. Critical appraisals of other individuals with whom respondents have close family relationships; 6. Legally recognized privileged or analogous relationships, such as those of lawyers, physicians and ministers; or

Any other protected information survey, as defined above, regardless of the funding source. 2. Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent and not necessary to protect the immediate health and safety of a student, or any physical exam or screening permitted or required under state law, except for hearing, vision or scoliosis screenings. 3. Release of Information to Military Recruiters The district is generally required by the No Child Left Behind Act to make available to military recruiters the names, addresses and telephone listings of secondary school students. However, parents and eligible students may request the

“Right to Know� Information According to the No Child Left Behind (NCLB) Act This complaint resolution procedure applies to all programs administered by the Department of Elementary and Secondary Education (Department) under the No Child Left Behind Act (NCLB). A complaint is an allegation that a specific federal or state law or regulation has been violated, misapplied, or misinterpreted by school district human resources or by Department of Education personnel. Any parent or guardian, surrogate parent, teacher, administrator, school board member, or other person directly involved with an activity, program, or project operated under the general supervision of the Department may file a complaint. Such a complaint must be in writing and signed; it will provide specific details of the situation and indicate the law or regulation that is allegedly being violated, misapplied, or misinterpreted. The written, signed complaint must be filed and the resolution pursued in accordance with district policy which specifies the complaint should be first initiated with a school or building administrator. If such a communication does not resolve the matter or matters, the appropriate central office administrator(s) should be contacted. Should such communication not bring the matter or matters to a close, the person may contact the superintendent of schools. In the event that communication is unsuccessful in resolving the issue, the board president should be contacted.

If the issue cannot be resolved at the local level, the complainant may file a complaint with the Department. If there is no evidence that the parties have attempted in good faith to resolve the complaint at the local level, the Department may require the parties to do so and may provide technical assistance to facilitate such resolution. If the complainant disagrees with the decision of the Deputy Commissioner of Education in a matter relating to federal law or regulation, the complainant may request a review of the decision by the United States Secretary of Education in accordance with 34 CSR part 76, section 76.781. Any persons directly affected by the action of the Department may file a similarly written complaint if they believe state or federal laws or regulations have been violated, misapplied or misinterpreted by the Department itself. Standard Complaint Resolution Procedure According to the No Child Left Behind (NCLB) Act The district is required to inform parents of information they have a right to know according to the No Child Left Behind Act of 2001 (Public Law 107-110).

• Whether a child is provided services from a paraprofessional and the paraprofessional’s qualifications.

Upon a parent’s request, the district must provide, in a timely manner, the following information:

• What baccalaureate degree and major the teacher has and any other graduate certification or degree held by the teacher and the field of discipline of that certification.

• Whether a teacher has met state qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction. • Whether the teacher is teaching under emergency or other provisional status through which state qualification or licensing criteria have been waived.

• Timely notice that a child has been taught for four or more consecutive weeks by a teacher of core academic subjects who is not highly qualified. • Information on the achievement level of the parent’s child in each of the state academic assessments as required under this part.

Technology Acceptable Use Policy The use of technology is an integral part of instruction and curriculum in the Ladue Schools. Therefore, the district has developed specific guidelines and policies regarding the appropriate use of technology by students.

Policy IGAS, COMPUTING AND NETWORK RESOURCE ACCEPTABLE USE

The Ladue School District recognizes the educational and professional value of electronicbased information technology, both as a means of access to enriching information and as a tool to develop skills that students need. The district’s technology exists for the purpose of maximizing the educational opportunities and achievement of district students. The professional enrichment of the staff and Board, and increased engagement of the students’ families and other patrons of the district are assisted by technology, but are secondary to the ultimate goal of student achievement.

Use of technology resources in a disruptive, manifestly inappropriate or illegal manner impairs the district’s mission, squanders resources, and shall not be tolerated. Therefore, a consistently high level of personal responsibility is expected of all users granted access to the district’s technology resources. All district computer users should be aware that maintenance and supervision of the network sometimes requires review, capture, and inspection of information on the network or network systems. Any discovered computer activity, including an e-mail message that deals with inappropriate or illegal activities, will be reported to the appropriate authority. Personal information and personal data files from individuals suspected of committing a crime may also be turned over to investigators by administrators at the district. Discipline Policy JG, DISCIPLINE

The Ladue School District has the responsibility for the welfare of students enrolled in its public schools. The conduct of students should reflect the high standards of good citizenship required in a democracy. The Ladue Board of Education establishes discipline policies in order to foster the morale and good conduct of students, to maintain the good order and discipline of the schools and to prevent misconduct from interfering with the educational experiences of the student body. The Board recognizes that each student is an individual and that control and correction of student misconduct must be handled on an individual basis. It is essential that the district maintain a classroom environment that allows teachers to communicate effectively with all students in the class and allows all students in the class to learn. To assist district staff in maintaining the necessary classroom environment, the Board will create a discipline code that addresses the consequences, including suspension or expulsion, for students whose conduct is prejudicial to good order and discipline in the schools or impairs the morale or good conduct of other students. The Board views suspension and expulsion as actions to be taken when retention of the student in school would be detrimental to the maintenance of an atmosphere where orderly learning is possible and encouraged. The Board authorizes the immediate removal of a student upon a finding by a principal or superintendent that the student poses a threat of harm to self or others, as evidenced by the conduct of such student. Any such removal will be subject to the appropriate due process procedures and in accordance with law. These policies, regulations and procedures will apply to all students in attendance in district instructional and support programs as well as at school-sponsored activities. Students receiving the services of Special School District under the requirements of the Individuals with Disabilities Act or students eligible for special

services under Section 504 of the Rehabilitation Act of 1973 are to be disciplined in the same manner as their non-disabled peers when the conduct is not a manifestation of the disability, subject to the requirements of Board policy JGE. Off-campus misconduct that adversely affects the educational climate of any program requiring school district sponsorship and any other campus school district event will also be subject to the policies and procedures of the district. School district sponsorship is defined as any activity which requires the signature of a school district official as a prerequisite for participation. Students who have been charged, convicted or pled guilty in a court of general jurisdiction for commission of a felony may be suspended in accordance with law. No student may be confined in an unattended locked space except in an emergency situation while awaiting the arrival of law enforcement personnel. For the purpose of this policy, a student is unattended if no person has visual contact with the student, and a locked space is a space that the student cannot reasonably exit without assistance. Building principals are responsible for the development of additional regulations and procedures regarding student conduct needed to maintain proper behavior in schools under their supervision. All such relations and procedures shall be consistent with Board-adopted discipline policies. Teachers have the authority and responsibility to make and enforce necessary rules for internal governance in the classroom, subject to review by the building principal. The Board expects each teacher to maintain a satisfactory standard of conduct in the classroom. All district staff are required to enforce district policies, regulations and procedures in a manner that is fair and developmentally appropriate and that considers the student and the individual circumstances involved.

Discipline, continued All employees of the district shall annually receive instruction related to the specific contents of the district’s discipline policy and any interpretations necessary to implement the provisions of the policy in the course of their duties including, but not limited to, approved methods of dealing with acts of school violence, disciplining students with disabilities and instruction in the necessity and requirements for confidentiality. All district staff members are required to enforce these policies, regulations and procedures in a manner that is fair and developmentally appropriate and that considers the student and the individual circumstances involved. The comprehensive discipline policy of the district is composed of this policy and other policies and includes, but is not limited to, related procedures and appendices. An age appropriate copy of the district’s comprehensive discipline policies and appendices will be provided to every student and parent or guardian of every student at the beginning of each school year and will be available in the superintendent’s office during normal business hours and on the district’s Web site at www.ladue.k12.mo.us. activity that involves hazing or bullying. District staff will report incidents of hazing and/or bullying to the building principal. The principal shall promptly investigate all complaints of hazing and/or bullying and shall administer appropriate discipline to all individuals who violate this policy. District staff members who violate this policy may be disciplined or terminated. The district shall annually inform students, parents, district staff members and volunteers that hazing and/or bullying is prohibited. This notification may occur through the distribution of the written policy, publication in handbooks, presentations at assemblies or verbal instructions by the coach or sponsor at the start of the season or program. Hazing is defined as any activity, on or off school grounds, that a reasonable person believes would negatively impact the mental or physical health or safety of a student or put the student in a ridiculous, humiliating, stressful or disconcerting position for the purposes of initiation, affiliation, admission, membership or maintenance of membership in any group, class, organization, club or athletic team including, but not limited to, a grade level, student organization or schoolsponsored activity.

Policy JFCF, HAZING AND BULLYING

The Ladue School District prohibits all forms of hazing, bullying and/or student intimidation. Students participating in or encouraging inappropriate conduct will be disciplined. Such discipline may include, but is not limited to, suspension or expulsion from school and removal from participation in activities. Students who have been subjected to hazing or bullying are instructed to promptly report such incidents to a school official. In addition, district staff, coaches, sponsors and volunteers shall not permit, condone, or tolerate any form of hazing or bullying or plan, direct, encourage, assist, engage or participate in any

Bullying is defined as repeated and systematic intimidation, harassment and attacks on a student or multiple students perpetuated by individuals or groups. Bullying includes, but is not limited to: physical violence, verbal taunts, name-calling and put-downs, threats, extortion or threats, damaging property, or exclusion from a peer group. Bullying may also include cyberbulling or cyberthreats. Cyberbulling is sending or posting harmful or cruel text or images using the Internet or other digital communication devices. Cyberthreats are online materials that threaten or raise concerns about violence against others, suicide or self-harm.

Policy JFA, STUDENT DUE PROCESS RIGHTS

All students will be afforded due process. The process will be in accordance with state law, as well as with the provisions outlined in the Board’s policies and regulations on student discipline, suspension and expulsion. Last Amended: 10/23/06

Civility Policy Policy ACH, CIVILITY Civil behavior is required on school property, in a school vehicle, and at school sponsored activities and events. All persons having business with the district including, but not limited to, employees, students, parents, Board members, volunteers, visitors and patrons, shall treat one another with civility, courtesy, fairness, professionalism, dignity and respect. Uncivil behaviors shall be prohibited. Uncivil behaviors shall be defined as any behaviors that are physically or verbally threatening, either overtly or implicitly, as well as behaviors that are coercive, intimidating, violent or harassing. Examples of uncivil behavior include, but are not limited to, use of profanity, personally insulting remarks, attacks on a person’s race, gender, nationality, religion, sexual orientation or behavior that is out of control. Such interactions could occur in telephone conversations, voice mail messages, face-to-face conversations, written letters and/or e-mail messages.

Any uncivil behavior should be reported immediately to the appropriate district personnel. Uncivil behavior by an employee should be reported to the employee’s immediate supervisor or to the Human Resources department. A record will be made of any alleged incident and the action taken. Confidentiality will be observed whenever possible to protect the complainant and the alleged offending person. Employees and students may be subject to action under building and/or district policy or guidelines. Members of the general public may be subject to district or building action including prohibition on future contact and limitations on access to functions, activities or school district property. Safety and Security Drills For the safety of our students and staff, a minimum of 16 drills are regularly conducted throughout the school year in each of the district’s school buildings (earthquake, fire, tornado, bomb and intruder). Building Access In order to keep our students and staff safe throughout the day, safety protocols have been established for visitors to our buildings. The doors to our schools will be locked once the school day has begun. Parents and other visitors are asked to come to the front door and be “buzzed in.” Security cameras are located at the building doors and at other locations throughout the buildings. All visitors are asked to sign in and obtain a visitors’ badge, which they must wear during their entire visit to the school. They must sign out and return the badge when they leave. S.A.F.E. Schools Hotline Residents, staff members, parents and students can help keep our schools safe by reporting any suspicious activity to the S.A.F.E. Schools Hotline at 314-889-SAFE (7233). The hotline is anonymous and is available 24 hours a day, seven days a week.

Policy ECAA, FIREARMS

Except for licensed law enforcement officers, no person shall possess or carry any firearm, visible or concealed, on school property (including school buildings and grounds, athletic fields, and parking lots), or on school buses, or at schoolsponsored events. Firearms, visible or concealed, are likewise prohibited in vehicles which are on school property or on the property of a school activity. No school official shall give consent under R.S.Mo. §571.094.20(10) for any person, other than a licensed law enforcement officer, to carry a concealed firearm into any school facility, property or activity. School district employees who hold concealed carry endorsements as described in R.S.Mo. §571.094 may NOT carry or bring any firearm, visible or concealed, on school property or at school activities. Non-functioning, historical firearms may be used in historical re-enactments or as artifacts in presentations with prior administrative authorization. Under no circumstances shall ammunition or other explosive materials be allowed on district property or at any district sponsored events. Last Amended: 04/24/06

Earthquake Safety In compliance with Missouri State School Law, Section 160.455, Ladue Schools is required to distribute to each student the following information on earthquake safety. The New Madrid Seismic Zone (NMSZ) extends 120 miles southward from the area of Charleston, Missouri, and Cairo, Illinois, through New Madrid and Caruthersville, following Interstate 55 to Blytheville and on down to Marked Tree, Arkansas. The NMSZ consists of a series of large, ancient faults that are buried beneath thick, soft sediments. These faults cross five state lines and cuts across the Mississippi River in three places and the Ohio River in two places. The New Madrid Seismic Zone and surrounding region is active, averaging more than 200 measured events per year (1.0 or more on the Richter scale), about 20 per month. Tremors large enough to be felt (Magnitude 2.5 – 3.0) are noted annually. Every 18 months the fault releases a shock of 4.0 or more, capable of local minor damage. Magnitudes of 5.0 or greater occur about once per decade. They can cause significant damage and be felt in several states. The highest earthquake risk in the United States outside the West Coast is in the New Madrid Seismic Zone. Damaging tremors are not as frequent as in California, but when they do occur, the destruction covers more than 20 times the area due to the nature of geologic materials in the region. The 1968 5.5 magnitude Dale, Illinois, earthquake toppled chimneys and caused damage to unreinforced masonry in the St. Louis area, more than 100 miles from the epicenter. A 5.2 magnitude earthquake in April 2008 in southeast Illinois, did not cause damage in Missouri, but was felt across much of the state.

A damaging earthquake in this Area, which experts say is about a 6.0 magnitude event, occurs about once every 80 years (the last one in 1895 was centered near Charleston, Missouri). There is estimated to be a 25-40 percent chance for a magnitude 6.0 – 7.5 or greater earthquake along the New Madrid Seismic Zone in a 50-year period according to the U.S. Geological Survey reports. The results would be serious damage to unreinforced masonry buildings and other structures from Memphis to St. Louis. A major earthquake in this area - the Great New Madrid Earthquake of 1811-12 was actually a series of over 2,000 shocks in five months, with several quakes believed to be a 7.0 Magnitude or higher. Eighteen of these rang church bells on the Eastern seaboard. The land was destroyed in the Missouri Bootheel, making it unfit for farming for many years. It was the largest burst of seismic energy east of the Rocky Mountains in the history of the U.S. and was several times larger than the San Francisco quake of 1906. When will another Great Earthquake the size of those in 1811-12 happen? Several lines of research suggest that upheavals like those in 1811-12 visit the New Madrid region every 500-600 years. Hence, emergency planners, engineers, and seismologists do not expect a repeat of the intensity of the 181112 series for at least 100 years or more. However, even though the chance is remote, experts estimate the chances for a repeat earthquake of similar magnitude to the 1811-12 New Madrid earthquakes over a 50-year period to be a 7 – 10 percent probability. What can we do to protect ourselves? Education, planning, proper building construction, and preparedness are proven means to minimize earthquake losses, deaths, and injuries.

Earthquake Safety, continued Prepare a Home Earthquake Plan

•C hoose a safe place in every room--under a sturdy table or desk or against an inside wall where nothing can fall on you. • Practice DROP, COVER AND HOLD ON at least twice a year. Drop under a sturdy desk or table, hold onto the desk or table with one hand, and protect the back of the head with the other hand. If there’s no table or desk nearby, kneel on the floor against an interior wall away from windows, bookcases, or tall furniture that could fall on you and protect the back of your head with one hand and your face with the other arm. • Choose an out-of-town family contact. • Take a first aid class from your local Red Cross chapter. Keep your training current. • Get training in how to use a fire extinguisher from your local fire department. • Inform babysitters and caregivers of your plan.

Eliminate Hazards

• Consult a professional to find out additional ways you can protect your home, such as bolting the house to its foundation and other structural mitigation techniques. • Bolt bookcases, china cabinets and other tall furniture to wall studs. • Install strong latches on cupboards. • Strap the water heater to wall studs.

Prepare a Disaster Supplies Kit for Home and Car

• First aid kit and essential medications. • Canned food and can opener. • At least three gallons of water per person. • Protective clothing, rainwear, and bedding or sleeping bags. • Battery-powered radio, flashlight, and extra batteries. • Special items for infant, elderly, or disabled family members. • Written instructions for how to turn off gas, electricity, and water if authorities advise you to

do so. (Remember, you’ll need a professional to turn natural gas service back on.) • Keep essentials, such as a flashlight and sturdy shoes, by your bedside.

Know What to Do When the Shaking Begins

• Drop, cover and hold on. Move only a few steps to a nearby safe place. Stay indoors until the shaking stops and you’re sure it’s safe to exit. Stay away from windows. • In a high-rise building, expect the fire alarms and sprinklers to go off during a quake. • If you are in bed, hold on and stay there, protecting your head with a pillow. • If you are outdoors, find a clear spot away from buildings, trees, and power lines. Drop to the ground. • If you are in a car, slow down and drive to a clear place (as described above). Stay in the car until the shaking stops.

Know What to Do AFTER the Shaking Stops

• Check yourself for injuries. Protect yourself from further danger by putting on long pants, a longsleeved shirt, sturdy shoes, and work gloves. • Check others for injuries. Give first aid for serious injuries. • Look for and extinguish small fires. Eliminate fire hazards. Turn off the gas if you smell gas or think it’s leaking. (Remember, only a professional should turn it back on.) • Listen to the radio for instructions. • Expect aftershocks. Each time you feel one, drop, cover and hold on. • Inspect your home for damage. Get everyone out if your home is unsafe. • Use the telephone only to report life-threatening emergencies.

Ladue Early Childhood Center Preschool A tuition-based program, the LECC Preschool offers a range of options for children two-anda-half to five years old. The preschool program puts a special emphasis on creating a strong selfimage, decision-making skills and positive peer interaction. Enrollment is open to the St. Louis community, but priority is afforded to siblings and district families. Parent And Child Together (PACT) PACT, a fee-based program, is designed for the Parent and Child Together. The emphasis is on parent education, parent support and shared parent-child experiences. For the child, PACT is a place for exploring the outside world without leaving the parent behind. For the adult, PACT is a place for support and education through lectures, discussion groups, workshops and a wealth of resource materials on parenting and child development. Priority placement and reduced fees are offered to district parents and grandparents after which enrollment is open to anyone in the greater St. Louis community. Approximately 30 classes are offered during both the Fall and Spring semesters. Classes are offered during the day, in the evening and on Saturdays. The majority of classes meet once a week for 8-16 weeks.

Parents As Teachers (PAT) Ladue Parents As Teachers (PAT) is a free, district- and state-funded program offering practical assistance to parents and children from birth to five years. PAT provides individualized information and guidance to parents not only to enhance their children’s language, social and motor development, but also to make parenting more rewarding and less stressful. Parent educators visit periodically with participating families to give parents personalized information they may use in guiding their children’s natural development. PAT also offers more limited visits and screening to families with three-, four- and five-year-olds. District Committees Board Advisory Committees Committee members are appointed by the Board of Education and serve in an advisory capacity to the Board. Appointments to the Board Advisory Committees are made at the beginning of each school year to fill vacancies. The membership term is for two years and members are limited to two terms. Complete descriptions of these committees and information on how to apply to serve on a Board Advisory Committee can be found on the district’s Web site (www.ladue.k12.mo.us). Technology Committee

Includes district patrons, teachers and administrators. This group oversees the development and implementation of the district’s technology plan and investigates new opportunities.

Other Committees CURE Committee

CURE stands for Community, Understanding, Respect and Education. The group is made up of parents and guardians of African-American students and community members who are committed to closing the Achievement Gap. The committee meets monthly with the superintendent, other administrators and Board members.

Curriculum Committees

Includes district patrons, teachers and administrators. The group studies, reviews and provides input on curriculum topics throughout the school year.

Eight separate committees charged with directing the renewal process of various disciplines, including: Communication Arts, Fine Arts, Health and PE, Mathematics, Modern and Classical Languages, Practical Arts, Science, and Social Studies. Includes teachers, administrators and parents.

Special School District Parent Collaborative

A committee of parents and administrators which works to facilitate communication between the parents of children with special needs and the Special School District.

Student Services Committee

This group includes parents, teachers and administrators and works to advise the district regarding the issues of special education, gifted

education, guidance and counseling, health services, the Early Childhood program and English as a Second Language.

Facility Usage Ladue Schools facilities are available for use by outside groups. Board policies outline how to request usage of indoor and outdoor facilities and what fees are associated with the usage of those facilities. Policy KG, COMMUNITY USE OF SCHOOL FACILITIES

As a service to the community and in accordance with state law, the Board of Education may allow the use of public school facilities by individuals, groups and associations for educational, recreational, social, civic, philanthropic and other similar purposes as the Board deems are for the best interests of the community. Permission to use school facilities will be granted to community organizations and residents by the superintendent, or designee, in keeping with the policies, rules and procedures adopted by the Board. However, such use will not interfere in any way with the regular programs and activities of the district. Community Groups will be permitted to use

elementary and middle school facilities after 5 p.m. and high school facilities after 5:30 p.m. on school days (including summer school days) and after 8 a.m. on other days. School facilities may be closed during the winter and spring school vacations and on other school holidays. Permits are canceled when school is canceled due to inclement weather or other reasons. School facilities will close at 10 p.m. Upon prior written request, permission may be granted for a delay in the closing time. A nominal rental fee to cover operational costs (heat, lights, etc.) and custodial service will be charged in accordance with a schedule recommended by the superintendent and approved by the Board. The fee will not be charged to any school-related organization. The Board may consider waiving the fee for special public programs. The use of playgrounds and buildings during the summer months for recreational purposes shall be governed by the superintendent according to the Board policies, rules and procedures. Where possible, a certificate of insurance or holdharmless agreement shall be provided by the persons or organizations using school facilities. Smoking, gambling, drinking alcoholic beverages, and possession of intoxicants or illegal drugs and chemicals are prohibited. Violation may result in immediate termination of the activity.
