Continued from page 1 The Subterranean Water Tax (Pajak ABT) is applied to any business or dwelling in Bali that uses ground water. Reports suggest that only small portions of well owners are paying their ABT Tax, blamed on the inefficiency or venality of tax officials. Abuse of the system and the uncontrolled drilling of ground water are feared by environmental groups to have a lasting detrimental effect of the Island and its mounting water deficit. Meanwhile the head of Regency's Revenue Office for Gianyar, I Ketut Anwar, is pledging that the regency will be more proactive in collecting ABT taxes and close businesses using subterranean water illegally. Prior to 2010, revenue from ABT taxes were collected

by the provinces, but are now collected by Bali's regencies and municipalities. In 2103 ABT taxes from starred hotel in Gianyar totaled Rp. 1.4 billion (US$122.000). The hotels that were leading payers of ABT Tax in 2013 in Gianyar were:

Gday again folks and welcome to the weekly for another try, which is what got the Blues over the line last week at the second state of origin match. The Maroons scored twice on penalty and then the Blues got a try and converted it nicely to take their second win succsessfully earning them the first win in the series for nine years. Well done to all the Blues supporters and the team for a great job. Lets hope the wins are a little closer together from

now on. On the subject of sport, I see the world cup soccer is hotting up and about at the pointy end of the competition as the group stages are all but done and its knock out or sudden death from here on in. I see the Aussies are doing well and im told they are a really young team. They had a great game against Holland last week which I think was a surprise to everyone seeing the Dutch side is apparently so good. Good luck to all the best sides and I think I'll keep my coin on Germany. Ok I don't want this editorial to be a sports column but seeing the subject seems to be rolling that way at the minute, I will say the wheels have fallen off for a few teams in the A.F.L. with last week bringing a few upsets to the table. The top eight spots I thought were cemented in concrete but if a few teams don't try that little bit harder they will not keep their spots . Last week the match of the round would have to go to GWS against Carltank with an eight point win and probably the Richmond defense is worth a mention as they kept the scores down for the game against Sydney. Moving along this week I'd like to draw everyones attention to the “Feel Younger Summit” which is being held at the Nirwana Resort this Friday the 27th and from all reports it's a must do thing if you're living the life in Bali. As expats we tend to get a little lazy and don't do as much as we probably would back home and these guys have got some great advice and methods to help us live a healthy and longer life, and lets face it we all want to get as much time on this rock as is possible. Penny Pinching on Promotion I n d o n e s i a n Government Curbs Spending Plans for Tourism Ministry and Tourism Promotion Bali Post reports that the government has chopped the 2014 promotional budget for tourism from a proposed Rp. 435 billion (US$37.8 million) to only Rp. 373 billion (US$32.4 million). Similarly, a total budget for the Ministry of Tourism and the Creative Economy that was given a ceiling of Rp. 1.7 trillion (US$148 million) was, in fact, allocated Rp. 1.5 trillion (US$130 million).

In revealing the reduced figures, Esthy Reko Astuty, the director general of marketing for the Ministry said the reduced level of expenditure would present special challenges in the Ministry's efforts to establish the needed momentum in the promotion of Indonesia's tourism.

In practical terms the reduced level of spending means that Indonesia will now participate in 51 promotional events instead of 59; reduce p u r c h a s e s o f promotional material; and less travel by Ministry officials in the promotion of Indonesia travel. Nonetheless, Esthy remains optimistic that Indonesia will still manage to attract 9.5 million foreign visitors during the calendar year 2014. www.balidiscovery.com

In closing and on a final note, I did hear a whisper that the powers that be at Crusoes are pushing along with the Pressure hour and are as happy as larry with the event each Friday night. I was lucky enough to make it there for the second one and enjoyed watching a bucks night party join in only to work out that they all had to use the toilet almost as soon as they drank their first beer. A few good laughs were had by all and some very strange sounds of relief coming from the toilet after the bell rang. Thanks again to Mr Ron for the continued support. Kuta Hotels and Restaurants Discharging S e wa ge Ont o P ublic Beaches According to Bali Post and Radar Bali, the Island's fabled Kuta Beach attractiveness is threatened by unthinking hotels restaurant and business operators who continue to allow untreated sewage water to seep into shoreline areas used by swimmers. Efforts to reduce pollution by sending letters of reminders to errant businesses, socialization through public meetings and even blocking off waste pipes are seemingly failing to curb pollution and eliminate the sometime abhorrent smells that can ruin a day at the beach. While the problem can be most prevalent on the beach areas

surrounding Jalan Padma, a member of the Badung House of Representatives (DPRD-Badung), Wayan Puspa Negara, told the press that the problem extends beyond the Jalan Padma area and also affects Jalan Double Six in Legian and Jalan Toya Ning in Kedonganan. The problem is becoming sufficiently acute that regency officials are planning to put a sewage truck on stand-by in the area to haul away effluent as the need arises. The head of the Badung

Environmental Agency (BLH-Badung), Ketut Sudarsana, blame much of the pollution on business owners who play cat and mouse games with local officials. He suspects that some hotels, restaurants and entertainment spots are discharging wastes via concealed pipes with outlets in roadside drainage ditches In the past, Regency Officials have blocked off 17 sewage pipes discharging into drains connected to hotels and restaurants in the Legian and Kuta area of Bali. Letters have also been sent by the Government to the offending companies. Remembering Your Place Bali Legislators R e m i n d Builders and Business to Make Balinese L o o k i n g Buildings As reported by NusaBali, a m e m b e r o f Commission B of the Badung House of Representatives (DPRD-Badung), Wayan Suyasa, is calling on greater attention to be paid to local regulations requiring all hotels and villas in Bali to incorporate Balinese architectural elements. Suyasa bemoaned the fact that not only do many structures in Bali have no architectural connection to Balinese culture; but also ignore other zoning and building rules addressing minimum setbacks from roads, rivers and oceans; and coefficient ratios requiring 40% of any home or project be reserved for open lawns and

gardens. “Just look at the new buildings around us. There are so many where the Bali-style has been lost. This is, in my opinion, most concerning,” said Suyasa. The lawmaker called on Badung leaders to enforce the rules and ensure that Balinese culture is not being obliterated in the building boom now underway. As if He Didn't Already Know?

In what sounded very much like insincere perfunctory lip service, Ketut Martha of the agency charged with enforcing zoning and building rules (Satpol PP) profusely t h a n k e d Suyasa for his comments, s a y i n g everyone is entitled to express their views and such opinions will help improve the development underway in the regency of Badung. Back Jack Riewoldt to continue his amazing run in Fox Footy Hot Streak LUKE Breust's amazing goalkicking streak is the talk of the AFL. After another four goals straight against Collingwood, Breust has now kicked 23 goals without a behind, his last miss coming back in Round 5. On top of that, the Hawthorn small forward has kicked at least one goal in each of his past 20 matches, not going goalless in a game since Round 19 last season (he has kicked 45.13 in that time). But on that score, there are two men ahead of him. Port Adelaide's Jay Schulz has gone 23 matches with at least one goal, but that is well short of the No.1 player in the comp. Richmond spearhead Jack Riewoldt has his knockers, but he hasn't gone goalless since Round 1 last season, when he kicked 0.4 against Carlton. That's 34 matches in a row Riewoldt has kicked at least one goal. Dig a bit deeper and you'll

find Jack has kicked a goal in 95 of his past 100 games. Which makes him the clear No.1 pick in the Fox Footy Hot Streak. The new footy tipping game with a difference asks fans to pick up to 20 players a round in the hope of compiling the biggest “hot streak”. To register a streak, all your selected players must kick at least one goal that round. If your streak is alive at the end of the round, select a new batch of players the next week and build on your total until one of your players fails to register a sixpointer. Then you can start again and try to beat your score.

The competition runs right through September and the biggest streak at end of Grand Final day wins $20,000 cash. The best hot streak each round wins a Rinnai BBQ valued at $299. Riewoldt will be a hugely popular pick, but selecting other players to build your score will take some nous and perhaps a bit of luck. It might seem crazy to bank on Rhys Palmer, who plays for GWS and has one of the wonkiest left boots in the competition. But since moving to a new role in the forward line Palmer has kicked a goal in seven consecutive games. Lion Josh Green (on an eight-game streak) and Bomber Joe Daniher (8) are other left-field names to consider. All of them, including Riewoldt, have a long way to go to catch the all-time Hot Streak champ — former Collingwood fullforward Peter McKenna, who kicked a goal in 121 matches in a row from 1968-74.

Essendon's Paul Chapman ready to tackle old teammates and hoping to spoil Geelong party THE banter hasn't started yet but Paul Chapman knows it's coming. After 261 AFL games, Chapman will face Geelong for the first time on Friday night. The occasion is sure to be emotional; last year Chapman said the prospect of leaving the Cats “hurt” and he desperately wanted to be a one-team player. But after settling into his new home, Chapman insisted he had nothing against the club that let him walk away last year after 14 seasons. “It's good for the hype, 'I got dumped last year and there might be vengeance',” he joked. “But there's no ill feeling from me. “That's footy these days, these things happen and you've got to make some tough decisions.” Chapman said he expected a few nerves on match-day and was prepared for the inevitable ribbing and

And that extends right down to their underwear. nder new guidelines, players may only break up their all-white outfits with a coloured trim of 1cm width — and even then it's only allowed on the edge of a garment. According to the Times, the new rule includes underwear. Items that become “visible during play … due to perspiration” are also included, so no coloured bras. If a player breaks the rules, they will be sent to the referees' office where a “supply of suitable clothing” awaits. Wimbledon spokesman Jon Friend said the rule was in place last year but not strongly enforced. That's about to change. “There is now a clarification and if there was a question in years gone by those questions have been well and truly answered,” Friend said.

Aussie in trouble for colander license photo A South Australian atheist who successfully had his gun license printed with a photo of him wearing a colander on his head has been forced to undertake a psychological test to prove he is fit to own firearms. When he had his license renewed last year, Mr Albon said he decided to "have a bit of fun" when asked about his religion, and declared himself a member of the Church of the Flying Spaghetti Monster, a satirical movement set up in the US with the intention of opposing religion. Following the lead of a fellow Pastafarian in Europe, Mr Albion successfully argued he should be allowed to wear the colander in his license photo because it was a religious head piece. He is believed to be the first Australian to successfully have a license printed with a colander on their head, a feat also achieved recently by a New Zealand man who this week spoke to media after a photo of his driver's license went viral. "The law stipulates you can have something on your head ... but you have to have your entire face uncovered and if the headgear is being worn it has to

have some religious significance," Mr Albon said. "I thought 'I've got this one in the bag'." After convincing the woman who took his photo at the transport department he was allowed to wear the colander, Mr Albon finally had his unique licence. "I thought it was an absolute scream," Mr Albon said. "As far as I know I'm the first person to do it (in Australia)." It wasn't until six months later, in about June last year, when he submitted paperwork to have his license classification changed that police became nervous about allowing a man with a colander on his head access to firearms. He said two uniformed officers visited his home and seized his license and four firearms two rifles and two handguns worth about $2000 in total until a psychiatrist confirmed he was safe to own weapons. "I passed," Mr Albon said. "I was laughing ... I had to go and tell (a psychiatrist) what I was

doing. "The psychiatrist just laughed, he said 'you're kidding right'. "He asked if I had heard any voices, if I'd used drugs, and just other stuff to clarify where I was with my mental status." Despite passing the test, he was told the license with the colander photo had been destroyed and he would have to be photographed again, this time without the headpiece. A frustrated Mr Albon maintains he is legally allowed to wear the colander in his license photo. But, at the risk of losing his license again, he conceded to having a normal photo taken for the renewal. Mr Albon said he followed the Pastafarian movement in part as a gimmick but also to highlight the freedoms allowed to religions. He continues to subscribe to the Church of the Flying Spaghetti Monster and has even agreed to help moderate a social media group dedicated to the movement. In the next few months, Mr Albon will need to renew his driver's license and has vowed to wear a colander on his head for that photo, too. "What are they gonna do, come and take my car off me?" SA Police have declined to comment.

Family return soldier's dog after girlfriend sold it The family who bought a deployed soldier's beloved dog Baxter when his malicious girlfriend sold h i m o n Craigslist has agreed to return him to his rightful owner. The parents had initially refused to return Baxter to Robert Gabbert, who has been in Afghanistan for the last six months his second deployment. They said their children had become too attached to the dog in the month it had been in the Colorado Springs, Colorado, home. However, after Mr Gabbert's plight elicited a social media campaign and news stories, the family changed course. 'I think the people that bought the dog and read the stories and felt bad,' Mr Gabbert's father Robert Sr said. 'I guess, there's been so many people supporting Robbie, that the family came forward with the dog and they're going to return it.' raised Baxter from a puppy and his Facebook page is filled with photos of him lovingly embracing his dog and taking him on adventures outside Fort Carson, Colorado, where Mr Gabbert is stationed.
