The Badung Regency Transportation, Communication and Information Agency (Dishubkominfo) has plans in 2014 to install Area Traffic Control Systems (ATCS) on a number of traffic lights operating at South Bali's busiest intersections. The automated control systems that change traffic light intervals depending on actual traffic flows are predicted to help reduce or eliminate congested conditions in a number of areas in Bali. The Badung Dishubkominfo has allocated Rp. 4.4 billion (US$367,000) to purchase ATCS in areas surround Kuta. The installation of an undisclosed number of ATCSs in South Bali will take place in phases.

As a preliminary step to the ATCS installation, a fiber optic network is also being installed that will allow the system to interconnect and exchange traffic information.

Terminal Atrocity Local Tourism Leader Says Condition of Airport Damages Bali Tourism Promotion The vice-chairman of the Indonesian Tourism Association (GIPI-Bali) is decrying the abysmal conditions at Bali's stillunder-renovation Ngurah Rai International Airport. In an article in The Bali Post, Bagus Sudibya, who also owns a range of travel companies, complained: Confusion at baggage collection conveyors due to a lack of proper signage. The general condition of the domestic arrival hall (still under renovation) that is dirty and run down. Ceiling tiles are missing due to leaks in the ceiling. Waiting rooms that are very small. The public toilets smelling of urine. Sudibya, while acknowledging that the terminal was not yet completed, questions if it was fair to make

passengers suffer such dire conditions. He warned that the present state of the airport could damage the image of Bali tourism, especially in the midst of a boom in both domestic and international arrivals over the Christmas and New Years Holiday period. The GIPI vice-chairman asked: “What impression are we giving to visitors who arrive in such conditions when, in fact, we have worked so hard to promote Bali to tourist visitors? We urge them to come, but

when they arrive they are greeted by views such as this.” He called on the airport's managers to take carrying capacity into consideration in the day-today operation of Bali's air gateway. What's more, Sudibya said he also encountered a traffic jam of several hours' duration when he tried to leave the airport. When a spokesman of PT Angkasa Pura I, the managers of the Airport, was asked to comment, he said: “Yes . . . it's an ongoing project and there's sure to be inconveniences, but we are doing our best to overcome them.” The spokesman, Alfasyah, denied that there was a lack of adequate signage at baggage conveyers. He said all the baggage conveyor indicators were fully functioning.

BALI THE RIGHT WAY G'day again readers and welcome to the first edition of the paper for 2014. Kuta had a huge New Year's Eve with probably the most amount of fireworks I have ever seen in my life being set-off on the night. I was lucky enough to have been on the roof at Kuta Townhouses for the most of the night and watched as the powers that be, let over 1200 shots skyward at the turn of midnight, and it was spectacular. The show lasted for almost 30 minutes and was aliasj@kutaweekly.com without doubt the biggest sky show in Kuta this year. The shear amount of crackers that were shooting all around town was amazing and only made the spectacle that much better. I couldn't think of a better place to be to celebrate and bring in the New Year.I'm told that next year the Town Houses are going to make the show that much bigger again so I'd say get in now and sort your bookings. Moving along this week I did get a chance to head to the beach with a few mates and kick the footy around for a while. We were lucky and jagged a good patch of weather on this Sunday especially for this time of year. So there we are kicking the footy, having a few beers and basically watching the world pass-by. The beach was fairly busy as the weather was rather good and the speed boats seemed to be zipping around dragging all sorts of water banana boats and weird strange flying fox rides along with the parasailing etcetc, but, the biggest amount of traffic on the water was the jet skis which seemed to have multiplied since I had a thrash on one almost 10 years ago. So there we sit, exhausted and out of breathe from footy (We did at least 5 minutes footy) sinking a few green bottles and right in front of us two jet skis collide, BANG. At first no-one could believe what they had seen and then the rescue boats started ripping in along with all available jet skis. People start screaming and running towards the water and at the end of the day I must say that within a minute the team seemed to have the people out of the water and on the front of a boat and heading to shore at a rate of knots. They have managed to get the riders to the sand and along comes a life guard to help with the unconscious girl who took the worst of the smash. The guard has decided hospital was the best option as there seemed to be some serious damage she has taken. At the end of the day we caught up with the family over the next few days and found out that she had broken her jaw, smashed up teeth, one lung collapsed and copped a heap of bruises and abrasions and had to be medivaced home to Perth. The other rider has a smashed eye socket along with tonnes of bruises and cuts and is going to have her cheek reconstructed when she gets home. So at the end of the day a family holiday was turned to mud in an instant and after meeting them and getting the run down on how it unfolded I couldn't help but ask if there was any insurance in place to which the answer was yes. Can you imagine how much the episode would have cost if you had to front the money up yourself?? I hate to think and at the end of the day, if you don't cover yourself to a small extent you are playing with fire. Anyways all's well that ends well and the family will spend many happy Christmas's and New Year's together. Ok folks that's about my lot for today and I hope you all have a very prosperous New Year. I hope the most of you stay safe, happy, healthy and try your best to remember, A life spent making mistakes is not only more honorable, but more useful than a life spent doing nothing. Bali Gets a New Theater Bali's Capital City of Denpasar has a Brand New Cineplex Movie Theater Owned by the Metropolitan Government of Denpasar, the Denpasar Cineplex formally opened on Sunday, December 29, 2013. Denpasar's Mayor IB Rhai Dharmawijaya Mantra, municipal leaders and members of the community attended the opening, timed to coincide with the Denpasar Festival. The theatre is located in the Pasar Lokitasari Complex – a market complex that is also home to 44 small business kiosks. The Market also features a lift and basement parking and

Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

RIGHT OF USE (HAK PAKAI) This is the right of use over state-owned (crown land) or property owned by public or private persons/entities for a specific purpose for (generally) a finite period and occasionally for an indefinite period. This land right may not be sold, exchanged or transferred unless explicitly state in an agreement. Hak pakai may be held by and Indonesian individual or entity. Or foreigner permanently domiciled in

Indonesia, or a foreign legal entity with a representative office in Indonesia such as foreign Banks, embassies, etc.

NOMINEE SYSTEM FOR HAK MILIK This structure is a regularly practiced procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner. Ownership of the land is transferred from the previous owner to the Indonesian nominee. The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

Is $100 Enough A M A N w h o endured a four-anda-half hour flight seated next to "an i n f a n t hippopotamus" who smelled like "blue cheese and Mumbai slum" has vented his anger in a h i l a r i o u s complaint letter to Jetstar. Blogger Rich Wisken had paid the extra $25 for an emergency exit row seat on his Jetstar flight from Perth to Sydney, but instead of enjoying the extra leg room he was pinned to his seat by his fellow passenger. "Pinned to my seat by a f l e s h y b o u l d e r, I s t a r t e d preparing for a 127 Hours-like escape. Thankfully though, the beast moved slightly to his left, which allowed me to stand up, walk to the back of the plane and politely ask the cabin crew to be

seated elsewhere," Mr Wiskin writes. After having no luck with the flight attendants, who informed him spare seats at the back of the plane were reserved for the crew, he retreated to his seat. "Unfortunately everyone with a row to themselves was now lying down.

"It was then I realised that my fate was sealed. I made my way back to Jabba the Hutt and spent the remainder of the flight smothered in sideboob and cellulite, taking shallow breaths to avoid n o x i o u s g a s poisoning." But his travel horrors didn't end when his flight touched down in Sydney. Two days later Mr Wisken was flying from Sydney to Melbourne when his flight and his s u b s e q u e n t rescheduled flight were both cancelled. On the third attempt his flight was then delayed two hours. Jetstar emailed Mr Wisken offering him a $100 voucher in compensation. He posted a response on Jetstar's Facebook page but it was removed by the company so he contacted them again.

Bali: Australian Domestic Tourist Destination? Worth Sharing: Who Invited You to Bali? The Guardian, in an article first published by The Conversation – part of the Guardian Comment Network, featured a thought provoking composition written by academic Angleszka Sobocinska asking “Who invited you to Bali?” Sobocinska is deputy director of the National Centre for Australian Studies. Her academic background is in history, specializing in the cultural history of AustralianAsian relations, the history of travel and tourism and development. Hirschfeld and about 30 other clients of the "Walls and Skin" tattoo parlor, which is tucked away in a canal house in the Dutch capital, have donated their skin to

formaldehyde, ideally within 48 hours. It will then be sent to a laboratory outside the Netherlands, where a 12-week procedure extracts water and replaces it with silicone, leaving a rubbery substance.

Hirschfeld, an only child with no children of his own, does not yet know who will inherit his tattoo, but he knows he wants it saved. "People have stuffed animals in their house, so why not skin?" he said. "If you look in certain old tattoo shops, there is always a jar with special water and a piece of skin in it and it does look terrible. This way it looks much better, so if I can be preserved like this, yes please!" Hirschfeld's tattoos cover his body from the neck down. "Some people are so important to me I always want to carry them with me and this way I can," said Hirschfeld, whose mother died of cancer. Van der Helm said he was mainly inspired by the idea of preserving the best works by skilful tattoo artists. “Vincent van Gogh was a poor man when he died. You and me can't buy a Van Gogh," he said. "Tattooing is the people's form of art."

Of course, the best fruit would be the salak or the snakeskin fruit. This scaly, brown fruit encloses a crunchy white fruit with a pear-like flavor; Bali is famous for its salak.

Balinese cooking revolves around spices, often partnered by coconut milk, which adds a rich flavor and creamy texture to intriguing dishes of tropical vegetables, poultry, meat and fish. Sugar, fragrant roots and leaves are fondly used and the end result is food that is both subtle and sophisticated. Rice is the basis of any Indonesian meal. A main serving of rice is normally taken first, followed by a small portion of three to four dishes of vegetables or meat, known as lauk. These dishes of lauk are placed in the center of the table for all to share. A side dish or sambal, made with red-hot chilies ground with dried shrimp paste and other seasonings such as lime juice should be taken with caution. It can be scorching for the inexperienced or chili intolerant person, so do not be too adventurous with your sampling. If indeed you are scorched, do not drink water immediately as it will only worsen the situation; instead settle for bananas, plain boiled rice, bread or cucumber. However, delicious side dishes like tempeh, a protein-charged savory cake made of fermented soybeans, and rempeyek, small crisp cookies made of peanuts, should not be missed. Melbourne Renegades clinch their first win of the BBL season with a thumping of Brisbane Heat AN impromptu Major League Baseball tryout from Ben Rohrer revived the Melbourne Renegades' season at Etihad Stadium on Monday night. It was going to take something special to upstage the earlier batting heroics of Aaron Finch (81 off 51 balls) and Jos Buttler (61 off 36) as the home team batted first and posted an equal Big Bash League record 3-210. But Rohrer, who played an equally dazzling innings in the club's first home game last season, obliterated 36 runs off just 11 balls to set up a dominant 57-run victory over the strangely lacklustre Brisbane Heat. The win couldn't avenge the Gades' semi-final loss to the same opponent last season, but was critical after the team lost its opening two matches of BBL03.

Rohrer took singles off his first two balls in the 18th over, providing no hint of the fireworks ahead for the Renegades' non-derby record crowd of 19,832. He took a hip-high fulltoss off Alister McDermott over the square-leg fence for six on his third ball, then took an even higher delivery into the second deck in the same direction. McDermott was replaced because of the "intimidatory bowling" rule, but the only people in danger were those in the cheap seats. Amazingly, replacement Ben Cutting then served up three more full-tosses in a row, two of which went for doubles and the final one another "home run". A boundary midway through the final over was the precursor to another full-toss six on the second last delivery to smash the ground record score and doubtless whet the appetite of any baseball scouts

"He Ain't Heavy... He's My Brother" is a popular music ballad written by Bobby Scott and Bob Russell. Originally recorded by Kelly Gordon in 1969, the song became a worldwide hit for The Hollies later that year and again for Neil Diamond in 1970. It has been covered by many artists in subsequent years. The Hollies version of the song has also been featured in the film Zoolander. Scott and Russell had been introduced to each other by Johnny Mercer, at a California nightclub. Although Russell was dying of lymphoma and the pair met in person only three times, they managed to collaborate on the song. The publishing rights to the song were the subject of a legal battle following Russell's death. In 1884, James Wells, Moderator of the United Free Church of Scotland, in his book "The Parables of Jesus" tells the story of a little girl carrying a big baby boy. Seeing her struggling, someone asked if she wasn't tired. With surprise she replied, “No, he's not heavy; he's my brother.” In an 1918 publication by Ralph Waldo Trine titled "The Higher Powers of Mind and Spirit", he relates the following anecdote: "Do you know that incident in connection with the little Scottish girl? She was trudging along, carrying as best she could a boy younger, but it seemed almost as big as she herself, when one remarked to her how heavy he must be for her to carry, when instantly came the reply: 'He's na heavy. He's mi brither.'" The first editor of Kiwanis magazine, Roe Fulkerson, published a column in September 1924 carrying the title "He Ain't Heavy, He's My Brother", the first use of the phrase exactly as it is rendered in the song title. The phrase is also associated with Father Edward J. Flanagan, the founder of Boys Town. Flanagan came across a line drawing of a young boy carrying his brother in the Christmas 1941 edition of the Louis Allis Messenger. The caption read "He ain't heavy Mister—he's m' brother!" It was created by Mr. Van B. Hooper who later became the editor of Ideals. The drawing was reprinted in the first issue of Ideals in December 1944. Flanagan felt that the drawing illustrated the work done at Boys Town and received permission from the company in August 1943 to recreate the drawing in color with the caption "He ain't heavy, Father . . . he's m' brother." The phrase became the motto of Boys Town. The statement is a use of paraprosdokian, a figure of speech in which the second half of the statement causes the hearer to reinterpret the first part. Often used for comedic effect, this is a

rare use of the form as pathos. The Hollies' recording, which featured Elton John on piano, was released in the UK on 1 September 1969 and on 1 December 1969 in the US. "He Ain't Heavy" reached #3 in the UK and #7 in the US. The song, paired with "Carrie", was rereleased in late 1988 in the UK following its use in a television advertisement for Miller Lite beer. It reached the #1 spot in the UK chart for two weeks in September 1988. In Ireland, the Hollies' version of the song entered the charts twice, on its first entry in October 1969 it peaked at #3 and spent 10 weeks in the charts, and on its second entry in September 1988, as a result of its Miller Lite advertisement usage, it peaked at #2. SYDNEY is the third most expensive world city to spend New Year's Eve, with London and Paris more affordable options to ring in 2014. And it's dearer to spend the night on the Gold Coast than in Tokyo or Rome. But maybe the biggest surprise is Hobart's sudden popularity as the place to be this New Year's Eve recording startling price increases for the night to become more costly than Melbourne, Brisbane or Adelaide. Visitors to the Harbour City are shelling out an average of almost $600 a night to see in 2014 $200 more than last New Year's Eve - and up 164 per cent on average prices for the month of December.

Only Rio de Janeiro ($791) and New York ($770) are dearer than Sydney, according to a hotel price comparison of world cities by accommodation search site trivago. And at $401 a night, the

Gold Coast sits behind London ($543) and Paris ($434) on the list. A hotel stay in the Ta s s i e c a p i t a l o n December 31 averages $248 a night - up from $202 last year and 35 per cent more than the average December price. But in other parts of Australia, the cost of New Year's accommodation has dropped this year, with Melbourne down 8 per cent from last year to $230, Brisbane down 17 per cent to $189 and Adelaide down 18 per cent to $158. The trivago hotel price index shows the average overnight accommodation prices for the most popular cities worldwide on trivago.

Model aircraft flight path warning Australia's safety watchdog has issued a warning about misusing remotely controlled model planes and helicopters received as Christmas presents. The Civil Aviation Safety Authority outlined a set of regulations covering the operation of model planes to minimise risks to safety. In 2009 CASA fined Redcliffe man Shane Currie for flying a model plane dangerously close to a Virgin Blue Boeing 737 about to land at Perth Airport. Mr Currie mounted a video camera on the plane and then posted the video on YouTube. The video, which was taken down by Mr Currie and then reposted by others has been seen over 250,000 times. It shows the model plane

twisting and turning, then a Virgin Blue 737 flashes past before the model plane turns to follow the jet and crashes after being hit by jet wash. At the time, a former CASA inspector said that this type of offence would have attracted a fine of $3000. Flying a model plane within 5.5km of an airport or a plane approach path is a Federal offence. Yesterday CASA said that the regulations covering model planes are designed to protect people, property and other aircraft from injury or damage that could result from potential collisions. “Penalties may apply if these regulations are broken,” a CASA spokesman said. It says “the regulations are based on common sense and allow people to fly their model aircraft for recreation with no need for any approval”. The regulations state that

model planes must be kept more than 30m away from other people as well as 30m from any buildings, cars or boats where people are present. In addition model planes can only be operated in daylight within line of sight, not higher than 400ft above ground level and well clear of airports and any other planes. “It is good practice not to let your model aircraft get too far away from you,” CASA said. “Operators must never fly their remotely controlled aircraft towards people, particularly during take-off and landing,” CASA said. “Take-off and landing areas must be clear of people and obstacles and a watch should be kept for curious children.” The regulator also warned that “if model planes are flown over other people's homes or backyards it is recommended permission be obtained”. “It is recommended model aircraft not be used above areas with lots of people such as beaches, sporting events and crowded parks,” CASA said. “Care should be taken to stay away from power lines, trees, buildings and other structures that could lead to a mid-air collision which will damage a model plane.” CASA also warned that if a collision with power lines occurs there should be “no attempt to rescue an aircraft”.

Judge sacked after two-horse race farce No one said being a judge at horse racing was an easy job ‌ but in a twohorse race? Lottery winner moves in with salesman A British woman who won $275 million in a lottery has left her husband and started a new relationship with the car salesman who sold her a luxury fleet of Audis. Gillian Bayford, who won the Euromillions jackpot with her husband Adrian last year, has blamed the stresses of the lottery win for the breakdown of their nine-year marriage. And Alan Warnock has reportedly quit his job with the car dealership and moved in with the multi-millionairess. The source said the man was first arrested near the palace after pulling a model Harlequin a comic theatre character from his car and setting it on fire. "He then threw around some leaflets denouncing the

c u t s i n subsidies for his theatre," the source said. Police had arrested him but let him go shortly afterwards. Socialist President Francois Hollande has cut into France's traditionally generous culture budget as part of his efforts to reduce the budget deficit. Hollande was working in the palace as usual at the time of the incident, a press officer said. The gate was now being given a fresh coat of paint, he added. A spokeswoman for the culture ministry said if the theatre director wished to meet officials in a more conventional way, the ministry would gladly open its doors to him.
