Bali Counting on Soaring Arrivals Bali Expecting 10 million Foreign and Domestic Tourists in 2014 The Indonesian Ministry of Tourism and the Creative Economy is targeting 9.1 million foreign tourists visiting Indonesia in 2014. Meanwhile, the head of the Bali To u r i s m S e r v i c e (Kadisparda), I.B. Kade Subhisku, quoted in Bisnis Bali, is targeting 3.5 million foreign tourist visitors to Bali for all of 2014. A projected 6.5 million domestic tourists will supplement this number, resulting in a total 10 million visitors, both domestic and international for the year. Balidiscovery.com is projecting Bali to end the

year with 3.2 million foreign visitors. If this number is realized, Subhisku's projection would represent a 9.4% improvement in foreign arrivals in 2014 Subhisku annotated his

projections for tourist arrivals in 2014 saying they were made ceteris apribus or on the understanding “all other things being equal or held constant.” Subhisku, as t h e h e a d provincial tourism office for Bali, said maintaining security and peace on the island is a main pre-condition to growing arrivals. He also pointed out that the improved infrastructure in Bali is now more supportive to the hosting of major meetings and conferences.

They say the season is about giving and we generally do give presents to our friends and family, but for one busy expat it has been taken to the next aliasj@kutaweekly.com level. For the holidays he had been planning a trip back home to visit some friendswith his family, as you do, and had all the tickets booked and bags packed and thought it best to go to the bank and get a few quid out for the run. He explainedthat he had a few things that needed paying before he left the next day so he got out enough cash to square the ledger, leaving him enough spending money for the rest of his trip. He withdrew $14,000 Aussie dollars which was given to him in an envelope. The envelope was stuffed in his pocket safely and the day proceeded with our fumbling friend landing with us all at the corner having a few green ones and a yarn for a few hours (lots of hours) and when the session had finished he has decided that a maccas burger on the way home was a good idea, which is what he did. So here our mate sits in the car ordering at the drive through window, trying to squeeze his hand into his pocket to get some coin, inadvertantly emptying his pocket contents onto the seat next to him to get the cash to pay the window assistant for the feed. All is good and well. Get ready guts, here it comes. As is usual he doesn't like to rock up home and eat the, apparently, as far as his wife is concerned, unhealthy snack at such a late hour, so he has stopped along the way, sat in the car and gourged through two burgers, fries and six chicken nuggets slurping it all down with a big coke. Now as anyone who eats the stuff knows they give you enough tomato sauce and chilli packets to open a small shop along with paper napkins and individual bags for each order which generally amounts to a swag of rubbish in the car, so punters our slightly pissed old mate has decided to clean the evidence from the car and collects all the rubbish from the passengers seat and deposited in the bin next to the car. He explainedthat he even used a napkin to wipe the seat clean and continued on his way home. The night was as usual, stumbling upstairs, shower and crashed in the aircon. The next morning he has woken and had a coffee with the wife and sudenlly thought…..F@*K what did I do with that coin ?? He has gone upstairs and checked his short pockets in the dirty clothes bin, no cash here, then ripped downstairs and checked the cars glovebox, no cash here, then suddenly remmebered about his convert maccas feast on the way home. With this memory recollection he has, in a slight panic, gone back inside and thrown on a shirt then gone back out to the car and driven back to the bin in which he dumped the fast food wrappers and guess what ?? Absolutely fu#@kall in there….. I don't think I need to continue the story as Im sure you all know the cash was gone and Id say the old rubbish man is probably going to have a very merry Christmas.

Taking Tourism Promotion for Granted Lack of Government Funding Support for the Promotion Destines Bali Tourism Growth to be Stunted The Bali Tourism Agency official in charge of promotions, Nyoman Wardawan, is complaining that the Rp. 1 billion (US$83,200) allocated from the provincial budget for tourism promotion in 2014 is “too little.” As quoted by Bali Daily (The Jakarta Post), Wardawan said: ? ? “The amount is similar to that in 2013, and we consider this small considering that tourism is Bali's economic backbone. To sustain the economy, or even improve it, we need more funds to promote tourism.” Wardawan says the money allocated isinsufficient to meet the Government's desire to increase tourist numbers through the use of creative and innovative promotional activities. With the limited funds in hand, the provincial tourism agency said delegations would join the annual ITB tourism Exhibition in Berlin and the

World Travel Mart in London. If additional funding can be secured during the course of the coming fiscal year, promotion might also be undertaken to other markets including Japan, India and China. Meanwhile, what funding, if any, will be made available for the Bali Tourism Promotion Board (BPPD) remains unclear. The head of BPPD, Tjokorda Oka Artha Ardhana Sukawati, claims he has received no

confirmation of what funds will be made available, saying: ? ? “We have proposed funds [for programs], but there's been no clarity. In fact, the law stipulates that the board was established by the government and we are entitled to funds from the central and regional budgets.” Tjokorda said that the newly formed BPPD would like to focus on promoting Bali tourism to new travelers and promoting MICE (meetings, incentives, conferences and exhibitions), sports, leisure, silver (retirees) and creative tourism. The BPPD has requested a minimum budget of Rp. 59 billion to operate in 2014. Separately, the head of the Indonesian Tourism Promotion Board (BPPI), Wiryanti Sukamdani, says that at least US$10 is needed in promotional funding to lure one foreign visitor Indonesia.

PROPERTY OWNERSHIP IN INDONESIA As a foreigner, there is a number of ways that can lead to you owning your dream property in Bali. The best option for you will depend on your personal situation, the type of property, risk factors and the type of investment model. Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

RIGHT OF USE (HAK PAKAI) This is the right of use over state-owned (crown land) or property owned by public or private persons/entities for a specific purpose for (generally) a finite period and occasionally for an indefinite period. This land right may not be sold, exchanged or transferred unless explicitly state in an agreement. Hak pakai may be held by and Indonesian individual or entity. Or foreigner permanently domiciled in

Indonesia, or a foreign legal entity with a representative office in Indonesia such as foreign Banks, embassies, etc.

NOMINEE SYSTEM FOR HAK MILIK This structure is a regularly practiced procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner. Ownership of the land is transferred from the previous owner to the Indonesian nominee. The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

Bali Officials Admit Bali Won't be Rabies-Free before 2015 The Jakarta Post (Bali Daily) reports that Bali has pushed back its target for once again being rabies free from 2012 to 2015. The reemergence of rabies cases in several areas of Bali in 2013 meant efforts to completely eradicate the disease have failed. A human casualty in September 2013 has also called into question the effectiveness of the government's free vaccine program intended to protect those living on the island from dying from rabies bites. The September 2013 fatality was the first confirmed human case of rabies since the previous July. Dr. Ketut Suarjaya, the head of the Bali Health Agency explained: “Bali can only declare itself rabiesfree if there is no single case of rabies in humans or animals within a two-year period.”

Cases of rabies among Bali's dog population are still reported in the regencies of Gianyar, Bangli and Buleleng. Health authorities still report an average 100 dog bite reports per day, down from the average 130 reported each day in 2012. The Bali Post states that the stock of anti-rabies vaccine (VAR) for humans bitten by animals suspected of rabies is currently very low. Bali's Sanglah General Hospital is reportedly out of VAR stock and only treating bite victims by cleaning their wounds. Patients, promised free VAR by the government, are now being told they must purchase lifesaving and expensive VAR from a nearby drug store. T h e lack of VAR at the at Sanglah General Hospital and Udayana University Hospital

– two of Bali's largest medical centers - is happening at the same time that Dr. Ketut Suarjaya insists Bali still has a remaining stock of 9,000 vials of VAR. Suarjaya also says an additional 41,00 vials of VAR will arrive in Bali before the New Year. In the meantime, those bitten by stray dogs are told to wash their bite wounds, seek a supply of free VAR from a local health center that still holds a stock, try to observe the attack dog for two weeks to see if it shows signs of a rabies infection or purchase VAR from a

Restrained Celebration Police and Kuta, Bali Village Officials to Restrain the Use of Fireworks and Firecrackers on New Year's Eve D u r i n g t h e celebration of 2013-2014 New Year's Eve on Bali's popular Kuta Beach police have vowed that the roadsides will be free of vendors selling firecrackers and fireworks. Tempo.co reports that the use of firecrackers and fireworks will be limited to specific areas. These rules have been agreed with local village, subdistricts heads and the police in Kuta. An agreement between police and the local authorities was annonced by the sub-district chief

(Camat) of Kuta, Gede Rai Wijaya, on Monday, December 16, 2013. Rai said the steps had been undertaken to protect the heavy concentration of tourists expected to be on Kuta Beach ushering in the New Year. Said Wijaya: “If we see

India police extra vigilant India n polic e have arrested eight people after the hands of two labourers were chopped off in a dispute over money, an officer said, with the victims in s e r i o u s condition in hospital. Two labourers were admitted to a hospital in remote and impoverished Kalahandi district of Orissa state last week after they were discovered bleeding with their hands chopped off, the officer said. Police arrested and charged eight people over the gruesome incident allegedly carried out as punishment after the labourers fled with an advance on their w a g e s , superintendentSarthakSarangi from Kalahandi district said. "We have solved the case by identifying and arresting five contractors and three middlemen. We are now keeping a vigil for

other cases," Sarangi said. The eight have been charged with a range of offences including attempted murder, extortion and confinement he said. The pair were among 12 labourers who fled with their advance after initially agreeing to travel with the contractors to neighbouring Andhra Pradesh state to work at a brick kiln, only to learn they were being taken to Chhattisgarh state, police have said. The two labourers, who were each given Rs 12,000 ($193) in wages, were tracked down and attacked, while most

were still in hiding, Sarangi said. "There is still apprehension and only two of the 10 who e s c a p e d t h e contractors before the attack have come back to their villages," he said. The pair who lost their hands were still in a serious condition and will remain in hospital for another week, a senior investigating officer in the case said. Thousands of men, women and sometimes children from poor and underdeveloped areas of India flock to neighbouring states and urban areas to work in industries such as brick kilns, construction and farming. Many end up in the homes of middle-class families as servants. Activists say exploitation of migrant labourers is common, including low wages and poor conditions, although torture of this kind is extreme.

Keeping the Plot Swiss Charity Given Grant to Bali Children's Project to Teach the Value of A g r i c u l t u r a l Sustainability Citizens Of Our World (COOW) – a Geneva, Switzerlandbased non-profit association has award the Bali Children's Project (BCP) a US$2,000 grant to reeducate Balinese kids and their families on the importance and joys of agriculture. BCP's winning proposal was to build an organic, traditional and sustainable teaching garden in the village of K e m b e n g a n i n Tu l i k u p , Gianyar. The resulting garden is used to educate local Balinese youth in the heritage of medicinal plants by creating a rich and varied organic garden producing herbs and edible plants. A major aim of the garden is to help sustain the Balinese tradition of healing with natural herbal remedies that has been studied and practice through centuries but is now under threat from modernization. Bali is a traditional agricultural society, but due to the pressures of modern tourism and changing land use, Balinese youth are forgetting how to grow the plants that once sustained their diets and provided the ingredients for traditional healing arts. The COOW funding supports a Balinese gardening expert who will teach the children not only the use of the

herbs for medicine, but also how to garden organically. The project will start with a 2 ARE (200 square meters) plot, but with expansion planned to adjoining land is available. The funds provided by COOW, are helping to establish pilot small traditional gardens tended by those assisted by the Bali Children's Project. Demonstrating the value of farming, the produce from these small gardens is often sold, teaching in the process a valuable lesson in sustainability. As a consequence of the pilot project in Tulikup, BCP staff, in cooperation with experts from Bali ROLE Foundation, is now also creating a small prototype garden at a kindergarten in Tegallalang, near Ubud. A larger garden is also planned to be cultivated in January in Tulikup, multiplying the many benefits of the initial funding provided by COOW. The Bali project is turning formally unproductive garden plots into “living drug stores” (Apotik Hidup) with plans that are put to productive ends. Citizens of the World Citizen Of Our World (COOW) was founded in 2009 to allow people around the world the chance to contribute to the well being of the most disadvantaged people through small, transparent and well-documented projects. Those contributing funds are also allowed to actively vote in selecting the recipients of grants that must, as a matter of eligibility, use 90% of the donated funds for actual project work. The U.N. Millennium Goals for the planet reflect the values and aspirations of COOW. Bali Children's Project Bali Children's Project (BCP) is a tax-exempt nonprofit charitable foundation that has been helping children in Bali for nearly two decades. Using education as a means of improving the lives of disadvantaged young people in Bali. BCP empowers children to realize their potential while learning how to enrich their lives and their villages. Focusing on girls as a means of breaking the cycle of poverty, BCP programs include sponsorship of individual children, classroom support, teacher training, workshops and classes for Sex Ed and HIV-AIDS awareness and health.

According to reports the Labrador disappeared after going for a swim during a walk with her owner at Sea Palling beach in Norfolk. H e r o w n e r searched with two kayakers for the muchloved pet, but they were unable to find her. The devastated owner then returned home to break the sad news to his wife. The coastguard alerted a boat-load of Royal National Lifeboat Institution volunteers who were on a training exercise in the area. The crew from Happisburgh, Norfolk,

Beware of Falling Trees in Bali 5 Deaths Blamed on Strong Winds in North Bali. Adverse weather in Bali's north on Sunday, December 15, 2013 resulted in ancient trees falling along the SeriritSingaraja road, blamed for the death of two local residents. Desy Handayani (23) and Made Artana (46) from Mayong Village near Seririt were killed instantly when a large falling tree struck the motorcycle on which they were traveling. As reported by Bali Daily (The Jakarta Post), police for the Seririt Police precinct confirmed the two were found dead at the scene with serious head injuries. Commander I Made Joni issued a warning to the public, saying: “There are so many old trees along the roads, we cannot be sure about their condition.”

At the same time, police asked the department of public works to inspect the condition of trees lining the main highway. A public works official from Buleleng refused to shoulder the blame, insisting that the trees are a matter for attention by the provincial government. Ketut Yasa of the Buleleng Public Works Office said: ? ? “The shade trees were planted by the provincial

administration and therefore, it is their responsibility to deal with the trees.” Wishing to spread around the blame even further, Yasa added: “All members of the community must also be proactive in protecting their locales, including reporting to Buleleng Public Works Agency, as well as the Sanitation and Landscape Agency, when they find old trees that may endanger motorists and people.” The severe weather in Bali's north was also blamed for the death of three construction workers at Lokpaksa in Serirt when the wall at a construction site collapse. Dead are three workers Gede Sarjana (25) from Karangasem, and Gusti Gede Mangku (45) and Gusti Aji Mangku (50) – both from Lokpaksa.

But did you know that beer has a fundamental role in the history of civilization? Man needs air, drink and food (in that order), and when the water is contaminated, beer saves the day. The History of Beer, Condensed Around the world, prehistoric man discovers fermentation by chance occurrence as decaying fruit mixes with yeast, molds and bacteria in the air to produce alcohol. 12,000 BC:Nomadic hunters and gatherers settle down to farm grain (presumably to make beer because bread-baking is

unknown) 7,000 BC:Brewing (i.e. intentionally making beer from grain or bread) is practiced in Babylon, Assyria, Egypt, Israel, China, and South America. 500 BC - 500 CE:Wine takes over as the preferred drink in the Western world. $1100 windfall for honest waitress A pregnant waitress who mistakenly gave a wad of $100 notes to the wrong customer has b e e n rewarded for her honesty. According to r e p o r t s , Samantha Knight found the cash on a seat when she was cleaning a table at the Laishley Crab House in Florida last week. She reportedly gave the cash, totalling $1000, to a man she believed to be the rightful owner.

Minutes later the real owner, Chicago-man Chuck Behm, come back inside to look for his money. Mr Behm told Ms Knight he would give it to her if it was returned.

And yesterday, he did! The man who took the initially took the money returned to the restaurant with his temporary windfall. Mr Behm lived up to his word and gave it to the waitress. "The gentleman said that he was tired and confused and the money was mixed together in his wallet," Mr Behm said. And as an extra bonus for Ms Knight, the man who gave her the cash also gave her another $100 for her honesty.

Testosterone may cause 'man flu' Men have a reputation for being sooks when it comes to winter colds and flu but researchers believe "man flu" really does exist and the culprit is testosterone. US and French scientists have found evidence that testosterone plays a key role in making men's immune responses more sluggish than women's. It has long been thought that women's immune systems are generally stronger and respond more quickly to infections and vaccinations than that of males, but the cause has been unknown. The new study blames testosterone for dampening the immune response, suggesting men with high testosterone are more likely to feel the pain of the flu and for longer.

National Academy of Sciences a difference in how men and women responded to flu vaccines, which are given to trigger an immune response so the body produces antibodies to certain viruses. The researchers measured the immune response in 53 women and 34 men after their annual flu shot, finding that women produced a higher antibody response and bigger amounts of substances known as inflammatory cytokines. Cat takes grumpy to a new level

A cargo ship with 110,000 cartons of overripe bananas will remain docked at a U.S. port while their owner and the shipping company battle in court over who let them go brown. Del Monte Fresh Produce earlier this week sued Netherlands-based shipping company Seatrade Group for $1.5 million, claiming that in their four-day trip on the Green Brazil from Guatemala to Gloucester City, New Jersey, the tropical fruit became "no longer fit for human consumption." Del Monte argued in papers filed in U.S. District Court in New Jersey that the bananas were not kept at the proper temperature. Judge Robert Kugler ordered the Green Brazil held in port until the two parties work out the slippery dispute. T h e attorney for the Green Brazil could n o t b e reached for comment.

A cat video with a difference is getting hits on YouTube, showing that the internet favourites are capable of more than just grumpy faces. A Michigan woman, Maxx, was warding off a stray cat when the cat turned on her and jumped on her head, clawing her forehead and gouging her face. Maxx, 33, had taken the cat in a few months earlier and named it Buddy. But, she kicked snow at Buddy, causing him to turn on her. The security camera footage shows Buddy leaping on the woman's head, she spins around, falls to the snowy ground and wrestles the fierce feline to rid herself of its clawing and scratching. Maxx said she was trying to shoo Buddy away from her mother's dog. A viewer submitted "A horrible cat attack" video to myFOXdetroit.com, which interviewed Maxx. Her face was left swollen and infected by the attack. Buddy, who had previously bitten two other people, was put down.
