BALI THE RIGHT WAY G’day again punters and welcome to the Nyepi 2014 edition of the paper. Its that time of year again when we all spend the day being as quiet as we can, preferably in the dark. My understanding is that the night of Nyepi is when it's the most important to keep the lights down and the noise to as low a level as possible. The belief, as far as I can make out is that the spirits are flying around above the island and are looking for a place to land and as long as we can keep the lights down or completely turned off aliasj@kutaweekly.com these evil buggers cant see the island and keep going. Maybe they end up in Australia or Java, who knows. All I know is that after being on the island for more than 20 Nyepi days, I firmly believe that the rest of the world should maybe try and adopt something similar as its fantastic. The next day the sky is clear and the world seems like a much fresher place. Maybe its me after having almost two days rest and relaxation ??? who knows, but at the end of the day its great. I have often listened to a few tourists complain about losing a day or two of their holidays, who usually go on to say that it's a stupid tradition, but hey, if you really relax and get into the culture on the island you quickly work out that it is a magic place to live, hence so many people coming here multiple times every year, year after year. I hope this year the spirits fly straight past Bali and we get another year of peaceful living and I trust that all my Balinese friends and family enjoy their time. This weeks brings us that much closer to the yearly visit from the Easter bunny, which also is starting to become a bigger event on the island each year. Many years ago you didn't see chocolate Easter eggs or anything to do with Easter, but now the people that are in charge have as usual adapted to suit the market and you can find just about anything you want relating to the Easter tradition. I think this year its on friday 18th & monday 21st I am always a little confused how the date changes each year. I believe there are a few of our sponsors doing a few deals for Easter so I will keep you informed as the day gets closer. This week I would like to say a great big congratulations to our old mates Luchiano and Desi on there recent wedding in Batam. I am told from a higher authority that the attachie from Kuta Town Houses all jumped on a plane and went there for the event, ensuring that the Brazzilian chef also enjoyed a small Bucks night without getting into any trouble at all. Bali Daily (The Jakarta Post) reports that The Bali Police's Tourism Assistance Center (TAC) in Kuta is helping to establish a travelers' aid center for foreign visitors encountering difficulties while in Bali. Called the Foreigner Community Club (FCC), police lauded the new organization saying it was supported by expatriates living in Bali, some of who have donated personal funds to ensure the program's success. The FCC will be located in Bali behind the TAC office already established in Kuta. A senior Balinese police official, Comr. R. Umar Faroq, said: ? ? “[The] FCC is a group of

expatriates in Bali. We warmly welcome the initiative because it is for good reasons.” Through providing assistance to island visitors, by helping tourists who have lost passports or bags or encounter other difficulties, Faroq said the FCC represented an innovative program of cooperation between the public and the police. The FCC, now in the process

of being built, will have a rooms to temporarily house a tourist in need of assistance for 24-hours. The office will offer WiFi and provide networking with immigration, banking authorities, the Indonesian legal system and others to help sort out problems encountered by foreign tourists. Speaking to the role of expatriate volunteers who will support the FCC, Faroq said they would work closely with local hospitals and other institutions of community support. Faroq said the FCC will be launched in April with plans, if successful in Kuta, to launch similar centers in other tourist areas of the Island. www.balidiscovery.com

Promises, Promises Provincial Authorities i n B a l i Promise to Get Tough on Illegal Tr a n s p o r t Operators and Illegal Guides The Bali Daily (Jakarta Post) reports that the provincial administration of Bali is once again promising to toughen enforcement on illegal tourist transportation and illegal tour guides. In a somewhat seemingly contradictory, if not ironic, move, provincial authorities believe that enforcement could be improved by rewriting the current laws to provide for lighter sentences. According to Ketut Arnawa of the Bali Public Order Agency (Satpol PP), throughout all of 2013 his office had taken legal steps against 324 violators of 27 by-laws, including violations of the province's tourism laws. Said Arnawa: “Some of these violations were related to tourism, such as illegal tour guides and transport services. We have taken the matter to the court and the punishments ranged from 'tipiring' to deportation.” Tipiring sees the violator brought before a special court to speed up the judicial process, typically resulting in a modest fine imposed by a magistrate. Promising that enforcement would be increased on illegal tour guides and illegal tourist transportation in 2014, Arnawa said that his office had limited enforcement powers against illegal guides and illegal transport and even less enforcement authority against illegal accommodation providers - a matter left solely to the regencies. “So far, 80 percent of the violations were found during inspections launched by our team, and only 20 percent originated from reports submitted by concerned citizens. In the future, we hope that the public will play a bigger role in reporting violations to us,” Arnawa explained. The province is planning more surprise inspections of at least twice each month at tourist attractions in Bali to capture illegal guides and illegal transport operators. 86 tourist transportation operators were processed through speedy trials in 2013 and ended up paying a small fine. While hundreds of illegal guides were rounded up in 2013, only 8 were actually brought to trial. Because the possible prison term for working as an illegal guide is six months means the amount of supporting documents needed to bring a case to trial is substantial, creating an overwhelming burden on law enforcement and prosecutors who are overwhelmed

and fail to bring all those caught breaking the law to trial. After four months is spent preparing the legal dossier for trial, many charged with acting as an illegal guide simply fail to show up on their court date. The maximum sentence of six months does not allow the suspects to be held until trial and while police do confiscate the suspects ID cards, these are easily replaced in the home village of the illegal guide. A suggestion has been floated of increasing the monetary fine that can be levied against illegal guides and reducing the sentence to just three months, preparing the way for violatorsto then be processed in the less bureaucratic Tipiring court process. “By doing so, we would be able to send the violators to the 'tipiring' court and process hundreds of cases in one week,” Arnawa explained. Foreigners found working as illegal tour guides are, however, a different matter. Once caught in the act they are detained and handed over to immigration for eventual deportation. www.balidiscovery.com

Taking Leave of Bali Bali by the Numbers: Domestic F l i g h t Decreased 2.71% While International F l i g h t s increased 6.23% in January 2014 The State News Agency Antara reports that Bali's Ngurah Rai Airport counted 3,661 domestic flight departures during the month of January 2014. The chief of the Bali Statistic Bureau, Panusunan Siregar, said, “These figures represent a 2.71% decline when compared to December when 3,763 domestic departures took place.� Siregar said the main destinations for domestic flights departing from Bali were Jakarta, Surabaya, Bandung, Yogyakarta and Ujung Pandang. I n J a n u a r y, 2 0 3 , 7 5 4 passengers departing for Jakarta were down 1.55% percent from

December 2013. Surabaya departures declined 4.34% in January as compared to December, while Bandung, Yogyakarta and Ujung Pandang all increased 9.12%, 2.91% and 13.49%, respectively. Siregar added that combined baggage and freight sent on a domestic journey in January totaled 3,740,3 tons, an increase of 4.55% compared to December 2013. Actual cargo lifted on domestic segments in December declined 3.90% totaling only 644.4 tons. International Traffic

However, to add salt to Mr Philips wounds, Ms Roberts is now in a relationship with Jordan's biological father her former childhood sweetheart. According to further reports, court documents reveal the couple met in a Derbyshire pub in 1989 when Andrea was 17 and Andy 19. "She approached me," Mr Philips said. "She was very pretty and chatty. We started going out together and I'd always walk her home afterwards. I was very loyal to her, right from the start."

But several months after they became lovers, she cheated on him with her first boyfriend, Paul Rothery, another former pupil from Glossop Comprehensive who Mr Philips knew from playing football at the local youth club. M s Roberts claims her affair was a one-night stand. "I can't forgive Andrea for not coming herself to tell me," he said. "I can't think what Jordan went through having to break that news to me because his mother didn't have the guts to do it. "He'd already known for a few months, so I wonder if he'd done his grieving. I was in absolute shock but I said the same: that I loved him and he'd always be my son." Mr Philips' solicitor Roger Terrell said paternity fraud claims were increasing. In January 2013, in what was believed to be the first case of its kind, another of his clients received $46,000 in damages after discovering the son and daughter he had raised were not his. The 'giant space sunflower' would act as a starshade to block light from stars while allowing telescopes to see orbiting planets. Marcos Ambrose V8 return rumours have defending V8 SUPERCARS star Jamie Whincup says he is excited by reports ex-champion Marcos Ambrose could return to Australia as part of an American-backed team. Arrested for sneaking to top of skyscraper A teenage boy was arrested after sneaking into One World Trade centre, which is still under construction in New York City and is the nation's tallest building, and ascending its 104 floors to the antenna, police said. Justin Casquejo, 16, of Weehawken, New Jersey, was carrying his camera when he crawled through a small hole in the construction fence encircling the World Trade Centre site in lower Manhattan shortly after 4 a.m. on Sunday morning, a spokesman for the Port Authority of New York & New Jersey said. He then clambered up scaffolding to enter the building, took an elevator to the 88th floor and climbed stairs to the tower's antenna, which rises 1,776 feet above the ground. Joseph Pentangelo, a spokesman for the Port Authority, the public agency that owns the building, declined to directly address reports that the guard assigned to protect the skyscraper's

upper floors was asleep at the time. "I'm going to characterize it as 'inattentive'", he said, adding that the guard had since been fired. Port Authority police arrested Casquejo inside the building about two hours after he first entered, Pentangelo said. Casquejo said on his Facebook page he was keen on the running and jumping sport of parkour and posted pictures of himself posing with the World Trade Center in the background, His Facebook page appeared to have been removed on Thursday morning. Casquejo was charged with

arraigned before being released, according to the Manhattan district attorney's office. One count of criminal trespass in the third degree carries a maximum sentence of 90 days in prison one count of trespass carries a maximum sentence of 15 days in prison. Drunken Aussie fined after AK-47 threat A drunken Australian who claimed he had an AK-47 and threatened to break a window on a Jetstar flight to New Zealand has been told to cough up $NZ500 ($A472) or face further action. The man, in his 30s, was met at Christchurch airport by the police after his unruly behaviour on a night flight from Melbourne. The man was drunk and obnoxious from the start of the flight, but it escalated when he lit a cigarette, a passenger told police in an interview. When told to put it out, the man demanded to be let off the plane, which was then above the Tasman Sea.

He threatened to break a window if the flight crew did not let him off. A flight attendant took away his cigarette lighter and asked if he was carrying any contraband. The man replied: "Yeah, take the bag. It's got an AK-47 in there." Another man sat next to the drunken passenger and calmed him down until the flight landed, and the other passengers had to wait until police escorted him off before they could leave. The man went quietly with police and was issued with an unruly passenger infringement notice under the Civil Aviation Act, said Sergeant Brian Kench, the officer in charge of Christchurch airport police.

He'll have to pay up within two weeks or face further enforcement actionwhich could see him in court. Sgt Kench said police took the issue seriously as there was nothing worse for passengers than having their flight disrupted by an unruly passenger. The notices were issued only occasionally, usually for if flight passengers are intoxicated or not complying with the crew, he said.

Giant vagina statue causes a stir A COMMUNITY arts event is facing criticism after children were encouraged to crawl into the vagina of a giant statue in Geelong's Johnstone Park at the weekend. Geelong teacher Terry Read took his four year old son to the Figment arts festival and was not impressed with what he found. The first installation the pair stepped into was a giant red teepee. Inside the tent were “dozens” of paintings of vaginas. A short while later they found a large statue of a naked women with legs spread and a red cloth crawling tunnel for children between her legs. Mr Read said he was not personally offended by the art, but thought it was inappropriate for an event promoted as all-ages and family-friendly. “I'm no prude, I just think it was pretty inappropriate,” said Mr Read, who teaches at a Geelong primary school. “To my mind, it (the event) was a celebration of the female anatomy,

Scrap dealer finds $20 million Faberge egg When a scrap metal dealer from U.S. Midwest bought a golden ornament at a junk market, it never crossed his mind that he was the owner of a $20 million Faberge egg hailing from the court of imperial Russia. In a mystery fit for the tumultuous history of Russia's ostentatious elite, the 8-cm (3inch) golden egg was spirited out of St Petersburg after the 1917 Bolshevik Revolution and then disappeared for decades in the United States. An unidentified man in the United States spotted the egg while searching for scrap gold and purchased it for $14,000, hoping to make a fast buck by selling it to the melting pot. But there were no takers because he had overestimated the value of the watch and gems tucked inside the egg. In desperation, the man searched the Internet and then realized he might have the egg that Russian Tsar Alexander III had given to his wife, Maria Feodorovna, for Easter in 1887. When the scrap metal man approached London's Wartski antiques dealer, he was in shock. "His mouth was dry with fear he just couldn't talk. A man in jeans, trainers and a plaid shirt handed me pictures of the lost Imperial egg. I knew it was genuine," Kieran McCarthy, director of the Wartski antique dealer said. "He was completely beside himselfhe just couldn't believe the treasure that he had," said McCarthy, who then travelled to a small town in the U.S. Midwest to inspect the reeded yellow golden

egg in the man's kitchen. Wartski acquired the egg for an unidentified private collector. McCarthy said he could not reveal the identity of the man who found the egg, its sale price or the collector, though he did say that the collector was not Russian. "We are antique dealers so we doubt everything but this story is so wonderful you couldn't really make it up - it is beyond fiction and in the legends of antique dealing, there is nothing quite like this."

'BEYOND FICTION' Rich Russians, who before the revolution once dazzled European aristocracy with their extravagance, have since the 1991 fall of the Soviet Union returned to stun the West by snapping up treasures, real estate and even football clubs. Metals tycoon Viktor Vekselberg bought a collection of Imperial Faberge Easter Eggs for $90 million from the Forbes family in 2004. The eggs were brought back to Moscow and put on exhibition in the Kremlin. A Russian businessman with a passion for Tsarist treasures,

Alexander Ivanov, said he was behind the $18.5 million purchase of a Faberge egg in London in 2007. Peter Carl Faberge's lavish eggs have graced myths ever since they were created for the Russian Tsars Only royalty and billionaires can ever hope to collect them. Current owners include Queen Elizabeth and the Kremlin. Tsar Alexander III asked Faberge to make one egg a year until his son, the next Tsar Nicholas II, ordered him to make two a year one for his wife and one for his mother. The tradition ended in 1917 when Nicholas was forced to abdicate and he and his family were executed by the Bolsheviks. As Russia's rich rushed to the exits, treasures were sold off under Vladimir Lenin and his successor Josef Stalin as part of a policy known a s " Tr e a s u r e s i n t o Tractors".
