New Hospital for Bali's North Steps Underway to Improve Medical and Health Services in Bali's Northern Regency of Buleleng The Bali Daily (Jakarta Post) reports that Bali's northernmost regency of Buleleng is planning to construct a new hospital. Nyoman Sutjidra, deputy regent for Buleleng and a trained physician, has announced the new hospital will be built in 2014. Sutjidra said, revealing the name and location of the new medical center: “We are expecting that the Rp 15 billion [US$1.23 million] funding can be disbursed in March or April next year. Then we can start building Pratama Hospital. We have decided the location for the hospital, which is in Tangguwisia village in Banjar

district. The land belongs to the provincial administration.” The Rp. 15 billion budget is expected to be sufficient to build a “non-class regional hospital.” An additional allocation of Rp. 23 billion (US$1.9 million) is being provided by Jakarta to pay for an expansion and refurbishment of the existing Buleleng Regional Hospital in Singaraja. BALI THE RIGHT WAY G'day again punters and welcome to the Christmas 2013 edition of Kuta Weekly, Bali's Premier Weekly Newspaper. We have been bringing the paper to you for almost eight years now and are going from strength to strength. From everyone at the newspaper we thank you and trust that you and your families have a very merry Christmas. I guess being an expat on this island is a great thing especially at this time of the year when heaps of people start arriving to enjoy the break with their families. Some of us have friends flying over, with others flying out to spend the break with friends and family back home. I remember a time when you couldn't find a Christmas decoration anywhere in Bali, but now you can find them everywhere. It goes to show just how adaptive these people really are. They do their best to cater for the tourists as best possible by ensuring that these special times of the year, as in, Christmas, Easter and the like are properly represented. They even make a song and dance about the Footy grand final and ANZAC Day. You couldn't ask for much better anywhere else in the world, nor would you get such smiling faces. Bali really is the island of the gods. One thing I will say about the so called “Silly Season” is that as westerners we tend to do a fair swag of drinking, which back home means many expensive cab rides or someone has to be a skipper. Over here we have a certain amount of freedom as far as driving while pissed up goes. It gets down to your ability to handle your bike or drive your car, with most of us not really getting that drunk that we can't drive. In last week's paper we ran a story about Breathalyzer's that are being trialled in Indonesia to stop people from getting to smashed then taking to the roads and I question how long before it comes to Bali ? Won't that make a dramatic change to a few lifestyles up here? Think about when the schoolies are here running riot and get scooped by a bretho and charged with a $1000 fine. Might take the zing out of the holiday I'd say. At the end of the day, drink driving is not a good thing to do and has cost probably most of us a friend or two over the years, but I think the introduction of the Breathalyzer to the island will be a great thing. Ok folks I'm gonna cut it short this week as there are many things to get done before the big day. I hope to catch up with you all and down a few little green ones over the period and trust that the most of you stay safe, happy, healthy and try your best to have a very Merry Christmas. ALIASJ……

Two foreign businessmen are facing criminal charges in Bali for assaulting a travel agent who brought customers to the Feyloon Restaurant in Kuta. Facing justice are Malaysia Frederick Wog Wei and Hong Kong citizen Wat Yiu Fai who have been charged with assault under Section 170 of the Indonesian Criminal Code (KUHP) with a maximum penalty of five years in prison. Wong Wei who works as the manager of the Feyloon Chinese Restaurant and the Restaurant's owner Yiu Fai beat Bali travel agent Hendra Haryanto in a parking lot opposite their restaurant on August 4, 2013. As quoted by the State News

Agency Antara, Public Prosecutors Peggy Ellen Bawengan told the court that “both the accused joined in committing an assault that resulted in wounds on their victim.” The court was told on Tuesday, December 10, 2013, how the travel agent did not realize he was being followed by the men when he returned to his car in the parking area and was set upon by Wong Wei and Wat Yiu. The men knock aggressively on the car window of Haryanto and repeatedly struck the guide causing lacerations and bruises to the man's face. Haryanto tried to run away from the men but was cornered again at the adjacent gas station where the

beating continued. The owner and manager of the restaurant were reportedly upset by Haryanto's refusal to pay an additional Rp. 10,000 (US$0.90) per customer when they wished to increase a group meal check from Rp. 150,000 (US$12.50) to Rp. 160,000 (US$13.30). Nyoman Sudiantara, the lawyer representing the two men, has called on the court to see the case in a proportional way, concerned that a harsh punishment would deter foreign investment in Bali. PROPERTY OWNERSHIP IN INDONESIA As a foreigner, there is a number of ways that can lead to you owning your dream property in Bali. The best option for you will depend on your personal situation, the type of property, risk factors and the type of investment model. Even though it states in Indonesian law that foreigners are not allowed to hold a 'freehold' land title, there are ways that have been in practice for a number of years that enable foreigners to control a freehold title indirectly or to hold a leasehold title in their own name.

RIGHT OF USE (HAK PAKAI) This is the right of use over state-owned (crown land) or property owned by public or private persons/entities for a specific purpose for (generally) a finite period and occasionally for an indefinite period. This land right may not be sold, exchanged or transferred unless explicitly state in an agreement. Hak pakai may be held by and Indonesian individual or entity. Or foreigner permanently domiciled in

Indonesia, or a foreign legal entity with a representative office in Indonesia such as foreign Banks, embassies, etc.

NOMINEE SYSTEM FOR HAK MILIK This structure is a regularly practiced procedure in Indonesia, whereby the foreigner nominates and Indonesian representative to acquire the land and to hold the 'freehold' title (Hak Milik) on behalf of the foreigner. Ownership of the land is transferred from the previous owner to the Indonesian nominee. The foreigner and the Indonesian nominee then sign an agreement which recognizes the Indonesian nominee as the legal owner of the property whilst declaring the foreigner as the rightful owner of the property. This agreement denotes that the Indonesian nominee will carry out any directives from the foreigner regarding the land. This agreement must always be concluded in the presence of a public notary.

Australian Visitors Flat-Lining to Bali Bali by the Numbers: Bali Welcomes Record 266,502 Foreign Visitors in October 2013 on the Way to 3.2 visitors for Entire Year. Foreign tourist arrivals for October 2013 totaled 266,502 - an increase of 4.3% over October 2012 when 255,709 foreign travelers came to the Island. Arrivals for the first 10 months of the year totaled 2,675,836 demonstrating a 12.34% improvement year-on-year over the same period in 2012. If the 12.34% lead over 2012 is sustained through the end of the current year, arrivals for all of 2013 will total more than 3.2 million foreign visitors. Total visitors for 2013, both foreign and domestic, will exceed 7.25 million. Foreign Arrivals by Major Markets Australia - Despite having gone largely stagnant, Australian visitors to Bali remain securely in first place,

exceeding by 100% the number of Mainland Chinese visiting Bali. The 668,902 Australian visitors who came to Bali January – October 2013 is 2.11% less than the number in the same ten month period in 2013. PRC – The Mainland Chinese market, aided by more flight frequencies from new areas, is bolstering travel to Bali. Arrivals from the PRC are up 23.22% yearto-date for the first 10 months of 2013. Japan – Japan continues to mend, up 8.32% on a cumulative basis through the end of the first 10 months of the year totaling 171,670 visitors. This represents the strongest performance in Japanese arrivals to Bali since 2010. Malaysia – Holding down 4th place among foreign arrivals to Bali, Malaysian arrivals are up 8.59% year-to-date, South Korea – Visitors from South

Korea remain strong at 5th place and 9.78% ahead of 2012. Taiwan – After a dramatic drop in Taiwanese visitors in 2012, the Taiwanese are back with a vengeance in Bali, up 34.23% year on year through the end of October. Europe is experiencing resurgence in Bali with year-onyear arrivals up across the board from France (14.77%), U.K. (3.78%), Germany (11.99%), Russia (8.36%) and The Netherlands (12.52%). U.S.A. arrivals rank 10th among all foreign arrivals to Bali, improving 11.99% year-on-year. India has become Bali's new emerging market. Ranked at 14th among all foreign arrivals, Indian visitors have increased 51.10% year-on-year through the end of October 2013.

A pizza was something to do with a leaning tower. Bananas and oranges only appeared at Christmas time. All chips were plain; the only choice we had was whether to put the salt on or not. A Chinese chippy was a foreign carpenter. Rice was a milk pudding, and never, ever part of our dinner. A Big Mac was what we wore when it was raining. Brown bread was something only poor people ate. Oil was for lubricating; fat was for cooking Tea was made in a teapot using tea leaves and never green. Cubed sugar was regarded as posh. Only Heinz made beans. Chickens didn't have fingers in those days. Eating raw fish was called poverty, not sushi. None of us had ever heard of yogurt. Healthy food consisted of anything edible. People who didn't peel potatoes were regarded as lazy. Indian restaurants were only found in India. Cooking outside was called camping. Seaweed was not a recognized food. "Kebab" was not even a word, never mind a food. Sugar enjoyed a good press in those days, and was

regarded as being white gold. Prunes were medicinal. Surprisingly, muesli was readily available; it was called cattle feed. Pineapples came in chunks in a tin; we had only ever seen a picture of a real one. Water came out of the tap; if someone had suggested bottling it and charging more than petrol for it, they would have become a laughing stock. The one thing that we never ever had on our table in the forties …. Was elbows!

Terror Alert for Christmas and New Year President and Chief of Police Urge Calm and Alertness Over Holidays Due to Continuing Threat Posed by Indonesian Terrorists Networks S u a r a Pembaruan reports that the Indonesian police are warning of the possibility of terrorist attacks by militant groups in Indonesia in the period leading up to the Christmas and New Years. Indonesian president Susilo Bambang Yudhoyono has responded to the potential threat by ordering the police to increase security at churches during the Christmas worship period. The President has received reports of a possible attack on places of worship by unnamed extremist elements. Despite major victories by the government's anti-terrorist units, a small network of terrorists are still believed to be in operation. A presidential spokesman said: “I have received reports from the head of the police regarding the continuing existence of elements planning to disturb the peace and public order in a few specific places.”

As a result, the police have issued cautionary warning to members of the Christian community in Indonesia regarding the possibility of attacks by extremist Islamic elements during the Christmas and New Year period. The Chief of the National Police General Sutarman has issued a statement confirming indications that militants are targeting "certain places" and may be developing explosive devices. Sutarman said: “The terrorists have networks everywhere that are active. We continue to hunt them down.” The Chief of Police's warning is being taken seriously due to its specific nature of the threats and their timing amidst a growing wave of religious intolerance in

Indonesia. The government has suffered criticism from a number of quarters for failing to ensure the safety of minority religious groups. Sutarman said that in addition to specific targets in the Indonesian capital of Jakarta, Sulawesi is also seen as a specific target for terrorist acts. While admitting there were other areas in terrorists' sites, Sutarman would not elaborate and name those areas. “I ask that everyone remain calm because the police are safeguarding security for those who celebrate Christmas and New Year,” said Sutarman. He added that the police continue to monitor suspected members of terrorist networks, but will only take definitive action if plans for attack develop further. Queen 'went nuts over nibbles' Britain's Queen Elizabeth was so incensed with royal police officers eating nuts from bowls left out in the corridors of Buckingham Palace that she drew lines on the sides in a bid to catch them out, a London court heard. In emails submitted to the phone hacking trial of journalists at Rupert Murdoch's now defunct News of the World tabloid, its royal reporter said he had learnt that a memo had been issued to all officers telling them to "keep their sticky fingers out". To laughter in the court, judge John Saunders told the jury that

these were "unfounded allegations". "Queen furious about police stealing bowls of nuts and nibbles left out for her in the BP (Buckingham Palace) Queen's corridors," an email from royal reporter Clive Goodman to then editor Andy Coulson said. It said staff had put out a selection of nuts including

cashews, almonds and Bombay mix around the palace for the 87-yearold queen. "Problem is that police on patrol eat the lot. Queen so narked (annoyed) she has started marking the bowls to see where the levels dipped," it said. The emails were read out to the longrunning phone hacking trial, where eight people including former News of the World editors Rebekah Brooks and Andy Coulson are facing charges related to the interception of voicemails. The eight all deny the charges. Buckingham Palace declined to comment.

Whisky revived after 100-year drought A Scotsman and an Englishman have banded together to create a singlemalt whisky they say will be the first distilled in London since 19th-century laws wiped out the craft in Britain's capital. Darren Rock, the CEO and co-founder of The London Distillery Company, and Andrew MacLeod Smith, his Scottish head distiller, poured the first of their clear spirit into oak barrels to age and pick up a tawny colour before being bottled and sold. They say it must be aged at least three years to be whisky under British law, and they may choose not to sell it until 2017 or laterwith a name yet to be chosen. "London obviously has a very rich brewing heritage, but in terms of distilleries everything subsided when licensing laws became a bit more rigid down here," MacLeod Smith said during a tour of the modern distillery in an old dairy building on the south bank of the river Thames. "The guys up north in Scotland were a little bit more fortunate, because they were stuck out in the hills so the taxman couldn't find them, and when they finally regulated the industry again and started handing out licenses, all these distillers came out of the woodwork and said, 'Yeah, we'll take one.' So they already had the industry set up."

The distillery has been using local ingredients that were employed in whisky production in London more than a century ago. Barley is sourced from Warminster Maltings, Wiltshire, and yeast comes from Surebrew in Surrey. "We're looking at heritage, so there'll be a lot more flavour profile there, basically," Rook said. "The world 'whisky' comes from 'Eau de Vie' the water of life so it was that idea of the running of water. So it will come off clear and then when you put it in a cask it sits and the wood acts like a sponge. "So the spirit absorbs in, it sucks out some of the colour and sucks out some of the flavour so it's the contraction, expansion and contraction of the wood drawing flavour and colour in and out of the spirit, so in time the spirit will change

colour." But it's not just the ingredients and distilling process which dictates the flavour, distiller MacLeod Smith said. "The composition of the spirit is sort of determined by the environment that you create it in and this in itself used to be an old dairy, a Victorian dairy, so who knows what weird and wonderful bacteria and yeast are living in these walls? "So that will give us a distinct spirit - something that can't be replicated anywhere else." And when can tipplers expect to taste a whisky distilled and aged in London but which as yet has no name? "Probably it's around 2017 2016 it will be officially spirit, but we want to give it enough time that we feel happy with it," Rook said. "It might be that it goes 12 years or 10, but it will definitely be whisky in 2016. "I can't tell you the name, if that makes sense you know, branding and all that but we've got three years so you'll just have to wait to be surprised." The distillery says it produces different-sized casks of whisky but on its website says overall production "is a fraction of what even the smallest distilleries in Scotland produce".

A revised MotoGP calendar avoids date clash

Originally, the final Sunday in October was going to be a very busy day in 2014, with the Australian MotoGP at Phillip Island scheduled for the same weekend as the Gold Coast 600. However, Dorna has released a revised version of their provisional 2014 calendar, shuffling the three flyaway races in Japan, Malaysia and here. Phillip Island's race day now falls in between the Bathurst 1000 and the Gold Coast events precisely where it has fallen in recent years. The other amendments include the confirmation of the traditional visit to Jerez early in the season, while the Brazilian round is still subject to the Autódromo Internacional Nelson Piquet circuit receiving FIM homologation. If the circuit doesn't pass the inspection the calendar would change again, with the preceding Aragon race expected to push back into the September 28 date. The 19-race season starts two weeks earlier than usual in Qatar, visiting the US and Italy twice and making it's first visit to Argentina since 1999, before the season finale at Valencia in Spain on November 9. Australian hopes will be carried by Broc Parkes, who was announced as the second rider for Paul Bird Motorsport earlier this week. Stoner as a test rider in 2014 CASEY Stoner might now be retired from racing, but expect to see him hopping back on a MotoGP bike in the new year. Honda have confirmed the two-time world champion, whose last title in 2011 came with the Japanese concern, will continue to work as a test rider for them in 2014. Locked in a heated battle for the 2013 crown Honda sent Stoner an SOS call, asking for his help to develop their RC213V bike as it fought fierce rivals Yamaha for supremacy. Honda Racing Corporation boss Shuhei Nakamoto confirmed to British outlet Motorcycle News that Stoner will again log test laps in 2014, but "we have not decided on a plan." Stoner completed four private, rain-interrupted tests with Honda this year at the

Sherwyn spoke his first words at 10 months, was talking in full sentences at 20 months and now has a mental age of eight years and nine months. Educational psychologist Dr Peter Congdon, who tested the South Yorkshire boy, said his score showed "a very superior level of intelligence".

Holden to stop making cars in Australia Holden, a subsidiary of General Motors (GM), has said it will stop making cars in Australia by the end of 2017. The move will result in nearly 2,900 people losing their jobs. The firm said a strong Australian currency, high manufacturing costs and a small domestic market were among the reasons behind its decision. Holden, which has made cars in Australia for nearly 65 years, will retain its sales unit and a parts distribution centre in Australia. "The decision to end manufacturing in Australia reflects the perfect storm of negative influences the automotive industry faces in the country," GM chief executive Dan Akerson said in a statement. "This includes the sustained strength of the Australian dollar, high cost of production, small domestic market and arguably the most competitive and fragmented auto market in the world." Carmakers in Australia have

been struggling for some time, despite the government extending support to the industry via subsidies over the past few years. Holden has been an iconic brand in Australia. In fact, it personified the Australian car industry for decades. Unfortunately, its latest move is also symbolic of the issues faced, not just by it, but the sector overall. One of the biggest headaches has been the strong Australian currency, which has risen nearly 30% against the US dollar over the past five years. That has made foreignmade cars cheaper for Australian consumers. According to various estimates, nearly 85% of cars sold in the country are imported. A relatively small domestic market means that l o c a l manufacturers are left competing for an even smaller share, which is proving insufficient to sustain their

growth. The numbers of cars made in Australia has halved over the past 30 years, and with Holden ceasing its production in 2017, some fear the entire sector may crumble. Holden's exit will leave Toyota as the sole manufacturer in Australia and until things change drastically, the fear is that the Japanese firm may also go looking for greener pastures. A weak Japanese yen, which makes exports from Japan cheaper, coupled with a strong Australian dollar may just deliver the knock-out punch for the Australian car industry. However, there has been a debate over whether the government should continue to provide support to the sector. According to the Australian Broadcasting Corporation (ABC), Prime Minister Tony Abbott declared last week that there would be no more taxpayer assistance. The government had also increased pressure on Holden in recent days to clarify its future plans for Australia. Dave Smith, national secretary of the vehicle division at Australian Manufacturing Wo r k e r s U n i o n , s a i d t h e government's push had influenced Holden's move. "I believe the decision's been prompted by the behaviour of the government yesterday," he told the ABC. "Unfortunately, they've been let down by a government that wouldn't back them in."

Twin giant panda cubs turn out to be female Atlanta Zoo officials said that twin giant panda cubs, the first to be born and survive in the United States, have both turned out to be female. The zoo, which initially had identified both cubs as male after they were born in July, said DNA testing had now shown they are both female. "Prior to the time they are at least 3 years old, there are no obvious external cues as to their sex," the zoo said in a statement.

"I admit fully and accept all culpability for my actions," he said. "I am extremely sorry and deeply remorseful for what has happened. It was never my intention to cause any injury to anyone." The pair were based at police offices in Stratford, east London, but did not know each other, the court was told.The trial continues.

A Philadelphia museum has the perfect holiday gift idea for the person who has everything, including a love of science and a dark sense of humour. A $200 donation buys the preservation of one of 139 skulls dating back to the 19th century in a collection at the Mütter Museum of the College of Physicians of Philadelphia. Subtle vibrations from footsteps of museum patrons have caused the skulls, which have been on continuous display for more than 100 years, to lose or crack their teeth, said curator Anna Dhody. "They need help," she said. "They need saving." Money raised through the Save Our Skulls campaign will be used to build better mounts. The skulls were amassed by 19th-century Viennese scientist Josef Hyrtl to debunk the study of phrenology, the belief that the shape of a skull determines a person's moral calibre and that different races are actually different species. "By collecting predominantly Caucasian skulls, he showed the vast degree of variation," Dhody said. In doing so, she said, he was able to prove that sweeping statements based on skull shape were not accurate. "For that he was forced into early retirement." Hyrtl's skulls were collected by means that today would be considered unethical, including employing body snatchers who stole them from graves, according to historical documents. They came from a wide geographic area, including Egypt, the Balkans, Germany and what is now Italy. He sold them to the museum in 1874. Donors can choose a specific skull to sponsor from a list on the museum's website. Still available is the one from StefMilanovic, a 24-year-old who died while imprisoned in a fortress. Adam's dropped nearly $2.5 million on a ground-floor apartment in the very select Jade tower. It's one of two he bought off the plan for $4.4 million each in 2004. He unloaded the first three years later at $5.9 million, a deal that apparently involved a trade. In his latest sale, Adam's suffered what, in golfing terms, could be called a shank.
