But Donald Heslop has that honour. Donald received the QSM (Queen’s Service Medal) on the 5th June, his birthday. Speirs who came and helped on their farm when there were events to photograph. Mr Heslop has been a member of the Ellesmere Camera Club since 1978, holding several roles during that time, including as its Secretary, Vice President, and President. He was the official photographer at the Ellesmere College formals from 1981 to 2003. He has photographed many sporting teams, public events, and family occasions (his brother has been heard to say that he thinks they are the most photographed family in Ellesmere.) His interest in photography started with a friends wedding, from then he has photographed over 180. He has been head of the

photography section at the Ellesmere Agricultural and Pastoral Show for 20 years, and has judged at local Horticultural and Institute shows. He was a rugby coach, selector and referee for 19 years, and a member of the Ellesmere Brass Band. He served on the Leeston Consolidated School Committee, and was the chair of the Boys’ and Girls’ Agricultural Clubs (EAST Club). He and Jean have opened up their gardens for visitors to help with fund raising for local organisations, and have helped elderly people with their gardens. Don is the Past President of the Ellesmere Returned Services Association, is on the parish

council at St David’s CoOperating Parish, Leeston. He helps out at the Senior Net in Ellesmere, assisting senior citizens in developing the computer literacy skills and also has been through the ranks of the Lodge. He claims that he didn’t do it all for any reward but to put back into a community what you enjoy doing. He states that it’s what you do when you live in a community like Ellesmere. The next step for him will be a trip up to Wellington House to meet with the Governor General, Jerry Mateparae, in August/September of this year and receive this well deserved recognition for all that he has done.

Support Staff are essential in supporting children’s learning and ensuring schools run smoothly, and schools will hold a special morning tea to acknowledge the valuable contribution of its support staff, who include teacher aides, office administrators, librarians and caretakers. Support Staff Day was an initiative of NZEI Te Riu Roa, which is the union representing support staff across early childhood centres,

primary and high schools. NZEI President Judith Nowotarski said the education sector relied on the dedication and professionalism of these workers but, unlike teachers, they were not paid out of a central fund, leaving schools to pay support staff out of their stretched operating budgets. “School support staff are a skilled and committed workforce but they get a raw deal when it comes to pay, with many at levels barely above the minimum wage. Many are on fixedterm positions and do not know from term to term or

year to year whether they will have a job. This is not the fault of schools, which are often in the unenviable position of having to choose between necessary resources and the hours and pay of support staff,” said Ms Nowotarski. NZEI and School support staff are asking for movement towards the Living Wage of $18.80, central funding of salaries and progress on career pathways. Around 45% of the country’s approximately 24,000 school support staff are on hourly rates below the Living Wage.

ELLESMERE CLUSTER GROUP UPDATE Working together for the benefit of the children of our community is the focus of The Ellesmere Cluster Group, which consists of Ellesmere College; Leeston, Southbridge and Dunsandel Primary Schools and all the Early Childhood Centres and Playcentres of the Leeston, Southbridge and Dunsandel area. One of the Cluster initiatives has been to work together towards smoother transitions from ECE to school for the children of our community. As a result the Cluster Group are lucky to host Professor Sally Peters of Waikato University, whose expertise includes Educational Transitions, including the transition to school; young children's thinking, 'working theories', key competencies and learn-

ing dispositions in early years’ settings. Sally is highly regarded both nationally and internationally. On the evening of Tuesday 24 June at 7pm, a Parent Information session will be held at the Leeston Community Room of the Leeston Library. Sally Peters will share information on the key factors that support children transitioning to school and how parents can support this. Sally brings the best of ECE practice throughout the country and a wealth of experience to this presentation. This is a fantastic not to be missed opportunity for local parents, and to top it off we are able to offer this event for no charge. Come along and join us.

SUCCESS AT SKYTOWER The tenth annual Firefighter Sky Tower Stair Challenge was the biggest yet raising more than $889,000 for Leukaemia & Blood Cancer New Zealand (LBC). Over 700 firefighters from across the country took part, climbing 1,103 stairs of Auckland’s Sky Tower on Saturday 17 May. This year 181 brigades and stations were represented in the challenge. International firefighters also flew in from Australia and as far as Washington and Hawaii. One group, the New Zealand Firefighters Charitable Trust, battled through bandaged feet, sore muscles and painful

blisters as they walked 300km from Waitangi to Auckland before taking part in the challenge. The Southbridge Brigade was represented by 7 members, who this year raised $8000,putting them in the Top 20 Fundraising Brigades, and taking the total to over $25000 for the past 3 years. Age again prevailed over youth, as Wayne Maw led the Southbridge charge up the tower to finish 3rd in the Grand Masters’ Section and 33rd overall out of 498 competitors. Ed Love’s time of 12.50mins placed him 62nd. Other members times were, Hamish Maw 14.43, Craig Clark 14.52, Matt Burrell

15.04, Steven Maw 15.07 and Ben Kirk 19.39. These results placed the Team 16th out of 85 Teams. How many Cantabrians have developed webbed feet over the past weeks I wonder? It can be so depressing to check out the 10 day forecast only to see clouds or showers or, heaven forbid, more storms moving across the country. Spare a thought for the stock who don’t have warm fires or electric blankets to snuggle up to. We have new lambs on the farm, the poor things would be happier being ducks who seem more than content to waddle and quack around the house in the wee small hours enjoying the damp. I never thought I would be wishing for the crisp chill of a good frost and the promise of a glorious sunny day. June in our family in years gone by was filled with the pitter patter of little feet, which this month means it’s birthday time. In turn that means visiting our friends at the Leeston Market for those

From Margaret, our resident jeweller, I found a beautiful book-mark with a difference that will suit my Mother perfectly. Janice has been beavering away knitting covered coat-hangers which are ideal for those special tops that ordinary coat hangers leave marks on the shoulders: four of those please. Daphne caters to the wee tots that will arrive this month with booties and bibs and Rose will have what you need to while away the hours in front of the fire, with either a book or jigsaw. I know it can be a struggle to get

DOWN BY THE LIFFEY GALLERY Life’s Pleasures. Life’s Treasures - is the title of Lincoln's Down By The Liffey Community Gallery's next impressive exhibition starting on 11th June. It features works by locally based potter Akane Nakao, and painters David Penman and John White. Through her works Alane expertly manages to maintain the traditional minimalist silhouettes associated with her homeland of Japan while incorporating the contemporary spirit and hues of Aotearoa's landscape. For David Penman his exhibition at the Down By

The Liffey Gallery is almost a home coming as his mother used to work in the very same building during its former use as the Coronation Library. Trained by Olivia Dias at Art Metro, David seeks inspiration from movement, textures, shop windows, fashion and fantasy. Christchurch artist John White loves painting in acrylics and oils and enjoys trying different textures and techniques. He has a great passion for wildlife and the picturesque scenery of New Zealand, which reflects, in his paintings. The exhibition runs until 6th July.

PREPARE NOW TO GET THROUGH WINTER

Now that we are officially in winter, it’s time to prepare ourselves for anything that this season may throw at us. Cantabrians have recent experience of flooding, wind storms and power outages so may have already made use of their emergency kits, so now is the ideal time to restock and review emergency plans. “We know the people in this region have had their fair share of weatherrelated events in the last few months but unfortunately that doesn’t mean there isn’t more to come,” said Jessica Petersen, Community Resilience Coordinator for Canterbury Civil Defence and Emergency Management Group. “Everyone still needs to have the necessities in place to be able to be selfsufficient for three days or more in the event of road closures and power cuts. “This includes having stocks of food, water, warm clothing, fuel, alternative cooking and other emergency supplies on hand.” During a power cut its suggested using torches rather than candles, but if there is no other option make sure they’re in stable, non-combustible holders and away from anything that

could burn. “For general readiness,” explains Jessica, “every household should create and practise a Household Emergency Plan, which should include having a plan for any pets and animals.” Even in small quantities, snow can be hazardous. It only takes a few centimetres on a road to make driving dangerous. Motorists considering driving over mountain passes in winter are advised to take chains with them in case of snow and to check road conditions and the weather forecast before setting out. “As well as the chains, it is a good idea to carry another emergency kit in the car with a warm blanket, water and first aid kit the necessities.” Members of the public should contact their local council for further Civil Defence information. TV2 KIDSFEST COMING SOON TV2 KidsFest is coming to Selwyn in July. Over 30 events and activities for children will be happening in Selwyn as part of TV2 KidsFest, which runs from 5 – 19 July during the school holidays. “We have a great range of activities happening here which will keep kids entertained over the holidays,” says Selwyn District Council’s Recreation Advisor Dave Tippett. “These include discomania, a high ropes challenge, moviemania, a kids market, a carrot and pickle clown show and a pool party.” CoolStuff, the KidsFest Mascot dog will be making a guest appearance at the pool party, which is being held at the Selwyn Aquatic Centre. Other KidsFest events include chocolate making, family environmental activities including wood turning, gardening and learning about wind turbines at Leeston library, roller disco and craft sessions at Selwyn libraries. Geocaching sessions where children use GPS to track hidden treasure are also planned at Lincoln, Darfield, West Melton and Leeston. “KidsFest events are organised by Selwyn community groups, the Council and local facilities and each year KidsFest is becoming bigger and better with more exciting activities being offered in Selwyn,” says Mr Tippett. Southbridge 150 Years Anniversary Committee

Southbridge Advisory Committee called a Public Meeting in December 2013 to sow the seeds of celebrations for the foundation of Southbridge 150 years ago and all that has happened since. An enthusiastic group of people came together to share ideas and offer assistance in organising a series of activities. Several other meetings have now culminated in the election of a committee called Southbridge 150th Anniversary Committee. To date the Committee has a draft outline of a programme of events to take place on Labour Weekend 24th – 26th October 2015. The weekend will get underway on the Saturday with a meet and greet and Historical Society display at the Community Hall, followed by an evening incorporating a young people’s social event, then a followed by a dinner, dance or both. The Sunday series of events begins with a combined church service and luncheon hosted by St James Church Committee. This will be followed by the closing of the main street for a series of activities for young and old, including a parade that

will include a decorated bike section: this will culminate in Southbridge Park. We are hopeful that local organization’s and clubs will embrace this and put entrys in that will reflect their own history. The Monday will contain a full programme of competitions at Southbridge Park in the form of what has been known as the Labour Day Sports, this event was held in Southbridge from 1913 when the Southbridge Athletic Sports club was formed until the 1980’s in many different forms. We have a list of events and entertainment we are working on and we are keen to involve people of all ages. We are interested in any items of old or period clothes and costumes that people may possess and would love to borrow them for displays. DISPUTES TRIBUNALS In 1976 the Small Claims Tribunals Act was passed. It provided that disputes over relatively minor claims could be decided by an adjudicator who was not necessarily a legally qualified lawyer. This was the forerunner of the Disputes Tribunals which replaced the Small Claims Tribunals in about 1988. The jurisdiction of the Disputes Tribunals was increased some time ago so that their current jurisdiction is for claims up to $15,000.00 as of right and $20,000.00 if both parties to the dispute agree. Running defended civil trials in the District Court for claims of less that $50,000.00 are uneconomic and a further increase in the Tribunal’s jurisdiction is warranted. It is essential that there is a genuine dispute before a claim will lie. It is not a cheap debt recovery process. Lawyers are not permitted to represent their clients who need to have a well prepared statement to assist the adjudicator to make a proper decision. Decisions are not always

based on legal principle but endeavour to provide a fair outcome of the dispute. A survey of the workings of a number of Tribunals revealed that in general the parties have been satisfied with the functioning of the Disputes Tribunal. Parties also expressed satisfaction with the way they were treated in the process and the time it took to resolve the dispute. In addition most of the adjudicators are now legally qualified which should give participants confidence that there is a proper legal basis for the decision.

Not every cloud has a silver lining. If a party to a dispute is successful in obtaining a ruling in their favour from the Disputes Tribunal, enforcement of the order has to be through the District Court which is not always satisfactory. Each of the larger District Courts has a Collections Unit which collects fines and makes orders for payment in civil proceedings if the debtor has means to pay. This is where enforcement becomes difficult and many creditors have to accept payment by paltry weekly instalments or nothing at

all if there are no means to pay. If the debtor has no income no order will be made so the creditor is left with the unenviable task of pursuing the debtor for payment. In the worst case scenario the debtor can apply for bankruptcy or the “no assets procedure” so all recourse against the debtor is stopped. A further increase in the Disputes Tribunals jurisdiction would provide quicker and easier access to the settlement of disputes than is now the case.
