Foreword Kingsland Parish Neighbourhood Development Plan (KNDP) has been developed to help deliver the local community’s requirements and aspirations for the Herefordshire County Council’s Local Plan period up to 2031. The Plan has been created through listening to the views of the residents of Kingsland Parish. The Plan will provide a means of guiding, promoting and enabling balanced and sustainable change and growth within Kingsland Parish, and particularly the settlements of Kingsland village, Shirlheath and Cobnash. The work of the Neighbourhood Plan Steering Group, which was established by Kingsland Parish Council, included a number of consultations enabling everyone within the parish to contribute at key stages. Without the efforts of this group, the community would have had to rely upon Herefordshire Council to include proposals for our three settlements together with others throughout the County within a Rural Areas Development Plan. Although there would have been some consultation on a County-wide document, there remains uncertainty that the level of local involvement would have met that which has been achieved through the approach taken by the Steering Group. Details of the residents' survey, large versions of maps and other information that has informed the creation of the Plan can be viewed online at www.kingslandlife.com and is also available on request from kingslandneighbourhoodplan@gmail.com The members of the Steering Group have spent a considerable amount of time and voluntary effort over an 18-month period to prepare this Neighbourhood Plan.
