Williams named editor of Lady’s Island News With a round of applause (and sigh of relief from the publishers), please welcome John Williams as editor of the Lady’s Island News!

“We have had so much positive feedback about our newspaper that we needed to bring on an experienced writer and editor to help us keep up,” co-publisher Kim Gallant said. “John Williams knows this community, he knows the news, and he knows how to communicate clearly and with a sense of fun.”

Williams is a seasoned writer and reporter. For the past

12 years, he led communications and public relations for the Beaufort County School District. Many people know him for his work as the spokesman for the school system, putting his (usually) smiling face on TV and the front page on a regular basis.

His work for the school district brought honors from the National School Public Relations Association and the South Carolina chapter of the Public Relations Society of America. His campaigns helped pass three school bond referendums totaling more than $326 million.

Upper Crust relocates to new Hamilton Village

Hamilton Village, Lady’s Island’s newest shopping gallery at the corner of Sunset Bluff and U.S. 21, opens this week with the relocation of Upper Crust pizza.

“We have our whole crew and our families working to help us get ready,” said Marianne Blake, who owns the Beaufort Upper Crust with her husband, David. “We took apart the cold storage (freezer) piece by piece and moved that from our old location.”

Last weekend, the Blake’s work team was cleaning the ovens, painting chairs, hanging curtains and making arrangements for the final push to open.

Shrimp Fest race registration open

Registration is open for the Beaufort Shrimp Festival’s Walk through History, 5K Run and Popcorn Shrimp Run set for October 4.

The steady march of tropical storms and hurricanes across the Atlantic, Caribbean and Gulf of Mexico are daily reminders of the Boy Scout motto: Be Prepared.

The 5K Run and Walk through History begin at 8 a.m. and the Popcorn Shrimp Run, for ages 7 and under, begins at 8:45 a.m. Races require advance registration.

All depart from Bay at Newcastle Streets in historic downtown Beaufort: • The 5K, a 3.1-mile race sponsored by Runner’s World magazine, is a scenic route over Woods Memorial Bridge • The walk is a leisurely tour of approximately two miles through the Old Point Historic District • The kids’ race is one block on Bay Street.

Registration is $20 for the run, $15 for the walk and $5 for popcorn-sized runners. Winners in each age group will receive a collectible shrimp boat. The first 300 registered participants will receive a T-shirt, and all are eligible for opportunities to win prizes after the race while results are being tabulated.

Entertainment to start the festival Friday, Oct. 3, will begin at 5:30 p.m. with Peyton Tochterman & High Society from Charlottesville and continue at 8:00 p.m. with the Blue Dogs from Charleston.

Saturday’s events continue at 11 a.m. with live music by the East Coast Party Band from Charleston. The craft market, beverage and restaurant booths will be open until 5 p.m.

The South Carolina Shrimpers Association will be selling fresh, wild local shrimp throughout the festival, fried or boiled or raw for cooking at home.

Restaurant booth registration is open for businesses interested in participating. More than a dozen restaurants typically offer their special shrimp dishes and a few nonseafood choices.

Insurance agents remind us that while home contents frequently are covered for damage, photographic evidence is needed. Those photos or videos should be stored in a safe place such as an online service or higher ground. That way, if a home is damaged or destroyed, the photographic evidence of the house and its contents are protected and still available.

’ News ’ LIBPA scholarship for Leadership Beaufort goes to Maria Landry Courtesy LIBPA Newsletter

Each year the Beaufort Regional Chamber of Commerce conducts a program entitled “Leadership Beaufort” designed to identify key individuals in the Beaufort community and connects them with prominent civic, business and government leaders to promote a better understanding of how our community works.

The program is conducted over a 10-month period and requires seven Fridays and two full weekends. In support of this program the Lady’s Island Business and Professional Association (LIBPA) contributes $350 of the program’s enrollment fee for a Lady’s Island attendee.

Ms. Maria H. Landry was selected to receive LIBPA support of her attendance in this year’s program. Ms. Landry recently

completed service with the U. S. Marine Corps where she attained the rank of Captain.

In 2007, she and her husband Jim made Lady’s Island their home. Jim is a deputy with the Beaufort County Sheriff ’s Office and Maria is the Executive Director of the Alzheimer’s Family Services of Greater Beaufort.

In addition to financial assistance with the Leadership Beaufort enrollment fee, LIBPA gives each individual selected a one year complementary membership in the Lady’s Island Business and Professional Association. Congratulations to Ms. Landry and to both she and her husband – thank you for your contribution to the Beaufort community.

The Power of Individual Giving Historically, gifts from individual alumni provide the bulk of charitable support. In 2006, charitable contributions to colleges in the U.S. reached $28 billion -- over half of which came directly from alumni and other individuals, according to a recent Council for Aid to Education report.

Although major gifts, like Nike founder Philip Knight’s $105 million pledge in 2006 to Stanford’s business school, receive a lot of exposure and press coverage, the combined value of smaller gifts from an army of contributors funds a far greater portion of higher education.

Donations provide an estimated 20% of annual college inflows. Without individual gifts, it would be impossible for universities to sponsor a full range of activities. This is particularly true at public universities, where donations fill the gap left by state funding cutbacks.

The Smart Way to Give Individual gifts can be made in many forms.

Unfortunately, sometimes donors can overlook the importance of structuring their gifts to maximum advantage.

Eighty-five percent of donors give cash, often

in direct response to pledge drives. However, giving other assets may hold significant advantages for both alumnus and institution.

For example, donating shares of appreciated stock, rather than selling the shares and then writing a check, allows you to give more and can help trim your tax obligations. Think of it this way: If you sell stock that has appreciated by $100,000 and then donate the cash from the sale, you would have to pay at least $15,000 capital gains tax and be able to deduct only the after-tax amount you contributed.

On the other hand, if you give the stock itself directly, you can deduct the full market value of the shares without paying gains tax. Plus, the school receives a larger donation.

The same holds true for donations of other appreciated assets, such as artwork and historical papers, as long as you meet the Internal Revenue Service’s requirement for a rigorous professional evaluation of the gift’s market value. However with artwork, there is an exception. Artists may find it preferable to sell their work and then give a cash donation.

That’s because artists can only deduct the cost of the materials used and not what the works would fetch if sold.

gifting. A Charitable Remainder Trust (CRT) provides a payment stream for the donor’s or beneficiary’s lifetime with the balance of the assets going to the college when the trust expires. For instance, if you establish a CRT to benefit your alma mater and fund it with appreciated securities, capital gains are deferred and your income tax obligation lessened. You can choose to set a term for the trust of up to 20 years or for your lifetime. The trust will then make payments to you. When the trust terminates, the remaining principal goes to the school.

Similarly, a Charitable Lead Trust (CLT) provides the college income for the slated number of years, after which the remaining assets pass to the donor’s beneficiary. These trusts are ideal vehicles for donating highly appreciated assets valued at $250,000 or more.

Lastly, a Charitable Gift Annuity (CGA) makes it possible for you to receive an annuity with the balance paid to the school upon death. With a CGA, the university commingles your donation with other contributions. Payments can start when you make the gift, or be deferred to a later date.

Insurance Forum claims markets are improving – but are they and for whom?

On August 28, a Coastal Insurance Forum took place at The Country Club of Hilton Head sponsored by Tom Davis (nominee for State Senate) and both the Beaufort County Association of Realtors and the Hilton Head Area Association of Realtors.

Attendees received two handouts: One was a brief program detailing the panelists and the second was a twopage explanation covering: Why have coastal property insurance rates increased? Summary of Omnibus Coastal Property Insurance Reform Act of 2007, Summary of the South Carolina Wind Pool and FAQs: Catastrophe Savings Accounts.

Panelists included Scott Richardson, commissioner of the S.C. Department of Insurance; Dr. Peter Sparks, a civil engineering professor from Clemson University; Bill Fuge of Kinghorn Insurance; and two Realtors, Gerry Prudhomme of Hilton Head and Mike McFee from Beaufort.

Scott Richardson, the state’s insurance director since January 2007, gave the opening remarks covering the availability and affordability of wind insurance in South Carolina as well as discussing the market-based incentives provided in the Omnibus Coastal Property Insurance Reform A of 2007.

While Richardson was speaking the audience was writing their questions to be submitted to the various speakers

and these went to Davis to be directed to each one in turn as their time came up. The most important question went unasked and unanswered: What is being done to help the problems faced by over 80% of the homeowners – the secondary homeowners and their dilemmas and needs for insurance?

Dr. Sparks, a civil engineer, talked of structural retrofit problems and covered items like weather-proofing, window film, shutters and protecting the envelope of the home. These are the most affordable and effective improvements but he admitted he didn’t know details about rebates and the amounts of insurance ‘credits’ they would bring when people did enhance their physical protection. But, did say that the best advice he could give was to move inland!

Bill Fudge of Kinghorn Insurance Services explained why costs differ between primary and secondary homeowners… Frequently, secondary homeowners have increased problems because some homes are unoccupied for long periods of time and damage sometimes can go unnoticed. He also said that the process of looking for insurance could take as long as 30 days because there are variable risks and unique situations. Most of the companies he mentioned – such as Allstate, Travelers, Hartford, etc., used to write Wind and Hail Coverage but that’s all changed now.

The two Realtors talked about insurance needs for lower and upper end homes and the added costs in today’s market including the elevation certificates required by mortgage companies. They

mentioned the ‘sticker shock’ to the buyers for insurance costs and the problems related to various coverages within each of the policies that are not changeable.

The Omnibus Reform Act of 2007 had 10 items listed which were covered by the program and my main question of the evening was which one of these 10 items was a benefit to the secondary homeowners of this state? It talked about the catastrophic savings accounts, tax credits for mitigation, reduction of sales tax, lowerincome property owners’ tax credits, “self-insurance” tax credits, and the reforms of the Wind Pool.

The fact is, the Omnibus Reform Act doesn’t provide any benefit to the secondary homeowners. Now, since the secondary homeowners make up over 80% of the beach or shore area ownership, that only leaves 20% of the population to benefit from this law, and that is further dwindled down by all the restrictions and limitations. By the time the exceptions are taken into account, there is only a small fraction of the primary homeowners who are eligible for any benefits.

Tom Davis quickly closed the forum without asking the question regarding this important item. However, after the meeting Richardson said that ‘they’ will be looking into this very thing in the future and encouraged people to send him emails with their questions. In summary, and from a real estate perspective, secondary homeowners are still secondary citizens here- and it’s really hurting real estate sales.

Pleasant Point Plantation yard sale set Pleasant Point Plantation will hold its annual Fall Yard Sale on Saturday, Sept 13 starting at 8 a.m.

Over 25 homes will participate, displaying their items for sale in their own driveways throughout the Plantation, which is located off Brickyard Point Road on Lady’s Island.

’ Profile ’ Terry Bennett : Big plans at Lady’s Island Middle

As an elementary school principal, Terry Bennett had a chance to build a relationship with students and their families for six years – from kindergarten through fifth grade.

Now, in his second year as principal at Lady’s Island Middle School, he has half the time to build those relationships and twice the expectations of his kids.

“Last year was definitely a growing and transition year, but boy have we got it humming now,” he said in a recent interview.

The school, located on Cougar Drive off U.S. 21 near the Lady’s Island Airport, is where Bennett began his teaching career 24 years ago. He joined Lady’s Island Junior High as a seventh grade Social Studies teacher after graduating from the University of South Carolina.

“We aren’t there yet, but we are getting better at having everyone work as a team,” Bennett said.

Part of the teamwork involves new ways to get students connected with their learning by using more technology. At Lady’s Island Middle, about 100 sixth graders and 100 seventh graders participate in Project Lead the Way – basically, a pre-engineering program that is heavy on math and technology.

Bennett holds a Master’s degree in school administration from USC, but attributes much of his skill set to principals he trained under – Dr. Randy Wall at Lady’s Island Middle and Ms. Frankie Middleton at Shell Point Elementary.

“Randy was a roamer – he did a lot of administrating by seeing and doing, visiting the teachers in their classrooms, seeing how the instruction matched the curriculum and the standards, and adjusting when it was needed.

“Frankie was a dreamer,” Bennett said. “She saw the universe as she wanted it, and then we drilled down from there to make it happen at our school.” During his time as assistant principal at Shell Point, the school earned the South Carolina Palmetto’s Finest award for outstanding academic achievement and family involvement.

In 1999, Bennett was named principal at Lady’s Island Elementary. One of the first things he and his staff did was talk about what they wanted their school to be – and the

But Bennett is quick to point out that he’s a lifetime Beaufortonian and second generation – a dwindling class of local residents, to be sure. He attended Mossy Oaks Elementary, Beaufort Junior High (located where Beaufort Elementary now stands), and graduated from Beaufort High.

Today, Calvin White, former principal at Beaufort High, is dean of students at Lady’s Island Middle, helping Bennett improve student behavior.

“He’s an old hand at Beaufort County,” Bennett said of White. “He knows about every family on St. Helena and Lady’s Island. With him, it’s very black and white – there’s not any gray when it comes to our rules.”

One of the changes Bennett and White have made is changing the In-School Suspension classroom to the “GTP Program” – which stands for Get The Point.

Students sent to GTP must earn points to be released back into their regular middle school schedule.

“This is an orderly school. We have rules and we have consequences for breaking those rules,” Bennett said. “There’s a perception that there is chaos and disorder, but I invite anyone who believes that to drop by and take a tour, any time. They’ll see we have a great staff working with great students to accomplish great things.

answer came back, “a beacon for creative teaching and learning.” After much research, they became an arts-infused school of choice, accepting students from across the county.

Their success brought them more than 150 students from outside the regular attendance area, and also brought one teacher special reward. Debbie Smith became the Lowcountry’s first Milken Winner for exceptional teaching, bringing her a check for $25,000.

Last year, Bennett worked with his teaching and support staff to set the stage for what they envisioned Lady’s Island Middle could become. This year, they continue the growth, preparing for Superintendent Valerie Truesdale’s planned expansion of the school to accept fifth graders starting in Fall 2009 for a Science, Technology, Engineering and Math (STEM) program.

“We want to make Lady’s Island Middle competitive with every middle school in the state and the nation,” Bennett said of his long-term goals. “We want this to be a welcoming place for students and families to learn great things.”

B.A. B Team shows promise in opening loss Beaufort Academy’s B Team of youngest players lost last week to Pinewood Prep, 22-8, but showed flashes of great promise in the game.

B.A.’s B Team had only 15 players suited up for the game against Pinewood’s 30 kids.

That meant the B.A. boys had to play both offense and defense, and the game really amounted to the first full-scale scrimmage they’d had since practice started.

The Secrets of makeup

The sale of grooming products for men and women has grown rapidly into a multi-million dollar a year business.

As men and women spend more money on how to look and feel their best, they also search for professional advice as to how to use the producs they purchase. A very popular request, especially for women, is how to appy facial makeup. Today, modern spas and salons offer some type of makeup application for daytime, evening, and special occasions.

The earliest uses of cosmetics have been traced to the ancient Egyptians who used cosmetic preparations generously for their personal use, for religious ceremonies, and for preparing the deceased for burial. The Egyptians are not the only historical society to be credited with the development of cosmetics – Hebrews, Greeks, Romans, Asians and Africans also have long histories of uses of cosmetics.

The word cosmetics comes from the Greek word kŏsmêtkos (kos-MET-I-kos), meaning skilled in decorating.

Most people may not be aware of the importance of color selection in makeup. Wearing the wrong foundation, eye makeup, blush and lipstick are very common mistakes.

Depending on your skin type (light, pale, medium, deep, or dark) selecting the most becoming colors can be difficult when you are trying to purchase products. It can also be frustrating and expensive when you try to purchase from a cosmetics counter at a department store, as your everyday look is most likely not the same as your evening look or your special occasion look. Most women, especially moms and female professionals, want to look their best, but need a practical routine.

I have heard the biggest makeup mistake is wearing NO makeup at all. Well, I have many friends that are just naturally beautiful without makeup, but for the rest of us, makeup does give us a clean, fresh look. We may also feel more confident when we feel and look our best.

After you cleanse your skin and selected your products, you are ready to begin applying your makeup. Don’t be surprised if you need to mix colors, especially with foundation, to get the perfect match for your skin tone.

There are also some secrets of the trade that can help you

achieve the look you desire. If you get a professional makeup application, make sure you inspect the final masterpiece and ask for a list of products used and a sample face chart showing what was applied and wear.

Be sure to explain if you are looking for a natural look, a colorful look or special accents for evening wear. It is also a good idea to make sure they use disposables wands and sanitize utensils. As a sophisticated client, welcome the opportunity to learn some new makeup techniques and color schemes.

Basic rules for applying makeup

1.

The natural look can often be an illusion created by makeup. Wearing makeup that cannot be detected or appears to be “natural” is another makeup secret. Talk with a professional makeup artist to determine colors that will help you achieve the natural look, while still covering blemishes or imperfections.

2.

The daily or day look uses color, but typically lighter shades. Direct sunlight and even office lighting can make dark colors look “clown-like” – so try not to over do it in the day. This is not to say that you need to use pastels, but just lighter shades of the colors that look best on you.

3.

The evening look or special occasion look may require a bit more makeup and it typically is darker.

Darker makeup in dim lit settings will stand out and look absolutely gorgeous. ( Just make sure you have a good idea of how to properly apply and choose the right makeup for your face.)

Foundation – Should be selected to enhance the natural coloring, to tone down excessive ruddiness or pink, and even cover blemishes or imperfections. Skin tones often change in different seasons, therefore you may need to change foundation color throughout the year. The biggest foundation error is a line of demarcation, or better known as the line under the chin where the makeup stops. Always make sure to blend your foundation down the neck and even slightly on your chest if you are wearing a low-cut or V-neck shirt.

Powder -Face powder may be translucent (colorless) or matched to the color of the foundation. A slightly lighter or slightly darker powder can be used to achieve a particular effect. The most popular remains the translucent powder because it does not change the color on the skin. If you use a colored powder, avoid going too light or too dark, the objective of the powder is to soften your look and help your makeup stay. You don’t want to look ashy or unnaturally dark.

Eyebrow Pencil - An eyebrow pencil with a fine lead will enable you to improve natural brows by using the pencil to make them appear fuller or to give the a more defined arch and a more attractive color. The pencil can be used to cover small scars and other imperfections in the eyebrow. A powdered eyebrow color can be brushed on for a natural look and is more suitable for brows that require no corrective work.

Eyeliner - This is a thin line of color applied either above the upper lashes and/or just under the lower lashes. Eyeliners can be liquid, powder or pencil.

Eyeshadow- A shadow can enhance the beauty of the eyes and to conceal imperfections. It is very fashionable to use a combination of several colors to accentuate natural eye color. Eyeshadows can match or contrast the eye (iris) color or clothing combination. The majority of eyeshadows come in a powder form.

Lipliner - A pencil or brush can be used to outline the lips. The pencil or brush can be sued to correct or change the natural outline of the lips, but should not be exaggerated.

Lipstick - Lipstick can be used alone or in addition to a lipliner. If a lipliner is used, the lipstick should be brushed within the outline. Don’t be afraid to use more than one color on the lips to achieve a certain

look. Cosmetic manufacturers usually provide charts that show the best colors for certain skin tones. Fashion magazines are also a good source for the latest colors and trends.

Blush/Rouge - Colors used on the cheeks do not need to match the lipstick or your nail polish, but they should be coordinated. Blush should be applied to the cheek bone area and blended into the face. You don’t want to see a line of blush. You can also touch up the nose area, neck area and a bit of the forehead to blend your color.

There are several good things about this movie: 1.

It’s the start of football season and well, this is about football 2.

It’s a feel-good story that brings elements of “it’s not whether you win or lose, it’s how you play the game” with “my dad ran out on the family and my uncle is an unemployed goof with a heart of gold” 3.

The young female lead, Keke Palmer, shows great restraint and flashes of joy as the maligned female quarterback of a downtrodden middle school team.

Add to that list the fact that it was produced by, and stars, Ice Cube and well, it’s a pretty compelling reason to give this movie a tryout.

In brief, this movie is about Jasmine Plummer who, at the age of 11, became the first girl to play in Pop Warner football tournament in its 56-year history.

She’s not the typical tomboy who fights to win her place on the team; instead, she’s a shy, reserved, bookish girl with dreams of being a fashion model or clothes designer.

It’s the simple fact that she has God-given ability to throw a ball that makes her uncle take notice one day. Living in his own version of Springsteen’s Glory Days song, Curtis Plummer – played by Ice Cube – takes his niece under his wing and schools her on the fundamentals of throwing the ball.

Keke Palmer also starred in Akeelah and the Bee and Jump In! In this movie, she actually spent six weeks in football training, learning how to throw the ball and, probably more importantly, how to call out plays with that mouthguard thing in her mouth.

It’s hard enough to understand real quarterbacks doing it, but she’s a trained actress who, I’m sure, wanted her lines to be clear and not just mungled and bungled through a protective mouthguard.

Oh, the sacrifices these actors make for their art!

She does a decent job portraying a middle school girl on the allboys football team. She doesn’t try to mix in and be one of the guys, but neither does she girly it up and make them fawn over her.

She plays it straight, as you would expect her character to, complete with hurt feelings when some teammates don’t help her, and to the joyous secret dance she does in her own locker room after one of her first on-field successes.

The movie is rated PG for an occasional bad word and the usual football violence. According to regulations of the S.C. Department of Natural Resources, there’s no limit to how many crabs you can catch in a day. The selfimposed limit should be to take no more than you are willing to cook, clean and eat – with the cleaning part being the main restrictor.

Crabs must be at least five inches across, from point to point. Any female with a spongy egg mass on the underside of the shell must be returned to the water immediately and unharmed.

For recreational purposes, people may use no more than two crab traps per person. The owner’s name and address must be clearly marked on the attached yellow float. Locally, popular crab trap baits include the cheapest chicken available, most often the necks, or even fish heads from previous successful fishing trips.

If you use a crab trap, do yourself and your crabs a favor and check the pot daily. Crabs turn cannibalistic very quickly if the bait is gone and there’s nothing in the trap but other crabs. That’s not fair to the crabs and it obviously shorts you out of crabs you could be eating.

If you use the string and a chicken neck approach, do yourself a favor and bring a kid. There’s a lot of life lessons to be learned catching crabs this way, lessons that translate to school, the job and the corporate boardroom: • Patience is a virtue • Reel in slowly • The stinkier the bait, the more crabs come calling • Net from behind, swiftly and with purpose • Once landed, crabs quickly change from pretty swimming creatures moving with balletic grace to

Minding your Pees and Cues

Madison, a three-year-old cairn terrier, is a good companion, great with the kids and is darned cute. But she has a dark secret. She is not housetrained. Madison is clueless as to when or where she’s supposed to go. Left to her own initiative she will leave “gifts” atop the laundry, on

the bathmat and has even soaked her human’s sneakers.

The reason for her unfortunate social faux pas can be traced to her early years in a badly managed breeding kennel. During her early months she was not formally housetrained and was forced to use her living space for, ahem, her business, a practice all dogs find abhorrent. Unfortunately, by the time Madison was adopted, this behavior was set in stone.

Improper elimination practices can be attributed to other reasons, too. A dog with a medical issue or infection, or even certain medications, will contribute to house soiling. Sometimes a dog is asked to “hold it” for too long with unfortunate results. Small breeds, puppies or the elderly often have trouble holding it all day. And sometimes the dog simply doesn’t understand the rules of “the house.”

To be fully housetrained, Madison needs to know where she should go as well as where she should not. She must to learn how to “hold it” until she is in an appropriate place. She must know how to communicate her needs to her human in a way that the human will understand. And she must know that this behavior applies to all locations.

For instance, it is still not OK to pee on Grandma’s Oriental rug.

Supervise your dog when she is inside (except when crated or otherwise confined). Supervise means remaining focused on what your dog is doing at all times so as to prevent any opportunity for the dog to make a mistake. The easiest way to do this is to “wear” your dog by clipping her leash to your belt loop. The lead should be long enough for her to move around, sit or lay at your feet, but short enough to prevent her from creating a mess without your knowledge.

Create a routine. What goes in on schedule, comes out on schedule. Establish regular waking, feeding, walking and sleeping times. Take her out upon awakening, after eating and drinking, before leaving home, when you first arrive home and before bedtime.

Show her where to go. This is an important but often overlooked step. Pick a spot in the yard where it will be convenient for you and take her there. When she goes in the chosen spot, praise her lavishly, give her a treat and then go back inside. With repetition she will automatically head for “her” spot every time. This also facilitates clean-up by confining this somewhat unpleasant task to a smaller area.

Read her signals. Most dogs will not head for the door when nature calls. However, they may pace, circle, pant, stare at you or just smile anxiously. Also, try to anticipate: does she need to go outside when company comes? After a game of fetch?

And, the most important: when accidents happen, don’t punish! It’s perfectly acceptable to interrupt midstream with a clap or other noise and then rush her outside. But, when you find a “mistake,” do not punish. Simply clean it up with an enzyme neutralizing cleaner. Punishment will only retard your progress by making your dog afraid to go in front of you.

You’ll be able to create a new routine in a couple of weeks.

But it may take a few months for your dog to perform reliably, especially if she has been soiling the house for years. The success of this training depends on you.

News ’ Who’s Got the Right of Way? ’

Ever been in this driving situation? You approach a stop sign at a four way intersection just about the same time as three other drivers; once everybody is stopped at their respective sign all eyes dart left and right as there is a brief moment where time stands still. No one moves until finally someone pulls out into the intersection followed by another car and then maybe another one too. Cars pull slowly forward a couple inches and then suddenly stop as drivers motion to each other to drive forward out of kindness or maybe even sheer desperation. Someone please go ahead!

Article 17 of the South Carolina Code of Traffic Laws (SC Codes 56-05-2310 to 5605-2370) clearly explains the laws governing who has the “right of way” in this and many other driving situations on our roadways. Although these laws govern the rules of such “rights” please keep in mind that you should never demand your “rights” in lieu of your safety and the safety of others. As a matter of fact the laws governing who is given the “right of way” is not clearly defined, rather, it only states those that do not have it. The term “right of way” can be simply explained as those who should wait or yield at intersections or other places where two or more vehicles (or pedestrians) cannot proceed at the same time. The following guidelines will assist in telling us when we should yield to others or when others should yield to us: • At an intersection when there is no traffic signal or sign, you must yield to the other driver if he has already entered the intersection.

• If, in the last example, both cars enter the intersection that has no traffic signals or signs at the same time, then the driver on the left shall yield to the driver on the right.

• If you want to turn left at an intersection, you must yield the right of way to cars that are approaching as well as cars that are already in the intersection. Give yourself plenty of time to do this and make sure that no vehicle is coming close enough towards you so that your left turn is dangerous. Once you plan on making the turn move quickly and get out of the way.

• After waiting for a green light at an intersection and wanting to make a left hand turn, you must yield to traffic that is waiting on the opposite side of the traffic light. Never attempt to rush ahead and make your left turn in front of oncoming traffic!

• Unless a sign specifically prohibits it, you may turn right on red at an

intersection after coming to a complete stop (most drivers forget that part). You can then enter the intersection cautiously but remember to yield to pedestrians and traffic which are currently using the intersection lawfully at the moment.

• Entering the roadway from a private road, side road, or parking lot you must yield the right of way to vehicle already on the street.

• You are required to yield the right of way to authorized emergency vehicles such as police cars, fire engines, and ambulances when such vehicles are giving a signal by siren and flashing lights. The best thing to do if possible is to veer to the right of the roadway and stop to let those vehicles pass safely. Remember emergency vehicles can only use lights and siren under strict departmental guidelines and they may be heading to your house to help out with something serious.

• Probably one of the most frequent and serious driver violations is not yielding to pedestrians who have properly entered an intersection but have not had time to clear it. Slow down, stop if you have to, and let them cross the street safely; you got a radio and air conditioning going on and they do not so what’s the big rush anyway?

• Last but surely not least please yield the right of way (STOP) to our children that are entering or leaving a school bus. This is a very serious and actually a separate offense that is punishable by a heavy fine, jail time, 6 points taken off your driver’s license, and here in Beaufort County, 40 hours worth of community service to a nonprofit organization. An article was written about this very specific traffic offense as it pertains to school buses on Sam’s Point Road some time ago so please refer to that article for more information on the topic.

With the exception of the school bus issue a violation of failing to yield the right of way, whether it’s a left hand turn or stop sign or even pulling out of a parking lot, is a serious offense and is a major contributor to the majority of collisions locally. Expect to be fined $237.50 and have 4 points taken off your driver’s license if found guilty of such violation. I hope this helps clear up any misconceptions about whose “right” it is under any given driving situation. A clear understanding of the law is the best defense in preventing collisions and ensures the ultimate goal is accomplished; everyone gets home safely!
