Covered employment & payroll Covered employment payroll is used to determine the average wage for each of Oregon's 36 counties. Below are the number of business establishments (units), employment, payroll, and average pay in Deschutes County and the Tri-County area. While Deschutes County’s employment base peaked at 69,327 in 2007, employment has been steadily climbing since the recession ended and now stands at 67,448. Variability exists as some industries show slight gains and others slight losses while overall the county gained over 4,000 jobs (6.57% increase) with the biggest gains in Construction, Manufacturing, and Professional/Business Services. The increase of nearly 266 individuals involved in Manufacturing over 2013 numbers is again an encouraging and welcomed trend. ENTREPRENEURIAL LANDSCAPE An increasing level of startup activity is being seen across Central Oregon. Numerous industry clusters are coalescing in such areas as high technology, bioscience, outdoor recreation and consumer goods, food products, brewing & distilling, energy, advanced manufacturing, and UAV (unmanned aerial vehicles). The region is large enough to support the resources and access to capital that help new entrepreneurs get started, while still being small enough that those resources are interconnected enough to support businesses as they grow. Unique to Central Oregon are the numerous community resources and assets that are available to entrepreneurs. A few of these include those managed by EDCO, such as the Stable of Experts, PubTalk, and the Bend Venture Conference (BVC). The Stable of Experts (SOE) is a searchable database of over 120 experts that spans multiple industries and disciplines. These experts have agreed to dedicate a certain number of hours to helping entrepreneurs fill their skills gaps and mentor young leaders. Every new business is like a puzzle with certain pieces missing. The SOE helps to fill in these missing pieces and increase their probability of success. Pubtalk is a monthly event held at McMenamins Old Saint Francis School. These events are a showcase for entrepreneurs to pitch their business ideas. Keynote speakers are brought in to add an educational component to the event. The event has grown from 950 attendees in FY 2014 to an expected 1,500 in FY 2105.

The BVC has become the marquee event for the entrepreneurial community not just in Bend, but in the entire state of Oregon. The annual event takes place in th October and is in its 12 year. The 2014 BVC was a pivotal year for the conference, with over $1 million in funding secured for many of the participating startups. Over 450 investors, entrepreneurs, service, professionals, and students attend the event.

COSTS OF DOING BUSINESS IN BEND As the commerce center of Central Oregon, Bend offers a diverse mix of industrial, commercial, and retail space, both in existing buildings and land. The chart to the right shows the cost ranges a business can expect when developing a new or existing building in Bend. Local Business Costs in Bend In addition to these costs, there are permitting and SDC (system development charges) fees exacted by the City of Bend. On existing buildings, many times these fees have already been paid and a new business tenant would require no additional payments to the City. The City of Bend has dedicated staff to help companies and developers navigate the application and building process quickly and efficiently. The City even offers financing programs to pay fees over time instead of all up front.

According to Oregon Department of Consumer Services worker compensation costs, already among the lowest in the nation, will drop in 2015, for the second-straight year. Lower average costs for lost wages and medical treatments are driving a decrease in the pure premium. (Employers see this change when their policy renews.) Pure premium reflects only a portion of workers’ compensation costs but is the key factor behind annual cost changes. The decrease is an average, so an individual employer may see a larger decrease, no change, or even an increase depending on the employer’s own industry, claims experience, and payroll.

Oregon employers pay, on average, the 43rd $0.00 highest (42 of 51 jurisdictions pay more) workers’ compensation premium rates in the nation. Oregon’s rates are 26 percent below those of the median state in the study. Premium rate indices are calculated based on data from 51 jurisdictions, for rates in effect as of Jan. 1, 2014. The 2014 median value is $1.85; Oregon’s premium rate index is $1.37 per $100 of payroll, or 74 percent of the national median. In early 2012, Oregon’s premium rates were ranked 13 lowest in the country and are now 8 lowest. Low workers’ compensation costs are driven largely by improvements to workplace safety and health, and those improvements continue in Oregon.
EMPLOYMENT TRENDS Historically, Oregon’s unemployment rate tracks higher than the national rate. Because of Central Oregon’s continued in-migration, job creation typically lags population growth. In the most recent recession, unemployment peaked in 2009 and now is on a noticeable downward trend. The chart below provides a four-year perspective on unemployment in the Tri-County area. Since early 2010, unemployment rates have been reduced significantly, lending credibility to structural changes resulting from employment gains.

HOUSING COSTS Average Monthly Rent The Central Oregon rental market began tightening in 2010 and continues to face heightened demand in the midst of constrained supply. According to the Central Oregon Rental Owners Association, overall vacancy rates have shrunk to 1.04% down from 12.4% in 2009.

The 2014 Central Oregon Rental Survey showed total tricounty rental units: to include apartments, duplexes, triplexes, fourplexes, houses and manufactured homes at Source: Central Oregon Rental Owners Association (COROA) 2014 Rental Survey 3,862 units, 2,576 of which are in Bend. For renters the current market is tight with multiple rental applications on most listings. Contributing to the shortage of rental homes in Bend, has been a conversion of long term rental homes to short term rentals which attract many visiting tourists during peak visitor seasons. According to the US Census Bureau’s , American Community Survey, data from 2013 shows the median gross rent for Bend peaked in real terms in 2008 at $969 and is now $69 (7.12%) lower. From a recent low of 876.0 in 2012, real median gross rent has now increased by $24 (2.74%). Average gross rent for Bend peaked in real terms in 2011 at $995 and is now $54 (5.43%) lower. From a recent low of 905.0 in 2012, real average gross rent has now increased by $36 (3.98%). 2014 data will be released in September of 2015.
Home Prices As with much of the rest of the country, residential property prices peaked to all-time highs in 2007 and declined in value by as much 40%. The benefit of the downturn is that Bend became far more affordable for incoming businesses and residents. Across the region prices are now rebounding. Both median and average home prices increased in 2014 by $20,950 and $26,959 respectively. According to the Central Oregon Association of Realtors data, the average price per square foot of homes sold between January of 2014 and January 2015 is $160 and the average days on the market during the same time was 133 days. During the twelve months January 2013 to January 2014 the price per square foot was $147, while the days on market remained basically the same at 135 days.

City Financial Data After passage of Measure 50 in 1997, Oregon tax rates were pegged at 90% of 1995 real market values, with an allowable 3% increase each year. New property and improvements to property are taxed at a value ratio of 84.9% for industrial and commercial property. As a result, the current effective property tax rate in Bend for assessed property is 1.295% for industrial and commercial. The City of Bend offers one of the lowest property tax rates in the region and, overall, Bend’s property tax rates have remained relatively stable over the past decade.

Financial Institutions Fourteen financial institutions, with 34 retail branch locations are represented in Bend while in Deschutes County there are 50 branches. The total deposit base for FDIC-insured institutions in Bend totaled $2.004 billion as of June 30, 2014 (most currently available data) and accounts for about three-quarters of Deschutes County’s $3.063 billion deposit base.
POPULATION GROWTH
Oregon’s population growth of 1.1% from 2013 to 2014 was again dominated by net migration (movers-in outpaced movers-out) which accounted for 74% of the increase. Deschutes County experienced the largest year-over-year percentage gain (2.4%) for all 36 Oregon counties, th was the 7 fastest growing county in the U.S. and is the primary driver behind the addition of more than 3,000 new residents annually to the region’s population. Bend more than doubled in size between 1990 and 2000 and grew by 53.7% between 2000 and 2014. In March 2015, Portland State University (PSU)’s Oregon Population Forecast Program released a population forecast for the tri-county of an estimated 416,764 people by 2065 – the first of its kind in many years. Deschutes County, the fastest growing county in the state, will be home to about 357,345 people in 2065, with 194,793 of them in greater Bend, increasing the city by an estimated 127% over today’s population.

Drawing from an attendance area greater than 1,600 square miles, the Bend-La Pine District includes Bend, Sunriver, and La Pine. As Oregon’s seventh largest Oregon school district, Bend-La Pine employs 1,750 staff and serves over 17,160 students who attend 28 schools: 17 elementary (two k-8), six middle schools (including 1 charter 6-8 school) and five high schools. The district’s 2014-2015 budget is approximately $141 million.
Compared to nearly 2% statewide average enrollment growth, BendLa Pine has grown 22.8% over the past 11 years—more than any other school district. In the 2013-2014 State School Report Card, 86% of our schools in the Bend-La Pine received overall ratings of 4 or 5, with 25% of our schools rated in the top 10 of Oregon schools. District students met or exceeded statewide averages in every category measuring student performance and in the 2011-12 State School Report Card. 16 of the District’s schools earned a performance assessment of “Outstanding”, the state’s highest rating. More than 70% of Bend students continue their education in college following graduation. Since 2000, students in the Bend-La Pine Schools have continually scored higher on SAT tests than their peers nationwide. In 2014, Bend-La Pine School District students were 118 points higher than the national average, and 71 points above their peers in the State.

Central Oregon Community College (COCC) Central Oregon Community College operates campuses in Bend, Redmond, Madras and Prineville. Founded in 1949, COCC (www.cocc.edu) is Oregon’s first community college. The College offers transfer/lower division programs, mirroring the first two years of a university education at a fraction of the cost, plus career and

technical education programs to move students into local industry jobs. The COCC District covers a 10,000-square-mile area that encompasses all of Crook, Deschutes, and Jefferson counties, the southern part of Wasco, and the northern portions of Klamath and Lake Counties. A seven-member board of directors governs the College, with members of that board elected from geographic zones in the District. The 200-acre Bend campus includes 26 buildings with a total of 575,000 square feet under roof. The newest buildings are the Jungers Culinary Center, funded primarily by private donations and opened in 2011, and the Health Careers Center and Science Center, funded by a voter-approved bond measure, both opened in fall 2012. The Small Business Development Center (SBDC) is operated by COCC and provides active support for Central Oregon’s small businesses. SBDC provides programs such as counseling and market research assistance for entrepreneurs at the earliest stages of development. COCC’s Business and Employee Development department delivers industry-specific courses and workshops tailored to business and industry’s changing needs. The College also offers a wide range of continuing education for personal and professional development. The COCC Redmond Campus sits on 25-acres near the Redmond Airport. This campus includes four buildings to serve students with a variety of career programs, educational opportunities and transfer eligible classes. This past year, approximately 2,300 students enrolled in one or more credit classes in Redmond. In addition to the wide range of services and college courses offered to students, COCC’s Redmond Campus is home to the region’s Manufacturing and Applied Technology Center, a 26,000-square-foot technical training facility with certificate and degree programs readying students for jobs in the manufacturing field. The COCC regional Technology Education Center offers classes for Central Oregon’s business and workforce population at the Redmond Campus. This 34,000-square-foot facility, planned and developed with industry participation, located on the corner of Veterans Way and Salmon Drive, will house the Center for Entrepreneurial Excellence and Development (CEED) and courses and programs in Non-Destructive Testing and Inspection, Digital Arts and Media and Flexible Technology. Founded in 2001, OSU-Cascades has offered upperlevel and graduate courses in a unique partnership with Central Oregon Community College in which students typically completed lower-division courses at COCC and pay about 25 percent less in tuition and fees than they would at a traditional university. Students may choose from 18 majors and more than 25 degree options (including Business Administration, Energy Engineering Management, Tourism and Outdoor Leadership, a degree in Computer Science, and the only Hospitality Management degree in the state.)

An initiative to transform OSU-Cascades into a four year university has gained strong community support as well as the endorsement of Oregon’s top political leadership. The long awaited four year university will begin expansion with the first phase on a 10-acre parcel of the 56-acre site at the corner of SW Century Ave. and SW Chandler Ave. in Bend. As an urban university, the site plan calls for academic and residential buildings, including retail space within them. OSU-Cascades aims to begin freshman and sophomore level classes in fall 2015, growing from just under 1,000 students today to 3,000 to 5,000 students by 2025. On the academic side, faculty hiring and academic course planning is underway to provide the fall 2015 launch with a full slate of requirements for the undergraduate baccalaureate core courses.

The Deschutes River corridor provides for both land and water-based trail opportunities. The water trail allows paddlers to enjoy the river and connect to parks and other destinations along its bank. Access points and boat landings are available at several locations along the water trail. Be aware that the river difficulty changes dramatically from gentle moving METO LIUSis D water to Class 4 rapids above the Bill Healy Bridge. Floating the section above the Healy Bridge recommended R. only for expert boaters. This northernmost section of the Deschutes River Trail is constructed on top of the buried Tumalo irrigation canal. It has an unpaved surface and includes a few moderate hills. Along the middle stretch of this reach, the river drops into a deep canyon, but the trail stays high on the canyon wall, offering spectacular views of the river below and of the Three Sisters in the distance. A steep climb up the Archie Briggs CanyonLakes Trail connects to Mt. High Washington Drive. Visitors can best access the trail from Sawyer Park. There is limited on-street parking at Sawyer Uplands Park with a connecting ElSchool route down to the river trail.

Bill Healy founded Mt. Bachelor Ski Area December 19, 1958 with a rope tow and a single lift. Mt. Bachelor has since grown to be one of the largest ski resorts in the U.S. The resort boasts a wide variety of terrain. Guests can ski or ride 360 degrees off the summit, hike the adjoining cinder cone for a thrilling run down, or, ski the trees to find that great cache of powder! Not only is Mt. Bachelor a great place for expert skiers and riders to get that burn, it is also a fantastic place to learn a snow sport or take the family for an exciting day out. Carrousel, our free beginners lift, offers an easy ride up and gentle slope down. There are also numerous lesson packages to choose from; check out our link to snow sport services. Conveniently located just 22 miles west of Bend, Mt. Bachelor’s season is one of the longest in the Northwest, usually starting in November by Thanksgiving and lasting well into May. Surrounded by the tall hemlocks and pines of the Deschutes National Forest and breathtaking views of the Three Sisters and other Cascade peaks, you are sure to enjoy that mountain experience you seek at Mt.
