PRIMARY HEALTH CARE CENTRES FOR KILDARE The HSE has announced the provision of a number of new Primary Care Centres throughout Kildare as part of their Service Plan for the Dublin Mid Leinster Region. The plan was recently reveled to South Kildare T.D., Seán Ó Fearghaíl, when he asked the Minister Of Health & Children to clarify reports that the HSE is to close a number of local Health Centres throughout the County. Deputy Ó Fearghaíl was informed that as part of the capital development plan for Kildare West Wicklow, a number of new Primary Care Centres are being developed in line with the Primary Care Strategy. There are plans for the development of new Primary Care Centres in Newbridge, Celbridge, Kildare town, Clane, Rathangan and Kilcock. There is a possibility of future development of Primary Care Centres in Athy, Leixlip and Kilcullen. Primary Care Services that are presently being delivered from Health Centres in these areas will be delivered from the new Primary Care Centres. According to the plan stated Deputy Stagg it is hoped to deliver the Primary Care Centre in Clane in the latter part of 2013 through a lease agreement. Primary Care Centres will be the first point of contact for people who need to access health services in the years ahead. In a developed Primary Care system, as
envisaged by the Government, up to 95% of people’s day-to-day health and social care needs can be provided in a community setting. Primary Care services mean all of the health or social care services that you can find in your community, outside of the hospital setting. North Kildare T.D., Emmet Stag has welcomed the plan. “These developments when completed”, stated Deputy Stagg, “ will change the nature of the delivery of Health Services for the good of the people. Primary Care includes GPs, Public Health Nurses and a range of other services provided through your Local Health Office such as Occupational Therapists, Physiotherapists and Home Help Support Staff. The Primary Care Team members also link with other community-based disciplines to ensure all health and social needs are provided for. These include Speech and Language Therapy, Dieticians, Mental Health Services. Social Work, Podiatry, Dental Services and Opthalmic Services”. There has been recent concerns in some communities on the future of some of the present local Health Centres. However, the HSE has clarified to the Kildare Echo that “they have no plans to close any local Health Centres at this time.

International Women’s Day is an occasion marked by women's groups around the world, women from all continents, despite being divided by national boundaries and by ethnic, language, cultural, economic and political differences. Current Network Ireland Kildare President, Suzanne Healy of FuzeHR addressed the gathering, “Traditionally women were the home-keepers, the mothers, the carers, nowadays the social roles have shifted and women are a dynamic force in the workplace, on the political front and in society generally. Yet, while we find ourselves with more equal opportunities than previous generations, unfortunately many women can still recount tales of struggles for equality within society and indeed sometimes within themselves. Sallins Lady Helps To Build Homes In Kenya Finnella Naughton a local woman from Sallins has been a volunteer with The Niall Mellon Township Trust for the past five years. She is having a Cake Sale on Mothers Day 10th March in Sallins Community Centre from 10am – 1pm. Please come along and buy some delicious homemade cakes and support this very worthy cause. The Niall Mellon Township Trust has a new focus on education for their annual building blitz in Kenya. Renowned for its achievements in house building the charity is moving to a new challenge as the South African Government is now providing the full housing subsidy. To date 350 volunteers have signed up for the ambitious school building programme which will take place outside Nairobi. Niall Mellon said “The time has come after 10 years to move from Cape
Town with a twinge of sadness at leaving such a beautiful city but with great joy in the knowledge that President Zuma’s Government is continuing on building homes for the people of the townships there. Now we must focus on a different sector, one of equal importance and which will make a valuable difference to the young children of Kenya. At present, many schools throughout the country are quite literally falling down. This means many children are being denied the education they need to realise their full potential in life. Naas Lions Support Local SVP Naas Lions Club wishes to thank the local community for their generosity during the recent Christmas Food Appeal campaign. Community Alert and Garda Clinics Agreed at Meetings Two public meetings were held in Kill in recent weeks, following the Garda station closure there, and positive outcomes have now been achieved. The meetings were organised by Fianna Fáil’s Naas Area Representative, James Lawless, to allow the community discuss the issues and explore the options. “We have made some progress” said James “amidst concern and alarm at the outset when the village was left exposed, we have now taken steps as a community to advance measures of self-help”. “Any doubts about the strength of local concerns were dispelled when we collected over 400 signatures on a petition in the space of a few days” said James. “However these closures are a government decision and whilst we oppose them, they remain outside our control –how we respond to them however is in our control and I am satisfied we have made positive progress in playing the hand we’ve been dealt”. The first of the two meetings saw Fianna Fáil Justice Spokesman Niall
Collins TD outline party protest to the closures nationally and the second public meeting saw Superintendent Pat Mangan from Naas Station offer Garda guidance on the new arrangements. “The Superintendent outlined measures which he will oversee to ensure a continued policing presence in the area and I want to thank him for his attendance on the night and engagement with the community” said James. “I would also like to thank Fr. Willie and Kill parish for very kindly making available a location where we have organised a weekly Garda clinic which will be held for people to get forms signed or have access to a local Garda on a scheduled basis”. A community alert is now being established and a committee will begin the work of setting up the scheme. The committee will be seeking input from each of the estates and townlands to achieve coverage across the village so as to maximise efficiency of the scheme. STUDYING FOR EXAMS Get to grips with time management Sitting exams can be stressful but with early preparation and effective studying results will dramatically improve. Many students do poorly in exams and sometimes it is not through lack of effort but through a poor understanding of what is required to succeed in exams. EXAM FAILURE is a result of students unable to do the Exam Questions to a proper standard and / or Poor Time Management in the exam. With just one month to the exams we will show how a student should prepare in advance for the exams next month Top Tips for Preparation

5 Weeks to the Exams: * Get the past papers of the subjects you are sitting and READ CAREFULLY the format of each paper noting which questions are compulsory and those which are optional. Get familiar with the format of the exams you are doing at this early stage. * Draft up a weekly study
timetable and stick to it. Get into a routine early making time for each subject each week. * Take a topic on the syllabus and attempt at least 56 previous exam questions on this topic. For example in maths select Algebra and attempt the 2011, 2010, 2009, 2008 & 2007 papers. Ideally each question should be completed in 25 minutes * Compare your solutions to the recommended solutions and see how far off you are. Go and repeat the process of doing these questions and see if you have improved on your first attempt. Remember you only need 40% to pass the paper You should go through at least 6 previous exam papers prior to the exams for all subjects you are sitting. Time Management This is very important for anybody doing any examination. You must manage time in the exam. Junior & Leaving cert exams require 40% to pass. This is on the assumption
that you COMPLETE the paper, i.e. you do all the questions required. However if you do not complete the exam the percentage pass rate unfortunately increases.

Adaptation Grants Independent TD Catherine Murphy has highlighted the discrepancies in the system of home adaptation grants awarded to elderly and disabled people through their local authorities. In a response to a parliamentary question posed by Deputy Murphy, The Minister of State in the Department of Environment, Community and Local Government Jan O’Sullivan confirmed that she is undertaking a review of the various grant measures and also provided a breakdown of figures for the grant across all local authorities. “Some local authorities are in greater need than others, as evidenced by the fact that some overspent on their budget while others came nowhere near reaching their allowance. Each authority has to find 20% of the grant costs from their own resources if they are to avail of the matching 80% from the exchequer. Local Authorities that do not have this 20% available are unable to provide maximum grant assistance.”
Meetings On Property Tax Kildare Sinn Féin began a succession of meetings on the Property Tax over the past few weeks. Meetings were held in the Townhouse Hotel, Naas, and were followed by meetings in Athy, Newbridge and Celbridge. Senator David Cullinane told the meetings that “The Property Tax as the government deemed to call it was in fact a tax on the Family Home” Kildare Sinn Féin said they intend to be out and about in the towns and villages of Kildare over the coming months urging local people to join with them and express their opposition to this tax by signing this petition. Sinn Féin will be tabling a Repeal Bill in the Dáil to abolish the tax.

Fundraising Hunt For St Kevins GAA “Hunt of the year” was what participants said on leaving St. Kevin’s GFC Jack Casey Memorial Park. An absolutely fantastic day was had by all at the hunt organised by North Kildare Farmers in aid of the juvenile section of St. Kevin’s GFC. Over 200 horses and riders attended the event around the village of Staplestown and it’s beautiful countryside. Seasoned hunt revelers described the course as “wonderful horse-riding and brilliant jumps”. There was also an auction, raffle, food and music to enjoy. A great event to give a financial boost to the juvenile section of St. Kevin’s. A special thanks went to Joe Burns, Stephen Burns, Peter Drennan and Declan Cullen for doing a fantastic job in organising the event. The organisers want to
thank all the landowners for their generous cooperation, without them the hunt would not have been possible. Sincere thanks to all the volunteers on the day. Especially the caterers,
stewards, bar staff and auction and raffle organisers. Also to those volunteers who worked tirelessly days beforehand in preparing the jumps and the course. With this event being such
a success the hope is it will become an annual event as the majority of the participants were very eager to pencil it in for next year.

Athy's Gathering Launch Athy's programme of festivals and events for the Gathering 2013 was officially launched by local ambassadors Anna May McHugh and Frank O'Brien on Thursday last in the Athy Heritage Centre Museum. The Missing Key To Weight Loss
Tragically when we lose weight we neglect the single most important key of all – our metabolism! This is the key that transforms weight loss and solves all weight loss problems. The idea that weight loss simply requires cutting food and adding exercise is totally wrong and out of date. Under-eating seriously slows your metabolism and so does excessive exercise. You need to save calories from food but also eat enough to keep your metabolism strong. Likewise you need to burn calories from exercise but at the same time do exercise that builds up your metabolism and doesn’t undermine it. You might have heard of great results from diet alone or exercise alone but this normally is in the first 2 or 3 weeks only and is just an initial reaction to change and mostly just water loss
anyway. People who continue to lose weight beyond this normally do so through ridiculous diets or meal replacement systems that they cannot sustain and that deliver false saggy weight loss that destroys their metabolism and so all the weight and more rapidly returns and the next effort will be twice as hard because of their now slower metabolism. To lose weight without fixing your metabolism destines you to yo-yo weight loss forever and very limited results. You are on a second rate system and missing out on priceless weight loss benefits. The odds are seriously against you being successful. It is time to RESET your mind about weight loss. It is not what you thought it was. It is the interplay of 3 keys – food, exercise and your metabolism, with your metabolism being the most important key. Think METABOLISM and you will be much more successful! Think System 10!
Athy's St. Patrick's Day Parade Athy's St. Patrick's Day Parade will be bigger and brighter than ever, with 2 Pipe Bands confirming their participation. Daniel O’Donnell To Headline Leinster Entertainment Awards
A brand new Award’s Night with a difference was launched in April 2011 at Killashee House Hotel & Spa, Naas. The night itself was a great success for both the charities and also the
award winners. The Leinster Entertainment Awards 2013 will now take place on 8th May 2013 in The Killashee House Hotel & Spa. Top of the bill will be Daniel O'Donnell who

County Kildare Orchestra County Kildare Orchestra (CKO) is an amateur orchestra, based in Kildare. It is twenty years since Liam Lawton began composing and performing. Focus On.....Martin Heydon TD By David Fleming david.fleming@KildareEcho.com
Over the next few months, the Kildare Echo plans to meet up with some of our public representatives to discuss the various topics of the day affecting the County. This month we meet Martin Heydon, who is a Fine Gael TD for Kildare South. Having sat on Kildare council since 2009 he was elected to government in 2011. Martin is engaged to Kildare county footballer and pharmacist, Brianne Leahy, and they are due to get married in May of this year. The Echo caught up with Martin to hear his thoughts on his first two years in government. Garda station closures? What’s the logic behind it considering the rise in crime in rural areas? Could the money have been saved in other ways? M: The closure of Garda stations is not a money saving exercise and is not designed to be that. It is for operational reasons. The previous government entered into a very detailed plan with the Troika, part of which was that on the justice end of things that we would see a reduction in Garda numbers from 14,500 to 12,000. When we came into power there was 703 Garda stations around the country, the exact same amount of Garda stations that we inherited from the British when we set up the freestate in the 1920's. Some of them are there for historic reasons. There has never been any reform of that.
The previous government agreed in the reduction in numbers in Gardai but never made any provision for how operationally we would deal with less Gardai. Obviously through Croke Park there has been a change in the roster system. A huge amount of inefficiencies were found in back office, so there are more civilians doing jobs that traditionally Gardai used to do. But you’re right, there's huge concern about crime, particularly rural crime at present and that's all the more reason why. Ballymore is my local Garda station so it's very difficult for me to see that closing. The people in Ballynore Eustace have a really close connection with the Gardai that were there and I totally understand how frustrated they are, but I am far more interested in personnel and in the Gardai themselves and people, than I am in buildings. And if we push for a Garda station to remain open and one Garda ends up sitting there and may not even have a car, how are they best placed to serve that community? If there is an incident they need to go out and visit. If as maybe the case in Barrymore Eustace those two Gardai are based in Kilcullen and they then have a free reign to cover Barrymore Eustace. I do not believe that service to Barrymore will be any worse off and yet in some ways it will be enhanced. If you look at the community policing aspect there will still be clinics in those areas. If we were starting from scratch setting up this country, the idea of individual
garda stations is probably far removed form the modern way to police a state. For example, I believe all of the metropolitan police in Manchester are all based in the one station. Property tax? Due to all the cutbacks we are facing, is this the right time to be bringing in a property tax? M: First of all this should have been brought in before we had a building boom. It is a bad time to have to bring this in but 40% of income to local authorities is from commercial rates and 60% is from direct government subvention. The basic point is we cannot continue to keep funding local authorities in that way. What we have set about putting in place is a system where the money is generated locally. However it's not fully spent locally because there's a lot of roads in Donegal that need to be tarred and just because they have a very low population doesn't mean that we shouldn't do that, but by and large we need to get to a point where the money that is raised locally is spent locally through property tax and that will be replacing the local government fund which presently funds this. The rate of property tax will be a decision for each local authority and people will elect councillors on that mandate and they will have to be very upfront about that. It's about empowering local authorities, giving power back to the local people so that they feel the connection again between the money that is collected and the money that is spent by local authorities.
Job creation. What can you do in the next couple of years of this government to create more jobs for Kildare? Jobs are the key to growth nationally and key to how we get out of this mess and it's key that we get those who are unemployed back to work. What we are seeing at the moment is huge transition. Funnily enough, people might not realise we created a huge amount of jobs in this country last year. The difficulty was we were losing a lot out of the old traditional sectors. We are seeing a move away from traditional jobs particularly construction, banking and the public sector. On the flipside of that is the private sector and the unemployment rate appears to have stabilised. What we have done is stopped the increase in the amount of job losses and now we are looking to retract that. We are creating a lot of jobs in the area of enterprise, innovation and the exporting sector is booming at present. If you look at the IT sector, the pharmaceutical sector and the food and drink industry. The food and drink industry recorded 9 billion euro export figures and that is impacted locally when you see the likes of Kerry Group and the great news it was getting them into Naas. That was a win for the whole county. On a local level I work very closely with Enterprise Ireland, the local Chambers of Commerce here in Newbridge and Athy, and we are doing a lot of work in examining ways we can make sure that Kildare, as a destination, is very attractive to industries. County Enterprise Boards? There's a feeling that if they where brought under the umbrella of Kildare County Council that they wouldn't have the expertise to deal with it, can you explain the logic behind this? M: We have to ensure that whatever money that's set aside for start ups or small businesses that need assistance, that money goes to them as much as possible. The work the County Enterprise Boards do is fantastic, but around the country some work better than others. The idea, as phrased in our manifesto before the election, is that
we needed to get to a point where we have a one stop shop, where people who are both in business and/or want to set up a business are all in under the one roof. It's about being more of a combined effort rather than having these different groups that are doing good work in their own right working independently of one another. A big issue at the moment is the reform of local government and abolition of town councils? M: First of all there will be significant savings in the abolition of town councils but this is much more than just a cost saving exercise, this is about changing the dynamic. There is something very wrong with the fact that Leixlip has a town council and Celbridge has nothing. The basis of our town councils and burroughs is something we inherited from the British and it's totally antiquated and even within the county we have four councils. Two that are districts Athy and Naas, which means they are rate collecting councils. Newbridge and Leixlip are town commissions which means they don't have that same level. Newbridge which has an annual budget of 200,000 euro a year, you found that many town councillors resorted to calling on the county council to produce reports on x y and z but didn't have the same power as the likes of rate collection estates. What we are looking to move to are municipal districts more along the lines of mainland Europe which I think is a really good move because at present you have a lot of duplication in back
office. What this measure will do is streamline the system a lot more. It will also see more power being granted to the municipal districts. If there was a reshuffle and Kildare got a minister what would you like? M: My background is agriculture. I was a farmer by trade. I'm chairperson of an internal committee on agriculture and it would be an area I would have a good knowledge of. Obviously if you get involved in politics you want to make a difference. I got on the county council and really appreciated the learning curve that it was and really enjoyed my time there. When the opportunity came to go for the Dail I realised the higher up the chain you are, the more you can achieve. So I went for it and was very lucky to get there and you realise if you become a minister you can impact change more, so you would have that ambition and Kildare is a very big county not to have even a junior minister if not a senior minister. Agriculture is an area I would have proficiency in but there are a lot of areas I'd like to be involved in. Martin holds clinics throughout his constituency of Kildare South. Chambers Business Breakfast Huge Success County Kildare Chambers hosted a Taoiseach's Breakfast last Friday morning 1st March at The Silver Restaurant, Newbridge. Guest speaker An Taoiseach Enda Kenny was updated on the North Kildare Chamber Strategic Plan which the Taoiseach himself launched last year in Punchestown Racecourse. The Presidents of both Chambers updated the packed room on the strategic plan and its recent successes. Businesses in attendance included Kildare Village, Tesco Ireland and Punchestown Racecourse. Local TD’s and officials from Kildare County Council and several representatives from all sectors of business filled the restaurant. The room was also updated on the news that both Newbridge and North Kildare Chambers have been exploring the concept of creating a County
Kildare Chamber and last Wednesday a motion was passed by both Chambers at their respective AGMs that the officers could actively move forward on progressing to this new model of Chamber. This news was warmly received by the various businesses in attendance and all were informed that the main attraction of partnering with County Kildare Chamber would be the opportunity to grow their businesses through structured networking, educational opportunities for workforce development and potential to reach new audiences and markets for their products. An Taoiseach Enda Kenny endorsed the work being carried out in the North Kildare Chamber Strategic Plan and welcomed the fact the several new and innovative projects are being carried out by the Chamber. Destination Kildare Town went live in early December, an initiative of the Kildare Chamber of Commerce. The website was of fundamental importance to highlight and showcase Kildare Town’s heritage, tourist sites, business, community groups and services and to promote Kildare Town as Irelands No.1 day trip destination. “We are delighted with the enthusiasm expressed for the website, the response from tourist operators, business and community groups is very positive” said Brian Flanagan, President of Kildare Chamber of Commerce. He added “the comments received from all stake holders are that the site is amazing, and they are very proud and happy to have their own Kildare Town website. We are confident that the site will be a tremendous success in bringing tourist to Kildare town and will be another tool to promote local business and assist community groups” The Kildare Chamber of Commerce received funding from the County Kildare Leader Partnership under the Rural Development Programme. The funding covered a web designer, a professional photographer and a pr marketing business that facilitated and managed the project through to the launch of destinationkildaretown.ie. More than one in three Europeans would spend more to buy an environmentally friendly car, even though 71 per cent say they have reduced overall spending as a result of the economic recession, a Ford Motor Company-sponsored poll shows. The Focus joined Ford’s C-MAX and Galaxy as top sellers in their respective segments. Focus sold a total of 3,738 units during the year to top the sales chart, placing the nameplate 382 units ahead of its nearest competitor, the VW Golf. The Fiesta also retained its place as one of Ireland’s favourites by selling 2,151 units, a level of sales that guaranteed it a top ten spot at seventh place. “In a tough year for car sales, with the market down some 12 per cent, we are delighted that Focus was again the number one choice for Irish motorists. Its great mix of stylish design and cutting-edge technologies continues to keep Focus at the top of motorists’ wish-lists. “We would expect 2013 to be another

Leixlip Kickboxing Club In Fundrasing Drive BMA (Bushido Martial Arts) Kickboxing Club in Leixlip are raising funds to send their junior team to National and International tournaments over the coming 12 months. Members of the team represent Ireland as part of Kickboxing Ireland and all are dedicated to achieve the highest level in their sport The five lads in the photo are Ross Brennan, Ronan Smith, Robert Hurley, Philip Smith and Alex Pedreschi. They travelled to the WAKO Junior World Championships in September 2012 and all brought back medals. They helped Ireland reach their highest medal count ranking 6th. Friends and family help fundraise towards the fighting suits, team tracksuits, flights and accommodation. A fundraising website page has been set up and they are looking for donations to help with the cost
