THREE COMPANIES VIE FOR TRASH CONTRACT THAT BEGINS IN 2024

Three garbage companies are hoping to secure a 10-year trash collection contract with the village of Islamorada that begins Jan. 1, 2024. Five council members making the final decision will base their decision on a ranking of each company’s proposal and a recommendation from an evaluation committee that met June 6.

Council members are set to choose among two smaller, local companies – Atlantic Trash & Transfer of Key Largo or Island Disposal Company of Tavernier – or Waste Management, the village’s current trash hauler, at a June 8 meeting. Trash collection services within the village will remain the same with the new contract, with two household garbage pickups a week, one recycling pickup and one yard debris pickup per week.

In February, the dais decided to forgo a five-year renewal option with Waste Management and send a solid waste services contract out to bid. It came after the village council received word that Atlantic Trash & Transfer was interested in providing garbage pickup.

Before its contract with Waste Management, Islamorada’s trash hauler was Advanced Disposal — that agreement dated back to 2013.

In October 2020, Waste Management acquired Advanced Disposal for $4.6 billion. It was a welcome change for the village, which experienced ef-

ficiency issues with Advanced Disposal before the acquisition. Trucks frequently broke down, leaving full trash cans by the road. Eventually, those issues subsided as Waste Management’s fleet took over services.

Some 4,385 properties and 289 commercial customers receive garbage, yard waste and recycling collection.

PROPOSALS EXAMINED JUNE 6

A request for proposals (RFP) for trash collection was released March 6. The initial deadline for interested companies was April 11, but that was pushed back to May 16 due to a large number of questions and inquiries into the RFP.

A committee met June 6 to evaluate the proposals and recommend a company for the council to consider on June 8. The committee will recommend the council select Island Disposal Company as the trash hauler. The committee was composed of Village Manager Ted Yates; Maria Bassett, finance director; A.J. Engelmeyer, public works director; and Mayor Buddy Pinder and Councilman Henry Rosenthal.

A decision to send the services out to bid was supported by Vice Mayor Sharon Mahoney, Councilman Henry Rosenthal and Councilwoman Elizabeth Jolin.

“I’m interested in saving the residents money,” Mahoney said during the February meeting. “There might be a better option out there. It’s prudent for us to look into it.”

Councilman Mark Gregg proposed the idea of sending out an RFP while negotiating with Waste Management. Attorney John Quick told the council that wasn’t allowed. Pinder acknowledged that he wanted to avoid issues that Port St. Lucie residents saw with its trash and yard waste service. According to a March 2022 report by the Treasure Coast Newspapers, the city’s trash collector, Waste Pro, sent a letter acknowledging a breach of contract and a six-months notice that they’d be terminating service. It came after the company threatened to cancel its contract after the city didn’t pay back $1.2 million of the administrative charges the city withheld the past three years for what it deemed poor service.

BREAKING DOWN SINGLE-FAMILY TRASH COLLECTION RATES

Pricing information obtained by Keys Weekly shows the cost for trash collection, hauling and disposal for single-family residences in the village throughout the 10-year contract. A proposal by Atlantic Trash & Transfer detailed a monthly cost of $39.08, or $468.96 a year. Island Disposal proposed a monthly cost of $41.01, or $492.12 a year. Waste Management’s proposal detailed a monthly cost of $123.64, or $1,483.68 a year.

TRASH COMPANIES ADDRESS COUNCIL BEFORE THE RFP

Addressing the council in February, Greg Sullivan, district manager for Waste Management, said the service over the last 20 months was better than before with Advanced Disposal.

“Advanced Disposal did suffer because they were the stepchild of West Palm Beach (Waste Management headquarters). They had to get trucks from there and if they had trucks break down, it took days to get a truck down.”

Brian Lindback, of Island Disposal Company, is former owner and operator of Key Largo’s Atlantic Trash & Transfer. Since 2008, the company has provided roll-off Dumpsters, large Dumpster bags and porta-potties. Lindback wrote to the village council members earlier in the year to express interest in bidding on garbage collection services in the village. He said he sold his company to concentrate on running solid waste in the village.

FIRING SENDS SHOCKWAVES THROUGHOUT ISLAMORADA COUNCIL SET TO DISCUSS OUSTING OF DEVELOPMENT SERVICES DIRECTOR

Shockwaves rolled through the village of Islamorada last week as word spread of the firing of Dan Gulizio, development services director. It came after Gulizio made some strong statements during a May 18 meeting about the work environment in the village and accusations that he was “plucking” fixes to the village’s land development regulations out of the air.

The fallout continues from the firing as Councilman Henry Rosenthal will bring up discussion among the council regarding the development services director at the June 8 meeting at Founders Park Community Center. As part of the discussion, Rosenthal requested that the public have a chance to voice their opinion. Public comment will be open to those wishing to speak on the matter.

Gulizio was hired in November 2021 by then-village manager Greg Oravec following the departure of then-planning director Ty Harris in July 2021. Gulizio, who had more than 25

years of planning and land management experience, began with the village on Dec. 1, 2021.

Council members were informed of Gulizio’s departure through an email by Village Manager Ted Yates the morning of May 30. With Gulizio’s departure came the decision to make Jennifer DeBoisbriand, new planning director, the department head. She’s spent nearly two decades in planning and economic development in Massachusetts. She began with the village last December.

“It’s part of our responsibility to run the day-to-day operations here,” Yates told the Keys Weekly last week. “When we look at situations like this where we lose individuals, we try to look at the department as a whole to determine where our needs and gaps are and take an opportunity to build a department that’s most effective for servicing our residents.”

Gulizio told council members that he went to work weeks before the May 18 meeting only to be advised by a staff member that he was about to be fired. He came in another week and was advised by another staff member

that he was “resigning today.”

During his time in the village, Gulizio dug into the village’s land development regulations and comprehensive plan— ultimately leading to several presentations that highlighted a number of inconsistencies and gaps within the language. Gulizio ultimately crafted a list of items the council could address to fix the village’s complicated code, which ranged from smaller “housekeeping” items to larger overhauls.

In other matters, the dais will consider approval with Freebee, the free rideshare service in Islamorada, for electric vehicle charging. In November 2018, the council approved a contract with Freebee to provide service to residents and tourists through several electric-powered vehicles. The agreement provided space for Freebee to charge the vehicles.

According to a memo, that provision wasn’t invoked since Freebee partnered with a local business to provide charging at a convenient location. Electrical issues at that location, however, prompted Freebee to ask for the village’s assistance with a charging location that was originally outlined in the agreement.

Village staff and Freebee identified an area near the South Plantation Key vacuum pump station next to village hall as an ideal site to meet the charging needs. Village staff and Freebee coordinated with the Florida Keys Electric Cooperative to install charging stations and parking. As part of the agreement,

the village would be able to use the stations should new electric-powered vehicles enter its fleet.

Council members will also consider approval of an agreement with Monroe County to obtain up to $14,000 in boater improvement funds for buoy maintenance. Since 2004, the village has maintained a buoy maintenance program to aid boater navigation all while preserving nearshore water, flats and reef’s within the village’s jurisdiction that goes 1,200 feet offshore. The village’s buoy system consists of roughly 135 navigation buoys and a series of regulators, recreational and information markers.

Over time, buoys went missing while others were damaged due to heavy boat traffic. Boater improvement funds can be used to replace and repair buoys. Buoy maintenance costs incurred by the village for the 2022-2023 fiscal year totaled $20,436.80. With $14,000 in reimbursement, the village would foot the remaining $6,436.80. Buoy maintenance is performed by Poseidon Marine Towing Corp.

Other resolutions before the council include approval of purchases for emergency pump replacements at the North Plantation Key pump station totaling $115,901; approval of a budget calendar; and approval for water quality monitoring and construction administration for the Canal 114 project on North Plantation Key. An ordinance before the dais aims to update regulations for wreckers operations.

MAN ARRESTED IN LARGE ILLEGAL-DUMPING CASE

A42-year-old Key Largo man was arrested on May 30 following an investigation into an illegal-dumping case involving thousands of pounds of trash and debris just north of Samson Road.

According to the Monroe County Sheriff’s Office, Steven John Walters was charged with illegal dumping on private property.

The sheriff’s office began investigating the case in March after it was learned Walters was illegally camping in the area. Walters reportedly collected a large amount of trash, bicycles, tools and miscellaneous garbage at the site.

The property owner was notified and they stated they had not given Walters permission to live on or leave trash at the site. The sheriff’s office told Walters he was illegally camping and he was given time to clean up the mess and vacate the area. He made no attempts to clean or vacate the property. An arrest warrant for Walters was obtained and he was booked into jail on May 30.

Members of the sheriff’s office subsequently organized a community cleanup and removed nearly 5,000 pounds of garbage.

FINDING FOSTER PARENTS

UPCOMING TRAINING GIVES PROSPECTIVE GUARDIANS TOOLS & INSIGHT

High living costs and a booming real estate market have uprooted a number of families from their Florida Keys homes, sending them packing to other counties and states the past two years.

Among those leaving the island chain were foster families.

Eleven homes in the Keys currently serve as a new beginning for 11 young children who’ve faced abuse, abandonment and neglect in their prior homes. Roughly 11 more children who went through similar situations left the Keys and currently live with foster families in Miami-Dade. A lack of foster homes in the Keys is leaving these young people no other choice.

“Like everyone else, foster parents, too, are leaving because of the high cost of living,” said Megan Burgess, foster care licensing coordinator with Wesley House Family Services, a nonprofit that recruits, trains and supports foster families in the Keys.

Burgess said there are two foster homes that could take a 15-year-old boy currently needing care. But those homes lack the space to house the boy.

Burgess said there’s an immediate need for foster homes in the Upper Keys, which is why Wesley House is holding a foster parenting class on Thursday, June 15 in Key Largo. An eight-week, three-hour training course provides prospective foster parents everything they need to know, from child development and behavior management to a child’s transition into a foster home and parenting kids who are dealing with trauma.

“It’s a great way for people to learn what kind of skills are needed,” Bur-

gess said. “It’s not exactly the same as parenting their own children.”

Once the required 24-hour training is complete, those wanting to become foster parents can work through the licensing process. In working with Burgess, families undergo a background check and inspection of the home to ensure there’s enough space. Prospective foster parents must also have references and a sufficient budget.

Burgess said foster parenting takes patience, compassion and a willingness to serve not only a foster child, but also their parents. In most situations, children remain in foster care until they’re returned to their families or placed in permanent homes. Reunification is the whole goal, Burgess said.

“Even if you have no direct contact with the birth parent, you’re helping them by helping these children relearn and heal from the trauma they experienced,” Burgess said. “And you have to really want to do it, because fostering kids who’ve experienced neglect, maltreatment and abuse is hard.

“They come with behaviors and survival skills,” Burgess continued. “They come with ways to get their needs met that are unexpected. But it’s what they figured out to get their needs met.”

Burgess said foster parents can prefer to bring children of certain ages into their homes. She said they particularly have a tough time placing siblings, as the homes can’t accommodate multiple children.

“People have smaller homes, so we struggle to place bigger sibling groups,” Burgess said.

Once children are placed in homes, foster families are regularly visited by a Wesley House case manager. They’re also visited by Burgess, who’s been in the field helping kids for 20 years.

INVESTIGATING UNIDENTIFIED WRECK

DIVERS VISIT HORSESHOE REEF SITE

Twenty-one instructors and members of the nonprofit organization Diving with A Purpose (DWP) joined Florida Keys National Marine Sanctuary’s Maritime Heritage Team on June 4 to document an unidentified shipwreck near Horseshoe Reef off Key Largo.

The shipwreck, lying in 20-feet of water at the base of an inshore coral patch reef, is one of more than 800 historical sites located within sanctuary waters and appears to be the remains of a mid-19th century sailing vessel. Little is known about the shipwreck, and the underwater mapping efforts of the DWP team could reveal its history.

DWP and sanctuary researchers have collaborated for over a decade to investigate underwater cultural heritage and discover untold stories of Florida Keys history. Their week-long visit will culminate in graduation for instructor candidates.

DWP is dedicated to the conservation and protection of submerged heritage resources by providing education, training, certification and field experience to adults and youth in the fields of maritime archaeology and ocean conservation. A special focus of DWP is the protection, documentation and interpretation of African slave trade shipwrecks and the maritime history and culture of African-Americans.

Eva Drozdetskaya Sophomore, Key West

Eva Drozdetskaya earned an impressive 9-3 record this season for the Conchs, doing so with what coach Elliot Manton called “lots of talent paired with hard work.”

“Eva is someone who will go above and beyond for any one of her teammates,” he added. “On top of that, she works extremely hard on the tennis court every day to improve her game.”

Drozdetskaya consistently bested her Keys opponents in play, and her unwavering improvement makes the underclassmen a serious contender in the future of Conch tennis.

THE 2023 KEYS WEEKLY ALL-KEYS TENNIS TEAM

All three Keys schools enjoyed successful tennis seasons, with most of their play in-county against one another. Many Monroe County sports teams consider one another rivals, but in tennis, the players and coaches enjoy an atmosphere full of sportsmanship and camaraderie. Players respect each other and the game, often helping their opponents improve in the nuances of their craft. In county play, athletes keep their own scores and make their own calls during matches. This year, all three teams’ postseason play ended at the district level, but with a majority of the athletes being underclassmen, next season’s action could stretch well beyond the district brackets.

In just her second season playing tennis for the Dolphins, Rocafort improved from number two last year to the top seed in 2023. Praised as an athlete who showed continuous improvement over the course of her career at Marathon, head coach Kevin Freeman said his senior’s leadership will “definitely be missed” next season.

Coral Shores junior Makani Burga has been a serious tennis player since elementary school, and his dedication to the little things has made him a force to be reckoned with.

“Makani is a consistent player who possesses power, strategy and almost always a victory,” said Browning.

Gabriella Aguero

Sophomore, Key West

Aguero went 12-2 in 2023 as Key West’s number one doubles and number two singles player. Described by Manton as “full of talent,” Aguero is expected to continue improving and developing her on-court talent and tenacity.

“Gabriela is an outgoing member of the group who never gives up on the court,” Manton said.

His contributions to his team do not end with his skills on the court, though. Burga is described as uplifting to his teammates, bringing some oft-needed lightheartedness to a sport that can be a source of pressure for many athletes.

“Makani enjoys laughing and making others laugh with him,” Browning said, adding, “He never takes himself too seriously, even with his talent.”

Junior, Coral Shores

Olivia Hughes has everything it takes to be an amazing athlete.

“Olivia has a high level of confidence both on and off the court,” coach Kim Browning said of the junior. “She has solid serving skills and understands the fundamentals of each stroke.” According to her team, Hughes was a source of positivity for the ‘Canes with an infectiously enthusiastic attitude.

Sophomore, Marathon

Adrien Holdinga earned a 5-3 singles record this season for the Dolphins and took on a leadership role not common for such a young player. Holdinga held down the number one seed for Marathon this season, impressing his coach with his willingness to put in the work.

“His work ethic is second to none. He wants to get better with every practice and every match,” said Freeman, adding that he looks forward to seeing what the next two seasons have in store for the talented sophomore.

John Picco may only be a freshman, but he plays like a seasoned veteran and isn’t afraid to take on any opponent. Manton praised Picco for his willingness to embrace challenges, saying the dedicated freshman phenom used them as an opportunity to improve rather than something to avoid.

Senior, Key West Softball

Conch softball put the state on notice the past few years, reaching the final four in 2022 and 2023. Key West’s newlyforged dynasty was built on years of tradition and on hardworking, dedicated athletes like Ty Cervantes.

The Conchs’ top-seeded player left it all on the court every time he played this season. The talented senior served as captain for his team in 2023. Manton described Searcy as “a role model for any future captain of the boys’ team,” crediting him with a willingness to work not only on the court, but to get things done for the team off court as well.

The senior amassed 26 hits, 19 RBIs and 8 stolen bases this season alone. Her .382 batting average included a home run, and defensively, Cervantes was near-perfect with a .900 fielding percentage.

Cervantes’ strong stats speak for themselves, but it is her attitude and leadership which set the Conchs’ shortstop apart on a team full of talented players. Coach Jason Garia called her “a team leader who is always giving encouragement.”

For her dedication to Key West softball, her dependable gameplay and ability to advance the gameplay of her teammates, Ty Cervantes is the Keys Weekly Athlete of the Week.

Island lifters brought home gold this spring

Coral Shores and Marathon have earned immediate success in one of the Keys’ newest sports. Weightlifting has long been a great complementary sport in Florida, preparing athletes for success in other arenas by making them stronger, more confident and less injuryprone.

The Hurricanes took top honors in the sport this year, securing district championships in both the traditional and Olympic styles of lifting. Marathon came in third in both categories. At regionals, the ’Canes took home the runner-up trophy in Olympic lifts and third place in traditional, and at the big show, the team earned four individual medals and fifth place finishes in both styles.

Thomas Eubank Senior, Marathon

A four-year athlete in the weightlifting program, Eubank is described by coach Jessie Schubert as “the backbone of the team.” Eubank dedicated himself to working out and putting on muscle, and his efforts paid off when he qualified for the state meet. He was the only Dolphin to make the cut, ending his career on a high note. Eubank boasts a 145-pound snatch, 245-pound clean and jerk, and 285-pound bench press.

Tanner Ross Sophomore, Marathon

Just a sophomore, Tanner Ross has his best lifts ahead of him. Described as a “workhorse,” Tanner focused on form and technique, and it led to numerous PRs throughout the season. His 165-pound snatch, 225-pound clean and jerk and 225-pound bench press earned him a runner-up medal at districts in Olympic lifts and third place in traditional, plus a sixth-place regional medal in Olympic lifts.

Xavyer Arrington

Xavyer Arrington exploded onto the weightlifting scene as a junior, claiming a state snatch championship in 2022 with enormous lifts. This season he was a double district and double regional champion on his way to a state championship in Olympic lifting and a third-place finish in traditional lifts. Arrington’s 255-pound snatch, 340-pound clean and jerk and 365-pound bench press make this multisport athlete a threat on the gridiron and in throwing events for the Hurricanes’ track and field team.

Julian Juvier may be new to competitive weightlifting, but his strong work ethic and love for the gym caught the eye of head coach Erin Hamilton. It took a few years, but Juvier was convinced to give the weightlifting team a try, and it resulted in some serious hardware. In his debut season, Juvier won two district championships and two regional championships on his way to an achievement unmatched by any other Monroe County athlete: He captured dual state championships in both the traditional and Olympic style lifts. The double gold medal winner has impressive statistics to back up those medals, including a 235-pound snatch lift, a 315-pound clean and jerk and massive 375-pound bench press.

Matthias Martinez-Velez

Freshman, Marathon

Martinez-Velez may be young, but his coach divulged the secret to his success. “Matt is meticulous with his form,” Schubert said. He captured the runner-up medal in Olympic lifting at districts as well as a third place medal in traditional, sending him to regionals. MartinezVelez has a 120-pound snatch, 135-pound clean and jerk, and 170-pound bench press.

The 219-pound weight class was a tough one for Keys lifters this season, with three extremely talented and strong athletes competing in District 16. Johnson took top honors in the class, earning double district championships and a regional championship in Olympic lifts. He went on to claim ninth place at the FHSAA 1A State Championships in Olympic lifting. The junior has another season to add to his already-impressive lifts, including a 180-pound snatch, 260-pound clean and jerk and 250-pound bench press.

Dantay Diorio Sophomore, Coral Shores

If Dantay Diorio’s athleticism on the gridiron impressed you last fall, you have a lot to look forward to next year, as the standout dedicated this season to gaining strength in the weight room. Just a sophomore, Diorio won double district championships in a tough weight class, then brought home a regional runner-up medal in Olympic lifting, qualifying him for the state meet. Diorio captured seventh place in Olympic style lifts with a 185-pound snatch, 255-pound clean and jerk and a 265-pound bench press.

SHARING HISTORICAL NUGGETS

My birthday was on June 4, and man, the years are flying by. For the record, every year gets better and better. It is hard to believe that I have been calling the Florida Keys home for 22 years.

It is harder to believe all that has transpired since I decided to move here instead of going back to Sanibel Island after graduating from the University of Miami with my MFA in 2001. Either way, I would still write something every day — though probably nothing about Florida Keys history had I gone back to the west coast.

No matter where I ended up, my goal has always been to one day have my writing habit pay for my living habit. I get closer every year. As the amazing Dolly Parton told country artist Lainey Wilson, “If you are going to be a dreamer, you better be a doer.”

Thankfully, as the beautiful Mrs. Michelle Bertelli will attest, I work and work at the dream, knowing while I will probably never be an Ernest Hemingway, a Carl Hiaasen, or a Tim Dorsey, who now calls the Florida Keys home, every year I become a better Brad Bertelli.

As a boy who grew up with a stutter, it was early on that writing became a safe place to visit. Back in grade school, I was excused from my English class once a week to attend speech therapy. As a teenager, between the stutter, the acne and the braces, I was not much of a social butterfly. By 15 or 16, I started to disappear into the solace and peace writing creates in my world. To this day, and I turned 58 over the weekend, it is when I am writing that the world makes the most sense.

As an independent, self-employed local historian, writing my social media content, column, and books, what I consider my primary job, helps to pay the bills and allows me the freedom to create and share some of the many aspects of history connected to the Florida Keys. Bartending a couple of days every week at the world-famous Robbie’s Marina helps to fill the coffers, too.

While writing has been my love since I was a teenager, I appreciate my ability to share the local history on

multiple platforms. I am lucky to have been invited to appear on local and national television programs to talk mostly about history and, occasionally, my writing and what brought me to the Keys. What has turned out to be a surprising and amazing twist in my story is that, as it turns out, I enjoy standing up in front of groups and talking about history. No one is more surprised than I. I look forward to talking to groups, sharing my knowledge and hoping that I am able to impart some historical nuggets the audience can take with them.

Thankfully, the stutter dissipated in my late teens and early 20s, though it still rears its head from time to time when I get nervous or, oddly enough, when I have to call someone on the telephone. Usually, during a talk, I’ll start stumbling over my words or just stare for one second and then maybe two as I try to find the words I want to use (another great thing about writing is that nobody sees that part).

It is not really stuttering but a stammering search for the right way to share a piece of history without getting all bogged down in a needless array of details that can distract from and not add to what is essentially a short story. Details are important, but only so much information can be comfortably shared during a 45-minute

talk. In that limited amount of time, it is important to share some historical moments, provide visuals like awesome old photographs, and hopefully tell an engaging story.

One of the nice things about my former role as a curator was that part of what I was paid to do was to go out into the public and share my knowledge with any group or school that asked. Being largely self-employed, I no longer have that luxury. Sometimes I am asked to give a talk, and there is no budget to cover my speaking fee. For example, recently, the Big Pine Garden Club asked if I was available to give a talk to their members. Unfortunately, their group was decimated by Hurricane Irma, and they do not have the resources.

So, I am going to put something out there and see what happens when it shows up in print. You can leave it there, pick it up, or ignore it altogether. I just want to put it out there and see what happens. ‘BRAIN BUS’ VISITS KEYS

ALZHEIMER’S ASSOCIATION PROVIDES FREE SUPPORT SERVICES

This month, the Alzheimer’s Association “Brain Bus” will make several stops in the Florida Keys to provide free support services to families facing this disease.

Currently, more than 11% of Monroe County residents age 65 and up are living with Alzheimer’s. Trained staff will be available at the bus to help families understand steps to get an accurate diagnosis, warning signs, caregiving tips and connect to local resources. No appointment is needed.

As part of Alzheimer’s and Brain Awareness Month in June, the Brain Bus will host free programs at each stop to share information on how to reduce the risk of Alzheimer’s and other dementia. Research shows making changes in what you eat, your activity levels and how you engage your brain all affect risk for the disease.

Alzheimer’s is a type of dementia that affects memory, thinking and behavior. Symptoms eventually grow severe enough to interfere with daily tasks. The number of Floridians living with Alzheimer’s is projected to increase to 720,000 by 2025, a 24% increase since 2020.

“Alzheimer’s is not a normal part of aging,” said Joe Baledelomar, Brain Bus program manager. “It’s vital that all Floridians know the warning signs of the disease so they can get an accurate diagnosis and access to treatment options as soon as possible. We are here to serve the community and hope those who need help stop by.”

Previous and proposed hikes to windstorm insurance by the state-run Citizens Property Insurance threaten more than wealthy second- and third-home owners, and it’s time to pay attention.

The steeply rising costs of windstorm insurance through Citizens affect renters whose landlords have to pass on the increases to their tenants — or sell their property. The price hikes affect government agencies, such as the Key West Housing Authority, which must maintain windstorm insurance on dozens of properties while unable to raise the rents of their low-income tenants.

And now, on Thursday, June 8, Citizens will ask the state Office of Insurance Regulation to allow additional hikes that would increase wind insurance costs to Florida Keys policyholders by 14% to 26%. Those increases are in addition to a new requirement that forces all Citizens policyholders to also carry flood insurance, thus adding to an owner’s insurance costs.

The nonprofit Fair Insurance Rates in Monroe — FIRM — has worked for more than a decade to fight the increases that force Monroe County to pay some of the highest rates despite having the lowest number of claims and the strictest building codes in the state. The organization is now asking all Monroe County residents to contact the Office of Insurance Regulation and ask them to deny the sharp increases. “At a hearing Thursday afternoon, Citizens will present their proposed rates to the Office of Insurance Regulation, which also takes public comment, and FIRM will continue to provide commentary against the increases,” Montagne told the Keys Weekly on June 5. “Since 2003, Monroe County policyholders have given Citizens a profit of $850 million.”

In other words, Keys owners have paid $850 million more in premiums than they have received in insurance claims.

In addition, Montagne said, the county that provides the most profit to Citizens Insurance has no representative on the Citizens’ board of governors.

“Since 2021, Monroe County, which has 19,000 policyholders, has been without a representative on the Citizens board, yet there are two people on the board from St. Johns County, where there are only 4,800 policyholders. Tell me that’s not political,” he said.

“Monroe County residents consistently shoulder the burden of fraud and Citizens’ inconsistencies in addressing these circumstances for the rest of the state,” states the FIRM website.

CHEER ON ’CANES CHEERLEADING SQUAD SEEKS SUPPORT

The Coral Shores High School cheerleaders have high hopes and huge goals for the 2023-2024 season, and they need support from the community.

Specifically, the cheerleading team is in need of money to acquire uniforms and gear, as well as attend cheer camp. The cheerleading team receives no financial support from the school district or Coral Shores’ athletic foundation.

Young athletes work diligently to raise money; however, the fundraisers only cover a small portion of the expenses. This year, the team is seeking sponsors to help keep the cost to the cheerleaders’ families at reasonable levels. Sponsor packages are $100 and above; $250 and above; $500 and above and $1,000 and above. Packages come with various levels of recognition.

Household hazardous waste dropoff scheduled

Islamorada provides four opportunities per year for residents to dispose of household hazardous waste locally. The household hazardous waste collection is an effort to remove hazardous materials from the waste stream and to properly control disposal of the products. The drop-off days are generally scheduled for the second consecutive Friday and Saturday of the months of March, June, September and December.

On Friday, June 9 and Saturday, June 10, Islamorada residents may take household hazardous waste to a special drop-off location at Founders Park (MM 87 bayside). The drop-off location will be set up near the south park entrance behind the administrative center parking lot where an attendant will sort items for proper disposal. Dropoff hours will be 9 a.m. to noon both days.

Household waste materials include used non-contaminated oils, antifreeze, bottles or cans of flammable liquid fuel and chlorine bottles, liquid poison, flammable solids, aerosol, corrosive materials, liquid or solid oxidizers, pesticides or herbicides, cyanides or sulfides, dry cell alkaline batteries, lead acid batteries, latex paints, pcb liquids, bcb ballasts, non-regulated soaps, polishes and similar materials, contaminated oil solvents, oil based paints and thinners, and tires off the rim that do not exceed a light duty SUV. Computer, electronic and lighting waste from your home is accepted throughout the year and will also be accepted during this event.

Mooney guest speaker of homeowners’ meeting

The Island of Key Largo Federation of Homeowner Associations will hold its general membership meeting on Wednesday, June 14 at 6 p.m. at the Key Largo library community room, 101485 Overseas Highway. The meeting can be attended in person or via Zoom.

The village of Islamorada recently unveiled a new website with a host of new features, including the ability for residents to create and customize an account and viewing preferences. Survey finds people would ignore evacuations

Severe weather like hurricanes can wreak havoc on your home, damage your vehicle and sidetrack your summer vacation. That’s why AAA is sharing its top insurance policies for hurricane season to help Floridians protect their property and travel plans. But first, The Auto Club Group is releasing new findings from its annual hurricane season survey.

According to the survey, about 1-in-5 Florida residents (19%) do not make advance preparations for hurricane season or severe weather. Even more concerning, 24% say they would ignore warnings to evacuate in the event of a hurricane. Of those who would evacuate, more than half, 56%, say they would not leave their homes unless an approaching hurricane was a category 3 or stronger.

“Staying in the path of a potentially deadly storm is just not worth the risk,” said Mark Jenkins, public relations manager for AAA – The Auto Club Group. “Take steps now to develop an evacuation plan for your family and pets. If you’re worried about property damage, contact your insurance advisor. Having adequate coverage will give you the peace-of-mind in knowing that anything damaged while you’re gone can be repaired or replaced.”

AAA: Gas prices dip a few cents

Florida gas prices declined 5 cents last week. The state average on Sunday was $3.36 per gallon. That’s the lowest daily average price since late April.

“Pump prices have been under pressure during the past month, due to falling oil prices,” said Mark Jenkins, spokesman, AAA - The Auto Club Group. “However, oil prices could strengthen this week. Over the weekend, OPEC agreed on another round of oil production cuts. It’s unclear how much of an effect this will have on fuel prices, but if oil prices rise significantly, drivers would likely see higher prices at the pump.”

This is the latest in several rounds of production cuts. Last year, OPEC agreed to cut oil production by 2 million barrels per day. In April, the cartel surprised the market by cutting an

additional 1.16 million barrel per day. This caused a brief jump in oil prices, which cooled through May. OPEC hopes this additional 1 million b/d cut will send oil prices higher again.

Overnight, the U.S. price of oil traded at above $72 per barrel. That’s only about a dollar more than Friday’s closing price, and within the same range that oil prices have been in during the past month.

MARATHON BAGEL CO. OPENS LOCATION IN ISLAMORADA BY POPULAR DEMAND

But this time, knowing that they were a little bored with their retirement, they wanted to be active participants in the creation of the eatery and its menu.

With the goal of making bagels that tasted just like the ones back home, the couple tested out three recipes, adjusting to accommodate the humidity and different tap water in the Keys. They taste-tested the different versions with people who should know best — fellow New Jersey bagel lovers — and found the crowd favorite.

And the winning recipe was an instant hit with Florida Keys customers. Marathon Bagel Co. opened in Marathon in December 2016, “during Hell Week,” Cynthia said, eyes open wide. “Little did we know.”

“A line went out the door for six hours that day,” said Michael, shaking his head in disbelief.

Michael Minni — from Northern New Jersey and proud of it — efficiently worked the register while he good-naturedly busted chops with his Newark accent. Paulie Walnuts, the wise-cracking character on “The Sopranos,” would have been proud.

“It’s like Groundhog Day over here,” Michael said, teasing a chuckling customer who was putting in his regular order.

And Marathon Bagel Co.’s clientele clearly love the service with a smile, which is accompanied, of course, by the chain’s freshly made bagels.

“With our bagels and that Jersey banter, we want you to feel like you’re in New Jersey,” said Cynthia Minni, who owns the chain with her husband.

The Minnis have had a house in Marathon since 2012, when they realized that there was a lack of bagel shops in the area.

“In New Jersey, in every strip mall, there’s Chinese food, pizza and a bagel shop,” said Cynthia. “So we thought, ‘Let’s do it here.’”

Cynthia, a retired psychologist, and Michael, a retired cop, had some experience in the restaurant industry, having been silent partners in a bagel shop.

Local customers became addicted to the bagels, which come in flavors from plain and sesame seed to onion and “everything.” A typical breakfast sandwich can be a simple egg and cheese, a chorizo sausage and egg or a Nova lox sandwich with cream cheese, onion and capers — a New Jersey classic.

Eventually, the couple noticed that people from the Upper Keys were coming down to get a supply of bagels to eat throughout the week.

“We got tired of people asking why we weren’t up here,” said Michael. So the Minnis decided to create a location in Islamorada, which opened in January.

An effort is made to use ingredients from their home state. The salmon is from Acme Fish Co. in New York, and the chorizo from the Portuguese section of Newark, where a family has been making it for 65 years.

Other offerings on the menu include breakfast bowls and baked goods made by Cynthia.

“It’s the pride of putting out product that’s amazing,” said Cynthia. “We’re in love with our products.”

Reef the fox here with your weekly “Reef’s Report.” Well, the fox is out of the bag. I have a new baby brother. His name is Ridley and he is only 8 weeks old.

Reef is a red fox that was saved from a fur farm. He now lives in Key Largo with his human, Nicole Navarro.

On May 24, my mom, Nicole Navarro, flew up to Minnesota to pick him up from our friends at Save A Fox Rescue. Little Ridley was given up by the fur farmer because his fox mom chewed off his tail, and the tails of his four other siblings. I know that sounds sad, but that literally saved their lives.

As I am sure you can imagine, life on a fur farm is not a good one, so when female foxes give birth, they are extremely stressed out and this infant mutilation happens pretty frequently.

There are an estimated 250 fur farms legally operating in the United States in roughly 21 states. The way they live is as awful as the way they die, as there are no federal humane slaughter laws in place. I would tell you how they kill foxes for their fur, but this is a family-friendly publication.

When people come to meet me and the other foxes, they can hardly believe that farming animals for the sole purpose of fashion is still a “thing.” Sadly, it is, and even sadder is that according to the 2017 economic census, Florida was No. 8 in the country for

Ridley is now safe and sound and will live like the rest of us here at Pawsitive Beginnings, being loved and respected for the amazing little animal he is, without having to ever worry about being harmed. Mom picked Ridley’s name to honor the critically endangered Kemp’s Ridley sea turtle, which was first discovered in the Florida Keys in 1906. Pretty cute, right? Ridley has already seen veterinarians Geraldine Diethelm and Michael Claudio and he is in pretty good health, which is a relief.

Ridley gets to go to work with mom, just like I did when I was a baby, and I hear he is quite the little superstar at the Glass Bottom Boat office. You might be thinking, “Aren’t you jealous, Reef?” And the answer is “absofreakinlutely.” I’ve seen the young lad through the fence, I’ve thrown a fit, and chances are I’ll never love him. However, every animal deserves a new beginning – that is our motto at Pawsitive Beginnings – and I learned a long time ago that Mom will continue to save and help animals whether I like it or not, so I just need to accept it. The acceptance isn’t graceful, but I do accept it.

Ridley is the current educational ambassador and he has big paws to fill. I was a rock star when I was little, so I hope he can live up to the very high standards I have put in place.

CORAL CRAZE

ANNUAL RESTORATION EFFORT AIMS TO PROTECT BARRIER REEF

In recognition of World Oceans Day promoting ocean preservation, Key Largo’s Coral Restoration Foundation (CRF) is hosting its annual Coralpalooza Dive Day and Festival on Saturday, June 10, featuring in-person reef diving in Key Largo and Key West as well as two land-based celebrations.

Coralpalooza, one of the world’s largest coral restoration efforts, helps raise awareness about the importance of preserving and conserving the continental United States’ only living coral barrier reef, which parallels the Florida Keys. The event is planned each year around World Oceans Day, recognized internationally on June 8.

Hundreds of recreational divers from across the nation will join the effort to outplant corals on reefs off Key Largo and Key West during the

Old Highway, attendees can enjoy coral trivia with CRF “edutainment” mascot Captain Coral, a paint-along party, live music, food and drink for purchase and lawn games from 11 Smathers Beach cleanup

and drinks for purchase from 10 a.m. to 1 p.m.

Both locations will feature information booths from Florida Keys–based coral heroes including Mote Marine Laboratory and I.CARE.

Although the 2023 dive day is already sold out, interested divers can register to receive a first-alert email when the 2024 registration opens. Registration cost is typically $100 per person and includes two Coralpalooza restoration dives, a swag bag and T-shirt.

All in-water activities are weather-dependent. Certified divers must provide proof they have dived within the last year.

Funds raised through Coralpalooza event registrations and donations contribute to CRF’s efforts to restore reefs in the Florida Keys and other areas of the world.

HUNGRY TARPON’S CONCOCTION HAS IT ALL

If you’re a local, you’ve definitely had a bloody mary as a liquid breakfast. If you’re reading this as a visitor in town, you need to have one of these tomato-based drinks as a meal replacement at least one morning. It’s a rite of passage. I know just the place.

Okay, hear me out. A slim jim for a straw. Sounds crazy, right? That’s what I first thought when I was browsing the menu at the Hungry Tarpon restaurant, located at MM 77 inside Robbie’s of Islamorada. My curiosity got the better of me and I went through with the order. As soon as it was placed on my table, I realized this “drink” is more solid than liquid.

It’s sporting bleu cheese, pickles, pimento stuffed olives, pickled green beans, celery, a perfectly-cooked bacon strip, plump cocktail shrimp and the best part as mentioned, the meat straw. You won’t leave this drink hungry, that’s for sure. The cocktail’s name is just as unique as the presentation, the Trailer Trash Bloody Mary.

Starting my day with this libation gave me enough liquid courage to feed those horse-sized tarpon that call Robbie’s home. It was also the ideal power snack before a kayak trip out to the mangrove trails. I now certainly understand why they call it the breakfast of champions.

I love tomato-based anything but I was never a big bloody mary fan due to my aversion to vodka. One day a bartender blew my mind when he stated the obvious, that he can make it with any spirit. He told

In an effort to shine a spotlight on more of the incredible individuals who live and work in these islands, Keys Weekly is proud to spotlight our Neighbor of the Week feature, dedicated to celebrating a community member with each issue.

This week’s neighbor has been a full-time resident of Islamorada since 1994. She spent nine years in the classroom at Key Largo School — an experience she remembers as wonderful. This fall will make her 11th year as a real estate agent. In between teaching and real estate, she spent a few years at home with her kids during their younger years.

me a lot of people actually choose to have their bloody marys prepared with whiskey or bourbon. That’s all it took to get me on board and that’s how I’ve ordered them ever since. The Hungry Tarpon was happy to accommodate my liquor change request.

A tip I’d like to pass on to you which was learned from trial and error: when ordering, please specify the Trailer Trash version of this spectacular drink. If you simply order a “bloody mary,” you will get just that with none of the fixin’s.

If you feel any guilt starting your morning with so much fun, just remember this is one of the healthier drinks out there, right? You can tell yourself that, at least. I once read somewhere “Knowledge is knowing a tomato is a fruit. Wisdom is not putting it in a fruit salad. And philosophy is wondering if a bloody mary counts as a fruit smoothie.” All good things in moderation, people.

What’s one thing people don’t know about you? I can’t handle scary movies or spiders.

What can people find you doing when you’re not working? Playing tennis. I’m pretty much obsessed.

What would you do if you won the lottery? I’d buy a big boat with a Seakeeper, travel with my family and take a tennis lesson every day when not traveling.

If you could meet anyone in the world, dead or alive, who would it be? Tom Petty.

What is the best and worst part of the Keys? Best: the community and the water. I love how small-town it is. People care for each other. It’s always true, but after Irma it felt especially palpable. I don’t have a “worst,” but I don’t love that it takes so long to get to the airport. If it was easier to get here, the Keys would be different, so even that I don’t mind too much.

If you could improve one thing

in the Keys, what would it be? I wouldn’t mind a Trader Joe’s or buried power lines.

What is your spirit animal? Ever since I was little, I thought I’d like to be a river otter. They are active and seem to have a lot of fun.

The title of my autobiography would be? My senior yearbook quote was a line from a James Taylor song. It was, “The secret to life is enjoying the passage of time.” I think I’d steal from him again and go with, “Enjoying the Passage of Time” for my autobiography title. I don’t mean it’s okay to ‘let life happen to you,’ just that it’s good to make a point of enjoying all of it.

Your favorite movie: “The Blues Brothers.”

Favorite app on your phone? I use Instagram more than I should. … But my favorite is Tile. It works with little trackers and helps me find my wallet, my keys and my Airpods which I leave all over the house.
