MAJOR DEVELOPMENT DECISIONS AHEAD

COUNTY PLANNING COMMISSION TO CONSIDER PUBLIX, 7-ELEVEN PROJECTS

Increased traffic, fears over more accidents and concerns over the quality of life for a number of neighborhoods have swirled around two massive development proposals in the Upper Keys. Those issues will come to the forefront yet again as the Monroe County Planning Commission considers proposals that could pave the way for a large grocery store in Tavernier and a gas station in Key Largo during a meeting on Friday, April 28.

In Tavernier, developers are seeking to relax development restrictions and proceed without an approved traffic study in order to construct a 64,000-square-foot Publix and liquor store at the now-defunct Cemex property at MM 92.5, oceanside. Roughly 7 miles north, property owners are seeking to transform the current Anthony’s clothing store into a 7-Eleven gas station and convenience store.

The planning commission meets at 10 a.m. at the Murray Nelson Government Center in Key Largo.

nier 925 LLC. According to the applicant, the overlay “encourages sound, attractive and practical procedures for the Tavernier community, and such provisions will result in flexible planning that benefits the community the overlay will serve.”

Along with a supermarket and liquor store, developers are proposing 86 deed-restricted affordable housing units on the property. Per the March county staff report, the county had 16 affordable ROGO allocations available.

to submit for approval before the planning commission meeting. That document was forwarded to AECOM, the county’s transportation consultant, which then replied with several comments to the applicant. As of March 16, the county report states that not all comments have been addressed and the traffic study wasn’t approved in time for the meeting.

According to the staff report, the supermarket, liquor store and affordable housing units could generate 6,813 daily trips. And that doesn’t include vehicles passing by the project.

An application submitted to county staff in March 2022 outlined the establishment of a proposed Tavernier Key Commercial Overlay District. If approved, developers would be able to construct 70,000 square feet of nonresidential floor area. Current county land development code only allows a nonresidential structure with a maximum floor area of 10,000 square feet.

The proposal was brought forward by property owners Singletary Concrete Products Inc. and Cemex Construction Materials Florida and developers Blackstone Group — Taver-

A series of meetings in August 2022 and January 2023 heard overwhelming concern and opposition to a project that many residents believed didn’t fit the quiet, historical Tavernier community. And county staff said the proposed amendment change for the supermarket didn’t match the county Tavernier Liveable CommuniKeys Plan, which aims to protect the environment, preserve historical elements in Tavernier and guide development in a manner that’s compatible with community goals. The Development Review Committee (DRC), which issues recommendations to the planning commission, urged denial of the proposed amendment at its Oct. 25, 2022 meeting.

County staff were also waiting for developers to respond to a traffic study, which they were required

“The applicants assert that with the addition of a new Publix at the property, less vehicles will be traveling through MM 86.0 – MM 91.5, as the existing customer base that lives within MM 91.5 to MM 99.5 would ‘transfer nearly all of their supermarket shopping trips to the new Publix store in Tavernier,’” the county staff report reads. “Although this may be a compelling argument, there are two major flaws. First, this type of analysis has not historically been accepted with regards to mitigation. Second, there is nothing in the proposed LDC Text Amendment or corresponding applications that would only allow the development of a Publix Supermarket. Rather, the pro-

posed commercial retail space could be occupied by any number of existing or unknown businesses or corporations, as the LDC does not and cannot regulate or require a specific business to occupy the property.”

Despite the outstanding issues, the applicants requested that their application still be considered by the planning commission on April 28 without traffic study approval. County staff said in its report that the proposed amendment will result in an adverse community change to Tavernier.

If the planning commission says “yes” to the proposed text amendment, it would head to the board of county commissioners (BOCC) for final approval. Developers would then need approval of a major conditional use permit to proceed with construction. That approval would need to be granted by the planning commission.

Plans by owners Daniel Barry Jr. and Archer Barry to close the Anthony’s clothing store in Key Largo and construct a 7-Eleven gas station and 24/7 convenience store saw resounding community opposition similar to the Publix project in Tavernier. The project, which was submitted to the county in February 2022, proposes 11 fueling stations adjacent to a Marathon gas station.

A virtual community meeting held in early January heard a number of residents sharing concerns over traffic and public safety. Grand Street resident Rosemary Donnelly voiced the difficulties her family, friends and neighbors face trying to cross U.S. 1 from their street to head south. She feared a 7-Eleven will bring more congestion to the area. Donnelly has two

children who cross the road in order to head south for class at Coral Shores High School.

“I’m stressed every morning,” she said. “I’m stressed when my elderly neighbors have to cross to go south.”

Plans originally showed four oneway driveways to enter and exit the property. Developers needed a variance to relax curb cut requirements by the county. That request was tabled by the planning commission at its Jan. 25 meeting to give the developers time to come back with a new plan.

An updated site plan submitted early March shows two full driveways at the northern end of the site to provide as much separation from Grand Street as possible. An updated traffic analysis found that a driveway to the gas station off Grand Street would create conflicts.

During the Jan. 24 virtual meeting, 12 county staff members who make up the DRC voiced no other major issues with an application for a major conditional use permit at the current Anthony’s clothing store.

Joe Scarpelli, planning commission chairman, said during the Jan. 25 variance hearing that he believes deceleration lanes are needed to access the proposed 7-Eleven development. Ron Demes, vice chair, said traffic will “hugely increase” when looking at a 7-Eleven compared to a clothing store.

The developer’s agent, Jason Green of Axis Infrastructure, said the project doesn’t create more traffic in comparison to destinations like a clothing store. Green said the gas station and convenience store only capture vehicles driving into and out of the Keys.

Planning commissioners will have the final say on the major conditional use permit.

FLORIDA EMERGENCY TEST WAKES THE KEYS & FLORIDA BY MISTAKE

GOVERNOR SAYS HE’S SEEKING ACCOUNTABILITY FOR THE ERROR

Florida Keys residents were rudely awakened early April 20, not by the thunderous roars of a storm or the morning rooster. Rather, an emergency alert test sent screeching sounds around 4:45 a.m.

According to state emergency management officials, the alert was sent out by mistake. It had the Florida Department of Emergency Management apologizing and stating that “ a 4:45 a.m. wake up call isn’t ideal” hours later via Twitter.

“@FLSERT wants to apologize for the early morning text. Each month, we test emergency alerts on a variety

of platforms. This alert was supposed to be on TV, and not disturb anyone already sleeping,” the message reads.

Florida Gov. Ron DeSantis chimed in not long after that, stating that he ordered the division of emergency management and Kevin Guthrie, director, to bring swift accountability for the test of the emergency alert system during the wee hours of the morning.

“This was a completely inappropriate use of this system,” he said. “Stay tuned.”

DeSantis’ press secretary Bryan Griffin, said the person responsible will be fired.

MAN DIES IN THE WATER NEAR ALLIGATOR REEF

A72-year-old Massachusetts man died on April 19 after he was pulled from the water on Alligator Reef off Islamorada.

According to the Monroe County Sheriff’s Office, Mark J. Gosciminski of South Easton was pronounced dead at Mariners Hospital in Tavernier.

Gosciminski was attempting to swim to a vessel at about 9:45 a.m. when he reportedly began to struggle. The U.S. Coast Guard responded as well as a U.S. Navy helicopter, which flew Gosciminski to the hospital. There were no signs of foul play. Autopsy results are pending.

FIXING A MESSY VILLAGE CODE

SEVERAL HOUSEKEEPING ITEMS MOVE TO FIRST READING; OTHERS GO TO WORKSHOP

Arecent Islamorada special meeting to discuss a series of code fixes was pushed to a workshop Thursday, May 4 after Vice Mayor Sharon Mahoney said she wanted the public to have ample time to give input.

Mahoney’s comments came after she learned residents would be limited to three minutes each to comment on 11 proposed code changes that were on the agenda and listed under the April 11 workshop portion of the meeting. The changes came to the dais after Dan Gulizio, village director of planning and development, gave a presentation last August that showed a host of inconsistencies and gaps in the current land development regulations. Gulizio said he planned to bring several proposed changes he considered housekeeping to the dais for approval.

Creating permanent regulations for mobile food trucks, which began in 2020 as a two-year pilot program, was one item before the dais for discussion during the special meeting. One proposal seeks to clear up inconsistencies between the definition for buildable area and lot area in the code,

while another would add single-family residences as a permitted use in the village’s multifamily zoning district.

Discussions surrounding these proposed changes, and others, weren’t substantive as originally planned due to concerns over the lack of public comment on the items. Mahoney called for another workshop to give residents the chance to ask questions and get answers to their concerns.

Councilman Mark Gregg led the effort to move proposed code change ordinances that were less controversial to a first reading. CONTRIBUTED

to Village Manager Ted Yates. Gulizio gave a brief presentation of each code proposal to the dais before adjourning the roughly four-and-a-half-hour meeting. Yates said there are several chances to comment with each item going through a first and second reading. He also said the items were publicly introduced at multiple meetings of the village’s Local Planning Agency, which provides recommendations to the council on planning matters. Leaving the public out of the discussion was never the intent, Yates said.

“These exact items were noticed months ago at a full council meeting. They were advertised and published for all the public to read,” he said, adding that the items were then pulled and sent to the LPA, where it was advertised with opportunity for the public to speak. And some of those items came back to the LPA again.

to a first reading during the regular meeting, which begins at 5 p.m. Those items include the alcoholic beverage use permits, which repeals a section but keeps certain protections; adding single-family residences as a permitted use in multifamily zones; incorporating boat dealership as a major conditional use in tourist commercial zoning district; standardizing notice provisions for the development review process; and allowing a variance for lot area administratively, provided the request is limited to a maximum of 5% or 250 feet of the minimum required lot area.

Councilman Mark Gregg, who suggested the dais move forward with the code change items, said some have been before the public seven times.

“It was sort of short notice, really. I just want to open the door back up for the people in this community who this is going to affect, these code changes. … I’m not ready to vote on anything,” Mahoney said.

A council vote on the items wasn’t the plan for the workshop portion of the April 11 special meeting, according

Council members believed the April 11 meeting would allow residents to speak on each item. That wasn’t the case, however, with other resolutions up for consideration before the workshop on the code changes.

Two days later, at an April 13 regular village council meeting, the dais agreed to move several less controversial code fixes that were slated for the May 4 workshop at 3 p.m. ahead

BILL PROVIDES A CHEAPER MOVE-IN OPTION FOR RENTERS

MOONEY LEGISLATION

PASSES THE HOUSE

Fronting thousands of dollars in move-in expenses can be challenging for working families or a single person needing a place to live sooner than later.

In the Florida Keys, a required first and last months’ rent — seemingly rising by the year as housing costs increase — on top of a security deposit can seem insurmountable.

State Rep. Jim Mooney’s House Bill 133, which passed through the House on April 20, seeks to address some of those issues through an option for a monthly fee in lieu of a security deposit

that the landlord can offer a tenant.

“That, to me, makes me feel comfortable that it’s been out there in the public atmosphere and has had adequate time to review and comment,” he said.

Changes to the mobile food vendor program, clearing inconsistencies between buildable area and lot area, and changes to farmers markets, flea markets and fairs will remain on the workshop agenda to allow ample time for public comment during the May 4 workshop at 3 p.m.

State Rep. Jim Mooney

Mooney’s bill, which failed to pass through the state legislature last session, doesn’t require a landlord to provide a tenant the option to pay a nominal, monthly fee. Per Mooney, those fees can be as low as $11 a month or upward of $25 monthly. It’s the landlord’s sole choice to offer such an arrangement for a tenant to pay a monthly fee to secure occupancy without dipping into their savings to pay a full security deposit upfront.

Tenants would still be required to pay the full security deposit once they have the means, as the monthly fee wouldn’t go toward that expense.

Funds paid monthly by the tenant can be used by the landlord at their discretion, such as for insurance or a surety bond.

Following a serious accident involving his fiancée just a week before, Mooney traveled to Tallahassee to present his bill before the full House on April 20. Mooney told fellow members that the bill places guardrails on a process that’s already occurring in Florida. His proposal was met with opposition by House Democrats claiming the bill was a “junk fee” and a tax on the poor renter, as Jacksonville-based state Rep. Angela Nixon stated.

Some 16 amendments were filed by Democrats to expand the bill and add what some Republican bill supporters referred to as rent control language. Mooney passionately responded to those remarks in his closing.

“There’s nothing in perpetuity here. When you sign a lease, it is

clearly stated that you may opt out of that fee at any given time,” he said. “If you get a bonus three days after you sign and you want to give the landlord $2,000, $1,000 or whatever the amount is, give it to them and opt out of the fee.”

“I think it’s wrong for your constituents to not have the opportunity to make the decisions themselves,” he continued. “This gets you and your family where you need to be at that moment.”

Per the bill, landlords who offer the monthly fee in lieu of security deposit arrangement must provide the option to all tenants renting dwelling units on the premises.

The House passed Mooney’s bill via an 89-22 vote. Similar legislation, Senate Bill 494, sponsored by Republican state Sen. Nick DiCeglie, is moving through several committees following favorable rulings.

A ‘RICH’ PAST

BRAD BERTELLI

is an author, speaker, Florida Keys historian and Honorary Conch. His latest book, “Florida Keys History with Brad Bertelli, Volume 1,” shares fascinating glimpses into the rich and sometimes surprising histories of the Florida Keys.

Coccoloba diversifolia is a native tree that produces a small reddish-purple fruit that my dog, Beau, likes to eat on our morning walks. Birds and other small mammals like to eat them, too, which is one reason one of the common names for the tree, and the fruit, is pigeon plum.

Pigeon plum can be eaten out of hand but is often made into jelly. It can also be used to make wine or distilled into a more potent beverage, a drink that has caused the pigeon plum also to be called the tie-tongue tree.

There is an island in the Florida Keys called Cocolobo Key – at least it was called that once or twice by mistake. Its real name is Adams Key, which dates back to at least the 1862 U.S. Coast & Geodetic Survey that shows the identifier. The island has an interesting history, some based in fact and a bit that alludes to a connection with a local legend that has confounded and confused the historical record for centuries.

Some people have said that Adams Key served as the hideout for the legendary pirate Black Caesar, and Biscayne National Park has erected an interpretive panel alluding to the pirate’s history at a spot that overlooks the creek flowing between Old Rhodes and Elliott Keys, where an islet bearing the pirate’s name breaks through the surface. The creek, by the way, Caesars Creek, also bears his name. By most accounts, the pirate or pirates operated from a lair on Elliott Key – but Black Caesar is a tale for another day.

Adams Key was not much of a topic of conversation before the 20th century. It was not until after the turn of the century that the island began to build its notoriety as an exclusive fishing club that hosted Washington’s elite, including several presidents. It did not start that way.

As far as early ownership, the history appears to be a little murky. A report printed in the Tampa Daily Times on March 27, 1914, stated: “Land on Key Largo and Elliot’s key, the principal lime keys, has been selling fast this spring, among the purchasers being W.N. Hull, 240 acres; H.G. Ralston, 140 acres; Earl Fonda, 120 acres, being the whole of Adams key.”

Clearly, not all of that acreage was on the relatively small island listed in various newspaper articles as 79 acres, 77 acres,

and 28 acres. It is also possible that the island purchased by Mr. Fonda was misidentified, as the general history told about Adams Key is that it was owned by a man identified as Jeremiah Saunders. A Bahamian from Green Turtle Cay, Saunders received a land grant for acreage on Elliott and Adams Keys in 1886.

What he did on Adams Key is unclear, but on Elliott Key, he did what Elliott Key is perhaps best known for: he grew pineapples. According to a 1900 report published in the Florida Times Union, Saunders shipped 6,000 dozen red Spanish pineapples and 500 dozen Puerto Rico pineapples from his farm at Elliott Key.

The history of Adams Key began to develop in earnest when Saunders sold Adams Key in 1917, or at least that is the story often told about the island. If it was true that the island was sold to Carl Fisher in 1917, it makes a notice published in The Miami Herald on Oct. 2, 1916, a bit premature. The notice announced the application for a charter to form a not-for-profit social club called The Cocolobo Cay Club.

According to Article 1: “The name of the corporation shall be called ‘The Cocolobo Cay Club,’ and is said to be located on what is known as Adams Key.”

Article 3 stated: “Any white person of good moral character, eighteen years of age and over, shall be eligible for membership in said corporation.”

The board of directors consisted of Charles W. Kotcher, president; James. H. Snowden, vice president; Carl G. Fisher, secretary and treasurer; and W.E. Brown, and Frank B. Shutts.

A Jan. 14, 1919, article in the Miami News mentioned that Carl G. Fisher, Harry Stutz, and Robert Maypole of Miami Beach traveled from the mainland 40 miles south to Adams Key aboard Fisher’s “fast express cruiser,” the Shadow V. According to the article: “Cocolobo Cay, formerly known as Adams Key is owned by a few of those wealthy men, who have made it a beauty spot by erecting a commodious club house, building dockside facilities, and clearing up and improving the landscape.”

The New York Herald edition dated Jan. 30, 1921, posted a story about Fisher, the island, and the club. “The Cocolobo Club has a unique location. Carl Fisher, one of the most enthusiastic sportsmen in the southern part of the peninsula, established it a year ago on the spot where ‘Black Caesar,’ most famous of all Gulf pirates, used to make his headquarters in the buccaneering days of 1847.”

While the Black Caesar angle might not be anything more than a classic Florida Keys legend, the Cocolobo Cay Club became a playground for the elite, and that story will be explored in next week’s column.

SAVANNAH CHADIC

– Conchs coach Dave Perkins

Senior, Key West Track & Field

Key West’s Savannah Chadic has been making a name for herself on the track this season. The senior, whose blazing speed won her two individual district championships last week, is ranked second in the region in the 400 meter event and seventh in the 200 meter. Chadic’s 400 time of 56.02s should open the door for her to compete at the state level later in May. Chadic’s leadership was integral to the success of her sprint relay team and in bringing home district hardware for the entire team.

“Savannah leads on the track by example,” said coach Dave Perkins. “We depend on her to get the team ready to go.”

For her hard work on the track and the great things she is doing for Key West track and field, Savannah Chadic is this week’s Keys Weekly Athlete of the Week.

KEY WEST, MARATHON SOFTBALL CRUISE TOWARD DISTRICTS

Lady Conchs ranked first in 4A District 16 bracket

The Lady Conchs softball team picked up a road win against Westminster Christian on April 21, beating the Warriors 14-8. Chloe Gilday earned the win, pitching 5-2/3 innings and striking out five. Nevaeh Arnold closed the game, striking out another three batters over 1-1/3 innings. Ty Cervantes led the offense for Key West with three hits, including a double. Dharma Murray, Caroline Smith, Isabella Franco and Tavyn Gage each picked up a pair of hits and Miesha Hernandez, Scarlet Niles and Madelyn Perusse added one each to make it 14 total for Key West.

The 14-3 Conchs play their last regular season game at Western High School in Davie on Friday, April 28. They should claim a bye in the first round of the district tournament, placing them in the 4A District 16 championship game on May 4 if they can hold onto their top seed.

Marathon softball split a pair of games last week, picking up a forfeit win from Hialeah Educational Academy but falling to Gulliver 9-4 on April 17. The Lady Fins managed eight hits in the loss, with three from the bat of Elena Eubank. Sage Brown had two hits and Sara Robinson, Allison Garcia and Eli Roque each had one hit. Garcia was solid in the circle in the loss for Marathon, pitching to 30 batters over six innings and striking out nine while walking just two. The 7-4 Fins will play two more games before districts begin. Their first playoff game should be on May 2 in 2A District 16 action.

Coral Shores beat Mater Bay at home on April 19, 17-15. Freshman Ivy Tiedemann had four hits on four plate appearances for the ’Canes. Coach Lesa Boneé said the team hit the ball well but struggled defensively. The Lady Hurricanes played the next day, losing 9-3 against Ransom Everglades on April 20. The ’Canes ended their regular season with a 5-6 record. The Hurricanes will host the South Florida conference championship game against Mater Bay on Friday, April 28 at 5 p.m.

Keys prep lacrosse season closes with district champion squad’s loss

The scoring machine that is Key West reached the net just four times in its regional quarterfinal loss to Delray Beach’s American Heritage High School on April 21. The Lady Conchs ended their season at 11-3, with a perfect 6-0 record in their district. Unfortunate seeding pitted the Lady Conchs against the top-ranked Stallions. The 22-4 loss effectively ends their season, which has been nothing short of amazing. American Heritage will move on to face the other American Heritage High School out of Plantation in the semifinals.

During rehearsal inside the Key Largo School cafeteria, dozens of boys and girls from KLS and Ocean Studies Charter School belted out the lyrics to “A Whole New World,” the hit song from Disney’s “Aladdin.” The curtain on this KLS show rises on Friday, April 28 and it’s a big deal; it’s the first KLS production in over 25 years. The excitement here is palpable.

“We’re trying on costumes and kids are bouncing around. The librarian told me she’s had more people come in and request ‘Aladdin’ books than she’s ever seen before,” gushed Michele Zofchak, KLS Drama Club director.

The cast of this musical is a large one, made up of 45 students from third through eighth grade. A few second-graders in the ESOL program (English to Speakers of Other Languages) are also participating. This “Aladdin” musical is a dual-language edition, scripted in English and Spanish with translation throughout.

“Most of my lines are actually in Spanish, but when it gets towards the end I change to English,” said KLS eighth-grader Shelly Gonzalez. She landed one of the lead roles, that of Jasmine. Gonzalez moved to the United States from Cuba when she was in second grade and learned to speak English.

“Now she’s perfectly fluent and is excited to be able to share Spanish in this way with her family as well, making sure that people in her family who might not speak English as well are going to be able to enjoy the show,” Zofchak said.

Ocean Studies Charter School seventh-grader Ali Wheatley learned Spanish for her role as the Sultan, an experience she says was rewarding.

“All of my cast members have been so kind and so supportive in helping me, one of them even recorded herself saying my lines so I could listen to them and learn my Spanish accent,” said Wheatley.

Zofchak says community backing for the Key Largo School Drama Club has been overwhelming.

“We have had so many great supporters,” she said.

Zofchak credits generous donations from the Keys Children’s Foundation and the Community Foundation of the Florida Keys (CFFK) for making this drama club and its “Aladdin” pro-

duction possible. On April 5, the Community Foundation of the Florida Keys presented a check for $11,000 to KLS to support the production by supplying costumes for all of the students.

Last year, CFFK awarded KLS a grant of $10,000 to help re-establish the drama club.

“It’s always so heartening to see how our Keys community pulls together,” said Elizabeth Brown in a press release. Brown is the vice president of philanthropy for the Community Foundation. “The foundation is proud to support projects like this that have a wide impact in the community.”

The impact of a drama club for children in the Upper Keys is so positive, say parents like Kristy Linares. Her daughter Luisa is in the third grade. Over the summer, Linares took Luisa to New York to see “Aladdin” on Broadway. When Luisa found out the musical was going to be performed here, she jumped at the chance to participate and has grown from the experience.

“She’s come out of her shell. She was very shy as a young girl. Now she is loving theater and she’s looking up to the big kids in the group,” said Linares.

“It’s never a dull moment for sure,” said show choreographer Kelly Shaw. She teaches second grade at KLS.

“It’s challenging working with all the different ages and all the different skill sets, but they are so eager, they are loving it,” added Shaw.

Taking to the stage will be a new and exciting experience for these young actors. Butterflies are to be expected.

“I’m a little nervous because this is my first time and it’s going to be a bunch of people coming in, but I’m really excited because I think it’s going to be a great show and everybody’s going to love it,” said Gonzalez.

“I’m so excited, I can’t wait, it’s so much fun and everything has been amazing. Miss Z does an amazing job. I’m so happy to be a part of this,” added Wheatley.

Opening night is Friday, April 28 at 7 p.m. The musical will take place inside the Coral Shores High School Performing Arts Center. There will be a total of five performances. Tickets are $5 if bought online in advance or $10 at the door. For more information on the show and how to purchase tickets, scan the QR code here.

SCOUTING FOR CLEAN WATERWAYS

Twenty-nine local scouts attend the Scouting for Clean Waterways Ambassador training program in November at the Brinton Environmental Center. They received training and experiential education to take back to their local communities and plan their own waterway cleanup. CONTRIBUTED

NEW PROGRAM SEES SCOUTS NABBING MARINE DEBRIS ACROSS THE COUNTRY

By the end of 2023, the Boy Scouts of America Sea Base hopes to have a 2,000-pound pile of trash in the middle of its Lower Matecumbe Key campus.

The pile of bottle caps, fishing line, derelict traps and other marine debris will serve as a monument to a job well done. According to NOAA, there are between 20 million and 1.8 billion pieces of plastic along U.S. coastlines, with an estimated 8 million metric tons entering the ocean every year. To address this issue, in 2022, Sea Base founded the Scouting for Clean Waterways initiative, a nationwide effort to reduce marine and waterway debris.

Since Sea Base – the only Scout Centre of Excellence for Nature, Environment and Sustainability (SCENES) in the United States – was established in the 1980s, the scouts have taken an active role in education, conservation and restoration of the marine environment. Alongside sailing, kayaking and scuba diving, coral restoration with the Brinton Environmental Center, shark tagging, fish counts and debris clean-up projects are part of the adventure that the teenage scouts from across the country have during their week at Sea Base.

“We can encourage young people in that way, get them involved and change their conservation mindset, and then we cloak all of that in adventure, so at the end of the day, instead of them just saying, ‘Yeah, I’ve learned a bunch of stuff,’ they say, ‘I had the greatest adventure, and, by the way, I made a difference,’” said Tim Stanfill, director of program operations. “It changes the mindset of, ‘I went somewhere to learn something’ to ‘And I learned it and was cool,’ to ‘Holy cow, I had the greatest adventure of my life. And by the way, I did all of this really positive stuff, and I can talk about it.’”

For years, Sea Base has partnered with local and nationwide efforts and organizations like PADI Aware, NOAA’s Goal: Clean Seas Florida Keys, the Florida Department of Environmental Protection and Florida State Parks for debris removal projects. The

new Scouting for Clean Waterways program unites all the debris clean-up projects.

With the goal of removing 2,000 pounds of trash in 2023, scouts attending Sea Base will learn how to spot and safely remove marine debris while diving as a part of PADI’s Dive Against Debris. In 2022, they removed over 1,000 pounds. In addition, participants in the Keys Adventure Sailing Program will spend part of the week this summer at Lignumvitae Key Botanical State Park, kayaking in the mangroves, snorkeling in the sea grass and removing debris.

“By the time we get all the way around the island, we will have to restart, unfortunately, because more trash will wash ashore. It always does,” Stanfill said. “So, it’ll be one of those things I don’t think that will ever win. But we can create the best environment we can and by educating long-term, we have the opportunity to do that.”

Scouting for Clean Waterways also expands the efforts nationwide through the Ambassador Award. The goal is to allow all 15,000 scouts that attend Sea Base every year the chance to earn the SCENE Ambassador Award by participating in a waterway, shoreline or marine debris or litter removal project while at Sea Base and then, after returning home, educating others and planning a clean-up in their own communities. Any scout who participates in these cleanups back home can earn the World Organization of the Scout Movement (WOSM) SCENE Award.

“The purpose of the awards program is to get as many people across the country cleaning up as many waterways as possible. That’s just the incentive when you’re 12, 13, 14, 15 years old,” Stanfill said. “It’s pretty cool to have an incentive and to go out and do something when someone tells you about the amazing experience they had at Sea Base, and then they say, ‘Hey, by the way, you can be part of my adventure.’”

And besides the award and a great adventure, the scouts leave with an ownership and a recognition of the impact they’ve made too.

Scouts remove 160 pounds of fabric, 157 pounds of plastic, 74 pounds of wood, 42 pounds of metals, 33 pounds of glass and 14 pounds of foam from the shoreline during the Ambassador training program.

“We’re really building people with character that are prepared to assume leadership responsibility,” Stanfill said. “And that is immensely powerful, especially as we get to tackle a lot of these major issues.”

One young woman from Knoxville, Tennessee who attended Sea Base several years ago decided to pursue environmental law after experiencing the underwater environment and recognizing its need for protection.

“I keep joking to my friends that I’m saving the world, but, you know, that’s not entirely false,” another young man said in an interview with Sea Base. More information on Sea Base is at bsaseabase. org. More information about how to help monitor marine debris is at marinedebris.noaa.gov/collectingmarine-debris-data.

‘WASTIN’ AWAY AGAIN IN MARGARITAVILLE’

Florida Keys

Eats was recently invited to Sirius XM’s Radio Margaritaville Sunset Walk Studio, and I couldn’t be more over the moon.

Let me start from the beginning. I’m constantly asked, “Why do you take vacations to Margaritaville if you live in the Keys?” Those who inquire live in the Keys and never visited Margaritaville, or they’ve been to Margaritaville but never the Keys. It’s like saying, why go out to dinner if you know how to cook?

My dad and uncles are secondgeneration Italian and grew up in New York. I’ll never forget the story I was told time and time again as I complained about living in the Keys as a kid. My dad would spout off, “There I

was 18 years old shoveling snow and my mom yells there’s a phone call for me. My friend had just moved to Key Largo with his family. He told me it was ridiculously hot and he was going on the boat. I look around at all the snow surrounding me and not even a month later I packed one duffle bag, a couple hundred bucks, moved down and never looked back”.

Once my father got to the Keys, he was on island time. Bob Marley and Jimmy Buffett were staples on our house radio.

As a child when we would vacation to Orlando, I’d interrogate my parents. Why do we always go to Universal and not Disney? The answer was quick: Universal had a Margaritaville spot to lounge and soak in the vibes. You can’t help but notice the towering volcano right when you walk into the restaurant. On the hour, you’ll feel the restaurant starting to rumble from the bass speakers. The television goes berserk. Emergency sirens blare as you hear the sounds of a volcano erupting only to look over and see a bright green cock-

tail spewing from the top and trickling all the way down to the blender. Once it’s filled to the brim, the volcano lets out a large audible “burp,” followed by Jimmy Buffett’s voice shouting “I think we made it to Margaritaville, everybody.”

Little did I know many years later, now in my 30s, I would be invited to host my very own guest DJ show on Radio Margaritaville on Sirius XM. A segment they call “Fruitcakes on the Radio” named after a funny little Jimmy Buffett tune that was a chart-topper. Here I was this past weekend walking up to the shiny new Margaritaville Studios and saying in the mic, “Hey there parrot heads, I’m Samantha D from the Florida Keys and I think we made it to Margaritaville, everybody!” The experience was beyond flattering and just all-around incredible.

I was guided by their head host, J.D. Spradlin. I did a lengthy intro about myself, picked four Jimmy Buffett songs and got to explain what they meant to me. I talked about my passions and of course I mentioned having my own column for the Keys Weekly and what a dream that has been.

They even had me enjoying a Land-

shark lager in the booth. We stayed onsite at Margaritaville Orlando’s cottages, a cute three-bedroom decked out in bright tropical colors. The resort is its own world with multiple restaurants and bars, making sure there’s no need to leave.

The Sirius XM studio also resides here on the famous sunset walk. If you’re ever looking for me, the pool is where I’ll be. Not only is the water always the ideal temperature, the crowd is upbeat, the music is live, drinks are plentiful and the food is unreal. I tell everyone and I’ve mentioned this on my blog, some of the best seafood dishes I’ve had here are better than anywhere else I’ve ever been. Their peel-and-eat shrimp are squeaky clean, boiled in beer and have just the right bite. The menu names would crack up any Keys local, with cocktails like “The Overseas Hwy” and “Snake Creek Bridge Margarita.”

Buffett has created an entire brand with the same roots as me, the Florida Keys. Keep an eye out on Florida Keys Eats on Instagram for when the Radio Margaritaville show will air. As always, my local Keys community, thank you for your support.

HEALING SURVIVORS

OVERCOMING TRAUMA THROUGH A VIDEO & A FOX VISIT

Hi friends!

Reef is a red fox that was saved from a fur farm. He now lives in Key Largo with his human, Nicole Navarro.

Reef the fox here with your weekly “Reef’s Report.” The last week was pretty uneventful for me personally. No groundbreaking news to report on, no new animals coming to the Keys and no fun celebrities came to visit.

I think that last part needs to change. I would really love to meet Tim Gunn or Stella McCartney.

My mother, on the other hand, had an eventful weekend. She had to brave the traffic and head up to Home Depot to place the large order to be delivered for Libby and Louie’s new enclosure upgrade. Mom said it was “awful” and that she is “never driving on the stretch on the weekend ever again.”

Mom also participated in a panel after the screening of “Real Fur” on Tuesday evening. This was a private, online event, hosted by the production company and director, Taimoor Choudry. You might remember that my fox friends and I made a cameo appearance in this documentary that raises awareness of the fur trade, particularly in Canada. Mom got to talk about what it is like caring for foxes once they have been saved from fur farms, our health issues,

our specific needs and how amazing we are as a species, which should never have been ripped from the wild over one century ago for something as ridiculous as a fashion item. Anyway, when this film becomes available to the public, I will let you all know.

On Friday, April 28, my mom and little Kai fox will visit Kinder in the Keys. If you weren’t aware, Pawsitive Beginnings and Kinder in the Keys recently partnered to bring their clients a unique opportunity to meet survivors of a different species. Partnering with Kinder in the Keys to share the stories of survival from the fox’s perspective has proven to be a healing experience for the women. Realizing that these animals, which were born into a life of suffering and trauma, once rescued, have overcome their past and now live a life that they never knew was possible, has given hope to the women that they can do the same. Trauma knows no boundaries when it comes to species. Every sentient being on the planet is susceptible to being exposed to trauma in various forms.

Word on the street is we may be creating a new partnership with another organization in town, but I won’t know more until next week. So again, I will keep you posted.

Anywho, that’s all for this week. Follow along on all of our social media pages by heading to our website and clicking the links on the bottom of the page at pawsitivebeginnings. org.

Until next time, Reef, over and out!

RUNNING PASCAL’S WAY

5K SUPPORTS SCHOOLS THAT HELPED YOUNG

KEYS BOY GROW

On Saturday, May 6, friends of Pascal Weisberger will host the third annual Pascal’s Way 5K Run/Walk. This event seeks to honor the life of a local teen beloved for his kindness and love for the community, whose tragic death shook the Keys in May of 2020.

A 14-year-old student and frequent volunteer, Pascal was an avid runner, and the race seeks to continue his legacy by raising money for causes and organizations that were important to him and by engaging the community in his remembrance.

Starting and ending at Treasure Village Montessori School, with a turn-around at Forest Tek Lumber, the event’s route has remained roughly the same since it was started by Ariel Poholek, Pascal’s father, and Barry Wray, Pascal’s running coach, in 2021. But its goals have changed and expanded.

This is the first year that the walk and run seeks to directly benefit local schools, whereas in previous years it has raised funds for charities like the Upper Keys Humane Society, where Pascal volunteered. With a suggested donation of $30, the 5K is raising money for Treasure Village Montessori and Ocean Studies Charter School, both schools Pascal attended.

“I strongly believe that he was able to become the person he became as he grew older because of the educational experiences he had at Ocean Studies,” said Poholek. “That continued in the same way when he went to Treasure Village.”

Poholek describes the growth Pascal experienced in both schools, which helped him to become the beloved student, classmate and friend his community remembers.

“During his time at Treasure Vil-

lage, Pascal grew to have more selfconfidence and more positive relationships and experiences,” says Poholek. “He had very encouraging and supportive teachers there, and the friends he met made a huge difference in his life.”

As an active volunteer, Pascal’s devotion to the community is reflected in this year’s goal of raising money for his elementary and middle schools. The 5K event is also inspired by his love for running, which he discovered early on in his life.

“Pascal followed in his brother Daniel’s footsteps to become an avid runner,” Poholek said, describing how Pascal grew to love the sport. “Running was a pretty significant part of his life. It was something he was doing a lot of in the last year of his life.”

Coached by Wray, Pascal participated in a number of runs every year in addition to his participation in Treasure Village’s running club, and was an athlete for Unified Track. Wray remembers the immediate impression that Pascal made on him when he joined the running club when he was about 6 or 7 years old.

“I asked him once if the timed lap he just completed was hard. Exhausted, he just looked up and said ‘yes.’ There was no complaint in his response, just the honest answer,” said Wray. “He was so pure, so simple, so determined and self-inspired, with humble goals to just do his best.”

The event is set to begin on Saturday, May 6, at 8 a.m. at Treasure Village Montessori. Participants can sign up at runsignup.com/Race/FL/Islamorada/PascalsWay5K, with a suggested

LEYLA OCHOA CROWNED MISS CORAL SHORES

FORMER WINNERS AS FAR BACK 1954 ATTEND 70TH EVENT

Coral Shores High School’s finest young females showcased their talents and unique abilities before three judges and a crowd of families and friends at the 70th annual Platinum Jubilee Miss Coral Shores Scholarship Contest on April 21 at the Performing Arts Center. With a number of former Miss Coral Shores winners in attendance – including the first winner in 1954 Miss Coral Shores Betty Waggle McInernery – senior Leyla Ochoa was chosen to be the 2023 Miss Coral Shores. First princess went to Lola Yong and second princess was awarded to Riley Cooper. The Miss Congeniality Award went to Yong and the Miss Judy Hoke Award went to Valerie Randall. Judges included Holly Merrill Raschein, Tiffany Williams and Joyce Bennett. The event was sponsored by the Chi Sigma chapter of Beta Sigma Phi and Coral Shores High School. Other contestants were Madison Vandiver, Olivia Hughes, Chrislyn Lowell, Noel Reyes and Makayla Hann. Eligible contestants needed an unweighted GPA of 3.0, had to write an essay and sit for a personal interview. The top 10 scorers went on to compete for the title. Contestants rehearsed for six weeks to learn the opening number and practice their personal showcases in preparation for the big night.
