Lady Conchs put up 5 against Lady Canes
The Key West girl’s varsity soccer team traveled north to face the Coral Shores Hurricanes on Nov. 30. In the end, the Lady Conchs were too much offensively for the Canes in a 5-2 victory. Teams went back and forth going into the first half with the Conchs up 2-1. In the second half, the Conchs scored three goals en route to victory. The Lady Conchs, 3-4, head on the road for a game at Somerset Academy Silver Palms, 3-0, on Friday, Dec. 3 at 3 p.m. The Lady Canes, 4-1, will go on the road to face St. Brendan in Miami on Monday, Dec. 6 at 6 p.m.

FEDERAL FUNDS ASSIST YOUNG ADULTS
The Florida Keys Children’s Shelter (FKCS) recently received a federal grant of $600,000 over a three-year period from the U.S. Department of Health and Human Services Administration on Children, Youth, and Families (ACYF) for the development of a new Transitional Living Program (TLP).
Transitional living services will be provided to young adults, ages 16 to 22, who may be homeless, aging out of foster care or in a variety of other situations which limit self-sufficiency. Youth who are emancipated between the ages of 16 and 17 will be served at the TLP; otherwise they will be served by FKCS’s Jelsema programs.
FKCS will offer individual and group counseling sessions with on-site support staff that will include case management, health and wellness, independent living skills, educational planning, career development and vocational training.
Outreach efforts directed toward community agencies will also support this program, and in turn, substantially satisfy a regional need for a safe, stable living environment for youth to learn or enhance their life skills, abilities and potential.
“I’ve been with the Florida Keys Children’s Shelter for 21 years. And for 21 years, I have watched hundreds of kids age out of services, with nowhere to go,” said Florida Keys Children’s Shelter CEO, Ben Kemmer. “I’m so proud to be part of this exciting new chapter with our organization.”
The Florida Keys Children’s Shelter TLP is designed to take the individual needs of each resident into consideration, but the goal for each individual is the same — to successfully make the transition into a responsible, independent, young adult.
“We could care for the kids until they are 18, but then they were sent away to Miami and beyond, for assistance in their last step, transitioning into adulthood,” said Brad Copeland, FKCS chairman. “Sending Keys kids to Miami at 18 years of age, with no job and no money, is a formula for failure. Now with our new TLP program, our kids will be supported in a loving home environment, while they work through first jobs, college, trade school, or whatever path to success they choose.
FKCS is seeking to fill three positions for this new program: a case manager, a coordinator and a community specialist. All positions require a bachelor’s degree, as well as a minimum of two years related experience with runaway and homeless youth.

Global event raises awareness during Black Friday
Hi friends! Reef the fox here with another edition of “Reef’s Report.”
My mom was away this past weekend again, as she traveled back up to New York City for Fur Free Friday. This global day of action happens every year on Black Friday, the busiest shopping day of the year to raise awareness and speak up for the 100 million animals that are killed around the world every year for their fur.
There were over 100 people handing out flyers, speaking out in front of stores like Dior, Louis Vuitton, Dolce & Gabbana and Moncler. Then my mom and her friends ended at the Canadian Consulate General’s Office on Park Avenue to make it clear that banning fur farms in Canada is the right thing to do. Did you know the Canadian Government spent millions of dollars bailing out fur farms last year?
Mom said she saw so many people wearing real fur on the streets of New York CIty, and that makes me sad. People walking their dogs and wearing fur! Doesn’t make sense, does it? Anyway, you can help foxes like me by not supporting any of those companies until they make the commitment to stop selling fur.
There are some fun things going on in the next few weeks here in the Upper Keys. On Thursday, Dec. 2 at Buzzard’s Roost, MM 106, Marrvelous Pet Rescue is hosting its famous “Yappy Hour” from 5:30 to 7:30 p.m. Go and get some good food, good drink and meet some of their adoptable pups. Wouldn’t it be amazing if some floofs got homes for the holidays?
On Saturday, Dec. 11, the Key Largo Sunset Rotary Club will be having its annual Key Largo Boat Parade on Blackwater Sound. There are plenty of spots to view this parade on the water and on land, including Caribbean Club, Big Chill, Sundowners and the Marriott Resort.
It all starts at 7:30, so be sure to join one of our favorite local traditions, the Key Largo
Boat Parade.
At the Carribean Club, there will be live music on the outdoor stage by the Luke Sommer Glenn Band and food will be available from G’s Taco Truck. Come up early to grab a good seat! Chairs and blankets are welcome. Sorry, no coolers allowed on property.
Get ready for Christmas With Coral on Dec. 18. Yep, Coral the fox will be back at One Grind KL to meet and greet with all of her friends. She may be joined by a very special guest if it all works out, so stay tuned for that. NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
December 2, 2021, City of Marathon, Voluntary Home Buyout Program 9805 Overseas Highway, Marathon, Florida 33050, 305-289-4109 These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Marathon.
REQUEST FOR RELEASE OF FUNDS
On or about December 20, 2021, The City of Marathon will submit a request to the State of Florida Department of Economic Opportunity (DEO) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the Federally-Funded Community Development Block Grant – Disaster Recovery (CDBG-DR) Voluntary Home Buyout Program for the purpose of acquiring properties within the City of Marathon, Florida that sustained substantial damage from Hurricane Irma that are in Special Flood Hazard Areas and in high-risk flood areas to reduce the impact of future disasters. Assistance will be provided to qualified low to moderate income households with the focus on beneficiaries that do not have flood insurance on their properties. The City of Marathon received $5,000,000 to purchase and demolish housing units as determined by condemnation, flood levels and/or status as beyond reasonable repair and to relocate property owners outside the threat of flooding.
FINDING OF NO SIGNIFICANT IMPACT
The City of Marathon has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Marathon Planning Department, 9805 Overseas Highway, Marathon, Florida 33050 and may be examined or copied weekdays 8:00 A.M to 5:00 P.M. It is also available online at the following website: www.ci.marathon.fl.us/planning/page/cdbg-voluntary-home-buy-out-grant-program. Hard copies of the ERR may be requested by e-mail to covellim@ci.marathon.fl.us.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the Maria Covelli, City of Marathon Grants Coordinator, Voluntary Home Buyout Program, City of Marathon 9805 Overseas Highway, Marathon, Florida 33050. Comments also may be submitted by e-mail to covellim@ci.marathon.fl.us. All comments received by December 17th, 2021 (within 15 days following the publication date of this notice; 18 days if posted) will be considered by the City of Marathon prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Marathon certifies to the State of Florida DEO that George Garrett in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Marathon to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State of Florida DEO will accept objections to its release of fund and the City of Marathon’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Marathon, George Garrett; (b) the City of Marathon has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State of Florida DEO; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the State of Florida DEO at 107 East Madison Street, Tallahassee, Florida 32399. Potential objectors should contact the State of Florida DEO to verify the actual last day of the objection period.
