The Wishing Wall - Riverwalk Community Mural A Temporary Public Art Installation Call for Artist To work on a Collaborative Team for a Temporary Community Mural

Project Overview Near the Tarrytown Lighthouse in Sleepy Hollow, is an old undulating wall composed of 65 concrete panels each measuring 8’ wide by 10’ tall. After this year, the panels will be removed as part of works required to transform this ex-industrial riverfront into a new spectacular public open space. Prior to their removal, they will become the canvas for a temporary participatory art mural, which will celebrate the community’s aspirations. The project proposes to include the following: • Various opportunities for community participation in its planning and execution • A cohesive design element, possibly referencing the river running across all the panels • Imagery inspired by responses collected from community members regarding their hopes and dreams for the future, composed and laid out by selected artist(s); painted by volunteers • Possibility for community members to directly add their written or drawn wishes to the wall • Opportunities to experiment, learn together, and test ideas that could inspire permanent murals for elsewhere in the community • Utilization of donated, leftover paint • Shared photo and video documentation of the wall’s transformation and the completed mural • Embracing temporary nature of project

Location The wall described previously, which will be the site for this community mural is located in Sleepy Hollow, NY along the Hudson River between Kingsland Point Park and the Tarrytown Lighthouse at Sleepy Hollow. The wall can be accessed by the Riverwalk path, walking north from Horan’s Landing and south from Kingsland Point Park. Artists can apply to work on Collaborative Teams for one or more of the following phases described further below: Mural Design: (3-5 artists) splitting an honorarium of $1,500 • On-site Layout and Selected Painting of Mural: (4-8 artists) splitting an honorarium of $8,000 • On-site Community Arts Education: compensation on a per hour basis; fee to be determined

Artist Qualifications General requirements for interested artists include: willingness to work collaboratively; able to meet time commitment within the desired timeframe (see each phase for more details); experience working on community art projects or as arts educator. Preference given to local artists.  Mural Design The Mural Design Team will be composed of 3-5 selected artist members with a total honorarium of $1,500 to be shared between them. Artists on this team must be willing to work collaboratively, have ability (and preferably experience) to take ideas and drawings from the community and compose them together and scale them appropriately for the wall layout; able to meet the time commitment required in the desired timeframe; able to produce the deliverables noted below. Preference will be given to local artists. Mural Design Process A call for community participation will include a call for ideas, responses to the prompt: What do you wish for the future? What are your hopes and dreams for the future? This could be for yourself...for your loved ones...for our community...for the world

The Wishing Wall Embracing the temporary nature of this community mural, the theme is aspirational, with the intent that when the wall comes down it will be releasing our wishes, making way for them to come true. Similar to blowing seeds off the head of a dandelion, cracking open a fortune cookie, or blowing out birthday candles. It's an opportunity to look forward together, sharing our hopes and dreams for the future and celebrating them collectively. The Mural Planning Committee will be collecting and organizing community submissions both via online forms and physical drop-box locations, encouraging submission a large variety of medium from children’s drawings, written words, photos, collages, etc. The material gathered from the community will be turned over to the Selected Artists of the Collaborative Team interested in participating in the Mural Design phase. Members of this Mural Design Team will be responsible for deciding how to incorporate the submissions and compose them across the wall within the overall mural design, scaling up as seen appropriate. Members may also include their own responses to the prompt within the design. Deliverables of the Mural Design Team will include a scaled drawing for the layout of the mural design on the wall. Written narrative, concept sketches, or any other supporting documentation that will help convey the design intent to help guide the members of the On-site Layout and Painting Team to successfully execute the intended design. The Selected Artists on the Mural Design Team will decide how and where to meet (whether virtually or in person) and how they will possibly divide and delegate the work amongst themselves. The overall design must be cohesive. The Mural Planning Committee will review the design prior to its hand off to the On-Site Layout and Painting Team. Goals of the Mural Design include the following: composed of different intermingling elements which will include: • graphic elements that run across all panels for continuity along the wall, to infill between the other ◦ elements (could be inspired by the river), and for an overall unifying impact at a scale viewed from afar (for example from the lighthouse) imagery and words from the community submissions, composed, collaged and scaled up ◦ defined shapes where the public can come and directly paint their own contributions on schedule days ◦ designated areas painted black where the public will be encouraged to add their own chalk drawn or ◦ written contributions during the life of the mural •

to be organically spread across the panels not with hard divisions by panel for overall impact and also for the ability to leave some parts of wall blank if needed without it feeling unfinished

a clear scheme or concept for how the various elements will be laid out and work together, but flexibility so that details of the mural can evolve as it is executed

possibility for the painting of certain elements to happen earlier, while the design of other elements are being finalized to help expedite the timeline

take advantage of the colors of the donated, upcycled paint

On-site Layout and Painting The On-site Layout and Painting Team will be composed of 4-8 selected artist members with a total honorarium of $8,000 to be shared between them. Artists on this team must be willing to work collaboratively; willing to work outside; able to meet the time commitment required in the desired timeframe; able to layout mural design on the wall; able to paint outlines and selected areas in preparation of and after majority of painting done by volunteer painters. Preference will be given to local artists.

Mural Painting Process Preparation of the wall (power washing) and collection of the donated paint will happen concurrently to the Calls for Artists and Community Ideas. Once the Mural Design has been reviewed by the Mural Planning Committee, scaled drawings and any accompanying documents produced by the Mural Design Team will be turned over to the On-site Layout and Painting Team for them to lay the design out on the wall. There will be opportunities for the Selected Artists on this team to also include their own artistic responses to the design prompt within the mural. The Selected Artists on the this team will meet in person, on-site, to decide how they will divide and delegate the work amongst themselves. They will need to coordinate with each other and the Project Coordinator to assure that the work is completed according to an agreed upon schedule. There is flexibility about which days and daylight hours when each artist may complete their portion of work. Each panel will be numbered for ease of reference. Following the guidance of the Mural Design Team, members of this team will be responsible for assigning which colors will be painted in which specific areas, for the areas that are to be infilled by volunteer painter following a “paint-by-number” system. The Project Coordinator will communicate quantities and colors of paint available for use as it is known. As portions of the design are laid out, painting by volunteers will begin. Members of this team will have to touch up and possibly infill small areas once volunteers have completed the bulk of the painting work. This work may include work on ladders and lifting partial or full 5-gallon pail of paint. On-site Community Arts Educators will assist in helping provide guidance to volunteer painters. The Project Coordinator will be the liaison between the different Selected Artists teams and between them and the volunteers. Goals of the Mural Painting include the following: various opportunities by community members to paint or draw on the wall, by • coming at scheduled or drop in time for paint by number ◦ coming at scheduled or drop in time to paint their own design (with assistance from Community Art ◦ Educator) directly adding to chalk wall section ◦ participants will have fun and feel safe when working on the project • not to paint the wall in a linear fashion (from one side to another), but across it strategically (activating areas • all along the wall and then infilling in between them) to be a socially safe distanced activity • photo and video documentation to happen throughout the painting process, as well as once completed • for additional goals for the project, refer to those listed under Mural Design • On-site Community Arts Education Selected Community Arts Educators must be willing to work collaboratively; willing to work outside; have experience working with community members, volunteers, or as an arts educator; and preferably have ability to explain how to scale work up (from community members’ sketch to a scale appropriate for painting on the wall). Preference will be given to local artists or arts educators. Selected Community Arts Educators will assist in helping provide guidance to volunteer painters. They will be compensated on a per hour basis; fee to be determined. There is flexibility regarding days and hours to be worked; applicant's availability to be indicated when applying. On-site Community Arts Educators dates to be determined, please share general availability between September 15-October 6, 2020, which is the tentative time painting is scheduled to happen.

As an applicant for the opportunity to participate in this temporary public art project, I certify that all statements made in this application are true to the best of my knowledge. I understand that the Mural Planning Committee may make duplicates of my images and application materials for the purpose of the consideration of my application. If selected, I commit to being able to work collaboratively to complete the scope of work in the tentatively scheduled timeframe outlined in the Call for Artist, for each phase of the project for which I have expressed interest in participating. I understand that any work that I create for this project maybe be documented by photography or videography, and that the Village of Sleepy Hollow retains rights to use such documentation in print, on the internet, and all other forms of media for educational, promotional, and archival purposes.
