飛耀七十・再創新契機 70 Glorious Years, Creating New Opportunities

局長期許 Exhortation from the Director General 時光荏苒,臺北國際航空站自民國 39 年 4 月 16 日正式成立迄今已臻六十載,除為本局在臺設 立之第一個航空站外,在我國航空發展史上,亦扮演相當重要之功能。 在過去六十年間,隨著我國經濟起飛,松山機場亦同步發展與擴建,並同時提供國際與國內航 線服務,一度成為東南亞最佳機場。雖然在民國 68 年桃園國際機場完工啟用後,國際航線移至該機 場,惟松山機場仍持續成為國內航線之樞紐機場,並於民國 86 年達到進出旅客 1,500 萬人次之最高 峰,嗣後受到西部走廊高速公路路網的形成,以及高速鐵路與台鐵東部北迴線太魯閣號之陸續通車, 使其運量大幅下滑,重要性逐漸降低,更一度面臨存廢之爭議。隨著兩岸關係逐漸融冰,在多數民 意的期盼下,兩岸雙方展開會談與協商,並跨出歷史性的一步,自 97 年 7 月 4 日起我方開放包括松 山機場在內之 8 個機場飛航兩岸週末直航包機,12 月 15 日起進一步擴大為平日包機,98 年 8 月 31 日更開始實施兩岸定期航班,松山機場在其中均扮演相當關鍵性之角色,也使得松山機場之發展出 現新的契機。 松山機場因位處臺北市中心,有其地利之便,再加上周圍商業活動發展成熟且大眾運輸路網完 善,有利於商務航空之發展,因此,松山機場未來除將持續作為國內本島及離島航線重要樞紐機場 外,更將朝向商務機場之方向發展,以提供區域內政經城市、商務通勤等中短距離航線之客、貨運 輸服務。目前我國除已與日本完成航約之修訂,預定 99 年 10 月起飛航松山機場與日本羽田機場外, 本局後續更將積極與韓國及中國大陸洽商松山機場與首爾金浦、上海虹橋等機場之航線連結,以具 體落實總統打造「東北亞黃金航圈」之政策目標。 展望未來,本局除將加速松山機場之各項建設計畫,以早日提供旅客更為安全、舒適、便捷及 高效率之搭機環境外,亦期許臺北國際航空站全體同仁在航空站主任的領導下,都能群策群力、發 揮創意,面對困難與挑戰,並在這個迎接六十週年的歷史時刻,承先啟後,繼往開來,共同為提昇 場站設施及優質服務品質勇往直前,使松山機場能展翅高飛、風華再現,再創輝煌新局!

of Kaohsiung International Airport's runway 27 and Chiayi Airport's runway 18, installed and strengthened lighting equipments of Fongnian Airport, Hualien Airport, and Songshan Airport, resulting in enhanced flight safety. We have been graded with "Excellent" in the National Critical Infrastructure Protection Drill, and have been awarded with first place in the CAA Annual Performace Evaluation of Agencies, first place in Regular Evaluation of Service Performance, and third place in Evaluation of Document Performance. Moreover, the launch of the themed exhibition "Guardian of the Sky: Air Traffic Control" curation has generated great responses from the public. These achievements have been an encouraging force for our colleagues at ANWS to perfect administration management and to keep improving services provided to the public. In response to the construction of Taoyuan International Airport Terminal 3 and its air traffic condition, as well as demand for information integration, we have been carrying out the "Taiwan Taoyuan Internationfic Control Tl as a 360 degree ATC tower stimulation system, which can provide air traffic controllers with further training and emergency response skills. It is estimated that the new system transfer will be completed by the end of 2019. In the future, with a continuous rise of air traffic volume across the globe and a condition where a huge amount of air traffic information has to be integrated and shared promptly, difficultcoe to the Aviation System Block Upgrades (ASBU) set out by the(GANP), we are algies, rmances of ATC personnel. By meeting international standards, Taipei FIR will be marching forward to safety, efficiency, quality, and sustainability!

主任感言 Testimonial from the Director 我們努力做到為旅客守候每讓每一一次位旅客的落地,優雅地安全舒適的抵達從松山機 場起飛,展開他幸福的旅行松山機場,這是我們機場團隊,也悉心的不斷努力點點滴滴細 細耕耘的目的,期盼每位到訪的旅客、民眾都能威受到我們誠摯的一顆心。 這幾年航空產業因應市場需求、政府政策及機場量能的快速變革,航空公司開始以 ATR

72 機隊經營國內航線,社會大眾對於環保議題的重視,合民間資源與創意,以藝術、友善、 安全、科技、環保等主題建構以及旅客服務品質的需求度 一也更加的提高,因此,我們進 行跨機關合作,結座兼具現代化及人文氣息的智慧犁機場,並且積極提升機場軟硬體設施, 妥善規劃資源,營造便捷、優質的搭機環境及服務。 正當其他機場不斷的開放新航線的同時,松山機場在現今民航政策下為有限度發展的機 場,但我們並未因此裹足不前,而是持繯的努力,並將成果反映在營運績效上,包括 107 年的起降架次較 106 年成長 7.8%, 達 58,056 架次;客運量則是成長 4.76%, 達 622 萬人次; 營運收支謄餘更是由 106 年度的 10 億增加至 12 億等,我們深信只要在自己的崗位上持繯 創新、追求卓越,必能突破一次次挑戰,贏得旅客的支持與最滿意的評價。 近年我們也將陸續完成跑道整建、國際線管制區免 店增建工程及軟體升級等,期能以 最好的品質與設施提升 機場的服務能量,並提供更優質的運輸服務,朝向「親善、便捷、 永續發展的首都商務機場」之願景大步邁進。 臺北國際航空站 主任

We work hard to have every passenger enjoy a delightful takeoff from Taipei Songshan Airport for a happy journey. We also carefully watch out for every landing so that passengers can arrive at Taipei Songshan Airport safely and comfortably. This is the goal that our team works tirelessly to achieve. It is our hope that every passenger and member of the general public can appreciate our heartfelt devotion. The past few years have seen the airline industry adapt to rapid changes in market needs, government policy, and airport capacity. Among others, the ATR 72 emerged a popular choice for domestic flights, tate sector with a view to creating a modern smart airport characterized by a humanistic touch and such themes as the arts, user-friendliness, safety, technology, and environmental integrity. 組織沿革 Past and present leaders ▎民國39年4月16日成立,機關名稱為「交通部民用航空局臺北航空站」。 ▎民國54年1月1日更改機關名稱為「交通部民用航空局臺北國際航空站」負責國內與國際航空運輸 作業之服務。 ▎民國 68 年 2 月 26 日桃園中正機場落程啟用,國際空運業務遷移至中正機場(現為桃園國際機 場),本站遂成為國內主要空運作業機場。 ▎本站原同時肩負我國國際及國內航線的重任,對我國民航事業發展具有歷史性意義,並因時有國 賓專機在本站起降,故仍維持原名稱使用。

歷史回顧與傳承 Past and present leaders 一甲子之歷史 重塑耀眼之未來 臺北航空站為在臺設立的第一個航空站,一開始即為國際、國內共用機場,當時僅臺北—香 港航線,每日到離站班機僅數架次,旅次則僅有數十人;之後,隨著國內航空公司的設立,以及 外國航空公司來台開闢國際航線,開始擴展相關建設,新建跑道及滑行道、擴充候機室及規劃新 建航站大廈。 臺北航空站為在臺設立的第一個航空站,一開始即為國際、國內共用機場,當時僅臺北—香 港航線,每日到離站班機僅數架次,旅次則僅有數十人;之後,隨著國內航空公司的設立,以及 外國航空公司來台開闢國際航線,開始擴展相關建設,新建跑道及滑行道、擴充候機室及規劃新 建航站大廈。 民國 60 年完成航廈之擴建,檢查室、登機室及國內候機室之增建,其他如停車場、噴水池 等相關附屬設施陸續完成。硬體場站設施之擴充改善,配合組織員額增加,使得機場的各項服務 功能得以落實,諸如:服務台的設置、國立歷史博物館的文化服務專櫃與櫥窗展示,郵局、電信 局、銀行、保險公司、觀光局旅服中心、華僑服務站、菸酒公賣局、圓山飯店、特產店、免 稅商店等均在這時期陸續駐站。本站營運量在桃園國際機場開放前達於高峰, 民國65年當年旅客人數近500萬人次,起降架次近6萬架次。 民國 68 年桃園國際航空站開始營

承續拓展・回顧與變革 Continuation and Expansion -Review and Development

運,國際航線遷移至桃園站作業,本站配合修改國內線相關服務動線,松山機場成為單純的國內 機場,所騰出的空間,包括原國內線候機室、入境區、登機室、過境長廊、候機大廳等,則租借 供外貿協會及觀光局旅遊服務中心使用,在有限的國內航線業務外,尋求活絡機場商機。 民國 76 年政府開放天空政策後,新航空公司及新航線陸續增加,提昇民眾對航空運輸的需 求,至民國 85 年平均每日起降架次高達 522 架次,至民國 86 年當年旅客人數更突破 1,539 萬人次, 國內航線於此時達於顛峰。為因應運量的不斷增加,各項改善工程陸續施作,為提供過往頻繁的 旅客寬敞舒適的航廈空間,增設旅客自動服務系統等相關服務設施。 由於第二高速公路、鐵路電氣化陸續完工及民國 96 年高鐵通車,影響國內西部航線,航空 公司陸續退出不具經營規模的航線,致使西部台中、嘉義、台南、高雄等航空站航機起降次數銳 減,旅客人次大量流失。惟97年7月起配合開放兩岸直航包機後,兩岸航線旅客逐步填補國內航線 所流失之運量,松山機場始稍解國內航線市場重創之窘境。

近十年機場營運概況 Overview of airport operation in the last 10 years 旅客量統計 因為國內線運量趨於穩定,以致於105年度之起降架次達59,351架次,與104年57,637架次相較 增加2.97%,客運量達614萬人次。營收由104年的20億954萬元,成長至105年的21億9,045萬元, 增加9%。

Overall Passenger and Cargo Volumes Domestic flight volume has shown stable growth, from 57,637 flights in 2015 to 59,351 flights in 2016: a 2.97% increase. A total of 6,140,000 passengers were welcomed in 2016. Revenue increased 9%, from NT$2,095,430,000 in 2015 to NT$2,190,450,000 in 2016.

A Smart Airport Built on Advanced Technology In order to improve aviation security and shorten boarding time, we have implemented a digital boarding system coupled with automated customs and biometric verification systems. In addition, a customer feedback system is available in all restaurants, service kiosks, breastfeeding rooms and washrooms, to allow an immediate response to the needs of travelers. 公私部門合作提升服務品質 於國際線入境時提供旅客免費使用Skype 網路電話報平安或聯絡接機事 宜,省去購買電話卡或更換零錢之不便,並於機場三處服務台提供免費供旅 客緊急使用。正新輪胎捐贈的具剎車功能的行李手推車、日本精工(SEIKO)公 司無償提供子母鐘及戶外時鐘等等,我們結合公私部門善用各項資源,提供 旅客優質舒適的搭機環境。

Quality Services through Public and Private Sector Collaborations Free Skype calls are available for passengers upon international arrival, for the purpose of contacting family and friends, thus saving the trouble of operating pay phones or purchasing phone cards. Similar service is also available at 3 service kiosks for emergency use. Cheng Shin Rubber Ind. Co.'s donated luggage trollies equipped with hand-breaks. Japanese company Seiko also donated indoor and outdoor clocks to the airport. Songshan Airport utilizes resources from both the public and private sectors to give our passengers the best possible traveling experience.
