It has long been a stated goal of the Malaysian government to establish Malaysia as a hub for the promotion, distribution and production of Halal products and services. In addition, it is a matter that is close to my heart. In the same way that Malaysia has spearheaded the formation of Islamic Financial Services Board for the creation of standards for the Islamic Finance Industry worldwide, the World Halal Forum in Malaysia can be the premier platform for the meeting of minds of the Halal industries worldwide. The world Halal Forum will be the focal point for international industry leaders and related organisations to converge and discuss Halal trade and business matters. This will encourage a new level of international collaboration by establishing an effective business arena among the key players and decision makers of the Halal industry worldwide. This event will also be an important step in Malaysia’s continued efforts to develop intra-OIC trade and economic development in these countries. To achieve this, the development and acceptance of standards in the Halal industry is essential. While Malaysia has developed Halal Standards, it is up to the industry to adopt and implement them for the continued good of the industry. All parties should take advantage of this platform and make inroads in networking and making profitable working collaborations amongst the world’s industry leaders. I also encourage all those concerned to lend their support to this event which is of great importance to our nation and Ummah. The new Chairman of the World Halal Forum is Dato` Seri Sheikh Saleh Abdullah Kamel. Sheikh Saleh takes over the post from Khairy Jamaluddin, who completed the two-year term as the Chairman of WHF (2006-2007). Sheikh Saleh is currently the President of the Islamic Chamber of Commerce and Industry (“ICCI”), an OIC organ representing business chambers from the 57 member countries and is also chairman of the General Council for Islamic Banks. Born in 1941 in Saudi Arabia, Sheikh Saleh is both a highly successful businessman and a passionate activist in promoting an Islamic economy. He is the founder and chairman of Dallah Al Baraka Group, a conglomerate with interests in banking, media, agriculture and services spanning more than 32 countries. Sheikh Saleh recently outlined the 10 year work plan of the ICCI,whose objectives focus on: ethical trade transactions, deepening solidarity between Islamic states and increasing the volume of trade. His aspirations and vision for the Islamic states that are willing to commit themselves to this bright future would be to set up “a unique governing body that governs and regulates the quality and handling of food products”. Such a body would operate under the auspices of the Organization of Islamic Conference (OIC). Sheikh Saleh volunteered the services of ICCI for this noble yet essential cause and in this regard, obtained the mandate from the OIC at the Islamic Summit Conference in Dakar, Senegal on 13th to 14th March 2008. To facilitate the above Sheikh Saleh outlined the following steps: 1. Developing best practices and promoting them. 2. Creating international standards amongst Muslim states in reference to Halal standards. 3. Increasing availability of Halal products in both Muslim and non-Muslim countries 4. Work in tandem with governments to develop the Halal industry globally. The World Halal Forum Secretariat believes that the new World Halal Forum chairman will take the event and its programmes to even higher levels and on a global scale. This ambition is befitting given this year’s theme of “Sustainable Development through Investment & Integration”. The Secretariat thanks its outgoing chairman Khairy Jamaluddin for his pivotal role in creating the awareness and appreciation of halal through the World Halal Forum. His leadership, based on clear directions and strong principles has made the World Halal Forum a force to be reckoned with globally in two short years.

The Path Towards Halal industry Integration

The Halal market since the last World halal Forum (WHF) has seen a flurry of activity and various initiatives proposed to address the various issues highlighted. The vast array of information on the Halal industry available through various media channels, conferences, workshops, seminars and trade expos staged not only in Malaysia but throughout the world have culminated in vast and many faceted movements, to provide a universal doctrine addressing the huge potential market. So much so that there is currently an abundance of statements and MOU’s proposed by the major Islamic Organizations and other halal-related bodies. Upon the conclusion of WHF 2007, we have seen Islamic funds, a number of proposals to standardize Halal doctrines, and abundant halal showcases. The halal bandwagon in this short time has become a caravan of ideologies and aspirations that stretch beyond Islamic borders. The World Halal Forum was a pioneer in actually defining Halal as an industry and made the first estimate at quantifying the size of the global industry. Since then, the estimated market size figure used in publications has fluctuated from one to another but the magic “USD580 billion” coined by WHF is the one most often quoted. When coupled with the Islamic Finance market of over USD 500 billion, the total size of the Halal goods and services industry thus far breaches the significant trillion dollar threshold. It is no wonder then that there are no shortages of players trying to penetrate the market. The main issues highlighted previously by the forum being: A. INTEGRITY B. CAPACITY C. FINANCE AND D. COMMUNICATION Raising the awareness of the above issues has spawned a number of coordinated and yet to be ratified constitutional proposals. These include requests from noble and reputable bodies such as the Islamic Chamber of Commerce and Industry (ICCI) as well as loosely integrated alliances. The integral part of the Halal market is still the concrete aspect of integrity. This revolves around the beauty of our sacred religion, which entrusts man with the secrets of healthy and moral living. It is a fundamental aspect of Islamic lifestyles to maintain and improve our macro-environment on a moral basis. The core beliefs of all Muslims revolve around the two key words of Halal and Haram. This cannot be forgotten or ignored. In view of this, the necessity of a Halal doctrine to originate and be championed by the collective effort of Islamic nations is imperative, as it should be the ultimate authority dictating and allowing the emergence of non-Islamic players into the market. The current situation is in fact the reverse whereby Halal standards and certification activity is primarily led by nonMuslim countries.

However with the birth of a global economy, it is virtually impossible to hinder the growth of purely capitalistic motivated institutions meandering themselves to consolidate control of both demand and supply of the halal market. Hence, the birth of another vital perspective of the global Halal movement: Education. Education moves beyond the basic concepts of communication and mass awareness. It builds substance behind the motivation. In terms of the Islamic context, it is a holistic approach in entering the Halal market. A platform for every endeavour within the Halal market should be at its core enlightened to the root understanding of the Halal concept. It is the responsibility of the centralized Islamic authority governing the halal doctrine to make sure that it provides not only a prescriptive mandate to the hopeful applicant but a solid background which allows them to rationalise, understand and most important of all empathise with the guiding principles. This brings to bear the same old story of Halal certification. Who can issue it? How do they qualify? Will there be too much governing authority vested in a singular body, therefore leading to a myriad of future disagreements? Among the many initiatives within the certification issue, none have stood out as much as the initiative to be undertaken by ICCI. The ICCI is an affiliated institution of the Organization of Islamic Countries (OIC) which represents the private sector of the 57 member nations. At the recently concluded OIC Islamic Summit in Dakar, Senegal the mandate to spearhead the Global Halal agenda under the auspices of the OIC was clearly given to ICCI. . The clarity and simplicity of the vision put forth by His Excellency Sheikh Saleh Kamel, President of ICCI is exemplary. His tireless and altruistic approach to ironing out the major obstacles in setting up a Global Halal Authority should be taken into serious consideration by all the OIC member states. The methodology presented will facilitate and empower Islamic nations to not only be the major hubs and providers of Halal products, but increase their economic output based on their production capabilities. As the major consumers of Halal products and services, the Muslim world will have spoken with one voice and producers from non-Muslim countries would have no choice but to comply. A standardised approach to the Halal concept will provide a basis for research and development within the outlined context, paving the way for innovation and future product generation; enabling an excellent base for a knowledge economy to thrive. Most Islamic states are bordering between the first, second and third wave economies (agrarian, industrial and knowledge) and the opportunities it presents for growth will be an eventual stepping stone to move on to the next wave. For all these outlined points and directives there is a need to step up to these idealistic commitments. As Sheikh Saleh famously outlined in his proposal for the ICCI to be given the mandate to harmonise international halal standards - a simple approach is necessary – therefore it is pivotal to begin with a commitment and work out the finer details from there.

During the height of Islamic civilization the Muslim empire was a vast and chaotic group of varying authorities, beliefs and as always civil unrest. Yet amongst all this intrigue, the empire prospered grew and was looked up to. The Islamic love of knowledge helped to bring about the Renaissance, Reformation and the eventual scientific revolution in Europe.

There are a myriad of other considerations that have to be carefully realized and implemented. These include public perception, environmental issues and proper ethical practices. Islamic banking as powerful as it has become, is being questioned on its ethical practices, and methodology. This is mostly due, a lack of proper knowledge and at times transparency that is not readily available. Islamic banking and investments have grown incredibly over the past few years, and there is a need for them to diversify their investments into other areas. Naturally the big wave in the global market has the word “Halal” attached to it, and it’s very important for these financial institutions to not only morally support these industries but provide the financial means for expansion. In Malaysia, these fundamental perspectives have been highlighted, by all the major governing Halal authorities as well as the local government. Halal parks, trade incentives, financial aid, and the setting up of the Halal Industry Development Corporation (HDC) are amongst the various initiatives in Malaysia’s drive to become the world’s global Halal hub. As quoted by the honourable Prime Minister of Malaysia, Y.A.B. Dato’ Seri Abdullah Ahmad Badawi “Malaysia’s commitment to support and nurture the halal market, on both the local and domestic fronts, is a clearly stated policy of our government. For these reasons Malaysia takes its role as the host of the World Halal Forum very seriously”. Taking the Malaysian initiative as a worldwide example of the marriage of concept and application, it is not difficult to envision the future of the Halal market. By facilitating the growth of both demand and capacity, the nurturing process of consolidating an international presence and authority is so very close to realization. This year’s theme of the World Halal Forum “Sustained Development Through Investment and Integration” is a culmination of all the above discussed issues. Resolutions, applications and the summation of concepts will finally come to equate to an agreement that will outline the transition from an ideological concept to a foundation of principles and methodologies. A guiding light to outline the many initiatives and aspirations that will eventually come to guide the lives of almost 2 billion Muslims will be illuminated. The internalisation and realisation of the Halal agenda has the ability to give rise and harmonise the Islamic world, to not only reach out to one another, but to extend the benevolent hand of Islam to enrich and be enriched by others.

IHI Alliance is responding to the resounding call made by the industry by developing a global Halal certification and accreditation system that will be recognised throughout the world. To this effect, IHI Alliance has made a strategic collaboration with two key global organisations: Intertek plc (Intertek) and the Islamic Chamber of Commerce and Industry (ICCI).

COMPANY BACKGROUND The International Halal Integrity Alliance (“IHI Alliance”) is an international notfor-profit organization created to uphold the integrity of the halal market concept in global trade through recognition, collaboration and membership. IHI Alliance was formed following a resolution passed by international delegates at the World Halal Forum in May 2006. Over 30 different countries were represented at the World Halal Forum 2006 consisting of a cross-section of stakeholders across the whole industry supply chain. The outcome of the Forum that was universally supported by the delegates was the need for a Global Halal Standard and the task to spearhead this effort was mandated to IHI Alliance. IHI Alliance is responding to the resounding call made by the industry by developing a global Halal certification and accreditation system that will be recognised throughout the world. IHI Alliance will be able leverage on Intertek’s extensive global network of 630 offices, 400 laboratories and a workforce of around 21,000 spread over 100 countries. ICCI is an institution affiliated to the Oragnisation of Islamic Conference (“OIC”), which represents the private sector of the 57 OIC member countries. The ICCI President Sheikh Saleh Abdullah Kamel is concurrently the Chairman of IHI Alliance.

THE GLOBAL HALAL INDUSTRY Over the past four years, an evolving pattern can be discerned within the global halal industry as it develops and matures into a dynamic market with its own specific set of parameters. The inaugural World Halal Forum held in Kuala Lumpur in May 2006 marked the beginning of a new era for this developing market: ECONOMIC FORCE The size of the global halal food market was quantified for the first time with an estimated figure of US$ 584 billion. The attraction of this market is even more compelling when one considers that this figure is merely a conservative estimate with a tremendous upside when taking into account: • The non-food consumables sector such as pharmaceuticals, toiletries, healthcare and cosmetics; • The services sector especially finance and banking, travel and tourism; • The spin-off and ancillary activities such as research & development, logistics & handling, audit & certification etc; • The cross-over market of targeting the non-Muslim consumers leveraging on the universal quality attributes encompassed by Halal and Tayyiban (good, wholesome); • The potential increase in purchasing power of Muslims, most of whom live in emerging market countries with high growth prospects; • Muslim consumers becoming more discerning with wealth, especially those residing in non-Muslim countries, hence demanding more variety of products and services; • The rate of growth in the Muslim population due to a higher than average birth rate as well as record numbers of converts to Islam.

Currently, in the United States, more Muslims than Jews are consuming kosher products. The reason for this being that for every one halal product there are 86 kosher products. There simply is not enough choice and availability of halal products. This indicates a large vacuum to be filled. MULTI-NATIONAL CORPORATIONS (“MNCS”) The Halal market has been elevated from being a niche sector to one commanding a significant consumer voice. Marketers are already coining the term “Islamic dollars” to signify the strength of Muslims’ buying power. Previously in non-Muslim majority countries, Halal products could only be found in corner shops and specialised ethnic stores. Nowadays, they can be found on the shelves of leading hypermarkets. Halal certification logos are found on a vast range of packaged products from confectionary to ready-to-eat pre-packed meals. Selected fast food outlets in Australia and the United Kingdom that have “gone halal” have seen exponential growth in customers, reaching out for perhaps the first time to a generation of Muslims born in their adopted countries. It is quite evident that Halal has in fact become mainstream.

INDUSTRY ANALYSIS The international Halal industry is devoid of a significant non-government organisation (“NGO”) presence or position that can provide accreditation to certification bodies. The main reason for this is due to the absence of a constructive platform for the industries to communicate and network. The absence of a credible reference centre for information has resulted in industries and consumers being bombarded with various interpretations of the meaning and application of Halal which often contradict each other. Initial feedback has indicated that there is a significant need for a neutral platform established based on studies carried out at various World Halal Forum dialogues held worldwide. It was against this backdrop that the resolution was passed to form the IHI Alliance. ICCI - IHI ALLIANCE PARTNERSHIP The recently concluded OIC Summit in Dakar, Senegal on 13-14th March 2008 marked a major milestone in the global Halal industry. The OIC, being a collective body of 57 member countries representing over 90% of the global Muslim population has set its sights on the global halal market. Resolution number 135 in the Final Communique of the Summit clearly gives ICCI the mandate to spearhead the global Halal agenda for the OIC. This was then followed by a strategic partnership being forged between ICCI and IHI Alliance for the latter to implement the agenda.

It is the first port in the country to initiate the necessary steps needed to secure the “Halal” certification covering the transport and logistics chain. An important requirement in the development of the Halal Hub at Northport is to ensure that products are handled at the port according to accepted Islamic principles and practices. It is important that the process flow involved in the transport and logistics chain in the handling of the halal products secures necessary compliance standards issued by authorized or designated agency. “We have had several discussions with relevant agencies and are looking into the details on the testing, inspection, auditing and certification of products, commodities and systems in our specially designated distripark,” said the Northport’s Halal Committee Chairman, Abi Sofian bin Abdul Hamid. Northport is confident that it would be the first port in the country to be issued with the Halal cargo handling certification. HDC has been very supportive of the initiatives taken by Northport and the agency has expressed its keenness to work with Northport to ensure that the halal trade via the port meets the stringent requirements and highest of standards.

A special zone will be designated for handling of a wide range of Halal products at the Distripark which is a Customs Free Zone, allowing extensive range of value-adding activities to be carried out.

The Halal Hub at Northport will be centered at the Northport Distripark which offers a covered warehousing space totaling more than 1 million sq feet. There are dedicated cold and cool room facilities to meet the requirements of foodstuffs that need refrigeration or temperature-controlled storage space. The Halal products handling centre in the Distripark will cater both for large scale exports as well as for SMEs exporting or importing halal products for world markets.

Northport, which last year handled 2.9 million TEUs (Twenty Foot Equivalent Units) of containerised cargo, is further expanding its capacity with the RM585 million expansion plan. The expansion includes the re-development of berth 8A to handle mega size container ships of more than 12,000 TEUs which are expected to call at Northport.

Northport has three modern container terminals with a capacity to handle 4.2 million TEUs at the 13 berths stretching over a 3kms-long quay line and supported by 24 super post panamax shoreside cranes that can serve some of the largest container ships afloat. In addition it has 21 berths to handle breakbulk and conventional cargo ships. With a global consumer base of about 1.7 billion across 140 countries, the Halal market is estimated to be worth trillions of US Dollars Northport has taken special efforts to further expand the facilities and services at the distripark including extending the scope for testing and certification of halal products under our master plan. “We also intend to meet specific requirements of logistics operators; especially those engaging in cargo consolidation services,” said Abi.

“This is a positive development as a growth driver in Northport’s expansion and we hope we can help raise the standards and develop best industry practices in the global distribution, transport and logistics supply chain in the Halal trade,” where the role of port is critical in the efficiency of the delivery system,” he added. MALAYSIAN INDUSTRIAL DEVELOPMENT AUTHORITY - FIRST CONTACT FOR INTERNATIONAL BUSINESS

M

alaysian Industrial Development Authority (MIDA) is the principal Malaysian Government agency responsible for the promotion and coordination of industrial and services sector development in the country. It is the first point of contact for investors who intend to set up projects in the manufacturing and services sectors in Malaysia. MIDA also assists companies in the implementation and operation of their projects. This allowance can be offset against 100% of the statutory income in the year of assessment. Any unutilised allowances can be carried forward to subsequent years until the whole amount has been fully utilised. Applications should be submitted to MIDA.

Investors are encouraged to discuss their project interests with MIDA officers at MIDA’s headquarters in Kuala Lumpur or at the MIDA state offices closest to them. MIDA has set up 12 MIDA’s state offices in Johor, Kedah, Kelantan, Melaka, Negeri Sembilan, Pahang, Perak, Pulau Pinang, Terengganu, Selangor, Sabah and Sarawak. SELANGOR DARUL EHSAN THE DEVELOPING STATE FOR WORLD CLASS INVESTMENT

S

elangor Darul Ehsan is one of the 13 states of Malaysia. With a population of 4.8 million, it surrounds the federal territories of Kuala Lumpur and Putrajaya. It is on the west cost of Peninsular Malaysia and is bordered by Perak to the north, Pahang to the east, Negri Sembilan to the south and the Straits of Malacca to the west. Selangor is among the top two richest states in Malaysia in terms of GDP per capita (at RM18,157 or US$4,907), behind Penang. On August 27, 2005 the state was officially declared the first developed state in Malaysia. Selangor continues to lead the other states in terms of attracting investment. It received a total of 335 project applications last year with investment proposals worth some RM8.47 billion. This was followed by Johor with 234 projects (RM8.3 bilion) and 148 projects in Penang (RM4.8 bilion). In 2004, Selangor headed other states in number of projects and investment value. In 2004 alone, there were 336 projects being approved valued at RM6 billion, with RM1.4 billion foreign investment and RM4.68 million locally endorsed by the state. Selangor’s investment promotion activities are spearheaded by the Selangor State Investment Centre and it has since identified and implemented nine new growth centres for Selangor. They are the Multimedia Super Corridor in Cyberjaya, Northern Coastal Corridor (Sabak Bernam), Southern Coastal Corridor (Morib), Sungai Buloh-Ulu Bernam Corridor, Rawang-Kuala Kubu Baru Corridor, Banting-Bagan Terap Corridor, Sungai Besar-Ulu Bernam Corridor, Kuala Selangor-Kuala Kubu Baru Corridor and Pulau Carey-Kajang Corridor. The sum of all these factors has helped to put Malaysia and Selangor on the path of rapid industrialization, in the process creating a higher standard of living for our people.

Hence, the globalization of markets is significantly increasing the demand for the movement of merchandise, goods and services in the supply chain and logistics sector. To meet the challenge, MISC Berhad (MISC) through its subsidiary MISC Integrated Logistics (MILS) envisions itself to be a partner of choice in this sector has developed the MILS Logistics Hub (MLH) – a new generation, world class logistics facility offering the complete range of logistics services supported by a single integrated IT platform with a world-wide reach via the web. MILS LOGISTICS HUB (MLH) Strategically located in Pulau Indah, Selangor, the development of the MLH has been divided into three phases of which the completion of the final phase will result in the formation of a 90,000m² state-of-the-art warehouse facility with Free Commercial Zone (FCZ) status. MLH Phase 2 development is multi-temperature controlled facility with storage temperature ranging from +5˚C to -25˚C which will be operational in July 2008. The facility is equipped with mobile racking solution to accommodate 9,778 pallet positions of frozen products and 960 pallet positions of chilled products. The warehouse stores only Halal products ranging from deep frozen such as seafood produce, meats, poultry, vegetable based products, pastries, dairies to refrigerated products, which comprises of fresh fruits, vegetables, fruit-based beverages and confectionery.

In view of many animal-related diseases, such as Mad Cow, Avian Flu and SARS, sterilization and food irradiation processes are widely accepted and required by the international market. Such value added technology will further enhance the food quality and prolong the product shelf life. Sterilization and food irradiation will be a compulsory process in cold chain in the near future. MILS-SterilGamma will primarily offer sterilization and decontamination services. As part of the first phase implementation, two Ethylene Oxide (EtO) chambers are being fabricated to cater to the sterilization and fumigation needs of the pharmaceutical, medical and wood based industries. . PAHANG HALAL FOOD COMPLE X GAMBANG TECHNOLOGY PARK, KUANTAN

T

he Federal Government, through its Entrepreneurial and Cooperative Development Ministry, had allocated RM 11 million under the Ninth Malaysia Plan to develop the complex. Pahang Halal Food Complex is located within the Gambang Technology Park Area, approximately 20 kilometers from Kuantan in the state of Pahang, Malaysia. It has multiple access by highways through the new east Coast Expressway, Segamat ( Johor) / Pekan and Kuala Lumpur – Kuantan principal road. The Pahang Halal Food Complex, located on 26.70 acres, is implemented by Pahang State Development Corporation (PKNP). PKNP is committed towards working with various corporations and agencies in order to tap Pahang’s halal potential through The East Coast Economic Region (ECER). Pahang Halal Food Complex at Gambang technology park is off to a good start with 5 companies committing to invest in the first phase (15.61 acres) and to begin operation as early as November 2009.

The complex will upgrade the existing SME entrepreneurs which not only prepares them to be proactive but also inculcates good manufacturing practices, quality and product standards, eligibility for halal certification, discipline and orderliness.

In its first phase, the Halal Complex will contain manufacturing plants of two sizes. Two of the five entrepreneurs have taken up 1,314 meter square while three will utilize 722 meter square each. The companies concerned are in herbs, food and biscuit processing. The concept of Pahang Halal Food Complex will be a fully integrated complex ensuring food security and halal monitoring in every aspect of the manufacturing chain i.e from raw material to finished products including halal storage and delivery. The complex will upgrade the existing SME entrepreneurs which not only prepares them to be proactive but also inculcates good

manufacturing practices, quality and product standards, eligibility for halal certification, discipline and orderliness. Since the Pahang Halal Food Complex was announced in October 2007, it has attracted from over 40 entrepreneurs, keen to venture into processing various type of Halal Food. Product manufactured at the complex are for the local market but plans are in the pipeline to expand and venture into the export market. A total of 40 entrepreneurs will participated in the programmed organized by the Pahang Halal Food Complex committee and among the course module are financial planning, business management, marketing, and packaging.

THE URUGUAYAN BEEF INDUSTRY H.E Pablo Sader Ambassador of Uruguay to Malaysia OVERVIEW Bordering Argentina and Brazil, the Atlantic Ocean and the river Plate, Uruguay is a green, gently undulating country that stretches from parallels 30 to 35 latitude south. It has a population of 3.3 million; around half of them live in Montevideo, its capital city. The country has a very stable political and social systems, deeply rooted democratic traditions and high social indicators. After an unprecedented financial regional crisis in 2002, Uruguay has recovered growing at “Asian” rates (11.9% in 2004, 6.6% in 2005, 7% in 2006 and 7,5% in 2007).Its fertile plains are covered with excellent pastures that are grazed by about 12 million heads of cattle and as many sheep, producing arguably the best beef in the world. Needless to say, Uruguayans are meat eaters, having one of the highest per capita consumption of animal proteins. Cattle-growing has been a key feature all along our history; it was instrumental to the settlement by the Spanish and Portuguese. Interestingly, the first European settlers were not human but cattle and horses introduced by the then Governor of Asuncion who, in the early seventeenth century saw the potential in the territory’s vast grasslands. Therefore, we are talking of a three centuries old tradition of cattle industry and beef exporting. URUGUAYAN BEEF In 2008, according to the first quarter figures Uruguay is poised to go past its record of 500,000 tons posted in 2006.Beef is the country’s main export product, accounting for about 19% of the total exports. Uruguay exports to 80 of the most sophisticated and demanding markets in the world, the United, States, Russia, the European Union, Canada, Mexico and Brazil topping the list. KEYS TO SUCCES Uruguay has succeeded in earning the trust of the markets based in safe, natural and sustainable production systems. • Green grass and pure water. Uruguayan beef is recommended in a healthy diet because of low levels of fat . BEEF EXPORTS TO MALAYSIA From 2004 onwards the export curve of our exports to Malaysia is ascending. Uruguay is the second largest supplier of frozen beef to Malaysia, reaching 3.8 thousand tons and about USD 8 million in 2007. HALAL INDUSTRY Uruguay has been exporting Halal certified beef and mutton for many a decade to many Islamic countries or countries with a sizable Muslim population. The certifying entity is the Islamic Council of Uruguay. Its protocols have been approved by Malaysia in 2003. Uruguay considers that Malaysia, with internationally recognized Halal standard has a considerable importance as a Halal hub. That is why during the state visit of President Tabaré Vazquez in November 2007, it was agreed that INAC (National Meat Board of Uruguay, a 41 years old organization that includes government, farmers and packers with the endeavor to formulate and implement a national meat policy) will sponsor the 2008 World Halal Forum, providing all the beef that will be consumed during the event.

hat better way to know a culture and its people than through the food they eat? Gastronomy is increasingly becoming an important element in the tourism industry, as countries compete to draw people to their shores. Not only is the local cuisine central to the tourist experience, it is also a significant source of identity, in postmodern societies. The Encyclopedia Britannica (200) defines gastronomy as: ‘the art of selecting, preparing, serving, and enjoying the food’. Once the pursuit of nobility, gastronomy has over time come to include ‘peasant food’ which is typical of regional and local cuisine. In Malaysia, one can enjoy a wide selection of these so-called ‘peasant food’ as each state in the country, and there are 13-states altogether, has its own specialties. Added to that is Malaysia’s multicultural community, which brings to the table a unique blend of ethnic cuisines that will appeal to consumers and tourists everywhere. “Food is our common ground, a universal experience” - James Beard

Quite simply, the idea is to set up a network a network of Malaysian restaurants around the world and capitalize on Malaysia’s historical amalgamation of multicultural groups and a wide array of cooking styles and traditions, as a platform to showcase Malaysian cuisine. At present Malaysia has over 350 restaurants operating in various destinations around the world. MTAK aims to increase the number of restaurants overseas through the expansion of existing restaurants, and the creation of branch restaurants as well as new restaurants to 8,000 by the year 2015. Once launched, these restaurants will act as a one-stop centre for Malaysia to brand itself as a popular gourmet and tourist destination. With interest in Asian cuiosine on the rise, more so-called exotic ingredients are now in demand. Although these ingredients are widely available in the open market, the Malaysian Government, with the co-operation and support from the Malaysian trade Development Corporation (MARTRADE), hopes to capitilaise on these market demands, in order to promote the country’s gastronomic by-products i.e. sauces, mixes, condiments, juices etc internationally. Apart from presenting Malaysian cuisine to the world, the Malaysian Kitchen programme attempts to promote the local culture and handicrafts through these restaurants, by way of décor, tableware and even music, to display a wholly Malaysian ambiance. The restaurants will also serve as a channel for Malaysian entrepreneurs to bring local food products such as condiments, sauces and pastas to foreign tables.

Given the strong relationship between gastronomy and identity, it is not surprising that food has become and important place marker in tourism promotions. Food can be used as a tool for guiding tourists around regions or countries. The idea behind such routes is that specific products can be linked to particular locations and/or seasons e.g. the famous Peranakan or Nyonya dishes of Melaka, the hawker food experience in Penang and even the taste of the different fruits in Malaysia (seasonal). Aggressive measures are being taken in the areas of advertising and marketing Malaysian cuisine through trade shows, exhibitions, gourmet shows, trade missions, Malaysian festivals and carnivals overseas. YBhg Dato’ Jamil Bidin, aged 50, is the Chief Executive Officer of the Halal Industry Development Corporation Sdn Bhd (HDC). A graduate in Accountancy with a Master Degree in Business Administration (Finance) from the United Kingdom, Dato’ Jamil Bidin started his career as an Accountant with Rothmans of Pall Mall (M) Berhad in 1984 and has over the years, acquired extensive experience in auditing, corporate finance and financial management in various positions in public listed companies such as C.I. Holding Berhad, Arab Malaysian Group and Malaysian Resources Corporation Berhad. With his vast corporate expertise, he was appointed by the Prime Minister on 16 August 2006 to lead HDC; a wholly owned company of the Ministry of Finance. HDC was established to develop the Halal industry with a mission of making Malaysia a preferred hub for Halal products and services worldwide. Ever since helming HDC, Dato’ Jamil has been advocating the development of the country’s Halal industry and has also successfully spearheaded various HDC initiatives such as handling Halal certification, for both local and international needs, creating Halal investment opportunities in Malaysia and the development of the Halal Master plan, which was approved by the Malaysian cabinet on May 2, 2008.

Currently, he is on the International Advisory Board of 11 academic journals published in Malaysia, USA, Canada, Kuwait, India, Australia and Pakistan. He is also a Shariah Advisor with the Securities Commission of Malaysia, Chairman of the CIMB Shariah Committee and Chairman of Shariah Board, Stanlib Corporation of South Africa. He was a member and Chairman of the Constitution Review Commission of Afghanistan, May-September 2003. In May – June 2004, and subsequently in October 2007 he served as a UN consultant on constitutional reforms in the Maldives, and as a UN expert on the constitution of Iraq 2005 – 2006. Prof. Dr Kamali’s books, Principles of Islamic Jurisprudence (Cambridge, 1991 & 2003); Freedom of Expression in Islam (Cambridge, 1997); Freedom, Equality and Justice in Islam (Cambridge, 2002) and A Textbook of Hadith Studies (Leicester, UK., 2005) and are used as reference works in leading English speaking university worldwide. Dr. Haja Sittie Shayma Zenaida P. Hadji Raof-Laidan is the first female Regional Director of the Ministry of Science and Technology (DOST) in South Central Mindanao, Philippines and a Muslim Scientist who is the founder and President of the Mindanao Philippines Halal Development Foundation, Inc. In recognition of her ability to lead in various fields, she was elected to Chair the following namely: Regional Information Technology and Electronic Commerce Council (RITECC);Cotabato Region Industry Research and Development Consortium (CRIERDC); Region XII Analytical Laboratories Consortium (LABCON XII); Region XII Health Research and Development Consortium; and, the Mega Halal S&T Consortium, all of which she still holds today. A prolific researcher, Dr. Laidan’s studies have been published and discussed in a number of international publications, and in many academic, science and technology conferences. She became a recipient of numerous awards in fitting recognition of her distinctive contributions for rural community development and in various socio-technological programs.

Dr. Jochen P. Zoller joined Intertek Group Plc in May 2006 as the Global Director of Intertek’s food services, and became President of the new Food Service division in January 2007. Dr. Zoller has a Ph.D. in chemistry from the Technical University of Munich and an MBA from Open University Business School of Great Britain Before joining Intertek, Dr. Zoller was the CEO of Genetic ID/Cert ID, a testing, inspection and certification company in the field of traceability of GMO’s – to lead Genetic ID’s expansion in the EU market. Saud Rashed Abdallah Alaskar is the director of Conformity Assessment Department, GCC Standards Organisation (GSO). Since 2005, he has been elected as a member of GCC Food Safety Committee, Chairman of CGG Conformity Assessment Committee and Chairman of GCC Accreditation Centre Steering Committee. Currently, he is responsible in setting and publishing the GCC Food Safety Regulations and Rules as well as the GCC Technical Regulations based upon essential requirements for different products’ categories. Among others, Saud Rashed was also responsible in preparing, establishing and reviewing the Guidelines of the procedures pertaining to International Conformity Certificates from Exporting Countries, which needs to be consistent with the WTO requirements. Dato` Nurharuddin has been a prominent member and contributor to the Malaysian administrations trade policies. Currently serving as the Chief Executive Officer of the Malaysian External Trade Development Corporation (MATRADE), he has reaped a myriad of awards and merits that make him an authority on matters relating to trade policies. A father of two lovely daughters, Dato` Nurharuddin has gained with an accolade of academic qualifications which include an M.B.A from the university of Birmingham, Diploma’s in public administration and Trade policy from GATT in Switzerland and he has completed an advance management program from Harvard. From 1978 – 1985 Dato` Nurharuddin served as the assistant director in the road transport department before holding the same position in the Ministry of international trade and industry (MITI) from 1986-1993. He then moved on to act as the trade commissioner, in the Malaysian trade commission in New York before being appointed as the Director for the Americas/Europe division of MATRADE. For all his efforts and achievements Dato` Nurharuddin was promoted to be the deputy chief executive of MATRADE before his current investiture as the CEO.

Born in 1976, Nordin converted to Islam in 1992, in his native home land of Australia. He moved to Malaysia and completed his education here. Having worked and gained experience working for different MNC’s, in 2002, he co-founded and became the Executive Director of KasehDia a company that is dedicated to the development of Halal. A recent article in The Asian Wall Street Journal describes KasehDia as “Making a Bid to Become the Muslim World Lead Proponent of Halal”, which is well said considering the leading projects that have been developed. This includes the best selling and award winning Halal Food Guides covering some 7 countries across the globe, which was launched by the Prime Minister of Malaysia, Dato’ Seri Abdullah Hj Ahmad Badawi, in 2004. However he made headline news with the publication of The Halal Journal, which was a resounding international success. To top things, off KasehDia became the main proponent and creator of the World Halal Forum that established itself as the premier event in the Global Halal industry in only its second running. His broad understanding and approach to issues pertaining to the halal context has made him a sought after advisor and consultant to Industry and Government leaders. Nordin has proven his entrepreneurial ability in the key role he has played in developing KasehDia. Nordin also sits on the boards of several companies, and on the Board of Trustees of the International Halal Integrity Alliance. Darhim bin Dali Hashim, aged 35, is currently the Chief Executive Officer of International Halal Integrity Alliance Ltd (IHI). 1. I AM HONOURED TO WELCOME YOU TO THE THIRD ANNUAL WORLD HALAL FORUM. THIS YEAR SEES THE PARTICIPATION OF STAKEHOLDERS FROM MORE THAN FIFTY COUNTRIES. THIS NUMBER CONTINUES TO GROW EVERY YEAR, REFLECTING THE FORUM’S RISING IMPORTANCE AND ITS VITAL ROLE IN DEVELOPING THE GLOBAL HALAL INDUSTRY. 2. THIS YEAR’S THEME OF ‘SUSTAINED DEVELOPMENT THROUGH INVESTMENT AND INTEGRATION’ IS BOTH PERTINENT AND APT. GIVEN ITS VAST POTENTIAL, HIGHER LEVELS OF INVESTMENT, INNOVATION AND VALUE ADD ARE NEEDED TO TAKE THE HALAL INDUSTRY UP TO THE NEXT LEVEL. FURTHERMORE, MARKET INTEGRATION IS CRUCIAL IN ORDER TO UNLOCK OPPORTUNITIES AND FACILITATE TRADE IN THIS BURGEONING INDUSTRY. 3. THIS YEAR’S EVENT MARKS THE BEGINNING OF A NEW ERA, WITH HIS EXCELLENCY SHEIKH SALEH KAMEL TAKING OVER AS CHAIRMAN OF THE WORLD HALAL FORUM. I UNDERSTAND THAT IN THE LAST YEAR, W.H.F. INDUSTRY DIALOGUES WERE HELD IN MORE THAN A DOZEN COUNTRIES, INCLUDING AUSTRALIA, THE UNITED ARAB EMIRATES, SOUTH AFRICA, INDONESIA, THAILAND, BOSNIA & HERZEGOVINA AND THE NETHERLANDS. ISSUES IDENTIFIED AT THOSE DIALOGUES WILL BE TABLED HERE AT THIS FORUM FOR DISCUSSION AND RESOLUTION. I AM CONFIDENT THAT UNDER SHEIKH SALLEH’S ASTUTE LEADERSHIP AND ABLE SUPPORT FROM THE W.H.F. SECRETARIAT, THE FORUM WILL NOT ONLY GROW FROM STRENGTH TO STRENGTH, BUT WILL ALSO BE ABLE TO CRITICALLY CONTRIBUTE TO THE DEVELOPMENT OF THE GLOBAL HALAL INDUSTRY. LADIES AND GENTLEMEN, 4. THE MALAYSIAN GOVERNMENT HAS LONG BEEN COMMITTED TOWARDS DEVELOPING THE HALAL INDUSTRY, BOTH DOMESTICALLY AND INTERNATIONALLY. WE CONTINUE TO EMPHASISE THAT COLLABORATION AND NETWORKING – PARTICULARLY AMONG GOVERNMENTS AND KEY PRIVATE STAKEHOLDERS – ARE ESSENTIAL ELEMENTS IN THE INDUSTRY’S FUTURE GROWTH. INDEED, THE SUCCESSFUL DEVELOPMENT OF HALAL IS OUR COLLECTIVE RESPONSIBILITY. NO NATION OR STAKEHOLDER CAN GO IT ALONE. 5. AS I SPEAK, WE FACE A MYRIAD OF EXTERNAL PRESSURES AND GLOBAL UNCERTAINTIES. THE PRICES OF OIL, COMMODITIES AND STAPLE FOOD HAVE INCREASED TO RECORD HIGHS. INFLATION IS A REAL THREAT FOR MANY ECONOMIES WORLDWIDE, PARTICULARLY FOR MUSLIM COUNTRIES WHO ARE NET FOOD IMPORTERS. FOR THIS AND OTHER REASONS, MUSLIM COUNTRIES MUST REINVENT THEMSELVES AND QUICKLY ADOPT NEW STRATEGIES. 6. FOR EXAMPLE, ALTHOUGH THERE ARE ABOUT 1.8 BILLION MUSLIMS THROUGHOUT THE WORLD, IT IS NON-MUSLIM COUNTRIES THAT ARE THE PRIMARY BENEFICIARIES OF THE HALAL INDUSTRY. IN VIEW OF THE LATEST DEVELOPMENTS IN THE GLOBAL ECONOMY, IT IS IMPERATIVE THAT MUSLIM COUNTRIES JOINTLY DEVELOP THE POTENTIAL OF THE HALAL INDUSTRY. THIS GOES BEYOND MEAT-BASED PRODUCTS TO INCLUDE NOT JUST AGRICULTURE AND FOOD INDUSTRIES, BUT ALSO MEDICINE, PERSONAL CARE PRODUCTS AND ISLAMIC FINANCIAL SERVICES. IN THIS RESPECT, AS A LEGACY OF MALAYSIA’S PAST CHAIRMANSHIP AND AS OUR COMMITMENT TO THE ORGANIZATION OF ISLAMIC CONFERENCE (O.I.C.), MY GOVERNMENT REITERATES OUR WILLINGNESS TO EXTEND TECHNICAL ASSISTANCE TO ALL MUSLIM NATIONS, AS WELL AS TO MUSLIM MINORITIES IN NON O.I.C. NATIONS. THIS ASSISTANCE WILL BE IN THE AREAS OF HALAL CERTIFICATION, TECHNICAL KNOW-HOW AND STANDARDS DEVELOPMENT. LADIES AND GENTLEMEN, 7. THERE IS LITTLE DOUBT THAT HALAL CERTIFICATION IS A KEY ENABLER FOR THE SUCCESSFUL DEVELOPMENT OF THE GLOBAL HALAL INDUSTRY. NONETHELESS, TO-DATE, THERE EXISTS NO OFFICIAL AUTHORITY LOOKING INTO THE INTEGRITY OF THE HALAL MARK AT THE GLOBAL LEVEL. DIFFERING CERTIFICATION STANDARDS, PROCEDURES AND PROCESSES MAKE IT DIFFICULT FOR HALAL PRODUCTS AND SERVICES TO FULLY PROSPER.

8. AT THE RECENT O.I.C. SUMMIT IN SENEGAL, A RESOLUTION WAS PASSED AUTHORISING THE ISLAMIC CHAMBER OF COMMERCE AND INDUSTRY (I.C.C.I.), UNDER THE LEADERSHIP OF HIS EXCELLENCY SHEIKH SALEH KAMEL, TO IMPLEMENT HALAL RELATED INITIATIVES. MY GOVERNMENT STRONGLY SUPPORTS THIS RESOLUTION TOWARDS FURTHERING AND HARMONISING THE GROWTH OF THE GLOBAL HALAL INDUSTRY. 9. THIS O.I.C. DECISION IS IN SIMILAR MOULD WITH THE RESOLUTIONS ADOPTED AT THE PAST TWO WORLD HALAL FORUMS IN 2006 AND 2007. THESE W.H.F. RESOLUTIONS HAD RESULTED IN THE SETTING UP OF AN INTERNATIONAL, NON-PROFIT BODY CALLED THE INTERNATIONAL HALAL INTEGRITY ALLIANCE (I.H.I. ALLIANCE). THIS ORGANISATION WAS FORMED TO ENSURE INTEGRITY THROUGHOUT THE ENTIRE HALAL SUPPLY CHAIN, BY ENHANCING AND HARMONISING HALAL STANDARDS AND CERTIFICATION AT THE GLOBAL LEVEL. 10. MY GOVERNMENT HAS FORMALLY ENDORSED THE FUNCTION AND ASPIRATIONS OF THE I.H.I. ALLIANCE. I UNDERSTAND THAT THE O.I.C., THROUGH I.C.C.I., IS ALSO COMMITED TOWARDS MAKING I.H.I. ALLIANCE A STRONG, CREDIBLE AND RESPECTED GLOBAL HALAL AUTHORITY. TO UNDERLINE MALAYSIA’S COMMITMENT TO THIS INITIATIVE, I AM PLEASED TO ANNOUNCE THAT MY GOVERNMENT WILL PROVIDE 15 MILLION RINGGIT OVER THE NEXT THREE YEARS AS FUNDING SUPPORT TO KICK-OFF THE I.H.I. ALLIANCE. I HEREBY URGE OTHER COUNTRIES TO FORMALLY ENDORSE AND SUPPORT I.C.C.I. AND ITS PROGRAM I.H.I. ALLIANCE IN THEIR EFFORTS TO DEVELOP THE GLOBAL HALAL INDUSTRY. LADIES AND GENTLEMEN, 11. SINCE ITS FORMATION IN SEPTEMBER 2006, THE HALAL INDUSTRY DEVELOPMENT CORPORATION (H.D.C.) HAS MADE SIGNIFICANT STRIDES TOWARDS DEVELOPING THE DOMESTIC HALAL INDUSTRY. GOING FORWARD, I AM PLEASED TO ANNOUNCE THAT H.D.C. HAS FORMULATED A MASTER PLAN FOR THE MALAYSIAN HALAL INDUSTRY. THE HALAL INDUSTRY MASTER PLAN IS A HOLISTIC AND WIDE-RANGING POLICY DOCUMENT THAT SEEKS TO ESTABLISH MALAYSIA AS A GLOBAL REFERENCE CENTRE FOR HALAL INTEGRITY AND AS A GLOBAL HUB FOR PRODUCTION AND TRADE IN A NUMBER OF HALAL RELATED SECTORS. 12. THE AREAS OF FOCUS IN THE MASTER PLAN HAVE BEEN SELECTED TO LEVERAGE ON MALAYSIA’S STRENGTHS IN HALAL. A PHASED APPROACH WILL BE UTILISED TO ENABLE US TO REALISE OUR VISION OF BECOMING A PREFERRED GLOBAL HUB FOR HALAL PRODUCTS AND SERVICES. THIS MASTER PLAN IS IMPORTANT AS IT PROVIDES A CLEAR ROADMAP FOR ALL STAKEHOLDERS IN THE HALAL INDUSTRY. THE UNVEILING OF THE MASTER PLAN IS IN LINE WITH H.D.C.’S THEME FOR THIS YEAR, WHICH IS THAT MALAYSIA IS “OPEN TO BUSINESS”; THE H.D.C. HOPES TO ACT AS A CATALYST TO ATTRACT GLOBAL BUSINESSES TO TAKE PART IN MALAYSIA’S HALAL INDUSTRY, AND TO ASSIST MALAYSIAN COMPANIES TO BRING THEIR HALAL PRODUCTS AND SERVICES TO THE WORLD. 13. THE MASTER PLAN LOOKS TO ESTABLISH MALAYSIA AS A GLOBAL LEADER IN HALAL INTEGRITY BY 2010, THE FIRST STAGE IN OUR PLAN TOWARDS 2020. TO BUILD UPON OUR POSITION IN HALAL INTEGRITY, WE ARE LOOKING AT MALAYSIA’S HALAL CERTIFICATION AS A KEY ENABLER TO ENCOURAGE MORE BUSINESSES TO GO HALAL. 14. I AM PLEASED TO ANNOUNCE THAT H.D.C. IS NOW PROVIDING LOCAL AS WELL AS GLOBAL CERTIFICATION SERVICES ON BEHALF OF JABATAN KEMAJUAN ISLAM (JAKIM) OF THE MALAYSIAN GOVERNMENT, USING THE EXISTING MALAYSIAN HALAL LOGO. THE MALAYSIAN HALAL CERTIFICATION IS ALREADY GLOBALLY RECOGNISED AND UTILISED BY MULTINATIONAL GIANTS SUCH AS NESTLE AND TESCO. MOREOVER, THE MALAYSIAN HALAL CERTIFICATION STANDS FOR THE HIGHEST STANDARDS RECOGNISED BY INTERNATIONAL BODIES SUCH AS THE CODEX ALIMENTARIUS COMMISSION OF THE UNITED NATIONS. 15. H.D.C. WILL MAINTAIN THE INTEGRITY OF THE HALAL CERTIFICATION SYSTEM, BACKED BY H.D.C.’S SHARIAH AND TECHNICAL COMMITTEES. H.D.C. WILL ALSO CONTINUOUSLY ENHANCE STANDARDS AND MAKE THE APPLICATION PROCESS MORE RESPONSIVE TO THE NEEDS OF LOCAL AND GLOBAL BUSINESSES. IN THIS REGARD, I AM PLEASED TO ANNOUNCE THAT COLGATE PALMOLIVE THAILAND IS THE FIRST RECIPIENT OF H.D.C.’S HALAL CERTIFICATION, AND I AM SURE THAT MANY OTHERS WILL FOLLOW SUIT. 16. IN LINE WITH THE MASTER PLAN, I WOULD ALSO LIKE TO ANNOUNCE THAT MY GOVERNMENT HAS APPROVED ATTRACTIVE INCENTIVES TO DRAW BUSINESSES TO MALAYSIA. THE MASTER PLAN HAS IDENTIFIED FOCUS AREAS FOR THE DEVELOPMENT OF THE COUNTRY’S HALAL INDUSTRY, BASED ON THE POTENTIAL TO CREATE THE MOST ECONOMIC IMPACT. THE PROMOTED INDUSTRIES ARE SPECIALTY PROCESSED FOODS, COSMETICS AND PERSONAL CARE, PHARMACEUTICALS, HALAL INGREDIENTS, AND LIVESTOCK AND MEAT PRODUCTS. FOR INDUSTRY PLAYERS IN THESE PROMOTED INDUSTRIES, THE INCENTIVES INCLUDE INVESTMENT TAX ALLOWANCE OR EXEMPTION ON STATUTORY INCOME FROM EXPORT SALES. IN ADDITION, THERE WILL BE EXEMPTION FROM IMPORT DUTY ON RAW MATERIALS AS WELL AS DOUBLE DEDUCTION ON EXPENSES INCURRED IN OBTAINING INTERNATIONAL QUALITY STANDARDS. 17. THERE IS ANOTHER SET OF INCENTIVES SPECIFICALLY TARGETED AT HALAL PARKS AND LOGISTICS OPERATORS TO ENSURE THAT BUSINESSES HAVE THE OPTIMAL SUPPLY CHAIN AND

INFRASTRUCTURE. SUCH INCENTIVES INCLUDE PIONEER STATUS OR INVESTMENT TAX ALLOWANCE, AS WELL AS EXEMPTION FROM IMPORT DUTY ON EQUIPMENT USED IN COLD ROOM OPERATIONS. 18. THESE INCENTIVES WERE PUT FORWARD BY H.D.C. AFTER DIALOGUES WITH GLOBAL AND LOCAL INDUSTRY PLAYERS, IN ORDER TO MEET THE NEEDS OF BUSINESSES WISHING TO INVEST IN THE MALAYSIAN HALAL SECTOR. I AM PLEASED TO ANNOUNCE THAT AS OF TODAY, BUSINESSES CAN APPLY TO H.D.C. FOR SUCH INCENTIVES. 19. MOVING FORWARD, ONE OF H.D.C.’S ROLES AS PART OF THE MASTER PLAN IS TO ENSURE INTEGRATED AND COMPREHENSIVE DEVELOPMENT OF THE MALAYSIAN HALAL INDUSTRY, THROUGHOUT THE ENTIRE VALUE CHAIN. AS SUCH, I AM PLEASED TO ANNOUNCE THAT MALAYSIA’S FIRST FLAGSHIP HALAL ZONE, WHICH IS LOCATED IN THE PORT KLANG FREE ZONE, IS ALREADY UP AND RUNNING AS A PRIME PRODUCTION LOCATION FOR HALAL PRODUCTS AND SERVICES. ASIDE FROM THIS FLAGSHIP ZONE, H.D.C. IS ALSO SUPPORTING OTHER HALAL PARKS DEVELOPED BY STATE GOVERNMENTS AND THE PRIVATE SECTOR. INTERESTED PARTIES SHOULD APPROACH H.D.C. ALL PRAISE BE TO GOD WHO SAID “EAT THE LAWFUL AND GOOD THINGS, WE HAVE PROVIDED FOR YOU, AND HAVE FEAR OF ALLAH, HIM IN WHOM YOU BELIEVE”. PRAISE AND PRAYERS BE TO OUR PROPHET, OUR BELOVED, OUR GUIDANCE, WHO GUIDED US WITH ALL THAT IS BENEFICIAL TO US, WHICH INCLUDES MERCY IN SLAUGHTERING, SO THAT THE FOOD WE CONSUME IS HALAL (LAWFUL) AND TAYYIB (GOOD) AS COMMANDED BY ALLAH. IT IS THE FEAR OF GOD MENTIONED IN THIS VERSE THAT HAS BROUGHT TOGETHER THIS HIGHLY REGARDED CONGREGATION IN TODAY’S HALAL FORUM. TO THE MUSLIMS, HALAL REPRESENTS TAQWA (FEAR) OF ALLAH, AND DETERMINING THE HALAL STATUS REPRESENTS A VERY IMPORTANT ASPECT IN THEIR LIVES. THEREFORE, NON-MUSLIMS NEED TO TAKE THIS MATTER INTO ACCOUNT WHEN DEALING WITH THE MUSLIMS. THIS IS ESPECIALLY SO SINCE WE NOW LIVE IN A GLOBAL VILLAGE AND THEREFORE MUST BE CONCERNED WITH THE CIVILIZATIONS, RELIGIONS AND TRADITIONS THAT WE SHARE IN COMMON. IF HALAL IS TO THE MUSLIMS A MATTER OF AQIDAH (RELIGIOUS BELIEF), TO THE NONMUSLIMS IT IS A FORM OF TRADE AND AN EXPANSION OF THE TRADE EXCHANGE CIRCLE AMONG 1.5 BILLION MUSLIMS, WHO REPRESENT A HUGE HALAL MARKET: IT IS A HUGE MARKET AMONGST THE MUSLIM COUNTRIES, AND FOR THE WHOLE WORLD AS WE MAKE AVAILABLE HALAL FOOD THAT CONFORMS TO ISLAMIC BELIEFS. HALAL AND HARAM ARE NOT ONLY LIMITED TO FOOD AND BEVERAGE ALONE, RATHER IT ENCOMPASSES A NUMBER OF DIMENSIONS WHICH IMAM FAISAL HAD TOUCHED ON IN HIS SPEECH PERTAINING TO THE TYPES OF HALAL. I HOPE THE HALAL FORUM WILL STRETCH ITS SCOPE TO COVER THESE OTHER TYPES OF HALAL, WITH ALLAH’S WILL. MALAYSIA IS IN FACT, ONE OF THE FIRST COUNTRIES –IF NOT THE FIRST- TO INITIATE SUCH A LARGE SCALE EFFORT FOR THE HALAL INDUSTRY: BY DETERMINING THE HALAL STATUS AND EXPANSION OF THE HALAL INDUSTRY. MALAYSIA HAS ORGANIZED THIS FORUM, THE INTERNATIONAL HALAL INTEGRITY ALLIANCE (IHI) AND A NUMBER OF OTHER PROJECTS THAT ARE CONCERNED WITH THE HALAL INDUSTRY AND SAFEGUARDS IT. WE EXPRESS OUR GRATEFULNESS TO MALAYSIA AND ESPECIALLY, OUR UTMOST GRATITUDE TO THE PRIME MINISTER OF MALAYSIA FOR HIS CONCERN ON A MATTER THAT IS OF EXTREME IMPORTANCE FOR THE MUSLIMS. LADIES AND GENTLEMEN, ISLAMIC CHAMBER OF COMMERCE AND INDUSTRY HAS A MEMBERSHIP OF 57 INTERNATIONAL FEDERATIONS OF ISLAMIC CHAMBERS, WITH THE AFFILIATION OF 700 ISLAMIC CHAMBERS IN VARIOUS CITIES. THESE 700 ISLAMIC CHAMBERS ARE AFFILIATED BY MORE THAN 55 MILLION BUSINESS OWNERS. THE CHAMBER HAS PUT TOGETHER A PROPOSAL THAT CONTAINS A NUMBER OF OBJECTIVES AND MECHANISMS TO BRING ABOUT ECONOMIC UPSWING WITHIN THE ISLAMIC UMMAH. THIS PROPOSAL HAS RECEIVED A FAVORABLE APPROVAL FROM THE EXTRA ORDINARY SUMMIT HELD IN MEKKAH AND LATER AT THE SUMMIT CONFERENCE HELD A FEW MONTHS BACK IN DAKAR. AMONG THE OBJECTIVES OF THIS PROPOSAL IS TO UPHOLD VALUES, HALAL AND QUALITY. A RESOLUTION AT THE DAKAR CONFERENCE EMPHASIZED THAT THE CHAMBERS IS RESPONSIBLE FOR THESE THREE AFFAIRS. WHEN THE VARIOUS CHAMBERS DISCOVERED THAT MALAYSIA IS CONCERNED WITH THESE MATTERS, WE DECIDED NOT TO BEGIN FROM ZERO. RATHER, WE JOIN HANDS TOGETHER WITH MALAYSIA AND ITS ORGANIZATIONS TO COLLABORATE IN EXECUTING THIS DUTY THAT IS CONSIDERED HOLY BY THE MUSLIMS. THIS RESULTS IN A GREAT COOPERATION AMONG THIS FORUM, IHI , ISLAMIC CHAMBERS OF COMMERCE AND INDUSTRY AND MALAYSIA. IHI COMPRISES OF DIVERSE MEMBERSHIP: GOVERNMENTS, COMPANIES, ORGANIZATIONS, INDIVIDUALS AND ALL THOSE WHO HAVE PUT IN EFFORT IN THIS FIELD. NO ONE’S EFFORT WILL BE ANNULLED, RATHER WE SHALL WORK TOGETHER HAND IN HAND TO PROTECT THIS INDUSTRY AND TO EXPAND ITS MARKET AND TO ABIDE BY THE COMMANDS OF ALLAH WHO HAS MADE CLEAR FOR US THE FOOD AND BEVERAGE THAT ARE PROHIBITED. SUCH COOPERATION IS VITAL FOR THE WHOLE ISLAMIC WORLD; IN ORDER TO ACHIEVE QUICK AND SIGNIFICANT RESULTS AND TO AVOID REDUNDANCY. he World Halal Forum 2008 exceeded all expectations and justified the hype by once again positioning itself as the only truly global halal forum. The international support and attendance at the forum was staggering as heads of state, industry leaders and academics came together under one roof to voice out their concerns, outline issues, and plot the direction for the global halal industry. The World Halal Forum 2008 brought together 1200 participants from over 52 countries and attracted over 200 local and international media personnel. WHF 2008 has smashed last year’s attendance records and has set a new benchmark for largest forum in South East Asia as well as generating in excess of RM 10 million in PR value. All of these highlight the importance of the halal industry and the need for a successful platform to bring together all the decision makers & stakeholders to chart the direction towards a more integrated & sustainable future. Malaysia’s halal initiatives and government support once again took centre stage through the presence of the Honourable Prime Minister of Malaysia and support from Malaysia’s Halal Industry Development Corporation. The foyer exhibition areas showcased Malaysia’s halal initiatives through halal parks and the Malaysian Halal Brand (logo) and adjacent to the forum hall was the sponsor’s exhibition area showcasing Malaysian and International prominent halal industry players representing key segments of the global halal value chain. Starting from the Welcome Dinner (for our international delegates) through to the closing remarks there was never a dull moment, as press conferences, business matching activities and exhibitions exposed all delegates to a myriad of halal industry opportunities and challenges.

he World Halal Forum begun with the Honourable Prime Minister of Malaysia, Dato’ Seri Abdullah Badawi delivering his keynote address, followed by an address from the newly appointed Chairman of the World Halal Forum & Islamic Chamber of Commerce and Industry (ICCI), President, H.E Sheikh Saleh Kamel. In his keynote Address Dato’ Seri Abdullah Badawi, made a landmark announcement, effectively signaling Malaysia’s strong commitment & support for the development of a global international halal standard by pledging RM15 million to the International Halal Integrity Alliance (IHI Alliance). IHI Alliance is an international, not-for-profit initiative created to represent the international halal industry players with one definitive voice. In his speech, the Prime Minister urged all delegates and especially international delegates to formally endorse and support ICCI and its strategic partnership with IHI Alliance in their task of implementing the Global halal agenda mandated to ICCI by the Organisation of the Islamic Conference (OIC) and propagate the benefits of halal and elevate it as the standard of choice by all consumers. The Prime Minister also stated that the Malaysian government will further strengthen its support to develop the global halal industry. He said : “As a legacy of Malaysia’s past chairmanship and as our commitment to the Organisation of Islamic Conference, my government reiterates our willingness to extend technical assistance to all Muslim nations, as well as to Muslim minorities in non OIC nations.” He added that this assistance will be in the areas of Halal certification, technical know-how and standards development Following the keynote address and opening address, new initiatives and programs were launched and witnessed by the Prime Minister, in the form of 4 Memorandums of Understanding signed. These were between the Halal Industry Development Corporation (HDC), Tanjong Manis Food and Industrial Park, Port Klang Free Zone, Dubai Islamic Investment Group and Lembaga Tabung Haji as well as a strategic agreement between Trace Tracker Innovation and CIMB Private Equity. The outcome of these MOUs has the potential to shape the halal industry in Malaysia and the world. The World Halal Forum will keep updates on its website.

T

he second session saw delegates return to listen to speakers discussing & presenting “the convergence of Shariah and industry”. The insights provided by Dr. Mohammad Hashim Kamali sparked some heated and interesting questions from the floor. The next presentation focused on more on implementation and HDC’s role in certification, by Dato’ Jamil Bidin. Delegates were also given an overview of how Islamic Finance could be used as a developmental force, by the final speaker of the session, Mr. Badlisyah Abdul Ghani. A sumptuous lunch followed, with the excellent beef provided by The Uruguay National Meat institute. During lunch delegates from diverse industries and countries congregated and discussed the halal industry, sharing perspectives and insights around the world and entire halal values chain. This unique scene and business networking opportunity truly made the World Halal Forum a must attend event. Coming back from lunch, a deep insight into the Indonesian economy and their Halal initiative was outlined by the Indonesian Minister of Agriculture His Excellency Dr. Ir. Anton Apriyantono. The rest of the final session (first day) provided delegates with a truly international perspective with speakers from 4 different countries highlighting their own halal industry development agenda. The speakers were Agricultural Director from Brunei, Hajah Normah S.H Jamil; Science and Technology Director, Philippines Dr Haja Sittie Shayma Zenaida P Hadji Raof-Laidan; Assistant Secretary General of Ningxia Autonomous Hui Region of China, Mr. Hei Zhihu, and a notable presentation by Professor Hirofumi Oki from Japan. These speakers provided delegates with up to date first hand information about the challenges, issues and opportunities in these markets.

F

or the majority of delegates the day was not over yet, with the highly anticipated Gala Dinner to be held in a few hours, nearby. Most delegates returned to their rooms, to freshen up and deck themselves in their best attire; however some were so engrossed in conversation and sat huddled in groups in the foyer, possibly plotting the future of the halal industry, until dinner started. The route to the Gala Dinner was a corridor of cultural festivities with delegates greeted by ethnic “gamelan” musicians, songket weavers and live demonstrations of pewter sculpting. After the arrival and seating of the guest of honour, the Prime Minister of Malaysia, dinner guests were shown the WHF 2008 multimedia presentation. A welcome address by the World Halal Forum Chairman was to follow the presentation, unfortunately H.E Sheikh Saleh Kamel was unexpectedly called away and his speech was ably read by the Deputy WHF Chairman – Nordin Abdullah. Guests were given another treat as the Master of Ceremonies introduced Mohram – a musical duo playing traditional ethnic instruments, soul-serenading music to further enhance the dining experience. Finally, the lights were dimmed and dinner was presented in a flurry of synchronized candlelit movements. Just as dessert was served, it was time for the highlight of the night, the Halal Journal Awards, being the highest recognition possible for those in the Halal industry, signifying excellence in their individual fields. The winners were presented their awards by the Honorary Prime Minister of Malaysia, Dato` Seri Haji Abdullah Ahmad Badawi. The night finally came to an end as guests, dignitaries and delegates were bid farewell and returned home to prepare for the next days forum.

he second and final day of the forum, saw the passionate speaker Dr. Irfan Sungkar start the proceedings with his presentation on Global Halal Trends. Tan Sri Dato’ Muhammad Ali Hashim then made a memorable presentation on Halal as a Corporate Social Responsibility. The following panelist session was extended as there were so many perspectives and opinions from the audience. The second round of MOU signings were next, as agreements were signed between Halal Industry Development Corporation and Tamadam Bonded Warehouse Berhad, and Muslim Mindanao Halal Certification Board and finally MISC Integrated Logistics and Prima-Agri Products. After refreshments, delegates returned to tune into a presentation on investment and industrial innovation, presented by Dubai Islamic Investment Managing Director Mr. Marwan Hassan Al Khatib and the Chemical Company Of Malaysia Group Managing Director Dato’ Dr. Mohamad Hashim Ahmad Tajudin. Once again the ensuing panelist session sparked much heated debate. The final session of the World Halal Forum began right after lunch, with speakers outlining the various issues related to standards and conformity. WHF was honoured to have Mr. Saud Rashed Abdallah Alaskar from GCC Standardization Org. (GSO) present the regulatory issues and recent development in the GCC region. This was followed by Mr. Robert Madge’s presentation which provided insights into the need for traceability to ensure the integrity of the halal value chain. Malaysia’s perspective and achievements in developing the most referenced halal standard was presented by Ms. Nor Latifah Hussin from the Department of Standards. The final session of WHF 2008 was the resolution formation panel. This panel was made up of key speakers and panelists, including the newly appointed CEO of IHI Alliance, Mr Darhim Hashim and Director General of Malaysian Department of Standards.

The Forum concluded on a high note with the following resolution: “ADOPTION OF INTERNATIONAL HALAL INTEGRITY ALLIANCE (IHI ALLIANCE), A NON-NATIONAL AND NOT-FOR PROFIT ORGANIZATION TO DEVELOP, IMPLEMENT AND MAINTAIN HALAL STANDARD AND CONFORMITY ASSESSMENT SYSTEM IN ASSURING HALAL INTEGRITY THROUGHOUT THE WHOLE SUPPLY CHAIN, AND TO PLAY A LEADING ROLE IN ASSISTING MUSLIM AND NON-MUSLIM COUNTRIES IN HALAL INSTITUTIONAL DEVELOPMENT AND OTHER IMPORTANT AREAS”. Following on from the World Halal Forum, over the next two days Delegates were invited and escorted to visit some of the major halal establishments and initiatives such as Chemical Company of Malaysia (CCM), Port Klang Free Zone (PKFZ) and MISC Integrated Logistics (MILS). Delegates were witness to all the numerous projects and incentives available in Malaysia, and presented with facts, figures, processes and methodology of taking full advantage of the Malaysian Halal facilities. The World Halal Forum 2008 was a memorable event for the organizers, sponsors and the Malaysian Government as it continues to establish and surpass its previous benchmarks. The series include reviews of halal restaurants in Kuala Lumpur, Singapore, Australia, Dubai, Canada, New Zealand, and London. The series won the prestigious Madridbased Gourmand Awards for ‘Best Guidebook in the World 2004’. The project includes the Halal Restaurant Awards which was established in 2004. The awards are aimed at developing and promoting halal restaurants within the food and beverage industry.
