State, county officials seek to help area veterans BY HENRY FISCHER NEWS@MORAMINN.COM

Minnesota is not on the list of “veteran-friendly” states but state legislators hope to change that in the upcoming session that starts next week. State Representative Jason Rarick, who represents much of Pine and Kanabec counties, hosted a special meeting of the State Government Finance Committee at Pine City’s VFW Post. Some 50 veterans attended to hear an update on state and federal programs for veterans and shared their perspectives on unmet needs.

FUNDING VETERAN SERVICES Some 369,000 veterans live in Minnesota. In Pine and Kanabec counties, veterans comprise 10 percent of the population, well above the state and national averages. Pine County has about 3,000 veterans while Kanabec County has 1,500. Committee Vice-Chair Representative Jeff Howe, who represents the west St. Cloud area, is a business owner who also serves as a lieutenant colonel in the Minnesota National Guard. He and Rarick both serve on the House Capital Investment (bonding) Committee. Both acknowledged that veterans ser-

vices and veterans home infrastructure will be a top priority among bonding considerations when the Legislature convenes on March 3. High on the list of an estimated $5 billion in requests for $1 billion of targeted state bonding money are plans to construct new veterans homes in Brainerd and Bemidji. The grand opening of a new building at the Minneapolis Veterans Home also is scheduled for March 7. State funding for veterans services and veterans homes has increased 13.2 percent

The Mora Mustangs wrestling team finished the 2015-16 regular season on a very high note. The team won the Section 7AA Championship and will advance to the state tournament; they will also send three individual wrestlers to state and two members of the coaching staff received a significant commendation. The Mustangs went undefeated (12-0) this season in Section 7AA and won the section championship; their overall season record was 24-4. Section play began

Kanabec County Democratic and Republican caucuses will be March 1. The Democratic caucus in Kanabec County will be March 1 in the Mora High School cafeteria. Registration at 6:30 p.m., begin at 7. Must be present before 8 p.m. to cast a ballot. The Republican caucus will be March 1 at Trailview School in Mora starting at 7 p.m. The Office of the Minnesota Secretary of State encourages Minnesotans to show support for their preferred candidates by participating in the candidate endorsement process that leads up to the state and national party conventions and provides the following guide to understanding what caucuses are and how they work:

WHAT IS A PRECINCT CAUCUS? Precinct caucuses are meetings run by Minnesota’s political parties. They are the first in a series of meetings where parties may endorse candidates, select delegates, and set goals and values (called party platforms). In 2016, a major part of precinct caucuses will be to vote for the person you want your political party to support for President in the presidential preference ballot.

Video reveals sexual abuse in assisted living home

Is it legal to leave unattended car running?

Question: Is it illegal to leave your unattended car running with the keys in the ignition? Answer: There are some cities that have local ordinances against it, but there is no state statute that prohibits it. In Duluth it is a violation of City Ordinance 33-91 to leave your vehicle unattended with the keys in it. Check your Ask a local ordinances in reference to this rule. Trooper Car prowls and veSgt. This makes it very easy for auto thieves to take your car. Get into the habit of locking your vehicle each time you are going to leave it unattended and take the keys with you. I was involved in a pursuit of a stolen vehicle where the owner went into the

gas station to pay for the fuel and left the car running and unlocked. The car was taken and was used to flee police. My patrol unit was damaged, along with the stolen vehicle that was being pursued. Some good rules of thumb are: -Never leave your car running unattended. -Never leave your keys in the vehicle. -Always lock your vehicle -Look at purchasing a remote car starter as most of them have a built in security features while your vehicle is running to prevent the vehicle from being driven. -Don’t leave valuables in plain sight. Place valuable items in the trunk if you can’t take them with you. By following the above tips, you can reduce your chances of having your vehicle and/or your property inside it stolen. Surplus spring turkey hunt licenses on sale March 7 Hunters who applied for a spring wild turkey hunting license for time periods A or B but were not selected in the recent lottery are eligible to purchase a surplus license on a first-come, first-served basis beginning at 5 p.m. Monday, March 7. A total of 1,188 surplus licenses are available. People who did not participate in the lottery may purchase any remaining surplus licenses starting

at noon on Wednesday, March 9, when all remaining licenses become available. Unlimited over-the-counter licenses for time periods C-F also go on sale March 9. Surplus licenses will be available at any license agent or online at www. mndnr.gov/buyalicense. Surplus licenses cannot be purchased by phone. Hunters should review changes to the spring turkey hunting season this

year. Changes make some turkey hunting time periods longer, all include weekends, and time period F will be open to any licensed turkey hunter who has not bagged a turkey in an earlier time period. A 63-year-old man was charged with felony criminal sexual conduct after investigators discovered video recordings of the man inappropriately touching a female resident in an assisted living facility. An anonymous call led Kanabec County investigators to conduct a search Jan. 20 at the home of Loren Dean Etter, 63, of Mora. During the search investigators found video recordings of Etter allegedly touching the breasts of a female resident in a Kanabec area assisted living home on two separate occasions: once in 2011 and again in 2013. According to Kanabec investigators, Etter was a visitor to the facility and was not an employee or volunteer there. Etter was charged Feb. 11 with two felony counts of criminal sexual conduct with a victim who is mentally

impaired, mentally incapacitated, or physically helpless. Etter was released on bail and his next court appearance is scheduled for March 11 at the Kanabec County Courthouse. Kanabec County Investigator Justin Frisch attributed Etter’s arrest to the help of the anonymous tipster. Frisch said people are often hesitant to call law enforcement with anonymous tips out of fear they will not remain anonymous. Frisch said the Sheriff’s Office will maintain their anonymity. “Any information is good information,” he said. Anyone with tips of suspicious activity is encouraged to call Kanabec County Dispatch at 320-679-8400 or dial 911. Caucuses an important part of political process On Tuesday, March 1, voters throughout Minnesota will meet in auditoriums, community centers and city halls to attend precinct caucuses. These local meetings are the official beginning of the 2016 election process, where you can gather with your neighbors to voice your views on major issues facing the state and the country. You will also be able to cast your vote in the presidential preference ballot, which determines how many delegates State each candidate will receive at Senator their party’s national convention. Anyone eligible to vote by Dave Brown Nov. 8, 2016 may participate in the caucus discussions. Regardless of your political affiliation, I hope you will take time to attend your precinct caucus. If this is your first caucus, you’ll learn a lot about the political process. If you regularly attend caucus, try to convince one of your neighbors to attend with you. Our system of government depends on the engagement of its citizens, and these meetings offer one of the best opportunities to have a direct impact on the issues and leaders that will shape our future. LETTERS TO THE EDITOR David vs. Goliath — really? To the editor: In his most recent letter to the editor, Dan Cook makes the laughable assertion that the lawsuit pursued by the nine citizen members of KCRE (of which Mr. Cook is a founding member) against the Mora School District was a case of David vs. Goliath. Mr. Cook states that the nine persons representing his group, KCRE, simply didn’t have the means to fight the school lawyers; yet, Mr. Cook, himself, goes to court regularly with an attorney, most often to receive a judgment against tenants who don’t pay their rent in one way, shape, or form (and there is nothing at all wrong with this). Surely he could have helped the “KCRE 9” by “lending” them his lawyer. I wonder, in light of the fact that Mr. Cook owns over $3,000,000 worth of property in Kanabec County alone (look it up...it’s true) under various corporate or LLCs

between Linden Woods Properties Inc., Mora Rentals, LLC, North Country Residential Properties, and Linden Secure Storage, why he wouldn’t want the “KCRE 9” to have the best representation possible? I wonder why, with the interest he obviously has in keeping property taxes as low as possible, he wouldn’t put himself out there with his fellow citizens to fight this “Goliath” of a school district by signing on to the lawsuit? The problem with Mr. Cook’s David and Goliath analogy is not simply that the KCRE members are not nearly the salt-of-theearth, David-type folks he would like everyone to believe. The real problem with the analogy is that David was a man of integrity. I fail to see the integrity in pretending that the fight against the school referendum was about protecting and serving the poor common folk of Kanabec County when it was really about a man with over $3,000,000 in property not wanting his bottom line to be affected. Let’s be honest with each other. If

the issue at hand did not affect his property taxes, Mr. Cook wouldn’t have a horse in this race at all. To pretend that this fight against the school district was anything other than Mr. Cook and the KCRE members protecting their bottom line is laughable. Jake Punch Knife Lake Editor’s Note: In the Jan. 21 issue of the Kanabec County Times, the article “School election lawsuit quashed” incorrectly reported that nine plaintiffs were responsible for a lawsuit against the Mora School District and Mora Superintendent Craig Schultz when in fact there was only one plaintiff involved, Donald Sauve. The Times published a correction to this article; however, both Jake Punch’s and Dan Cook’s letters were submitted before the correction was published and refer to the nine persons. The Times apologizes for any confusion this may have caused.

Poverty simulation gives insight to Affordable Care Act Tax Provisions lives of stressed families The Affordable Care Act includes the individual shared responsibility provision and the premium tax credit that may affect your tax return.

Parenting is a piece of cake, said no one ever. Little people come into our lives and instantly we feel the need to make sure we handle everything perfectly. However, there is no manual, class or even degree that can help you be perfect. Children are like teachers. With every new child should come a new set of instructions. What was tried and true with one child, may not work for another. Yet our goal is really to help our children grow, and perhaps be better than how is that done? Kids Corner us.ASofew months back, Lakes and Dawn van Hees Pines CAC, Inc. held a poverty simulation. The point of the simulation was for people to experience some of the real life barriers families in poverty face. At the end of the simulation, one question stood out from the others that were asked and that question was, “Adults, did you even once during the simulation, ask the children in your family how their day was?” This was a huge aha moment. In the family system I was part of, no one ever asked me about my day during the simulation. I was aware of the daily stress on my parent, but having been asked would have gone a long way in helping me feel important. I didn’t feel bad during the simulation that my parent didn’t wonder about my day, but after the question was asked, I reflected about how a child might feel. This made me think, not only about families in poverty, but families in general. There are so many stressors each day that sometimes connecting with the most precious people in our lives may be lost. You may notice a change in your child’s behavior when things get stressful. This can add to your already overloaded plate. The importance of finding this time or balance, is significant to the children in your life. The quality of time you spend with them is far more important than the quantity. This month, I challenge you to check in with your children each day and just see how their day was. It may not be the magic trick that ensures success in your child’s life, but it will be setting a strong foundation for when times do get tough. The individual shared responsibility provision requires you and each member of your family to have qualifying health coverage called minimum essential coverage. Minimum essential coverage includes: • Most health coverage provided by your employer • Health insurance purchased through a Health Insurance Marketplace in the area where you live, where you may qualify for fi nancial assistance • Coverage provided under a government-sponsored program for which you are eligible - including Medicare, most Medicaid, and health care programs for veterans • Health insurance purchased directly from an insurance company • Other health coverage that is recognized by the Department of Health & Human Services as minimum essential coverage. • Qualify for a health coverage exemption Many people already have mini-

mum essential coverage. If this applies to you, you’ll simply report your coverage when you fi le your tax return every year. WHAT WILL HAPPEN AT THE CAUCUS? Each political party runs their caucus meetings a little differently. Check with your political party if you have specific questions. Generally, there are four main activities at a caucus: 1. Choose volunteers who will organize political activities in the precinct. This could include maintaining contact lists, holding political meetings, and helping with campaign efforts. 2. Vote for the person you want the party to support for president. This is called the presidential preference ballot. The results determine how many delegates each candidate gets at their party’s national endorsing convention. 3. Discuss issues and ideas for the party to support. You can present an issue or idea for the party to support, called a resolution. If you convince other attendees to support your resolution, it will be taken to the next political convention. Eventually, your resolution could become part of the official party platform. 4. Choose delegates who will endorse candidates at future conventions. At future conventions, party delegates will endorse state and federal candidates, including for president. VETERANS: Reps aim to make Minnesota vet friendly FROM PAGE 1

for the current biennium, to $71 million in fiscal year 2016 and $75.8 million in fiscal year 2017. The lion’s share of the budget, about $52.7 million this year, goes to fund the operation of veterans homes throughout the state. Veterans attending the meeting in Pine City pointed to the need for veterans homes to be strategically located throughout the state, not necessarily geographically, but targeted more toward where veterans and their families live and work now. Noting the shortage in available beds at veterans homes, one person in the audience encouraged state and federal officials to consider converting the North Pine Area Hospital at Sandstone into a new veterans home after the new Essentia Medical Center is completed. Minnesota is one of only a few states in the nation that taxes veterans pensions and Social Security benefits. Legislators in attendance pointed out that a proposed fiveyear phase out of state income taxes for both programs are included in the tax bill that is expected to be acted upon this session. Both actions would help Minnesota to rank higher on the list of veteran-friendly states. In recent years, state legislators and veterans affairs staff have worked to minimize red tape and help veterans get the state and federal benefits they can qualify for and they have simplified the process to help veteran-owned businesses become certified more quickly and receive a six percent preference in the awarding of state contracts. ‘IT’S A NIGHTMARE’ Representative Bob Dettmer of Forest Lake, a retired educator and retired Chief Warrant Officer in the U.S. Army Reserve, pointed to the special challenges involved with helping servicemen and women transition from combat zones back into society. Even some national guardsmen have been deployed three to five times, Dettmer stressed, and as a result, they have

not been made financially whole. Dettmer said many servicemen and women return from combat experiencing post-traumatic stress disorders (PTSD) and have difficulty adjusting to normal family life, cooking for themselves, finding work, paying bills and finding a place to live. Rick Olseen, regional aide to Congressman Rick Nolan, pointed to frustrations experienced by veterans participating in the Veterans Choice health care initiative, which enables local vets to seek medical treatment from local providers if they live more than 40 miles from the nearest VA Medical Center. Olseen said every veteran in Pine and Kanabec counties would qualify for the program because the nearest VA Medical Center is 80 miles away; but he acknowledged that “it’s a nightmare,” with veterans reporting difficulties getting services, getting bills paid and dealing with collection notices from providers. “Sometimes it works, sometimes it doesn’t,” Pine County Veterans Service Officer Ben Wiener replied, saying the program is not designed for emergency care or illnesses veterans have already been treated for. HOMELESSNESS AMONG VETERANS Homelessness also is a big concern. One person in the audience said he knows of 10 veterans in Pine County alone who are homeless. Many have PTSD and they don’t know how to take care of themselves or pay their bills. Compounding the problem, the Veterans Administration won’t send their checks to a post office box, he added. Wiener said he knows of some veterans in Pine County who have been homeless and he tries to put them in touch with county, state and federal resources that can help veterans stay in their homes or find suitable housing, but he pointed out that veterans “don’t report if they are homeless” so it’s hard to identify them and their individual needs unless they self-report. Kanabec County Veterans Ser-

vice Officer Lowell Sedlacek concurred. “We have a few homeless veterans in Kanabec County,” he said, stressing that health and human services programs administered by the county can help veterans pay their rent or buy a tank of fuel. “We also collaborate with Lakes & Pines and the Salvation Army to keep vets in their homes,” he added. Residents who know of veterans in need of help are asked to contact Ben Wiener at 320-216-4250 or Sedlacek at 320-679-6380. In an effort to become more responsive to the needs of veterans, Minnesota Commissioner of Veterans Affairs Larry Shellito, former adjutant general of the Minnesota National Guard, answers his own phone. A new Minnesota Interagency Council on Homelessness, comprised of the commissioners of 11 state agencies and Lt. Governor Tina Smith has launched a plan to end veteran homelessness statewide. A Veteran Rapid Response Team is available to help veterans connect with social workers, find a warm place to sleep and get food and other help. Anyone who knows of a veteran experiencing homelessness can also connect them with services by calling 1-888-LINKVET (546-5838). Asked whether the Veterans Administration problems with falsified medical wait-times has been finally resolved, Howe said some progress has been made but his personal view is that the situation is not totally resolved. On a positive note, Minnesota will host a national meeting of some 50-70 Medal of Honor winners on Oct. 4-8, which will provide positive exposure for Minnesota. Dettmer also noted the difficulty in finding enough veterans to serve in honor guards at funerals for other veterans, and opined that Reserve Officer Training Corps (ROTC) programs may be asked to help fill that role. The Kanabec County Art Association sponsored a very successful Vasaloppet Art Show, which was held in conjunction with the Vasaloppet Races Feb. 11-14. The show was held downtown this year at the Bread ‘N Honey Annex. Over 570 visitors walked through the doors and viewed the over 80 works of art displayed by over 30 artists. Friday evening Mary Bruno, a graphic artist from St. Joseph, led a gallery tour, commenting on many of the pieces of art in the show. Visitors got to vote for their favorite

works of art in three categories. Princeton teacher Kent Lestrud announced to a gathering of supporters that he will seek the DFL endorsement for the District 15A House of Representatives seat in the November 2016 election. Lestrud will challenge Rep. Sondra Erickson and is running to put families, students and businesses first. “East Central Minnesota is a great place to live, work and raise a family. School. Along with the entire Mustangs team, three seniors qualified to advance to the individual tournament: Drew Van Vleet at 126 pounds, Kevin Brockner at 145, and Tyler Tober at 170. Brockner won the section championship in his weight class; Tober and Van Vleet each came in second. Other Mora wrestlers who placed were seventh-grader Tommy Nosbush; freshmen Ryan Nosbush and Jon Smith; sophomore Konrad Blood; junior Ethan Pracher; and seniors Josh Bohnen, Nick Kelling, and Ethan Simpson. At the individual tournament Youngblom was named the section’s Coach of the Year, and assistant coach Dave Souba was named Assistant Coach of the Year. In his 19th year, Youngblom also reached a coaching milestone: 299 wins going into the tournament. “If the team places at state, that number will hit 300,” he said. “I’ll be the 50th Minnesota coach to reach that.” The Mustangs will begin the team competition this weekend against top-seeded Kasson-Mantorville. “Not the greatest draw in the world,” said Youngblom.

“They’re the real deal; arguably one of the best teams in the state, in all classes, and possibly ranked 20th in the country. They’ve beat up some very good teams. Everybody in the state is giving us zero chance of winning, so we can only do better than expected.” In the state tournament, Youngblom explained, five of the eight teams in each class get seeded. The remaining three, which Mora is part of, are drawn for matches by the top three seeds. Winners go to the semifinals, and the defeated teams go to a consolation bracket called a “wrestleback.” “We have seven or eight individuals who will have good matchups,” said Youngblom, “but they’ll have to wrestle fantastic matches for us to beat Kasson-Mantorville. We can’t get all bent out of shape about who we drew. We’re going to go at it one match at a time, and have fun with it. We match up pretty well with the fourth- and fifth-seeded teams, Scott County West and Wabasso/Red Rock Central.” “We’re hopeful to bring home a trophy. But, realistically, fifth place would be an outstanding finish for us.” Youngblom added that Mora’s

ninth-grade team also went to their state tournament this year. “Danny Schroeder, part of that team, had never wrestled in a varsity match before, but we were missing one of our better wrestlers,” he said. “And Danny got us a pin in the finals against Milaca/ Faith Christian.” Youngblom and the coaching staff are already looking ahead to next season. “This spring we’re going to graduate six of our starters out of 14 weight classes,” he said. “We’re already talking about what we’re going to do. We seem like we’re old, but not really: at the end of the regular season, wrestlers in our first nine weights had eight freshmen and sophomores.” “Our hopes for a strong finish next year have started to sink in. All the team stuff we do together in the off-season has really paid off. We’re planning on winning the section next year too.” The Mustangs’ first round in the team tournament begins at 11 am on Thursday, Feb. 25, with individual meets later that afternoon. The first half was close, with Mora ahead by only 4 points, but then they cemented the win toward the end of the second half by holding the lead and hitting free throws when the game was on the line. Katie Murner led the team with not only points but also clutch free throws, going 11 for 14 behind the line and bringing in 15 total. Taylor Nowling and Kelly Becker added 13 and 12 respectively, with Emma Venhuizen scoring 9.

The Mora Mustangs Nordic ski team wrapped up the 2015-16 season with a showing of both individual and team success. The boys’ team won the Section 5 Championship and advanced to the state tournament for the first time in 18 years and the girls’ team advanced two individual skiers to state. “We had a spectacular season,” said head coach Peter Larsen. “Despite the lack of snow, we trained hard and raced very well. The boys’ team won every meet they entered with the exception of the Mesabi East Invitational in early January, where they finished 10th out of 66 teams and the state meet where they finished seventh.” Last year Mora competed in Section 8, where the girls won the championship and the boys took third place. The girls advanced to the state tournament and finished in 15th place. This year, however, the team moved to Section 5. They anticipated meeting teams from the Metro area, which Larsen said didn’t happen as soon as expected. “Three races against new teams were canceled, either because of not enough snow or too cold temperatures. This meant that we ‘went in blind’ to our competition and only saw many of our competing schools at the Mesabi East Invitational. It was a disadvantage for us to not race them earlier. But it turned out to be a bigger disadvantage for the other schools, as our boys won the section.” Larsen said that the Mustangs were strong in Granite Ridge Conference races. “Early in the season Brainerd made an effort to upset the boys, but were unsuccessful,” he said. “The girls skied very well in early season races, close or ahead of Little Falls, our biggest competition in the conference.” “At the Section 5 meet the Champlin Park boys put together a good team, but we were well matched against them and won by 12 points. We had three boys in the top 10: senior captain Tom Woolhouse and juniors John and Michael Schwinghamer. The remainder of the boys team skied very well too. It was great to win the Section 5 Championship, the first time since 1998 that the Mora boys have qualified for state.” The girls had a great Section 5 meet as well, Larsen said, advancing two individual skiers to state. “Many eighthgrade girls stepped up and had breakthrough races. Senior captain Sadie Peterson finished 1:04 ahead of her closest competition after the morning race

and extended her lead to more than 90 seconds in the afternoon to claim the Section Champion title. She was followed by junior Mikaela O’bert, who finished sixth in the morning and fifth in the afternoon. Both girls qualified individually for state. The rest of the team had tough races in the morning, but moved up significantly in the afternoon. Andover, Champlin Park and Maple Grove out-skied our girls, particularly in the classic portion.” The boys’ team finished seventh in the state tournament, which Larsen sees as a great indication of the team’s strength. “We finished just ahead of Duluth East, a perennial powerhouse, and ahead of many Metro area schools. We also had our best individual finish since 1998, as Woolhouse finished 11th in the morning and fought his way up to seventh in the afternoon. John Schwinghamer also made an impressive feat: after finishing 63rd in the morning, he moved up 22 places to finish 41st in the afternoon.” Mora will lose its two captains and top skiers to graduation, Woolhouse and Peterson. Both qualified for the Junior National Championships in March, and both will attend the University of Wisconsin – Green Bay this fall with full scholarships in Nordic skiing. “I expect the returning skiers will continue their effort and continue to improve,” said Larsen. “I think the boys’ team can qualify again for state and finish higher than this year. I have high hopes for the girls’ team as well; I’m looking forward to watching them improve, and hope to bring this young team to state again in the near future.” “Next year’s captains are Michael Schwinghamer and Schae Singleton, both seniors next year. But I look to the rest of next year’s seniors for leadership: John Schwinghamer, Caleb Weinand, Gabe Nord, Max Krueger, Jackson Lennox, and Matt Ergen for the boys, and Mikaela O’bert, Claire Larsen, and Hunter Hyland-Lucking for the girls.” Larsen had great praise for the Mora ski community. “They were really behind us this year,” he said. “They helped shovel to create courses, found funding and volunteers to buy and run a snowmaker, and generally supported our team.” “I couldn’t be more pleased with the 2015-2016 season. Our athletes worked hard and showed perseverance. 2015 licenses expire Feb. 29 Minnesota fishing, hunting and trapping licenses for 2015 expire Monday, Feb. 29. Licenses for 2016 now are available wherever hunting and fishing licenses are sold, online at www.mndnr.gov/ buyalicense and by telephone at 888665-4236. All 2016 fishing licenses become effective Tuesday, March 1. New licenses are required for 2015 hunting and fishing seasons that continue past Monday, Feb. 29. Anglers who purchased the new three-year individual angling license in 2013 when it first became available must renew their license this year.

Anglers can help maintain and enhance Minnesota’s famed walleye fishing by adding the $5 walleye stamp validation to their licenses. The stamp is not required to fish for or keep walleye. Customers who purchase online via smartphone won’t receive a conventional paper license. Instead, they’ll receive a text message or e-mail that serves as proof of a valid fish or game license to state conservation officers. A printed copy of the text or e-mail also can serve as proof of a valid license. Ice shelter permits for 2015 remain effective through Saturday, April 30.

Afraid of being labeled a nut?

Two pilots are flying their plane when an alien spacecraft flew right in front of them. They never talk of it again. They don’t talk about it because it’s too fantastic to believe. They keep silent because alien spaceships are not normal. They don’t talk about it because they may be labeled a nut. Mary went to the tomb with her friends to anoint Jesus with burial spices only to find the stone rolled away from the entrance to the tomb. An angel tells her Jesus has risen from the dead. What does she do? Mary runs to the disciples and tells them about it. Focus on Peter and John run off to check her story out. When they get there, they find the stone Faith rolled away, the grave cloths neatly folded, and the grave empty. What do they do? Even though they saw Lazarus raised from the dead, resurrection is not normal. Then again they may not want people calling them a nut. Mary tells everyone, Peter and John keep it to themselves. Of all the things that happen in the Gospels the resurrection is the most important. Because of the resurrection we

know there is more than just this life. There is another life that is eternal, and because Jesus lives, we will live also. Not only is Jesus’ grave empty, but I Thessalonians 4:16 tells us that one day with the shout of the archangel our grave will be empty too. Wow. Amazing, fantastic, more than we can understand or comprehend. At church we all repeat “He has Risen” as if it is a normal everyday thing, but there is nothing normal about it. It is the fact that it is not normal that makes it so important. This brings me to the question of what I will do with this fantastic, extraordinary and unbelievable event? Will I be a Mary who runs around telling everyone who will listen that Jesus has risen from the dead? Or, will I be a John or Peter who goes home and keeps it quiet? Will we be excited about the fact that we have eternal life because Jesus conquered death and has risen from the grave? Or, will we be silent because this is not a normal event and we do not want people thinking we are a religious nut. We have celebrated Lent. We will celebrate Easter. This is wonderful, but who have we told about it? Who have we talked to about the resurrection? The empty tomb is not normal; it’s amazing and we should be like Mary, running to tell anyone who will listen. Why? Because Jesus’ tomb is empty and one day our tomb will be too. The Student of the Quarter Award is a program designed by the faculty in order to give special recognition to those students at OHS who are doing exceptional jobs in their studies as well as their attitudes and activities. A student is nominated and selected each quarter for the middle level and senior high divisions. In addition to the recognition, SPIRE Credit Union, our sponsor, will be establishing a savings account in the student’s name. Our middle level student, Olivia Hudoba, was selected from the 6th – 8th grade level category. She is an 8th grader who is the daughter of Brian and Larisa Hudoba. Olivia’s teachers say she is hard-working, inclusive, friendly, and willing to help her classmates. She Olivia Hudoba is a member of the swimming, basketball, and Speech teams. Olivia is in the youth group at Lewis Lake Covenant Church. She has three dogs and hopes to be an elementary teacher someday. Maizy Burk, a freshman, is the daughter of Ben and Angie Burk. She was selected from the 9th10th grade category and is involved in basketball, volleyball, softball, Own It, and the Roar Squad. Maizy is a member of Lewis Lake Covenant Church and is in the youth group there. Maizy doesn’t have a favorite class because she likes different aspects of all subjects. Maizy’s goal for high school is to continue to earn good grades, play sports, and reach 1000 points in basketball! Breanna Carlson, a junior, was selected from the 11th – 12th grade level category. She is the daughter of Trent Carlson and is involved in football, basketball, softball, Student Council, and the Prom Committee. She enjoys paintball, going to the zoo, and hanging out with friends. Bre’s favorite class in school is art because of the teacher, Mrs. Falen, who “is the best teacher I have ever had. She knows how to push me to limits I never thought I could accomplish. She is like a superhero to us 11th graders and I don’t know what we would do without her.” Breanna believes that succeeding in life will be easier if you do well in school. Her future plans are att ending the U of MN or Bemidji State University to become a pediatrician. Congratulations to these GREAT students for being selected as Ogilvie’s newest Students of the Quarter! A huge “thanks” to SPIRE Credit Union as well!!!

SCHOOL BOARD UNAPPROVED MINUTES BOARD OF EDUCATION INDEPENDENT SCHOOL DISTRICT 332 ORGANIZATIONAL AND REGULAR MEETING MORA HIGH SCHOOL BUILDING, ROOM 238 JANUARY 28, 2016 6:30 P.M. The Organizational and Regular Meeting of the Board of Education of Independent School District 332, Mora, Minnesota, was called to order by Karen Kirschner, Board Chair. The meeting began with the Pledge of Allegiance and Roll Call. Board Members present were: Bob Woods, Tammy Bohachek, Chair Karen Kirschner, Vice Chair Ethan Elvehjem, and Board Clerk Scott Moe. Board Member Robert Jensen was absent. Also present were: Superintendent Craig Schultz, Elementary Principal Nichole Laven, High School Principal Brent Nelson, Assistant Principal Randy Qual, Assistant Principal Nick Bakke, and Executive Assistant/HR Coordinator Kris McNally. A motion was made by Woods and seconded by Moe to approve the amended agenda as presented. The motion carried unanimously. Factors affecting the budget revision include, but are not limited to, an increase in property and casualty insurance premiums, increasing English Language Learner related expenses, American Indian Grant funds, Are You Smarter than a Fifth Grader revenue, and significant building and vehicle expenses include $10,000 heat coil repairs and a $6,000 bus issue. Kirschner stated that the board would like to have 20% reserve in the fund balance per MSBA recommendations. Schultz reported that the current reserve fund balance is approximately 16.5%. A motion to approve the revised budget was made by Woods, seconded by Elvehjem, and carried unanimously. A motion was made by Elvehjem and seconded by Moe to approve the Resolution Directing Administration to Make Recommendations for Reductions in Programs and Positions and Reasons Therefor for 2016‐2017. Greg Crowe from Ehlers presented a pre‐sale report which indicated that there is currently a favorable interest rate market for bond sales. The full report is on file at the District Office. The bonds will be sold on February 25, 2016 and funds will be received in the District on March 16, 2016. Splitting and delaying the sale of the second half of the bonds was beneficial for the District. Per $100,000 property, the tax impact is 10% lower than originally projected. State aid is less in proportion to the decreased debt. Extra levy funds will be applied to the principal if sale interest rate continues to be beneficial to the District. A motion was made by Woods and seconded by Bohachek to approve the Resolution Providing for the Sale of General Obligation School Building Bonds, Series 2016A; and Covenanting and Obligating the District to be Bound By and to Use the Provisions of Minnesota Statutes, Section 126C.55 to Guarantee the Payment of the Principal and Interest on these Bonds. Discussion was held regarding determining dates for Strategic Planning. The District will hire MSBA’s Strategic Planning facilitator and will check with him for available dates with the goal being to get started in late February or early March. Board Reports Woods reported that Mora Educational Foundation has over $38,000 in available grants with the next grant proposal due date being April 15th. Moe reported that at the MSBA Leadership Conference he learned that buildings and ground funds have recently been made available by legislature. These funds would have helped the District with preventive maintenance, however they were not previously available. Kirschner reported that she and a group from Mora attended

a legislative forum to stay in communication with legislators. Schultz elaborated on the Buildings & Grounds/Activities and Transportation reports by updating that a bus broke down on the way to Alexandria and needed to be towed. The repair cost for this vehicle is $6000. $10,000 has been spent on boiler and coil repairs recently. The Building, Grounds and Activities report and Transportation report are on file in the District Office. Bakke reviewed the High School Principals’ Report. He also added that the High School Principals are working with the Vasaloppet partnership on logistics for the upcoming event. WCCO news will be providing some coverage of the event which could bring positive publicity to the District. Student Kennadie Anderson will be advancing to the Regional AAA competition. Teacher Joy Whitbred is working with the University of Minnesota to get accredited to teach college psychology in high school. Approximately 240 students attended winter formal at Fish Lake on January 23, 2016. Two adults were in an altercation, however no students were involved. The upcoming high school registration will be held in the high school gymnasium with staggered start times based on last names/alphabetical order. An elective interest survey was recently sent out to the students via Google. Safety Dogs did an inspection of the high school for the third time this year and received a clean report. High school staff has been working to resolve scheduling conflicts with PSEO students taking classes through Anoka Ramsey Community College. At a MASSP Conference, the High School Principals learned that Education Commissioner Brenda Cassellius would like to eliminate the fees for school activities. The Military Wall of Honor is being updated by FACS Teacher Lindsey Peterson. The Minnesota Student Survey is being conducted this year for grades 5, 8, 9, and 11. This confidential, voluntary survey examines risky behavior and is conducted every three years. The High School Principals’ report is on file in the District Office. Laven reviewed the Elementary Principals’ Report. She elaborated on the LearnPad program that will most likely be discontinued due to the company change in ownership and poor quality of product. Laven presented benchmark results from FAST testing. A full report is on file in the District Office. Schultz reviewed his report highlighting the resolution of the criminal complaint and civil suit filed against the District, and the status of the current contract negotiations. Mary Rufener

Edward Thomas Mansfield, Jr. of Mora died on Sunday, Feb. 21, 2016 at the St. Clare Living Community in Mora. He was 85 years old. He was born on March 28, 1930 in Sioux City, Iowa to parents, Edward, Sr. and Beulah (Yates) Mansfield. He graduated from Central H High School in 1947. He conttinued to live and work in S Sioux City until 1952 when h he moved to the Ann Lake a area in Minnesota. He farmed with his pare ents until 1964 when he m moved into Mora where h he worked for the Co-op in M Mora, the Mora Municipal L Liquor Store, Boatel and M Morkan Motors. In 1970 he was united in m marriage to Gladys Bertilson. They made their home in Mora and worked until she retired in 1992 and he later in 2005 from Westling Manufacturing in Princeton. His wife passed away in 2000. He was preceded in death by his parents and wife, Gladys. He is survived by children, Arlan Bertilson of Ogilvie, Alan (Deb) Mansfield of Coon Rapids, Dave (Margie) Bertilson of Mora, Carla (Wally) Dochow of Mora, Betsy Seide of Albany, N.Y., Jeff Bertilson of Minneapolis, Lori (Dan) Grunke of Mora, Lynne (Brian) Krech of Blaine, and Carol Bertilson of Mora; grandchildren, Chad (Tisa) Mansfield, Troy Mansfield (Ashley Thomason), Susie (Chris) Curtis, Lisa Brambach, John Bertilson, Adam Dochow, Alex Seide, Ben Seide, Eric Grunke, Amy Grunke, Dustin Krech, Dylan Krech, and Dakota Krech; seven great-grandchildren, many other relatives and friends. A memorial service will be held at 2 p.m. on Friday, Feb. 26, 2016 at the Akkerman-Ingebrand Funeral Home in Mora with Rev. Brenda Wicklund officiating. A memorial visitation will be held from 5-7 p.m. on Thursday, Feb 25 at the funeral home. Inurnment will be in the Oakwood Cemetery in Mora. Condolences may be posted at www.aifuneralhome. com.

Sheldon Russell Burk of Mora died on Tuesday, Feb. 16, 2016 at the St. Cloud Hospital. He was 75 years old. He was born July 31, 1940 in Braham to Russell and Della (Gunderson) Burk. He grew up in several places in Minnesota finally moving back to Mora in 1948 at tthe age of seven. He attende ed country school at Lowell a and Warman, starting high sschool in Mora where he g graduated in 1958. After high school, he enllisted in the army for three y years, serving one year in K Korea. He worked for Bartton Construction running h heavy equipment for many y years which he truly enjjoyed. He was united in marrriage to Violeta Polamos on J June 15, 1996. He retired in 2003. He enjoyed hunting, fishing and attending auction sales with his friends. He loved his many dogs that he had over the years. He also liked to feed the deer so he could watch them out his kitchen window. He enjoyed going to the casino and trying his luck at the games. One of his favorite pastimes was driving around the countryside in his Dodge truck. He was preceded in death by his parents; brother, David and nephew, Daniel Lamp. He is survived by wife, Violeta; sister, Gloria (Kurt) Oleen; sister-in-law, Mavis Burk; nephews, Bruce (Julie) Burk, Bryan (Debra) Burk, Jeff Lamp; niece, Kim (Tim) Bartz and many other relatives and friends. His funeral service was held on Saturday, Feb. 20 at Akkerman-Ingebrand Chapel with Rev. Rob Pesola officiating. Music was provided by Pat Fredrick. Pallbearers were Bruce Burk, Bryan Burk, Jeff Lamp, Kim Bartz, Larry Jones and Tim Bartz. Honorary pallbearer was Roger Hogstad. Burial was at Oakwood Cemetery in Mora. Mary Rufener of Milaca, formerly of Mora, died at the Fairview University Medical Center on Saturday, Feb. 13, 2016. She was 72 years old. She was born Mary Martin in Farmington on Nov. 19, 1943 to Donald K. Martin, Sr. and Frances M. Mart tin. She spent her first few y years living on a farm n near Castle Rock and late moved to Minneapolis er w where she attended Cathol schools and graduated lic f from West High School in M Minneapolis. She lived primarily in M Minneapolis before movi with her two boys to the ing v various locations around a and in Mora. She enjoyed w working with development tally delayed adults first at Cambridge State Hospital and later at Brighter Day Residence from which she eventually retired. She enjoyed spending time with her family and friends. She was a great mother, friend and grandmother. Her home was always open to friends in need. She was preceded in death by her parents; sister, Millie Greco; brothers, Michael Martin, Donald Martin, James Martin and Steven Swenson; niece, Theresa Catterson; cousin, John Martin and sisters-in-law, Joycene Ryan and Nancy Martin. She is survived by sons, James Rufener of Mora and Grant (Kristina) Elvik of Mora; daughter-in-law, Linda Rufener of Merrifield; grandchildren Greg, Morgan, Logan, Kyle, Daniel, Grace, and Evangeline and many nieces, nephews and friends. A memorial service was held on Tuesday, Feb. 23, 2016 at Dresser-Methven Funeral Home in Mora with Rev. Stephen Blenkush officiating. Arrangements by Dresser-Methven Funeral Home.

ORDINANCE NO. 444 AN ORDINANCE AMENDING OPEN BURNING REGULATIONS THE CITY COUNCIL OF THE

CITY OF MORA, KANABEC COUNTY, MINNESOTA HEREBY ORDAINS: Section 1. That §92.31 and §92.32 of the Mora City Code is hereby repealed in their entirety and replaced with the following: §92.31 OPEN BURNING PROHIBITED. (A) Open burning is prohibited within the municipal limits of the City of Mora except as permitted under §92.32. (B) All open burning is prohibited in the areas of the city described as follows: That part of the Northwest Quarter (NW 1/4), Section 24, Township 39, Range 24, Kanabec County, MN described as follows: Commencing at the NW corner of the NW 1/4, thence on an assumed bearing of south along the west line of the NW 1/4 Section 24 a distance of 283.00 to the point of beginning of the property to be described, thence north 89 degrees 40’ east parallel with the north line of NW 1/4 of Section 24 a distance of 1675 feet, thence south 85 degrees 39’ 20” east 198.26 feet, thence south 33 degrees 48’ west 273.43 feet, thence south 52 degrees west 1,225 feet, thence north 38 degrees west 142.88 feet, thence west 617.28 feet to the west line of NW 1/4, thence north along the west line of NW 1/4 a distance of 874.38 feet more or less to the point of beginning. Subject to Kanabec County Highway No. 62. (A) Recreational fires shall be permitted under the following conditions: (1) Recreational fires cannot exceed three (3) feet in diameter (measured from the inside of the fire ring or border) or height. (2) Recreational fires must be contained in a fire ring made of a non-combustible and non-smoke or

odor producing material, either of natural rock, cement brick, tile or blocks or ferrous metal only and which area is depressed below ground, on the ground, or on a raised bed. (3) The ground must be cleared of combustible materials within five (5) feet of the fire ring. (4) Only wood, coal, or charcoal may be burned in a recreational fire. (5) A fire suppression device such as a fire extinguisher, garden hose or pail of sand must be available at the recreational fire. (6) Recreational fires shall not be located closer than twenty-five (25) feet to any structure. (7) Recreational fires must be attended by a responsible person at all times. (8) Recreational fires shall be prohibited during a burning ban or air pollution alert. (B) School homecoming bonfires shall be permitted under the following conditions: (1) Approval of the bonfire by the Fire Chief or Fire Marshal. (2) Bonfire cannot exceed twelve (12) feet in diameter or height; (3) Fire must be a minimum of one hundred fifty (150) feet from any structure; (4) Ground must be cleared of combustible material within twentyfive (25) feet of the base of the fire; and (5) Fire Department must be present from the time the fire is lit until the fire is completely extinguished, and they will have the authority to extinguish the fire at any time there is a concern for safety. (C) Fires for instruction and training of firefighting personnel under the following conditions: (1) An agreement signed with the property owner that outlines each party’s responsibilities is on file at the Fire Hall; (2) All necessary permits have been obtained; and (3) The department must follow the MN State College guidelines on Structural Burn Training Evolutions. (D) Burning of dried leaves shall be permitted during the period of October 17 through November 7 under the following conditions:

(1) Property owner shall obtain a permit from the city. (2) Leaves shall not be burned within fifty (50) feet of any structure. (3) Leaves shall not be burned on streets, alleys, sidewalks, curbs, or gutters. (4) A responsible person shall be present at the leaf burn at all times. (5) Leaf burning shall be prohibited during a burning ban or air pollution alert. (6) Leaves may not be left to smolder. (7) A fire suppression device such as a fire extinguisher, garden hose or pail of sand must be available at the leaf burn site Section 2. That this ordinance shall become effective upon its passage and publication. The foregoing ordinance was introduced and moved for adoption by Council Member Bollenbeck and seconded by Council Member Skramstad.
