Welcome to the Global Law Experts (GLE) Annual Awards 2018 publication GLE is one of the world’s leading online resources for locating specialist legal advisers for the services required by businesses, investors and individuals. The website has shown double-digit user growth month-on-month since inception, and approximately 115,000 users currently benefit from www.globallawexperts.com. Increasingly, the site is a valuable tool for business leaders, in-house counsel, high-net-worth individuals, operations directors, investors, accountants, banks and the general population looking for quality legal advice in all corners of the world and in more than 250 practice areas. In order to select our winners, we undertook an extensive nomination and research process, creating a shortlist of firms that are deemed experts within their chosen specialisms. During an initial recommendation stage, we received responses from business directors, in-house counsel, independent firms, high-networth individuals, bar associations, visitors to the GLE website and LinkedIn users. These recommendations were combined with our independent research to create the finished shortlist for each country and practice area. The shortlisted firms were then judged on client testimonials, case studies, legal ranking and published material, as well as the performance and standing of the teams’ individual attorneys. According to a recent European Commission white paper on the future of Europe, Europe is now at the cutting edge of innovation. The Eurozone, also known as the euro area, is currently a monetary union of 19 of the 28 European Union (EU) member states, which have adopted the euro as their sole legal tender, although the other nine members of the Union continue to use their own national currencies. While no further accession to the EU is expected in the short term, the prospect itself is a powerful tool to project stability along Europe’s borders. The EU works actively with its neighbourhood, whether in the east or in the south. From its strengthened partnership with Ukraine, to a wide-ranging cooperation with its African partners, Europe’s role as a positive international force is more vital than ever before. In addition, unemployment continues to fall and is now around pre-crisis levels. In the EU, unemployment is set to continue to decline, from 7.6% in 2017 to 7.1% in 2018 and 6.7% in 2019. Unemployment in the euro area is forecast to fall from 9.1% in 2017 to 8.4% in 2018 and 7.9% in 2019. The number of people in work in the region is now at its highest since the introduction of the euro – though some labourmarket slack remains. Both the general government deficit-to-GDP ratio and the gross debt-to-GDP ratio are expected to fall in 2018 too, in both the euro area and the EU. Lower

interest payments and public sector wage moderation should ensure that deficits continue to decline – albeit at a slower pace than in recent years. Uncertainty surrounding the economic outlook remains elevated. External risks are linked, for instance, to future US economic and trade policy and broader geopolitical tensions, as well as Brexit. Pierre Moscovici, Commissioner for Economic and Financial Affairs, Taxation and Customs, noted: “Investment is rising, and public finances are improving, with the deficit in the euro

area set to drop to just 0.7% of GDP this year. The biggest risk to this rosy outlook is protectionism, which must not become the new normal – that would only hurt those of our citizens we most need to protect.” According to FocusEconomics, the UK economy appears to have picked up steam in Q2, but growth was nonetheless mediocre. Monthly GDP data for April and May shows that the economy was supported by a solid expansion in the services sector, particularly wholesale and retail trade. However, the report states

this was at least partly due to a prolonged period of good weather boosting consumer spending. The strong performance of the services sector appears to have carried over to June, with the services PMI reaching its highest level since Q4 2017. The labour market paints a mixed picture: although the employment rate is at an all-time high, wage growth dipped in March–May. Coupled with pessimistic consumer sentiment, this suggested the recent upturn in consumer spending may not last. On the political front, the cabinet finally agreed on a common Brexit stance in early July. However, domestic political stability has subsequently decreased, and the EU is likely to have some objections to the government’s plans for future trading. Available data from the same source suggests that the Central and Eastern European (CEE) economy lost some steam through the first half of the year, slowing somewhat from last year’s breakneck

growth spurt. Ahead of preliminary estimates for Q2, leading data hints that regional growth moderated through June on weaker external demand stemming from this year’s slowdown in the Eurozone. That said, the thriving domestic economy that galvanised the region’s 4.4% annual expansion in Q1 appears to have kept pace in recent months, despite running up against labour shortages. Moreover, an investment boom has been noted across much of the region, supported by cheap financing and greater absorption of EU structural funds. As it stands, FocusEconomics places second-quarter growth of the CEE economy at 4.1% yearon-year. Meanwhile, back at his 2017 State of the European Union address, President Juncker unveiled a roadmap detailing the main steps towards a more unified, stronger and more democratic Union. Building on this, national leaders met in Tallinn, Estonia, and agreed

on a Leaders’ Agenda: a list of the most pressing issues and challenges for which solutions should be found, ahead of the European elections in 2019. On 9 May, 2019, at a summit in Sibiu, Romania, national leaders are expected to mark the culmination of this process with a renewed commitment to an EU that delivers on the most pertinent issues today. Last but not least, according to FocusEconomics, incoming data for the economy of the Commonwealth of Independent States (CIS) suggests that regional growth fared healthily in Q2, after a sharp climb in Q1. Regional GDP is expected to have grown 1.9% annually in Q2 – unchanged from the 1.9% expansion recorded in the previous quarter. Higher oil prices, rising wages and a healthy labour market are supporting a recovery in Russia’s economy.

The Americas Winners The latest data from FocusEconomics suggests that the Central America and Caribbean economy improved in Q2, 2018, as early-year trends in industrial activity and remittance inflows became clearer. Regional growth seems to be back on track following a subdued start to the year, and is estimated to have come in at a decidedly positive 2.3% year-on-year. Although second-quarter national accounts data has yet to be released for the majority of the region’s economies (by the time the GLE Annual Awards went to press), leading metrics suggest an upturn across its major economies. In the Dominican Republic, the region’s standout performer, growth surged in Q2 as duty-free manufacturing zones facilitated a rapid increase in output. At the same time, a buoyant tourism sector – bolstered by a booming US economy – continued to underpin employment gains and construction activity. In both Guatemala and Costa Rica, leading data suggests similar trends were at play in the quarter. In addition, available data (from FocusEconomics) suggests that Latin America’s economic momentum held up in Q2, despite political turbulence in key economies and an uncertain economic backdrop. Regional GDP (excluding Venezuela) is expected to have expanded 2.0% annually in Q2, higher than Q1’s 1.9% increase. Higher commodity prices supported growth in commodity-exporting countries, while healthy consumption is expected to have strengthened activity in Mexico. On the political front, Brazil’s upcoming October general elections are in the spotlight as clear candidates emerge. In July, a five-party centrist bloc united behind Brazilian Social Democracy party candidate Geraldo Alckmin, who is seen by many as being the most market-friendly candidate.

While growth is staging a recovery in the Colombian economy, available data indicates a moderate rate of expansion thus far. Compared to Q1, however, Q2 data has been more promising: growth in the industrial sector surged, and retail sales accelerated in April– May amid a fall in the average rate of unemployment. In addition, Peru has seen political turbulence in recent months due to a judicial scandal, which could undermine political stability. The same source (FocusEconomics) notes that the US economy looks poised to have recorded its best performance in more than three years in Q2, fueled to a notable degree by recent tax cuts and strong consumer dynamics. However, growth may have reached its peak, as mounting trade concerns heighten risks to the outlook. Average retail sales growth in Q2 reached a six-year high, supported by robust consumer confidence and an improving labour market throughout the quarter – with labour participation rising in June. Meanwhile, the near-term outlook for the US economy is one of strong growth and job creation, according to the IMF. Unemployment is nearing levels not seen in 50 years, and growth is set to accelerate, aided by a fiscal stimulus, a recovery of private investment and supportive financial conditions. These positive outturns have supported and been reinforced by a favourable external environment. The balance of evidence suggests that the US economy is beyond full employment.

A slow but steady rise in wage and price inflation is expected, as labour and product markets tighten. Core PCE inflation is expected to rise modestly above 2% by mid-year. Wages have been growing broadly in line with relatively weak labour productivity growth, leaving unit labour costs virtually unchanged over the past two years. In the next several months, wages and unit labour costs are anticipated to increase at a modest pace. Despite good near-term prospects, a number of vulnerabilities are being built up. The planned expansion in the federal deficit at this stage of the cycle could trigger a faster-than-expected rise in inflation. This would be accompanied by a more rapid rise in interest rates that could increase market volatility both in the US and abroad. There is a risk of a marked reversal of capital flows, particularly from emerging markets with weaker macroeconomic fundamentals. The net effect of US budget and tax policy choices will exacerbate an already unsustainable upward dynamic in the public debt, and leave few budget resources available to invest in a range of urgently needed supply-side reforms (including infrastructure

spending). It will also contribute to a rise in global imbalances. These risks are compounded by recent actions by the US to impose tariffs on imports. Consultations focused on policies need to address these risks, rebuild fiscal space, preserve financial stability, support lowand middle-income households, incentivise work, and raise medium-term living standards. IMF directors have welcomed the strong performance of the US economy, with accelerating growth, low unemployment and muted inflation. They also welcomed the favourable nearterm outlook and the prospect of marking the longest economic expansion in its recorded history. However, they also observed heightened policy uncertainty and medium-term vulnerabilities, including rising public debt, trade tensions and income inequality. They stressed that developments and policy actions in the US have significant implications for the rest of the world – and encouraged the authorities to take that into consideration in their policy decisions.

Asia & Oceania Winners According to FocusEconomics, an advance estimate of GDP growth for the Association of Southeast Asian Nations (ASEAN) suggests that the region’s economy continued to power ahead in the second quarter of 2018, largely brushing aside rising trade concerns and tightening financial conditions. GDP is estimated to have expanded 5.2% in the second quarter on an annual basis, down from the previous quarter’s 5.4% figure. Preliminary data also showed that Singapore’s economy continued to advance at a healthy pace, powered by ongoing strong growth in high-tech manufacturing subsectors, such as electronics and biomedicine. This impressive performance was most likely bolstered by resilient growth in key trading partners. Services also pushed ahead primarily due to the finance, insurance, retail and wholesale sub-sectors – although construction recorded a notable year-on-year contraction. Economic dynamics in Vietnam were also positive in the second quarter, building on rising growth figures in Q1. In the January–June period, the economy was propelled by industry, construction and services, while the agricultural sector grew at a more moderate pace. Surging FDI inflows (possibly driven by rising Chinese labour costs, US-China trade tensions and an improved business environment) are also aiding the economy’s performance – as well as helping it move up the value chain. 38

While conclusive Q2 GDP data for ASEAN’s remaining economies is still outstanding at the time of going to press, available signs are mainly positive. On the political front, the new Malaysian government has suspended several key Chinese infrastructure projects, worth billions of dollars, over concerns about the Asian giant’s growing influence in the country. FocusEconomics also reports that the East and South Asian (ESA) economies continue to defy any threat of a sharp economic slowdown, and preliminary data for Q2 suggests that the region’s stellar growth trajectory was broadly steady. Benign inflation figures and large foreign reserves allowed central banks to maintain relatively accommodative monetary policies, despite ongoing moneytightening in the US. To give another perspective: Asia is expected to grow by around 5.5% in 2018’s final figures according to the IMF – accounting for nearly twothirds of global growth – and the

region remains the world’s most dynamic by a significant margin. However, despite this optimistic outlook, policymakers are urged to remain vigilant. While risks around the forecast are balanced right now, they are still skewed firmly to the downside over the medium term. Key risks include further market corrections, a shift toward protectionist policies, and an increase in geopolitical tensions. Meanwhile, growth in developing East Asia and Pacific (EAP) is expected to remain strong and climb to 6.3% in 2018, according to the latest World Bank economic report on the region. Prospects for a continued broad-based global recovery (and robust domestic demand) underpin this positive view. However, emerging risks to stability and sustained growth demand close attention. Enhancing Potential, the April 2018 edition of the World Bank East Asia and Pacific Economic Update, underscores that even with favourable prospects, policymakers in the region will be well advised to recognise and


deal with emerging challenges. Attending to the short-term risks associated with a fasterthan-expected rise in interest rates in advanced economies, and possible escalation of trade tensions, will require tighter monetary policy and larger fiscal buffers. To raise growth in the months and years ahead, boosting public and private investment, productivity growth and human capital will be vital. Victoria Kwakwa, World Bank Vice President for East Asia and the Pacific, commented that “Robust growth has underpinned the region’s tremendous gains in reducing extreme poverty. To build on this success – and improve prospects for the large share of the population who remain economically insecure – will require sustaining growth over the longer term. Policymakers need to focus on addressing risks to economic stability, while taking steps to enhance longerterm growth potential.” After growing more quickly than anticipated last year, China is expected to slow moderately to 6.5% in 2018 as its economy continues to rebalance away from investment and towards domestic consumption, with policies that focus more on slowing credit expansion and improving the quality of growth. With the exception of China, growth in developing EAP is expected to remain stable in 2018 at 5.4%, reflecting continued robust domestic and external demand. Growth in Indonesia and Thailand is expected to strengthen in 2018, with improved prospects for investment and private consumption. Sudhir Shetty, World Bank Chief Economist for the East Asia and Pacific region, stated: “There are challenges for

policymakers in the short and medium term. Addressing these challenges will require measures to dampen the possible impacts of a more rapid pace of monetary policy tightening in advanced economies, as well as to enhance longer-term growth prospects in the face of policy uncertainty, particularly around global trade.” In order to address growth prospects across the wider region in the medium term, countries might need to find new ways of raising their long-term potential growth. This may include a combination of measures designed to: improve public spending and infrastructure provisions, deepen trade integration and improve trade facilitation, implement reforms to enhance competitiveness, as well as build human capital. Improving competitiveness will no doubt be crucial for most countries in the region – as they endeavour to make adjustments vis-à-vis continual changes in the manufacturing and technological landscapes. He has also represented foreign shipowners/ disponent owners in numerous arbitrations for claims relating to demurrage, balance freight, among other areas. “Notably, India is predominantly a country of charterers and not shipowners, since 96% of India’s Exim trade is on foreign flag vessels,” said Mr Thacker. “I represent major Indian corporates, who charter foreign flag vessels for importation of coal, cement, LPG and export of steel, etc, and represent them in shipping arbitration matters.” Today, the firm is distinguished from its competitors in the following ways: • Knowledge and understanding of current market situations, particularly in shipping, oil & gas, commodities and transport industries, which gives clients the comfort of receiving legal and real commercial solutions. There were 12 heads of claim involving complicated questions of facts and law. International experts gave evidence from the UK and Australia, tendering forensic delay analysis. This was given recognition in the international market – both in the offshore construction industry and also offshore logistics of vessels involved in the marine spread. “In the coming months, Mulla & Mulla & Craigie Blunt & Caroe plans to consolidate, via in-depth training of team members within this practice group. By working internationally, we are afforded the opportunity of instructing maritime law firms predominantly in Singapore, Dubai and London where required for an opinion under English or Singapore law, and also in relation to international maritime arbitrations. Africa & the Middle East Winners Back in 2016, Africa’s economic growth slowed down to 2.2%, from 3.4% in 2015, due to low commodity prices, weak global recovery and adverse weather conditions – which impacted on agriculture production in some regions. However, it is expected to rebound to 4.3% in 2018’s final data. Meanwhile, the economy of the Middle East is extremely diverse, although perhaps best known for oil production and export. In recent years, many of the countries in the region have undergone new initiatives to diversify their economies. Up until its merger with the Ministry of Foreign Affairs in February 2016, the former Ministry of International Co-operation and Development, created in 2013, maintained overall responsibility for setting policy, geographical and sectoral priorities; identifying modalities and mechanisms for foreign aid distribution and implementation; and documenting aid flows. In December 2016, the Ministry of Foreign

Affairs and International Cooperation launched the UAE’s new development co-operation strategy for 2017– 21 (Government of the United Arab Emirates, 2016), with the ultimate and ongoing aim of improving the region’s economic infrastructure consistently through the implementation of long-term goals. Since then, an estimate prepared by FocusEconomics showed that economic growth in the Middle East and North Africa (MENA) region strengthened in the period of April–June, 2018. According to FocusEconomics, the MENA economy rose an aggregated 2.8% year-on-year in Q2, which marked an improvement over Q1’s 2.5% expansion, and represented the strongest rate in over one year. The acceleration mostly reflected stronger growth among oil-exporting countries, as crude oil prices in the quarter were approximately 50% higher than the level observed in the same period in 2017. Indeed, forecasts compiled by FocusEconomics reveal

Among nonresource-intensive countries, solid growth, supported by infrastructure investment, will continue in the West African Economic and Monetary Union (WAEMU), led by Côte d’Ivoire and Senegal.

that the Gulf Cooperation Council (GCC) countries (a group that encompasses Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE) were behind Q2’s acceleration, with aggregated growth jumping from 1.6% in Q1 to 2.2% in Q2. Along with the rise in oil prices, GCC countries benefited from the recovery in non-oil activities in Saudi Arabia and the UAE – which were hit in the previous quarter by the introduction of a value added tax in January. Economic dynamics, meanwhile, softened among oil-importing nations in Q2, reflecting higher oilimport bills, although political unrest perhaps dented economic activity in some countries such as Jordan and Morocco. On a positive note, still-strong growth among the region’s main trading partners, such as the euro area and the US, supported the external sector. Israel continued to perform well too – due to rising wages and an accommodative monetary policy. The economy of Egypt continued to benefit from economic reforms in the April–June period. By comparison, Sub-Saharan Africa’s growth is projected to reach 3.1% in 2018’s final figures, and to average 3.6% in 2019–20 according to Africa’s Pulse, a biannual analysis of the state of African economies conducted by the World Bank. These growth forecasts are based upon expectations that oil and metal prices will remain stable, and that governments in the region will implement reforms to boost investment. Albert G Zeufack, World Bank Chief Economist for the Africa Region, stated: “Growth has rebounded in Sub-Saharan Africa, but not fast enough. We are still far from pre-crisis growth levels. African Governments must speed up and deepen macroeconomic and structural reforms to achieve high and sustained levels of growth.”

The data reveals that achieving universal electrification in Sub-Saharan Africa requires combination of solutions involving the national grid. As a final insight: the World Bank Group’s latest Middle East and North Africa Economic Monitor forecasts regional growth to increase to 3.1% in 2018, up from 2% in 2017. This increase in growth is expected to be driven by a beneficial global economic environment and stability in the oil market at heightened prices, among other factors.
