Photos of a state in crisis: Deserted highways, swamped food banks and health care workers at risk

BY MIGUEL GUTIERREZ JR., EDDIE GASPAR AND JOHN JORDAN MAY 12, 2020 5 AM When we first reported on the new coronavirus in January, the official worldwide death tally was still relatively low and the virus was mostly confined overseas. Since then, the epidemic has exploded into a pandemic, and people in the U.S. have died by the hundreds, then thousands, then tens of thousands. Here in Texas, to slow its spread, millions stayed home. Once-vibrant city streets were deserted. Freeways in our largest cities, once packed with cars at all hours, were emptied of traffic. Smaller cities were no different. The toll on our lives and our once-thriving economy has been extraordinary. Businesses large and small have shuttered — many for good. Millions of people have lost their jobs as the unemployment rate shot from historic lows to levels not seen since the Great Depression. At The Texas Tribune, our comprehensive coverage of the pandemic stays focused on the people who are affected — those who have become ill, their loved ones and the people who care for them. Behind every new report on the economy are Texans struggling to make ends meet, educate their children or continue working in the face of so many terrifying unknowns.

FIRST UNDERSTAND THE PROBLEM

Dear Dave, I feel truly blessed. Even with everything that is going on these days, I still have a steady job and a good income. I’m thinking about taking some money out of my savings account in order to completely pay off my credit card debt. How do you feel about this idea? Erin Dear Erin, It’s not a bad plan if

you’ve come to a point where you understand a few things. The credit card and the debt aren’t the real problems. They’re symptoms of buying things you probably don’t need with money you don’t have. You need to take a long look in the mirror, because the person who’s looking back at you is the real problem.

Page 5

www.lsshopper.com • 903-865-7002 If you can accept this, and are committed to changing yourself and your financial habits, I’d say go for it. Just don’t wipe out your savings in the process. Leave plenty of cash in there, especially right now when so many things are uncertain. Also, make sure you cut up that credit card, close the account, and make a promise to yourself that you’ll never use those things again. Once you do all this, and start living on a written, monthly budget, rebuild your savings as quickly as possible. Saving money is always a good thing. And everyone needs an emergency fund of three to six months of expenses for the unexpected stuff life throws at you! —Dave Look at past numbers, then proceed realistically Dear Dave, Do you have a rule for calculating how much money to set aside for home repair and maintenance? Bobby Dear Bobby, I don’t really know of a formula to determine this sort of thing. I’d suggest looking at your checkbook over the previous year, and see what you spent on maintenance and repair issues. Home maintenance is kind of

like car maintenance, in that it’s going to depend on the age and general condition of the house. If you’re driving an older model car, you expect to put more into it over time, right? It’s kind of the same principle with houses. The older the structure, the greater the likelihood you’ll have to pump some money into it. Make sure you look at things from a realistic point of view. You probably won’t need a new roof anytime soon if you had one installed in the last couple of years. But give your house a good going over, inside and out, every six months or so. This will go a long way in assessing what’s needed—and what might pop up in the future!

IRS enhances Get My Payment online application to help taxpayers WASHINGTON – The Internal Revenue Service has announced significant enhancements to the “Get My Payment” tool to deliver an improved and smoother experience for Americans eligible to receive Economic Impact Payments. The enhancements, which started last week and continued through the weekend, adjusted several items related to the online tool, which debuted on April 15. The additional changes will help millions of additional taxpayers with new or expanded information and access to adding direct deposit information. “We delivered Get My Payment with new capabilities that did not exist during any similar relief program, including the ability to receive direct deposit information that accelerates payments to millions of people,” said IRS Commissioner Chuck Rettig. “These further enhancements will help even more taxpayers. We urge people who haven’t received a payment date yet to visit Get My Payment again for the latest information. IRS teams worked long hours to deliver Get My Payment in record time, and we will continue to make improvements to help Americans.” “We encourage people to check back in and visit Get My Payment,” Rettig added. “These enhancements will help many taxpayers. By using Get My Payment now, more people will be able to get payments quickly by being able to add direct deposit information.”

5 Questions to Ask When Hiring a Decking Contractor

(Family Features) When it comes to tackling a backyard makeover, there is no time like the present to start planning. Unless you’re planning to build your own deck, one of the first items on your “to-do” list should be hiring a contractor. Quality deck builders can book up quickly and often have waiting lists by early spring. By doing your research in advance, you can ensure a spot in the project queue and have a brand new deck in time to make the most of outdoor living season. While many questions are obvious, such as costs and timelines, homeowners sometimes overlook other key considerations when vetting contractors. To help ensure you find the right professional for your project, consider these five often overlooked questions: 1. Are you and your company licensed and insured? Make sure the contractor you choose has insurance and the required licenses to obtain permits by calling his or her insurance company for verification. Without such coverage, you could be held accountable for property damage or injuries that occur on your property. 2. How will the permit process be handled? Nearly every deck building project requires a permit. If you build without the necessary permits, you may have issues with paperwork or have to pay a fine when you try to sell your home. Most deck builders handle the permit process but be sure to obtain a copy for your records. 3. What decking materials do you work with? Your deck is a permanent

addition to your home that affects its value, so it’s important to choose a contractor who is skilled and comfortable working with your preferred material. If you want to build with composite, for instance, Trex Company, a leading brand of wood-alternative decking, has an international network of pre-screened and hand-selected contractors, known as TrexPros, who have completed specialized training in working with high-performance, low- maintenance composite decking. 4. Can you provide references? It’s one thing to read online reviews, but to personally speak with a previous customer offers another level of reassurance. Once your preliminary questions have been answered and you feel comfortable with the contractor, take the time to contact a few references to ask questions about the quality of work and overall experience to help ensure you are making a good hiring decision. 5. Do you offer a warranty? Typically, contractor warranties only cover structural damage related to the construction of the deck. Reputable builders should provide a written statement that spells out the type and length of time they will guarantee their workmanship. Be sure to also inquire about any manufacturers’ warranties on the products being used. For example, Trex decking is backed by a 25-year limited fade and stain warranty.
