KEYNOTE SPEAKER CRAIG COLLINS New York City School Construction Authority (SCA) Vice President of Administration Craig Collins serves as Vice President of Administration and is responsible for Contractor Qualification, Administrative Services, Human Resources, Business Development Division(BDD) and Policy Development. He earned his Bachelor of Science degree in Civil Engineering from Howard University. Craig Collins joined the New York City School Construction Authority (SCA) in 1989 as an Associate Project Officer for Capital Improvement Projects in the Bronx. In his 21 years working for the Construction Management Department, he served in various project management positions until achieving the position of Senior Director of Construction Management for the Bronx and Manhattan. In that position he was responsible for all SCA projects in the two boroughs. During his tenure in Construction Management Craig delivered multiple new schools and numerous school renovation projects valued in the billions of dollars, safely and on time. The schools built and renovated under Craig’s supervision feature some of the most advanced educational and building management technologies available and offer state-of-the-art technology for direct use by New York City Department of Education students. Upon his appointment as Vice President in November 2010, Craig made the growth of MWLBE firms one of his top priorities, with a focus on amending MWLBE language in SCA contracts and initiating new performance evaluation criteria whereby prime contractors are evaluated on their efforts to meet the SCA’s MWLBE subcontracting goals. In the two years since his appointment, MWLBE prime and subcontracting dollars have increased across all units of the SCA. He meets regularly with SCA Vice Presidents to ensure that they are committed to, and accountable for, achieving compliance with MWLBE goals. At Craig’s direction, the SCA’s Scope B Mentor training program was expanded to include estimating, provide access to outside opportunities with other government and private sector entities, and offer participating Mentor firms one-on-one assistance with areas in which they need to improve their business model. Recently, Craig negotiated and launched a new loan program for MWLBE firms with Sterling Bank. He also helped launch an Advanced Mentor Training module that includes union transitioning and understanding city and state PLA agreements. A Memorandum of Understanding with NYC Small Business Services (SBS) ensures a good working relationship between NYC agencies and the SCA, as well as offering access to additional opportunities to MWLBE firms. Craig continues to spearhead new initiatives and technology enhancements to promote the SCA’s goal of transparency and accountability. Recently, under his direction the SCA launched an enhancement to the Vendor Access System (VAS) that enables online submission of MWLBE utilization plans by prime contractors and provides real-time tracking of MWLBE compliance for all SCA contracts. Under his supervision and with the support of senior management, Craig and the Business Development Division have expanded and enhanced the SCA’s MWLBE programs, making it a model for other government agencies in New York City and New York State to emulate.
