QUICK TAKES Bill Martin to Lead Economic Development Strategy There’s a new guy in town, and he’s set on bringing wealth and prosperity to the Quad Cities. Bill Martin of Harlingen, Texas has joined the Quad Cities Chamber as Senior Vice President of Economic Development and President of Quad Cities First. Martin will combine his role as president of Quad Cities First with the complementary responsibilities of leading the Chamber’s existing business expansion strategy. During his 35-year career, Martin has assisted companies with creating over 25,000 new jobs and $7 billion in investment. Most recently, Martin lead the way in attracting $344 million in new investment and 4,850 new jobs. During the past two years, the Chamber’s economic development team has assisted both new and existing Quad Cities companies with creating over $350 million in local investment. Martin, who was selected following a nationwide search, is an accomplished economic development professional, ready to lead our region’s efforts into a new phase of progress.

Business leaders filled the John Deere World Headquarters auditorium to hear from the company’s top economist at the Quad Cities Chamber Economic Forecast. Dr. J.B. Penn, Chief Economist, Deere & Company, called the United States economy a bright spot among the global economy thanks to strong growth in agriculture and manufacturing, but also warned that the European debt crisis could have major implications if it spreads. The big takeaways from Penn’s analysis included his urging to policymakers to reduce spending and revise the tax code to boost spending and confidence, and that the U.S. economy is slowly and steadily heading in the right direction.

Strategically Growing the Region’s Defense Industry The Quad Cities Chamber is committed to growing the region’s defense industry-capitalizing on the strengths of the Rock Island Arsenal.

The Quad Cities Chamber Welcomes MG (Ret) Yves Fontaine he Chamber is pleased to announce a new partnership with Major General (Ret) Yves Fontaine. A two-star general and former commanding general of the U.S. Army Sustainment Command at the Rock Island Arsenal (RIA), Fontaine has been working closely with Chamber staff, actively seeking opportunities tied to the RIA. “The Rock Island Arsenal is the anchor of a growing regional manufacturing capability, and I am focused, along with the Chamber and our community partners, on developing new opportunities for growth,” Fontaine said.

The Chamber’s five-year Regional Growth Strategy outlines a threepronged approach: • Elevate the role of the business community in partnering with the Arsenal and the region’s defense industry • Advocate in a unified voice on behalf of the Arsenal and regional priorities, both locally and in Washington, D.C. • Encourage joint public-private partnerships and joint ventures between local companies and the Rock Island Arsenal/Department of Defense The RIA is the region’s largest employment site, with more than 8,000 uniformed and civilian personnel contributing to our nation’s homeland security. Following his retirement last year, Fontaine settled in the Quad Cities.

“It is a testament to the Quad Cities region that Yves and his family decided to call the Quad Cities home after his retirement. We are fortunate to retain the expertise of a two-star general to help guide our region’s future,” said Tara Barney, Chamber CEO.

About MG (Ret) Yves Fontaine Throughout his career, MG (Ret) Fontaine led the U.S. Army Sustainment Command in support of two contingencies operations and lead the LOGCAP and EAGLE programs; served as commanding General of the 21st Theater Sustainment Command leading the logistics efforts in Europe in coordination with our NATO allies; was the G4 (logistics) for the U.S. Army-Europe involved in the drawdown of US contracts in Kosovo; as well as the G4 for the 82nd Airborne Division and G4 and Chief of Staff for the U.S. Special Operations Command, Fort Bragg, NC.

2003 The Assessment reveals results supporting the need for a larger public university to match workforce needs of Quad Cities employers, prompting Deere & Company to donate 20 acres of land for the proposed campus. Former Governor Rod Blagojevich includes his commitment to the WIU-QC expansion during the announcement of his Opportunity Returns plan.

First QC Public University Opens After 18 Years of Hard Work

ears ago, Quad Cities students were out of luck if they wanted to study at a local public university. At a Chamberled economic development summit in 1995, a goal to change that was outlined and the community began to rally for a public university in the Quad Cities.

Quad Cities professionals, business and labor leaders, government officials, state legislators and members of Congress and area organizations worked tirelessly for the next 18 years to bring forth the Riverfront Campus of Western Illinois University (WIU-QC), which finally opened its doors on January 17, 2012.

the campus, will produce an estimated $100 million taxable base and attract 2,000 new and existing jobs, impacting the construction industry by $150 million. The three-building Riverfront Campus and all related campus buildings are also notably certified at the Silver LEED level by the U.S. Green Building Council for energy and environmental design.

Quad Cities Chamber Joins Forces with the Great Lakes Metro Chambers Coalition

I

A Plan for Economic Growth and Job Creation f the eight-state territory known as the Great Lakes region were a country, it would have the 4th largest economy in the world. This crucial part of the U.S. also generates one-third of our nation’s GDP, is home to 19 of the world’s top research universities and is the center of North American advanced manufacturing in many sectors.

The Quad Cities Chamber is part of the Great Lakes Metro Chambers Coalition, a group of 32 Chambers that advocate for federal priorities to further advance the area’s economy. Chamber staff recently traveled to Washington, D.C. with the Great Lakes Metro Chambers Coalition. The Coalition met with policymakers to communicate five key priorities where a partnership with the federal government could strengthen manufacturing and accelerate total investment and job creation. “A stronger economy in the Great Lakes region translates to a healthier Quad Cities economy,” says Scott VanDeWoestyne, Director, Government Affairs, Quad Cities Chamber. “Our involvement in the Great Lakes Metro Chambers Coalition gives us an even stronger voice to advocate for priorities that will bring opportunities for economic growth in our region,” VanDeWoestyne continued.

FEDERAL ECONOMIC POLICY PRIORITIES: GREAT LAKES METRO CHAMBERS COALITION  Border Crossings between U.S. and Canada Illinois exports more goods to Canada than to the state’s next 5 largest foreign markets combined, and Iowa sells more goods to Canada than the state’s next 3 largest foreign markets combined. These exports equate to 339,900 jobs in Illinois and 87,100 jobs in Iowa. The Coalition seeks Congressional support for implementation of the initiatives developed through the Border Action Plan and the Regulatory Cooperation Council to safely improve cross-border movement of goods.  Energy Development The coalition encourages regional development of natural gas, nuclear energy and clean coal.  Immigration of High-Skilled Talent The coalition encourages highly-skilled immigrants to locate in the ethnically diverse Great Lakes region.  Transportation Infrastructure The Coalition is advocating for the renewal of the Surface Transportation Authorization bill for a multi-year period, with an emphasis on development of the nation’s freight corridors, elimination of unnecessary red tape and flexibility for federal/state projects to produce the highest ROI.  Water Quality in the Great Lakes The Great Lakes region is home to one-fifth of the world’s fresh water supply. To that end, the Coalition seeks continued support for the Great Lakes Restoration Initiative in the face of diminished resources.

Being self-educated, Franklin achieved many significant things, including being the only one to sign the four main documents to establish the United States of America. He also lived simply and seemed to have struck a balance in his life, as I read his many insights. Not to mention he was an avid kite flyer.

I would want to highlight a more current culinary experience with something like: Baby Beetroot Trio Salad – Mâche Lettuce, Hazelnut, Poppy, Greek Yoghurt Citrus Dressing and Fennel Seed Vinaigrette; Grilled Mediterranean Branzino, Pan-Fried Heirloom Tomato, Japanese Eggplant, Bulgur Wheat Salad, Spicy Almond Romesco Sauce. All of this, of course, would be paired with a nice bottle of Assyrtiko/Robola Blend wine from Greece.
