You Can’t Follow Rules If You Don’t Know the Rules You may already know that a revision to the Architectural Guidelines was recently approved and released by the Board of Directors. Knowing what this document says in conjunction with obtaining approval by the Architectural Committee for all exterior modifications is recommended and will help you to

avoid any issues down the road. It’s every homeowners’ responsibility to comply with the rules set forth by the guidelines and to have approval for all modifications to the exterior of the lot they own. This includes the front and back of the lot. The only time that the HOA fully inspects the back of a lot is when required by a “Disclosure Inspection”, which occurs when selling a home. Since the inspectors don’t see the back of your lot until the that inspection occurs, violations cannot be identified until the disclosure inspection happens. The mistake that some folks make is that they assume they can do whatever they want in the back of the lot because no one is going to see it. Then, when they decide to put their house on the market, the required inspection occurs and violations are identified that they did not know they had. Now, you’re trying to sell a home that has open violations that must be disclosed, and this can sometimes slow the sale and/or
even cause a sale to be lost. Obviously, that is not a positive thing for the homeowner trying to sell a home. When the association is notified by the title company of a pending sale, the HOA then has ten days to conduct the inspection. If the inspection is not conducted within the ten day window, an $1,800 fine may be issued. The whole point of the inspection is to ensure that a homeowner does not sell a home without the buyer being made aware of any and all pending violations and then inheriting those violations without knowledge. At times, a home sale will happen quickly, before the inspection happens or before the inspection results are received, because of a cash deal or simply a rush to close for whatever reason. In that case, the buyer is responsible for whatever violations exist at the time of closing. I know that many people do not read the governing documents and I get it. However, the intent of this article is to make you aware so you can be prepared if you decide to sell your home. No one wants to complicate that process or create an unforeseen hurdle for you at the last minute. You might say, “Why can’t the HOA come out and conduct an inspection at my request so I know whether or not I am in compliance?” The answer to that question is, “There are many reasons that the inspections must occur when they do, and previous inspection results do not satisfy the requirements for the disclosure or sale process.” Unfortunately, that is a whole other discussion. Of course, I am happy to address any questions you may have offline. I hope this information helps to avoid any glitches at the time of sale for anyone trying to sell a home in Corte Bella.

The Case for Capital Improvement Since the inception of Corte Bella, residents have had conversations about the physical facilities that house our amenities. Developers notoriously build amenities that most experts
Steve Michaud, CBCCA Director would consider undersized, and not adequate to meet the needs of the community at full buildout. Corte Bella is no exception.
As far back as 2010, when this community worked with architects to develop a full architectural plan on possible expansion and modernization of our amenities, there have been ongoing discussions at Board meetings and committees [Long Term Planning (LTPC) and Buildings and Grounds (B&GC)] regarding the need to add additional square footage to a number of our main facilities to better serve our residents. Based on the extensive work done by the LTPC over the past three years, the Board placed a proposed CC&R change to raise the Capital Improvement Reserve Fee on the 2019 annual ballot. This fee, which is collected in escrow at the close of sale (paid almost exclusively by the buyer), allows for the collection of funds that can only be used to support future capital-improvement projects. In the year prior to this change being proposed, detailed discussions took place at each Board of Directors’ meeting. At the March 4, 2019, annual membership meeting, the LTPC presented an extensive overview of the work they had done to gather resident input from as far back as 2010 as well as more recent
surveys, that led to their recommendations of specific projects they believe were essential to Corte Bella to stay competitive with other age-restricted communities. While some residents feel there was not enough input from the community, the Board provided the community with ample information about and opportunity for input related to the proposed projects that were presented at dozens of meetings of the Board. The results of the proposed CC&R change confirmed approximately 1,250 lot owners in favor and 350 against. This was an overwhelming response in favor of strengthening our vehicle to collect and grow capital-improvement funds and served as a clear message to the Board that residents wanted to see improvements to our facilities. In the January 2019 issue of the CB Times, I made the case for why this community should expand and update our facilities. All residents need to understand that we are in constant competition with dozens of age-restricted communities in the area to draw new homeowners to Corte Bella. Other established communities are continuously updating and adding new amenities, not to mention the half dozen proposed communities that are planned for the next decade. For most of us, our home’s property value is our single biggest asset. If Corte Bella is not planning now to visualize and build amenities that can aggressively compete with the improvements being made at other age-restricted communities, we will begin a slow and painful decline toward mediocrity. New homeowners will choose other communities, home sales in Corte Bella will slow to a crawl, and property values will decline. I choose to compete. I hope you will too.
From the Editor’s Desk Linda Wright March is a landmark month for this community publication. With this issue, the CB Times turns twelve years old. There’s much that has changed and yet so much that remains the same for this magazine. Volunteers continue on a monthly basis to contribute articles, photos and other material that provide the content for each issue. There is a wonderful group of volunteers who help to proofread each issue. The focus of each issue (eight monthly issues and two summer issues that combine the months of May and June, as well as July and August) hasn’t changed since March of 2008 – inform the residents, emphasize our sense of community, and promote community pride. Peanut Butter Pie

Crust: •
25 whole chocolate sandwich cookies, such as Oreos (16 oz.), crushed.
•
4 tablespoons butter, melted
Filling: •
1 cup creamy peanut butter
•
One 8-ounce package cream cheese, softened
•
1 1/4 cups powdered sugar
•
One 8-ounce package whipped topping, such as Cool Whip, thawed
Directions:
For the filling:
For the crust:
Whip the peanut butter with the cream cheese until smooth.
Preheat the oven to 350 degrees F. Pulse the cookies in Food Processor until they’re fine crumbs.
Add the powdered sugar and Whip until smooth. Add in the thawed whipped topping and beat until smooth, scraping the sides as needed. (You can use Whipped Cream but consistency is a little looser.) Pour the filling into the crust, even out the top with a knife or spatula. Chill in Freezer for at least an hour before serving. Top with Additional Whipped Topping and Chocolate Ganache if Desired. Freeze Again for about an hour. Can be stored in fridge. Cut and Serve.
Pour the melted butter over the top and pulse just to combine and wet the crumbs. Press into a pie pan firmly, and bake until set, 5 to 7 minutes. Remove from the oven and allow to cool completely.

Wine Decanting and Aerating Deborah Damery Lazear, CSW Wine comes in a container ready for pouring. Be it a bottle, a box, a can, or a tetra pack, all are ready to go. So, why would you decant wine from a perfectly good container into a glass decanter? If you have ever had a bottle of old wine (15 years plus), you will have noticed sentiment in the bottom of the last glass to be poured. This should happen only in red wine. If you have sediment or crystals in white wine, that is a fault. Sediment in red wine is the result of the tannins dissipating out of the liquid and settling at the bottom (or side if you store the wine on its side) of the bottle. This is a natural process and allows a tannic wine to smooth and mellow as it ages. Tannin is natural and comes from the grape seeds, stems, and skins which remain in contact with the pressed juice during the initial fermentation period. If you think about leather shoes, the leather is “tanned” to preserve it. That is what tannins do for red wine; they help preserve it. By the time you open the bottle, the tannins have done their job and are not a lot of fun to chew on if you are unlucky enough to get the last glass. Ergo, decant an older red wine before drinking to filter out the spent tannins. Old wines are delicate and bruise easily just like older folks! Pour the wine into the decanter gently and slowly, stopping when you see evidence of the tannins coming to the neck of the bottle. You
can also use a sieve if it is fine enough. Purists will never use a sieve as they say that some of the wine’s body is left behind in the sieve. Perhaps you have seen James Bond pour his Bordeaux with a candle lighting the underside of the bottle to make the sediment easier to see. If you are pouring a $1000 bottle of Chateau Margaux, then you might go to that effort. Otherwise, just pour slowly. The purpose of decanting is purely to clean the older wine, not to aerate it. So, when do you aerate a wine? Why? How? Younger red wines will benefit from a little air if consumed before their time. For example, a Napa Valley Cabernet Sauvignon that is four years old but you want to drink it before it has matured to around eight to ten years old, will benefit from aerating. Method one is to pour the wine into a decanter vigorously, allowing it to slosh down the insides of the decanter. The air will soften the wine some and replicate some years of aging. What will be lost is the complexity of flavor that age brings. You can’t aerate that into a wine! Method two is to use an aerating device. Some fit into the bottle neck and some rest on the glass. They work equally well. White wine does not need to be aerated as it contains little or no tannins. Gallo’s slogan “Drink no wine before its time” can be usurped with an aerator. Cheers!
Anacapa Hostess - MaKenna Spangler Barb Morin This month’s featured Anacapa employee is MaKenna Spangler. Kenna, as she prefers to be called, was hired in October 2018. Like other employees, she was referred by a good friend who was already with the Anacapa. She was assigned the responsibility of hostess and still serves in that position. On busy nights, she takes pride seeing the enjoyment and satisfaction from guests when their seated at their table. Before coming to Anacapa, Kenna worked part time at another restaurant.
She was born and raised in Surprise, Arizona. She attended Willow Canyon High School in Surprise. Kenna is enrolled at Estrella College aspiring to someday be a travel nurse specializing in the field of trauma. A travel nurse because she admittedly confesses to be a wanderlust type of individual. Her grandfather and grandmother worked in the field of medicine and it immediately piqued her interest. On her day’s off she enjoys canvas painting, listening to country western music and attending music festivals. Being a hostess at any restaurant can be demanding at times and I think Kenna is best suited for this type of work. I want to share a personal story about her work etiquette. One night, I phoned in a takeout order and asked my husband to pick it up on his way home. My order was specific and I wanted to ensure it was correct when he got it. When he picked up my order, he was impressed at how Kenna reviewed each item in the order before he paid for it. On your next visit to our restaurant please take time to say “Hi” to Kenna and wish her the very best.

Income was favorable in HOA Events, Restaurant, and the Spa at $7,289, $4,729, and $5,011, respectively. Favorable expenses included Admin ($7,776), Facilities ($34,060), and Restaurant ($10,614). The remaining departments were very close to budget. Year End 2020 results were favorable to budget $177,374, and an actual Net Surplus to Budget of $112,307. This is a tremendous result considering the budgeted year end number was ($65,067). This number represents annual depreciation expense, a non-cash expense. Favorable department variances to budget include: Admin Net $22,174, related to greater interest earnings $8,798, audit/tax expense down ($11,070), Bad Debt Expense ($9,719), and Insurance ($3,099); Facilities favorable ($132,297) with lower payroll ($62,896), and electric, water & sewer ($62,896); Guardhouse gate repairs expense favorable at ($6,117); Restaurant Net favorable $25,740. After
adjusting the Restaurant expense for HOA Event payroll of approximately $108,212, the Restaurant Department provided a net surplus to operating budget of approximately $33,700. The combined Food & Beverage Operation (Restaurant & HOA) aka F&B Operation, gross revenues 2019 and 2018 were $1,572,357 and $1,474,859, respectively. That represents a revenue increase of $97,498 or 6.61% year over year. F&B net deficits 2019 - ($57,130) as compared to ($112,322) - 2018, a 49.14% improvement. Total Gross payroll for all departments, 2018 - $1,569,831 vs 2019 - $1.593,561, a $23,730 increase in spite of another $ .62 increase to minimum wage employees, normal merit increases, and filling vacant employee positions from 2018 in 2019. The 2019 financial results deserve “A High Five” to our management team and employees.

Corte Bella Vets Happenings Karen R. Starkman Come join the Corte Bella Vets! Our Membership is open to everyone, not just those who served in the Military. The Corte Bella Vets meet the second Tuesday of every month at 8:30 AM in the Corte Bella Social Hall. Join us for a friendly social, guest speaker, our business portion, monthly raffle, and a chance to play and possibly win the Queen of Hearts. All who are interested in helping veterans and listening to our monthly guest speakers must come. Our March meeting will be on Wednesday, March 11 at 6:00 PM with Dr. Jay Knoles as our guest speaker. Dr. Knoles will speak about Suicide Prevention. On Saturday March 21, the Corte Bella Vets have arranged for a comfortable 55 passenger, air-conditioned buses for the Luke Air Force Base Air Show. Join us in our Silver Chalet with an air-conditioned tent, catered lunch, complimentary refreshments and access to a cash bar and dedicated restroom. The Silver
Chalet is a great opportunity to enjoy the air show. The USAF Thunderbirds are scheduled to perform in addition to more than ten other aerial performers. American Legion Post 94 is hosting a Veterans Benefit Expo on Thursday March 26 from 9:00 AM to 3:00 PM. Veterans, their families and caregivers are encouraged to attend this event to learn and share information about available resources in the Phoenix area. The expo will be held at the Sun City West Foundation, Webb Room, 14465 R.H. Johnson Blvd.

Howard Evans Wins Big in January Car Show At a yearly car show held in January, Corte Bella resident Howard Evans and his restored 1960 Corvette Roadster came away with best of show. This event had many entries from Corte Bella, Vistancia (Trilogy) and other surrounding areas. Howard’s beautiful vehicle with 600 horsepower engine has a new chassis and complete restoration that focused on every nut and bolt. Congratulations, Howard!

Geraniums purchased at big box stores frequently come with little green worms hidden in the buds. After planting, spray with a bug killer immediately and one week later. The worms will eat the buds. You will see black dots on the leaves.

Helping One of Our Own Linda Wright, SOuL member Corte Bella has been very fortunate to have Phyllis Barton working as a gate guard for the past thirteen years. As an employee of Securitas, she is well known and appreciated by Corte Bella residents. Her pleasant and helpful demeanor to residents and visitors alike has made her a favorite for many of us living here. In April 2019, her adult daughter (and mother of her two small grandchildren ages seven and nine) was the victim of a fatal attack in her own home. Phyllis and her husband Marlin are now the custodians of the children. To further complicate life, in late
June of 2019, Marlin was walking their two dogs and was struck by a car. One of the pets was killed and Marlin’s resulting injuries have left him with a feeding tube and disabilities that at this time, prevent him from working. This situation leaves Phyllis as the sole provider for her family. Smiling Out Loud (SOuL) President Carla Smith presented Phyllis with a check for $500 in January in order to help her meet some of the continuing medical and personal expenses this wonderful lady faces daily. SOuL members voted to provide this assistance to a person who has worked loyally and tirelessly for our community for more than a decade. Corte Bella hopes that life will be kinder to Phyllis in the future. SOuL hopes our gesture of love will provide some degree of comfort to this very special lady.
SOuL Celebrates 10th Year Linda Wright, SOuL member At their January meeting, SOuL commemorated its tenth year of working to improve the lives of the truly needy in the northwest valley of Phoenix. The group members gathered to share a wonderful soup and salad luncheon. The founding of the group and other relevant history Sharon Johnson from Streetlight USA was presented by Carol Courter, one of the original members of SOuL. During the accepts a donation of $1,000 from SOuL meeting, the group heard from Sharon Johnson, a public relations director from Treasurer Cheryl Streetlight USA, Phoenix division, which Kennedy. is one of the organizations that SOuL supports. After the program regarding human trafficking and the efforts of Streetlight USA to assist the victims of this horrible
practice, SOuL Treasurer Cheryl Kennedy presented Ms. Johnson with a donation of $1,000 from SOuL to help Streetlight with their programs. SOuL is proud to have been a sustainable charity support group here in Corte Bella over the past ten years and looks hopefully into the future knowing that this community will continue to support our fundraising efforts. The Kelly Players’ Debut Jeanne Gowan The debut production “Consider Yourself Corte Bella”, presented by the Kelly Players opened to a packed house on February 13. The group, under the direction of Catherine Russo Kelly, gave a stellar performance. The song “Consider Yourself” from the musical “Oliver!” opened the night, despite a slightly late start because of long lines (at the bar). The performers displayed a variety of skits, musical performances and comedy giving the audience a feel as to how a struggling actor might audition and rehearse. The crowd’s laughter could be heard clear back to green room, giving much relief to the fledgling

The Kelly Players’ Debut continued performers. A real crowd pleaser was the prop manager, Dave Wright who deftly moved microphones with grace and agility. Who can forget his backward walk? Performers included Catherine Kelly, Keith Fowler, Russ Harris, Ellen Hertel, Gayle Anderson, Elizabeth Pridmore, Barbara Shirley, Linda Wright and Paul Schullo. Musical Director Ellen Dreese did an excellent job for the musical numbers and did an outstanding performance of tunes from “My Fair Lady”, filling in for an ill and absent Cindy Buda. Producers included assistant Director Gloria Sellinger, Stage Manager and writer Jeanne Gowan, and Stage Manager David Wright who also, along with Dave Saulnier, handled lights and sound. The show ended with a standing ovation from the audience after closing remarks made by Director Kelly, who was presented with flowers from her very grateful cast. The crowd congratulated and complimented the cast and thanks were given for the “priceless tickets”. Future productions are planned and all are invited to join and offer their talents. Consider yourself invited. Another performance is planned for the spring of 2020.

Once again, the Corte Bella Santa Barbara Room was filled with live music that had everyone in attendance clapping, singing along and dancing in their seats. The performance of TAD Management’s Terry Davis and Sherri Parker and their amazing musicians did not disappoint. What exceptional value these concerts are.
This cooking class that was reserved just for the ladies of Corte Bella was filled to capacity with fifty ladies. The menu featuring mini quiches, delicious crab cakes and beignets was over the top fabulous.
Health and Wellness Expo February 8 Corte Bella was afforded an opportunity to talk with and get advice from a wide variety of businesses and consultants in the medical and wellness field at the annual health and wellness exposition. The Anacapa was there too with healthy snacks and refreshments for the residents who came to learn more about healthy living.

A capacity crowd filled the Anacapa to partake of selected wines from Italy all paired with a delicious four course meal prepared and served by Executive Chef Dan Haywood and his staff. From start of the evening with wine and appetizers in the Bella Stanza Room to the elegant dessert, the evening was enjoyed by all who attended. The wines were excellent.
Thirty one Corte Bella residents traveled to the North Gateway Transfer Station for a presentation on the process for recycling in the Phoenix area. After the well-presented and informative tour, the group had lunch together at the Mellow Mushroom before returning to Corte Bella.

Birds in Paradise (Part Five) Nate and Jeanne Gowan This month, we pay tribute to the real “snowbirds” that Corte Bella golfers have observed at the pond on hole Number 12. The Ring-necked Duck (below) is named for the hard-to-see chestnut collar on its black neck. Don’t look for the ring when trying to identify. Instead, look for their head shaped like a peak
and a white ring around the bill. Males are a bold black and gray with a dark head and grays sides. Females are a rich brown with a pale cheek. These ducks feed by diving underwater, leaping forward in an arc, rather than by tipping up as most. Surprising fact: a Ring-necked Duck banded in Louisiana in 1964 lived over 20 years! The Ring-necked Ducks will be heading north for their breeding grounds, so be sure to look for them soon. photos by Nate Gowan
Birding enthusiasts often choose Common Mergansers (above) as their favorite duck, recognized for their beauty. Merganser comes from Latin and translates to “plunging goose”. The males have striking white bodies with dark green heads and a slender red bill. The females are grey-bodied with cinnamon heads. Both have straight and narrow bills, unlike typical ducks. Mergansers nest in hollow trees and their flightless chicks will leap from the entrance and tumble to the forest floor. Baby mergansers must catch all their own food; their diet consists of aquatic insects. By 12 days old, their diet switches to fish. Mergansers are famous for eating all the existing fish in a body of water, depriving other species, before moving onto new waters. Mergansers will also feed on frogs, small mammals and birds. They also will be heading north to forested areas for nesting before they return again next autumn to Corte Bella.
What Will You Do This Summer? Donna Norton As temperatures started to rise in the desert, over a thousand “Summer Citizens” drove some 700 miles to Logan, Utah to live in student housing for the summer (mid-May to mid-August). Nestled in Cache Valley, 85 miles northeast of Salt Lake City, the surrounding mountains and lakes provide a sportsman’s paradise for those interested. With morning temperatures seldom over 65 degrees, a jacket was a wardrobe fixture until the sun had a chance to warm things up. Tennis players both men and women were able to learn new skills through both a “beginner” and “intermediate” tennis course on campus, while the local Sports Academy put on weekly clinics for those interested in tuning up their games. Regular games were scheduled based on willingness to be available at 8:30 in the morning. With over 30 tennis courts, 8 pickle ball courts, and several racket ball courts, racket enthusiasts have it made.

Corte Bella Tennis Club News Mark Sivakoff The new Corte Bella Tennis board has put together an exciting year of events. We start off with a St. Patrick’s Day tournament on March 14, which will be followed by a luncheon at the pool area. Further details will be forthcoming.

Next up will be our Wim-Bull-Don contest on May 16. And, in true Brexit tradition, for lunch we will provide American burgers on the grill. Don’t worry, we will also have the traditional strawberries and cream as well.
Next will be an April Fools Day Happy Hour to say goodbye to our snow birds with appetizers provided by CBTC at Anacapa, and drinks provided by you. We’re working on ideas for summer activities and we will let you know as the weather heats up.
