City of Hollywood considers four-day work week The City of Hollywood may soon CORRESPONDENT dvolz@hollywoodgazette.com be adopting a fourday, ten-hour-a-day work schedule. Barring objection from city employees or the Hollywood Commission, the program could go into effect as soon as the week of October 3. It was City Manager Dr. Wazir Ishmael who first proposed the new work-week. The plan would extend service hours to Hollywood residents and business owners, and the save the City at least $300,000. The new schedule would have most City employees at work from 7 a.m. to 6 p.m., Monday through Thursday. This would mean many of Hollywood’s municipal buildings such as City Hall, the Parks and Recreation Administration Building, and the Public Works Administration Building would be closed Friday through Sunday. City functions that couldn’t close on the weekends, such as the fire department or beach maintenance, wouldn’t be affected. Employees who were surveyed on the subject mostly indicated they are in favor of it. One advantage for residents is that city offices would close later on weekdays, making it easier for people who

work during the day to do business with Hollywood. Also, the extra day off would boost morale and productivity for city employees while reducing overtime usage and maintenance costs for city owned vehicles. The new work schedule would lead to energy cost savings and help with the city’s green initiatives, according to Joann Hussey, spokesperson for Hollywood.

Hollywood wouldn’t be the first to make the switch. Pembroke Pines, Lauderdale Lakes, Margate and a host of other Broward County cities are already using the four-day schedule. If the four-day work week passes, it will begin as a pilot project for one year. During this year, the overall effectiveness, cost savings and employee morale will factor in to the decision regarding the

schedule. The City’s union members will vote on the four-day work week on August 16. Those voting results will be part of a presentation to the Commission during its meeting on August 31 at press time. Look for updates on hollywoodgazette.com

Hollywood officials go undercover to cite code violations, bypassing warrant or consent Last month,

homeowners thought they were showing their homes to prospective buyers. Instead of an offer, they received multiple code violations from the city. In an effort to address residents' complaints about unauthorized construction work and illegal renovations, Hollywood officials recently justified rolling out some unconventional investigative methods. Their primary targets: Properties listed for sale with major renovations that didn’t have any record of building permits. To gain access to these suspect properties and examine their construction, city officials presented themselves as prospective buyers. Florida State Senator and candidate for mayor of Hollywood, Eleanor Sobel, came out strong on the issue. She indicted Hollywood's Code Compliance department with "trampling on the people's constitutional rights." "This reminds me of past citrus canker intruders on private property, which resulted in long-term litigation," said Sobel. "Those who seek to enforce our laws, whether police officers or not, should always identify themselves and state their intentions upon entering someone’s home or private property. Privacy and property rights are paramount and should never be eroded by government employees entering under false pretenses." In response, Sobel has asked the Florida Senate Committee on Community Affairs to complete a thorough review of the practice. "I have also asked the Florida Attorney General’s office to issue an advisory opinion on the legality of this kind of brazen “big brother” behavior by our city government. It is my sincerest hope that these actions will bring an end to this ill-conceived and illegal Code Compliance policy. This kind of governmental overreach will not be tolerated in the City of Hollywood while I am a State Senator." jennifer@hollywoodgazette.com

Hollywood officials defend the practice; Mayor Bober condemns it Hollywood Mayor Peter Bober said this type of conduct never should have happened in the first place, and it won't happen again, according to a Channel 10 investigative report published August 26, characterizing it as a “government intrusion.' In the five cases investigated, a significant amount of work done proved to be in violation of Florida building code. The code calls for a permit any time a building undergoes serious construction or renovation. Acquiring these permits can be costly and time-consuming, which can lead to cutting corners. Unauthorized renovations

and construction have become a significant problem, particularly with investors seeking to quickly flip property for profit. Mayoral candidate Josh Levy cites the cumbersome permitting process as the source of the unorthodox investigations. “I think perhaps they overreached and didn’t need to operate the way they did," he said. "I believe as a city we need to look at the underlying reasons why residents resort to doing work without permits in the first place. The answer to that is, that we have a very slow and cumbersome permitting process that needs to be made a lot more resident friendly.” The city's employee rules state that “deliberate dishonesty or deception” is strictly prohibited. Nonetheless, the investigations were blessed by the Hollywood head of code compliance John Chidsey, the city manager and the city attorney. “The City Attorney’s Office researched this investigative method prior to its use. They advised that there was no case law ruling against this practice," said Raelin Storey, spokesperson for Hollywood. "In fact, they found precedent that arguably verifies the efficacy of this methodology.” Commissioner Kevin Biederman also backed up the city, saying, “We need to protect the buyers of properties in Hollywood. It's like a police officer working undercover.” Added Storey: “It is the City’s job to enforce the Florida Building Code, which is in place to protect property and preserve safety.”

Conflicting resident reactions Some residents defend and applaud the city's efforts. Kimberly Tanner said she agrees with the practice. “Whatever needs to happen to keep things legit and safe,” she said. “I'm certain if the homeowners had done things to code and with permits, they wouldn't have been cited now, would they?” “This protects the buyers,” resident Tal Mazor said, commending the city. “If I'm buying a house, I want to know it's safe, and not worry that some weekend handyman ‘learned’ how to do plumbing and electrical on my house. Bravo to the City of Hollywood.” Another Hollywood resident, Edsel Dashco Ford, advocates for a better solution. "Other cities have set up a certified inspection requiring the seller to prove that the home is fully up to code and permitted. Realtors fought it and later realized that it actually made their jobs easier in the long run," he said. "The idea is sound and proven, unlike the way the city is going about it." But mostly, residents strongly oppose the practice. "As a Realtor, it upsets me that other professionals would feel comfortable wasting our time pretending to be buyers,"

There are other, less controversial ways to motivate homeowners to get appropriate permits." Hollywood commissioner and mayoral candidate Patricia Asseff is also uncomfortable with the undercover investigations. “The officers need to disclose who they are and what they are doing," Asseff said. “No one should go into someone’s home if they are representing the city without disclosure of who they are. That is what I call transparency.” In a recent poll conducted online by Hollywood Gazette, 84% of residents who responded think the practice is unethical at best.

What about the U.S. Constitution? To many, this is considered a larger violation of multiple constitutional amendments. "I am up to code and have been inspected for all work at my house, but I do not want you in my home without permission," insists Hollywood resident Lynne Bower. "Even a landlord has to give notice that they are coming. The City of Hollywood does not have the right to trample on my rights." Precedent throughout the country has historically found that housing inspectors are subject to the Fourth Amendment in the course of their duties, with constitutional principles substantially limiting powers. Course materials intended to train housing inspectors in Kansas about search and seizure issues in code enforcement tell a cautionary tale. "In summary, we hold that administrative searches of the kind at issue here are significant intrusions upon the interests protected by the Fourth Amendment, that such searches when authorized and conducted without a warrant procedure lack the traditional safeguards which the Fourth

4.8% Other Amendment guarantees to the individual, and that the reasons put forth in Frank v. State of Maryland and in other cases for upholding these warrantless searches are insufficient to justify so substantial a weakening of the Fourth Amendment's protections, " according to the materials citing Camera v. Municipal Court of City and County of San Francisco, 387 U.S. 523, 534, 87 S.Ct. 1727 18 L.Ed.2d 930 (1967). Followed in Board of County Commissioners of Johnson County v. Grant, 264 Kan. 58, 954 P.2d 695 (1998). See also See v. City of Seattle, 387 U.S. 541, 87 S.Ct. 1737, 18 L.Ed.2d 943 (1967). The Fourth Amendment to the U.S. Constitution prohibits “unreasonable” searches and seizures. The Fifth Amendment prohibits the government from denying any citizen of “life, liberty or property without due process of law.” The Sixth Amendment guarantees that defendants in a criminal case be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the assistance of counsel for his defense. The Fourteenth Amendment prohibits you from denying any citizen of liberty or property without “due process of law.” Essentially meaning you cannot deprive citizens of any rights guaranteed by the Fourth, Fifth or Sixth Amendments. Although they claim to have put a stop to the practice, the city's spokesperson said they're not opposed to considering it as a tactic in the future. "We're not using this technique at this time, but that's not to say we'll never use it again. We want to see how these cases play out," Storey said in a statement to the Sun-Sentinel on August 28. For some homeowners, the market value change in their properties coupled with the reduced millage rate will determine the amount of property taxes they will pay. The FY2017 budget won't be final until the public has a chance to comment. Public hearings are set for September 15th and September 27th, beginning at 5:01 p.m. at the Governmental Center, 115 S. Broward County Commissioners have agreed to cut the property tax rate by one-percent in fiscal year 2017, meaning that most homeowners with a homestead exemption will see no increase on the county portion of their property tax bill. The total recommended budget for FY17 is $4.7 billion, which encompasses all tax supported and nontax supported funds. Overall the total budget increases by $505 million with substantial funding provided for large projects at Port Everglades, the Fort Lauderdale Hollywood International Airport and Water and Wastewater services. Chaminade Madonna moves forward with football field lights installation

Members of the Chaminade-Madonna football team during spring practice. 21 of these players have received football scholarship offers from major universities as of last spring. Chaminade-Madonna hopes to have CORRESPONDENT lights for its football dvolz@hollywoodgazette.com field so that the Lions can play in the evening. Dr. Judith Mucheck, head of ChaminadeMadonna said that the school hopes to have a lighted football field by the 2017/2018 school year. The school held a meeting with members for the community and printed 1,500 flyers inviting the neighborhood to attend. Only four people attended this meeting to discuss lights at the football field and the impact it might have on the surrounding area, according to Dr. Mucheck. Another meeting is planned for September 10 at 10 a.m. at Chaminade-Madonna.

The school is in application process to get approval for the lights. It is a two-step process and the first process has been completed. School administrators must show how it will address traffic, parking and noise issues coming from evening events. A major problem with football games during the afternoon is that with start times at 4 p.m. temperatures on the field can reach 100 degrees. Lights were not installed earlier because the school did not have enough money to do so. If the lights are installed, there would only be about ten events per year that would take place in the evening. Most high school football games are played in the evening and usually start at 7 p.m.

So far, in my commission district (District 4), Barry Faske, who is campaigning to take over the seat from incumbent Richard Blattner, boasts a long track record of environmental activism, and is a certified naturalist too. Incumbents usually have the advantage that comes with name recognition and a long list of legislative accomplishments, but in this election, my vote will most likely go to the underdog.

Matthew Gouthro Matthew Gouthro is a 30+ Year resident of Hollywood, Florida. He grew up in the Driftwood area attending both Driftwood Middle School and McArthur High School. Matthew lives with his wife Melissa in the same neighborhood he grew up in as a child and is active in the community. He’s currently President of the Driftwood Civic Association and Vice-President of the Hollywood Council of Civic Associations. Matthew has helped spearhead many initiatives in our Community to help make Driftwood a safer, cleaner, and better place to live. In 2015 Matthew was awarded the Charles F. Vollman Award for outstanding community involvement, leadership and civic activism.

Assia Alexandrova has lived in South Florida for almost 20 years. Originally from Bulgaria, she has dedicated her life to civic apps and information technology in government, and currently works for the City of Fort Lauderdale. One of her latest passions is “urban acupuncture” - the improvement of the communal experience in cities through small changes to the urban landscape like micro-gardens, open-air libraries, or original art in public places. An avid foodie Assia prides herself in thoroughly exploring all local culinary outfits - from food trucks and farmers’ market stalls to restaurants of all kinds, and experimenting bravely in her own kitchen. Working together with various departments within the City of Hollywood to better serve and improve Parkside neighborhood.

Rita Gambardela

Rita Gambardela has been a Florida resident since leaving New York City in 1992. In New York, she was a student of the dramatic arts and an avid memer of the James Beard

Foundation. She lived there for 15 years before making Florida her home. Soon she moved to Hollywood where she owned and operated an Italian Restaurant. During that time she was president of the Downtown Hollywood Business Association. Later, she became a lisenced realtor in 2002 and enjoys that career til this day. Origininally from Louisville, Kentucky Ken Crawford is a graduate of University of Louisville with a BS in Architectural Interior Design and an Art History Minor. Resident of the City of Hollywood and Parkside Neighborhood for over 25 years, Crawford has served as the current President of Parkside Civic Association for the past six years. He served as a Planning and Zoning Advisory Board member from 2016-2019 and was the Past President of HCCA (Hollywood Council of Civic Associations). Crawford has attended Police Academy, Code Academy and Crime Watch meetings regularly. He has participated in countless meetings concerning the RAC, CRA, various grants and workshops, working together with various departments within the City of Hollywood to better serve and improve the Parkside neighborhood.

There are several requirements I look at when it comes to my vote for the next District 2 Commissioner. This person needs to be for ALL of the district and not pull favoritism for their own neighborhood and allow the other sections to suffer. An open door policy is important. One must be free for phone calls, answer e-mails, meet outside of association meetings and so on. Quick response is also key. Talk is talk and actions are worth more. One must know the insides of City Hall pertaining to all departments that may involve the district. I prefer someone who has been actively involved within the city and various groups outside the city's realm. (i.e.: Chamber). Just because you're an civic activist doesn't give you merit to be a commissioner. I want experience! Issues that are important to me are: New and proper development, Illegal conversions, Cleaning up Federal Highways drugs and prostitution, More lighting for safer neighborhoods, Improving infrastructure, More money from the CRA for Parkside.

Loving the City, living here and enjoying the benefits of Hollywood have made me aware of the importance of keeping our green spaces available, and to not lose them to development. This has been more apparent and has continued to gain importance to me as I participate in the Diamonds program. I also find the debris in the Lakes as something which needs to be addressed. Additionally, as someone who enjoys the restaurants in Downtown, but find other opportunities there limited, I strongly believe the revitalization of Downtown Hollywood should continue to be a priority for our city officials.

Hollywood Mayoral Candidates share plans BY COURTNEY BUTTERWORTH

Homelessness can seem like a problem that is too intricate and widespread to be solved by a single city. Fortunately, this is only partially true. While Hollywood alone may not be able to end homelessness, our city can still help those experiencing homelessness in a positive and permanent way. Sadly, those who are the most affected by policies often are those who have little to no input in their creation. The safety and security of those currently staying in emergency housing in Hollywood depend not only on how our country works to curb homelessness, but also on how our city addresses this important matter. The voices and concerns of the homeless deserve to be heard and their questions answered. It is the duty of our city’s government to address their worries and work proactively to ensure that those experiencing homelessness receive the care and attention they deserve. As a city, we can ensure that the vicious cycle of homelessness ends. In order to shed light on this important issue, I asked each of Hollywood’s mayoral candidates for their plan to help those experiencing homelessness in our city if they are elected. COMMISSIONER PATRICIA ASSEFF Homelessness has always been a great concern for me, Hollywood, County and Cities. My main concerns were the homeless living on the streets. I was appointed to the Continuum of Care Board of Broward County in 2014. I chaired the Performance & Outcomes Needs and Gaps Assessment Committee (PONG) and truly received an education and understanding of the depth and variety of needs presented by homeless families, disabled, veterans, foster children and individuals. Their Mission is "Housing First", to place as many as possible to have a place to Live and re-built their life and future. Laurie-Anne Walton at that time was our Cities Homeless Coordinator. She met with the homeless in all areas 14

of our City and did the Point in Time Count to find where they lived and how many people were living on the streets, parks and encampments. Broward County is down 12% and unsheltered is down 5%, there is so much more work that needs to be done. Broward Outreach Center, Women's Center, Jubilee Kitchen, all the Broward Partnerships and many other entities have been working together to make a difference. We are so fortunate for their mission, passion and dedication. Thank you to the “Friends of the Broward Outreach Center” and their involvement with our Hollywood Organization in making a difference. One of my top priorities is the Quality of Life for all Hollywood residents and Public Safety. As the Mayor this is my Plan with a Community Partnership: • Plan to invite all charitable organizations, developers, community and residents on Outreach Initiatives. • Involvement of social workers, mental health professionals, food banks, hospitals, religious organizations of every denomination and business owners. • Police Department to help unite homeless with their families, with buying them a ticket to return to their families. • Organizations creating return home packages to get back home. Such as toilet accessories, stamps, food vouchers, toothbrushes, toothpaste etc. • City to have a registered list of all “Housing First” rentals, Landlords and tenants, contact numbers. • City to maintain a list of all social services available within the City for reference. • Plan to help educate the community on Homelessness, job opportunities, and training. • Have a place where they can shower and dress for a job. • Look for resources for dental restoration. ( Nova Dental School and Broward College Dental Hygiene). • Have resources for Medicaid and other options for health insurance.

JOSHUA LEVY It is the year 2016, and the City of Hollywood, like many other cities in Broward County, continues to find itself with a seemingly perpetual population of homeless persons who need help to find their way toward recovery. Homelessness plagues so many in our society, from all walks of life: veterans, families, the mentally ill, those who have fallen victim to drug and alcohol addiction, someone who lost their job and didn’t have a friend or family to turn to, and so many others. As a society, we should do everything we can to help our homeless, by connecting them with local outreach and recovery programs that will help them get back on their feet. Given that in our governmental structure, homeless programs are mainly administered and funded by the county, the State and HUD, our mission, as a city, should focus on homeless outreach, assessment and resource linkage. We need to reach out to the homeless that we find in Hollywood, assess their needs, and refer and transport them to the county, state, nonprofit or faith-based program that best suits their individual needs. There are programs that offer medical care and substance addiction recovery and others that offer social service counseling, reemployment services and more. In assessing the individual needs of our homeless, a second focus of our mission should also be family reunification, where we would help the homeless find their family anywhere in the U.S. and call them for rescue and help. Once a homeless person’s family is found, we can help by assisting the homeless person with a bus ticket or transportation to where their family is. Government programs are necessary, but family reunification is probably the best thing whenever possible. Through implementation of these strategies, reaching out to the homeless, assessing their needs, and referring and transporting them to where they can get help, we will achieve a reduction in the homeless population in our city, an improvement of the perception of the quality of life in Hollywood, and a reduction in the costs that our police and fire-rescue departments have to bear in

responding to repeated homeless related calls for service: loitering, panhandling, public intoxication, non-emergency transportation to the hospital and more. By helping each other, we all benefit. Together we can do great things. ORLANDO RAEZ I am deeply saddened when the homeless are not respected as members of our society and I am enlightened when I hear stories about people helping people in need. The homeless are our brothers, mothers, fathers, sisters, friends, and neighbors. This is not a Hollywood issue solely, it is your issue as well. As a young boy, I remember when my father used to come home from working late evenings at a hospital, he would take surplus hospital food and give it to the homeless as he went home. Weather it was a cold sandwich or a beverage, he told me as a kid that they were always grateful because most people would ignore them. That taught me a lesson as a young boy that I have not forgotten. The same compassion we share with one another as family and friends can also be helpful to strangers at times, especially those in the greatest need. Newspapers have written that most families are just one or two paychecks away from being homeless. Many of us have been at that point or close to it and I’m sure you were grateful for any helping hand available at your time of need. Below are some of my strategies on homelessness in our city, but I know there is a lot more that we can do, not only as a city, but as individuals who respect human dignity. No one should experience homelessness. Strategy # 1: Prevention and education. Regardless of the economic deficit facing our city, we cannot ignore our struggling neighbors and families with their basic needs for housing. Hollywood will fund programs for families and individuals struggling to pay rent temporarily. When a household loses their income, Hollywood will offer temporary assistance to help them get over the hump for a short duration. Hollywood will also start an outreach campaign to get help for people with

to help those experiencing homelessness substance abuse or mental health problems. Strategy # 2: Fund Rapid Housing Program and Housing First Program: These programs have had great successes in places like San Francisco, Seattle, and Milwaukee. The programs will help the homeless get back into a home and help them get to a place that they're stable and able to take over their rent.

a public servant and leader, it is my job to quickly and effectively address this problem. But I cannot do this alone. First, we must accept the idea that homelessness is a societal problem with many causes and potential solu-

tions. Therefore, innovative thinking is a must. A comprehensive support program that includes access to emergency housing, health, dental and psychiatric care, drug treatment, day care, job training, and job placement must be implemented. Programs that ease the transition from temporary housing to a more permanent solution must be prioritized and appropriately funded. Deploying social

workers helps to change the anti-social behaviors and addictions of many of the homeless. Ushering families from homelessness to self-sufficiency is a daunting but entirely achievable and worthy goal. As Mayor, I will work tirelessly to address homelessness in Hollywood by focusing on finding the available, necessary resources.

Strategy # 3: Veteran Grants: Grants will be made available for veterans to have access to housing and programs to give them stability in the long term. Strategy # 4: Increase Shelter Beds: Increase the number of beds in shelters for individuals and families. Strategy # 5: Job training programs: Partner with existing programs at 211, Good Will, the Salvation Army, and places of worship to prepare people for successful living (creating a resume, interviewing skills, budgeting, etc.). Strategy # 6: Food access: Hollywood will support programs that provide food to the homeless. Strategy # 7: Volunteer recruitment: We will seek out volunteers who can provide the homeless with services many of us take for granted, that include hair grooming, nail polishing, professional work attire, and air conditioned places for rest and recovery. Strategy # 8: Small Business support: As I’ve travelled our city regarding my campaign, I’ve learned that there are already some pretty terrific small business owners who are offering their services to the homeless. Whether that’s providing laundry services at a laundromat or providing food for food pantries, our city, our society is better because of them. These businesses don’t seek any reward or recognition, they do it because they care. Hollywood will support these businesses through business marketing opportunities and by providing educational materials regarding homeless programs available throughout the city. 29-year old Hollywood native’s lifetime poker winnings exceed $17 million BY DARLENE PISTOCCHI

Raised in Hollywood, Florida, professional poker player, Team PokerStars Pro Jason Mercier, recently had a momentous run at the World Series of Poker (WSOP) in Las Vegas. His victory also clinched him the WSOP Player of the Year title. At 29, he’s the third-youngest player to win five career WSOP bracelets. The only two others who won five at a younger age are poker legends Phil Ivey and Phil Helmuth. Taking a moment out of his current tournament trip in Barcelona, where he will play 6 to 8 tournaments over 12 days, Mercier shares some of his remarkable story with his South Florida home base.

Making a career of poker Mercier’s parents, Rick and Dottie, were very resistant to their son’s new career goal - especially during school. “They were against gambling altogether,” shares Mercier. “They have a very conservative Christian background and I

At 18, he played at the Seminole Hard Rock and did well, which led to playing much more frequently online. “I was playing PokerStars everyday. It’s how I became really good at the game.” Mercier went on to Broward College and FAU intending to become a math teacher or a sports coach. “I was coaching Varsity Basketball at Sheridan Hills (his alma mater). It was a fun experience, but I kept playing on Poker Stars (before it was shut down by the Department of Justice) and soon figured out I could make a living at this. I started playing 40 to 45 hours a week. Multiple tables at the same time, 12 tables at the same time. And I was making money… for real money.” Mercier is certainly ambitious, persistent and goal-oriented. He attributes his hard work ethic and drive to his parents, who are blue collar workers still living in Hollywood. “My Dad is my biggest fan now.” “In 2008, I played my first live tournament in the Bahamas. I didn’t do well but the following April, I went to Italy and won first place. I’ve been on the road ever since.”

I caught on to numbers very quickly.

Humane Society to offer free spay/neuter services for Broward’s feral and free-roaming cats throughout September Do you have a neighborhood cat that everyone feeds but no one owns? If you can successfully trap a free-roaming or feral cat in your neighborhood, the Humane Society will spay or neuter them for free. The Humane Society of Broward County and Broward County Animal Care & Adoption are introducing “Mission Catpossible 2.” The collaborative spay/ neuter project for feral and free roaming neighborhood felines residing in Broward County has a goal to sterilize 1,000 cats this September.

County (HSBC) operates at 2070 Griffin Road, just a block west of I-95. The HSBC is a private, non-profit organization supported by donations. The shelter receives no government funding and does

Feral cats are native to the outside, and have not had human contact. Too fearful to approach humans, they might only come out at night or in the early morning. A free-roaming cat is one that may allow you to touch it, may be vocal and crave attention. Likely someone’s pet at one time, these left-behind cats are less volatile. The most humane thing to do is sterilize the cats and return them to the area where found. You will need a trap to catch a feral cat and these are available at home improvement stores. The felines receive spaying/ neutering, pain medication, and for those old enough, a rabies vaccination. Appointments are necessary to the process. Public meeting to discuss Regional Activity Center rezoning set for Sept. 6 Open to all Hollywood residents, City of Hollywood and the North Central Hollywood Civic Association (NCHCA) will be hosting a public meeting at 7 p.m. on Tues., Sept. 6th at Hollywood City Hall, 2600 Hollywood Boulevard, Room 219. The NCHCA plans to provide information on proposed zoning changes for Hollywood’s Regional Activity Center (RAC) at the meeting. The RAC land use designation goes to areas of regional importance that are appropriate for growth. The designation exists to encourage attractive and functional mixed use living, working, shopping, education and recreational activities. Hollywood’s Regional Activity Center encompasses over 1,450 acres of land. The zone spans both the Federal and Dixie

Highway Corridors from Sheridan Street to Pembroke Road, the Hollywood Boulevard Corridor from just east of Federal Highway to Interstate 95, and all of Downtown Hollywood. The area was designated a Regional Activity Center in 1990 and subsequently expanded in 2005. The current zoning does not match the previously established RAC Land Use designation. Since 2014, City and CRA staff have hosted a series of public meetings to explain the rezoning process. Staff completed the proposed zoning code changes in early 2016. DENTAL HEALTH UPDATE

To floss, or not to floss… I, like 4 out of 5 dentists am appalled by a recent article written by Catherine Saint Louis and published in The New York Times on August 2, 2016. In the article she states that flossing is “overrated” and calls the evidence supporting flossing as “mediocre”. As I field calls from concerned patients regarding this subject and as I contemplate the consequences of the article I keep asking myself this question: Why would a respectable paper choose to publish this article and whom does it benefit by doing so? First, let’s examine why this article surfaced. The author bases her argument against flossing in the fact that in the latest dietary guidelines for Americans, the Departments of Agriculture and Health and Human Services quietly dropped any mention of flossing. The author contends that there is really not a “proper” scientific paper demonstrating the need and advantages of flossing vs not-flossing. I don’t intend to be political but, in this world of corporate lobbying and conflict of interests, every time our government makes a decision we have to question the intention behind it. It is well known that there is an epidemic of obesity and diabetes in this country, and even so, with our government’s subsidy programs it is far cheaper to buy a Double Cheeseburger than a healthy salad. In schools, the government school lunch programs consider French fries as a serving of vegetables, they believe that as French fries come from potatoes, they are

is important in reducing tooth decay and gum disease and that it cannot be replaced by rinsing with a mouthwash. He concluded “Dentist and Hygienist have been telling their patients for decades to floss daily; they have been doing so for good reason. The benefits of flossing are real – they are not a ‘myth’.” One of my favorite quotes comes from Miguel de Cervantes (Don Quijote) “Facts are the enemy of Truth”. technically a vegetable. They disregard the fact that deep frying removes considerable nutrition and adds fat to the basic potato - not to mention that ketchup will add salt and high fructose corn syrup-. Who in their right mind would consider French fries a healthy vegetable for regular consumption by our children? It is the same people that believe that a cheeseburger should be cheaper than a salad and that flossing is overrated. There is plenty of evidence that supports flossing. In June 2004, Pfizer Inc, launched a consumer advertising campaign labeling Listerine “as effective as floss” in fighting plaque and gingivitis. They claimed “clinical studies prove it”. McNeil-PPC, sued Pfizer alleging that their advertising was false and misleading. U.S District Judge Denny Chin ruled after McNeil-PPC Inc, and ordered Pfizer to stop the advertising campaign stating the campaign was false and misleading and posed a public health risk. The judge further said “substantial evidence” demonstrates that flossing

The facts as evidenced daily on any dental practice are this: • People who floss properly have much better oral health than those who don’t. • Flossing -at first- is really difficult and only about 8% of the people in my practice routinely floss. • Most people feel bad or ashamed when they go to the dentist or hygienist and confess that they have not been flossing. Some patients feel they have to lie about it or tend to exaggerate their flossing practice. • We can tell when a patient has not been flossing, we can see it in their gums and we can see it in their teeth, we can see it in the x-rays as cavities and tartar build up. • Along with brushing, flossing is the number one thing you can do to prevent gum disease and tooth decay. This topic touches me personally. Being a father and a dentist, I considered it crucial to keep my children cavity free for life. My oldest daughter went away to college and decided that

brushing was enough; she decided not to floss for the last two years. To her surprise, this last examination with x-rays revealed 4 cavities (all in between the teeth). I was not there to remind her to floss every day and even though she had plenty of fluoride growing up, the college diet and lack of flossing proved to be an unbeatable combination. I feel terrible about having to drill my daughter’s teeth and it could have been prevented if she would have been flossing. I encourage you to talk to your Dentist and hygienist even though it may be uncomfortable to discuss your own oral hygiene practices. If by any chance you are feeling guilty, ashamed or embarrassed, just remember that when we push you to floss, we have your best interest in mind and are only trying to help you have healthy teeth and gums for life.

2016 National Night Out brings Hollywood together

Since 1984, the first Tuesday in August of each year has been designated as National CORRESPONDENT Night Out. Last night, Hollywood residents dvolz@hollywoodgazette.com came out to join Crime Watch Members, Hollywood Police Officers & Command Staff, City Officials, and Crime Prevention Specialists in an effort to bring local communities and law enforcement together. Due to heavy rain, many events moved indoors; but that didn’t stop those that came from having a good time.

Boulevard Heights “We wanted to bring the community and families together to get to know and care about each other,” said Cathy Gonzalez, secretary and treasurer of the Boulevard Heights Neighborhood Association. Scrubby’s BBQ provided dinner and a complimentary ice cream truck was hired by mayoral candidate Patricia Asseff. Also included was a martial arts presentation and some other fun activities. “This is a great night for Hollywood,” said Asseff. Judy Bates, president of the Boulevard Heights Neighborhood Association said she was glad to see people getting to know each other and having a good time. SPECIAL THANKS TO OUR COMMUNITY Washington Park DISTRIBUTION PARTNERS Nadine McCrea, a Washington Park community leader, spent much of the night serving meals to the families who came. “It’s good to see people in the community spending time together,” she said. Also in attendance at the Washington Park event was Commissioner Linda Sherwood, who said she was glad people came together for a nice community event. For the officers, it was a chance to have some fun with the kids. Some of the officers got to play the role of a favorite aunt or uncle with the kids. At Washington Park, one of Hollywood’s finest found himself the center of attention with a group of children. Officers who came to the events wanted young people to know that police are a positive force in Hollywood. “We want to establish good relationships with kids. I love children,”said Major Nikki Coffin. Lieutenant Selina Hightower sought to foster coalition between law enforcement and young people. “We brought people together to have fun, but we want children and teenagers to know we care about them,” she said. Anthony Gomez, a Hollywood Police officer, calls for neighbors to stick together and get to know eachother. “We want people to look out for each other and to contact us if they see something suspicious happening in their neighborhood,” he said.

Sheridan Technical College partners with GM to train automotive technicians Starting this school year, Sheridan Technical College and General Motors Corporation (GM) partner to train highly skilled automotive technicians through the GM Automotive Service Educational Program (ASEP). The training program combines state of the art automotive service, academic coursework, and real world internship experiences to provide students the best possible preparation for a career as an automotive technician. The program, formerly at Broward College, incorporates advanced automotive technical training with a strong academic foundation of math, reading and electronics, as well as analytical and technical skills using GM products. Sheridan Technical College GM ASEP instructors are National Institute for Automotive Service Excellence certified and many have achieved GM World Class status, the

highest achievement for a GM technician. Sheridan Technical College students in the program alternate between the classroom and hands-on work experience at sponsoring GM dealership worksites. Hollywood teacher honored 2016 Justice Teaching Teacher of the Year

At the recent Florida Bar Convention in Orlando, Sherri Moss, a veteran teacher who has been teaching at Bethune Elementary School in Hollywood for the past 26 years, was honored 2016 Justice Teaching Teacher of the Year. “This is a well deserved recognition for Mrs. Moss,” said Bruce Blitman, Esquire; certified county, family and circuit mediator, qualified arbitrator and empire. “Moss has conscientiously taught her students about civics and the principles of the United States Constitution during the five years that we have worked together on this outstanding project.” Moss started working at Bethune Elementary in 1990. “I started teaching first grade and have been there through thick and thin ever since,” she said. In 2001, Moss was asked to teach a 4/5 split class of students with difficulties in reading. “They were some of the most talented and creative youngsters I ever met,” she

We did many lessons outdoors, and we also arranged the room to suit the days' learning goals.” The administrators at the time kept wondering where those kids were because most of them had been frequent behavior problems in the past. Moss says, “I simply

challenged them to keep the "A student" status they earned from me for being there the first day ready to learn.” The students worked hard and earned a trip to John U. Lloyd Park and Nova Oceanographic Center for earning “C” or better grades, without referrals. Moss continued stepping outside the box and after she learned that 4th graders had not been taught about the Constitution or Declaration of Independence, she began

SCHOOL NEWS Cont. from page 31 teaching civics and government the way she had been taught. “Born and raised in Philadelphia,” recalls Moss, “I spent many a field trip downtown at Betsy Ross' house, Constitution Hall, Franklin Institute, etc. These values are very important to me. I was actually inspired by my third grade teacher to become a teacher myself!” Moss received her BS at University of Miami after attending Penn State for three years and then attended Florida International University (FIU) to receive a Masters in Reading. She has been a Hollywood resident since 1987, purchasing a home in the Lakes with her family in 1993. “We raised our son here and have enjoyed all of the best Hollywood has to offer. Downtown Hollywood had so many great family places: the Hobby Shop, The Used Bookstore, Hardware Store and the Rainbo Café (now closed).” Moss and family have also enjoyed riding their bikes to events at Young Circle and the beach and they have a pool. “My son and his friends made it the ‘command central’ during the summer!” shares Moss. “Since most of those friends also went to Bethune, and their moms were other teachers, it was a place for us to chat about our plans for school.” “Bethune Elementary School of the Arts is an amazing school,” declares Moss. “The students are AWESOME and each child can find their special strength academically and/or creatively.” In addition to teaching reading, math, social studies and academics, Moss works closely with the arts teachers to improve student learning opportunities. “Each child attends arts classes every day,” says Moss. “The students in my class actually have their self portraits hanging in the White House!” You can

Moss became the Justice Teaching representative for Bethune in 2007 and was then contacted by Blitman in 2010. “Mrs. Moss is a wonderful teacher who cares passionately about her students and her work,” said Blitman. “There are hundreds - if not thousands- of teachers who are participating in this program across the state, so it is quite a distinction for Mrs. Moss to be recognized for her achievements.” Blitman is also recognized by teachers and students. “He is the reason the program is so successful at our school,” said Moss. “He gives tirelessly of his time and consideration by not only engaging students in reality based civics lessons, but also spends hours of his personal time getting the most amazing guest speakers to come in and share their experiences with my students.” “There are many students who have gone on to have excellent careers,” boasts Moss, who stays in contact with many of her students. “The most famous I recall would be Mr. Travis Daniels, who became a Miami Dolphins football player. Many others, my son included, got their foundational skills at Bethune and became successful adults in their chosen field.”

Local girls donate stuffed animals to help HPD console children affected by domestic violence or trauma For police officers, domestic violence or severe accidents are unfortunately a fairly regular part of the job. For the young children involved, these situations are especially traumatic. In an effort to alleviate the stress of those younger victims, a group of girls from the PreCision Mentoring Program put together a project. After gathering as many as they could, the girls donated over 150 stuffed animals to the Hollywood Police Department. The idea is for officers to have a means to ease the mental burden of a child experiencing trauma. Officers will now leave the station with a few stuffed animals in their patrol cars. Something so simple as a teddy bear could be a godsend to a child in a moment of distress. “Our officers routinely come across young children having to cope with a traumatic situation. Having these stuffed animals ready to hand out to during a time of turmoil is invaluable. This gives them some-

thing to hold on to, and hopefully brings them some comfort. We are very thankful that the PreCision girls decided to collect these stuffed animals; they are a wonderful example of giving back to their community,” said Acting Chief Chris O’Brien of the Hollywood Police Department. Felicia M. Brunson, founder of the PreCision Mentoring Program, loved the project. “PreCision is a summer mentoring program that exists to empower girls aged 7-18 by promoting self-esteem and the development of leadership skills. Each summer the girls participate in a community service project. They wanted to shed some positive light on the law enforcement community while adding some sunshine to young people in unfortunate situations.” said Brunson. The Hollywood Police Department is accepting donations of stuffed animals indefinitely if you would like to drop some off the Department is located at 3250 Hollywood Blvd, Hollywood, FL 33021.
