Broward Inspector General sheds light on misconduct and mismanagement by top Hollywood officials

Bad temp agency deal cost city nearly $1 million from 2013-2014

The Hollywood Commission CORRESPONDENT dvolz@hollywoodgazette.com held a special meeting recently to discuss a 56-page preliminary report by the Broward Office of the Inspector General (OIG) regarding TransHire, a South Florida staffing agency that was paid nearly $1 million from 20132014 on unbudgeted, unapproved services. The OIG report found that City of Hollywood officials violated city ordinances, policies and procedures. During the meeting, residents expressed disappointment in the findings of the report and called for reforms in city administration. Residents claim they feel misled and that this incident has impacted their trust in city government overall. Mayor Peter Bober said the findings in the OIG report were indefensible. “I see willful indifference to our codes,” he said. "The city never attempted to obtain competitive rates, which likely led to the waste of taxpayer dollars," said the report from the Inspector General's office that went on to name seven city officials involved in the violations. "In total, the city spent $973,864.34 for fiscal years 2013 and 2014 without the Commission's approval." To facilitate the unauthorized payments, city officials inappropriately used a direct voucher payment system that allowed little accountability and permitted deviation from the controls set out in city code, policies and procedures. The officials ignored actual expenditures year after year and failed to obtain budget approval for temporary services costs that were anticipated. Bober called for the hiring of an internal auditor who would be hired by and responsible to the Commission. Commissioner Kevin Biederman asked if the former Hollywood City Manager, Cathy Swanson-Rivenbark, now the city manager for Coral Gables, could be retroactively fired. “It is clear that the former city manager lied to us. I think there should be criminal penalties for those who deliberately deceived the Commission,” said Biederman. He asked that a complaint be sent to the International City/County Management Association regarding her handling of the TransHire situation. The Commission voted

in favor of sending a complaint. Commissioner Linda Sherwood said she believes mismanagement took place especially in the human resources and finance departments and recommended that the City of Hollywood have a forensic audit conducted. And Commissioner Traci Callari said she believed that the city officials involved had violated the trust placed in them by the Commission. Vice Mayor Peter Hernandez spoke out about the report during the recent meeting. “I am appalled. This is worse than what I thought it was going to be and I am dumbfounded by what I read. Based on what I read, there are some people who need to go. They violate the trust of the Commission and the people and remain,”

said Hernandez. Hernandez called for the firing of City Attorney Jeffrey Sheffel. He did not get support from the rest of the commission. Under the City Charter, only the City Manager, City Attorney and Community Redevelopment Agency director are hired and can be directly fired by the Commission. “To me it is a trust issue. The City Attorney should have alerted us that something was going on and not tried to gloss it over. It is one thing to make a mistake but it is another thing to try to cover it up.” According to a memorandum from current City Manager Wazir Ishmael, the city has initiated several reforms since the unauthorized expenditure of funds for

temporary services was brought before the commission in September 2014. Human resource policies regarding the use of temporary staffing services have been strengthened. Ishmael said he has reviewed this report and discussed the preliminary findings with the city attorney and some members of his management team. “We will be working with an external, independent, professional with expertise in critical incident intervention and policy development to evaluate the results of the OIG’s investigation; assess the reforms the city has already put in place; and provide recommendations for any additional changes needed to prevent future policy violations,” Ishmael said in the statement.

Broward enhances fleet with 31 new buses; tests new tracking technology Estimated launch date for MyRide Broward is Spring 2016.

They will include LED reading lights, air conditioning vents, electrical outlets and USB port at each seat, according to Mary Shaffer, spokesperson for Broward County Transit. Also plans are in the works to equip BCT buses with updated technology known as MyRide Broward. This is a real time tracking system that will allow riders to know exactly where the bus they are about to board is and when it will arrive to pick them up. This technology is now being tested, according to Shaffer. Estimated launch date for MyRide Broward is Spring 2016. “This year we have been working hard on enhancing services and fleets of buses,” said Chris Walton, Director of Transportation for Broward County. “At the same time, we are investing in new technology that modernize our services to keep up with the needs of our growing audience.”

BCT is introducing 31 new buses as part of a $26 million investment to have more reliable and comfortable buses. Questions are being raised about the 911 System. Currently emergency 911 calls are handled by a centralized Broward County program. But many Hollywood residents have complained that their emergency calls are not being handled properly and would like to see the City of Hollywood handle dispatch. During a recent Commission meeting, Vice Mayor Peter Hernandez said that the County’s response to emergency calls has been dismal and that some people don’t want to call for police services. “People are frustrated beyond belief,” said Hernandez. “If this is going to put lives in jeopardy, maybe Hollywood should reorganize its own dispatch service.” - D.V.

Ana Martinez, the second person to receive a heart in the Children’s Hospital Heart Institute in February, 2011 gave an emotional speech. She was 13 when she received the heart. “I remember when a nurse came into my room and told me that a heart was available. At first I could not believe it. I am thankful to have received the heart but I am sorry that another person had to die for me to receive it. One of the center's four annual fundraising events, Walk 2 Stop Hunger will be held Sunday, March 6, 2016, at St. John’s Episcopal Church, located at 1704 Buchanan Street in Hollywood. The Jubilee Center has been hosting community events since the early 90s and

have been meeting the needs of the hungry for more than 25 years. Serving nearly 3,000 hot meals every month (close to 35,000 a year) the need for your help is even greater now. Sponsorships are a critical part of Walk 2 Stop Hunger and provide an opportunity for your organization to support people in need while gaining visibility for your company. Hollywood resident Cristina Brondo shares her tale of love, romance and passion

ollywood resident for 16 years, Cristina Brondo, shares her immense love for the community by expressing herself through painting and poetry. “I used to spend many days on Hollywood Beach and I loved to watch the palm trees as part of a beautiful landscape,” Brondo says. One romantically expressive poem she wrote is called Palms of Florida, and came very close to getting it published by the Library of Congress. Unfortunately, her health took an unexpected turn and the poem was not published. Born in Argentina, Brondo initially wrote the poem in her native tongue, Spanish. She moved to Florida with her two daughters and son over 25 years ago -- first to Miami, then to Hollywood after her grandson was born, where a neighboring friend helped her translate the poem in English. She then sent it to the Library of Poetry. “I don’t remember exactly the time, but the Library of Poetry sent me a letter to inform me that my poem had won placement and they offered to publish it in the annual book of poetry! I was happy and excited for the award, but not for long.” Around 2005, Brondo started experiencing health issues. “I had an active life -- my job, long walks, swimming; but then I started feeling bad pain and discomfort and started taking aspirin every day. My treating physician was not providing good care and the pain got worse.” Brondo continued working, but could not longer concentrate on doing the things she loves -- painting or writing. In 2006, a follow up with her GI doctor revealed very high blood pressure. Brondo was rushed to Memorial Regional Hospital in Pembroke Pines, but then immediately transferred to Memorial on Johnson Street. “As I always say, God, or an angel, was protecting me because when the ambulance arrived at Memorial, everyone – doctors, nurses,

all of them were expecting me - treating me with the highest level of care - like I was a person. I mattered and they wanted to help,” she says. After several hours, five bypasses, and complication with her kidneys, Brondo made it. "I stayed in ICU for over 18 days, but I survived. The wonderful staff saved my life,” she says. International Festival on Johnson St. set for Feb. 21 On February 21, 2016 from 11am-4pm, the Johnson St. Business District will be hosting its 3rd annual Johnson St. International Music, Art & Food Festival, known fondly around the neighborhood as “The Party on the J”. The ArtsPark Amphitheater at Young Circle in Downtown Hollywood is about to receive a fresh coat of paint. The project is slated to take several weeks to complete. During the painting project there will be no Saturday evening ArtsPark Live! Concerts, however the Friday Night Movie will continue. City Technical Crews will begin removing light fixtures, cables, clamps, and other audio/video equipment from the ArtsPark Amphitheater stage overhead light grid after the final performance of Shakespeare in the Park.

Blue Jean Painters, a commercial painting contractor, is scheduled to begin prepping the overhead beams, supports, and roof for primer on Wednesday, February 3rd. Prepping, priming, and painting is scheduled to take three weeks and should be complete by the end of February.

This multiphasic exhition features works on acrylic and mixed media paintings over canvas, plexiglas, plaster and acrylic gesso. Moris Lustgarten was born in Venezuela, South America. His works indicate a departure from reality in depiction of imagery in art. He mingled his painting abstract projects with his profession as an architect, but it wasn’t until 1989 that decided to open his art to the world. His abstract art uses a visual language of shape, form, color and line creating a composition which may exist with a degree of independence from visual references in the world.

hree years ago, Elizabeth Sanjuan was given an assignment by the world-renowned photographer and teacher, Arthur Meyerson, to photograph herself. The assignment turned out to be a significant challenge, and over the course of three months Sanjuan photographed herself thousands of times but never satisfied with the results. “It seemed like I could never take a photo good enough for me to present to him,” she says. “But the problem wasn't about technique, exposure or composition. The problem was that I did not like seeing me. I could not get past an infinitely long list of things that were wrong with my physique.” Sanjuan, like many, had fallen prey to the frenzy of imagery from television programs, movies, magazines and the internet constantly promoting everything from weight loss solutions to every kind of diet, cosmetic procedure or cream to keep looking youthful. Finally, after months of shooting images of herself, it

"Hoping that I could find a way to age gracefully and to embrace a more positive image of my body as it truly was.” Word caught on, friends told friends, mothers told daughters and daughters told grandmothers. "I was really excited when I first heard about the Self Revealed Project, especially because it was going to include trans women," said Diana Hemingway. "So very few women's projects are intentional about including all types of women. I can hardly wait to see this exhibit open to the public. It is a powerful statement of acceptance of our lives and bodies in all our true forms."

The project incorporates photographic portraiture using three images -- one, allowing each woman to choose a fantastical but meaningful light montage; another, a pose with a word best describing her character and being; and a naked pose un-retouched, real and raw. “I have been photographing for almost 18 months and the original 50 has grown to over 150 images of women of all ages, races, ethnicity and size. The waiting list is still growing.” "Curiously, the mere act of baring oneself physically has been cathartic," Sanjuan says. "The subjects have gained strength and changed their perceptions of themselves. Those grays, sags and lines tell a beautiful story.” Sanjuan wants her project to reach all women from young to old. For younger women, she hopes to take the pressure off. “So many of our young girls see magazines in which all the women have been retouched, slimmed down, wrinkles removed and flawlessly air-brushed to show skin with no blemishes,” she says.

Sanjuan wants older women to take comfort in knowing whether they are 60, 70 80, or 90 years old, it is acceptable to be gray, sag and have lines on your face. "They are beautiful just the way they are," she says. “If we strive for perfection, we are always going to fail.” Self-Revealed celebrates the courage of these women to bare both body and soul and take a monumental step forward in selfenlightenment. Doors will open to the public Feb.27, from 6 p.m. until 9 p.m. Gallery 2014 is at 2016 Harrison Street in downtown Hollywood. The exhibition will run through March 16, 2016 and is free to the public. All that is asked is you leave any "judgments, bias, or preconceived notions of what beauty is at the door," says Sanjuan. Hollywood 'takes charge' of environmental concerns; adds new stations for electric cars

People who own electric cars will soon have more places to charge them in Hollywood. During a recent meeting, the Hollywood Commission passed an ordinance that will require new buildings in the City; homes and commercial buildings to have electronic vehicle charging station infrastructure installed. â&#x20AC;&#x153;We want people who have electric cars to have more places to charge them,â&#x20AC;? said Lorie MertensBlack, chief civic affairs officers for Hollywood citing the benefit that using less gas will have on the environment. Currently, Hollywood residents

can charge electric cars at the Van Buren Garage, the Radius Garage and the Garfield Garage for a small fee. They can also charge at a

station in the North parking lot at City Hall for free for up to four hours. There are plans to install an additional station in the future. A

number of Hollywood businesses have charging stations and more have plans to add them.

Friends of the Stirling Road Branch Library honor members The Friends of the Stirling Road Branch Library honored members of the “The Stirling Circle” during a special event at the Gallery of Amazing Things. “The Stirling Circle” is a newly formed group of members who have donated $50 or more or through participation in the Dedicate-A-Shelf program. Julie Mukamal, co-president of the Friends of the Stirling Road Branch Library said, “These are people who very committed to the library and the programs the library offers.” Hannah Hostyk, co-president of the Friends was also pleased that people are eager to support the library and its programs. She said many of the library’s educational and cultural programs are made possible because of support from the Friends. During the reception, members of Friends listened to a lecture on some of the ceramic items on display. Then they were invited to enjoy the Ceramics and Glass Fair being held at the Gallery of Amazing Things. The Friends’ group began when the Stirling Road Branch Library opened in 2003 and has worked hard to raise funds

and support for the library. The group now has more than 320 members. Broward County Commissioner Beam Furr, a librarian, is impressed with the Friends. “This is the biggest library support group in Broward County and the most active. They have really made it a strong community center and taken creative engagement to another level. They offer classes and high quality programs,” said Furr. The Friends of the Stirling Road

Branch Library has been recognized by the Florida Library Association as the 2015 recipient of the Eileen Brunner Membership Development Award, the only Friends group in Florida to receive this honor. This award is given to the Friends group which has demonstrated the most dramatic increase in membership, based on the quality of membership materials, campaign objectives and achievement.

I Know You Love Me - Now Let Me Die

By Dr. Louis M. Profeta unrealistic expectations that have real-time consequences for those frail bodies that have been entrusted to us.

n the old days, she would be propped up on a comfy pillow, in fresh cleaned sheets under the corner window where she would in days gone past watch her children play. Soup would boil on the stove just in case she felt like a sip or two. Perhaps the radio softly played Al Jolson or Glenn Miller, flowers sat on the nightstand, and family quietly came and went. These were her last days. Spent with familiar sounds, in a familiar room, with familiar smells that gave her a final chance to summon memories that will help carry her away. She might have offered a hint of a smile or a soft squeeze of the hand but it was all right if she didn’t. She lost her own words to tell us that it’s OK to just let her die, but she trusted us to be her voice and we took that trust to heart. You see, that’s how she used to die. We saw our elderly different then. We could still look at her face and deep into her eyes and see the shadows of a soft, clean, vibrantly innocent child playing on a porch somewhere in the Midwest during the 1920s perhaps. A small rag doll dances and flays as she clutches it in her hand. She laughs with her barefoot brother, who is clad in overalls, as he chases her around the yard with a grasshopper on his finger. She screams and giggles. Her father watches from the porch in a wooden rocker, laughing while mom gently scolds her brother. We could see her taking a ride for the first time in an automobile, a small pickup with wooden panels driven by a young man with wavy curls. He smiles gently at her while she sits staring at the road ahead; a fleeting wisp of a smile gives her away. Her hands are folded in her lap, clutching a small beaded purse. We could see her standing in a small church. She is dressed in white cotton, holding hands with the young man, and saying, “I do.” Her mom watches with tearful eyes. Her dad has since passed. Her new husband lifts her across the threshold, holding her tight. He promises to love and care for her forever. Her life is enriched and happy. We could see her cradling her infant, cooking breakfast, hanging sheets, loving her family, sending her husband off to war, and her child to school.

This transition to doing more and more did not just happen on a specific day in some month of some year. Our endof-life psyche has slowly devolved and shifted and a few generations have passed since the onset of the Industrial Revolution of medicine. Now we are trapped. We have accumulated so many options, drugs, stents, tubes, FDA-approved snake oils and procedures that there is no way we can throw a blanket over all our elderly and come to a consensus as to what constitutes inappropriate and excessive care. We cannot separate out those things meant to simply prolong life from those meant to prolong quality life.

We could see her welcoming her husband back from battle with a hug that lasts the rest of his life. She buries him on a Saturday under an elm, next to her father. She marries off her child and spends her later years volunteering at church functions before her mind starts to fade and the years take their toll and God says:

“It’s time to come home.”

This is how we used to see her before we became blinded by the endless tones of monitors and whirrs of machines, buzzers, buttons and tubes that can add five years to a shell of a body that was entrusted to us and should have been allowed to pass quietly propped up in a corner room, under a window, scents of homemade soup in case she wanted a sip. You see now we can breathe for her, eat for her and even pee for her. Once you have those three things covered she can, instead of being gently cradled under that corner window, be placed in a nursing home and penned in cage of bed rails and soft restraints meant to "keep her safe." She can be fed a steady diet of Ensure through a tube directly into her stomach and she can be kept alive until her limbs contract and her skin thins so much that a simple bump into that bed rail can literally open her up until her exposed tendons are staring into the eyes of an eager medical student looking for a chance to sew. She can be kept alive until her bladder is chronically infected, until antibiotic

resistant diarrhea flows and pools in her diaper so much that it erodes her buttocks. The fat padding around her tailbone and hips are consumed and ulcers open up exposing the underlying bone, which now becomes ripe for infection. We now are in a time of medicine where we will take that small child running through the yard, being chased by her brother with a grasshopper on his finger, and imprison her in a shell that does not come close to radiating the life of what she once had. We stopped seeing her, not intentionally perhaps, but we stopped. This is not meant as a condemnation of the family of these patients or to question their love or motives, but it is meant be an indictment of a system that now herds these families down dead-end roads and prods them into believing that this is the new norm and that somehow the old ways were the wrong ways and this is how we show our love. A day does not go by where my partners don’t look at each other and say, “How do we stop this madness? How do we get people to let their loved ones die?” I’ve been practicing emergency medicine for close to a quarter of a century now and I’ve cared for countless thousands of elderly patients. I, like many of my colleagues, have come to realize that while we are developing more and more ways to extend life, we have also provided water and nutrients to a forest of

Nearly 50 percent of the elderly US population now die in nursing homes or hospitals. When they do finally pass, they are often surrounded by teams of us doctors and nurses, medical students, respiratory therapists and countless other health care providers pounding on their chests, breaking their ribs, burrowing large IV lines into burned-out veins and plunging tubes into swollen and bleeding airways. We never say much as we frantically try to save the life we know we can’t save or perhaps silently hope we don’t save. When it’s finally over and the last heart beat blips across the screen and we survey the clutter of bloody gloves, wrappers, masks and needles that now litter the room, you may catch a glimpse as we bow our heads in shame, fearful perhaps that someday we may have to stand in front of God as he looks down upon us and says, “what in the hell were you thinking?” When it comes time for us to be called home, those of us in the know will pray that when we gaze down upon our last breath we will be grateful that our own doctors and families chose to do what they should instead of what they could and with that we will close our eyes to familiar sounds in a familiar room, a fleeting smile and a final soft squeeze of a familiar hand.
