The Hollywood Commission set the notto-exceed property tax, or millage, rate during a recent meeting. This millage rate is 7.7363. The operating millage rate is 7.4479 and the millage for the voter debt service is 0.2884. The current budget does not include FY 2018 pension costs for general employees and police personnel or bargaining costs for fire and police personnel. There are still unresolved pension issues including the 13th check matter, which is still in litigation. And there are 23 frozen positions at public works, finance, development services, the police department and information technology. The Commission will have to address a projected $2.5 million budget deficit. The City will be receiving additional money from the new FPL plant. Also property values in Hollywood have increased and this means more money will be collected from property owners. Hollywood will unfreeze two positions in public works, three civilian positions in the police department, and two positions at code enforcement. It will restore street maintenance and beautification. The budget hearings in which the Commission will adopt the proposed and final operating budget will take place in September. The budget must be approved by October 1. Budget hearings will take place on Wednesday, September 13 at 5:30 p.m. and Wednesday, September 27 at 5:30 p.m. in the commission chambers at 2600 Hollywood Boulevard Room 219, Hollywood, FL 33020.

Meet Sergeant James Marshall, a Hollywood resident and retired police officer-turned Guardian Ad Litem (GAL). “I initially started in the 1970s to represent kids in domestic-related litigation cases,” Marshall said. “GAL is about being a voice in court for Florida’s abused, neglected and abandoned children.” Marshall, who is retired with 33 years of service from the Miami Police Department, started as a GAL for teen girls ages 14-16 about 2½ years ago, and currently serves younger kids from 6-9 years of age. “The program’s mission is to advocate for the best interest of children who have been abused, neglected and abandoned,” Marshall said. “But GAL volunteers also provide emotional security for abused and/or neglected children.”

Finding rewarding, educational, and fun summer activities during summer months can be challenging, especially for parents of teenagers. This summer, one Broward County organization hit the mark by offering teen-friendly opportunities to learn, grow, and meet new friends – all while making a difference in Broward communities. The local volunteer mobilization hub HandsOn Broward leverages the power of people to transform local communities through meaningful projects that make a difference. In June and July, the organization hosted its annual Summer Service Camps for the seventh year in a row. During the camp, youth leaders engaged in service-learning projects to serve a variety of social causes. Over two sessions, 39 teens in the Summer Services Camps served a combined 1,035 hours to positively impact ten local nonprofit organizations. “I loved getting to know the campers and seeing them grow as leaders throughout the week,” said Camp Counselor, Matthew Hood, a previous Summer Service Camp participant and currently a sophomore at the University of Central Florida. “I also enjoyed experiencing Summer Service Camp in a different way by becoming a Project Leader.” Each camp covered critical community issues that ranged from the environment to homelessness, emergency preparedness and issues surrounding youth and the elderly. Students worked together to develop solutions to community problems through hands-on service activities. Projects included electronics recycling at ARC Broward, activities with seniors at Northeast Focal Point in Deerfield Beach,

storybook reading at the Girls & Boys Club, disaster preparedness training at the Broward County Emergency Operations Center, mural painting at a local elementary school, beautifying two Broward County Parks and sorting through damaged book at the Southwest Regional Library. “HandsOn Broward’s mission is to inspire, equip, and mobilize people to effect positive change,” said Dale Mandell, CEO of HandsOn Broward. "We believe that every child can make a difference in the world, no matter how young. Our summer youth programs highlight the enormous impact youth can have on changing the world when they become inspired through service to the community." In addition to the valuable learning experiences, student participants earned 45 community service hours that can be used toward their high school service requirements. Hollywood activists victorious after years of effort to change street names Benjamin Israel is pleased dvolz@hollywoodgazette.com the Hollywood Commission is moving toward removing the streets signs named after Confederate Generals Robert E. Lee, John Bell Hood and Nathan Bedford Forrest. But he won’t feel satisfied until the signs are actually removed. He is also disappointed that it has taken the Hollywood government so long to come around to removing the signs. “This is a matter of right and wrong and our duty to correct it. I can’t believe 21st – century politicians are supporting people who were Confederate leaders in the Civil War, a national tragedy,” said Israel. “We live in a screwed-up world.” He considers the Confederate generals to be animals, not heroes who deserve honor and praise. While many people have great respect for Robert E. Lee, Israel feels very differently. He considers Lee to be a traitor of the worst sort because he was educated at government expense at the U.S. Military Academy, rose to be a a general in the U.S. military and then, “after having received all those benefits, became a traitor and fought against the United States to preserve slavery. Lee was a Confederate leader in some of the biggest battles ever fought on U.S. soil,” Israel said. Nathan Bedford Forrest was a founder of the Ku Klux Klan and was its first Grand Wizard. “These names never should have been there in the first place. Robert E. Lee would whip his slaves. He said it was necessary to correct black people as a species. How can we honor these men? They led a war in which more than 620,000 mostly white people were killed and they fought to destroy the United States, a nation dedicated to the BY DAVID VOLZ CORRESPONDENT

Another thing that bothers Israel is that so few African-American residents wanted to change the street sign names. When he began his campaign some years ago to have the names on the signs changed, he faced strong resistance from nearly everyone. AfricanAmerican residents had little interest in changing the names and people who lived on the streets did not want the names changed. Also, members of the Hollywood Commission did not want to bother with changing the names. When Josh Levy became Mayor of Hollywood, Israel said he found an ally he could work with because Levy was committed to changing the signs. After facing years of rejection and derision, Israel was able to gain supporters for his cause. He and other supporters would speak at Commission meetings and community meetings. Around the nation, Confederate monuments were being taken down. But the Hollywood Commission continued to wait. Some members wanted to get to get the opinions and perhaps approval of resi-

Schecter dents on the three streets. Others said that history, even unpleasant history should not be removed and the signs offered a brief history lesson. Finally, after heated discussions, a demonstration and the recommendations of more powerful politicians, the Commission voted to move toward changing the street sign names. Some residents on the three streets have spoken at meetings against removing the signs. There are residents who like the street names, especially Lee. Others simply don’t want the inconvenience of having to change most of their personal documents. Israel has no interest in their feelings on this matter. “If they are inconvenienced, so be it. How does that compare to the thousands of people who lost their lives and property in the Civil War? They may have to pay a small amount of money to have their driver’s licensed changed but the signs need to come down,” said Israel. Israel is an Orthodox Jew and believes in the importance of doing the right thing and helping others. He described a time when he helped a woman who got her hand caught in the trunk of her car, when others might have walked away. It bothers him when he sees people allowing their dogs to defecate on the yards of their neighbors. Israel hopes to continue fighting for the cause of African Americans. He would like to see more unity among the African-American communities in South Florida and hopes to unite these communities and Dania Beach and Hollywood. He is concerned that there has never been an African-American Hollywood Commission member. He believes the police are not held account-

able when they shoot a person, particularly an African-American person. He is not comfortable with political leaders and does not trust the political process. “We need to have a more enlightened society,” Israel said. Israel says he is a fighter and will stand up for what he believes in. He survived prostate cancer and now is fighting lung cancer, although he was never a smoker. Hollywood resident Laurie Schecter paid $6,000 to the City to start the process of start the process of changing the names.

“I remember as a child seeing those signs and saying this is wrong. I feel it is an ethical and moral obligation to remove the names on the signs,” she said. Schecter does not believe the Confederate generals should be honored by having streets named after them. “They were traitors and the led a fight against the government. They fought to maintain slavery-- a horrific institution.” Schecter said she can understand the fact that some residents don’t want the names changed and they will face some inconvenience. “The residents don’t own the streets. This is about who the City of Hollywood is, not just the people on the streets. We need to change the names on the signs,” she said. Since Schecter and Linda Anderson submitted the application to change the names, the Hollywood Commission has voted to move toward changing them. Anderson and Schecter want Hood Street to be renamed Macon Street, Forrest Street to be renamed Savannah Street and Lee Street to be renamed Louisville Street. On the application, they state these were the names for the streets Joseph Young proposed for the streets on the original plat. The matter will be come before the Commission again on August 30, following the summer break.

Countywide Arts Challenge for High School Students Broward County Mayor Barbara Sharief is channeling her passion for the local arts community by issuing the first student art contest to recognize talents of Broward County's youth. Broward residents in grades 9-12 who attend public, private or home school are eligible to submit work for the Mayor's Art Challenge. Monday, August 28th is the deadline for students to submit their application which can be found on the Cultural Division's calls-for-artists page. Students will need to submit their application with digital images of the artwork (up to two entries), a parental release form and indicate their County Commission District via the Submittable website. Mayor Sharief and all Broward County Commissioners will select one first place winner and one runner up from each of the nine districts in the County. Winners will be notified in early September. The

winning artworks will be auctioned off at the Mayor's Gala on October 21st and proceeds raised will directly benefit the United Way. Winning artists will be recognized at a County Commission Meeting hosted by the Mayor. Bob White, a Republican candidate for Florida governor, will join U.S. Term Limits as they rally against Representative James Grant’s run for Speaker of the House. Representative James Grant from State House District 64, is a candidate for Speaker of the House for the 2023 and 2024 sessions of the Legislature. Having served in the State House since 2010 however, this would mean that Grant would be serving in the office well past the 8 year term limit proscribed in our state Constitution for this position. Because of a loophole in the language of the term limits amendment, Grant’s contention is that he will still be eligible for office beyond the 2018 legislative session. Between 2014 and 2015 the election for district 64 came under controversy that left the seat temporarily vacated and Grant out of office for a total of 155 days. During this time no one else occupied this office and Grant was eventually reinstated. Therefore, Grant did serve in the office for 575 of the 730 days included in the 2014 – 2015 term of office for this position. Grant’s claim now is that, because the office was temporarily vacated due to an election process irregularity, the clock should start over on his time in office and he should be allowed to serve beyond the eight year term limit. “In 1992, 77 percent of Florida voters told the legislature that they felt eight years was enough time to serve. Representative Grant is trying to circumvent the will of the voters and remain in office for nearly double that time, 14 years to be exact,” White said. “I’m proud to stand with U.S. Term Limits in support of their efforts to prevent what would be an egregious violation of Florida’s term limits provisions in our Florida Constitution,” White said.

Sheri Zvi named Director of ADL Fl. Region An ardent voice against bigotry and passionate advocate for human dignity has been appointed the Florida Regional Director of the AntiDefamation League (ADL). Sheri Zvi, who most recently served as Southeast Regional Director of the United States Holocaust Memorial Museum, assumed the position of Regional Director of the ADL’s Florida office on July 17th. The ADL Florida Regional Office, based in Boca Raton, serves the entire State of Florida, and fights anti-Semitism and all forms of discrimination through information, education, legislation, and advocacy. ADL serves as a resource for government, media, law enforcement, educators, and the public. “We are excited that Sheri will be leading ADL’s efforts to combat anti-Semitism and bigotry of all

forms in the Florida region,” said Tracey Grossman, ADL Florida Regional Board Chair. “She has been a steadfast advocate in the Jewish community of Florida, and we are looking forward to her leadership at ADL.” For her entire career, Sheri has been dedicated to serving and strengthening the Florida Jewish community and community at large. Prior to her position with the United States Holocaust Memorial Museum, which she has held for the past three years, Sheri served in various capacities at the American Israel Public Affairs Committee (AIPAC). City considers pedestrian-friendly redevelopment of Young Circle The City of Hollywood is dvolz@hollywoodgazette.com considering a large redesign for Young Circle. The City held a number of community meetings where Ian Lockwood, a consultant from Toole Design Group, was brought in to find ways of improving the traffic flow at Young Circle. During the meetings, community leaders and residents were encouraged to discuss the values that would influence the re-design of Young Circle, what should be preserved, what people dislike and want to change and what is missing. Most people said there is too much traffic, difficult access, lack of parking and problematic when merging onto Young Circle. Residents want Young Circle to be more walkable and more

BY KENT WALLACE ART & ENTERTAINMENT CORRESPONDENT I first met Lisa Zomaro in a bar (imagine that). Lisa was working the planks at PRL on Hollywood Boulevard. In no time we realized we had much in common—we both loved art, punk rock, NYC and cats! Lisa aka The Electrician’s Daughter is a wonderfully, talented artist. In fact, the first piece of local art I purchased was one of her “bullet” necklaces. Some months later, I was at the bar shortly after Lisa had discovered a stowaway! A little kitten had managed to get trapped inside the PRL couch. Now this wasn’t any old cat, this one came with six claws on its front paws! Which explains her name—Tally Twelve Toes (Tally has lived with Lisa ever since). In any event, that story is the perfect segue to Lisa’s latest endeavor—The Kitschy Cat Shack. This place is an emporium of all things feline. From healthy cat food, treats and supplements, to cat toys and supplies, even a chic boutique for cats and cat lovers alike (were talking arts, crafts, t-shirts, buttons, stickers, candles, jewelry—even squishy kitty lamps). Lisa is a strong proponent of supporting the local scene. “All the cat art on the walls are done by local artists. And I work with as many local vendors as I possibly can. Even the candles I sell are from local Hollywood businesses.” Not only that, Lisa also offers creative classes and workshops (check her website for dates and times: www.kitschycatshack.com). Lisa has a pretty cool back-story. She was born in the Hip Hamlet of Hollywood in 1975. Her Italian Father and Mexican Mother met on Hollywood Beach in 1966 and married shortly thereafter. New sidewalks planned for several neighborhoods in Hollywood The Florida Safe Route to School Program helps communities fund projects to improve their transportation needs and encourage more students to walk or bike to school. The Safe Route to School program focuses on children in grades kindergarten through high school with projects that are pedestrians and bicyclists oriented. As part of the 2014 Safe Route to School Grant Program, the Florida Department of Transportation will be funding approximately $508,000 worth of sidewalk improvements in the City of Hollywood. Improvements will take place in the neighborhoods bound by Fletcher Street to the South, Washington Street to the North, S. 29th Avenue to the West and S. 24th Avenue to the East. Construction is expected to begin in Summer of 2018.

Those in favor of the creation of the Emerald Hills Safety Enhancement District are advocating for an extra-duty City of Hollywood Police Officer detail financed by a special assessment of not greater than $250 per property, per year. Following is the proposed language residents might see on the special ballot: The City of Hollywood City Commission is considering the creation of an Emerald

The District will be a dependent special district within the meaning of Chapter 189, Florida Statutes. Now that the Florida legislature has approved medical marijuana, the Broward County Commission is in the process of determining the next course of action. Commissioner Mark Bogen is forming an 11-member advisory board, made up of people from law enforcement, the healthcare community, educators, business leaders, economic development professionals and other leaders, to determine the best way to approach medical marijuana. “The Legislature has said that medical marijuana is legal and now we are creating an advisory board to see what the best practices for it will be. ties,” Bogen said. Under current legislation, medical marijuana cannot be smoked but it can be prescribed in edible or vapor form. Doctors will have to apply for the ability to prescribe medical marijuana and, so far, no doctors in Florida have been licensed to do so. Bogen is not really sure how medical marijuana will be prescribed or distributed in Broward County, and that is why he wants an advisory board to look into it. “We will have to set up a process as to how it will be sold in Broward County. We will look at best practices for the distribution of medical marijuana,” said Bogen. It is likely that the board will begin meetings on the issue in late September.

Hollywood Commission approves contracts for construction, tech services, seniors During a recent Hollywood dvolz@hollywoodgazette.com Commission meeting, several contracts were approved. Among them were large construction projects, including a contract between All Webb’s Enterprises, Inc. and the City, to perform construction work involving injection wells, mechanical integrity testing and cleaning at the Southern Regional Wastewater Treatment Plant, in the amount of $424,010. The Commission approved a contract between Mills Electric Service, Inc. and the City, for construction services related to the Cryogenic Plant compressor soft start replacement, located at the Southern Regional Wastewater Treatment Plant, in the amount of $346,233. construction phase of the project, for an amount not to exceed $16,000. Also approved was a purchase order between SHI Corporation and the City, for a hosted Microsoft E-Mail Solution with three years of maintenance, for the amount of $228,000 for year one, and $170,000 for years two and three. The final purchase order the Commission approved was between Atci Communications International, Inc. and the City, for security systems service maintenance and repair of cameras citywide, in the amount of $121,725. A grant from the Areawide Council on Aging of Broward County, Inc., in the amount of $228,000, was accepted by the Commission, which agreed to a local service programs contract, between the Agency and the City, to provide enhanced senior citizen recreation programs.

During its operational lifetime, the new, fuel-efficient plant is expected to provide FPL customers with hundreds of millions of dollars in fuel and other savings. FPL invested about $1.2 billion to build the new energy center on the same site in Broward where a 1960s-era oil-burning plant was demolished. costs, the energy center’s technology further improves FPL’s emissions profile, among the cleanest in the United States. This means FPL will likely meet the U.S. EPA Clean Power Plan targets by 2030 now. Compared to the former plant, the new energy center reduces air emissions by more than 90 percent and cuts the carbon dioxide emissions rate in half, which is the equivalent of removing 46,000 cars from the highway each year. The energy center is capable of producing 1,277 megawatts of electricity or enough power for more than 250,000 residential customers. “In addition to providing local residents with affordable clean energy, it contributes to more reliable electric service in the Hollywood area,” FPL’s Dave McDermitt said.
