Cycling Mobility & Spatial Planning Key Questions! • Cycling Mobility is in public agenda (mobility pattern, gas price, climate change, health, leisure) -> Can it be good for the economy? How? • Cycling Mobility Planning is seen (in Portugal and Europe) mostly as infrastructure planning - cycle paths & parking, without a spatial development concern -> fragmented projects… • Literature mostly dedicated to the effects of car dependence; engineering approach; comparative studies -> mitigation measures; -> concern with the management of mobility in the urban space; • Rural areas -> fragile economic structure; (knowledge about) natural, cultural & patrimonial resources; but fragmented interventions • Cycling and Rural Sustainable Development: new challenge?


Cycling Murtosa Project (2006/08) Portuguese Environment Agency • The development process and implementation of a sustainable mobility plan, within the framework of a broader programme promoted by the Portuguese Environment Agency, for a small municipally located in the Centro Region of Portugal (Murtosa). • The project’s aim is to provide some grounds for optimism about the role of spatial planning in delivering sustainable mobility and helping to find new development trajectories.


Cycling Murtosa Project Time, information and the resources

•To support the project, a network composed by 15 research centres (with different background -> civil engineering, spatial planning,‌) was established with the goal of supervising scientific and methodologically the tasks, which were geographically distributed according to the location of the case studies. •Due to the unusual length of time foreseen to develop the tasks (slightly over one year), the project consisted in an interesting challenge right from the start: although the promptness compelled by the process did not allow a deeper analysis and intervention that a conventional study of this nature conventionally suggests, the beginning of the new community support framework (National Strategic Reference Framework for 200713) demanded local governments to swiftly (re)design spatial development policies under new challenges and according to new community guidelines.

Cycling Murtosa Project Concept • The concept of sustainable development, which combines a tri-dimensional approach (economic, social and environment), opened-up new perspectives in the way present problems are looked up. • Sustainable Mobility and Sustainable Mobility Plans are additional and more recent concepts and means which emerge mainly due to the recognised increasing need to overcome the restrictions of traditional approaches to mobility problems and move towards planning in a nonsectoral (integrated) and long-term (sustainable) way of designing healthier and more sustainable communities. • Thesis -> Is CYCLING MOBILITY an opportunity to promote a SUSTAINABLE DEVELOPMENT STRATEGY (IN RURAL AREAS)?

Cycling Murtosa Project Why Murtosa? Murtosa was one of the selected municipalities to be part of the innovative project and presented interesting and unique conditions to sustain a new mobility planning approach: – i) mobility pattern based on soft modes (11% uses bicycle, 1% in Portugal); – ii) bicycle is used mainly by young people (school – more that 50% of students); – iii) favourable topography and environment conditions - close to the lagoon (with a high tourist and leisure potential); – iv) the municipality was committed to improve cycling infrastructure (paths and parking).


Cycling Murtosa Project Methodology • From a methodological viewpoint, a basic concern from our research group of the University of Aveiro was the development of a strong conceptual support with the principals of spatial planning applied to the context of sustainable mobility as a guiding frame of reference. • Following Healey (1999, 2003), a social-constructivist, multidisciplinary and relational approach was conducted, consisting both in the development of useful (and applicable) knowledge for local government and other agents involved in the design of local strategies and in nourishing the capacity to mobilise agents for collective action.


CONSENSUALIZATI ON PROCESS

The methodological approach was thus divided into three distinct but complementary stages: i) Definition of the main agenda of principals and concerns around which the sustainable mobility policy could be designed; ii) Design of a guiding frame of reference able to scientifically support the concepts of sustainable mobility and sustainable mobility strategy/plan. iii) Territorial analysis based on information available regarding the municipality, field work and interviews conducted to local/regional agents ranging from social and economic to political field

Based on the concept of sustainable development, which combines a tri-dimensional approach (economic, social and environment), the theoretical framework opened-up new perspectives in the way present problems are looked up-on. CicloRia Project • This project is being developed in the context of a national programme supported by European funds - QREN/POVT – Urban Development Innovative Actions – Urban Mobility – and aims to create the conditions to promote and develop leisure cycling mobility in the Aveiro Lagoon Region


CicloRia Project • The approach proposed in that Project stressed the need to articulate different scientific disciplines (land use planning, tourism, biology and geology, environment, education, culture, design and communication, telecommunications, mechanic and civil engineering and health) to define an adequate and articulated framework of initiatives that aims to: – Promote the use of the bicycle in the region, specially in a leisure and tourism perspective, but also in a promotion of healthy life styles; – Organize and structure the physical elements of the territory with special leisure and tourism amenities; – Value natural, cultural and patrimonial resources and the scientific and empirical knowledge that the region (institutions and people) have produced; – Mobilize the technological knowledge (specially mobile technology) to help innovative ways of enjoyment of the territory resources; – Promote the development of R&D linked to the bicycle, specially in the technology, design, materials and energy; – Stimulate community involvement, specially the educative community and social and economic stakeholders in the design and implementation of the project.


PROJECT ‘CICLORIA’


• A recent study published by the European Commission about the economic impact of cycle tourism at the European level (THE EUROPEAN CYCLE ROUTE NETWORK EUROVELO - CHALLENGES AND OPPORTUNITIES FOR SUSTAINABLE TOURISM, 2009) concluded that it represents about 2.8 billion trips/year, 26 million tourist trips and 54 billion Euros/year. The same study estimates that Eurovelo (Cycling European Network - consisted of twelve transcontinental trails, with a total of 66.000 Km, 75% already built (http://www.ecf.com/3188_1)) represents 12,5 million travellers, with an economic impact of 4.4 billion Euros.

• Lagoon - a ria de Aveiro como elemento comum, apesar de disporem de elementos naturais com características diferenciadas, com percursos ribeirinhos, marginais à ria, percursos rurais (Baixo Vouga lagunar), mas partilhando o seu elevado valor ambiental;

• Urban development pattern - a ocupação urbana nos três municípios apresenta um padrão semelhante, sendo caracterizada por uma ocupação dispersa de média/baixa densidade (à excepção dos centros urbanos, sede de concelho), com orografia semelhante, esbatendo a noção de fronteira entre os municípios.

Mobility pattern - padrão semelhante de mobilidade, com um peso significativo dos modos suaves nas deslocações casa-trabalho ou casa-escola.

• Public investment in cycling - um esforço de dotação, nos seus territórios, de condições para a utilização da bicicleta, o que permite equacionar uma visão integradora das abordagens, reforçando uma perspectiva de rede ciclável supra-municipal.

The project is already being implemented, specially the proposals of: •

Building a circuit of river cycling pathways, with scientific information about the fauna, flora, culture and patrimonial resources of the lagoon and surroundings (produced by the Biology Department of the University of Aveiro/Oporto) and with a network of entertainment activities (sport, culture and nature); Offering a community bicycle programme, with the adequate information support - gps, www, itineraries, brochures; Developing specific software for GPS incorporating environmental, cultural and patrimonial knowledge of Murtosa, involving ICT enterprises and Aveiro University; Promoting the adequate support services (Cycle Garage, Touristic Guides, Shops, Police, Health) involving local institutions and stimulating entrepreneurship/startup businesses. Articulating the project with School curricula, stimulating students to use the bike as a tool to discover their place (municipality/lagoon) supported by scientific and cultural knowledge and improving their sense of belonging and reinforcing their identity;

CONCLUSIONS


Conclusions Cycling as an opportunity to: • Use the local cycling dynamics to open new opportunities for local economic development; • Stimulate regional firms – ICT Cluster, Bicycle manufacturers, Tourism Operators,… - to develop new services & products; • Improve the creation of new knowledge based service SMEs (entrepreneurship contest); • Stimulate local people (specially students) to use the bike as a tool to discover their place (municipality/lagoon) supported by scientific and cultural knowledge; • Improve their sense of belonging and reinforce identity; • To link to the world (learning networks); • Opening new ways of thinking about place-based development strategies; • Planning methodology –> Leisure Cycling!
