RFA MEMBERS APPLAUD SC LEGISLATORS’ REMINDER TO CONGRESS Don’t Let Recreational Fishing Get Sold Short By Our National Oceans Policy Columbia, SC - Members of the South Carolina Chapter of the Recreational Fishing Alliance (RFA-SC) know good legislation when they see it - and a bill introduced by South Carolina House District 15 Representative Jeff Duncan and District 14 Representative Mike Pitts deserved as much support as RFASC members could garner. The legislation is a formal request by the South Carolina General Assembly for U.S Congress to take any measure within its power to mitigate or overturn any Presidential orders resulting from President Obama’s Interagency Ocean Policy Task Force recommendations if the recommendations fail to ensure and promote recreational fishing and access to public waters or if the recommendations fail to include responsibly regulated recreational boating and fishing as national priorities for our oceans, coasts and lakes.

Thou Shalt Not Spin

Avoid these common mistakes when rigging dead baits.

By Andy Hahn The charter-boat mate stood in the cockpit, eyes focused on the trolling spread, hands busy with ballyhoo and bits of copper wire. He reminded me of the soldier who could break down and quickly reassemble his rifle while blindfolded; this guy hardly glanced down as he rigged half a dozen baits. Before I could voice the question, my fishing buddy turned to me and asked, “How does he do that?” Bait rigging represents one of the basic chores in any deckhand’s job description, yet some people raise it to an art form and make it seem so darn easy to create straight-tracking, lifelike baits. Personal experience teaches tough lessons in what will or will not work when turning dead baitfish into tempting morsels for pelagic predators. If you want to learn how to rig baits effectively and efficiently, you’ll have to get your hands dirty and practice, practice, practice. Attention to important details separates attractively prepared baits from those that spin in the spread. Professionals obviously understand proper techniques, but they also know which mistakes to avoid when rigging ballyhoo, mackerel, mullet and squid. Mistake No. 1 Thawing baits too quickly Good rigging begins with good bait. Think of yourself as a gourmet chef carefully preparing a meal for discerning customers. “If you pull a frozen, rock-hard steak out of the freezer, nuke it in the microwave and slap it on the grill, the flavor and texture won’t compare with a cut of meat that’s been slowly thawed in the refrigerator,” Romstadt says. “The same concept applies to ballyhoo.” Don’t pull a pack of ballyhoo out of the freezer and drop it in a bucket of seawater a half-hour before you plan to put lines in. “You must thaw baits slowly,” Romstadt says. “I lay frozen ballyhoo belly-up on a tray, sprinkle on a little salt, cover with a wet towel and put them in a cooler to thaw overnight. The bellies toughen up as they thaw, and they’re good to go in the morning.” Romstadt advises anglers to develop a similar forward-thinking strategy when they plan to pull or pitch mackerel for marlin. He suggests taking mackerel out of the deep freeze in the morning so they can thaw in a cooler all day, then rigging them that evening in preparation for the following morning. 20 I found it in The Coastal Mariner

Mistake No. 2 Overbrining Pumo advises thawing baits by soaking in a brine solution for at least two hours. After that, place them on a cooler tray or in an icy slush containing salt, baking soda or Magic Brine (sold by Bait Masters, Magic Brine contains baking soda and other ingredients that help preserve baits’ color and control enzymes that cause decomposition). “Some anglers put a heavy layer of salt or dry brine mix on baits and leave them overnight. This can overcure, drawing out so much moisture that the skin wrinkles and they feel tough as beef jerky. You won’t get any swimming action out of those baits!” Pumo says. Mistake No. 3 Using too heavy a hand when limbering up “Bend ballyhoo back and forth to loosen them up before rigging,” says Pumo. “To get more action out of a bait and help it swim naturally, pinch the backbone to separate meat from spine.” But there are varying degrees of limbering up. Start pinching near the head and work all the way back to the tail for a very flexible bait. But, Pumo warns, this rough treatment can deform a ballyhoo as flesh loosens from bones. “The ballyhoo takes on a round, less-natural shape. For a bait that’s not quite as loose but will last longer, just pinch the back half,” he says.

Marsh Periwinkles - Downeast Escargot Marsh Periwinkles - Downeast Escargot are found in great abundance everywhere in the coastal flats and marshes in eastern North Carolina and great numbers of them are easy to collect off of marsh grass or rocks. It is not widely known but the marsh periwinkle is quite tasty and very easy to prepare. Periwinkles are actually a variety of escargot and are highly prized in Europe. They can be prepared and eaten like escargot (ie with garlic, butter and/or white wine) or can be used as a substitute in any dish that calls for shellfish such as clam or conch. Try them in chowders or in linguine or marinara sauces over pasta or as an ingredient in pizza topping. Below are a few recipes for the versatile fare. Ingredients • 1/4 cup butter, softened • 1 large clove garlic, crushed and minced • 12 large mushroom caps • 2 cups Periwinkles • 1 to 2 tablespoons grated Parmesan cheese • 1 to 2 tablespoons finely chopped parsley Directions Gather periwinkles at extreme low tide selecting the largest ones. Fill each mushroom cap with periwinkles; sprinkle with a little Parmesan cheese and the parsley. Broil 5 inches from heat for 5 minutes, or until periwinkles and mushrooms are heated through.

New Boating Law for NC Boaters SECTION 1. Article 1 of Chapter 75A of the General Statutes is amended by adding a new section to read: “§ 75A-16.2. Boating safety education required. (a) No person shall operate a vessel with a motor of 10 horsepower or greater on the public waters of this State unless the operator has met the requirements for boating safety education. (b) A person shall be considered in compliance with the requirements of boating safety education if the person does one of the following: (1) Completes and passes the boating safety course instituted by the Wildlife Resources Commission under G.S. 75A-16.1 or another boating safety course that is approved by the National Association of State Boating Law Administrators (NASBLA) and accepted by the Wildlife Resources Commission; (2) Passes a proctored equivalency examination that tests the knowledge of information included in the curriculum of an approved course; (3) Possesses a valid or expired license to operate a vessel issued to maritime personnel by the United States Coast Guard; (4) Possesses a State-approved nonrenewable temporary operator’s certificate to operate a vessel for 90 days that was issued with the certificate of number for the vessel, if the boat was new or was sold with a transfer of ownership; (5) Possesses a rental or lease agreement from a vessel rental or leasing business that lists the person as the authorized operator of the vessel; (6) Properly displays Commission-issued dealer registration numbers during the demonstration of the vessel; (7) Operates the vessel under onboard direct supervision of a person who is at least 18 years of age and who meets the requirements of this section; (8) Demonstrates that he or she is not a resident, is temporarily using the waters of this State for a period not to exceed 90 days, and meets any applicable boating safety education requirements of the state or nation of residency; (9) Has assumed operation of the vessel due to the illness or physical impairment of the initial operator, and is returning the vessel to shore in order to provide assistance or care for the operator; (10) Is registered as a commercial fisherman or a person who is under the onboard direct supervision of a commercial fisherman while operating the commercial fisherman’s boat; or (11) Provides proof that he or she is at least 26 years of age. Any person who operates a vessel with a motor of 10 horsepower or greater on the waters of this State shall, upon the request of a law enforcement officer, present to the officer a certification card or proof that the person has complied with the provisions of this section. (c) Any person who violates a provision of this section or a rule adopted pursuant to this section is guilty of an infraction, as provided in G.S. 14-3.1. penalty. A person may not be convicted of violating this section if, when tried for the offense, the person produces in court a certification card or proof that the person has completed and passed a boating safety course in compliance with subdivision (b)(1) of this section. (d) No unit of local government shall enact any ordinance or rule relating to boating safety education, and this law preempts all existing ordinances or rules. (e) An operator of a personal watercraft on the public waters of this State remains subject to any more specific provision of law found in G.S. 75A13.3.” SECTION 2. G.S. 75A-13.3 reads as rewritten: “§ 75A-13.3. Personal watercraft. … (b) Except as otherwise provided in this subsection, no person under 16 years of age shall operate a personal watercraft on the waters of this State, and it is unlawful for the owner of a personal watercraft or a person who has temporary or permanent responsibility for a person under the age of 16 to knowingly allow that person to operate a personal watercraft. A person of at least 14 years of age but under 16 years of age may operate a personal watercraft on the waters of this State if: (1) The person is accompanied by a person of at least 18 years of age who physically occupies the watercraft; watercraft and who is in compliance with G.S. 75A-16.2; or (2) The person (i) possesses on his or her person while operating the watercraft, identification showing proof of age and a boating safety certification card issued by the Commission or Commission, proof of other satisfactory completion of a boating safety education course approved by the National Association of State Boating Law Administrators (NASBLA); (NASBLA), or proof of other boating safety education in compliance with G.S. 75A-16.2; and (ii) produces that identification and certification card proof upon the request of an officer of the Commission or local law enforcement agency. … (c3) A vessel livery shall provide the operator of a leased personal watercraft with basic safety instruction prior to allowing the operation of the leased personal watercraft. “Basic safety instruction” shall include direction on how to safely operate the personal watercraft and a review of the safety provisions of this section. A vessel livery that fails to provide basic safety instruction is guilty of a Class 3 misdemeanor. ….” SECTION 3. This act becomes effective May 1, 2010. In the General Assembly read three times and ratified this the 30th day of June, 2009.

Avoid these common mistakes when rigging dead baits. Mistake No. 4 Rigging partially frozen bait If you plop frozen ballyhoo into a bucket of water and pull them out to start rigging 20 minutes later, they’ll probably perform poorly. The baits, though soft on the outside, may not have thawed completely. “When you start flexing the bait back and forth to loosen it up, the flesh gets damaged. And squeezing unthawed ballyhoo to push out the guts can rip the belly. You end up with a mushy bait that washes out quickly,” Romstadt says. Mistake No. 5 Failing to put the squeeze on Bloated ballyhoo don’t swim as well as their streamlined brethren, so don’t leave the crap in a fish’s intestines. “Before rigging a ballyhoo, hold it belly up, and while applying firm but not excessive pressure run your thumb from the throat to the vent. This squeezes out the green crap and improves bait performance,” Richardson says. But there’s an even better way to prep ballyhoo (see the next tip). Mistake No. 6 Failing to remove a ballyhoo’s air bladder “Good mates rig all their baits consistently, but sometimes you’ll see one ballyhoo swimming to beat the band while the mate can’t get another to do squat,” Richardson says. “In most cases, the uncooperative bait has a big, inflated air bladder that interferes with its action.” The Ballyhoo Cleaning Tool from Tournament Cable removes not only the air bladder, but the stomach and other entrails as well. Begin by turning the tool like a corkscrew so that it enters the ballyhoo’s vent, then work it back and forth in the stomach area a couple of times. Push the tool all the way up to the throat latch while twisting and pulling it back and forth. Pull out the tool. This process dislodges the innards but may not actually remove them, so you usually have to thumb the ballyhoo afterward to force all the guts out the vent. Baits cleaned in this way last longer on the troll (because there are no guts to blow out) and in the cooler (because there are no soft organs to begin rotting). Mistake No. 7 Failing to break a ballyhoo’s back Looking for a way to limber up baits without mashing them? Break baitfish backbones using Tournament Cable’s Ballyhoo De-Boner tool. Slide the tool in a ballyhoo’s vent and feel for the notched end to grip 32 I found it in The Coastal Mariner

the spine. “Do a few and you’ll get the hang of it,” Richardson says. “Just push and twist to snap the backbone. Break it in several spots for a more limber bait. This method won’t deform the ballyhoo.” Richardson adds that it’s unnecessary to break backbones in skip baits because they don’t require swimming action. Mistake No. 8 Pulling from the wrong point A bait spins when tension — the pull point — comes to bear at the hook bend rather than at the front of the bait, Romstadt says. Hold a bait up by the leader; the bait should hang straight with no curve at the hook bend. Pull lightly on the hook. You should feel a small amount of play in it. “If the whole bait moves along with the hook, it’s rigged too tightly,” Romstadt says. “You can make a short incision just ahead of the hook bend to provide enough wiggle room and transfer the pull point to the bait’s nose.” Mistake No. 9 Aligning Off-center “Make sure you rig along the bait’s centerline; otherwise it will spin,” Pumo says. The hook should ride in the ballyhoo’s midline, the pin should run up through the middle of the mouth and the leader must lie under the beak’s centerline. Mistake No. 10 Tying poor haywire twists If you rig wire leaders, start with a good haywire twist. The twists must cross each other evenly and at the same angle; don’t wrap one wire around the other. “Uneven wraps weaken a haywire. Under sufficient pressure the twists may pull out and cost you a fish,” Pumo says. Finish the barrel wraps by making a handle and cleanly snapping off the tag. Bend off the tag end; don’t snip it with cutters because this leaves a sharp burr that can snag weeds or pierce hands.

CATCH AND RELEASE IS GOOD - WHEN DONE PROPERLY By Capt Woody Gore Catch-and-release angling is on the increase, which means many anglers are starting to view the process as a conservation practice. Mostly voluntary at this point catch-and release is being federally mandated in certain areas, to conserve our marine fisheries. There is generally a lack of understanding regarding the level of mortality associated with the practice despite its widespread use. Folks believe that just putting a fish back means it’s going to survive; not so! Regardless of good intentions, the lack of understanding and the many variations in release and handling fish are till dying. Fortunately, the increase in catch-and-release has coincided with an increase in research and general recommendations based on available information. Lactic Acid: Should be a major concern for light tackle anglers. Fish employ two basic muscle groups red and white. The red or dark muscle has a rich blood supply running the length of the fish. These are aerobic in nature burning oxygen derived from the gills. They aid in swimming, and also allow the fish to maintain its position in a current. The fleshy part of a fish consists of white muscles; used occasionally for seizing food, they’re mostly used to evade predators. A hook and line constitutes a predator; white muscles are used as they struggle to avoid capture. Depending on the fight time, enormous quantities of energy, generated when glycogen based carbohydrates, metabolize. This destabilization of glycogen, in the bloodstream, triggers huge build-ups of lactic acid. This acid buildup leads to acute stress levels and repression of the immune system can eventually cause death. Humans have similar anaerobic muscles that also create lactic acid. If you’ve ever exerted yourself, like lifting weights at the gym, you may notice an intense burn prior to complete fatigue. Conveniently we often recover from this acid buildup within a matter of minutes. Fish on the other hand, are not as fortunate, it often takes 12 to 14 hours and as much as 72 hours for complete recovery. Any lengthy hook and line struggle burns excessive white muscle fuel, which results in total exhaustion and eventual surrender. Just because it swims away after release does not guarantee its survival. Today, with many anglers claiming environmental consciousness, we must take into account: 1.) the longer the battle, the more exhaustion 2.) the more exhaustion the more lactic acid 3.) the more lactic acid the longer recovery time. Keep in mind, complete exhaustion and shortened recovery times often prove fatal; they’re unable to avoid natural predators or hunt down food. Ensuring a faster recovery becomes the responsibility of every responsible angler. It’s up to us to enjoy the battle, but end it quickly, before the fish reaches the point of no return. Keep em’ wet: Getting the hook out, taking a photograph and admiring your catch takes time… Time out of water is a determinate to survival. Gills sophisticated and delicate organs designed to work in water where they excrete carbon dioxide while simultaneously absorbing oxygen. The fragile gill lamellae quickly collapse when exposed to air. When this occurs, bad carbon dioxide levels (CO2) increase and good oxygen levels (O2). Basically, the fish cannot breathe efficiently when returned to the water. The physiological response to catch-and-release practices is relatively well understood, little is known about the cumulative impact of sub-lethal stressors. Studies conducted at the Queen’s University in Ontario confirmed the mortality rate relates directly to gill damage suffered from prolonged exposure to air. During the study 28% or 3 out of 10 fish exposed to air and released within 60 seconds survived, the other 72% died within 12 hours. Further, minimal exposure for 30 seconds or less increased the survival rate to 6 out of 10 and those not exposed to air, substantially increased to 9 out of 10. Catch-and-Release Guidelines: While catch-and-release is physiologically stressful; stress and trauma can minimize mortality by following some general guidelines. Most catch-andrelease research has focused on examining species-specific responses to potential factors affecting mortality. The following recommendations are given to reduce catch-and-release mortality for most species. 34 I found it in The Coastal Mariner

Angling Techniques: • Daiichi Circle hooks will minimize the chance of deep hooking. • Barbless hooks are easier to remove and reduce handling time. • The use of artificial lures should be encouraged. • Fishing lines left unattended have a greater chance of deep hooking. • Fishing line should be adequate for species being sought. It prevents line breakage and reduces on-hook time. • Hot and cold water temperatures affect survival. There are times when good intentions fail, especially during cold and warm months. Now you face the decision of keeping it for dinner or returning it to the food chain. If you’re keeping it for dinner, make certain it’s within the legal limits. Landing Fish: • Fish should be retrieved quickly to prevent exhaustion. • Fish should be landed by a wet hand, where possible. • Landing nets when required should be knotless and made of soft rubber. Handling and Photographing: • Always use wet hands. • Never place your fingers through gills or in the eyes. • Never hold heavy fish by the jaw, it can damage the jaw and vertebrae. • Hold fish horizontally to avoid damage to the internal organs. • Keep fish in the water to minimize gill exposure to air. • Have camera ready prior to landing. • Photograph the fish in water, when possible. Un-hooking Fish: • Have long nose pliers available to back the hook out. • Remove the hook quickly, keeping the fish underwater. • Cut the line close to the hook, if deeply hooked and release quickly. • Avoid stainless steel hooks they take longer to corrode. Revival: • When there is current hold the fish upright facing the current. • Without a current, gently move fish back and forth until gill movements return to normal and it can maintain its balance. • When the fish begins to struggle, let go and watch. Fatigue, sub-level stressors, and air contribute to fish mortality. Anglers intentionally extending a battle with ultra-light tackle, usually signs a death warrant for the unwilling participant. Longer than needed battles creates unnecessary stress levels resulting total exhaustion and sometimes death. Knowing your target and common sense should dictate tackle requirements. We must educate ourselves about the proper techniques to ensure their survival when catching and releasing these wonderful creatures.
