Closed Issue Report


What is Community FIRST? The Community FIRST (Feedback, Issues, Resolution, Solutions, TODAY) process is designed to identify and resolve issues at installation level that address the well-being of Airmen, Soldiers and the families of Joint Base Lewis-McChord. Community FIRST will serve as the continuous issue resolution process and serve as the issue collection source for the installation Armed Forces Action Plan (AFAP) annual symposium and AFAP conference. The Community FIRST issue resolution process will be executed in a continuous manner. As the community submits issues on a regular basis, they will be review and determined the appropriate agency to be worked with Plans, Analysis, Integration Office (PAIO) Business Improvement Group (BIG). Responses and resolutions will be published back to the community and published on Facebook for situational awareness.

Army & Air Force Exchange Service (AAFES)

ISSUE C-12-101-0: Redbox movie selection should be increased. PROBLEM: Redbox movie selection should be increased. RECOMMENDATION: Redbox movie selection should be increased. ISSUE C-12-21-4: Limit AFFES right of first refusal to in-stock items only. PROBLEM: Fundraising activities must be passed through AAFES prior to selecting a lower priced or better quality item from off-post vendor. RECOMMENDATION: Limit AFFES right of first refusal to in-stock items only. FEEDBACK: FRGs are federal entities and are subject to AAFES right of first refusal as outlined in AR 215-8 Section IV, 5-14.

Army Community Service (ACS) ISSUE C-12-23-0: Expand Family Advocacy Services to Servicemembers. PROBLEM: Provide abused soldiers the same family advocacy services offers to family members. RECOMMENDATION: Expand Family Advocacy Services to Servicemembers. FEEDBACK: Family Advocacy services are offered to Servicemembers and family members that are victims of abuse. Victim Advocates are on call 24/7 to assist Soldiers and Family members who are in need of assistance due to domestic violence and or sexual assault and can be reached at 253-966-SAFE or 253-966-7233.

ISSUE C-12-27-0: Encourage use of Family Resource Center by Family members. PROBLEM: Family Resource Center was categorized as unfriendly and unwelcoming; not a place for new spouses to come and watch TV. RECOMMENDATION: Encourage use of Family Resource Center by Family members. FEEDBACK: Family Resource Center is open and welcomes use by all. The television is available during hours of operation. (Mon. - Fri. 7:30 a.m. - 4:30 p.m.)

Benefits (1 of 2) ISSUE B-12-68-0: BAS entitlement should not be forfeited during field exercises. PROBLEM: Forfeiting BAS is a hardship for military families of training and deployed Servicemembers. RECOMMENDATION: BAS entitlement should not be forfeited during field exercises. FEEDBACK: BAS is suspended when the government provides meals during field training. (DoD FMR Vol 7, Ch 25 and DIDD 1418.5)

ISSUE C-12-69-0: GI Bill 10 year expiration timeline should begin the day benefits are first used. PROBLEM: GI bill benefits expire 10 years after leaving service; GI Bill benefits could expire before servicemembers or their family members can use the benefits. RECOMMENDATION: GI Bill 10 year expiration timeline should begin the day benefits are first used. FEEDBACK: CLOSED - Issue submitted and unprioritized for two conference years.* * Issues from prior Army Family Action Plan (AFAP) conferences are resubmitted in subsequent conferences for reconsideration and prioritization as a key issue.

ISSUE C-12-70-0: Pay increased BAS rate to Servicemembers living 45 miles from a Commissary. PROBLEM: Servicemembers living at installations without commissaries and living 45 miles from commissaries pay higher prices for groceries and pay taxes on goods. RECOMMENDATION: Pay increased BAS rate to Servicemembers living 45 miles from a Commissary. FEEDBACK: Transferred to Reserve Command USAR AFAP Number: AR-ENT-11-096. Background: Enlisted BAS is the standard rate paid. BAS II may be granted to enlisted members on duty at a permanent station and assigned to single government quarters which do not have adequate food storage of preparation facilities and where government mess is not available. ISSUE J-12-71-0: Provide Chapter 35 benefits counselors on JBLM McChord Field. PROBLEM: It is difficult to find information on Chapter 35 Benefits and it would be nice if benefits representatives would be located on JBLM McChord Field. RECOMMENDATION: Provide Chapter 35 benefits counselors on JBLM McChord Field. FEEDBACK: Survivor benefits information can be obtained by contacting the VA Liaison located in Waller Hall, Ms. Obra Kent, 206-604-4045 obra.kent@va.gov or the VA representatives located in the Education Centers on JBLM-Lewis Main and JBLM-McChord Field.

ISSUE C-12-74-0: BAS does not cover family member's special medical diet requirements. PROBLEM: BAS does not cover cost of food for family member with Cystic Fibrosis. Servicemember requests additional pay for medical diet requirements. commissaries pay higher prices for groceries and pay taxes on goods. RECOMMENDATION: Approve Family Subsistence Supplemental Allowance (FSSA) for servicemember to offset costs of EFM special diet requirements. FEEDBACK: DoD FMR Vol 7, Ch 25 Family Subsistence. There are two eligibility and income requirements: (1) 250202 A. Gross household income makes the member eligible for assistance under the USDA SNAP program for a household size, and (2) 250204 - Military Income - "For the FSSA program, sources of revenue shall be counted as "military income" are basic pay, BAS, basic allowance for housing. FSSA is payable at a monthly rate as determined by the service. FSSA is a nontaxable allowance payable in addition to all other pay and allowances. ISSUE C-12-109-0: Pay Servicemembers more money. PROBLEM: The military does not pay Servicemembers enough and low pay affects families. RECOMMENDATION: Pay Servicemembers more money. FEEDBACK: Servicemember pay is determined by Congress

Better Opportunities for Single Service Members (BOSS)

ISSUE B-12-72-0: Pay BAS to Servicemembers living in barracks rooms with kitchens. PROBLEM: Soldiers should be given BAS to buy food and cook in kitchens instead of going to the DFAC. RECOMMENDATION: Pay BAS to Servicemembers living in barracks rooms with kitchens. FEEDBACK: Essential Station Messing applies to all enlisted Servicemembers residing in single government quarters in the grades of E1-E5. BAS is not authorized for E1-E5’s who live in single government quarters unless food preparation facilities (DFACs) are not available.

ISSUE B-12-81-0: Allow Servicemembers to eat in DFACS while wearing Physical Training (PT) uniforms. PROBLEM: Soldiers wearing PT uniforms are not allowed to eat in some DFACS. RECOMMENDATION: Allow Servicemembers to eat in DFACS while wearing PT uniforms. FEEDBACK: Servicemembers are allowed to wear PT uniforms that are not soiled in DFACs.

ISSUE B-12-83-0: Eliminate restrictions on running shoes for PT. PROBLEM: Soldiers are prohibited from wearing running shoes with toes. These type of shoes have been proven to provide a better workout and improve speed as well as being lighter than traditional shoes. RECOMMENDATION: Eliminate restrictions on running shoes for PT. FEEDBACK: ALARACT 239/2011 modified the existing wear policy for the IPFU - Only those shoes that accommodate all five toes in one compartment are authorized. (Changes to AR 670-1 is outside the scope of JBLM)

ISSUE B-12-88-0: Change Better Opportunities for Single Soldiers (BOSS) to Better Opportunities for Single Servicemembers. PROBLEM: Better Opportunities for Single Soldiers should be changed to encourage participation of all Servicemembers. RECOMMENDATION: Change BOSS to Better Opportunities for Single Servicemembers. ISSUE C-12-139-0: JBLM Gyms Charging for Hourly Childcare PROBLEM: Jensen Gym Daycare will charge parents $4.00 per hour for each child left in care. RECOMMENDATION: Increase cost for other activities across post that don’t involve families or consider fundraising to fund the program. FEEDBACK: Chapter 88 of Title 10, United States Code (as amended by section 568 of the National Defense Authorization Act for 1996, which codified the Military Child Care Act of 1989) requires DoD to prescribe uniform fee regulations for Military Child Development Centers. Fees are to be based on total family income (Total Family Income) and apply to all children attending a Military Child Development Center. ISSUE C-12-40-0: Lack of Childcare Availability at JBLM CDCs. PROBLEM: Waitlist times for childcare slots can be months long. Build more childcare centers on post and provide a way to update and track wait list status online. RECOMMENDATION: Build more childcare centers on post and provide a way to update and track wait list status online. FEEDBACK: Child care spaces are provided by DA priority system. Single, dual military, military DoD parent families are given first priority. Note: CYSS reconfigured spaces on McChord Field resulting in a gain of 80 new full time spaces and the addition of Hourly Care spaces being available for the first time ever to McChord Field. In addition, CYSS opened a SKIES center on McChord Field.

Commissary

ISSUE C-12-36-0: Eliminate moldy produce at the Commissary. PROBLEM: Commissary produce is often old and moldy. RECOMMENDATION: Eliminate moldy produce at the Commissary. FEEDBACK: Food Inspectors are at the commissary 5 days a week. Customers should notify commissary staff if unsatisfactory produce is found and management will pull the item(s). Child and Youth Support Services (CYSS)

ISSUE C-12-37-0: Create an appointment system for CYSS registration. PROBLEM: Appointments would cut down on the wait time of customers and relieve stress of waiting in line for hours. RECOMMENDATION: Create an appointment system for CYSS registration. FEEDBACK: Appointments for CYSS registration and hourly care can be scheduled by calling the CYSS Central Appointment Line at (253)966-CYSS (2977). ISSUE C-12-41-0: JBLM McChord Field School Age Center facility (Bldg 3032) is inadequate. PROBLEM: JBLM McChord Field School Age Center has inadequate space for children to play outside and for cooking and eating. RECOMMENDATION: Relocate the JBLM McChord Field School Age Center to an adequate facility. FEEDBACK: The previous School Age Facility (Building 560) was closed and children were relocated to building 3032 a designated school age facility. Construction of a new School Age Center playground will be built next to Building 3032 Summer FY12. An EFMP playground with accessible equipment will be installed adjacent to the new playground. The site of the new playgrounds will also include a family gathering area. ISSUE J-12-43-1: Improve marketing of CYSS programs across JBLM. PROBLEM: Marketing is more focused on JBLM Main making it difficult to find activities and information at McChord Field. RECOMMENDATION: All MWR Marketing Media should include information for JBLM Main and McChord Field. FEEDBACK: CYSS leadership reenergized marketing of activities and programs which are now disseminated a quarter in advance. All Programs and activities are advertized on all installation marquees as well as on the website and via email. CYSS has begun quarterly Parent Advisory meetings with key spouses and FRG leaders beginning 15 March. ISSUE J-12-43-2: Improve communications between JBLM Main and McChord Field CYSS programs. PROBLEM: Gaps in communication between JBLM Main and McChord Field CYSS programs cause delays in children starting programs. RECOMMENDATION: Create and enforce a standard operating procedure to improve communications between JBLM Main and McChord Field CYSS programs. FEEDBACK: Parent Central Services staff are trained and supervised jointly. To improve communications between JBLM Main and McChord Field CYSS weekly written memorandums are distributed with written acknowledgement of receipt. ISSUE C-12-44-0: Relocate McChord Field Parent Central closer to the CYSS and CDC facilities. PROBLEM: McChord Field Parent Central location is inconvenient and the hours of operation are too short to accommodate working parents. RECOMMENDATION: Relocate McChord Field Parent Central closer to the CYSS and CDC facilities and extend hours of operation. FEEDBACK: McChord Field Parent Central relocated to building 560 on 19 December 2011. Relocation of McChord Field Parent Central from Building 100 to Building 560 improved accessibility for parents of small children walking or using strollers having difficulty going up and down stairs.

ISSUE J-12-45-0: Allow 9-12 year old children to attend Youth Centers. PROBLEM: Air Force Regulation allowed children to attend the youth center at age 9; Army regulation requires children to be 12 creating a gap in care for children 9-12. RECOMMENDATION: Allow 9-12 year old children to attend Youth Centers. FEEDBACK: JBLM Home Alone Policy is currently aligned with the DoD Policy. DoD added a caveat addressing allowable age for unsupervised youth in the future to the fee policy. All fees and requirements to charge fees are set by the DoD Child and Youth Services Fee Policy (Current Edition School Year 2011/2012). ISSUE C-12-110-0: Schedule pre-deployment block leave during school breaks. PROBLEM: Deployment block leave is not always at a time children can take a break from school limiting the amount of time children can spend with their Servicemember parents. RECOMMENDATION: Schedule pre-deployment block leave during school breaks. FEEDBACK: Pre-deployment block leave is determined by unit chain of command.

ISSUE C-12-111-0: Allow all Servicemembers to take block leave prior to deployments. PROBLEM: Some Servicemembers have to go to school or training prior to deployments reducing the amount of time spent with families. RECOMMENDATION: Allow all Servicemembers to take block leave prior to deployments. FEEDBACK: Block leave is determined by unit chain of command.

ISSUE C-12-112-0: Reduce frequency of deployments. PROBLEM: Reduce deployments and extend time between deployments or let Servicemembers choose to deploy. RECOMMENDATION: Reduce frequency of deployments. FEEDBACK: Frequency of deployment is determined by Department of the Army.

ISSUE B-12-80-0: Allow disabled Servicemembers to train other Servicemembers and stay in the military. PROBLEM: Disabled Servicemembers could provide training to other Servicemembers. RECOMMENDATION: Allow disabled Servicemembers to train other Servicemembers and stay in the military. FEEDBACK: Medical Evaluation Board (MEB) process determines if a Soldier is authorized or capable to continue service in another capacity (i.e. reclassify).

PROBLEM: MyCAA Program is only available for spouses of E1-E5, W1-W2, and 01-02 Servicemembers. RECOMMENDATION: Remove rank and pay restrictions for MyCAA program eligibility. Exceptional Family Member Program (EFMP)

ISSUE C-12-39-0: Dedicate a childcare center module to care for EFMP special needs children. PROBLEM: EFMP special needs children cannot be accommodated at child care centers and are removed from the program when childcare providers cannot meet their needs. RECOMMENDATION: Dedicate a childcare center module to care for EFMP special needs children. FEEDBACK: Army Regulation 608-75 states that special needs children must be presented to the Special Needs Assessment Process team to determine reasonable accommodation. Special needs children must be mainstreamed and placed in the least restrictive environment.

PROBLEM: Unfamiliarity with the EFMP program leads to Servicemembers and Family members receiving misinformation and potentially not receiving existing EFMP resources. RECOMMENDATION: Provide EFMP education at every Family Readiness Course. FEEDBACK: Training is available on request to increase utilization of the program by Exceptional Family Members and increase referrals by Units. ISSUE C-12-129-0: Require EFMP System Navigators to track and assist local and regional National Guard and Reserve Families with EFM services. PROBLEM: Reserve and National Guard Servicemembers and Families may not be aware of EFM services available in the local community. RECOMMENDATION: Require EFMP System Navigators to track and assist local and regional National Guard and Reserve Families with EFM services. FEEDBACK: Transferred to Army National Guard AFAP.

ISSUE C-12-56-0: Assist military spouses find jobs. PROBLEM: Relocating spouses have difficulty finding jobs in the community that meet their skills and qualifications. Unemployment creates financial difficulty for families. RECOMMENDATION: Assist military spouses find jobs. FEEDBACK: ACS Employment Readiness Program provides JBLM spouse employment assistance. The Employment Readiness Program is located in the ACS Annex on Lewis Main and the Airman & Family Readiness Center on McChord Field. The program is open Monday through Friday, 7:30 a.m. to 4:30 p.m. and is open on most training holidays and closed on holidays. (The program is open 12:00 noon to 1:00 p.m. during lunchtime without staff.) No appointment is needed to use the program resource center; however, we recommend telephoning (253) 966-8325 for Lewis Main or (253) 982-2695 for McChord Field if an appointment for special help is needed.

ISSUE C-12-58-0: CPAC should provide monthly Federal Jobs search assistance training. PROBLEM: Servicemembers and Family members do not understand the process for applying for jobs and would benefit from Federal Job search assistance. RECOMMENDATION: CPAC should provide monthly Federal Jobs search assistance training. FEEDBACK: ACS Employment Readiness Program provides employment assistance to military spouses, family members of active duty military, retired military and civilian employees. Family Readiness Groups (FRG’s)

ISSUE C-12-21-0: Change Family Readiness Groups to Family Support Groups. PROBLEM: Family Readiness Groups are unit run Army organizations for disseminating information. RECOMMENDATION: Change Family Readiness Groups to Family Support Groups. FEEDBACK: The name change to Family Readiness Group encourages readiness of family members.

ISSUE C-12-21-1: Create FRG regulation instead of using Operation Ready Resources. PROBLEM: FRGs are inconsistent across the board based on individual commanders support of their program. RECOMMENDATION: Create FRG regulation instead of using Operation Ready Resources. FEEDBACK: Army Regulation 600-20 and AR 608-1 Appendix J currently exist and governs Family Readiness Groups Operations.

ISSUE C-12-21-2: Add FRG regulation appendix to define roles and responsibilities of the FRG Support Assistant. PROBLEM: FRSAs are told to perform various duties by unit Commanders. RECOMMENDATION: Add FRG regulation appendix to define roles and responsibilities of the FRG Support Assistant to prevent misuse. FEEDBACK: Guidance to Commanders on use of FRSAs exist in ALARACT HQDA EXORD 183-09 ISO Family Readiness Support Assistants, FORSCOM Policy letter dtd 31 March 2011, and JBLM Policy #24 dtd 30 August 2011

Family Readiness Group (FRG)

ISSUEC-12-21-3: Allow FRGs to participate in off-post commercial fundraising opportunities. PROBLEM: FRG's are not authorized to participate in off-post fundraising activities and cannot take advantage of pre-existing offers to military personnel and non-profit organizations from commercial companies. RECOMMENDATION: Allow FRGs to participate in off-post commercial fundraising opportunities reducing the amount of volunteer hours required for fundraising and increase community connections. FEEDBACK: 31 USC 1345 Federal entities, to include FRGs, obtain funding from Congress and do not fundraise or solicit donations. FEEDBACK: eAFMS and the Army FRG system integration is part of ongoing efforts to consolidate Army systems and for fiscal responsibility. The Army FRG system was created to be used as a tool for communication and dissemination of information for Soldiers and Family members. Integrating eAFMS adds an additional tool to this resource.

ISSUE C-12-102-0: Increase maximum number of pet limit allowed in housing. PROBLEM: Families that own more than two pets are negatively affected by housing limitation. RECOMMENDATION: Increase maximum number of pet limit allowed in housing. FEEDBACK: The number of pets combined (dogs/cats) allowed without a deposit is two (2) per home. Additional pets, up to four, will be allowed with the payment of a $250 security deposit for each additional pet over two. Exception #1 - Service animals when medically required do not count against the total number of pets in the home, nor do they require an additional pet deposit if the pet count in the home is already two when the service animal is acquired. PROBLEM: Pets are not allowed in (Temporary Lodging Facility) TLF and in-bound Service members and families may be unaware of or may be unsatisfied local kenneling options. RECOMMENDATION: Allow pets in TLE or provide more pet kenneling options. FEEDBACK: Evergreen Inn offers two (2) pet-friendly TLFs on base. There is a limit of two (2) pets per unit, dogs or cats only. There is a charge of $10 per night/pet. Proof of current rabies shot must be provided at time of check-in and a Pet Agreement must also be signed at that time. These units are available on a first-come, first-served basis. Many opportunities for optional pre-marital counseling exist on JBLM. A Marriage Preparation Workshop is open to engaged and newly married couples. ISSUE C-12-48-0: Equity Residential should fund on-post schools. PROBLEM: Equity Residential does not pay taxes to support Clover Park schools located on JBLM. RECOMMENDATION: Equity Residential should pay a percentage of their annual revenue to fund onpost schools. FEEDBACK: Congress established the Military Housing Privatization Initiative in 1996 as a tool to help the military improve the quality of life for its Service Members by improving the condition of on base housing. Under the Military Housing Privatization Initiative, authorities, DoD works with the housing provider to revitalize on base housing through funding stream based on loans and Basic Allowance for Housing. a. Loans are used for new construction and renovation of homes. b. Basic Allowance for Housing has three components; rent, rental insurance and utilities. This is used for the day-to-day operations and to maintain JBLM housing. c. The ground lease or contract is specific that revenues can only be used in relation to residential housing on base. Community centers, parks, play areas and trails are included in the ground lease. Schools are not residential facilitates and do not fall in accordance with the Military Housing Privatization Initiative. (Note: The National Defense Authorization Act for FY 1996 (Public Law 104-106), 110 Stat 186 Section 2801, supports this commitment by allowing DoD to work with the private sector to build and renovate military housing. The Military Housing Privatization Initiative legislative authorities have been made permanent.)

ISSUE C-12-103-0: Improve Food Quality at Teen Zone. PROBLEM: Teen Zone food taste is not satisfactory to all children. RECOMMENDATION: Improve Food Quality at Teen Zone. FEEDBACK: CYSS has hired a new cook and teens are very happy with the food she prepares and offers. Teen friendly food like nachos, lasagna, pizza, to name a few are offered daily. Cooking programs are offered by the Smart Start cooking group to teach youth about healthy cooking and eating are now offered in the new demonstration kitchen located in the teen zone.

ISSUE C-12-103-0: Provide separate youth centers for teens and middle school children. PROBLEM: Combined youth center is too crowded. RECOMMENDATION: Provide separate youth centers for teens and middle school children. FEEDBACK: A new Teen Zone/Youth Center will be located in Hillside next to SKIES and hillside CDC. The new facility will have separate zones for different age groups. Planned move will be in Spring FY12.

ISSUE C-12-98-0: Assist parents and children eat healthy and be active to reduce childhood obesity. PROBLEM: Childhood obesity can lead to illness. JBLM offers few programs and opportunities for child fitness. Parents should have nutritional classes. Fitness facilities should have child friendly equipment and teach children proper use of equipment. RECOMMENDATION: Provide free nutrition resources and physical fitness activities for children 7-12 FEEDBACK: CYSS began the Get Fit program in Youth Centers which is in line with Michelle Obama’s initiative Increasing opportunities for active activities and food choices for youth. Healthy food and eating will be increased when the USDA food program changes take place including changes to the types of foods allowed and not allowed to be served. JBLM CYSS is also increasing opportunities for "active" activities for youth through the partnership with installation sports trainers who now come in to centers to offer sports training. New equipment and youth training are also now available at Wilson Gym.

ISSUE C-12-115-0: Provide more activities for teens on installations. PROBLEM: Activities for teens on base are lacking. Provide a community pool, dance club or other activities for teens on post. RECOMMENDATION: Provide more activities for teens on installations. FEEDBACK: CYSS regularly adjusts activities provided when information is received identifying interest. CYSS plans to increase trips to the pool this summer. Dance is currently offered but not in a club setting.

(Note: Day 75: 1st $29 Late Fee assessed (for 60 day past due balance). Cardholder is notified by letter. Day 90: 3rd Statement - Salary offset due process letter sent. Cardholder, supervisor, and 2nd line supervisor are notified by the unit APC. Citi Bank collections department starts attempting to contact cardholder telephonically. 2nd Late Fee assessed with a letter - Day 120: Salary offset due process expires and salary offset letter sent. 3rd Late Fee assessed - Commander and cardholder are notified by the unit APC.)
