Galileo – a European revolution in satellite navigation

In the 17th century, the research of Galileo Galilei revolutionised European mathematics and astronomy. The name of the scholar renowned for his sharp perception of stellar orbits and galaxies graces a programme that is set to revolutionise satellite radio navigation on Earth: The “Galileo” satellite navigation project. From 2010 onwards, 30 satellites will orbit the globe and, with their signals, perceptibly improve the existing GPS system – increasing precision, availability and reliability. Through the agreed combination of GPS and Galileo, a technology standard will be set that will not only create additional satellite navigation potential in the European market with its approximately 500 million inhabitants but all over the world as well. High technology in the SatNav area – Bavaria everywhere and everywhere in Bavaria. Bavaria is already excellently equipped to exploit this enormous economic potential. Situated at the heart of Europe with a unique transport infrastructure and internationally renowned research institutes as well as an extensive network of globally active com panies in the high technology sector, the

State of Bavaria offers all prerequisites for the development and marketing of applications in the satellite navigation sector. Satellite navigation, in turn, with its cross applications in the automobile, logistics, IT and tourism industries acts as an innovative flywheel for Bavarian companies. With its "Allianz Bayern Innovativ" cluster campaign the Bavarian State Government is therefore promoting knowledge transfer and networking between companies, science, associations and politics. Tradition - Tolerance – Transnationalism Bavaria is a country steeped in tradition. In its fertile soil which has nurtured artistic genius and inventive spirit, from Albrecht Dürer to Werner Heisenberg, and on the firm foundation of Bavarian history, innovation is born and creativity flourishes. Bavaria sets the pace at the European and international level with more than 350,000 people working in over 20,000 IT companies. Bavaria is on of the exceptional international aeronautical regions with a complete value chain ranging from research, concept development, design and manufacture. The State of Bavaria is one of the few locations in the world in which the aerospace sector boasts a high level of competence in both industry and research. The structured organization of the aerospace sector in Bavaria provides an ideal basis. Bavaria is home to

three system companies of the aerospace sector, a host of companies in the equipment sector, technical service providers, science and training facilities as well as a well-developed air traffic infrastructure.

Bavaria leads the way in military aircraft Bavaria is the headquarters of many international and national equipment companies such as EADS Military Aircraft in Manching and Augsburg and Eurocopter in Donauwörth. The final assembly of the Eurofighter is carried out in Manching near Ingolstadt; major components such as the fuselage middle structure are manufactured in Augsburg. The Eurofighter program management is run by Jagdflugzeuge GmbH in Hallbergmoos near Munich, which is also home to Eurojet Turbo GmbH – which is mainly responsible for the development and production of the entire propulsion systems for the EJ200.

Key aspects of aerospace There is a focus on the construction of military aircraft, propulsion systems, helicopters and sub-systems and devices required for these systems. Further key competence areas are structures, drives and solar generators for spacecraft and satellites.

The military helicopter NH 90 and Tiger are also products made in Bavaria, as is the civil EC 135. Maintenance of the MIG 29 is carried out in Manching as part of a German-Russian corporate cooperation.

Bavaria is also a major Airbus site. Key parts for the Airbus family and other aircraft originate from Bavaria. Bavarian companies manufacture, for example, undercarriages, turbines, supply and disposal systems as well as cabin systems. Market and partners in the field of aerospace Major aerospace companies such as EADSSpace, MT Aerospace and Kayser-Threde are based in Bavaria. And key components for the European ARIANE launcher are made in Bavaria – like the solid propellant booster cases or the thrust chambers of all Ariane 5 liquid fuel rockets (Aestus and Vulcain). Bavarian enterprises boast a high level of competence in the fields of ceramics, flight control systems and solar panels. EADS-Astrium has made a substantial investment in the development of an Ariane center and a solar center.

A diversified research infrastructure provides excellent framework conditions for industrial aerospace in Bavaria. There are major research and testing facilities such as the German Aerospace Center (DLR) in Oberpfaffenhofen, the Fraunhofer Gesellschaft Erlangen and Würzburg as well as the IABG in Ottobrunn.

Higher education is a main emphasis in Bavaria, which features four renowned training facilities where young talent can train in aerospace disciplines and profit from excellent learning opportunities: At the Munich Technical University, the University of Erlangen, the Universität der Bundeswehr München and the Munich University of Applied Sciences.

Galileo Control Center The Galileo Control Center is located at DLR in Oberpfaffenhofen and is the one element connecting the worldwide network of earth stations and is responsible for the control of the 30 Galileo satellites. The Control Center in Oberpfaffenhofen is in constant contact with a second control center in Italy for operational safety reasons. In order to guarantee the reliability and accuracy of Galileo services a performance center, which monitors the Galileo system performance ability on a permanent basis, is located next to the Control Center in Oberpfaffenhofen. www.dlr.de/rb/institut/gsoc

One of the eight DLR locations is in Oberpfaffenhofen where over 1,000 staff are employed in eight research institutes. DLR at Oberpfaffenhofen has focused on research and development in the areas of space operations, navigation, robotics and remote sensing. www.dlr.de/en Galileo Concessionaires EADS Space (www.space.eads.net) and TeleOp (www.teleop.de), both located in the greater Munich area, are important shareholders in Galileo Concessionaires and have significant responsibilities in launching the satellites, operations and systems maintenance. They guarantee reliable and economic operation of the Galileo infrastructure.

European Satellite Navigation Industries European Satellite Navigation Industries is a European company founded in 2000 as a joint venture of the leading European space travel companies with the aim of developing and delivering the Galileo infrastructure consisting of 30 satellites and earth stations spread across the world. European Satellite Navigation Industries has its headquarters in Ottobrunn near Munich and has a branch in Rome. www.european-satellite-navigationindustries.net

The only earthbound test environment for Galileo satellite signals is run by DLR, who built it and operate it in the Berchtesgaden area. The Galileo Test and Development Environment (GATE) will be available to industry and research institutes from May 2007 to develop and test future hardware and applications for Galileo in a realistic environment. The so-called “virtual satellite mode” enables GATE users such as reciever manufacturers, application developers to receive realistic satellite signals as if they were emitted from real satellites in orbit. www.gate-testbed.de

Strong in research and development

Bavaria has a high density of universities and public research establishments in natural sciences, economics and social sciences. Several renowned research institutions have settled in Munich. They are important factors in the successful development of the knowledgeintensive clusters in the city. The geographical closeness of the institutes to the technologybased companies enables research cooperation and the transfer of knowledge as boosters for the innovative potential of industry.

The Max Planck Society and the Fraunhofer Society Whereas the Max Planck Society concentrates on fundamental research, the Fraunhofer Society focuses on application-oriented research in the engineering disciplines. Five research establishments are based in Munich, among them the Society’s headquarters and its patent center, which acts as a consultant and provides financial support to companies in obtaining patents for their inventions from the German Patent and Trade Mark Office and the European Patent Office. The Leibniz Association The Leibniz Association is also represented in Munich with four institutes: The DFA (German Research Center for Food Chemistry), the Deutsches Museum, the Ifo Institute for Economic Research and the IfZ (Institute of Contemporary History).

The Helmholtz Association The Helmholtz Association is the largest science organization in Germany and engages in application oriented development as well as fundamental research. Three of 15 research centers run by the Helmholtz Association are resident in the Munich area: the German Aerospace Center in Oberpfaffenhofen the Max Planck Institute for Plasma Physics in Garching and the GSF National Research Center for Environment and Health in Neuherberg. Munich: Center of the patent field Munich occupies a key position in the German and European patent field. In addition to Stuttgart, Munich has for years been the region with the highest number of patent applications in Germany. Almost 30 per cent of all German patent applications come from Bavaria. The only state in Germany to do so, Bavaria passed a resolution in 1999 to invest approximately EUR 1.35 billion in a high tech initiative project to further expand Bavaria’s lead in future top technological fields. Bavarian location policy was and is particularly successful. Since the start of the high tech initiative, 380 companies offering 16,000 jobs have been established in Bavaria. Today, Bavaria is target area no. 1 in Germany for research intensive companies from abroad. World renowned companies such as General Electric, OMV, Roche and Sandoz are making massive investments in Bavaria.

Allianz Bayern Innovativ: Bavaria’s cluster campaign The cluster campaign is a new dimension in the modernization strategy aimed at enhancing Bavaria‘s role as a top business and science location and a logical follow-up to the Bavarian high tech initiative. Its objective is to build regional networks interlinking business and science in 19 defined industry and competence clusters and thus activate innovation and productivity potential in these clusters.

The campaign is flanked by a second initiative of the "Allianz Bayern Innovativ" aimed at boosting cross-sector regional networks. This is being funded by the Bavarian Government from privatisation proceeds in the amount of 50 million Euro over a period of five years. www.allianzbayerninnovativ.de "Aeronautics and space" and "satellite navigation" high tech clusters Two of the 19 clusters are represented by the high tech "aerospace" and "satellite navigation" clusters, the manager of which, Dr. Martin Haunschild, is chairman of bavAIRia e.V.. The mission of both clusters is to syste-matically strengthen both industries in Bavaria. The prerequisites for such a venture are highly promising from the outset: Bavaria is one of the few

aerospace locations in Europe that spans the entire value chain from design to final assembly of sub-systems and systems. Bavaria is a center of aerospace expertise not only in Germany but throughout Europe as well.
