President’s Message Dr. Thelma Phillip-Browne, Ambassador of St. Kitts and Nevis to the United States; Dr. Everson Hull, Ambassador of St. Kitts and Nevis to the OAS; Dr. Mrs. Sandra Cooke-Hull; and Ms. Lou-Anne Gilchrist, Ambassador of St. Vincent and the Grenadines to the United States. Our distinguished honorees: Mrs. Clara Walters, MH (Medal of Honor), MBE (Member of the Most Excellent Order of the British Empire); Mr. Arthur “Brodda” Anslyn; Mr. Ashley Farrell; and Mrs. Evelyn Henville. NEV-DC members and guests. On behalf of the members of the Nevisian Association of Washington, DC (NEV-DC), welcome to our Thirteenth Annual Honors Banquet. Tonight, we celebrate Public Servants: Silent Giants Through the Decades. Our worthy honorees are just a small representation of the many individuals in Nevis who have dedicated their lives to public service. These individuals, Silent Giants, have served our community well through the decades. Tonight, we stop and we say thank you, and show our appreciation. Congratulations! This evening, our members, supporters, and sponsors of NEV-DC take time to appreciate your hard work and your dedication to our country. NEV-DC’s mission is to raise funds to support the economic, educational, technological, social, and cultural advancement of Nevisians. As part of our mission, NEV-DC also honors and recognizes individuals from our community for their tireless contribution to the Nevisian community. The selfless work of these individuals is often thankless and unacknowledged. NEV-DC takes its mission seriously. For almost fourteen years, NEV-DC has contributed to a variety of causes. This past year, NEV-DC provided 60 beds and urinals to nursing homes and community members in Nevis. With the Dr. Simeon Daniel Education Fund Raffle, NEV-DC donated to the School Lunch Program supporting students at seven schools. This evening’s raffle will continue to support the lunch program as well as contribute to hurricane relief. As NEV-DC moves forward to its 15th year, we will review our past successes, assess our failures, and develop a long-term strategy to make certain our efforts truly impact our community. We look forward to your continued support and hope to create new partnerships to achieve our mission. We look forward to active involvement through financial, intellectual, and tactical support. Please come with your connections, skills, and ideas.

Evelyn Henville Keynote Speaker/Honoree Mrs. Evelyn Henville has led a life of committed public service -- as an innovator in education; a tireless fundraiser for programs benefiting individuals with disabilities; a passionate advocate for preservation of the island’s cultural heritage; and a leader in building international partnerships that benefit the people of Nevis. She holds a Bachelor’s Degree in Elementary Education and a Master’s Degree in Educational Administration and Supervision, and is working towards her PhD in Organizational Management. Her field of study, her commitment to education, development and leadership have heralded her life’s work. Mrs. Henville has been successfully involved in all levels of education - from preschool, to primary and high schools, colleges and universities and in the administration of the island’s and federation’s education departments having held the posts of Education Officer in St. Kitts &Nevis and Principal Education Officer in Nevis. A few of Mrs. Henville’s many remarkable accomplishments include: •

The development, implementation and supervision of the very successful University of Miami Bachelor Degree and the Miami Dade Community College Associate Degree Programs where teachers and civil servants could pursue and acquire their Bachelors and Associate of Arts Degrees while remaining residents on Nevis. These programs increased the number of teachers with BA degrees and civil servants with AA degrees by 300%

The institution of end of term and end of quarter reports to primary school parents

The introduction of computer education in the high schools

Instituting teacher training for Substitute and Untrained teachers and convening the first “Career Day” for high school seniors

Evelyn Henville Continued During her 20-year US residency, as Mrs. Henville cared for her family, she also continued to serve the public. She was instrumental in securing $14 million from UN Agencies for the Federation’s airports development; and raising over $2 million for new home construction while Executive Director of Habitat for Humanity in DeKalb, Georgia.

Mrs. Henville returned to Nevis in 2008 and continues her public service. Through her family’s non-profit organization, Caribbean Foundation for Children, Inc., (CFC), she continues to improve the auditory lives of children in both St. Kitts & Nevis. From 2010, her role as Executive Director of the Nevis Historical and Conservation Society (NHCS) has enhanced the building of long term sustainability of the environment, protecting and preserving historical sites and cultural heritage, and acquiring training of museum staff resulting in the only fully trained museum staff in the OECS. Mrs. Henville currently volunteers her time and expertise to serve as the Executive Chair of the UNESCO World Heritage Committee to nominate Charlestown as a World Heritage Site which would position the island for future growth and development, and place Nevis in an elite category recognized by the community of nations worldwide.

For your leadership, unwavering efforts to promote Nevis, your innovative initiatives to support the training and advancement of Nevisians, and for your selfless dedication to public service, we honor you - Mrs. Evelyn Henville.

Captain Arthur Anslyn Honoree Captain Arthur Anslyn, M.B.E., affectionately known as “Brodda Anslyn”, captained the MV Caribe Queen from 1980 to 1989 between the islands of St. Kitts and Nevis. His dedication to this public service was vital to the federation’s economy and social fabric. Captain Anslyn served both crew and passengers, and his country with excellence. Caribe Queen and Brodda Anslyn are synonymous. Back in the 80’s, 90’s and even today, one would automatically think of Brodda Anslyn when Caribe Queen is mentioned. This extraordinary sea genius’ captaincy enabled vendors to travel this route daily to make a livelihood; allowed government and private sector employees to travel back and forth for work; and gave family members the opportunity to spend time with relatives. In addition, organizers of national festivals and events, such as, Nevis Culturama, St. Kitts Carnival, and Cricket relied on the M.V. Caribe Queen captained by Brodda Anslyn to reliably and safely transport participants to and from the events. Passengers and crew entrusted Captain Anslyn with their lives without hesitation. He transported patients in need of critical care from Nevis to St Kitts. In many instances, patients’ lives hung in the balance and depended on him to make it to St. Kitts in record time, and he did so with grace. Some of us may remember how he saved the MV Caribe Queen by berthing it away from Hurricane Hugo and other storms. Captain Anslyn has literally saved lives and property – even while sacrificing his own. Captain Anslyn exhibited exemplary performance in a challenging and constantly evolving environment. He consistently performed at the highest level and did so with great speed and accuracy without sacrificing his commitment to safety or standards. He is well-known for his quick eye, attention to detail and diligence when following vessel protocol, policies, chain of command, and general vessel operations. His flawless safety record is testimony to his dedication to the profession of Marine Pilot. A “Four Season’s Resort Nevis” activities guide refers to him as “Nevis most experienced fisherman” according to Revolvy.com.

Captain Arthur Anslyn Continued Numerous awards, in addition to his M.B.E. honor, have been bestowed upon Brodda Anslyn over his more than 40 years of marine life as highlighted in Revolvy.com. They include: 1985: St. Christopher and Nevis Independence Honours Award, for "Public Service" 1986: Anguilla-Nevis-St. Kitts Association Toronto, for "Outstanding Contribution to Country and Others" 1987: St. Kitts and Nevis Red Cross, "Contribution to the Society" 1994: Culturama Committee, for "Contribution and Service towards Culturama and its Programme" 1994: Nevis Island Administration, for "Contribution towards Tourism Development" 1994: Nevis Island Administration, "In appreciation of the development in trade be tween St. Kitts and Nevis" 1996: Nevis Island Administration, for "Outstanding contribution to the development of the Charlestown Port" 1997: Foundation for National Development (FND), "In appreciation of the voluntary services given as a Trustee of FND" 1998: Alexandra Hospital, for "Unstinting dedication to the Institution over the years" 1990s: Nevis Fisherman's Marketing and Supply Cooperative Society, for "Outstanding contribution to the Society" Captain Anslyn is well respected in the St. Kitts-Nevis community. His reputation among his peers is excellent. Crew members on both sides of the cockpit door respected him. He always had a kind word to say to the passengers, agents, mechanics, and ground crew. He associated himself with and supported all – from the little fisherman to the dignitaries in the halls of government and industry. His leadership is subtle yet strong. His loyalty is unwavering and his judgement is consistent and solid. And now, as Captain Anslyn recuperates and convalesces from surgery, we pray and hope for his quick recovery.

For your stellar commitment, consistency, outstanding, and dedicated public service throughout the decades, we honor you – Captain “Brodda” Arthur Anslyn.

Clara Lorna Walters M.H, M.B.E Honoree Mrs. Clara Lorna Walters M.H, M.B.E has served in Public Service as a Civil Servant in various capacities. In many of her positions, she exceled and was often recognized as the first female to hold the appointment, thereby blazing paths for other females. Mrs. Walters began her Civil Service Career as a substitute clerk at the General Post Office in Basseterre. St. Kitts. At the Post Office, Mrs. Walters functioned in several roles to include assistant cashier. With her willingness to learn and grow, she was later appointed as Clerk in the Electricity Department and then assigned to the Accounts Division in the Public Works Department. Following her marriage to Mr. Harold Walters, Mrs. Walters transferred to Nevis where she worked at the Post Office in Charlestown, Nevis. In Nevis, Mrs. Walters received many accolades for her hard work, zest for learning and dedication. In the Customs Department, she was the first female Customs Officer in Nevis. Mrs. Walters received a Certificate of Merit for a Customs and Excise Training Course from the Customs Training School in Trinidad and Tobago. Mrs. Walters also attended a Management Course at the Manitoba Institute of Management, Canada. Mrs. Walters continued to advance and achieved more senior positions. She was appointed as the first female Treasurer of the Nevis Island Administration with responsibilities for the day to day operations of the Treasury Department, the Customs Department, and with additional duties as Harbor Master. Mrs. Walters served in this position for approximately ten years. After her service as the Treasurer, Mrs. Walters was transferred to the Premier’s Ministry as Assistant Secretary with special responsibility for protocol. Due to a high level of outstanding performance Mrs. Walters was appointed as Permanent Secretary/Premier. In this role, she was again the first female to be appointed to this position. Mrs. Walters gave back and gives to her community through her involvement in a variety of community organizations, sports, church activities, and other volunteer organizations. In the Girl Guides Movement, Mrs. Walters served as Guide Commissioner for a period of ten years. In her tenure, she increased the membership of Brownies, Guides and Guiders. She was also responsible for the completion of the Headquarters building and being debt free by paying off the loan through fundraisers and sponsorships from Corporate Citizens, the Nevis Island Administration, United Kingdom Headquarters, and Nevisians at home and abroad. Mrs. Walters is an active member of her church and serves in several capacities to include choir member, vestry member, treasurer, people’s warden, Synod Representative, member of the Diocesan Council and Provincial Synod. She currently serves as an executive member of the Nevis Christian Council.

Clara Lorna Walters Continued In sports, Mrs. Walters formed the popular Elites Netball Club of Church Ground, Nevis. She served as the Association Vice President, Executive Member, and Treasurer. Mrs. Walters is currently a member of the Nevis Red Cross and has served as Vice President of the St. Kitts-Nevis Red Cross. Mrs. Walters is also a board member of Nevis Historical Society where she has served in the capacities of Secretary, Vice President and President. She has also served as returning officer in both local and federal elections. She has been an invigilator for SEC, CAPE and CCSLC overseas examinations and serves as Supervisor. Mrs. Walters is a well-rounded individual and her years of service has proven, that commitment, dedication, and hard work will result in a successful and fulfilling career. During these forty-two years of dedicated and committed service, Mrs. Walters raised five lovely children. She thanks God and her dear industrious, devoted husband for support through the years.

For blazing new paths and setting achievement standards for women behind you, your dedicated leadership, your humble but impactful contributions to civil service, your influence in the community in sports and in church, and your relentless dedication to public service, we honor you Mrs. Clara Walters, M.H., M.B.E.

Ashley Farrell Honoree Mr. Farrell proved to be an excellent teacher, principal, education officer and administrator to students, teachers, and public servant and sports administrator to the entire Nevisian community for 30 years. As an elementary school teacher he contributed to making St. Thomas’ Primary School a great place for kids to learn. He demonstrated effectiveness with the full range of student abilities in the classrooms, regardless of the academic diversity of the students, showed caring, fairness, and respect to students and colleagues, and held high expectations for his students. Mr. Farrell understood that principal leadership is inextricably linked to student performance. So, upon his return to Nevis from the University of the West Indies (UWI), he reorganized teacher leadership and development, enhanced trust with the staff, and effectively promoted teaching and learning at the Ivor Walters Primary School where he was stationed as principal. He was an excellent mentor and supervisor, and his reflective, collaborative, inquiry-oriented approaches to supervision of teachers and teacher development have resulted in high praise from teachers, parents and the community over the years. Mr. Farrell nurtured leadership throughout the field of education, and used his professional skills to develop the teachers into leaders by facilitating numerous summer teaching sessions at OCOD for many years. As an Education Officer, Mr. Farrell played a key role in shaping educational policies that ensured delivery of quality instructions that supported effective learning for all students. He served as an advocate for professional development leaders, facilitator, guide and supporter of quality instructional practices. In this capacity, he dramatically reorganized the teaching experience for the substitute and untrained teachers by facilitating weekend workshops, which inspired and educated many teachers, including me, in the benefits of his profession. In addition to his role as Permanent Secretary for Education, Mr. Farrell served as the Coordination for the UWI Distance Education Program for Nevis where he introduced and exposed students to certificate and undergraduate programs.

Ashley Farrell Continued In addition to his notable achievements as an education architect, Mr. Farrell performed as Permanent Secretary in the Premier’s Ministry for several years. He was also the first and only Director of Human Resources and later the first Permanent Secretary for Human Resources in the Nevis Island Administration. He played a key leadership role in developing educational and human capital policies at the country level. Mr. Farrell focused on enhancing educational and human resource policies to deliver quality instructions and effective workforce planning for government institutions and on training and development opportunities for all government employees. In addition, Mr. Farrell served as Cabinet Secretary to the Nevis Island Administration for seven (7) years. Of note too, Mr. Farrell also served the island as chairman for Disaster Management Preparedness, presiding officer of local elections, and in cricket as President of the Nevis Cricket Association and representative to the Leeward Island Cricket Association for years.

H.E. Dr. Everson W. Hull, Ph.D. Ambassador, Permanent Representative Organization of American States (OAS) Speaker Dr. Everson Hull is a business economist and currently serves as Permanent Representative for St. Kitts and Nevis to the 34-member Organization of American States (OAS). He graduated from Howard University in 1977, becoming the first-ever recipient of the University’s Ph.D. award in Economics. For more than 20 years, he served as Adjunct Professor in the Department of Economics. In the School of Business, Professor Hull earned the distinction of MBA “Professor of the Year” for four of the five years of his full-time tenure. In the private sector, he has served as Senior Economist for the American Petroleum Institute, TRW Inc. and Fannie Mae. Dr. Hull also served at the Congressional Research Service as Head of Money and Banking. This latter tour of duty led to a U.S. Presidential Appointment as Deputy Assistant Secretary for Policy and Research at the U.S. Department of Labor. Dr. Hull has allocated a significant portion of his time to providing financial and economic consulting services on a wide range of issues. At the Federal Housing Finance Agency, Dr. Hull has as the oversight regulator’s chief liaison on matters related to the Executive Compensation of Fannie Mae, Freddie Mac and the 12 Federal Home Loan Banks. He has been called on to prepare written analyses and opinions on recommended incentive-based salaries, bonuses and stock option awards for new executive hires. In his current assignment at the OAS, Ambassador Hull is fully engaged with his peers: in the development of a vigorous CARICOM response to the “black-listing” of our low-tax jurisdictions, in the exploration of new business opportunities in the rapidly growing Central and South American countries, and in reconciling border disputes between OAS member states. His extensive research includes over 60 publications and technical reports as well as regular contributions to the local newspapers. Born in Nevis, Dr. Hull graduated from the Charlestown Secondary School; taught at the Combermere Primary School and represented the Island of Nevis at cricket and football. Dr. Hull has three children -- Lovell, Randy and Cecelia. He is married to Dr. Sandra D. Cooke-Hull.

Accomplishments The Nevisian Association of Washington DC (NEV-DC) made a donation of 60 mechanical beds worth over $150 000 to the Nursing Homes and private citizens in need in Nevis. The presentation of the beds were made by our local representative Alice B Tyson in Nevis. Many individuals and organizations made this significant donation possible.
