According to the official website, HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes. The HAARP program is committed to developing a world class ionospheric research facility consisting of: The Ionospheric Research Instrument (IRI), a high power transmitter facility operating in the High Frequency (HF) range. By studying a small, limited portion of the ionosphere directly over the facility, research at the HAARP observatory is able to probe the nature of this dynamic medium, both in its naturally disturbed condition and when artificially stimulated, with the goal of being able to provide the fundamental understanding necessary to enhance the performance of such systems. Radio signals at much higher frequencies are used with satellite communication systems such as the military’s UHF satellite constellation and with navigation systems such as GPS. In this case, the signals must pass through the ionosphere. The performance of these systems can be negatively impacted by naturally occuring ionospheric processes such as scintillation, fading and Faraday rotation. Research at HAARP is of great value in studying and characterizing these ionospheric processes as well. Research conducted at the HAARP facility can be classified as Basic or Exploratory Research which is fundamental in nature, often resulting in discoveries or significant broadening of the knowledge base. The eventual development of useful technologies and applications or the improvement in the performance of existing systems sych as those discussed above, is facilitated when it is based on a strong and complete understanding of the underlying fundamental processes. We like to think that when the apple fell on Newton’s head, it motivated him to think about the motion of heavenly bodies. Eventually, through a process akin to fundamental research, Newton was able to derive equations that described the orbits of planets in the solar system. He could not foresee how his laws of motion could be applied to space flight or to the launching of communication satellites. Another relevant example is the fundamental research of chemists F. Sherwood Rowland and Mario Molina who were studying the catalytic properties of halogen compounds in photochemical reactions. Although not an initial objective of their research, they published a paper in 1974 extending their investigations to conditions existing in the Earth’s stratosphere and came to the startling conclusion that chlorofluorocarbons (CFCs) being released

on Earth would cause significant depletion of the stratospheric ozone layer, thereby destroying our protection against harmful solar ultraviolet radiation and increasing the risk of skin cancer and other health problems. At that time, CFCs were used primarily in air conditioners and as a propellant in hair sprays. Their conclusion was not warmly received by the industrial manufacturers of such compounds and was debated within scientific circles, but subsequent measurements made using high-altitude balloons showed that the predicted depletion of the ozone layer was actually occurring at an alarming rate. Fortunately, the international community reacted to this environmental threat fairly quickly, and an agreement was reached in 1987 to phase out the manufacture and use of CFCs. This agreement has been implemented, at least in the developed countries of the world, but it is too early to see any significant results. The latest predictions, using sophisticated computer models of atmospheric phenomena, are that the desired restoration of the ozone layer should begin occurring by the year 2015. In recognition of their scientific contributions that alerted the world to this serious environmental problem, Rowland and Molina were awarded the 1995 Nobel Prize in Chemistry. This is a powerful example of how basic research can yield significant, unplanned benefits for mankind. Twenty years ago, the leading scientists in the ionospheric research community were consulted to obtain their input and to help define the future operating characteristics of the HAARP facility. Top research scientists continue to be involved with HAARP’s research program and with its educational and outreach activities. The facility has been used for exciting new research and regularly produces discoveries in ionospheric physics worthy of publishing in peer-reviewed journals such as the Journal of Geophysical Research, Geophysical Research Letters, and Radio Science. Since the first research campaign at HAARP in 1999, well over 100 scholarly papers have been published in scientific journals. In addition, research at HAARP is regularly presented at annual scientific conferences that include sessions devoted to ionospheric interactive research, including those sponsored by

the American Geophysical Union held annually in the Fall and by the International Union of Radio Science (URSI) held annually in January. The question occasionally arises as to why HAARP was being built in Alaska. Like Canada, Russia, and Norway among others, the United States is an Arctic nation. If we are to make informed decisions concerning the use and preservation of the region’s resources and develop systems that are compatible with the unique Arctic environment, we need knowledge derived from high-quality research activities. The Arctic ionosphere strongly affects high latitude telecommunication systems, and depending on solar activity and geographic location, the natural variations in the ionosphere over Alaska can be characterized as polar, auroral, or mid-latitude, leading to wide variations in communication performance. The HAARP Facility is ideally situated to allow the study of each of these conditions. More will be said about this later. In summary, the aim of research conducted at HAARP is to explore and understand natural phenomena occurring in the Earth’s ionosphere and near-Earth space environment. JAPAN RETHINKS US RELATIONSHIP By Paul A Drockton M.A. FEB 25 — The Hatoyama government is keen to end the US military presence in the country and chart a new foreign policy course with focus on Asia. After the ouster of the long-ruling Liberal Democratic Party (LDP) from power last year, relations between Japan and the United States do not seem as cosy as they used to be. The new Prime Minister, Yukio Hatoyama, and his Democratic Party of Japan (DPJ) swept to power on the promise of reorienting the country’s domestic and foreign policy. On the campaign trail, the opposition focussed particularly on the continued presence of the US military on Japanese territory and the continuance of unequal treaties dating to the Second World War. The DPJ promised to end decades of “passive” behaviour in dealings with the US Hatoyama, after taking over as Prime Minister, showed that he was serious about Japan following an Asia-oriented foreign policy. His government is giving special emphasis to a strong relationship with China, India and other Asian countries. On Jan 19, the 50th anniversary of the Japan-US security treaty was commemorated in Tokyo.

Japan and the US signed the military pact in 1951, and it was revised in 1960. The 1951 treaty had a clause that allowed the US to intervene in case of “large-scale internal riots and disturbance in Japan”. The revised treaty removed the clause but retained many of the controversial “secret clauses”, including the sailing in of nuclear armed American navy ships into Japanese territorial waters despite the fact that Japan’s Constitution bans the presence of nuclear weapons on its territory. One of the clandestine clauses made Japan pay for the maintenance of US bases. On the occasion of the anniversary, Hatoyama stressed the importance of the security pact for peace and stability in the region even as hectic behind-thescenes diplomatic activity went on to decide the fate of the US’ Futenma air base in Okinawa. Indications are that the Hatoyama government is keen to end the US military presence there. The Obama administration has taken a tough stance on the issue, insisting that US presence in Okinawa is crucial for the security of the East Asian region. Okinawa is home to 75 per cent of the 53,000 US troops based in Japan. The Obama administration signalled that it could backtrack on an earlier US$26billion (RM88 billion) deal involving the transfer of 6,000 US troops from Okinawa to Guam if the Hatoyama administration decided to close the air base. The deal, agreed four years ago, also involved handing back to Japan valuable real estate in thickly populated Okinawa city. In November last year, US Defence Secretary Robert Gates warned Japan that it would face “serious consequences” if the new government did not honour the commitments on the bases given by the former government. During his visit, Gates loudly lobbied for an extension of the military bases agreement. The Japanese media were openly critical of Gates, describing the Defence Secretary as a “bully”. But since then, both sides have adopted a more diplomatic stance. On the occasion of the 50th anniversary of the security treaty, a joint statement was issued by the US Defence and State Secretaries and the Japanese Defence and Foreign Ministers. The statement “endorsed ongoing efforts to maintain the deterrent capabilities in a changing strategic landscape, including appropriate stationing of US forces, while reducing the impact of bases on local

communities, including Okinawa, thereby strengthening security and ensuring the alliance remains the anchor of regional stability”.However, since then, popular sentiment in Japan seems to have shifted irrevocably against the US military presence. A plan to relocate the Okinawa base on Japanese soil received a setback in the last week of January. The former LDP government had proposed four years ago that the base be shifted to the northern city of Nago, also on the island of Okinawa. But in the recent municipal elections in Nago, the candidate opposed to the relocation of the US air base won a resounding victory. He has since said there was no question of the base being relocated to Nago. Hatayoma has diplomatically indicated that the ideal thing for the US to do is to shift the base out of Japan altogether. The DPJ’s key coalition partner, the Social Democratic Party (SDP), insists that the US base must be located outside Japanese territory. It has even threatened to withdraw from the government if the government does not support its position. The recent revelations of secret security pacts with the US have inflamed public opinion. The Japanese Foreign Minister has appointed a team of scholars to delve into the Foreign Ministry’s archives to track down secret documents relating to security ties with the U.S. The issue has become an emotive one after it became clear that the Japanese state used its enormous powers to punish for perjury a journalist who had, in 1971, exposed the secret military clauses in the leading Japanese newspaper The Mainichi Shimbun. The reporter, Takichi Nishiyama, now 79, was the first to reveal the existence of four secret pacts. In 1978, the Japanese Supreme Court held Nishiyama guilty of obtaining state secrets. By 2000, the U.S. itself had started declassifying documents relating to the secret agreements. And four years ago, a senior Japanese diplomat who had testified against Nishiyama confessed that he had lied under oath. Japanese Foreign Minister Katsuya Okada said his government was determined to find out the truth about the secret pacts. He said the move should not be construed as anti-American. He emphasised that it was “extremely important” for democracy that people be aware of the truth. Exposing the truth and rectifying past wrongs, he said, could strengthen the alliance with the U.S.

JAPAN-CHINA TIES It is not only the “bases issue” that gives the US reason to worry about Japan’s future course. Since Hatoyama became Prime Minister in late 2009, ties with China, painted as a traditional rival of Japan by the West and right-wing Japanese politicians, have been strengthened. Visits by high-level delegations from both countries have been taking place virtually every month. There is talk of Hatoyama planning a visit to Nanjing for the anniversary of the 1937 massacre of civilians under Japanese occupation. Previous Japanese governments tended to gloss over the incident. According to reports, if such a visit materialises, Chinese President Hu Jintao will reciprocate with a visit to Nagasaki, where he would pledge his country’s peaceful intentions. However, not everybody in Hatoyama’s Cabinet shares his vision of an Asia-centric policy. Defence Minister Toshimi Kitazawa is said to be in favour of maintaining the close security links with the U.S. He recently appointed Yukio Okamoto as an adviser in the Ministry. Okamoto, known for his pro-American views, was a key adviser to several Prime Ministers of LDP governments. He recently said China was not “a friendly country” in military matters and that the threat from North Korea should be taken seriously. Many Japanese still seem to favour retaining the “nuclear umbrella” the US has provided for the last 60 years. But in the past four months, some of the decisions taken by the DPJ-led government have not been looked upon favourably in Washington. These include the withdrawal of Japan’s naval forces from the Indian Ocean, where they were deployed to provide non-combat support for US troops in Afghanistan. At the same time, Tokyo announced a US$5-billion aid plan for Afghanistan. The new government has talked about plans for setting up an East Asian community. No role is being contemplated for the US in this Asian version of the European Union. It is obvious that there is a serious rethink under way in Japan on the rationale for continuing with the unequal relationship with the US. America’s military blunders in West Asia and Afghanistan, coupled with its economic decline, have no doubt forced this reappraisal in Japan and among other close allies of the US.

I also believe that part of their strategy is to partially "de-capitate" the Leadership in the West. I also expect this to have a huge impact on Western intelligence agencies like the CIA, MI6 and Mossad. The Western Illuminati created both Communism and Fascism to destroy whole races they view as undesirable, and to ultimately eliminate the Middle Class and establish a universal "Forced Labor Camp". According to the Georgia Guidestones, and statements from the Global Elite, they desire to reduce the population of the earth by 90%. They will move towards this goal with a global conflict that will be known as World War III. This will be a war of extermination that will see the widespread and targeted use of Chemical, Biological and Nuclear weapons. According to the Book of Revelations, this global conflict will wipe 1/3rd of the world's population completely off the map and will see the largest armies assembled and mobilized in the earth's history. While the relationship between the Eastern and Western Illuminati seems muddled. I believe it is possible to come to the truth through a simple analysis of the major possibilities and outcomes. 1. One possibility is that both the East and West are still working together towards a common goal, population reduction. Each will maintain their influence in their respective spheres under the "New World Order". This possibility defies both reality and logic. China, Russia and Japan were, or are heavily invested in Western Debt. It is a oneway street and that debt makes them our Masters. Its called the "Golden Rule". The person with the gold makes the rules. The Chinese have used their ownership to take control of Western technologies, and their wealth to run a unilateral arms race. If we were equal in power and influence we would be responding to the threat with our own military build-up. Instead, we are throwing our resources at appeasing our creditors in the derivatives market. The combined populations of China, Russia and Japan dwarf the human resources of the West. This problem has been exacerbated by our declining birth rate, homosexuality, abortion and the deterioration of the family. 2. The 2nd possibility is that the Western Illuminati has already capitulated to the East and have accepted a weaker position in the "New World Order". I believe that the Western Illuminati have indeed capitulated. I also believe that the East has recognized the need for the "AngloSaxon" governing class maintaining a facade for them. This submission can be observed in our President bowing to the Japanese Emperor, or capitulating to the latest demands from Beijing and Moscow. However, arms shipments to Taiwan, threatening war with Iran, supporting South Korea, fighting Russians in Georgia and manipulating elections in the Ukraine go against the theory of capitulation. From all appearances, the Western Illuminati are doing everything they can to expand their influence at the expense of the East. 3. The 3rd possibility is that the Western Illuminati have indeed been targeted for elimination. If this is the case, expect more confrontations with the East and more assassinations in the West of high level Illuminati leadership. Also, expect retaliatory assassinations in the East. Expect World War III.

CONCLUSION: No matter what scenario you think is true, the final result will be a very real, or very manufactured war between the East and West. This will happen because it accomplishes the goals of both the Eastern and the Western Illuminati: Reducing the World's Population by 90%. Imposing a Global Dictatorship with the 97% of the population working as forced labor for the other 3% Ending the political freedoms of the Republic through crisis and military dictatorship. Establishing a Global Consensus between East and West with the East at the head (Thesis vs. Antithesis = Synthesis). The imposed submission of all religions to a Globally manufactured one. The introduction and implementation of a tightly controlled economy (via microchip) that will literally starve dissent and maintain loyalty to the Illuminati controlled State. 15 THE MILITARY'S PANDORA'S BOX by Dr. Nick Begich and Jeane Manning This article was prepared to provide a summary of the contents of a book written in 1995 which describes an entirely new class of weapons. The weapons and their effects are described in the following pages. The United States Navy and Air Force have joined with the University of Alaska, Fairbanks, to build a prototype for a ground based "Star Wars" weapon system located in the remote bush country of Alaska. The individuals who are demanding answers about HAARP are scattered around the planet. As well as bush dwellers in Alaska, they include: a physician in Finland; a scientist in Holland; an anti-nuclear protester in Australia; independent physicists in the United States; a grandmother in Canada, and countless others. Unlike the protests of the 1960s the objections to HAARP have been registered using the tools of the 1990s. From the Internet, fax machines, syndicated talk radio and a number of alternative print mediums the word is getting out and people are waking up to this new intrusion by an over zealous United States government. The research team put together to gather the materials which eventually found their way into the book never held a formal meeting, never formed a formal organization. Each person acted like a node on a planetary info-spirit-net with one goal held by all -- to keep this controversial new science in the public eye. The result of the team's effort was a book which describes the science and the political ramifications of this technology. That book, Angels Don't Play this HAARP: Advances in Tesla Technology, has 230 pages. This article will only give the highlights. Despite the amount of research (350 footnoted sources), at its heart it is a story about ordinary people who took on an extraordinary challenge in bringing their research forward.

HAARP Boils the Upper Atmosphere HAARP will zap the upper atmosphere with a focused and steerable electromagnetic beam. It is an advanced model of an "ionospheric heater." (The ionosphere is the electrically-charged sphere surrounding Earth's upper atmosphere. It ranges between 40 to 60 miles above the surface of the Earth.) Put simply, the apparatus for HAARP is a reversal of a radio telescope; antenna send out signals instead of receiving. HAARP is the test run for a super-powerful radiowave-beaming technology that lifts areas of the ionosphere by focusing a beam and heating those areas. Electromagnetic waves then bounce back onto earth and penetrate everything -- living and dead. HAARP publicity gives the impression that the High-frequency Active Auroral Research Program is mainly an academic project with the goal of changing the ionosphere to improve communications for our own good. However, other U.S. military documents put it more clearly -- HAARP aims to learn how to "exploit the ionosphere for Department of Defense purposes." Communicating with submarines is only one of those purposes. Press releases and other information from the military on HAARP continually downplay what it could do. Publicity documents insist that the HAARP project is no different than other ionospheric heaters operating safely throughout the world in places such as Arecibo, Puerto Rico, Tromso, Norway, and the former Soviet Union. However, a 1990 government document indicates that the radio-frequency (RF) power zap will drive the ionosphere to unnatural activities. " ... at the highest HF powers available in the West, the instabilities commonly studied are approaching their maximum RF energy dissipative capability, beyond which the plasma processes will 'runaway' until the next limiting factor is reached." If the military, in cooperation with the University of Alaska Fairbanks, can show that this new ground-based "Star Wars" technology is sound, they both win. The military has a relatively-inexpensive defense shield and the University can brag about the most dramatic geophysical manipulation since atmospheric explosions of nuclear bombs. After successful testing, they would have the military megaprojects of the future and huge markets for Alaska's North Slope natural gas. Looking at the other patents which built on the work of a Texas' physicist named Bernard Eastlund, it becomes clearer how the military intends to use the HAARP transmitter. It also makes governmental denials less believable. The military knows how it intends to use this technology, and has made it clear in their documents. The military has deliberately misled the public, through sophisticated word games, deceit and outright disinformation. The military says the HAARP system could: Give the military a tool to replace the electromagnetic pulse effect of atmospheric thermonuclear devices (still considered a

viable option by the military through at least 1986) Replace the huge Extremely Low Frequency (ELF) submarine communication system operating in Michigan and Wisconsin with a new and more compact technology Be used to replace the over-the-horizon radar system that was once planned for the current location of HAARP, with a more flexible and accurate system Provide a way to wipe out communications over an extremely large area, while keeping the military's own communications systems working Provide a wide area earth-penetrating tomography which, if combined with the computing abilities of EMASS and Cray computers, would make it possible to verify many parts of nuclear nonproliferation and peace agreements Be a tool for geophysical probing to find oil, gas and mineral deposits over a large area Be used to detect incoming low-level planes and cruise missiles, making other technologies obsolete The above abilities seem like a good idea to all who believe in sound national defense, and to those concerned about cost-cutting. However, the possible uses which the HAARP records do not explain, and which can only be found in Air Force, Army, Navy and other federal agency records, are alarming. Moreover, effects from the reckless use of these power levels in our natural shield -- the ionosphere -- could be cataclysmic according to some scientists. Two Alaskans put it bluntly. A founder of the NO HAARP movement, Clare Zickuhr, says "The military is going to give the ionosphere a big kick and see what happens." The military failed to tell the public that they do not know what exactly will happen, but a Penn State science article brags about that uncertainty. Macho science? The HAARP project uses the largest energy levels yet played with by what Begich and Manning call "the big boys with their new toys." HAARP is an experiment in the sky, and experiments are done to find out something not already known. Independent scientists told Begich and Manning that a HAARP-type "skybuster" with its unforeseen effects could be an act of global vandalism.

HAARP History The patents described below were the package of ideas which were originally controlled by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world. APTI was the contractor that built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994. E-Systems is one of the biggest intelligence contractors in the world -- doing work for the CIA, defense intelligence organizations and others. $1.8 billion of their annual sales are to these organizations, with $800 million for black projects -- projects so secret that even the United States Congress isn't told how the money is being spent. E-Systems was bought out by Raytheon, which is one of the largest defense contractors in the world. In 1994 Raytheon was listed as number forty-two on the Fortune 500 list of companies. Raytheon has thousands of patents, some of which will be valuable in the HAARP project. The twelve patents below are the backbone of the HAARP project, and are now buried among the thousands of others held in the name of Raytheon. Bernard J. Eastlund's U.S. Patent # 4,686,605, "Method and Apparatus for Altering a Region in the Earth's Atmosphere, Ionosphere; and/ or Magnetosphere," was sealed for a year under a government Secrecy Order. The Eastlund ionospheric heater was different; the radio frequency (RF) radiation was concentrated and focused to a point in the ionosphere. This difference throws an unprecedented amount of energy into the ionosphere. The Eastlund device would allow a concentration of one watt per cubic centimeter, compared to others only able to deliver about one millionth of one watt. This huge difference could lift and change the ionosphere in the ways necessary to create futuristic effects described in the patent. According to the patent, the work of Nikola Tesla in the early 1900's formed the basis of the research. What would this technology be worth to ARCO, the owner of the patents? They could make enormous profits by beaming electrical power from a powerhouse in the gas fields to the consumer without wires. For a time, HAARP researchers could not prove that this was one of the intended uses for HAARP. In April, 1995, however, Begich found other patents, connected with a "key personnel" list for APTI. Some of these new APTI patents were indeed a wireless system for sending electrical power. Eastlund's patent said the technology can confuse or completely disrupt airplanes' and missiles' sophisticated guidance systems. Further, this ability to spray large areas of Earth with electromagnetic waves of varying

frequencies, and to control changes in those waves, makes it possible to knock out communications on land or sea as well as in the air. The patent said: "Thus, this invention provides the ability to put unprecedented amounts of power in the Earth's atmosphere at strategic locations and to maintain the power injection level particularly if random pulsing is employed, in a manner far more precise and better controlled than heretofore accomplished by the prior art, particularly by detonation of nuclear devices of various yields at various altitudes... " "...it is possible not only to interfere with third party communications but to take advantage of one or more such beams to carry out a communications network even though the rest of the world's communications are disrupted. Put another way, what is used to disrupt another's communications can be employed by one knowledgeable of this invention as a communication network at the same time." "... large regions of the atmosphere could be lifted to an unexpectedly high altitude so that missiles encounter unexpected and unplanned drag forces with resultant destruction." "Weather modification is possible by, for example, altering upper atmosphere wind patterns by constructing one or more plumes of atmospheric particles which will act as a lens or focusing device. ... molecular modifications of the atmosphere can take place so that positive environmental effects can be achieved. Besides actually changing the molecular composition of an atmospheric region, a particular molecule or molecules can be chosen for increased presence. For example, ozone, nitrogen, etc., concentrations in the atmosphere could be artificially increased." Begich found eleven other APTI Patents. They told how to make "Nuclear-sized Explosions without Radiation," Powerbeaming systems, over-the-horizon radar, detection systems for missiles carrying nuclear warheads, electromagnetic pulses previously produced by thermonuclear weapons and other Star-Wars tricks. This cluster of patents underlay the HAARP weapon system. Related research by Begich and Manning uncovered bizarre schemes. For example, Air Force documents revealed that a system had been developed for manipulating and disturbing human mental processes through pulsed radio-frequency radiation (the stuff of HAARP) over large

geographical areas. The most telling material about this technology came from writings of Zbigniew Brzezinski (former National Security Advisory to U.S. President Carter) and J.F. MacDonald (science advisor to U.S. President Johnson and a professor of Geophysics at UCLA), as they wrote about use of power-beaming transmitters for geophysical and environmental warfare. The documents showed how these effects might be caused, and the negative effects on human heath and thinking. The mental-disruption possibilities for HAARP are the most disturbing. More than 40 pages of the book, with dozens of footnotes, chronicle the work of Harvard professors, military planners and scientists as they plan and test this use of the electromagnetic technology. For example, one of the papers describing this use was from the International Red Cross in Geneva. It even gave the frequency ranges where these effects could occur -- the same ranges which HAARP is capable of broadcasting. The following statement was made more than twenty-five years ago in a book by Brzezinski which he wrote while a professor at Columbia University:

In 1966, MacDonald was a member of the President's Science Advisory Committee and later a member of the President's Council on Environmental Quality. He published papers on the use of environmental control technologies for military purposes. The most profound comment he made as a geophysicist was, "the key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy." While yesterday's geophysicists predicted today's advances, are HAARP program managers delivering on the vision? The geophysicists recognized that adding energy to the environmental soup could have large effects. However, humankind has already added substantial amounts of electromagnetic energy into our environment without understanding

what might constitute critical mass. The book by Begich and Manning raises questions: Have these additions been without effect, or is there a cumulative amount beyond which irreparable damage can be done? Is HAARP another step in a journey from which we cannot turn back? Are we about to embark on another energy experiment which unleashes another set of demons from Pandora's box? As early as 1970, Zbigniew Brzezinski predicted a "more controlled and directed society" would gradually appear, linked to technology. This society would be dominated by an elite group which impresses voters by allegedly superior scientific know-how. Angels Don't Play This HAARP further quotes Brzezinski: "Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits," Brzezinski predicted. His forecasts proved accurate. Today, a number of new tools for the "elite" are emerging, and the temptation to use them increases steadily. The policies to permit the tools to be used are already in place. How could the United States be changed, bit by bit, into the predicted highly-controlled technosociety? Among the "steppingstones" Brzezinski expected were

persisting social crises and use of the mass media to gain the public's confidence. In another document prepared by the government, the U.S. Air Force claims: "The potential applications of artificial electromagnetic fields are wide-ranging and can be used in many military or quasi-military situations... Some of these potential uses include dealing with terrorist groups, crowd control, controlling breaches of security at military installations, and antipersonnel techniques in tactical warfare. In all of these cases the EM (electromagnetic) systems would be used to produce mild to severe physiological disruption or perceptual distortion or disorientation. In addition, the ability of individuals to function could be degraded to such a point that they would be combat ineffective. Another advantage of electromagnetic systems is that they can provide coverage over large areas with a single system. They are silent and countermeasures to them may be difficult to develop... One last area where electromagnetic radiation may prove of some value is in enhancing abilities of individuals for anomalous phenomena." Do these comments point to uses already somewhat developed? The author of the government report refers to an earlier Air Force document about the uses of radio frequency radiation in combat situations. (Here Begich and Manning note that HAARP is the most versatile and the largest radio-frequencyradiation transmitter in the world.) The United States Congressional record deals with the use of HAARP for penetrating the earth with signals bounced off of the

ionosphere. These signals are used to look inside the planet to a depth of many kilometers in order to locate underground munitions, minerals and tunnels. The U.S. Senate set aside $15 million dollars in 1996 to develop this ability alone -- earthpenetrating-tomography. The problem is that the frequency needed for earth-penetrating radiation is within the frequency range most cited for disruption of human mental functions. It may also have profound effects on migration patterns of fish and wild animals which rely on an undisturbed energy field to find their routes. As if electromagnetic pulses in the sky and mental disruption were not enough, T. Eastlund bragged that the super-powerful ionospheric heater could control weather. Begich and Manning brought to light government documents indicating that the military has weather-control technology. When HAARP is eventually built to its full power level, it could create weather effects over entire hemispheres. If one government experiments with the world's weather patterns, what is done in one place will impact everyone else on the planet. Bubble of Electric Particles Angels Don't Play This HAARP includes interviews with independent scientists such as Elizabeth Rauscher. She has a Ph.D., a long and impressive career in high-energy

physics, and has been published in prestigious science journals and books. Rauscher commented on HAARP. "You're pumping tremendous energy into an extremely delicate molecular configuration that comprises these multi-layers we call the ionosphere." "The ionosphere is prone to catalytic reactions," she explained, "if a small part is changed, a major change in the ionosphere can happen." In describing the ionosphere as a delicately balanced system, Dr. Rauscher shared her mental picture of it -- a soapbubble-like sphere surrounding Earth's atmosphere, with movements swirling over the surface of the bubble. If a big enough hole is punched through it, she predicts, it could pop.

Slicing the Ionosphere Physicist Daniel Winter, Ph.D., of Waynesville, North Carolina, says, "HAARP high-frequency emissions can couple with longwave (extremely-lowfrequency, or ELF) pulses the Earth grid uses to distribute information as vibrations to synchronize dances of life in the biosphere." Dan terms this geomagnetic action 'Earth's information bloodstream,' and says it is likely that coupling of HAARP HF (high-frequency) with natural ELF can cause unplanned, unsuspected side effects. HAARP radiation with the ionosphere and Earth's magnetic grid: "HAARP will not burn holes in the ionosphere. That is a dangerous understatement of what HAARP's giant gigawatt beam will do. Earth is spinning relative to thin electric shells of the multilayer membrane of ion-o-speres that absorb and shield Earth's surface from intense solar radiation, including charged particle storms in solar winds erupting from the sun. Earth's axial spin means that HAARP -- in a burst lasting more than a few minutes -- will slice through the ionosphere like a microwave knife. This produces not a hole but a long tear -- an incision."

Crudely Plucking the Strings Second concept: As Earth rotates, HAARP will slice across the geomagnetic flux, a donut-shaped spool of magnetic strings -- like longitude meridians on maps. HAARP may not 'cut' these strings in Gaia's magnetic mantle, but will pulse each thread with harsh, out-of-harmony high frequencies. These noisy impulses will vibrate geomagnetic flux lines, sending vibrations all through the geomagnetic web. " "The image comes to mind of a spider on its web. An insect lands, and the web's vibrations alert the spider to possible prey. HAARP will be a man-made microwave finger poking at the web, sending out confusing signals, if not tearing holes in the threads. " "Effects of this interference with symphonies of Gaia's geomagnetic harp are unknown, and I suspect barely thought of. Even if thought of, the intent (of HAARP) is to learn to exploit any effects, not to play in tune to global symphonies. " Among other researchers quoted is Paul Schaefer of Kansas City. His degree is in electrical engineering and he spent four years building nuclear weapons. "But most of the theories that we have been taught by scientists to believe in seem to be falling apart," he says. He talks about imbalances already caused by the industrial and atomic age, especially by radiation of large numbers of tiny, high-velocity particles "like very small spinning tops" into our environment. The unnatural level of motion of highly-energetic particles in the atmosphere and in radiation belts surrounding Earth is the villain in the weather disruptions, according to this model, which describes an Earth discharging its buildup of heat, relieving stress and regaining a balanced condition through earthquakes and volcanic action.

Feverish Earth "One might compare the abnormal energetic state of the Earth and its atmosphere to a car battery which has become overcharged with the normal flow of energy jammed up, resulting in hot spots, electrical arcing, physical cracks and general turbulence as the pent-up energy tries to find some place to go." In a second analogy, Schaefer says "Unless we desire the death of our planet, we must end the production of unstable particles which are generating the earth's fever. A first priority to prevent this disaster would be to shut down all nuclear power plants and end the testing of atomic weapons, electronic warfare and 'Star Wars'." Meanwhile, the military builds its biggest ionospheric heater yet, to deliberately create more instabilities in a huge plasma layer -- the ionosphere -- and to rev up the energy level of charged particles.

Electronic Rain From The Sky They have published papers about electron precipitation from the magnetosphere (the outer belts of charged particles which stream toward Earth's magnetic poles) caused by man-made very low frequency electromagnetic waves. "These precipitated particles can produce secondary ionization, emit X-rays, and cause significant perturbation in the lower ionosphere." Two Stanford University radio scientists offer evidence of what technology can do to affect the sky by making waves on earth; they showed that very low frequency radio waves can vibrate the magnetosphere and cause high-energy particles to cascade into Earth's atmosphere. By turning the signal on or off, they could stop the flow of energetic particles.

Weather Control Avalanches of energy dislodged by such radio waves could hit us hard. Their work suggests that technicians could control global weather by sending relatively small 'signals' into the Van Allen belts (radiation belts around Earth). Thus Tesla's resonance effects can control enormous energies by tiny triggering signals. The Begich/ Manning book asks whether that knowledge will be used by war-oriented or biosphere-oriented scientists. The military has had about twenty years to work on weather warfare methods, which it euphemistically calls weather modification. For example, rainmaking technology was taken for a few test rides

in Vietnam. The U.S. Department of Defense sampled lightning and hurricane manipulation studies in Project Skyfire and Project Stormfury. And they looked at some complicated technologies that would give big effects. Angels Don't Play This HAARP cites an expert who says the military studied both lasers and chemicals which they figured could damage the ozone layer over an enemy. Looking at ways to cause earthquakes, as well as to detect them, was part of the project named Prime Argus, decades ago. The money for that came from the Defense Advanced Research Projects Agency (DARPA, now under the acronym ARPA.) In 1994 the Air Force revealed its Spacecast 2020 master plan which includes weather control. Scientists have experimented with weather control since the 1940's, but Spacecast 2020 noted that "using environmental modification techniques to destroy, damage or injure another state are prohibited." Having said that, the Air Force claimed that advances in technology "compels a reexamination of this sensitive and potentially risky topic."

40 Years of Zapping the Sky? As far back as 1958, the chief White House advisor on weather modification, Captain Howard T. Orville, said the U.S. defense department was studying "ways to manipulate the charges of the earth and sky and so affect the weather" by using an electronic beam to ionize or de-ionize the atmosphere over a given area. In 1966, Professor Gordon J. F. MacDonald was associate director of the Institute of Geophysics and Planetary Physics at the University of California, Los Angeles, was a member of the President's Science Advisory Committee, and later a member of the President's Council on Environmental Quality. He published papers on the use of environmental-control technologies for military purposes. MacDonald made a revealing comment: "The key to geophysical warfare is the identification of environmental instabilities to which the addition of a small amount of energy would release vastly greater amounts of energy. " World-recognized scientist MacDonald had a number of ideas for using the environment as a weapon system and he contributed to what was, at the time, the dream of a futurist. When he wrote his chapter, "How To Wreck The Environment," for the book Unless Peace Comes, he was not kidding around. In it he describes the use of weather manipulation, climate modification, polar ice cap melting or destabilization, ozone depletion techniques, earthquake engineering, ocean wave control and brain wave manipulation using the planet's energy fields. He also said that these types of weapons would be developed and, when used, would be virtually undetectable by their victims. Is HAARP that weapon? The military's intention to do environmental engineering is well documented, U.S. Congress' subcommittee hearings on Oceans and International Environment looked into military weather and climate modification conducted in the early 1970's. "What emerged was an awesome picture of far-ranging research and experimentation by the Department of Defense into ways environmental tampering could be used as a weapon," said another author cited in Angles Don't Play This HAARP. The revealed secrets surprised legislators.Would an inquiry into the state of the art of electromagnetic manipulation surprise lawmakers today? They may find out that technologies developed out of the HAARP experiments in Alaska could deliver on Gordon MacDonald's vision because leading-edge scientists are describing global weather as not only air pressure and thermal systems, but also as an electrical system.

Small Input - Big Effect HAARP zaps the ionosphere where it is relatively unstable. A point to remember is that the ionosphere is an active electrical shield protecting the planet from the constant bombardment of high-energy particles from space. This conducting plasma, along with Earth's magnetic field, traps the electrical plasma of space and holds it back from going directly to the earth's surface, says Charles Yost of Dynamic Systems, Leicester, North Carolina. "If the ionosphere is greatly disturbed, the atmosphere below is subsequently disturbed." Another scientist interviewed said there is a super-powerful electrical connection between the ionosphere and the part of the atmosphere where our weather comes onstage, the lower atmosphere. One man-made electrical effect -- power line harmonic resonance -- causes fallout of charged particles from the Van Allen (radiation) belts, and the falling ions cause ice crystals (which precipitate rain clouds). What about HAARP? Energy blasted upward from an ionospheric heater is not much compared to the total in the ionosphere, but HAARP documents admit that thousandfold-greater amounts of energy can be released in the ionosphere than injected. As with MacDonald's "key to geophysical warfare," "nonlinear" effects (described in the literature about

the ionospheric heater) mean small input and large output. Astrophysicist Adam Trombly told Manning that an acupuncture model is one way to look at the possible effect of multi-gigawatt pulsing of the ionosphere. If HAARP hits certain points, those parts of the ionosphere could react in surprising ways. Smaller ionospheric heaters such as the one at Arecibo are underneath relatively placid regions of the ionosphere, compared to the dynamic movements nearer Earth's magnetic poles. That adds another uncertainty to HAARP -- the unpredictable and lively upper atmosphere near the North Pole. HAARP experimenters do not impress commonsense Alaskans such as Barbara Zickuhr, who says "They're like boys playing with a sharp stick, finding a sleeping bear and poking it in the butt to see what's going to happen."

Could They Short-Circuit Earth? Earth as a spherical electrical system is a fairly well-accepted model. However, those experimenters who want to make unnatural power connections between parts of this system might not be thinking of possible consequences. Electrical motors and generators can be caused to wobble when their circuits are affected. Could human activities cause a significant change in a planet's electrical circuit or electrical field? A paper in the respected journal Science deals with manmade ionization from radioactive material, but perhaps it could also be studied with HAARP-type skybusters in mind: "For example, while changes in the earth's electric field resulting from a solar flare modulating conductivity may have only a barely detectable effect on meteorology, the situation may be different in regard to electric field changes caused by manmade ionization... " Meteorology, of course, is the study of the atmosphere and weather. ionization is what happens when a higher level of power is zapped into atoms and knocks electrons off the atoms. The resulting charged particles are the stuff of HAARP. "One look at the weather should tell us that we are on the wrong path," says Paul Schaefer, commenting on HAARPtype technologies. Angels Don't Play This HAARP: Advances in Tesla Technology is about the military's plan to manipulate that which belongs to the world -- the ionosphere. The arrogance of the United States government in this is not without precedent. Atmospheric nuclear tests had similar goals. More recently, China and France put their people's money to destructive use in underground nuclear tests. It was recently reported that the US government spent $3 trillion dollars on its nuclear program since its beginnings in the 1940's. What new breakthroughs in life science could have been made with all the money spent on death? Begich, Manning, Roderick and others believe that democracies need to be founded on openness, rather than the secrecy which surrounds so much military science. Knowledge used in developing revolutionary weapons could be used for healing and helping mankind. Because they are used in new weapons, discoveries are classified and suppressed. When they do appear in the work of other independent scientists, the new ideas are often frustrated or ridiculed, while military research laboratories continue to build their new machines for the killing fields.

This instrument, provided by the University of Tokyo, measures temporal variations in the geomagnetic field (Earth’s magnetosphere) in the ULF (ultra-low frequency) range of 0-5 Hz. Notions have been added to the image to show you what was happening the day the Japan earthquake and tsunami struck. By looking at the accompanying HAARP spectrum chart above you can see when the 9.0 magnitude earthquake struck – red line drawn vertically – and what was happening before and after the earthquake. What you can also see is a constant ULF frequency of 2.5 Hz being recorded by the magnetometer. The ULF 2.5 Hz frequency is evidence of an induced earthquake. The chart recorded this constant before, during and after the 9.0 magnitude earthquake struck. On March 11, 2011 the 2.5 Hz ULF frequency was being emitted and recorded from 0:00 hours to about 10:00 hours – or for 10 hours. We know for a fact that the Japan earthquake lasted only a few minutes so why was the earthquake signature frequency (2.5 Hz) being recorded for 10 hours on the morning of March 11, 2011? Because a HAARP phased array antenna system was broadcasting (transmitting) the 2.5Hz ULF frequency

If you go to HAARP’s official website you can see for yourself that the 2.5 Hz ULF frequency wasn’t only being broadcated for 10 hours, it was constantly being broadcasted for 2 days prior to the earthquake. Broadcasting began on March 8, 2011, just before midnight as you can see on HAARP’s website page – http:// maestro.haarp.alaska.edu/cgi-bin/scmag/ disp-scmag.cgi?20110308. Click on the Next Day link to see that the earthquake inducing 2.5 Hz ULF frequency was being broadcasted for the entire days of March 9, 2011 and March 10, 2011. Even though the signature frequency of an earthquake was shown throughout March 9 and March 10 there were no constant earthquakes occurring off the east coast of Japan. What is the significance of a 2.5 Hz ULF broadcast? The natural resonance of an earthquake is 2.5 Hz. Scientists working for the United States military discovered this using the phased array antennas at the HAARP facility in Alaska. HAARP’s own charts suggests that earthquakes occurred constantly for 3 days. We know for a fact that they haven’t. The HAARP magnetometer data provides proof that the Japan earthquake was not a naturally occurring quake – it was triggered. This data shows us that a HAARP military installation was broadcasting the known earthquake signature frequency in order to trigger a major earthquake. The broadcast was most likely being transmitted from a floating HAARP system like the floating Sea-Based X-Band Radar platform that can be moved anywhere in the Pacific or Atlantic ocean under the protection of a carrier strike group – like the USS Ronald Regan. What is sitting on top of the deck of the SBX is a phased array antenna – a key component of the Missile Defense Agency (MDA) GMD system – clearly not a conspiracy theory. The military vessel includes power plant, a bridge, control rooms, living quarters, storage areas and the infrastructure necessary to support the massive X-band radar. The SBX radar is the most sophisticated phased array, electro-mechanically steered X-band radar in the world – according to Boeing claims. The phased array antenna consists of thousands of antennas driven by transmit/receive modules. The radar is designed and built by Raytheon Integrated Defense Systems for Boeing, the prime contractor on the project for the United States Missile Defense Agency (MDA). Boeing, Raytheon and MDA exists – also not a conspiracy theory. HAARP does exists. The HAARP program is no secret. According to Stanford The High Frequency Active Auroral Research Program (HAARP) facility is located in Gakona, Alaska at 62.39º N, 145.15º W, near mile 11 of the Tok Cutoff Highway. The facility houses many diagnostic instruments for studying the ionosphere, but the highlight is the HF transmitter array. This array consists of 15×12 crossed dipole antennas, which together can transmit a total of 3600kW of RF power at frequencies from 2.8 – 10 MHz (HF, high frequency range). This power is partially absorbed by the ionosphere, and though only a tiny fraction of the power it naturally receives from the sun, can still produce subtle changes that can be detected with sensitive instruments. The VLF group focuses on using HAARP to generate ELF and VLF waves through a process called modulated heating. Such experiments have been conducted since 1999.

During the 20th century, many statesmen, such as Woodrow Wilson and Winston Churchill, used the term "new world order" to refer to a new period of history evidencing a dramatic change in world political thought and the balance of power after World War I and World War II. They all saw these periods as opportunities to implement idealistic proposals for global governance in the sense of new collective efforts to address worldwide problems that go beyond the capacity of individual nation-states to solve, while always respecting the right of nations to self-determination. These proposals led to the creation of international organizations, such as the United Nations and NATO, and international regimes, such as the Bretton Woods system and the General Agreement on Tariffs and Trade, which were calculated both to maintain a balance of power in favor of the United States as well as regularize cooperation between nations, in order to achieve a peaceful phase of capitalism. These creations in particular and liberal internationalism in general, however, would always be criticized and opposed by American ultraconservative business nationalists from the 1930s on. In the aftermath of the two World Wars, progressives welcomed these new international organizations and regimes but argued they suffered from a democratic deficit and therefore were inadequate to not only prevent another global war but also foster global justice. The United Nations was designed in 1945 by U.S. bankers and State Department planners, and was always intended to remain a free association of sovereign nation-states, not a transition to democratic world government. Thus, activists around the globe formed a world federalist movement hoping in vain to create a "real" new world order. In the 1940s, British writer and futurist H. G. Wells would go further than progressives by appropriating and redefining the term "new world order" as a synonym for the establishment of a scientifically-coordinated world state and planned economy. [ 2] Despite the popularity of his ideas in some technocratic socialist circles, Wells failed to exert a deeper and more lasting influence because he was unable to concentrate his energies on a direct appeal to intelligentsias who would, ultimately, have to coordinate a Wellsian new world order. During the Red Scare of 1947–1957, agitators of the American secular and Christian right, influenced by the work of Canadian conspiracy theorist William Guy Carr, increasingly embraced and spread unfounded fears of Freemasons, Illuminati, and Jews being the driving force behind an "international communist conspiracy". The threat of "Godless communism" in the form of a state atheistic and bureaucratic collectivist world government, demonized as a "Red Menace", therefore became the main focus of apocalyptic millenarian conspiracism. The Red Scare would shape one of the core ideas of the political right in the United States which is that liberals and progressives with their welfare-state policies and international cooperation programs such as foreign aid supposedly contribute to a gradual process of collectivism that will inevitably lead to nations being replaced with a communist one-world government. In the 1960s, right-wing populist individuals and groups with a producerist worldview, such as members of the John Birch Society, disseminated a great deal of conspiracy theories claiming that the

governments of both the United States and the Soviet Union were controlled by a cabal of corporate internationalists, greedy bankers and corrupt politicians intent on using the United Nations as the vehicle to create the "One World Government". This right-wing anti-globalist conspiracism would fuel the Bircher campaign for U.S. withdrawal from the U.N.. American writer Mary M. Davison, in her 1966 booklet The Profound Revolution, traced the alleged New World Order conspiracy to the creation of the U.S. Federal Reserve System in 1913 by international bankers, who she claimed later formed the Council on Foreign Relations in 1921 as the shadow government. At the time the booklet was published, "international bankers" would have been interpreted by many readers as a reference to a postulated "international Jewish banking conspiracy" masterminded by the Rothschilds. Claiming that the term "New World Order" is used by a secretive elite dedicated to the destruction of all national sovereignties, American producerist writer Gary Allen, in his 1971 book None Dare Call It Conspiracy, 1974 book Rockefeller: Campaigning for the New World Order and 1987 book Say "No!" to the New World Order, articulated the antiglobalist theme of much current right-wing populist conspiracism in the U.S.. Thus, after the fall of communism in the early 1990s, the main demonized scapegoat of the American far right shifted seamlessly from crypto-communists who plotted on behalf of the Red Menace to globalists who plot on behalf of the New World Order. The relatively painless nature of the shift was due to growing right-wing populist opposition to corporate internationalism but also in part to the basic underlying apocalyptic millenarian paradigm, which fed the Cold War and the witch-hunts of the McCarthy period. In his 11 September 1990 Toward a New World Order speech to a joint session of the U.S. Congress, President George H. W. Bush described his objectives for postCold-War global governance in cooperation with post-Soviet states: Until now, the world we’ve known has been a world divided—a world of barbed wire and concrete block, conflict and cold war. Now, we can see a new world coming into view. A world in which there is the very real prospect of a new world order. In the words of Winston Churchill, a "world order" in which "the principles of justice and fair play ... protect the weak against the strong ..." A world where the United Nations, freed from cold war stalemate, is poised to fulfill the historic vision of its founders. A world in which freedom and respect for human rights find a home among all nations. The New York Times observed that progressives were denouncing this new world order as a rationalization for American imperial ambitions in the Middle East, while conservatives rejected new security arrangements altogether and fulminated about any possibility of U.N. revival. However, Chip Berlet, an American investigative reporter specializing in the study of rightwing movements in the U.S., writes: When President Bush announced his new foreign policy would help build a New World Order, his phrasing surged through the Christian and secular hard right like an electric shock, since the phrase had been used to represent the dreaded collectivist One World Government for decades. Some Christians saw Bush as signaling the End Times betrayal by a world leader. Secular anticommunists saw a bold attempt to

smash US sovereignty and impose a tyrannical collectivist system run by the United Nations. American televangelist Pat Robertson with his 1991 best-selling book The New World Order became the most prominent Christian popularizer of conspiracy theories about recent American history as a theater in which Wall Street, the Federal Reserve System, Council on Foreign Relations, Bilderberg Group, and Trilateral Commission control the flow of events from behind the scenes, nudging us constantly and covertly in the direction of world government for the Antichrist. Observers note that the galvanization of right-wing populist conspiracy theorists, such as Linda Thompson, Mark Koernke and Robert K. Spear, into militancy led to the rise of the militia movement, which spread its anti-government ideology through speeches at rallies and meetings, through books and videotapes sold at gun shows, through shortwave and satellite radio, and through fax networks and computer bulletin boards. However, viral propaganda on the Internet is what most effectively contributed to their extremist political ideas about the New World Order finding their way into the politically leftwing literature of the anti-globalization movement, but also the previously apolitical literature of many Kennedy assassinologists, ufologists, lost land theorists, and, most recently, occultists. The worldwide appeal of these subcultures then transmitted New World Order conspiracism like a "mind virus" to a large new audience of seekers of counterknowledge from the mid-1990s on. In the United Kingdom, British nationalanarchist ideologue Troy Southgate called for a pan-European nationalist front to wage a full-fledged war of liberation against the "Zionist, Capitalist New World Order". National-anarchists see a convergence in the near-future between the decentralist left and decentralist right rising to combat the political and economic centralization of the New World Order. After the turn of the century, specifically during the financial crisis which started in 2007, many politicians and pundits, such as Gordon Brown, and Henry Kissinger, used the term "new world order" in their advocacy for a Keynesian reform of the global financial system and their calls for a "New Bretton Woods", which takes into account emerging markets such as China and India. These declarations had the unintended consequence of providing fresh fodder for New World Order conspiracism, and culminated in former Clinton administration adviser Dick Morris and conservative talk show host Sean Hannity arguing on his Fox News Channel program Hannity that "conspiracy theorists were right".[20] Fox News in general, and its opinion show Glenn Beck in particular, have been repeatedly criticized by progressive media watchdog groups for not only mainstreaming the New World Order conspiracy theories of the radical right but possibly agitating its lone wolves into action. In 2009, American film directors Luke Meyer and Andrew Neel released New World Order, a critically acclaimed documentary film which explores the world of conspiracy theorists, such as American radio host Alex Jones, who are committed to exposing and vigorously opposing what they perceive to be an emerging New World Order.

Conspiracy theories There are numerous systemic conspiracy theories through which the concept of a New World Order is viewed. The following is a list of the major ones in relatively chronological order: End Time Since the 19th century, apocalyptic millenarian Christian eschatologists, starting with John Nelson Darby, have feared a globalist conspiracy to impose a tyrannical New World Order as the fulfillment of prophecies about the "end time" in the Bible, specifically in the Book of Ezekiel, the Book of Daniel, the Olivet discourse found in the Synoptic Gospels, and the Book of Revelation. They assert that people who have made a deal with the Devil to gain wealth and power have become pawns in a supernatural chess game to move humanity into accepting an utopian world government, which rests on the spiritual foundations of a syncretic-messianic world religion, that will later reveal itself to be a dystopian world empire, which imposes the imperial cult of the Unholy Trinity — Satan, the Antichrist and the False Prophet. In many contemporary Christian conspiracy theories, the False Prophet will either be the last pope of the Catholic Church (groomed and installed by an Alta Vendita or Jesuit conspiracy) or a guru from the New Age movement or even the leader of an elite fundamentalist Christian organization like the Fellowship, while the Antichrist will either be the president of the European Union or the secretarygeneral of the United Nations or even the pan-Islamist leader of a caliphate. Some of the most vocal critics of endtime conspiracy theories come from within Christianity. In 1993, American historian Bruce Barron wrote a stern rebuke of apocalyptic Christian conspiracism in the Christian Research Journal, when reviewing Robertson's 1991 book The New World Order.[28] Another critique can be found in historian Gregory S. Camp's 1997 book Selling Fear: Conspiracy Theories and End-Times Paranoia, which has been described as "impressive both as a historical and theological work". Camp warns of the "very real danger that Christians could pick up some extra spiritual baggage" by credulously embracing conspiracy theories. Religious studies scholar Richard T. Hughes argues that "new world order" rhetoric libels the Christian faith because the "new world order", as defined by Christian conspiracy theorists, has no basis in the Bible whatsoever and that, in fact, this idea is not only unbiblical; it is anti-biblical and fundamentally antiChristian. Progressive Christians, such as preacher-theologian Peter J. Gomes, argue that the Bible must be read carefully to avoid misusing the text to legitimize ideological prejudices in the dominant culture. They caution conservative Christians that a "spirit of fear" can distort scripture and history by dangerously combining biblical literalism, apocalyptic timetables, demonization, and oppressive prejudices, such as sexism, homophobia, classism, xenophobia, racism, and antisemitism. They therefore call on Christians who indulge in conspiracism to repent. More broadly, preterist Christians argue that some or all of the biblical prophecies concerning the end time refer literally or metaphorically to events which already happened in the first century after Jesus' birth. In their view, the "end time"

concept refers to the end of the covenant between God and Israel, rather than the end of time, or the end of planet Earth. They argue that prophecies about the Rapture, the defiling of the Temple, the destruction of Jerusalem, the Antichrist, the Number of the Beast, the Tribulation, the Second Coming, the Last Judgment, and the resurrection of the dead were fulfilled at or about the year 70 when the Roman general (and future Emperor) Titus sacked Jerusalem and destroyed the Second Temple, putting a permanent stop to the daily animal sacrifices. According to Preterists, many passages in the New Testament indicate with apparent certainty that the second coming of Christ, and the end time predicted in the Bible were to take place within the lifetimes of Jesus' disciples rather than millennia later: Matt. 10:23, Matt. 16:28, Matt. 24:34, Matt. 26:64, Rom. 13:11–12, 1 Cor. 7:29–31, 1 Cor. 10:11, Phil. 4:5, James 5:8–9, 1 Pet. 4:7, 1 Jn. 2:18. Ultimately, full Preterists argue that all Christians should reject apocalyptic eschatology and embrace realized eschatology.

Freemasonry Anti-Masonic conspiracy theorists believe that "high-ranking" Freemasons are involved in conspiracies to create an occult New World Order. They claim that some of the Founding Fathers of the United States, such as George Washington and Benjamin Franklin, had Masonic symbolism interwoven into American society, particularly in the Great Seal of the United States, the United States one-dollar bill, the architecture of National Mall landmarks, and the streets and highways of Washington, D.C.. Conspiracy theorists of the Christian right speculate that colonial American Freemasons embraced Bavarian Illuminism and used the power of the occult to bind their planning of a government in conformity with the plan of the "Masonic God" — Lucifer worshipped as the "Supreme Being" — because of their well-meaning but misguided belief that the "Great Architect of the Universe" has tasked the United States with the eventual establishment of the "Kingdom of God on Earth" — a Masonic world theodemocracy with New Jerusalem as its capital city and the Third Temple as its holiest site — the initially utopian world government of the Antichrist. A Masonic Lodge room Freemasons rebut these claims of Masonic conspiracy. They assert that Freemasonry — which requires a belief in a nonsectarian God and promotes a balance between Enlightenment rationalism and Renaissance hermetic mysticism through a system of degrees of initiation and the use of sacred geometry in art and architecture[35] — places no power in occult symbols themselves. It is not a part of Freemasonry to view the drawing of symbols, no matter how large, as an act of consolidating or controlling power.[36] Furthermore, there is no published information establishing the Masonic membership of the men responsible for the design of the Great Seal or the street plan of Washington, D.C.[37] The Latin phrase "novus ordo seclorum", appearing on the reverse side of the Great Seal since 1782 and on the back of the one-dollar bill since 1935, means "New Order of the Ages" and only alludes to the beginning of an era where the United States is an independent

nation-state, but is often mistranslated by conspiracy theorists as "New Secular Order" or "New World Order". Lastly, Freemasons argue that, despite the symbolic importance of the Temple of Solomon in their mythology, they have no interest in rebuilding it, especially since "it is obvious that any attempt to interfere with the present condition of things [on the Temple Mount] would in all probability bring about the greatest religious war the world has ever known". More broadly, Freemasons assert that a long-standing rule within regular Freemasonry is a prohibition on the discussion of politics (and religion) in a Masonic Lodge and the participation of lodges or Masonic bodies in political pursuits. Freemasonry has no politics, but it teaches its members to be of high moral character and active citizens. The accusation that Freemasonry has a hidden agenda to establish a Masonic government ignores several facts. While agreeing on certain Masonic Landmarks, the many independent and sovereign Grand Lodges act as such, and do not agree on many other points of belief and practice. Also,

as can be seen from a survey of famous Freemasons, individual Freemasons hold beliefs that span the spectrum of politics. The term "Masonic government" has no meaning since individual Freemasons hold many different opinions on what constitutes a good government, and Freemasonry as a body has no opinion on the topic.[39] Ultimately, Freemasons argue that even if it were proven that influential individuals have used and are using Masonic Lodges to engage in crypto-politics, such as was the case with the illegal Italian Lodge Propaganda Due, this would represent a cooptation of Freemasonry rather than evidence of its hidden agenda.

29 gender equality, recruited in the Masonic Lodges of Germany, who sought to teach rationalism through mystery schools. In 1785, the order was infiltrated, broken up and suppressed by the government agents of Charles Theodore, Elector of Bavaria, in his preemptive campaign to neutralize the threat of secret societies ever becoming hotbeds of conspiracies to overthrow the Bavarian monarchy and its state religion, Roman Catholicism. In the late 18th century, reactionary conspiracy theorists, such as Scottish physicist John Robison and French Jesuit priest Augustin Barruel, began speculating that the Illuminati survived their suppression and became the masterminds behind the French Revolution and the Reign of Terror. The Illuminati were accused of being subversives who were attempting to secretly orchestrate a revolutionary wave in Europe and the rest of the world in order to spread the most radical movements of the Enlightenment — anti-clericalism, anti-monarchism, and anti-patriarchalism — and create a world noocracy. During the 19th century, fear of an Illuminati conspiracy was a real concern of European ruling classes, and their oppressive reactions to this unfounded fear provoked in 1848 the very revolutions they sought to prevent. During the interwar period of the 20th century, fascist propagandists, such as British revisionist historian Nesta Helen Webster and American socialite Edith Starr Miller, not only popularized the myth of an Illuminati conspiracy but claimed that it was a subversive secret society which serves the Jewish elites that supposedly propped up both finance capitalism and Soviet communism in order to divide and rule the world. American evangelist Gerald Burton Winrod and other conspiracy theorists within the fundamentalist Christian movement in the United States, which emerged in the 1910s as a backlash against the principles of Enlightenment secular humanism, modernism, and liberalism, became the main channel of dissemination of Illuminati conspiracy theories in America. Right-wing populists, such as members of the John Birch Society, subsequently began speculating that some collegiate fraternities (Skull and Bones), gentlemen's clubs (Bohemian Club) and think tanks (Council on Foreign Relations, Trilateral Commission) of the American upper class are front organizations of the Illuminati, which they accuse of plotting to create a New World Order through a one-world government. Skeptics argue that evidence would suggest that the Bavarian Illuminati was nothing more than a curious historical footnote since there is no evidence that the Illuminati survived its suppression in 1785.

Protocols of the Elders of Zion The Protocols of the Elders of Zion is an antisemitic canard, originally published in Russian in 1903, alleging a JudeoMasonic conspiracy to achieve world domination. The text purports to be the minutes of the secret meetings of a cabal of Jewish masterminds, which has coopted Freemasonry and is plotting to rule the world on behalf of all Jews because they believe themselves to be the chosen people of God. The Protocols incorporate many of the core conspiracist themes outlined in the Robison and Barruel attacks on the Freemasons, and overlay them with antisemitic allegations about anti-Tsarist movements in Russia. The Protocols reflect themes similar to more general critiques of Enlightenment liberalism by conservative aristocrats who support monarchies and state religions. The interpretation intended by the publication of The Protocols is that if one peels away the layers of the Masonic conspiracy, past the Illuminati, one finds the rotten Jewish core. The Protocols has been proven by polemicists, such as Irish journalist Philip Graves in a 1921 The Times article, and British academic Norman Cohn in his 1967 book Warrant for Genocide, to be both a hoax and a clear case of plagiarism. There is general agreement that RussianFrench writer and political activist Matvei Golovinski fabricated the text for Okhrana, the secret police of the Russian Empire, as a work of counter-revolutionary propaganda prior to the 1905 Russian Revolution, by plagiarizing it, almost word for word in some passages, from The Dialogue in Hell Between Machiavelli and Montesquieu, a 19th century satire against Napoleon III of France written by French political satirist and Legitimist militant Maurice Joly. Responsible for feeding many antisemitic and anti-Masonic mass hysterias of the 20th century, The Protocols is widely considered to be influential in the development of conspiracy theories in general and New World Order conspiracism in particular, and reappears repeatedly in contemporary conspiracy literature. For example, the authors of the 1982 controversial book The Holy Blood and the Holy Grail concluded that The Protocols was the most persuasive piece of evidence for the existence and activities of the Priory of Sion. They speculated that this secret society was working behind the scenes to establish a theocratic "United States of Europe". Politically and religiously unified through the imperial cult of a Merovingian sacred king — supposedly descended from a Jesus bloodline — who occupies both the throne of Europe and the Holy See, this "Holy European Empire" would become the hyperpower of the 21st century. Although the Priory of Sion, itself, has been exhaustively debunked by journalists and scholars as a hoax, apocalyptic millenarian Christian eschatologists who believe The Protocols is authentic became convinced that the Priory of Sion was a fulfillment of prophecies found in the Book of Revelation and further proof of an anti-Christian conspiracy of epic proportions signaling the imminence of a New World Order. Skeptics argue that the current gambit of contemporary conspiracy theorists who use The Protocols is to claim that they "really" come from some group other than the Jews such as fallen angels or alien invaders. Although it is hard to determine whether the conspiracy-minded actually believe this or are simply trying to sanitize a discredited text, skeptics argue that it doesn't

make much difference, since they leave the actual, antisemitic text unchanged. The result is to give The Protocols credibility and circulation when it deserves neither.

Round Table During the second half of Britain's "imperial century" between 1815 and 1914, English-born South African businessman, mining magnate, and politician Cecil Rhodes advocated the British Empire reannexing the United States of America and reforming itself into an "Imperial Federation" to bring about a hyperpower and lasting world peace. In his first will, of 1877, written at the age of 23, he expressed his wish to fund a secret society (known as the Society of the Elect) that would advance this goal: To and for the establishment, promotion and development of a Secret Society, the true aim and object whereof shall be for the extension of British rule throughout the world, the perfecting of a system of emigration from the United Kingdom, and of colonisation by British subjects of all lands where the means of livelihood are attainable by energy, labour and enterprise, and especially the occupation by British settlers of the entire Continent of Africa, the Holy Land, the Valley of the Euphrates, the Islands of Cyprus and Candia, the whole of South America, the Islands of the Pacific not heretofore possessed by Great Britain, the whole of the Malay Archipelago, the seaboard of China and Japan, the ultimate recovery of the United States of America as an integral part of the British Empire, the inauguration of a system of Colonial representation in the Imperial Parliament which may tend to weld together the disjointed members of the Empire and, finally, the foundation of so great a Power as to render wars impossible, and promote the best interests of humanity. In his later wills, a more mature Rhodes abandoned the idea and instead concentrated on what became the Rhodes Scholarship, which had British statesman Alfred Milner as one of its trustees. Established in 1902, the original goal of the trust fund was to foster peace among the great powers by creating a sense of fraternity and a shared world view among future British, American, and German leaders by having enabled them to study for free at the University of Oxford. Milner and British official Lionel George Curtis were the architects of the Round Table movement, a network of organizations promoting closer union between Britain and its self-governing colonies. To this end, Curtis founded the Royal Institute of International Affairs in June 1919 and, with his 1938 book The Commonwealth of God, began advocating for the creation of an imperial federation that eventually reannexes the U.S., which would be presented to Protestant churches as being the work of the Christian God to elicit their support. The Commonwealth of Nations was created in 1949 but it would only be a free association of independent states rather than the powerful imperial federation imagined by Rhodes, Milner and Curtis. The Council on Foreign Relations began in 1917 with a group of New York academics who were asked by President Woodrow Wilson to offer options for the foreign policy of the United States in the interwar period. Originally envisioned as a group of American and British scholars and diplomats, some of whom belonging

to the Round Table movement, it was a subsequent group of 108 New York financiers, manufacturers and international lawyers organized in June 1918 by Nobel Peace Prize recipient and U.S. secretary of state, Elihu Root, that became the Council on Foreign Relations on 29 July 1921. The first of the council’s projects was a quarterly journal launched in September 1922, called Foreign Affairs.[50] The Trilateral Commission was founded in July 1973, at the initiative of American banker David Rockefeller, who was chairman of the Council on Foreign Relations at that time. It is a private organization established to foster closer cooperation among the United States, Europe and Japan. The Trilateral Commission is widely seen as a counterpart to the Council on Foreign Relations. In the 1960s, right-wing populist individuals and groups with a producerist worldview, such as members of the John Birch Society, were the first to combine and spread an ultraconservative business nationalist critique of corporate internationalists networked through think tanks such as the Council on Foreign Relations with a grand conspiracy theory casting them as front organizations for the Round Table of the "Anglo-American Establishment", which are financed by an "international banking cabal" that has supposedly been plotting from the late 19th century on to rule the world. Anti-globalist conspiracy theorists therefore fear that international bankers are planning to eventually subvert the independence of the U.S. by subordinating national sovereignty to a strengthened Bank for International Settlements. The research findings of historian Carroll Quigley, author of the 1966 book Tragedy and Hope, are taken by both conspiracy theorists of the American Old Right (Cleon Skousen) and New Left (Carl Oglesby) to substantiate this view, even though he argued that the Establishment is not involved in a plot to implement a one-world government but rather British and American benevolent imperialism driven by the mutual interests of economic elites in the United Kingdom and the United States. Quigley also argued that, although the Round Table still exists today, its position in influencing the policies of world leaders has been much reduced from its heyday during World War I and slowly waned after the end of World War II and the Suez Crisis. Today the Round Table is largely a ginger group, designed to consider and gradually influence the policies of the Commonwealth of Nations, but faces strong opposition. Furthermore, in American society after 1965, the problem, according to Quigley, was that no elite was in charge and acting responsibly. Larry McDonald, the 2nd president of the John Birch Society and a conservative Democratic member of the United States House of Representatives who represented the 7th congressional district of Georgia, wrote a forward for Allen's 1976 book The Rockefeller File, wherein he stated: The drive of the Rockefellers and their allies is to create a one-world government, combining super-capitalism and Communism under the same tent, all under their control ... Do I mean conspiracy? Yes I do. I am convinced there is such a plot, international in scope, generations old in planning, and incredibly evil in intent. In his 2002 autobiography Memoirs, Rockefeller wrote: For more than a century ideological

extremists at either end of the political spectrum have seized upon well-publicized incidents ... to attack the Rockefeller family for the inordinate influence they claim we wield over American political and economic institutions. Some even believe we are part of a secret cabal working against the best interests of the United States, characterizing my family and me as 'internationalists' and of conspiring with others around the world to build a more integrated global political and economic structure—one world, if you will. If that's the charge, I stand guilty, and I am proud of it. Barkun argues that this statement is partly facetious (the claim of "conspiracy" and "treason") and partly serious — the desire to encourage trilateral cooperation among the U.S., Europe, and Japan, for example — an ideal that used to be a hallmark of the internationalist wing of the Republican Party — known as "Rockefeller Republicans" in honor of Nelson Rockefeller — when there was an internationalist wing. The statement, however, is taken at face value and widely cited by conspiracy theorists as proof that the Council on Foreign Relations uses its role as the brain trust of American presidents, senators and representatives to manipulate them into supporting a New World Order in the form of a one-world government. In a 13 November 2007 interview with Canadian journalist Benjamin Fulford, Rockefeller countered: I don't think that I really feel that we need a world government. We need governments of the world that work together and collaborate. But, I can't imagine that there would be any likelihood or even that it would be desirable to have a single government elected by the people of the world ... There have been people, ever since I've had any kind of position in the world, who have accused me of being ruler of the world. I have to say that I think for the large part, I would have to decide to describe them as crackpots. It makes no sense whatsoever, and isn't true, and won't be true, and to raise it as a serious issue seems to me to be irresponsible. Some American social critics, such as Laurence H. Shoup, argue that the Council on Foreign Relations is an "imperial brain trust", which has, for decades, played a central behind-the-scenes role in shaping U.S. foreign policy choices for the post-WWII international order and the Cold War, by determining what options show up on the agenda and what options do not even make it to the table;[55] while others, such as G. William Domhoff, argue that it is in fact a mere policy discussion forum,[56] which provides the business input to U.S. foreign policy planning.[57] The latter argue that it has nearly 3,000 members, far too many for secret plans to be kept within the group; all the council does is sponsor discussion groups, debates and speakers; and as far as being secretive, it issues annual reports and allows access to its historical archives. However, all these critics agree that historical studies of the council show that it has a very different role in the overall power structure than what is claimed by conspiracy theorists.

Open Conspiracy In his 1928 book The Open Conspiracy British writer and futurist H. G. Wells promoted cosmopolitanism and offered blueprints for a world revolution and world brain to establish a scientificallycoordinated world state and planned economy. Wells warned, however, in his 1940 book The New World Order that: ... when the struggle seems to be drifting definitely towards a world social democracy, there may still be very great delays and disappointments before it becomes an efficient and beneficent world system. Countless people ... will hate the new world order, be rendered unhappy by the frustration of their passions and ambitions through its advent and will die protesting against it. When we attempt to evaluate its promise, we have to bear in mind the distress of a generation or so of malcontents, many of them quite gallant and graceful-looking people. Wells' books were influential in giving a second meaning to the term "new world order", which would only be used by both technocratic socialist supporters and anti-communist opponents for generations to come. However, despite the popularity and notoriety of his ideas, Wells failed to exert a deeper and more lasting influence because he was unable to concentrate his energies on a direct appeal to intelligentsias who would, ultimately, have to coordinate the Wellsian new world order. In the late 1980s, Perestroika and Glasnost reforms were initiated in the Soviet Union — which had become a degenerated workers' state crippled by bureaucratic deformations — in order to replace its planned economy with a market economy. The failure of these reforms hastened the dissolution of the Soviet Union in 1991 which, in turn, led to a period of triumphalism by capitalists worldwide, the elimination of the only obstacle to the spread of a neoliberal form of globalization, and a shattering of the confidence of those who believed in the inevitability of world communism. Right-wing populist conspiracy theorists, however,

New Age British neo-Theosophical occultist Alice Bailey, one of the founders of the so-called New Age movement, prophesied in 1940 the eventual victory of the Allies of World War II over the Axis powers (which occurred in 1945) and the establishment by the Allies of a political and religious New World Order. She saw a federal world government as the culmination of Wells' Open Conspiracy but argued that it would be synarchist because it was guided by the Masters of the Ancient Wisdom, intent on preparing humanity for the mystical second coming of Christ, and the dawning of the Age of Aquarius. According to Bailey, a group of ascended masters called the Great White Brotherhood works on the "inner planes" to oversee the transition to the New World Order but, for now, the members of this Spiritual Hierarchy are only known to a few occult scientists, with whom they communicate telepathically, but as the need for their personal involvement in the plan increases, there will be an "Externalization of the Hierarchy" and everyone will know of their presence on Earth. Bailey's writings, along with American writer Marilyn Ferguson's 1980 book The Aquarian Conspiracy, contributed to conspiracy theorists of the Christian right viewing the New Age movement as the "false religion" that would supersede Christianity in a New World Order.[61] Skeptics argue that the term "New Age movement" is a misnomer, generally used by conspiracy theorists as a catch-all rubric for any new religious, spiritual or philosophical

belief, symbol and practice that is not fundamentalist Christian. By their lights, anything that is not Christian is by definition actively and willfully anti-Christian. The implication is that these independent and sometimes contradictory schools of thought are all part of a monolithic whole. This is logically and empirically false, and rationally simplistic. Paradoxically, since the 2000s, New World Order conspiracism is increasingly being embraced and propagandized by New Age occultists, who are people bored by rationalism and drawn to what Barkun calls the "cultural dumping ground of the heretical, the scandalous, the unfashionable, and the dangerous" — such as alternative medicine, astrology, quantum mysticism, spiritualism, and Theosophy. Thus, New Age conspiracy theorists, such as the makers of documentary films like Esoteric Agenda, claim that globalists who plot on behalf of the New World Order are simply misusing occultism for Machiavellian ends, such as adopting 21 December 2012 as the exact date for the establishment of the New World Order in order to take advantage of the growing 2012 phenomenon, which has its origins in the fringe Mayanist theories of New Age writers José Argüelles, Terence

McKenna, and Daniel Pinchbeck. Skeptics argue that the connection of conspiracy theorists and occultists follows from their common fallacious premises. First, any widely accepted belief must necessarily be false. Second, counterknowledge — what the Establishment spurns — must be true. The result is a large, selfreferential network in which, for example, some UFO religionists promote anti-Jewish phobias while some antisemites practice Peruvian shamanism.

Fourth Reich Conspiracy theorists often use the term "Fourth Reich" simply as a pejorative synonym for the "New World Order" to imply that its state ideology and government will be similar to Germany's Third Reich. However, some conspiracy theorists use the research findings of American journalist Edwin Black, author of the 2009 book Nazi Nexus, to claim that some American corporations and philanthropic foundations — whose complicity was pivotal to the Third Reich's war effort, Nazi eugenics and the Holocaust — are now conspiring to build a Fourth Reich. Conspiracy theorists, such as American

writer Jim Marrs, claim that some exNazis, who survived the fall of the Greater German Reich, along with sympathizers in the United States and elsewhere, given safe haven by organizations like ODESSA and Die Spinne, have been working behind the scenes since the end of World War II to enact at least some of the principles of Nazism (e.g., militarism, imperialism, widespread spying on citizens, corporatism, the use of propaganda to manufacture a national consensus) into culture, government, and business worldwide, but primarily in the U.S.. They cite the influence of ex-Nazi scientists brought in under Operation Paperclip to help advance aerospace manufacturing in the U.S. with technological principles from Nazi UFOs, and the acquisition and creation of conglomerates by ex-Nazis and their sympathizers after the war, in both Europe and the U.S. This neo-Nazi conspiracy is said to be animated by an "Iron Dream" in which the American Empire, having thwarted the Judeo-Masonic conspiracy and overthrown its Zionist Occupation Government, gradually establishes a Fourth Reich formally known as the "Western Imperium" — a pan-Aryan world empire modeled after

Adolf Hitler's New Order — which reverses the "decline of the West" and ushers in the golden age of Evolian Tradition. Skeptics argue that conspiracy theorists grossly overestimate the influence of exNazis and neo-Nazis on American society, and point out that political repression at home and imperialism abroad have a long history in the United States that predates the 20th century. Some political scientists, such as Sheldon Wolin, have expressed concern that the twin forces of democratic deficit and superpower status have paved the way in the U.S. for the emergence of an inverted totalitarianism which contradicts many principles of Nazism.

Alien Invasion Since the late 1970s, extraterrestrials from other habitable planets or parallel dimensions (such as "Greys") and intraterrestrials from Hollow Earth (such as "Reptilians") have been included in the New World Order conspiracy, in more or less dominant roles, as in the theories put forward by American writers Stan Deyo and Milton William Cooper, and British writer David Icke. The common theme in these conspiracy theories is that aliens have been among us for decades, centuries or millennia, but a government cover-up enforced by “Men in Black” has shielded the public from knowledge of a secret alien invasion. Motivated by speciesism and imperialism, these aliens have been and are secretly manipulating developments and changes in human society in order to more efficiently control and exploit human beings. In some theories, alien infiltrators have shapeshifted into human form and move freely throughout human society, even to the point of taking control of command positions in governmental, corporate, and religious institutions, and are now in the final stages of their plan to take over the world. A mythical covert government agency of the United States code-named Majestic 12 is often imagined to be the shadow government which collaborates with the alien occupation, in exchange for assistance in the development and testing of military "flying saucers" at Area 51, in order for U.S. armed forces to achieve fullspectrum dominance. Skeptics, who adhere to the psychosocial hypothesis for unidentified flying objects, argue that the convergence of New World Order conspiracy theory and UFO conspiracy theory is a product of not only the era's widespread mistrust of governments and the popularity of the extraterrestrial hypothesis for UFOs but of the far right and ufologists actually joining forces. Barkun notes that the only positive side to this development is that, if conspirators plotting to rule the world are believed to be aliens, traditional human scapegoats (Freemasons, Illuminati, Jews, etc.) are downgraded or exonerated.

Brave New World Antiscience and neo-Luddite conspiracy theorists emphasize technology forecasting in their New World Order conspiracy theories. They speculate that the global power elite are reactionary modernists pursuing a transhumanist agenda to develop and use human enhancement technologies in order to become a "posthuman ruling caste", while change accelerates toward a technological singularity — a theorized future point of discontinuity when events will accelerate at such a pace that normal

unenhanced humans will be unable to predict or even understand the rapid changes occurring in the world around them. Conspiracy theorists fear the outcome will either be the emergence of a Brave New World-like dystopia — a "Brave New World Order" — or the extinction of the human species. Democratic transhumanists, such as American sociologist James Hughes, and singularitarians, such as American inventor Raymond Kurzweil, counter that many influential members of the American Establishment are bioconservatives strongly opposed to human enhancement, as demonstrated by President Bush's Council on Bioethics's proposed international treaty prohibiting human cloning and germline engineering. Regardless, transhumanists and singularitarians claim to only support developing and making publicly available technologies to eliminate aging and to greatly enhance human intellectual, physical, and psychological capacities for the common good; as well as taking deliberate action to ensure that the Singularity — the moment when technological progress starts being driven by superintelligence — occurs in a way that is beneficial to humankind.

Postulated implementations Just as there are several overlapping or conflicting theories among conspiracists about the nature of the New World Order, so are there several beliefs about how its architects and planners will implement it: Gradualism Conspiracy theorists generally speculate that the New World Order is being implemented gradually, citing the formation of the U.S. Federal Reserve System in 1913; the League of Nations in 1919; the International Monetary Fund in 1944; the United Nations in 1945; the World Bank in 1945; the World Health Organization in 1948; the European Union and the euro currency in 1993; the World Trade Organization in 1998; and the African Union in 2002 as major milestones. An increasingly popular conspiracy theory among American right-wing populists is that the hypothetical North American Union and the amero currency, proposed by the Council on Foreign Relations and its counterparts in Mexico and Canada, will be the next implementation of the New World Order. The theory holds that a group of shadowy and mostly nameless international elites are planning to replace the federal government of the United States with a transnational government. Therefore, conspiracy theorists believe the borders between Mexico, Canada and the United States are in the process of being erased, covertly, by a group of globalists whose ultimate goal is to replace national governments in Washington, D.C., Ottawa and Mexico City with a European-style political union and a bloated E.U.-style bureaucracy. Skeptics argue that the North American Union exists only as a proposal contained in one of a thousand academic and/or policy papers published each year that advocate all manner of idealistic but ultimately unrealistic approaches to social, economic and political problems. Most of these get passed around in their own circles and eventually filed away and forgotten by junior staffers in congressional offices. Some of these papers, however, become touchstones for the conspiracy-minded and form the basis of all kinds of unfounded xenophobic fears especially during times

For example, in March 2009, as a result of the financial crisis which started in 2007, the People's Republic of China and the Russian Federation pressed for urgent consideration of a new international reserve currency and the United Nations Conference on Trade and Development proposed greatly expanding the I.M.F.'s Special Drawing Rights. Conspiracy theorists fear these proposals are a call for the U.S. to adopt a single global currency for a New World Order. Judging that both national governments and global institutions have proven ineffective in addressing worldwide problems that go beyond the capacity of individual nation-states to solve, some political scientists, such as Mark C. Partridge, argue that regionalism will be the major force in the coming decades, pockets of power around regional centers: Western Europe around Brussels, the Western Hemisphere around Washington, D.C., East Asia around Beijing, and Eastern Europe around Moscow. As such, the E.U., the Shanghai Cooperation Organisation, and the G-20 will likely become more influential as time progresses. The question then is not whether global governance is gradually emerging, but rather how will these regional powers interact with one another.

Coup d'état American right-wing populist conspiracy theorists, especially those who joined the militia movement in the United States, speculate that the New World Order will be implemented through a dramatic coup d'état by a "secret team", using black helicopters, in the U.S. and other nationstates to bring about a totalitarian world government controlled by the United Nations and enforced by troops of foreign U.N. peacekeepers. Following the Rex 84 and Operation Garden Plot plans, this military coup would involve the suspension of the Constitution, the imposition of martial law, and the appointment of military commanders to head state and local governments and to detain dissidents. These conspiracy theorists, who are all strong believers in a right to keep and bear arms, are extremely fearful that the passing of any gun control legislation will be later followed by the abolishment of personal gun ownership and a campaign of gun confiscation, and that the refugee camps of emergency management agencies such as F.E.M.A. will be used for the internment of suspected subversives, making little effort to distinguish true threats to the New World Order from pacifist dissidents. Before year 2000 some survivalists wrongly believed this process would be set in motion by the predicted Y2K problem causing societal collapse. Since many leftwing and right-wing conspiracy theorists

believe that the September 11 attacks were a false flag operation carried out by the United States intelligence community, as part of a strategy of tension to justify political repression at home and preemptive war abroad, they have become convinced that a more catastrophic terrorist incident will be responsible for triggering Executive Directive 51 in order to complete the transition to a police state. Skeptics argue that unfounded fears about an imminent or eventual gun ban, military coup, internment, or U.N. invasion and occupation are rooted in the siege mentality of the American militia movement but also an apocalyptic millenarianism which provides a basic narrative within the political right in the U.S., claiming that the idealized society (i.e., constitutional republic, Jeffersonian democracy, "Christian nation", "white nation") is thwarted by subversive conspiracies of liberal secular humanists who want "Big Government" and globalists who plot on behalf of the New World Order.

Mass surveillance Conspiracy theorists concerned with surveillance abuse believe that the New World Order is being implemented by the cult of intelligence at the core of the surveillanceindustrial complex through mass surveillance and the use of Social Security numbers, the bar-coding of retail goods with Universal Product Code markings, and, most recently, RFID tagging via microchip implants. Skeptics warn that some consumer privacy advocates, such as Katherine Albrecht and Liz McIntyre, -who claim that corporations and government are planning to track every move of consumers and citizens with RFID as the latest step toward a 1984-like surveillance state - have become Christian conspiracy theorists who believe spychips must be resisted because they argue that modern database and communications technologies, coupled with point of sale data-capture equipment and sophisticated ID and authentication systems, now make it possible to require a biometrically associated number or mark to make purchases. They fear that the ability to implement such a system closely resembles the Number of the Beast prophesied in the Book of Revelation. In January 2002, the Information Awareness Office (IAO) was established by the Defense Advanced Research Projects Agency (DARPA) to bring together several DARPA projects focused on applying information technology to counter asymmetric threats to national security. Following public criticism that the development and deployment of these technologies could potentially lead to a mass surveillance system, the IAO was defunded by the United States Congress in 2003. The second source of controversy involved IAO’s

original logo, which depicted the "all-seeing" Eye of Providence atop of a pyramid looking down over the globe, accompanied by the Latin phrase scientia est potentia (knowledge is power). Although DARPA eventually removed the logo from its website, it left a lasting impression on privacy advocates. It also inflamed conspiracy theorists, who misinterpret the "eye and pyramid" as the Masonic symbol of the Illuminati, an 18th-century secret society they speculate continues to exist and is plotting on behalf of a New World Order. American historian Richard Landes, who specializes in the history of apocalypticism and was co-founder and director of the Center for Millennial Studies at Boston University, argues that new and emerging technologies often trigger alarmism among millenarians and even the introduction of Gutenberg's printing press in 1436 caused waves of apocalyptic thinking. The Year 2000 problem, bar codes and Social Security numbers all triggered end-time warnings which either proved to be false or simply were no longer taken seriously once the public became accustomed to these technological changes. Civil libertarians argue that the privatization of surveillance and the rise of the surveillance-industrial complex in the United States does raise legitimate concerns about the erosion of privacy. However, skeptics of mass surveillance conspiracism caution that such concerns should be disentangled from secular paranoia about Big Brother or religious hysteria about the Antichrist.

Occultism Conspiracy theorists of the Christian right believe there is an ancient occult conspiracy — started by the first mystagogues of Gnosticism and perpetuated by their alleged esoteric successors, such as the Kabbalists, Cathars, Knights Templar, Hermeticists, Rosicrucians, Freemasons, and, ultimately, the Illuminati — which seeks to subvert the Judeo-Christian foundations of the Western world and implement the New World Order through a New Age one-world religion that prepares the masses to embrace the imperial cult of the Antichrist. More broadly, they speculate that globalists who plot on behalf of a New World Order are directed by occult agencies of some sort: unknown superiors, spiritual hierarchies, demons, fallen angels and/or Lucifer. They believe that, like Nazi occultists, these conspirators use the power of occult sciences (numerology), symbols (Eye of Providence), rituals (Masonic degrees), monuments (National Mall landmarks), buildings (Manitoba Legislative Building) and facilities (Denver International Airport) to advance their plot to rule the world. For example, in June 1979, an unknown benefactor under the pseudonym "R. C. Christian" had a huge granite megalith built in the U.S. state of Georgia, which acts like a compass, calendar, and clock. A message comprising ten guides is inscribed on the occult structure in many languages to serve as instructions for survivors of a doomsday event to establish a more enlightened and sustainable civilization than the one which was destroyed. The "Georgia Guidestones" have subsequently become a spiritual and political Rorschach test onto which any number of ideas can be imposed. Some New Agers and neo-pagans revere it as a ley-line power nexus while a few conspiracy theorists are convinced that they are engraved with the New World Order's anti-Christian "Ten

Should the Guidestones survive for centuries as their creators intended, many more meanings could arise, equally unrelated to the designer’s original intention.[85] Skeptics argue that the demonization of Western esotericism by conspiracy theorists is rooted in religious intolerance but also in the same moral panics that have fueled witch trials in the Early Modern period, and satanic ritual abuse allegations in the United States.

Population control Conspiracy theorists believe that the New World Order will also be implemented through the use of human population control in order to more easily monitor and control the movement of individuals. The means range from stopping the growth of human societies through reproductive health and family planning programs, which promote abstinence, contraception and abortion, or intentionally reducing the bulk of the world population through genocides by mongering unnecessary wars, through plagues by engineering emergent viruses and tainting vaccines, and through environmental disasters by controlling the weather (HAARP, chemtrails), etc. Conspiracy theorists argue that globalists plotting on behalf of a New World Order are neo-Malthusians who exaggerate the consequences of overpopulation and climate change in order to create public support for coercive population control. Skeptics argue that fears of population control can be traced back to the traumatic legacy of the eugenics movement's "war

against the weak" in the United States during the first decades of the 20th century but also the Second Red Scare in the U.S. during the late 1940s and 1950s, and to a lesser extent in the 1960s, when activists on the far right of American politics routinely opposed public health programs, notably water fluoridation, mass vaccination and mental health services, by asserting they were all part of a far-reaching plot to impose a socialist or communist regime. Their views were influenced by opposition to a number of major social and political changes that had happened in recent years: the growth of internationalism, particularly the United Nations and its programs; the introduction of social welfare provisions, particularly the various programs established by the New Deal; and government efforts to reduce inequalities in the social structure of the U.S..

Mind control Social critics accuse governments, corporations, and the mass media of being involved in the manufacturing of a national consensus and, paradoxically, a culture of fear due to the potential for increased social control that a mistrustful and mutually fearing population might offer to those in power. The worst fear of some conspiracy theorists, however, is that the New World Order will be implemented through the use of mind control—a broad range of tactics able to subvert an individual's control of his or her own thinking, behavior, emotions, or decisions. These tactics are said to include everything from Manchurian candidate-style brainwashing of sleeper agents (Project MKULTRA, "Project Monarch")

to engineering psychological operations (water fluoridation, subliminal advertising, "Silent Sound Spread Spectrum", MEDUSA) and parapsychological operations (Stargate Project) to influence the masses. The concept of wearing a tin foil hat for protection from such threats has become a popular stereotype and term of derision; the phrase serves as a byword for paranoia and is associated with conspiracy theorists. Skeptics argue that the paranoia behind a conspiracy theorist's obsession with mind control, population control, occultism, surveillance abuse, Big Business, Big Government, and globalization arises from a combination of two factors, when he or she: 1) holds strong individualist values and 2) lacks power. The first attribute refers to people who care deeply about an individual's right to make their own choices and direct their own lives without interference or obligations to a larger system (like the government), but combine this with a sense of powerlessness in one's own life, and one gets what some psychologists call "agency panic", intense anxiety about an apparent loss of autonomy to outside forces or regulators. When fervent individualists feel that they cannot exercise their independence, they experience a crisis and assume that larger forces are to blame for usurping this freedom.

Alleged conspirators According to Domhoff, many people seem to believe that the United States is ruled from behind the scenes by a

conspiratorial elite with secret desires, i.e., by a small secretive group that wants to change the government system or put the country under the control of a world government. In the past the conspirators were usually said to be crypto-communists who were intent upon bringing the United States under a common world government with the Soviet Union, but the dissolution of the U.S.S.R. in 1991 undercut that theory. Domhoff notes that most conspiracy theorists changed their focus to the United Nations as the likely controlling force in a New World Order, an idea which is undermined by the powerlessness of the U.N. and the unwillingness of even moderates within the American Establishment to give it anything but a limited role. In the 2008 book Superclass: The Global Power Elite and the World They Are Making, political scientist David Rothkopf argues that the world population of 6 billion people is governed by an elite of 6,000 individuals. Until the late 20th century, governments of the great powers provided most of the superclass, accompanied by a few heads of international movements (i.e., the Pope of the Catholic Church) and entrepreneurs (Rothschilds, Rockefellers). According to Rothkopf, in the early 21st century, economic clout—fueled by the explosive expansion of international trade, travel and communication—rules; the nation-state's power has diminished shrinking politicians to minority power broker status; leaders in international business, finance and the defense industry not only dominate the superclass, they move freely into high positions in their nations' governments and back to private

life largely beyond the notice of elected legislatures (including the U.S. Congress), which remain abysmally ignorant of affairs beyond their borders. He asserts that the superclass' disproportionate influence over national policy is constructive but always self-interested, and that across the world, few object to corruption and oppressive governments provided they can do business in these countries. Viewing the history of the world as the history of warfare between secret societies, conspiracy theorists go further than Rothkopf, and other scholars who have studied the global power elite, by claiming that established upper-class families with "old money" who founded and finance the Bilderberg Group, Bohemian Club, Club of Rome, Council on Foreign Relations, Rhodes Trust, Skull and Bones, Trilateral Commission, and similar think tanks and private clubs, are illuminated conspirators plotting to impose a totalitarian New World Order — the implementation of an authoritarian world government controlled by the United Nations and a global central bank, which maintains political power through a bureaucratic collectivist system, regulation and restriction of speech, mass surveillance, widespread use of state terrorism, and an all-encompassing propaganda that ideologizes world government as the culmination of history's progress. Domhoff counters: The opponents are the corporate conservatives and the Republican Party, not the Council on Foreign Relations, Bilderbergers, and Bohemians. It is the same people more or less, but it puts them in their most important roles, as capitalists

and political leaders, which are visible and legitimate... If thought of this way, then the role of a CFR as a place to try to hear new ideas and reach consensus is more readily understood, as is the function of a social club as a place that creates social cohesion. Moreover, those understandings of the CFR and the clubs fit with the perceptions of the members of the elite. Progressives, who are skeptical of rightwing populist conspiracy theories, also accuse the global power elite of not having the best interests of all at heart, and many intergovernmental organizations of suffering from a democratic deficit, but they argue that the superclass are plutocrats only interested in brazenly imposing a neoliberal or neoconservative new world order — the implementation of global capitalism through economic and military coercion to protect the interests of transnational corporations—which systematically undermines the possibility of a socialist one-world government. On the other hand, Marxists and anarchists, who believe the world is in the middle of a transition from the American Empire to the rule of a global ruling class that has emerged from within the American Empire, point out that right-wing populist conspiracy theorists, blinded by their anti-communism, fail to see is that what they demonize as the "New World Order" is, ironically, the highest stage of the very capitalist economic system they defend. American intellectual Noam Chomsky, author of the 1994 book World Orders Old and New, often describes the new world order as a post-Cold-War era in which "the New World gives the orders". Commenting on the 1999 US-NATO bombing of Serbia, he writes:

The aim of these assaults is to establish the role of the major imperialist powers—above all, the United States—as the unchallengeable arbiters of world affairs. The "New World Order" is precisely this: an international regime of unrelenting pressure and intimidation by the most powerful capitalist states against the weakest.

The strategy being followed by the United States and the European Union is to "shrink the gap" by following the strategy known as “The Pentagon’s New Map.” Let us now see how this “Pentagon’s New Map Strategy” is being employed in Northern Africa and the Middle East. “People’s Power” unrest is sweeping through “Northern Africa and the Middle East”, forcing strongmen of every stripe to either step down or announce major “reforms.” The speed with which the governments of Tunisia, Egypt and Lebanon have been swept from power has been truly breathtaking! The Libyan dictator is twisting in the wind, and is said to be ready to step down from power. However, these protests are neither spontaneous nor accidental. We are going to show you the bottom-line agenda of these protests and demonstrate that a Plan is being worked out and that, when they have run their course, a key part of the “Club of Rome” plan will have been set in place, and a key Bible prophecy will have been significantly closer to reality. The Pro-Western leaders of Lebanon and Egypt have been overthrown; likewise, the anti-West government of Libya is about to fall.

Pro-Western governments of Saudi Arabia, Kuwait, and Oman are planned to really feel the heat very shortly. But, then, the antiWestern governments of Yemen and northern Sudan are feeling the pressure as well. The issue is simply whether the reigning leader of a country is willing to surrender his national sovereignty to Regional Government #7. If he is willing to give up his national prerogatives, he will likely not be overthrown; but, if he resists this pressure, he will be overthrown, by military action if nothing else can bring him down. According to the “Pentagon’s New Map” strategy, Washington takes “real strategic possession” of the land against whom this strategy is currently being aimed. Washington is about to "take real ownership of strategic security" in a section facing strategic ocean waters -- Yemen, Somalia, the Sudan, and Saudi Arabia face out on the Red Sea, the Gulf of Aden, the Arabian Sea, and the Persian Gulf! Those countries who are not now properly "connected" to the Global System economically or politically are likely to "warrant a U.S. military response," i.e., an invasion or threat of invasion, and certainly a public demand for a "regime change." These disconnected nations are called the "Non-Functioning Gap," and in truly arrogant fashion, this Naval War College author threatens to invade these countries in a rather flippant manner. Listen: "So where do we schedule the U.S. military's next round of away games? The pattern that has emerged since the end of the cold war suggests a simple answer: in the Gap."
