History of Bataan Peninsula State University The Bataan Peninsula State University was established by virtue of Republic Act 9403, signed into law on 22nd of March 2007. It is a conglomeration of fine leading higher education institutions in Bataan seeking to contribute to the national and regional development through providing excellent quality of services in instruction, research, production and extension. Guided by one Vision of becoming a leading university in the Philippines recognized for its proactive contribution to Sustainable Development through equitable and inclusive programs and services by 2030. Before the conversion, BPSU used to have three campuses; two are located in the City of Balanga while the third is situated in Orani. The passage of RA 9403 resulted to the expansion of BPSU’s campuses as the said Act duly integrated the Bataan State College in Dinalupihan and its satellite campus in Abucay (formerly Bataan National Agricultural School). The five campuses of the university have very humble beginnings and yet they all emerged with glorious histories to be proud of. More empowerment is expected to be bestowed to each campus as their strengths shall be utilized for the success of the 111 programs and other services of the university. On June 2008, the University made education more accessible to the residents of the towns of Bagac and Morong by establishing an extension in the Municipality of Bagac. The extension offers some of the most in demand courses in the country like BS Entrepreneurship, BS Hotel and Restaurant Management, first two years of Nursing, and General Engineering courses. Contributing to national development has always been the topmost priority of the university; therefore BPSU relentlessly keeps itself updated on the recent trends to be responsive to the present and future demands of the community. At present university has three programs granted with Level 1 Accreditation from AACCUP. Fifty-six (56) programs are scheduled for accreditation from 2008 to 2012. Moreover, the university continues to equip itself with faculty and employees who have remarkable skills and knowledge in order to uphold academic excellence and maintain its capacity of producing quality graduates. At present, 6 percent of its faculty have Doctorate degrees and 31 percent have master’s degrees. The rest are still working on their post-baccalaureate studies. It is not surprising that the enrollment continues to increase over the years as the university has proven its capability to match and even to surpass the performance of other reputable universities in the country in various competitions and also in the licensure exams. Other than this, low tuition fee rates, and pollution-free and safe environment further encourage the Bataeños and those from other nearby provinces to patronize BPSU. For BPSU, a life without challenges to conquer would be futile as the university always stretches the limit to adapt to the changes and to turn trials into opportunities. Even cuts in the budget will not impede BPSU from attaining its goals. Aside from relying on its several IGPs to augment the budget and sustain its programs, the university continues to strengthen and to establish partnerships with local and international agencies that are more than willing to work side by side BPSU as it continues its journey towards a more dignified future.

F oremost, I would like to share with you this very beautiful and inspiring quote from Leon Joseph Cardinal Suenens: “Happy are those who dream dreams and are ready to pay the price to make them come true.” Today marks a milestone for our Bataan Peninsula State University (BPSU) graduates who will now embark on a new chapter of their lives as future members of the country’s workforce and nation-builders! As Commissioner of the Commission on Higher Education and Chair of the BPSU Board of Regents, I would like to congratulate the leadership of this university for shaping the minds and hearts of these graduates and for training their sights towards greater heights while molding them to develop their love for our country and its people. To all the parents and relatives who have stood behind our graduates in good times and in tough times, I say to them: you have been the inspiration that helped these graduates realize their dreams. These are your sons and daughters, talented and able young men and women who all worked hard to finish their college education from the tradition of this great institution of higher learning. To the graduates, may I remind you that equally worth mentioning are the BPSU faculty, your hardworking mentors and teachers. I say that they have successfully transferred their knowledge and skills to you and have completely prepared you to face the real world---a world that is full of competition and challenges! Let me also say that while you march your way out of the portals of the Bataan Peninsula State University, I could only wish for your success as you endeavor to achieve your goals, especially in these times of great upheavals. Though your graduation has looked different for you because of the COVID 19 pandemic, the achievement is still the same. You have put in the same hard work. You have learned and grown so much. And we are all proud of you! I am sure today will be only the first of many proud, successful moments for you. Be what you have been educated, become who you will be. You are BPSU graduates who will bring pride and honor to your Alma Mater, ready and willing to effect change in our communities and help transform the world into becoming a better place for all peoples. Message from the University President

Greetings of excellence to the graduates of 2021! You have come to the most anticipated day in your life! The scenario is supposed to be a stage filled with golds and maroons as you march toward the arena of success with beaming smiles and head held high. It is thought to be a glorious day for you and your parents until Covid-19 halted the world from revolving. The past months have been a baffling battle for all. The fiasco brought about by the recent pandemic greatly affected not only our personal life but even our physical and mental health, and the people’s livelihood. Different businesses around the world report bankruptcy contributing to a huge loss in economies. Fear, hunger, anxiety loom as we traverse this unexpected journey. But behind all these is a great life lesson. I do not want to romanticize the situation but let us not underestimate the power of this moment. You often hear from sages that not all lessons can be learned inside the four-cornered room. While BPSU is exuding all its effort to give students the relevant knowledge, we still recognize that we cannot fully satisfy one’s totality. In fact, this pandemic has shown us three of the most valuable learnings in life. In a fast-paced world, sometimes we tend to forget that one of the basic life principles is empathy. Graduates, never look down on anyone just because you have your degrees or you are sitting on a highly respected position. Take that view to see the wider perspective of life. Understand where everyone is coming from. Wear their shoes and lead by heart. Compassion is the result of empathy. It moves us to take actions, to stand up and initiate change. We should always consider the impact of our actions. Will it be for greater good? Will it help alleviate the situation? If our compassion is rooted to help the most vulnerable or the feeble and weak, rest assured that you are making a difference. Lastly, the situation showed us that in unison we can break barriers. While the world is suffering from the wreckage of this pandemic, we learned to stand for one another. We realize that no trials can put us down if we are united. Our collective efforts transcend over self-centered actions. Together we stand, together we will heal as one! Take the lessons of this pandemic as you sail your boat toward the shore of self-worth! About the Commencement Speaker

Lily Freida C. Macabangun-Milla is the Officer-in-Charge of the Office of the Deputy Executive Director and concurrently the Director of the International Affairs Staff of the Commission on Higher Education. She graduated with a degree of Social Sciences major in Economics and Political Science from the University of the Philippines – Manila and finished her Bachelor of Laws in University of the Philippines – Diliman. She completed programs on Intellectual Property, GATS WTO, internationalization of higher education and Adult Education Training Program. She is a lawyer by profession and a Career Executive Service Officer. Presently, she is the Secretary-General of the University Mobility in Asia and the Pacific (UMAP) Philippines National Secretariat, the ASEAN Socio-Cultural Community (ASCC) Focal for higher education in the Philippines, among other representations. She has chaired several senior-level meetings within the region and spoken and presented on various topics on higher education in global platforms. She has also been recognized by the University of the Philippines College of Law for her distinguished achievements in public service.

About the BPSU Main Campus The Main Campus is well-known in the field of engineering and technology. Since its inception in 1953, the Main Campus ( formerly Bataan National School of Arts and Trades or BNSAT) was among the country’s top-producers of high-caliber technician-leaders needed by industries both locally and abroad. Another niche in the field of engineering branched out as a result of the campus’ firm foundation in technological instruction. With industry-based shop layout and equipment, and a pool of welltrained instructors, the campus offered engineering courses in 1997. Five years after the offering of engineering courses, graduates began to compete side by side with the graduates of top universities and colleges in the country, bringing glory to their alma mater. Today, aside from technology and engineering courses, the Main Campus has academic programs in the fields of information and communications technology (ICT), business and nursing. Likewise, the School of Advanced Studies, also located in the campus, caters to the needs of professionals in the province for advanced learning. With its past contribution to the socio-economic development, the Main Campus will continue to serve as the catalyst of positive change in the province and in the country.

About the College of Engineering and Architecture Contributing to national development has always been among the topmost priorities of the Bataan Peninsula State University. Conscious of the massive contribution of engineers and architects to the industrialization of the country, officials of the Bataan National School for Arts and Trades or BNSAT (former name of BPSU) entered into consortium with the Don Honorio Ventura College of Arts and Trades to be able to offer engineering courses to the people of Bataan. In the summer of 1997, a Memorandum of Agreement between BNSAT and DHVCAT was signed and the Department of Engineering was established with Engr. Angelita P. Maglaqui as its head. With BS Civil Engineering, BS Electrical Engineering, and BS Mechanical Engineering as its first course offerings, the College of Engineering and Architecture, then Institute of Engineering and Architecture (IEA) sought to provide high quality learning experiences to its students. Meanwhile, BS Architecture was offered in 1998. Through the exemplary leadership of Engr. Maglaqui from 1997 to 2002, and Mr. Rolando A. Lazarte from 2002 to 2006, IEA was able to meet the expectations of the public as well as the standards set by the Commission on Higher Education. With its enrolment increasing over the years and the commendable performance of its graduates in various licensure examinations, IEA was able to reach another milestone as the Board of Trustees finally approved its institutionalization on December 4, 2003. Another engineering program was offered, the Electronics and Communications Engineering, by virtue of Board Resolution No. 11 approved on April 30, 2004. Despite the several challenges, IEA remains resolute in maintaining the quality of instruction. Up to the present, the institute never ceases to search for highly qualified faculty with expertise in various aspects of engineering and architecture. Moreover, IEA continues to upgrade its facilities. Desirous of providing a more conducive atmosphere for learning, the new IEA building was built and inaugurated in 2006. Also in the same year, the college underwent reorganization and the administration of the institute was turned over to Engr. Rodrigo C. Muñoz, Jr. In 2007, the IEA was made College of Engineering and Architecture (CEA) as a result of the conversion of BPSC to a university. The CEA ensures that its curriculums are meticulously formulated to keep its students attuned to the latest trends and developments in their chosen field of specialization. These curriculums are expected to safeguard the mission of IEA to produce engineers and architects who are sensitive to personal and professional ethics, concerned with societal and environmental issues, and aware of the roles and limitations of technology in addressing the society’s problems. The curriculums are designed not only to enrich the student’s theoretical knowledge on the various aspects of their chosen courses; they are also hoped to equip these scholars with necessary skills that will make it possible for these future professionals to give immediate response to the technical expertise needed by the country.

About the College of Nursing and Midwifery The world-wide demand for nurses and other healthcare providers is being addressed by the University since the early part of 1990s. Even before the Balanga Campus (BC) (formerly Bataan Colleges) was integrated to BPSC in 1998, it has been associated with the excellent performance of its BS Nursing program. In 1991, Bataan Colleges offered Bachelor of Science in Nursing (BSN) under the leadership of former Gov. Leonardo Roman and Dr. Felicidad Rubiano, the college administrator during that time. It opened with 120 students and 11 instructors, with Mrs. Juliana T. Abitong as the department head. The Department aimed to promote quality nursing education and to prepare nurses to be locally and globally competitive. The program aims to prepare competent, efficient, committed and God-fearing nurses who are equal in standing with the best nurses in the Philippines, as well as those abroad. In March 1995, the department had its first batch of graduates. Out of the 56 graduates who took the board examination for nurses in the same year, 51 passed the board examination, giving the local result for the college of 91%. Leah Acapulco garnered the 11th place in the national result, Minerva Gutierrez the 20th place, and Noel Orosco the 21st place, respectively. In 2001, another graduate garnered the 20th place in the national result of the nurses’ board exam in the person of Edralyn Kalambakal. On the other hand, the Midwifery Department was established in 1971 and was given Government Recognition 171 in 1974. The Department was headed by Mrs. Juliana T. Abitong. This has put the University on the record as among the SUCs that pioneered the midwifery program. Dr. Mary Ann V. Casupanan was appointed department head of Midwifery in 1995. From 1998-1999 Mrs. Rosita D. Vianzon was appointed head of the Midwifery Department. After the integration of BC to BPSC , the Nursing and Midwifery departments were merged and became the Institute of Nursing and Midwifery (INM) in 1999. In a span of seven years, the Institute has already been served by two heads. Mr. Billy Flores assumed the leadership of INM from 1999-2000, while from 2001 to early part of 2006, the late Mrs. Araceli Cabanding Ganzon had her chance of serving the Institute as Head. The INM is now known as the College of Nursing and Midwifery (CNM), a more appropriate nomenclature for a university set-up. Mr. Camilo de Leon Dominguez CNM Living a culture of excellence in producing topnotchers in Professional Regulatory Commission’s (PRC’s) licensure examination, the CNM yielded a new blood of young midwives and nurses who are on a par with their contemporaries from big colleges and universities in the country. In the 2004 Licensure Examination for Midwives, Cyndi V. Saclag emerged as top one. In 2006 Licensure Exam for Nurses, Catherine Olar landed on the 8th place. Recently, the ranking rose higher as another BS Nursing graduate, Mel Antonette Lucero got the 5th place in nursing examination given in June 2007. On the other hand, Ms. Leah Recca Felisilda landed on the 15th place for the June 2007 exam.

About the College of Business and Accountancy The College of Business and Accountancy (CBA) is a product of the merging of various academic departments of the then Bataan Community Colleges (now Balanga Campus). Way back in 1974, the Bataan Community College (BCC) started to offer business related courses such as Bachelor of Science in Business Administration (BSBA) major in the fields of management and accountancy, and Junior Secretarial Course. In School Year (SY) 1981-1982, the Department was headed by Dr. Felisa Legaspi who concurrently served as College Administrator from 1979-1986. The leadership of the BSBA Department was given to Mr. Roberto Vallester from 1983-1984. From 1985-1986, the department was under the care of Mrs. Agripina Banzon, who also performed the function of Assistant Administrator during that time. From 1987-1996, Mrs. Marylou C. Miranda became the head of the department. When Mrs. Miranda passed away in 1996, Mrs. Olivia Perdio took over the headship of the department from 1997-1998. Meanwhile, the secretarial department was headed by Mr. Basilio M. Zuleta for more than a decade, that is, from 1980-1995. Mrs. Julie Salas was entrusted to lead the secretarial department from 1997-1999. With the introduction of computers to business and industry, the need to supply the market with manpower who are well-equipped with the latest trend in the area of computers, the Associate in Computer Science(ACS) was offered in 1990 with Mrs. Lorna O. dela Paz serving as department head. In 1992, the BSBA major in Accountancy was phased out and a new course Bachelor of Science in Accountancy (BSA) was offered. When the Bataan Colleges was integrated to BPSC, these departments were merged into a single academic unit which was known as the Institute of Business Administration (IBA) in 1999. Mrs. Olivia Perdio became the first head of Institute from 1999-July 2006. In year 1999, the course ACS was revised and renamed to Associate in Computer Technology (ACT) pursuant to CHED Memorandum Order No. 5 series of 1998. In 2003, additional course, the Bachelor of Science in Management Information Systems (BSMIS) was approved by the BOT. In 2005, pursuant to BOT Resolution No. 8, and amended by BOT Resolution No. 27 series of 2006, the Institute was renamed to Institute of Business and Accountancy. In August of the same year, Mr. Sisenando Claudio Masangcap Jr. was designated as the new Dean of IBA. In 2007, the Institute was renamed to College of Business and Accountancy (BSA) pursuant to the new setup brought about by universityhood. In same year, the BSBA curriculum was revised in accordance to the provision of CHED Memorandum No. 39 series of 2006. Management as major field of concentration was divided into several specific fields such as marketing management, operations management and human resource development (HRD) management. A new course, Bachelor of Science in Entrepreneurship was approved by the Board of Trustees through Resolution No. 8 series of 2007. In 2004, the Bachelor of Science in Hotel and Restaurant Management (BS HRM) from Orani Campus was also offered in the Main Campus, under the former Institute of Arts and Sciences (IAS). In June 2009, the Bachelor of Science in Tourism Management (BSTM) started. BSHRM and BSTM which was formerly supervised by IAS became fully integrated to CBA.

About the College of Information and Communications Technology The Bachelor of Science in Computer Science, Bachelor of Science in Information Technology and the Associate in Technical Graphics were launched on first semester of Academic Year 2005-2006 as new programs of Institute of Engineering and Architecture (IEA). The first curriculum (2005-2006) offering of IT courses was in accordance with CHED Memorandum Order No. 25, series of 2001 standard and policies for Information Technology Education. Mister Rolando Lazarte served as the head of the IEA and the ICT programs from 2005-2006. A year after, Engr. Rodrigo Munoz Jr. became the Dean of the IEA. On his term the revision of the curriculum was initiated in accordance with Memorandum Order No. 56 series of 2006 ITE standard and policies for Information Technology Education. In 2007, BPSC was converted to BPSU. The College of Information and Communications Technology was created. In May of 2008, the Board of Regents designated Engr. Aida T. Solomon as OIC of the college. In July of 2009 the OIC was designated as Dean. The College was then eventually led by Mrs. Cristina G. Rivera until present. In 2019, the college embarked on a new milestone in their history as they offer the pioneer Bachelor of Science in Entertainment and Multimedia Computing to respond to the needs of the time most especially on games development and digital animation technology. The college boasts of its diverse and active student body who are engaged with academics and extra-curricular activities. Over the years, CICT has produced leaders in the field of Information and Communications Technology in the province and beyond. Many of its graduates are highly employed in their chosen fields while some have landed into the education and government sectors. Many of its student and faculty researches are recognized here and abroad. CICT has proven itself to be the top IT school in the province and is now poised to become a Center of Development in ICT Education. As of now, two of its academic programs, BS Information Technology and BS Computer Science are certified Level III Status programs by the Accrediting Agency for Chartered Colleges and Universities in the Philippines. This 2020, five-story ICT Center will be built to cater to the dynamic and growing needs of the college and the university in ICT.

About the College of Technology The Bachelor of Science in Industrial Technology (BSIT) program was developed by the Ministry of Education and Culture in 1975 and adopted by the school in the same year school year 1975-1976. However, due to the massive change of technology in industry the school took an initiative to update and revise the BSIT curriculum to further produce more efficient, effective and quality graduates. Thereby, pursuant to CHED Memorandum Order No. 59, s. 1996 the new BSIT program was implemented during the school year 19981999. All the subjects embodied in this curriculum are industry-oriented. The professional and technical courses are progressively arranged to enable the development of mastery of the fundamentals of specialized skills of the occupation. In addition, the desired related courses in the arts and social sciences as well as organization and management are offered to enhance the development of technical competence and effectiveness of the individual to assume management roles and to prepare him as a good member of the society. Moreover, to ensure the delivery of service with excellence to the community the college envisioned to provide highly motivated, practical, technically educated, globally competitive and spirited Filipino workers. Also, the college is committed to equip the students with knowledge and technical expertise, particularly in the field of research. Furthermore, the college mission is to produce globally competitive individuals equipped knowledge and technical expertise through quality and relevant academic activities, research and extension. The College of Industrial Technology is a certified Level III Program by the from the Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP). About the BPSU Balanga Campus Located at the heart of the City of Balanga, the Balanga Campus (BC) is the smallest campus in terms of land area, but the biggest in terms of enrollment. From its humble beginnings in 1970, BC was known as the Bataan Community College (BCC). Created to provide the youth of the province access to higher education at minimal cost, BCC opened its door to the public by offering the first two years of the following courses: Bachelor of Science in Business Administration , Bachelor of Science in Education, and Bachelor of Arts. In 1974, two-year courses were offered such as midwifery and junior secretarial. As years progressed, the institution grew in numbers in terms of students, faculty and staff. In 1984, the Board of Trustees renamed the campus into Bataan Colleges. In 1991, the campus took a bold step when it offered BS Nursing program, which was the first nursing course in the province during that time. With the labor of all the people behind BCC, the nursing program gained recognition both in the domestic and international scenes. The campus has made a tradition of producing topnotchers in licensure examinations for nurses and midwives, thereby putting itself among the line-up of respected universities and colleges in the country. Through the years, BC has been fervent in addressing the needs of the community by providing relevant and responsive education to the youth. And with the same zeal towards service, the Balanga Campus will undauntedly face the challenges of the unfolding future.

About the College of Social and Behavioral Sciences Contributing to national development has always been among the topmost priorities of the Bataan Peninsula State University. Conscious of the massive contribution of engineers and architects to the industrialization of the country, officials of the Bataan National School for Arts and Trades or BNSAT (former name of BPSU) entered into consortium with the Don Honorio Ventura College of Arts and Trades to be able to offer engineering courses to the people of Bataan. In the summer of 1997, a Memorandum of Agreement between BNSAT and DHVCAT was signed and the Department of Engineering was established with Engr. Angelita P. Maglaqui as its head. With BS Civil Engineering, BS Electrical Engineering, and BS Mechanical Engineering as its first course offerings, the College of Engineering and Architecture, then Institute of Engineering and Architecture (IEA) sought to provide high quality learning experiences to its students. Meanwhile, BS Architecture was offered in 1998. Through the exemplary leadership of Engr. Maglaqui from 1997 to 2002, and Mr. Rolando A. Lazarte from 2002 to 2006, IEA was able to meet the expectations of the public as well as the standards set by the Commission on Higher Education. With its enrolment increasing over the years and the commendable performance of its graduates in various licensure examinations, IEA was able to reach another milestone as the Board of Trustees finally approved its institutionalization on December 4, 2003. Another engineering program was offered, the Electronics and Communications Engineering, by virtue of Board Resolution No. 11 approved on April 30, 2004. Despite the several challenges, IEA remains resolute in maintaining the quality of instruction. Up to the present, the institute never ceases to search for highly qualified faculty with expertise in various aspects of engineering and architecture. Moreover, IEA continues to upgrade its facilities. Desirous of providing a more conducive atmosphere for learning, the new IEA building was built and inaugurated in 2006. Also in the same year, the college underwent reorganization and the administration of the institute was turned over to Engr. Rodrigo C. Muñoz, Jr. In 2007, the IEA was made College of Engineering and Architecture (CEA) as a result of the conversion of BPSC to a university. The CEA ensures that its curriculums are meticulously formulated to keep its students attuned to the latest trends and developments in their chosen field of specialization. These curriculums are expected to safeguard the mission of IEA to produce engineers and architects who are sensitive to personal and professional ethics, concerned with societal and environmental issues, and aware of the roles and limitations of technology in addressing the society’s problems. The curriculums are designed not only to enrich the student’s theoretical knowledge on the various aspects of their chosen courses; they are also hoped to equip these scholars with necessary skills that will make it possible for these future professionals to give immediate response to the technical expertise needed by the country.

About the College of Education Contributing to national development has always been among the topmost priorities of the Bataan Peninsula State University. Conscious of the massive contribution of engineers and architects to the industrialization of the country, officials of the Bataan National School for Arts and Trades or BNSAT (former name of BPSU) entered into consortium with the Don Honorio Ventura College of Arts and Trades to be able to offer engineering courses to the people of Bataan. In the summer of 1997, a Memorandum of Agreement between BNSAT and DHVCAT was signed and the Department of Engineering was established with Engr. Angelita P. Maglaqui as its head. With BS Civil Engineering, BS Electrical Engineering, and BS Mechanical Engineering as its first course offerings, the College of Engineering and Architecture, then Institute of Engineering and Architecture (IEA) sought to provide high quality learning experiences to its students. Meanwhile, BS Architecture was offered in 1998. Through the exemplary leadership of Engr. Maglaqui from 1997 to 2002, and Mr. Rolando A. Lazarte from 2002 to 2006, IEA was able to meet the expectations of the public as well as the standards set by the Commission on Higher Education. With its enrolment increasing over the years and the commendable performance of its graduates in various licensure examinations, IEA was able to reach another milestone as the Board of Trustees finally approved its institutionalization on December 4, 2003. Another engineering program was offered, the Electronics and Communications Engineering, by virtue of Board Resolution No. 11 approved on April 30, 2004. Despite the several challenges, IEA remains resolute in maintaining the quality of instruction. Up to the present, the institute never ceases to search for highly qualified faculty with expertise in various aspects of engineering and architecture. Moreover, IEA continues to upgrade its facilities. Desirous of providing a more conducive atmosphere for learning, the new IEA building was built and inaugurated in 2006. Also in the same year, the college underwent reorganization and the administration of the institute was turned over to Engr. Rodrigo C. Muñoz, Jr. In 2007, the IEA was made College of Engineering and Architecture (CEA) as a result of the conversion of BPSC to a university. The CEA ensures that its curriculums are meticulously formulated to keep its students attuned to the latest trends and developments in their chosen field of specialization. These curriculums are expected to safeguard the mission of IEA to produce engineers and architects who are sensitive to personal and professional ethics, concerned with societal and environmental issues, and aware of the roles and limitations of technology in addressing the society’s problems. The curriculums are designed not only to enrich the student’s theoretical knowledge on the various aspects of their chosen courses; they are also hoped to equip these scholars with necessary skills that will make it possible for these future professionals to give immediate response to the technical expertise needed by the country.

About the BPSU Abucay Campus The BPSU Abucay Campus was created under Republic Act 1965 passed by Philippine Congress in January 1957 to be established in Dinalupihan, Bataan with the name Bataan Agricultural School (BAS). However, no area could be identified in Dinalupihan and was decided to be established in Balanga, Bataan through the amended act later known as Republic Act 2438 in June 1959. Again, no area was available and in 1960, it was finally established in Sitio Bangkal of Mabatang, Abucay, Bataan; a sitio that is now a full-pledged barangay of Abucay. It was then named the Bataan Agricultural School (BAS) that was renamed a year later as the Bataan National Agricultural School (BNAS). On February 23, 1995, by virtue of Republic Act 7913, the former Bataan College of Science and Technology (BCST) of Dinalupihan and BNAS were merged to become the Bataan State College, the first state college in Bataan. The passing of the BSC charter was made possible through the initiative of Honorable Felicito C. Payumo the incumbent Congressman of the First District of Bataan during that time. It was in 1995 when the dramatic metamorphosis of the two distinct institutions was felt. Dr. Bonifacio R. Dumlao who was then the incumbent Superintendent of the former BCST became the caretaker of the College until July 21, 1998 when he was given appointment of a SUC President I and historically, the first and last President of the Bataan State College. On March 22, 2007, President Gloria M. Arroyo signed Republic Act 9403 converting the Bataan Polytechnic State College (BPSC) into a state university and integrating therein the Bataan State College. There was then a remarkable twist in the leadership of the institutions. Dr. Bonifacio R. Dumlao who reached his last years in the government service was inevitably the first and last President of the Bataan State College, while Dr. Delfin O. Magpantay whose last term as the BPSC President was about to end, was also the first and last BPSC President and consequently the first BPSU President. The BATAAN PENINSULA STATE UNIVERSITY-ABUCAY CAMPUS is on its fourth year of operation as a distinct campus of the University, distinct in the sense that, all the mandated functions of a university are being carried-out in this campus, from instruction, research, extension, and up to the production mandate. At present, the campus is earning recognition as an institution in agriculture not only within the province but also in the national and international scenario. In the province, it is now known to be the Provincial Institute of Agriculture (PIA) as per latest evaluation and accreditation by the National Agriculture and Fisheries Educational System (NAFES), a CHED accreditation arm for agriculture and fishery schools in the whole country. Few years ago, the campus is not known to exist since according to CHED, BPSU is not included in the national list offering agriculture. In the international scenario, the BPSU through this campus is now presently in close linkage with the AGRO STUDIES in Israel wherein our graduating students use the company as a venue of the International Agricultural Internship Program.

About the BPSU Orani Campus The Orani Campus was created by virtue of Republic Act 4468 in 1965 to provide curricular instruction on secondary home industries and opportunity classes for the exploitation and fabrication of indigenous raw materials into well-designed standardized handicraft articles. It was originally known as the Bataan National School for Filipino Craftsmen (BNSFC). For decades, the campus provided livelihood to the local of Orani and the nearby municipalities by equipping its students with skills that enabled them to be handicraft producers. In 1995, through Republic Act 7914, BNSFC was renamed into Bataan National Polytechnic School (BNPS). In 1998, BNPS became a CHED Supervised Institution (CSI), and almost a year after, it was integrated to BPSC (now BPSU) by virtue of Republic Acts 8292, 7792 and 8475. Today, the Orani Campus has grown into a campus offering courses in various fields of disciplines such as technology, education, business and ICT. Also, the campus is envisioned to be the University’s sports center because of its available space for the construction of sports.

About the BPSU Dinalupihan Campus Strategically located along the intersections of Bataan, Olongapo City and Pampanga, the Dinalupihan Campus was originally known as the Bataan Teachers College (BTC), created in November 1988 through House Resolution 387. In 1992 it was renamed Bataan College of Science and Technology (BCST) so that it would be able to offer courses other than Teacher Education. In 1995, Republic Act 7913 was passed into law converting the campus into a state college known as the Bataan State College (BSC), and integrating therewith the Bataan National Agricultural School (BNAS). The BCST/BTC was made the main campus of BSC, and BNAS a satellite campus. On March 22, 2007, due to the integration of BSC into BPSU as per Republic Act 9403, the BSC’s main campus was renamed Dinalupihan Campus. Today, aside from its original teacher education courses, the Dinalupihan Campus is offering BS Nursing, BS Hotel and Restaurant Management, BS Civil Engineering, BS Electrical Engineering and Associate in Computer Technology.

About the BPSU Bagac Extension Campus To furtherance its efforts to make quality but cheap education accessible to the youth of Bataan, BPSU established an Extension Campus right at the heart of the historic Bagac town on June 10, 2008. Tagged as the ‘Campus of Courage and Wisdom’ (derived from the town’s patron, St. Catherine of Alexandria, the saint of the courageous and of the wise), its creation spared the youth not just in Bagac, but also in the neighboring town of Morong, and some villages in Pilar and City of Balanga (Pantingan and Cabog-Cabog) from the hassles of travelling to the city just to pursue college education. Offering undergraduate programs such as BS Hotel and Restaurant Management (HRM), BS Entrepreneurship, *BS Nursing, and *BS Engineering (*first two-years only), BPSU-Bagac had 115 enrollees (first semester, 2008–2009), eight faculty members, and three administrative staffers housed in a four-room humble facility within Bagac (Central) Elementary School during its first year of operation. Due to its location, BPSU-Bagac is being eyed to be the University’s center for HRM and Tourism training to cater the manpower needs of the now booming resort, hotel, and leisure-recreational businesses in the western and southern parts of Bataan, and in the nearby Subic Bay Freeport Zone. Despite of meager resources and facilities, BPSU-Bagac was able to provide a fluid and active atmosphere necessary for well-rounded student development. A number of student organizations inclined on the arts were established to create a dynamic student culture. In 2009, several students from Extension Campus were able to bag citations in local and regional literary and journalism competitions. June 2010 was a marked date for the Extension Campus as it was transferred to a newly constructed three-storey building adjacent to the National Power Corporation Resort Village. During this time as well, Bachelor in Elementary Education (BEEd) was offered because of insistent demand from the local community. In 2011, the enrollment in Bagac Campus grew steadily due to the offering of BEEd, and the influx of enrollees coming from Morong. As of first semester, academic year 2011–2012, Bagac Campus has 316 students, 11 faculty members, five staff members under the leadership of Dr. Rolliver M. Baciles (2008–present), a native Bagake?o and concurrently the Dean of BPSU’s College of Education.

About the BPSU Graduate School Way back in 1995, the need to promote professional development among the teaching force of Bataan was realized; hence, Former Superintendent of Medina Lacson De Leon National School of Arts and Trades (MLLNSAT) Dr. Violeta G. Tolentino and Vice President Mercedes G. Sanchez proposed for the launching of the Graduate Studies with the Master of Arts in Education (MAEd) major in Educational Management (MAEd) as its first course offering. Through intensive information dissemination and marketing strategies, the Graduate School was able to come up with 52 enrollees from different institutions of learning in the province. This increased the determination of its founders thereby resulting to the consortium between Bulacan State University and Medina Lacson de Leon National School of Arts and Trades. The Graduate Studies was formally launched in April 1995 and Dr. Mercedes G. Sanchez was appointed as its first Chairperson. Realizing that enrollment continues to increase over the years, the Graduate Studies strove to make itself deserving of the patronage given by the Bataenos hence MLLNSAT sought competent professors who shall handle the subject courses. Moreover, the desire to offer additional courses was strengthened as MLLNSAT was converted into a state college in February 6, 1998. The Graduate Studies marked another milestone as MAEd was institutionalized on October 16, 2004 and more areas of specialization for the said program were opened. Moreover, the opening of other courses such as Master in Public Administration (MPA), Master in Business Administration (MBA), and Master of Arts in Nursing (MAN) was permitted. In the following years, BPSC signed a Memorandum of Agreement with Bulacan State University to be able to offer Doctor of Education major in Educational Management, wherein eighteen persons enrolled upon its opening. Over the years BPSC Graduate Sschool has linked up with prominent organizations throughout the country. This primarily aims to build closer linkages among prestigious SUCs in the region. Driven to advancing towards academic excellence, new academic programs such as Master in Engineering Management and Master in Physical Education were introduced in 2006. Also in the same year, Guidance and Counseling was introduced as an additional area of specialization in the Master of Arts in Education. The Graduate Studies was renamed Institute of Advanced Studies after the college reorganization in August 2006. It was that time when the administration of the institute was turned over to the new dean, Dr. Danilo C. Galicia. Presently, the BPSU GS is being headed by Dr. RonnelDela Rosa. Substantial reforms in the graduate school to keep up with the advances in graduate education have been implemented in the GS. Currently, the GS maintains Level III AACCUP Accreditation in its programs, one of the highest in the country. Indeed, the GS is now the ivory tower of higher learning in the province and beyond.

L ife is a journey with challenges to face, hardships to overcome, lessons to learn, and experiences to cherish. Closing this academic year has brought a lot of challenges – we were caught flat-footed by the global health crisis brought by COVID-19, yet we were able to endure it and reached this day of your graduation. More than what we have imparted to you in terms of knowledge, relevant skills, and positive attitude and outlook in life, never forget the good values this institution has instilled in you. They are your best armor as you venture into a more complex and challenging world where the battle between good and evil is inevitable. Be good, be nice even others are not! Yes, failure will come your way, but it doesn’t mean that you will never succeed. It just means that it will take a little longer. Be patient, be kind even it will take a while! Joyce Brothers said, “The person interested in success has to learn to view failure as a healthy, inevitable part of the process of getting to the top.” In life, sometimes you win and sometimes you learn.
