Formed in 2005, Iceni is now the market leader and preferred consultancy for a fast-growing number of clients. From our offices in Edinburgh, Glasgow, London, and Manchester, we deliver on a variety of schemes across the UK.

We have always sought to provide the “skills of a planner with the instincts of a developer”. The technical specialisms that the company hold have widened, but this fundamental objective remains the same. Our London Planning Team are at the sharp end of an ever-evolving policy drive to maximise the contribution of previously developed land in urban areas.

We have developed an enviable reputation for being tactically astute in reacting to policy changes that open opportunities, and maximise the value of our clients’ property interests, at every level.

We love nothing more than a complex, constrained site. It’s what gets us out of bed in the morning, using our commercial edge and attention to detail to evaluate constraints, and develop a vision that looks beyond the present to unlock potential.

Viability and timely delivery are key for any project from the point of purchase. We bring together a team of sector specialists to programme and implement a strategy step-by step. Drawing on technical expertise and through community and stakeholder engagement to influence decision makers, we have developed a reputation for success on a wide range of urban projects.

From applications for estate renewal, major residential, BTR, coliving and hotel schemes, to single dwellings and householder applications. From applications for commercial and industrial units, complex urban regeneration and large-scale mixed use schemes, to fine grain or detailed development control, our approach is the same.

Iceni was instructed by Greystar to lead the preparation of a detailed application at the former GSK headquarters and former Sunblest bakery site in the London Borough of Ealing.

This application obtained approval for a residential-led mix of uses including: 1,965 new homes (including an element of affordable housing); 21,443 sqm of flexible commercial and community floorspace in use classes A1, A2, A3, A4, A5, B1, D1 and / or D2, a new two-form entry primary school, new pedestrian bridge across the canal, car and cycle parking, landscaping and associated works. Iceni has coordinated the planning application submission, including the Environmental Impact Assessment. The application was submitted in September 2016 following engagement with the local community, Council and GLA and approved at Committee in March 2017.

Iceni continues to act through the construction process with regards to the necessary planning conditions to enable prompt delivery on site, and most recently obtained approval of a Minor Material Amendment for an additional 153 homes enabled by, and helping to facilitate, a modular build.

In addition to this, amendments to the scheme have incorporated changing the construction methods of the build to rent blocks to modular construction, amending the site’s landscaping scheme, and amending the triggers of Conditions to better suit the construction process, where necessary. Iceni are also managing the discharge of planning conditions as and when necessary to allow Greystar to deliver the scheme promptly on site.

One Portal Way


Iceni Projects have been acting on behalf of the site owners Imperial College London and their appointed Development Managers Frame RE. The proposals are to redevelop the current employment site for the provision of much needed new homes, workspaces, shops, community space and public green spaces.

The site is strategically located between North Acton station and the Acton Elizabeth Line station, and within walking distance from the future HS2 hub in Old Oak, making it one of the bestconnected areas in the UK. As a result, the area, which forms part of the Old Oak and Park Royal Development Corporation (OPDC), has undergone dramatic change over the past few years.

One Portal Way is the largest and most centrally located site in North Acton. However, the site is currently inaccessible to the public being surrounded by security features, railings, parking and vehicle access points associated with the site’s current tenant Currys plc (formerly Dixons Carphone). Therefore the site presents a significant opportunity to bring about real and much needed change to the public realm offer in North Acton. The proposed scheme maximises the site’s potential to knit together other developments, forming a new vibrant place with a 1.8-acre central public garden.

The scheme comprises 1,325 new homes including homes for rent and sale, 35% of which will be affordable. On top of this, the scheme includes mix of co-living, coworking space, studio space and purpose-built workspaces.

Iceni Projects led the design team on the project and coordinated the submission of the planning application on our client’s behalf.

B&Q Cricklewood Lane | Cricklewood

Iceni projects have secured a resolution to grant for a mixed use, residential led scheme on the B&Q site on Cricklewood Lane in Cricklewood. Currently an underused site comprising retail warehouse units, the proposal sees the delivery of 1050 new dwellings, with ancillary retail & commercial uses at ground floor.

The permeability of site is enhanced by the provision of some 45% of the site being given over to publicly accessible space. Notably, the scheme also provides a new civic square for Cricklewood alongside enhancements to the existing Cricklewood Green which is a designated Asset of Community Value.

The proposal provides a mix of conventional housing, both market and affordable, and Build to Rent elements with flexibility in the outline application to adjust the quantum of each through the Reserved Matters Applications stage. The proposal follows the GLA ‘fast track’ route via the provision of 35% affordable housing and has been carefully negotiated through the application process with the GLA and TfL.

The proposal generated a notable amount of local interest, requiring various meetings with community groups and stakeholders, which we managed by Iceni Projects Engagement Team.

Queensmere Shopping Centre | Slough Central

The Queensmere and Observatory Shopping Centres, are located within the heart of Slough Town Centre. The sites have been earmarked for regeneration by Slough Borough Council for over ten-years, with clear aspirations for a development which could transform the Town Centre and provide a significant uplift in the number of homes.

Iceni was instructed by British Land as the Planning Consultant, to lead on the planning application strategy and submission – to redevelop the Queensmere shopping centre part of the site to provide up to 1,600 residential units, up to 40,000 sqm of office floorspace, and between 5,500 and 12,000 sqm of flexible town centre commercial retail and community floorspace, as well as the potential for a live music venue or cinema. The scheme also has the potential to significantly enhance the public realm, through the provision of a Town Square, Local Square and Urban Park.

Given the scale of the proposals and the long term nature of the development, achieving maximum levels of flexibility for the proposed development was of critical importance. Given the importance of the site to the Council and to the future regeneration of Slough, Iceni was involved in over two years of pre-application engagement with officers at Slough, where positive discussions were had resulting in the proposals submitted to planning. The proposals were submitted through an Outline Planning Application with all matters reserved in October 2021.

Hayes Park Hillingdon

We are currently advising Marson Property on the conversion to residential and wider masterplanning of this iconic former office campus in Hayes.

Following Iceni’s long-term involvement with the site, where we provided planning strategy advice to feed into the sale of the site, and submitted a Permitted Development application for the change of use of one of the buildings, Marson Property retained Iceni as strategic advisor and planning consultant to take the project forward through the planning process.

Given the Grade II Listed status of two of the buildings, Iceni Heritage and Townscape are providing design advice and consultancy support to ensure the heritage significance of the buildings can be retained and enhanced, whilst also enabling wider development opportunities.

This truly unique site presents a fantastic opportunity to breathe new life into these abandoned listed buildings, bringing the site back into full use. Iceni are working alongside Studio Egret West to develop a comprehensive masterplan and place strategy for the site, which will include 250 new homes, leisure, retail, and flexible workspacecreating a new destination for the local community.

The site context presents a wide range of complex planning and heritage issues. As well as the listed building challenges, the whole site is within the Green Belt, has poor transport accessibility, and the proposals will result in a significant loss of office floorspace. To add to this, the planning strategy has sought to address the challenging political context, which includes managing the relationship between Hillingdon and the GLA.

Old Kent Road


We advised Toys R Us Properties (UK) Ltd on the redevelopment of the 760 Old Kent Road with a major new above station mixed use development.

The site represents a unique opportunity to bring forward an iconic development in the heart of one London’s most important regeneration areas. The site occupies a strategically important and prominent position within the Old Kent Road Opportunity Area and is surrounded by several high-profile development sites, that either have planning permission or are in the planning pipeline. Through these new developments and regeneration, the area will be transformed from an isolated former retail and industrial thoroughfare into one of London’s new thriving mixed use communities.

Being the future location of one of the Bakerloo Line Extension stations, 760 Old Kent Road represents one of the most important sites on the Old Kent Road. We led on extensive discussions and worked collaboratively with the Council, GLA and TfL to bring forward multi-level mixed use development that will deliver a new Bakerloo Line underground station, a new town centre and public square, a significant number of new homes and commercial uses, all within a series of high density tall buildings rising up to 48 storeys.

Museum Street


We are currently advising Lab Tech on the comprehensive redevelopment of this prominent site in Holborn.

The site is currently occupied by 16 storey Travel Lodge hotel and a multi-storey NCP car park, representing one of the final available development sites in the wider St Giles regeneration area.

The site represents a rare Central London opportunity to bring forward an iconic development in the heart of one London’s most important opportunity areas. The site occupies a strategically important and prominent position within the opportunity area and is surrounded by several high-profile development sites that have either been built out or are in the planning pipeline.

Through these new developments, the area is be transformed into a thriving new mixed use community. We are currently working collaboratively with Camden Council, the GLA , TfL, Historic England and other key stakeholders through extensive pre-application discussions to bring forward a major mixed use development on the site.

The proposed development will deliver 35,000 sqm of new floorspace, comprising office, residential, retail, leisure, a 21 storey tower, the refurbishment of listed buildings fronting on to Oxford Street, and major public realm improvements.

Crown House


Iceni Projects acted on behalf of joint clients, Be First Ltd and Lightquote Ltd, to secure a Committee resolution to grant planning permission for 396 new homes and flexible commercial floorspace in Barking Town Centre. Be First Ltd are effectively the development arm of London Borough of Barking and Dagenham (LBBD) Council with a mandate to drive regeneration in the Borough.

The high-density development comprised a 20 storey and a 29 storey tower within close walking distance of Barking Station, on a site which was a key regeneration objective of LBBD.

The 396 units comprised 43% affordable housing; comprising a mix of low cost rented, affordable rented, and shared ownership units.

The design evolution of the scheme was informed by various site constraints including an adjacent Grade II listed Church, residential buildings and existing roads on three sides of the development effectively making it an island site. Working closely with the design team Iceni Projects sought to provide planning advice geared at maximising the development potential of the site whilst balancing the prevailing planning constraints to ensure a high-quality development could be delivered.

Abbey Road


On behalf of EcoWorld (formerly known as be:here), Iceni Planning, together with Iceni Heritage, Transport and Engagement, were instructed to prepare and submit an application for 597 new homes for private rent. The development comprised four inter-linked buildings of between 6 and 15 storeys in height, together with circa. 500 sq. m of flexible commercial floorspace, located adjacent to the River Roding in Barking.

Working closely with the appointed project team, Iceni undertook thorough pre-application discussions with the London Borough of Barking and Dagenham, the GLA, Historic England, TfL and local stakeholders, to ensure the resulting planning application was determined promptly.

During the determination period, Iceni negotiated with the Greater London Authority in respect of affordable housing, highways matters, cycle parking and the London Plan housing standards. These matters would have proved restrictive to the applicants model for build to rent accommodation, however the negotiations were successfully completed well within the statutory 13-week determination period.

The application was heard by LBBD Planning Committee in April 2016 and planning permission granted in December that year. Work has now commenced on-site, with the first homes forecast to be available in 2020.

Leven Road Gasworks


We are currently advising St William on the redevelopment of the former Poplar Gasworks site at Leven Road. Having been redundant for over a decade, this major 8 hectare strategic site will transform the riverside location and make a significant contribution to the ongoing regeneration of this part of Tower Hamlets.

Currently in pre-application discussion with Tower Hamlets and the Greater London Authority, the emerging proposals for the site include 2,800 new homes, a 1 hectare park, a 6 form entry secondary school, flexible workspace, retail and a riverside pub.

The pre-application process has been informed by an extensive engagement programme. This has included public consultation events, community stakeholder workshops on open space and identity, drop-in exhibitions, a Development Forum public meeting, one-to-one meetings, attendance at community events such as the Big Local Fun Day, Mother and Toddler Coffee Mornings, and Aberfeldy FC training sessions.

The scheme received planning permission in March 2019.

Elephant Park


Iceni Engagement have supported Lendlease through multiple Reserved Matters Applications on Elephant Park, the challenging redevelopment of the Heygate Estate in Elephant & Castle.

Ciron Edwards, Engagement Director, has coordinated all public consultation and community stakeholder engagement on the project for the past eight years. Extensive and consistent community and political engagement has helped the project move through the highly controversial masterplanning phase on the project that underwent high levels of public, political and media scrutiny, and onto a more productive phase where the last three Reserved Matters Applications have been granted planning approval under delegated powers.

Overall the project includes over 3,000 new homes, the largest new park in central London for 70 years, 31,750 sqm of business, retail, community and leisure space, and a new, council managed, leisure centre.

Iceni Engagement are pleased to be continuing to support Lendlease through the remaining phase of the project that is due to complete in 2025.

The scheme is being delivered as part of the wider Central Foundation Boys School Masterplan and will deliver best-in-class office accommodation that meets the requirements of tenants.

Iceni advised Feldberg Capital on the acquisition, preapplication, planning and post submission stages for the Parklife project.

The scheme delivers a 90,000 sqft commercial campus through a two storey roof extension, the refurbishment of all existing floorspace, a new F&B unit and ground and roof level as well as through new soft and hard landscaping that draws its inspiration from the adjoining Wandsworth Park.

The Eversholt


Iceni advised Feldberg Capital on the phased refurbishment and repositioning of the Eversholt, a 110,000 sq ft listed building in Euston.

Working closely with Camden Council, we developed a bespoke heritage and planning masterplan approach for the building. This culminated in 13 x separate planning, listed building consent and advertisement consent applications to secure these enhancements.

Flitcroft House Camden

Iceni Projects have been advising Estates & Agency Group on the comprehensive refurbishment and extension of Flitcroft House, located on Charing Cross Road in the London Borough of Camden.

The scheme was granted planning permission in 2023 and comprises a cut and carve refurbishment of the existing office space, two new office floors, a roof terrace and best in class end of journey facilities. Given the site’s location within a conservation area, the restoration of the historic façade at ground floor level and refurbishing the existing façade to its original condition was a key means in which to unlock the development potential of the site.

Iceni Projects provided planning consultancy services for works to 99 Charterhouse Street near Barbican. The development comprises a three-storey upward extension and six storey rear extension, as well as provision of new roof terrace amenity and other external alterations to the building. Planning permission was granted by the London Borough of Islington in June 2023.

Iceni advised Highbridge Estates on the comprehensive refurbishment of the Grade II listed 141 Moorgate above Moorgate Station.

The scheme included the provision of new M&E equipment, replacement windows and new interventions at ground and roof level to ensure the building is brought up to modern day EPC and quality standards.

Sites don’t start with, and aren’t defined by, planning policy. They’re defined by people. And people bring a melting pot of ideas and opinions.

Not everyone will necessarily share the view that a site needs developing, regenerating or renewal, especially in areas undergoing massive amounts of change or those where nothing has happened despite the will to see it happen.

They are sites that often mean more to people than an abstract red line on an OS plan, where physical and social barriers override site boundaries. Where people have a connection to their incidental bit of city they call home.

They have a past, they have a present and a future. Just like people.

Added Value Vu.City

In order to understand the townscape performance of development proposals and their potential effects on the sensitive environments, we recommend testing important townscape views using 3D London model Vu.City, available under Iceni’s software license. Vu.City allows development proposals to be understood within their context through a virtual ‘walk around’. This approach allows the townscape implications of a scheme to be understood at the earliest opportunity and design modifications to be tested quickly.

We can accurately place architects’ models into Vu City and provide a high level townscape and heritage commentary for the benefit of the client team. To be able to undertake tests, we will require the Architects to provide us with their 3D model exported as an FBX file. Detailed guidelines on the requirement are provided on the Vu.City website: https:// Importantly, files need to be geo-located. If the architect has any difficulty geo-locating or needs to provide geo-location details separately, we can work with Vu.City themselves to place it.

The public sector is increasingly adopting Vu.City, including London Councils, such as Lambeth, Southwark, Tower Hamlets and Westminster, and national bodies such as Historic England. The GLA confirmed recently that the Mayor is intending to provide a ‘publicly available’ 3D model of London by the end of the year, while the new London Plan places new emphasis on 3D virtual reality and other interactive digital models to inform plan-making and decision-taking, and to engage Londoners in the planning process.

iSite pulls together a number of services to enable the promoter of a project – but equally the respective consultant, local authority, consultee, local community and wider interested party – to gain the knowledge and understanding of a site or location that historically has only been possible from an in-depth site visit. Moreover, many projects are of the size and scale that even a physical site visit renders difficult to comprehend.

The key focus of iSite is to provide an intelligent digital design and consultation tool. This incorporates the use of drone photography, 360° camerawork (think Google Street View for buildings), interactive, virtual consultation halls and project web sites that can pool together all of the information for effective file management and sharing. So, whether you need to initiate an initial site survey appraisal, team site visit, pre-application meeting, public consultation event or committee presentation, iSite can help.

The Sustainable Development Scorecard

The National Planning Policy Framework (NPPF) has running throughout it the ‘golden thread of sustainable development’. In spite of this, there is no clear-cut, NPPF-based assessment criteria to consider a site or project’s sustainable development credentials, making current assessment processes both tricky and subjective.

The Sustainable Development Commission was established to address this recognised issue with our planning system. Made up of a balanced cross-section of industry professionals, the Commission has debated the issues and found solutions, culminating in the creation of the Sustainable Development Scorecard.

The Scorecard website is free to use and accessible to anyone with a vested interest in development, including developers, architects, planners, community groups and members of the public. By crystallising the NPPF’s guidance into a simple, online analysis tool, the Commission aims to provide a more consistent approach to sustainable development, leading to a more sustainable built environment.
