Investing in Children. Strengthening Community.

What a year! For the Children’s Service Fund of Jackson County, 2022 will always be celebrated for the renewal of the CSF thanks to the success of County Question One. Not only did Jackson County voters overwhelmingly renew the sales tax that supports our work, but the amount was also doubled and extended into perpetuity. Without the tireless work of a coalition of children’s services providers and community volunteers who worked on behalf of the CSF, this accomplishment would not have been possible. As one of our Board members observed, this win was bigger than a vote count or sales tax. This was a commitment by the community to take care of children every day…a commitment we take seriously.

As we think about taking care of children and the services they receive, we want to make sure those services are impactful. As such, we spent much of last year working on the creation of our Community Impact Framework. Engaging partners and key stakeholders through surveys, listening sessions, and focus groups allowed us to build a framework whereby focusing on the impact areas of Prevention and Resilience would lead to strengthened mental health, reduced abuse & neglect, and increased skills and knowledge around personal safety and social emotional well-being for children across our community. This framework also lays the groundwork for future CSF funding in the areas of Capacity Building and Collaboration by considering how those new areas of investment can support Community by leveraging increased capacity and expanded partnerships to drive growth and development.

There is much to celebrate in looking back, and much to anticipate in looking forward. 2023 will be a year of great change for the CSF as we prepare to support additional partners and additional programs and services on behalf of Jackson County kids. This expansion in our work will see us grow our team, which in turn will require us to find a new home. While much will change, our mission remains: Investing in Children. Strengthening Community.

HOME AND COMMUNITY BASED INTERVENTION

These important services allow children and youth to access behavioral health interventions in their homes and communities.

We fund 10 service areas to promote the mental health and social-emotional well-being of Jackson County children 19-years-old and younger.

INDIVIDUAL, GROUP, AND FAMILY COUNSELING

Supportive services promote the wellbeing of children and families with psychological evaluations, mental health screenings, and therapy.

Children and youth build resilience through services that develop social-emotional skills, enhance coping skills, strengthen relationships, and increase community engagement—ultimately decreasing the likelihood that they will develop substance use and mental health issues.

Young parents are supported in the development of positive parenting skills, receiving adequate counseling and behavioral health services, and resources and referrals for additional support needs.

Safety and stability are vital to healthy development. These services provide up to 30 days of shelter for youth experiencing abuse, neglect, homelessness, or other housing barriers.

Counseling and supportive services are an integral part of programs that help youth transition from homelessness to safe living arrangements.

CRISIS INTERVENTION

In response to acute mental health crises, these services focus on rapidly restoring a child’s baseline functioning.

OUTPATIENT SUBSTANCE USE TREATMENT

Youth and families receive therapeutic services including assessments, early intervention, educational, counseling, therapy and aftercare.

RESPITE CARE

Families with kids get access to temporary emergency shelter during crises or periods of stress in order to safely preserve the family unit.

Our unique funding model ensures that partner organizations get the critical support they need while taxpayers feel confident that their dollars are being well spent. Instead of a traditional grant approach, we reimburse for actual program expenses, enabling us to stay accountable to taxpayers and partners.

In addition, every year we are audited by an outside firm to ensure accuracy and compliance in our financial records. For maximum transparency, we post complete audit results on our website.

Reserve funds released in response to the continued impact of COVID-19 allowed program support beyond 2022 sales tax revenue received. Financials are subject to change upon completion of 2022 audit.
