Biden’s mission: End the ‘season of darkness’ SUSAN MILLIGAN

After three days of a Democratic National Convention that bemoaned a nation in despair, Joe Biden, on the night of Aug. 19, offered a promise of hope, saying America was a country of “good and decent people” who could unite to overcome the historic crises facing them. “It’s time for us, we the people, to come together. We can overcome this season of darkness in America,” Biden said, accepting “with great honor and humility” the Democratic nomination for president. “This is our moment to make hope and history rhyme… Love is more powerful than hate. Hope is more powerful than fear. And light is more powerful than dark. This is our moment. This is our mission. May history be able to say that the end of this chapter of American darkness began here tonight as love and hope and light joined in the battle for the soul of the nation,” Biden said. It was hardly a moment the former vice president could have envisioned even a few years ago. It is his third run for the presidency, having lost in 1988 and 2008, and skipping 2016 as he grieved the death of his son, Beau. He came in fourth in the Iowa caucuses, and fifth in New Hampshire, making his campaign look nearly dead before he scored a landslide win in South Carolina. The pandemic meant Biden had to

deliver the most important address of his career in an audience-less room at the Chase Center in Wilmington, Delaware (though cheering supporters greeted Biden and vice presidential nominee Sen. Kamala Harris, along with their spouses, with fireworks afterward, and in cities around the nation people watched outside and applauded). But Biden stared down the camera and delivered a blunt, sometimes emotional address to American voters, his voice rising in anger as he discussed President Donald Trump’s record and choking when he recalled his late son, Beau. Things are awful right now, Biden said, with more than 170,000 Americans dead from the coronavirus, families and small businesses suffering from the economic downturn and civil unrest as the nation grapples with systemic racism. Vote me in, Biden said, and I’ll get to work to fix it and heal the nation. At times, Biden sounded like he was delivering an Oval Office address during a national crisis, ticking off what he would do for economic equality (make the wealthy and large corporations pay their “fair share” of taxes) and the pandemic (providing rapid testing, instituting a national mask mandate and making sure there is adequate, Americanmade protective equipment). With clear agitation over Trump’s proposal to reduce the payroll tax,

If I’m your president, we’re going to protect Social Security and Medicare. You have my word,” Biden said in a pledge clearly directed at senior citizens who have been moving away from Trump in polls and who could determine the election in states like Florida and Arizona. Biden made a pitch to working class voters – a key part of Trump’s 2016 base – by recalling the respect for hard work and the dignity of having a job he said his father had

instilled in him as a child. Biden used the opportunity to detail his “Build back Better” plan to create infrastructure, technology and manufacturing jobs. And he could not contain his disdain for Trump, who Biden (who never mentioned the sitting president by name) said cared only about himself. “What we know about this president is if he’s given four more years he will be what he’s been the last four years – a president who takes no responsibility, refuses to

And he did,” Biden said. “And so can we.” The final night of the convention had its humorous moments. The host of the event, actor Julia LouisDreyfus, who has won Emmys for her comical role as a vice president in “Veep,” mentioned the campaign text message short-code of 30330 as both the year Trump would finally release his tax returns, and his real golf score when he isn’t cheating. Billionaire former New York City Mayor Michael Bloomberg cast Trump as a failed businessman and asked, “would you rehire, or work for, someone who ran your business into the ground? And who always does what’s best for him or her – even when it hurts the company? And whose reckless decisions put you in danger? And who spends more time tweeting than working? “If the answer is no, why the hell would we ever rehire Donald Trump for another four years?” Bloomberg said. A group of Biden’s primary foes held a joint video appearance to rally around the man who emerged victorious after the South Carolina

primary in February and went on to beat them. Sen. Cory Booker of New Jersey asked Sen. Bernie Sanders of Vermont why Booker’s own girlfriend (actor Rosario Dawson) liked the Vermont lawmaker better. “Because she’s smarter than you,” Sanders joked back at Booker, a Rhodes Scholar. Businessman Andrew Yang noted that “the magic of Joe Biden is that whatever he does becomes the new reasonable.” Former South Bend, Indiana Mayor Pete Buttigieg got serious, talking about Biden’s empathy when he told Buttigieg that a campaign staffer the former vice president also knew, had suffered a family tragedy, so the then-primary foe would be sensitive to that fact, Buttigieg recalled. And Biden, too, pledged to serve the entire nation if he is elected. “While I will be a Democratic candidate, I will be an American president. I will work as hard for those who didn’t support me as I will for those who did,” Biden said. “That’s the job of a president. To represent all of us, not just our base or our party. NOTICE TO THE PUBLIC OF THE APPLICATION OF VIRGINIA ELECTRIC AND POWER COMPANY D/B/A DOMINION ENERGY VIRGINIA FOR REVISION OF RATE ADJUSTMENT CLAUSE: RIDER US-4, SADLER SOLAR PROJECT, FOR THE RATE YEAR COMMENCING JUNE 1, 2021 CASE NO. PUR-2020-00123 On July 1, 2020, Virginia Electric and Power Company (“Dominion” or “Company”) filed with the State Corporation Commission (“Commission”) an application (“Application”) for approval of its first annual update filing, with respect to its Rider US-4 (“2020 Annual Update” or “Update”) for the Sadler Solar Facility, an approximately 100 megawatt (“MW”) utility-scale solar photovoltaic generating facility located in Greensville County, Virginia (“US-4 Solar Project” or the “Project”). The Commission approved the US-4 Solar Project and granted a certificate of public convenience and necessity for the US-4 Project subject to specific conditions and requirements on January 22, 2020. Subsequently, the Commission approved a rate adjustment clause, Rider US-4, effective for usage on and after June 1, 2020, authorizing the Company to recover costs associated with the construction of the US-4 Solar Project. The RAC Order required the Company to file its annual Rider US-4 application on or after July 1, 2020. Because the Project is not yet in service, the 2020 Annual Update does not include any information related to performance or adjustments related to the Performance Guarantee required in the CPCN Order. According to the Application, the total forecasted costs for the US-4 Solar Project are $145.6 million (excluding financing costs), or $1,456 per kilowatt at the 100 MW (nominal AC) rating, with cost variances from the original estimates, both upward and downward and within specific cost categories and subcategories. The updated budget forecast included in the Application reflects actual capital expenditures through December 31, 2019, and projected capital expenditures through December 31, 2021, with monthly projections of capital expenditures used to determine the revenue requirement for the 2020 Annual Update. The total revenue requirement requested for recovery in the Application for the Rate Year beginning June 1, 2021, is $11,871,320. The Company states that it used a return on common equity of 9.2% in this proceeding, consistent with the Final Order in Case No. PUR-2019-00050. The Company states that the proposed Rider US-4, to be implemented on June 1, 2021, will increase the residential customer’s monthly bill, based on average usage of 1,000 kWh per month, by $0.07. Interested persons are encouraged to review the Application and supporting documents for the details of these and other proposals. TAKE NOTICE that the Commission may apportion revenues among customer classes and/or design rates in a manner differing from that shown in the Application and supporting documents and thus may adopt rates that differ from those appearing in the Company’s Application and supporting documents. The Commission entered an Order for Notice and Hearing that, among other things, scheduled a public hearing on February 17, 2021, at 10 a.m., to receive testimony from public witnesses and the evidence of the Company, any respondents, and the Commission’s Staff. Further details on this hearing will be provided by subsequent Commission Order or Hearing Examiner’s Ruling. The Commission has taken judicial notice of the ongoing public health emergency related to the spread of the coronavirus, or COVID-19, and the declarations of emergency issued at both the state and federal levels. In accordance therewith, all pleadings, briefs, or other documents required to be served in this matter should be submitted electronically to the extent authorized by 5 VAC 5-20-150, Copies and format, of the Commission’s Rules of Practice and Procedure (“Rules of Practice”). Confidential and Extraordinarily Sensitive information shall not be submitted electronically and should comply with 5 VAC 5-20-170, Confidential information, of the Rules of Practice. The truth sometimes is black and white REV. PROFESSOR KEITH MAGEE Before I belong to a race, party, or gender, I belong to God. I believe that we’re all made in the image of God. As a follower of Jesus, I’m committed to the greatest of his commandments: to love the Lord my God with all thy heart soul and mind, and to love my neighbor. America has long suffered from the sin of racism. Race is a social construct that was designed to create powerlessness, division, and fear amongst those who had been enslaved and deemed soulless. Today, as the election approaches, we stand at what I hope will be a key turning point in history. In the midst of the terrible division, sickness, fear, and grief we have experienced in recent months, we have a real chance to unite all America’s people in the causes of civility, healing, hope, and justice. To do this, we must remove Trump from office. US political party. As we celebrate this important moment, let us also rejoice in the myriad things that make us all so different and yet all so alike, all so unique, and yet all God’s children. president. However, it is now crucial that white women are galvanized to vote overwhelmingly for a male Democrat to take that office and perhaps pass the mantle on to a Black woman (in what would be another historic first). I believe that, as running mates, Joe Biden and Kamala Harris embody the unity and solidarity we all long for. Women understand perhaps more than anyone our country’s need for togetherness right now. But we have to ensure that all women feel part of our movement, and that must include white women. I am a Black man for whom many pivotal moments in life have come through White women believing in me. Marie Bennett hired me, in spite of my dyslexia, to work on a project of federal significance. Caroline Cracraft, whom I adore as my British mum, is the reason why I have a life in the United Kingdom. It was a ‘Karen’ who gave me courage to soar beyond where I was eight years ago and to flourish, fulfilling what I thought at the time were unrealistic expectations. My first “granddaughter”, Eleanor Irene, was born on 07/07/2020. She

happens to be White. She’s the daughter of my Jordan, who came to work for me as an intern in 2009. Jordan had lost both of her parents and was navigating her life as a beautiful soul without them. Ever since, I have loved her, and her growing family, as my own, because that is what they are. I want our Democratic Party to reflect all their hopes, needs, and aspirations, just as it must those of their Black sisters and friends. I am so grateful to the white women who did and do understand the call of justice and equality within their hearts and souls. Many have stood beside us in the fight for equal rights, including Juliette Morgan and NAACP founders Mary White Ovington and Florence Kelly. Countless White women played an active role in recent anti-racism demonstrations, not just in the US, but all over the world. They give me hope. But I am also afraid. We are at a daunting place. Our opponents may outnumber us in some of the states we need to carry, and they

I am worried for the America that our ancestors died to build, where our parents endured so much for us to have fairer opportunities and where is so much still to overcome. I am worried that as we rejoice in Biden’s choice of a Black woman as his running mate, we may forget to open our arms to the white women whose support we so badly need. We must do everything in our power to maximize the impact of the BidenHarris symbol of unity and hope. We must ensure that white women of every age and socio-economic group also see themselves reflected in our messaging, our campaigning, and in those whom we ask to endorse us. So here is my prayer, my Lord: Let this be a moment to heal the soul of America with love, compassion, equality and dignity. Let us be careful not to create another divide, but instead build a bridge to our collective humanity. Let us not make this a polarizing moment, but let us be all-inclusive and united. Let us inspire every single voter to join us, whatever their gender, and whatever the color of their skin happens to be. Let us beat Trump together. Rev. Route 644 Pope Swamp Bridge Replacement Isle of Wight County Willingness to Hold a Public Hearing Find out about the proposed Route 644 Pope Swamp Bridge Replacement that will replace a bridge structure crossing over Pope Swamp on Route 644 in Isle of Wight County.
