From darkness to light: COVID-19 survivor shares her story as a patient and clinical trials participant a plane. The weight of the air was on my chest, and I couldn’t breathe,” she said. “My vision was cloudy, blurred.” In the bathroom, White missed the toilet, fell and injured her ankle. She tried calling out to her husband, but she couldn’t scream. Back in her bedroom, everything was blurry. “Everything on my nightstand looked like it was falling off. I’m trying to hold everything, so nothing’ll fall, and then it hit me — this stuff isn’t moving,” she said. “It’s me.” That’s when she dialed 9-1-1. At the hospital, White had a fever and was diagnosed with COVID-19. Isolated in her room following safety precautions, her only connection to her large, close-knit family was through video chats and calls. “It’s such a darkness with this illness,” White said. “It’s such a dark place, and it’s confusing.”

By JACKIE KRUSZEWSKI It started with a rash. Henrico resident Kathy White, 61, began feeling sick in March. When she discovered a rash on her arms and legs, she visited her local clinic, fearing an infection. Diagnosed with bronchitis, she was sent home with medication. But these were the early days of the COVID-19 outbreak in the United States. White’s primary care physician recommended she be tested. The number of cases had been going up, and White was coughing. White and her husband drove to Hampton for the test. Symptoms worsen White’s cough quickly worsened, and her body temperature wouldn’t regulate. “I had on two pair of flannel pajamas, a flannel robe, two pair of footies, two blankets, sitting in front of the heater and I could not warm up,” she said. “And I just kept coughing.” One night she woke up to a sensation she said she’d never forget. “I got up to go to the bathroom, and it was like the change in altitude on

Staying strong for family “I kept a lot to myself because I wanted to be strong for my family,” White recalled. “I held so much in. I was telling my family, ‘Everything’s fine, everything’s fine.’ But I was sick.” The damage to her lungs made talking exhausting. Trying to maintain a positive outlook added to her fatigue. It was hard not to dwell on the plans she’d made for spring. White and her husband were supposed to go to Texas to see their kids and grandchildren. A long-time dream to attend a horse race with girlfriends was cancelled. And White had a backyard cookout planned for her husband’s birthday, a playlist of his favorite music already assembled. White credits nurses for getting her through the lonely, isolating experience of hospital quarantine. They created a sitcom-style family with roles and campy scenarios. One nurse brought her product for her hair. When another nurse spent an hour at her bedside administering the clinical trial drug sarilumab, they danced to a playlist White had compiled for her husband’s birthday. “I had four nurses,” White said. “I don’t think I would have pulled through if it weren’t for them.” “Minutes into meeting Ms. White, I could tell she had a great sense of humor and we were going to get along seamlessly. We made the best of a bad time together,” said Elizabeth Cox, one of White’s nurses. “If I can create a happy moment for one of my patients, even if it’s just for a few minutes, I feel like I did my job.”

Advocates urge Va. to protect tenants after SCOVA dismisses petition seeking to halt eviction hearings Advocates and lawmakers are urging Virginia Gov. Ralph Northam to protect tenants from unfair eviction and stop preventable spread of the virus after the Supreme Court of Virginia dismissed requests to halt eviction hearings due to COVID-19 health risks in Petersburg. The Supreme Court dismissed a petition for a writ of prohibition to stop the Petersburg General District Court from hearing over 90 eviction cases on May 19. In a one-page order, the Court dismissed the petition, stating it had “reviewed the pleadings

and exhibits and finds the record is insufficient to warrant the granting of the writ of prohibition.” The petition was filed on behalf of a low-income tenant whose eviction case was scheduled to be heard on May 20. The tenant, Edwards, 31, is mother to a nine-year-old child with special needs and worked as a customer service agent at Richmond International Airport. She became unemployed in March due to the COVID-19 crisis and applied for unemployment in April but has yet to receive unemployment benefits.

In an affidavit submitted to the Supreme Court of Virginia, Edwards stated she feared for her health were she to attend court on May 20 and likely could not locate housing without violating the governor’s shelter in place order. The writ of prohibition, filed by attorneys from the Central Virginia Legal Aid Society and the Virginia Poverty Law Center, asked the Supreme Court of Virginia to order the Petersburg General District Court to stop hearing eviction cases until they ensured evictions prohibited by the CARES Act were screened from being heard and complied with the Supreme Court’s May 6 order directing all courts to communicate essential health and safety information to litigants, such as policies for gaining admission to court buildings and how to request remote hearings. Although the Supreme Court has educated local courts about the new federal and state laws protecting tenants, they have not taken action to guarantee these rights to tenants who are unaware of their rights. The Legal Aid Justice Center (LAJC) sent a letter on May 17 to the Supreme Court of Virginia requesting the court ensure that no eviction lawsuit be accepted for filing during the federally protected period, that courts determine if an order for possession or writ of restitution in an eviction case is prohibited by the CARES act, and that courts ensure access and safety for those required to be in court. The court’s earlier response on these issues did not fully address these requests. “For Ms. Edwards, it is fortunate that she could take the risk to go to court today and request the 60-day continuance,” said Kateland Woodcock, the Central Virginia Legal Aid attorney who represented Edwards before the Petersburg court and obtained a 60day continuance of her eviction case. “As attorneys, we are concerned about the vast majority of tenants who will not have a lawyer and will not know that there are new federal and state laws that could prevent their eviction.” Of the 94 cases scheduled for hearing, default judgments were issued in approximately 43 cases, meaning the tenant did not appear to contest their eviction case, and orders were entered giving the landlords authority to evict. On May 20, the Virginia Poverty Law Center and 20 members of the Virginia General Assembly sent a letter to Northam urging him to declare a statewide eviction moratorium.

(from page 1) Deciding to join a clinical trial was easy White enrolled in the sarilumab trail at VCU, one of several active clinical trials for COVID-19 patients. Joining a clinical trial, she said, gave her purpose. “I just felt like, that’s the least I could do to contribute to cleaning up this mess.” Sarilumab is approved to treat rheumatoid arthritis, a disease that causes inflammation. Researchers hope it can reduce the dangerous inflammatory effects of COVID-19 on the lungs and keep patients off a ventilator. White was on oxygen while hospitalized but never needed a ventilator to breathe. “We’re so grateful to patients like Kathy for joining in these trials,” said Antonio Abbate, M.D., Ph.D, a co-investigator on the sarilumab trial and an associate director at the C. Kenneth and Dianne Wright Center for Clinical and Translational Research. “The only way to learn more about this disease — and to save lives — is research and trials. The data we can contribute with the help of volunteers like Kathy are invaluable.” VCU Health notes that from the start of the global pandemic, their clinicians, with the help of

Dr. Antonio Abbate the Wright Center, have moved quickly to bring experimental drugs like sarilumab to the hospital for clinical trials. Patients treated at VCU Health have had access to treatments only available at a major research institution, according to the health system. Nearly all VCU Health patients with COVID-19 have volunteered for a trial. “To be able to survive it, you just feel like you’ve got to do something,” White said. Though some participants receive a placebo, White is sure she received the experimental medication. Within a week, her lung function started to improve. She’s grateful her treatment was successful, especially seeing the toll the virus took on her providers, who took their own risks to be there for her. “I started figuring I needed to live

for them,” White said. “They were willing to die for me.” Emotions run deep White feels guilty about how she may have spread the virus inadvertently before her diagnosis. Even though she’s been given the all-clear by the health department, she still fears going out in public. “I know I can’t stay in this house forever,” White said. “But I don’t want anybody to come to my house, and I don’t want to be around anybody, because the thought of passing this to somebody scares me.” White’s voices quivers at the thought of putting someone else through what she’s been through. She struggles to come to terms with her survival, as she knows others who have lost family and friends.

She also worries about the health care providers, who gave her so much hope. Recovery slow but steady Now living at home, White still gets winded easily and trembles on occasion. But she’s phasing in her return to work, and she hopes to attend her first horse race this year. She intends to plant her garden, and she looks forward to some good meals. White wants people to take the coronavirus seriously, but she’s concerned about a world in which we can’t be close — where hugs and handshakes are dangerous. Because that’s exactly what the world needs more of, she said — love, kindness and forgiveness.- - VCU News

OP/Ed: Don’t hold Biden hostage ANNETTE M. ALSTON Seven prominent black women activists have made a strong case, and a bit of stir, in a Washington Post op-ed, “Biden Still Needs Black Women. Here are 3 Things He Needs to Do.” Tiffany Cross, Lotosha Cross, and Sunny Hostin were among the writers who strongly suggested Biden’s running mate be a black woman. Their argument is quite clear: Black women are first in the voting booth to elect Democratic presidents, and now first in line risking their lives as essential workers, therefore, we should be rewarded for that. In addition, a black woman could electrify the base in a way that others may not. And I agree, the right black woman would get the black vote out en masse, a la Obama’s elections of 2008 and 2012. However, if we break this momentum, we will own it. If we take this tack, the results, good or bad, win or lose, fair or not, will be ours. The question is this: if we appear to hold Joe Biden hostage with a demand to have a black woman as vice-president, are we alienating people we need? I’m not just referring to white people. I’m referring to the rainbow that we need to energize, mobilize and organize. In this country, black people make up 13 percent of the population. Latinx make up 10 percent, Asians and others make up 5 percent or less. Non-white people make up approximately 27 percent of the electorate. If everyone of the black people that could vote, voted, our 13percent would not get us over the finish line alone. Yes, it’s important to make demands. God knows we should have done it when we actually had a black president-why didn’t we demand in 2008 and 2012 that Obama put a black woman on the Supreme Court, the exact move Biden is promising now-but did not? We also have to always be strategic. We can't win alone.

PUR-2020-00035 On May 1, 2020, Virginia Electric and Power Company (“Dominion” or “Company”) filed with the State Corporation Commission (“Commission”) the Company’s 2020 IRP pursuant to § 56-599 of the Code of Virginia (“Code”). An IRP, or integrated resource plan, as defined by § 56-597 of the Code, is “a document developed by an electric utility that provides a forecast of its load obligations and a plan to meet those obligations by supply side and demand side resources over the ensuing 15 years to promote reasonable prices, reliable service, energy independence, and environmental responsibility.” Pursuant to § 56-599 C of the Code, the Commission is required to determine, within nine months of filing, whether an IRP is reasonable and in the public interest. Dominion states that it serves approximately 2.6 million electric customers in Virginia and North Carolina and that the Company’s combined service territory in these two states covers approximately 30,000 square miles. As indicated in its IRP, Dominion is a member of PJM Interconnection, L.L.C. (“PJM”), a regional transmission organization in the Mid-Atlantic region of the United States. The Company states that the IRP was prepared for the Dominion Energy Load Serving Entity within PJM. According to the Company, the IRP encompasses the 15-year planning period from 2021 to 2035. The Company states that the 2020 IRP focuses on presenting alternative plans to achieve clean energy mandates, including those set forth in the Virginia Clean Economy Act (“VCEA”), which will become law effective July 1, 2020. The Company states that the VCEA establishes a mandatory renewable portfolio standard aimed at 100% clean energy from the Company’s generation fleet by 2045 and requires the development of significant energy efficiency, solar, wind, and energy storage resources. The IRP states that the VCEA also mandates the retirement of all generation units that emit carbon dioxide as a byproduct of combustion by 2045, unless the retirement of a particular unit would threaten grid reliability and security. Based on other new legislation, the Company states that it expects that Virginia will soon become a full participant in the Regional Greenhouse Gas Initiative, a regional effort to cap and reduce carbon dioxide emissions from the power sector. As required by a prior Commission Order dated March 9, 2020, the 2020 IRP also includes a Virginia residential bill analysis (“Billing Analysis”) showing projected annual impacts to a residential bill over the next ten years, as compared to the bill of a residential customer using 1,000 kilowatt hours (“kwh”) per month as of May 1, 2020. Based on the Company’s Billing Analysis, the monthly bill of a Virginia residential customer using 1,000 kwh per month is projected to be between $168.58 and $171.20 by 2030, an increase of between $52.40 and $55.02 over the current level of $116.18. This projected increase reflects a compound annual growth rate of 3.6 percent to 3.7 percent. The Commission entered an Order Establishing Schedule for Proceedings in this case that, among other things, scheduled a public hearing at 9:30 a.m. on October 27, 2020, in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive opening statements, testimony, and evidence offered by the Company, respondents, and the Commission’s Staff on the Company’s IRP. This oped came after Benjamin Todd Jealous, the former president/CEO of the NAACP, openly pushed for his longtime friend and fellow civil rights activist. If so, I definitely understand and relate. She should have become governor of Georgia. And she would have become governor if the Voting Rights Act had not been dismantled. But dismantled it is, and this is yet another obstacle we have in front of us that we did not have when Obama ran in 2008 and 2012. That means that whoever Biden puts in place as his second in command must be strong among all racial demographics because we are going to have to work twice as hard to win. Biden has promised us our first black woman Supreme Court justice. In 50 years of black activism on the liberal and radical spectrum, this is the first time I can remember a major, electable Democratic presidential candidate actually promising blacks something specific. A Supreme Court justice-a lifetime appointment that can change American life drastically-is much more important than the vicepresidency. (Ask our happily married LGBTQ brothers and sisters in about that.) Vice President lasts for four to eight years and presides over the Senate but only votes when there is a stalemate. Supreme Court justices makes decisions and vote on crucial constitutional issues like voting rights. The Washington Post oped writers correctly explain that the key to securing a seat on the Supreme Court is having control of the U.S. Senate. And that happens by mobilizing the 2020 base. Agreed, but we have to make sure we galvanize the entire base. No one should feel excluded.
