Year round school coming to Hopewell Public Schools

Last week the city of Hopewell voted to adopt a new year-round curriculum making Fall 2019 the last traditional school-year for the district. The new schedule will begin in the summer of 2020, and will be the first of its kind in the state. Hopewell students will still have instruction for 180 days, but in lieu of 90day semesters, those days would be broken up into 45-day quarters of class. Each quarter will be followed by a three-week break, except during the summer, when they will have a six-week break. Parents would also have an option during the time-off periods to send their children to school for extra learning or enrichment. Hopewell Superintendent Meldoy Hackney celebrated the big switch stating, “We’re getting ready for the implementation phase now. I’m tired, but excited.” The vote passed even though some members of the board had reservations.

School board member Wesley Joyner voted against the change, saying he doesn’t want Hopewell to end up being the failed test subjects of an experimental curriculum. “If a balanced calendar is really all it’s chalked up to be, why isn’t everyone else on the calendar,” he said. To its credit however, there are some schools in the surrounding area that have tested the waters. In Chesterfield, Bellwood Elementary has already implemented yearround schooling. Additionally, the school system expects a second elementary school to transition in the fall. In the meantime, Hopewell still has a year to wait and still has to get final approval because funding will have to come from the state.

Warner pushes DoD to address problems with military housing

As part of his ongoing fight for military families facing hazardous living conditions, U.S. Sen. Mark R. Warner (DVA) is urging the Department of Defense (DoD) to establish a temporary housing advisory group to assist the military services in addressing widespread health hazards in private military housing. In a letter to Acting Secretary of Defense Patrick M. Shanahan, Sen. Warner emphasized the need for an independent group capable of providing neutral analysis and advice to the department in order to develop long-term solutions for servicemembers and military

families. “As the military services determine the best path forward, multiple perspectives and deep expertise in housing, state and local housing regulations, and environmental hazards are necessary to determine next steps and make stronger agreements. Clearly, these areas are not the core expertise of the Pentagon leadership, nor are they part of a military leader’s career trajectory. Housing is not a core mission of the Department of Defense,” wrote Sen. Warner. “Therefore, I urge you to establish a temporary advisory group for the Department of Defense – a high-level group of

independent experts, well-versed in these issues who can assist the department in this process.” Stressing the need to reopen and renegotiate 50-year agreements between the services and the military housing companies, Sen. Warner urged Acting Secretary Shanahan to convene a housing advisory group composed of 10-15 subjectmatter experts tasked with analyzing the current Military Housing Privatization Initiative as well as the agreements between the private companies and military services. This group would provide recommendations related to housing, real estate, public health, and environmental

hazards in order to ensure that military families do not continue to be subjected to health threats, including persistent mold blooms, water leaks, and rodent and insect infestations. The letter also states that, once established, the advisory group should ensure that any agreements between the services and private companies codify the following: •Ensure that independent and credentialed housing inspectors provide regular inspections and oversight at the housing units to ensure safe, secure and highquality housing;

(from page 3) •Ensure that companies are adhering to state, local and regulatory laws related to environmental hazards. If these standards have not been determined by these authorities, DoD should establish standards in coordination with the EPA, and require that these companies adhere to standards for these hazards, including mold; •Require these companies to utilize appropriately credentialed and/or skilled contractors for health, safety and environmental problems across the services; •Ensure that tenants have direct access to a true housing advocate, who assists the servicemembers and their families; •Ensure there exists an independent, third-party arbiter who can assist in resolving disputes between the tenants and the companies in a fair and transparent manner; and •Determine penalties when these companies fail to provide safe and healthy housing, whether that be withholding rent payments, incentive fees, cancelling the contracts or alternative mechanisms. This letter is the latest in a series of multifaceted efforts

by Sen. Warner to ensure that military families in Virginia and throughout the nation can count on high-quality housing free of health, safety, and environmental hazards. Recently Warner wrote to four private military housing companies requesting a plan of action from each company on how they intend to tackle the deplorable health hazards documented by military families. Recently, Warner hosted roundtables in Norfolk, Fort Lee, and Fort Belvoir with affected families who were upset by conditions in their homes and frustrated about the lack of response from the military services and their respective housing companies. Additionally, earlier this year, Warner introduced the Ensuring Safe Housing for our Military Act – legislation that would create stronger oversight mechanisms over private military housing, allow the military to withhold rent until issues are resolved, prohibit contractors from charging certain fees, and require the military to withhold incentive fees to poorly performing contractors.

The proposed restriction is 6.5 miles. Through truck traffic on Templeton Road (Route 638) would be restricted between Courtland Road and Wilkinson Road. Through truck traffic would also be restricted on Lansing Road (Route 631) between Halifax Road and Templeton Road. The proposed alternate route for trucks is as follows: From Templeton Road (Route 638), take Courtland Road (Route 35) west to Interstate 95 (I-95) south to Exit 33, Cabin Point Road (Route 602) From Lansing Road (Route 631), take Halifax Road (Route 604) south to Rowanty Road (Route 623) The proposed alternate route is 7.48 miles. History commonly points to late August in the year 1619 when some “20 and odd Negroes” originating from Angola arrived in the British colony of Jamestown, Virginia as the first documented enslaved Africans to land in what is now The United States of America. Fast forward to 2019 through the continued metamorphosis of the African American, we mark the 400th anniversary of our arrival as men and women still fighting for equal rights, justice and freedom. Our resilience is unmatched. To commemorate the 400year anniversary of the first enslaved Africans’ arrival in the United States, NAACP leaders, activists and entertainers will travel from Jamestown, Virginia, to Jamestown, Accra, as part of Ghana’s “Year of Return” initiative. Jamestown to Jamestown represents one of the most powerful moments in the history of the Black Experience. We are now able to actualize the healing and collective unity so many generations have worked

to achieve in ways which bring power to our communities in America, Africa and throughout our Diaspora. A Plea to Help Military Families I write today to strongly encourage the Department of Defense to convene a temporary housing advisory group of outside experts to assist you in determining the best long-term solutions for addressing pervasive health hazards in private military housing across the military services. This group would analyze the current Military Housing Privatization Initiative, established in 1996, as well as the agreements between the military services and the private companies, and offer recommendations to strengthen accountability and improve the quality of housing. I have been deeply concerned about health hazards, including mold, lead, and rodent infestations in private military housing in the Commonwealth of Virginia and across the country. The Navy, Marine Corps, Army and Air Force have almost 12,000 privatized homes throughout the Hampton Roads region at Little Creek, Fort Story, Naval Station Norfolk, Oceana, and Joint Base Langley-Eustis, as well at Wallops, Dahlgren, Quantico, Fort Belvoir, and Fort Lee. Lincoln Military Housing, Clark Realty Capital, Balfour Beatty Communities, and Hunt Military Communities currently manage these units. For this reason, I introduced the Ensuring Safe Housing for our Military Act with Senators Dianne Feinstein, Tim Kaine and Kamala Harris, to begin reforming the privatized housing program to ensure that our servicemembers have safe, secure and high-quality housing. This legislation would create stronger oversight mechanisms over private military housing, allow the military to withhold rent until issues are resolved, and prohibit the private companies from charging certain fees. It would also require the military to withhold incentive fees for poor performance.

While I am glad to see that the military services are taking some steps to address these hazards, including establishing call centers for current and former housing residents to address housing related environmental hazards, and establishing a tenant bill of rights, systematic change must occur in the program. These 50-year agreements between the military services and the military housing companies must be re-opened and renegotiated to tackle the problems that have been identified. As the military services determine the best path forward, multiple perspectives and deep expertise in housing, state and local housing regulations, and environmental hazards are necessary to determine next steps and make stronger agreements. Clearly, these areas are not the core expertise of the Pentagon leadership, nor are they part of a military leader’s career trajectory. Housing is not a core mission of the Department of Defense. Temporary voucher program for caregiver respite

Virginia families who care for a loved one with disabilities or chronic conditions can apply for up to $400 reimbursement for respite costs under a limited voucher program offered by the Department for Aging and Rehabilitative Services. Priority will be given to assisting caregivers for loved ones with dementia, as well as helping grandparents or relative caregivers providing care to a child under age 18 or an individual between the ages of 19 to 59 who has a severe disability.

Those who qualify and are approved may receive up to $400 reimbursement for costs related to respite. The program will distribute vouchers for reimbursement from a federal grant limited to $118,834.00, which closes by July 31, 2021. Respite is short-term, temporary relief for those who care for family members, which can help reduce the strain on caregivers so they can continue to provide for their loved ones. An estimated 450 families could be helped by the voucher program, part of the Commonwealth’s efforts to support a statewide network of coordinated caregiver respite services. DARS collaborates on the efforts with the Virginia Caregiver Coalition, which works to improve the experience of care giving through education, advocacy and access to resources. Respite could be the help a father

with Alzheimer’s receives from someone at church who stays with him for a few hours once a week so that his caregiver, his adult daughter, can attend to her family and her health. It could also be the respite a couple whose young son has cerebral palsy receives when the child attends a week-long overnight summer camp. Examples of respite services for which families can apply for reimbursement include: •An in-home program, where services are provided in the family’s home or a care provider’s home •A center-based program, where family caregivers bring the care recipient (e.g., child, adult, aging individual) to a facility to receive respite care •A child or adult care center, a summer or weekend camp, or family day care home or adult

family home which provides temporary care in addition to regular child or adult care services •Assisted living or nursing home respite programs To apply for the Virginia Lifespan Respite Voucher Program: •You must be a Virginia caregiver of a child, or an adult, who reside full-time in your household. •The primary caregiver for the person receiving care must apply for the funds. You may receive up to one $400.00 benefit. •You may not use voucher funds to reimburse household expenses or daycare; for example, so that the caregiver can go to work. Not everyone who applies will be approved and those who have benefited from the program in the past will be ineligible for the current program. PUR-2019-00069 •Dominion Energy Virginia (“Dominion”) has applied to update its Rider T1 by which it recovers certain transmission and demand response program costs. •Dominion’s request represents an increase of $271 million annually, which would increase the bill of a typical residential customer using 1,000 kilowatt hours per month by $6.71. •A Hearing Examiner appointed by the State Corporation Commission will hear the case on June 19, 2019. •Further information about this case is available on the SCC website at: http://www.scc.virginia.gov/case. On May 7, 2019, Virginia Electric and Power Company d/b/a Dominion Energy Virginia (“Dominion” or “Company”), pursuant to § 56 585.1 A 4 (“Subsection A 4”) of the Code of Virginia, filed an application (“Application”) with the State Corporation Commission (“Commission”) for approval of a rate adjustment clause designated as Rider T1. In this proceeding, Dominion seeks approval of a revenue requirement for the rate year September 1, 2019, through August 31, 2020 (“Rate Year”). This revenue requirement, if approved, would be recovered through a combination of base rates and a revised increment/decrement Rider T1. Rider T1 is designed to recover the increment/decrement between the revenues produced from the transmission component of base rates and the new revenue requirement developed from the Company’s total transmission costs for the Rate Year. The total proposed revenue requirement to be recovered over the Rate Year is $919,682,244, comprising an increment Rider T1 of $445,489,325, and forecast collections of $474,192,919, through the transmission component of base rates. This total revenue requirement represents an increase of $271,214,490, compared to the revenues projected to be produced during the Rate Year by the combination of the base rate component of Subsection A 4 (the Company’s former Rider T) and the Rider T1 rates currently in effect. References in this notice to “transmission” are inclusive of demand response costs identified in Subsection A 4. Implementation of the proposed Rider T1 on September 1, 2019, would increase the average weighted monthly bill of a residential customer using 1,000 kilowatt hours per month by $6.71. The Commission entered an Order for Notice and Hearing that, among other things, scheduled a public hearing on June 19, 2019, at 10 a.m., in the Commission’s second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive testimony from members of the public and evidence related to the Application from the Company, any respondents, and the Commission’s Staff. Ayesha Curry and black social media

Ayesha Curry is wildly popular these days. Besides her being the wife of Golden State Warriors point guard and NBA star Stephen Curry, she also has her own cooking show on the Food Network and she also is a cookbook author. Outside of Steph, she is definitely making a name for herself and doing good things. Recently though, she admitted that despite the perfect exterior of her being happy with Steph that all is not perfect when it comes to the way she perceives herself. She recently made this statement when appearing on Jada Pinkett-Smith’s Red Table Talk: “It bothers me and it has honestly given me a sense of a little bit of an insecurity is the fact that there are all these women throwing themselves at Steph. But me, like the past ten years, I don’t have any of that. I have zero, I know it sounds weird, but zero male attention. So then, I begin to internalize it and wonder is something wrong with

me.” At that point, the other ladies in the Curry crew along with Pinkett-Smith began to try to clean up what was said, but the damage was already done according to social media. At that point, men and women began to throw their opinions out there about the whole situation and that is exactly when the power struggle on social media, much like in life, began yet again. It seems as if every single topic this day and age in Black America isn’t ever about understandings and trying to grow together with each other. In this one, you saw men posting about women and generalizing them while women were taking their shots to generalize all men and down them for their opinions. What both sides failed to realize is that men and women both had opinions on both sides of the fence here and that all men were not on both sides of the fence either. The Ayesha Curry comments were just

a bystander in the fight for supremacy in Black America. Many times, women may not even believe in something another woman says and still support it just because of it being a woman. And a man may support a man just because it is a man. Either way, does not mean either situation is right or wrong. The fact remains that we socially cannot come together, share opinions and come to conclusion son anything or even make attempts, for the most part, to understand each other much these days because it seems like we are much too concerned with who has the upper hand in the argument. All the while we are fighting for who is better, we are ultimately losing the battle we could all win together. We all have differences of opinion and that will never change. We are all human and have our own minds. What we have continued to do is allow those differences of opinions to divide us even more as

a community and stunt our growth even more. Imagine if we could get over the differences we have as a Black community and become one. The power we would have in this world would be amazing. Imagine another Black Wall Street or imagine us being able to funnel money through our own communities. Instead, we continue to take issues like this one with Curry and continue the power struggle. We need each other and that will never change. The problem is we never can understand that eventually we are all we got. We are never going to agree on everything in this world. Men are just built different than woman and vice versa. What we can do is work together, listen and understand each other better. Until men and women in Black America understand that, we will never be able to get ahead in this world and show how powerful we truly can be. –Mike Patton

You can almost feel the sincerity and emotion in every word NBA legend and champion Dwyane Wade wrote in a heartfelt public letter to his wife, actress Gabrielle Union, for Mother’s Day. The recently retired basketball icon finally publicly addressed his major transgression six years ago where he fathered a son with current “Basketball Wives” star Aja Metoyer while dating Union. Most observers thought the power couple’s relationship would instantly implode. However, the 46-year-old “Being Mary Jane” star found it within herself to forgive him after being put in an “impossible situation.” And Wade thanked “Gabby” profusely for making him a better man, father and son and for making life “fun.” Of course, Union and Wade, 37, went on to get married and are raising Wade’s three sons together. And now, they are raising their “miracle” daughter Kaavia together. Wade delivered this powerful message to his loving wife: “I put you in an impossible situation and some how you helped me come out of it stronger. I wanna say Happy Mothers Day to my best f—— friend! Thank you for the Mom that you already are to our miracle Kaavia. Thank you for stepping in and raising those boys just like they were your own. Thank you for forgiving me. The Obamas go Hollywood, set to launch films with Netflix

By Stacy M. Brown When Former President Barack Obama occupied the White House, it wasn’t uncommon to see a myriad of celebrities meeting with the Commander in Chief and First Lady Michelle Obama. Some even called Washington, D.C., “Hollywood East,” because of the popularity of the Obamas even among superstars. Now, one year after launching their production company, “Higher Ground Productions,” the Obamas have officially gone Hollywood. The former president and First Lady have announced seven projects that are scheduled to be developed and released in the years to come. The projects include “American Factory,” a documentary from this year’s Sundance Film Festival that examines the

clash of cultures in Ohio when a Chinese billionaire sets up a new factory in the old General Motors plant and hires some 2,000 blue-collar Americans. The film was acquired by Higher Ground Productions in partnership with Netflix, where the Obamas have a content deal. “Crip Camp” is also a documentary acquired by Higher Ground and Netflix, currently in production with support from the Sundance Institute, according to Entertainment Weekly which reported that the film will follow a ramshackle summer camp for disabled teenagers in the early 1970s that helped set in motion the disability rights movement in America. “We created Higher Ground to harness the power of storytelling. That’s why we couldn’t be more excited about these projects,” President

Obama said in a statement from Higher Ground. “Touching on issues of race and class, democracy and civil rights, and much more, we believe each of these productions won’t just entertain, but will educate, connect, and inspire us all.” Michelle Obama added: “We love this slate because it spans so many different interests and experiences, yet it’s all woven together with stories that are relevant to our daily lives.” According to Entertainment Weekly, other projects include a non-fiction series based on Michael Lewis’ best-selling book “Fifth Risk,” a damning examination of the Trump administration’s impact on America’s key government agencies; “Bloom,” a period drama exploring the upstairsdownstairs worlds of women and people of color in a post-

WWII New York; a scripted anthology series called “Overlooked,” based on the New York Times’ obituary column about people whose deaths were not initially reported by the paper; and a feature film adaptation of author David W. Blight’s Pulitzer Prize-winning biography, “Frederick Douglass: Prophet of Freedom.” There is also a preschool series with the title, “Listen to Your Vegetables & Eat Your Parents.” That series is described as taking young children and their families on a global adventure to learn where their food comes from. It’s a project that’s reportedly closely connected with Michelle Obama’s “Let’s Move” initiative that she spearheaded during her tenure as First Lady to get all Americans more access and education to eating and living healthily.

Ice Cube’s battle to buy regional sports networks More and more, black athletes and entertainers are looking to expand beyond the field of expertise that gained them fame, notoriety and riches, and leverage these positions to help them make their same mark in the world of business. There are black people who successfully transitioned from their respective art or sport, turning themselves into well-respected businesspeople and a positive example of what entrepreneurship looks like. The life of the late rapper and entrepreneur Nipsey Hussle personifies this point. However, Ice Cube, Nipsey’s West Coast predecessor and elder—or “O.G.”—in the rap game and one of the founding fathers of the hiphop genre known as “gangsta rap,” has been blazing big time business trails of his own for the past two decades. Many are familiar with O’Shea “Ice Cube” Jackson, either from his days as a rapper in the group “N.W.A.,” or from his acting roles in popular movies such as “Boyz In The Hood,” and the “Friday,” “Barbershop,” and “Are We There Yet?” series of films. However, in 2017, Ice Cube decided to delve into previously uncharted business waters by getting involved in professional sports as one of the founders of the BIG3 professional 3-on-3 basketball league. The BIG3 features 12 teams coached by former NBA All-Stars and Hall of Famers, with rosters made up of players who have all competed professionally, either in the NBA or overseas. The BIG3 league has become one of the premier events for basketball fans during the summer, a time when there isn’t a lot of competitive professional basketball going on. Now entering its third season, Ice Cube is looking to take the next step in not only raising the profile of his professional basketball

brand, but his personal profile as a black business mogul. In early April, with his FOX Sports contract having expired at the conclusion of the 2018 BIG3 campaign, the league inked a new deal to have games televised on the CBS network. However, armed with a high-profile group of investors with deep pockets of their own, Ice Cube has a much bigger vision. But reaching that goal won’t come without challenges, or a fight. “The BIG3 is not part of the old boys club and that doesn’t sit well with a company like Charter, which has been called out many times for unfair treatment of minority organizations and for consistent disregard of its own customers,” Ice Cube said in a statement regarding his investor group’s bid to purchase 21 regional sports networks (RSN). The channels include networks in markets such as Atlanta, Dallas, Detroit, and Los Angeles. Ice Cube and the BIG3, should they win the bid, would then have the foundation in place to build a

brand new national network with original programming, sports, and other culturally relevant content. In an April letter written by the BIG3 to the Federal Communications Commission and the Department of Justice, the company accused Charter Communications of interfering with the BIG3’s investment group—which includes Ice Cube, fellow hip-hop legends LL Cool J and Snoop Dogg, basketball Hall of Famers Magic Johnson, Julius “Dr. J” Erving and Clyde Drexler, tennis star Serena Williams, comedian Kevin Hart, and other prominent figures in sports and entertainment—bid to purchase 21 regional sports networks currently owned by Disney, which the company acquired in its recent merger with FOX. Disney has until June to sell the RSNs if they want to avoid antitrust issues in the future. BIG3 said that Charter threatened to drop the RSNs from the cable networks it owns should they come under new ownership. Pre-emptively

making this threat would effectively lower the current $10 billion price package. However, what makes the move curious is that Liberty Media, Charter’s largest shareholder, is also bidding for the RSNs. Charter has been accused before by a black man for biased practices. In 2016, Byron Allen filed a $10 billion discrimination suit against the company, accusing them of not giving networks owned by minority groups the same broadcasting opportunities as White-owned media companies. “In response to our filing, Charter says they are willing to talk to ‘whomever.’ Given their consistent animosity toward diverse ownership groups with inclusive messages like ours, we say we don’t believe them. Anyone who looks at the facts won’t either. They have done everything they can to keep us from owning these RSNs and that’s why we have asked the FCC and the DOJ to investigate,” Ice Cube said in a statement.

(from page 13) In response to the letter, Charter didn’t explicitly push back against the allegations, saying, “Charter currently has an agreement to carry these networks and welcomes the opportunity to discuss a future carriage agreement for these networks with whoever ultimately owns them, including Big3. Regardless of who owns the programming, we approach all negotiations with the same singular objective of reaching carriage agreements that best meet the needs of our customers.” The BIG3 met on April 17 with the antitrust division of the DOJ, two days after the deadline to enter bids for the RSNs. Others in the bidding include conservative media company Sinclair Broadcast Group, Major League Baseball in partnership with Liberty Media. At press time, it was unclear if anything regarding the sale had been resolved. Cori Harvey, an attorney who specializes in business law, economics and entrepreneurship, said the mere fact that Ice Cube, LL Cool J, Serena Williams and other athletes and entertainers have joined forces to purchase the sports channels is deeply significant. He predicts a ripple effect on blacks and the larger black community. “If this succeeds, even the attempt I think, represents movement along a much-needed path,” said Harvey, a former law professor at Florida A&M University. It shows that it takes generations to shift into this space of access and mentorship. African Americans have had to build across generations. This is also our Horatio Alger story. Hip hop and sports is often how we pull ourselves up by our bootstraps.” “This is a coming-of-age story. This is an example of employees buying the company. It shows that many hands make light work.” Dr. Wilmer Leon, III, agreed. “This is incredibly, incredibly important if we’re ever going to have a chance of moving our situation forward,” he said. “We’re seeing major assets and more media assets falling into fewer and

The LEGACY fewer hands.” Dr. Leon, who teaches at Howard University, said it is gratifying to see this clique of celebrities coalescing around a common goal. It’s important, he added, that the group appears to have the financial wherewithal to withstand whatever challenges they may face. “They are not immune (to being derailed) but their financial wherewithal gives them a definite mechanism to withstand challenges,” said Dr. Leon, the political scientist, author, columnist and talk show host. “These resources put them at another level. They’ll have resources to pay an attorney like Willie Gary.” The most immediate challenge is apparently Channel Communications and Liberty Media. According to the New York Post, BIG3 accuses Charter Communications of conspiring with Liberty Media and the owner of the Atlanta Braves and was trying “to pollute the bidding process.” Harvey said, without knowing all the details, if Charter and Liberty Media may have engaged in, these tactics, it may be simply cut throat business as usual. “I think a part of this is learning how to function in this environment,” she said. “It may not necessarily be a race-based issue. This may be a competitive obstacle. Some people may react viscerally to black people seeking to jump into the bidding, but the black celebrities are dealing with people who have had generations of exposure to this playing field. We see people battling for six inches of land, not willing to give up an inch of ground. Business is no different.” “This is the cost of doing business. Throwing money to thwart the opposition isn’t unusual. It’s a part of the game, a part of the business. They are creating barriers to entry for all competition.” Dr. Leon said those entering business and other arenas should come prepared to make a difference. “The only way to change the game is that you gotta play the game,” he said. “And the only way to win the game is to play the game. It may be a White man’s game, but I’m not ready to give it to them yet.”
