How much of a tax break should businesses that received federal loans get? GRAHAM MOOMAW

VM - Because COVID-19 hasn’t hit Virginia’s economy as hard as officials thought it might, Gov. Ralph Northam says policymakers will have an extra $730 million to work with as they finalize the next state budget. Instead of building that revenue into a spending plan that includes raises for public employees and funding boosts for pandemic-rattled school systems, some business groups want the state to use its newfound flexibility to offer more tax relief to companies that took federal Paycheck Protection Program loans to get through the crisis. “When small businesses see in the news that the state has this money, I think they’re going to be very vocal to their elected officials that this is something the state can do,” said Nicole Riley, Virginia’s state director of the National Federation of Independent Business. About $12.6 billion in PPP loans flowed to thousands of Virginia businesses during the pandemic, with an average loan size of about $107,000. The goal was to give employers a cash infusion so they could keep paying workers even if business withered amid shutdowns and stay-at-home orders. As long as the money was spent on valid expenses like payroll, rent and utilities, the loans were forgiven. That’s where the tax issues come into play.

Even though the loans essentially turned into grants, Congress has decided the relief money shouldn’t count as taxable income and should be tax-deductible. Because Virginia and other states have to decide whether to conform their own tax policies to federal rules, state policymakers had to make their own decisions on how to treat PPP loans. Virginia, which can’t print money and has a constitutional obligation to balance its budget, isn’t treating PPP money as entirely tax-exempt. That means some businesses might get a state tax bill for taking funds

they thought were supposed to be a lifeline to keep people employed. Forgiven PPP loans won’t be treated as taxable income, but Gov. Ralph Northam’s administration has argued expenses Virginia businesses covered with federal money shouldn’t be deducted from business income. In other words, a company with $500,000 in profits that took a $100,000 PPP loan wouldn’t be able to count PPPcovered expenses against its income to lower its taxable net profit to $400,000. Making the PPP money

deductible, according to Finance Secretary Aubrey Layne, creates a double benefit for loan recipients, letting businesses that were able to get free federal money use it to get a tax break that won’t be available to businesses that missed out on the PPP funds. “These guys got a lot of help,” Layne said in an interview. “Other people got nothing.” Conforming Virginia’s tax policy on PPP loans to the federal rules, Layne said, could mean a revenue hit of up to $500 million over the

Why are older blacks less likely to seek mental health care? Study seeks answers

Older African Americans living in U.S. counties with a higher population of Black residents are less likely to pursue mental health treatment, according to a study led by a Virginia Commonwealth University School of Social Work professor. The findings of the study, “The Role of County Characteristics in Mental Health Service Use by Older African Americans,” suggest that policymakers interested in reducing racial disparities in mental health care could target programs for older African Americans in geographic areas with a higher percentage of African American residents. “We know that racial and ethnic disparities in mental health and mental health care exist,” said lead author Kyeongmo Kim, Ph.D., an assistant professor in the School of Social Work. “Research showed that racial and ethnic minorities are less likely to use mental health services although they had similar mental health conditions or disorders. Beyond racial [and] ethnic group differences, we wanted to find out whether a within-group difference existed. Particularly, older African Americans have been historically discriminated against in the labor and housing market. As a result, they were less likely to get quality mental health care.” Previous research has found that older African Americans are less likely to seek mental health services, even though they experience mental health problems at rates similar to older white people. Untreated mental disorders are associated with an increased risk of morbidity and mortality and lower quality of life. So researchers are keenly interested in understanding factors that influence these racial disparities in mental health care. Kim’s study was first published in the journal Psychiatric Services in May and reprinted in January as part of an editor’s collection on racial and ethnic mental health disparities. It explores how mental health services use among older African Americans is shaped by the environment, particularly the characteristics of the counties in which they reside. It focuses on counties because they are generally the smallest administrative unit used for planning and providing social and health care services. “It is important to understand the effect of geography because accessing mental health care occurs in the community that people live in,” Kim said. “Depending on where you live, you may not

have an appropriate source of care or may not receive quality services. It will help figure out contributing factors to ongoing mental health disparities.” The study did not find an explanation for why older African Americans living in areas with a higher population of Black residents were less likely to pursue mental health care. However, it does put forward several possible contributing factors. For one, older African American adults are more likely to live in disadvantaged areas with limited access to mental health care, possibly resulting in lower service utilization. Also, mental health professionals may avoid providing services in neighborhoods with lower socioeconomic status, raising questions about the role of mental health provider attitudes and biases. The study also suggests that older African Americans living in counties with a higher percentage of African Americans may be less likely to seek out mental health care because of historical and contemporaneous discrimination by the health care system and mistrust of medical professionals. “Also, a limited mental health workforce may contribute to less use of mental health services,” Kim said. “Only about 2% of mental health professionals are Black. Research shows that older African Americans had barriers to accessing mental health care and wanted to see a culturally competent mental health professional.” Yet another possible explanation is that older African Americans may be more likely to discuss concerns with clergy or church members, rather than through mental health treatment, Kim said. The study adds to a growing body of research that examines the effect of racial segregation on mental health care. “A neighborhood with a higher percentage of African Americans can be a disproportionately affected area by racial and residential segregation that limits educational and economic opportunity,” Kim said. “Building on this study, I am working on examining the mechanism of how racial segregation affects mental health care of older racial and ethnic minorities.” In addition to Kim, the study also involved coauthors Amanda J. Lehning, Ph.D., and Paul Sacco, Ph.D., both associate professors at the University of Maryland School of Social Work.

How Can We Narrow the Black Homeownership Gap? CHUCK BISHOP Despite ongoing challenges due to the pandemic, Black Americans joined the many homebuyers looking for a space to call their own during the past year. But even against that backdrop, the homeownership gap for the Black community remains significant, and concerns remain about the overall effect the pandemic-slowed economy and historic challenges will have on long-term homeownership goals. During Black History Month, and throughout the year, it’s important to acknowledge the challenges the Black community faces when it comes to homeownership and racial equity, and also acknowledge the important work that remains. That’s especially true considering how far behind the homeownership rate for the Black community lags compared to other communities in America, and how important owning a home is to achieving the American Dream and building long-term wealth. A recent Urban Institute report warns that if no policy measures are taken to address the significant homeownership gap, homeownership rates will continue to fall further behind, likely pushing more members of the Black community into renting as they age. affordable homes are challenges for many Americans, but can be even more so for potential homebuyers in the Black community. According to a 2020 report from the Urban Institute, Black households have the lowest median FICO score among all racial and ethnic groups and the greatest share of households with no credit score at all. Serving these households requires lenders and other stakeholders to work toward new solutions. The Office of the Comptroller of the Currency’s Project REACh, which we are a part of as both a founding participant and as the lead of its affordable homeownership work group, is one spot where the industry is joining hands with policy makers to address issues. At Wells Fargo, we are committed to taking steps to increase homeownership within the Black community. In 2017, we announced a commitment to help increase African American homeownership that includes $60 billion in purchase lending to create at least 250,000 homeowners over the next 10

years; a focus on increasing the diversity of our sales team including African American Home Mortgage Consultants; and dedicating $15 million toward initiatives that promote homebuyer education and counseling. While we have made progress, creating more than 72,000 homeowners to date, much work remains. As a lender, we look to support homeownership in a number of ways, from offering a broad array of products to providing high quality education to consumers. We offer educational tools about the home lending process, building credit and other important financial topics, including an interactive experience at myfirsthome.wf.com. We also try to strategize on ways to share information through community organizations and outreach. Our home mortgage consultants also are ready to guide potential homebuyers through the process, even if they aren’t ready to purchase right away. Concern for Hopewell

I am extremely concerned about the lack of access to potable water in Hopewell. Initially, residents had no water and now they remain under a boil water advisory. This is unacceptable. Access to clean potable water is essential for survival. I have prioritized water access through my time in Congress, working with my colleagues to pass legislation which included billions of dollars for clean drinking water and millions for water and waste grants to ensure a reliable supply of clean water for drinking and for sanitary waste disposal. President Biden has promised to release a major infrastructure plan in the near future. I will continue to advocate for this proposal to include updated waterpipes and purifying systems so residents know that they can count on an uninterrupted supply of clean, potable and healthy water. Immigration is an irrefutable source of our strength and is essential to who we are as a nation. The last four years of misguided policies have exacerbated the already broken immigration system and highlighted the critical need for reform. I applaud the important work done by Senator Bob Menendez and Representative Linda Sánchez to modernize our immigration system and introduce The U.S. Citizenship Act. I look forward to working with leaders in the House and Senate to address the wrongdoings of the past administration and restore justice, humanity, and order to our immigration system. This is an important first step in pursuing immigration policies that unite families, grow and enhance our economy, and safeguard our security. The legislation I sent to Congress will bring about much needed change to an immigration system where reform is long overdue. It will responsibly manage the border with smart investments. It will address the root causes of irregular migration from Central America. It will modernize our legal immigration pathways and create an earned path to citizenship for so many – including Dreamers, farmworkers and TPS holders. These are not Democratic or Republican priorities – but American ones. I’ve laid out my

A good friend died recently. At the age of 80 all his life insurance had expired and his savings was spent. His family, financially, were living from week to week. His failing health along with Covid-19 put him in an Intensive Care Unit for days apart from his family where he died. His hospitalization brought more bills and financial hardship for those left behind. Needless to say, there wasn’t any money to pay for a casket, embalming, plot of ground and a grave marker. His young adult son put together their dire scenario and sent it out to everyone his family knew. Within a week 103 friends had given $20,300 to momentarily rescue this family from their perilous situation. It was enough money to buy a casket, embalming, a plot of ground and a small grave memorial marker. Do you have 103 friends who would give $20 to $2000 each to pay for your burial expenses? I know I do not. Such an outpouring was a testimony to his life and the lives of so many he had touched. This story is a sad reminder that we must take prudent steps toward covering our burial/funeral costs and not saddle family once we die. Glenn Mollette

Too many potential buyers wrongly assume that their credit isn’t good enough or that they don’t have enough funds saved for a down payment. We also encourage potential buyers not to get overwhelmed by the concept of a down payment. Wells Fargo offers low down payment options that can help potential buyers get past that savings hurdle. Buyers can achieve their homeownership goals with as little as 3 percent down, giving them flexibility to decide how much of their savings to devote to a down payment, and how much to keep for a rainy day. In addition, a number of organizations have down payment assistance programs available that may also help. There is no single solution that will solve the challenges facing Black homeowners, but there are many steps that we can take to narrow the homeownership gap. The Virginia Restaurant, Lodging and Travel Association sent a letter to General Assembly budget leaders Wednesday asking them to consider doing more to address the “the exceptionally challenging situation of the hospitality industry.” “Without action, our members will face surprise tax bills at a time when they should be focusing on surviving the winter and the pandemic,” wrote VRLTA President Eric Terry. Legislators in the state Senate and the House of Delegates have already been working on the

issue, both seeking to offer some targeted tax relief to small businesses without going so far as to declare all PPP money tax-deductible. The House passed legislation allowing deductions for up to $25,000 of PPP money. The Senate settled on a proposal allowing deductions of up to $100,000. The two chambers will likely have to work out the details in ad hoc conference committee meetings as the session nears its end later this month. The House proposal, which only covers individual income taxes, would reduce state revenues by $36 million over the next two years, according to state fiscal analysts. The Senate version, which covers individual and corporate taxes, is estimated to have a $98 million impact. In an email Wednesday, Del. Vivian Watts, D-Fairfax, the chairwoman of the House Finance Committee, said the new budget forecast might
