Newsome set to retire from Petersburg Public Schools

Last week Marcus Newsome, 64, announced that he is retiring, and this time he means it. “It’s time for me to move to the next chapter of my life,” he said. The Petersburg Public Schools superintendent is leaving the school system on June 30, ending his 40 years in education with 16 as a superintendent. The Petersburg School Board has hired BWP & Associates Ltd. of Libertyville, Ill., to lead the search for Newsome’s replacement. Newsome was set to retire in 2016 after running Chesterfield County Public Schools, one of the state’s topperforming districts, for 10 years. Instead, with the encouragement of state education leaders, he took over

one of Virginia’s most challenged districts. Just two of Petersburg’s six public schools meet the state’s full accreditation standards. “I share your pride in knowing that we are in a much better place than we were three years ago,” Newsome said in a letter to the Petersburg School Board announcing his retirement. “Together, we have established a solid foundation for the future.” In Newsome’s three years as Petersburg’s superintendent, the district gave every student in second through 12th grade a Chromebook computer. Every student has also been introduced to computer coding. The school system partnered with Virginia Commonwealth University to establish a teacher residency

program, which places students pursuing master’s degrees in classrooms under the supervision of a mentor teacher — just like a medical residency. “The School Board and I wish that Dr. Newsome’s retirement announcement were coming several years later, yet we understand his choice and we wish him and his family all the best in the future,” School Board Chairman Kenneth Pritchett said in a statement. “We are grateful to have had Dr. Newsome as our superintendent, and we know that Petersburg schools are stronger now than we were three years ago.” Newsome, who is 65 years old, started as an art and math teacher

in the District of Columbia. He moved into school administration in Prince George’s County, Md., before being hired as superintendent of Newport News Public Schools in 2003. Three years later, he was tapped to lead Chesterfield Public Schools, the fifth-largest district in the state. He took over Petersburg, with 4,196 students, on July 1, 2016, a move one School Board member at the time equated to “Michael Jordan coming out of retirement.” “You will be missed by all of us that are following Petersburg’s trajectory but we know that you’ve laid the foundation that’s going to lead us into the future,” said James Lane, the state superintendent of public instruction.

Stoney unveils new budget plan

Possible cigarette and real estate tax hike to pay for protecting military families living in private housing

Richmond Mayor Levar Stoney laid out his budget plan last week before the Richmond City Council. "This budget marks a new beginning," Mayor Stoney said. "With this budget we have the opportunity to invest in our children, our families and our neighborhoods to build the Richmond our residents deserve." He asked Richmond City Council to approve $18.5 million to fully fund the Richmond Public Schools strategic plan and $16.2 million towards street and sidewalk repair. To help cover those costs, the mayor would like to raise the Richmond real estate tax from $1.20 to $1.29 per $100 of assessed value. Something some city council members did not agree with.

"We have jobs, we have money coming into the city. It`s waste, he`s not running this city like he should," said Councilwoman Reva Trammell of the 8th District. "We have audits, we have comparative analysis, paper work that shows we`re over spending in several departments so I`d like to see us do some of the hard work of reducing our budget before we start proposing these enormous tax increases," said Councilwoman Kim Gray of the 2nd District. Mayor Stoney also proposed a 50-cent per pack tax on cigarettes purchased in Richmond stating that "they will yield an additional $21.1 million and $3 million in annual revenue respectively." Other funding Stoney proposed included:

• $2.9 million dedicated to the Affordable Housing Trust Fund • An additional $965,000 to the Greater Richmond Transit Corporation for increased service and route frequency to those communities that need it the most • $485,000 for Richmond’s Eviction Diversion Program, the first of its kind in the Commonwealth of Virginia • Additional staffing for the Department of Citizen Service and Response and RVA311, to reduce wait times and provide a higher level of customer service to residents • Continuation of planned step pay increases for police and firefighters, a raise in starting salaries for police officers to $43,000 and a cost of living

adjustment for general city employees of 3 percent – the first increase of its kind in 15 years The mayor cautioned Richmonders should also be prepared to pay an extra $5.82 a month for utilities with natural gas rates increasing 3.5 percent and water rates increases four percent. "Most things don't get cheaper over time," he said. "[The] cost of doing city business is going up." He cited rising health insurance costs for city workers, the rising cost of caring for inmates in Richmond jail, and the rising costs Public Works contracts. Tax increases were also needed, he said, because less money was expected to come in from motor vehicle licensing and decreases in funding from both the state and federal governments.

Protecting military families living in private housing A recent survey conducted by the Military Family Advisory Network showed that more than 55 percent of respondents had a negative or very negative experience with privatized military housing. Legislation would create stronger oversight mechanisms, allow the military to withhold until issues resolved and prohibit contractors from charging certain fees.

U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) along with Sens. Dianne Feinstein and Kamala Harris (both D-CA) introduced the Ensuring Safe Housing for our Military Act, a bill to address health, safety and environmental hazards in private military housing. The legislation is in response to a recent Reuters investigation that found hazardous living conditions in privatized military housing throughout the United States, including service members and their families living in homes with persistent mold blooms, water leaks and rodent and insect infestations. “Military families deserve firstrate housing, but I have heard from many service-members stationed in Virginia that companies providing private housing consistently fail to resolve health and safety problems in a timely fashion,” said Sen.

Warner. “That’s unacceptable. Our legislation will give military officials and families more power to hold these companies accountable and make sure that they don’t get paid if they fail to fulfill their basic obligations.” “The military must act quickly to address these dangerous housing conditions, and Congress should pass legislation to protect military families from ever having to go through this again,” Sen. Kaine said. “Our bill would help improve military oversight and increase accountability. This is about making sure service members can feel safe in their own homes, and I’ll be pushing for legislation like this to be included in this year’s national defense bill.” “Service members shouldn’t have to worry about the health and safety of their families while protecting our country,” said Sen. Feinstein.

“Unfortunately, many living in private military housing are dealing with hazardous conditions with little or no recourse and a military chain of command that has failed them. Our legislation would fix that. It would withhold rent from contractors until hazards are properly fixed, require military officials to ensure all private housing is up to code and empower service members to leave any home that is unsafe without fear of financial penalty.” “Our nation’s service members and their families make daily sacrifices to protect the nation, and they deserve fair treatment and comfortable living conditions back at home. I was extraordinarily troubled by reports last year of inadequate housing conditions at Camp Pendleton and visited with families living there in order to learn more about their housing needs,” Sen. Harris said.

This legislation is an important step forward ensuring that we’re doing everything we can to provide quality housing for our service members and their families across the country.” The Reuters investigation and military advocacy groups report that the companies that operate military housing are often non-responsive, provide only superficial fixes or blame the service member for the problems. In some instances, service members have been charged fees associated with the remediation of their own homes, including fees for leaving homes with persistent hazards. They continue to promote and showcase minstrel shows like Diamond & Silk and the black community’s version of Rep. Alexandria Ocasio-Cortez, Candace Owens. Political sycophants like Lynn Patton “willingly” allow themselves to be used as props and pawns all in the name of getting a condescending pat on the head by their overseers. Congressman Mark Meadows was WRONG for the stunt he used with Patton. Let me repeat HE WAS DEAD WRONG! I know Meadows and he is a very decent guy and I know first-hand that he wants to see more blacks involved with our party, but again, what he did was wrong and stupid, not racist! The blame is to be placed on Patton. She should have had the “integrity” to tell Meadows that she would not allow him to use her as a prop but instead would be willing to submit for the record her account of her personal relationship with the Trump family. Memo to black Republicans: STOP trying to explain Patton’s situation

They are far too incompetent to successfully imitate me, despite them suing me in court over the very event that, even they admit, I created. So, last week the RNC had its perverted knock-off of my Trailblazer and, as is par for the course, they turned it into another minstrel show.

They took what was supposed to be a very solemn event that was supposed to recognize black Republicans that met three criteria: Made significant contributions to America, significant contributions to the black community, and significant contributions to the Republican Party. Their honorees were jokes and in no way met the criteria for the award. Not only was it at a nightclub, the owner is a black liberal who contributes thousands of dollars to the Democrat Party. What are the odds of Maxine Waters hosting an event at the Washington Times conference center, owned by conservative Republicans? Hmmmmm. Kamilah Prince, the black Republican staffer who oversaw the event, should be immediately fired for sheer incompetence. And if her incompetence wasn’t enough, they hired a white band to provide the entertainment. I am not kidding — a WHITE band for a black history event!!!! Can you imagine Soul Train having a country music artist on its program or the Grand Ole Opry having gangsta rapper Ice T perform? Only a black Republican would do something this stupid! Memo to white Republicans: Having a black staffer is not the

same as having a credible black staffer. Now juxtapose this with the honorees I have saluted at the “real” Black Republican Trailblazer Awards: http://www.bafbf.org/events/. February 2019 gets better. C-PAC continues to provide an annual stage for black Republican minstrel shows like Diamond and Silk, Candance Owens and other blacks who will say the most ignorant and incendiary things. I remind you that C-PAC is the same conservative group that spewed the most racist attack on former RNC chairman Michael Steele last year. Steel was the first and only black to lead our party. C-PAC even had some no-name black, Maj Toure, who said he was both using the conservative movement and being used by it. “If you can’t be used, you’re useless.” Former British Prime Minister, Winston Churchill said, “To every man there comes a time in his life when he is figuratively tapped on the shoulder and offered the chance to do a great and mighty work, unique to him and fitted to his talents. What a tragedy if that moment finds him unprepared or unqualified for the moment that could be his finest hour.” In my hypothetical court question above, the Republican Party and the conservative movement has been found unprepared and unqualified for the moment that could be its finest hour when it comes to the black community.

It would also require the military to withhold incentive fees to poorly performing contractors. Provisions of the bill include: • Basic allowance for housing: The installation commander shall withhold payment of a service member’s housing allowance until a military housing official has inspected an environmental, safety or health hazard, verified that appropriate remediation has taken place, and the service member concurs that the remediation is satisfactory. In the case that the hazard requires the service member to leave the housing unit, the housing company will pay all relocation costs. • Housing costs: Ensures service members don’t have to pay a deposit, and any fee or penalty

related to ending a lease early, except for normal wear and tear. The bill also requires contractors to reimburse service members for damage to their private property caused by a hazard. • Withholding incentive fees: Requires the Secretary of Defense to withhold incentive fees to any contractor who persistently fails to remedy hazards. • Common credentials: Creates standard credentials for health, safety and environmental inspectors across services, and including contractors, to ensure consistent inspection practices. • Additional transparency for service members: Requires the Defense Department to establish an electronic system so that service members can track and oversee their work orders. Sens. Warner and Kaine have been outspoken advocates for service members and their families, pressing the Defense Department to address the health and safety

hazards on military bases across Virginia. In August, Sens. Warner and Kaine asked the Army for a plan to address the dangerous conditions found on its bases, including Fort Belvoir in Virginia. In February, Sen. Warner met with Secretary of the Army Mark Esper, pressing for steps the Department plans to take to resolve serious health hazards in military housing. Last week, the Senators wrote to the Secretaries of the U.S. Navy, Air Force, and Army, urging each branch to make improving military housing conditions a priority and requesting more information on the existing contracts with several private companies that manage thousands of family housing units at military bases across Virginia. In November, Sen. Warner also wrote to then-Secretary of Defense James Mattis addressing what the Senator termed “unacceptable conditions” in the homes, and demanded a briefing from the Defense Department on the situation as well as a plan from

the Defense Department to ensure the safety of military families residing in private housing moving forward. Sen. Kaine called on military leaders to take immediate action to address the horrific conditions that have been found in military family housing. Last week Kaine toured housing for military families in Hampton Roads and heard from residents about their experiences with privatized military housing. Sen. Warner also met with Virginia military families, in Newport News, and heard firsthand about the hazardous living conditions they have experienced living in privatized military housing. Sen. Warner previously intervened in 2011 on behalf of military families stationed in Norfolk who described persistent problems with Lincoln Military Housing, one of the contractors identified in the recent Reuters report alleging hazardous living conditions.

R. Kelly gets emotional: “I didn’t do this stuff”

In his first interview since being charged with aggravated sexual abuse, R. Kelly told “CBS This Morning” co-host Gayle King that the accusations are lies. The charges involve four women, three of whom were underage at the time of the alleged events. He was freed on bond and is now at his home in Chicago. In the interview, R. Kelly said the accusations against him are lies. As the conversation went on, R. Kelly grew more emotional. He told King: “I didn’t do this stuff! This is not me! I’m fighting for my f*cking life!” Here is a transcript from the interview: GAYLE KING: They are still talking about you with underage girls. Do you still sit here and say you have never been with underage girls? Can you really say that? R. KELLY: I sit here and say this: I had two cases back then that I said in the beginning of the interview that I would not talk about because of my ongoing case now. GAYLE KING: OK. R. KELLY: Fair enough, but I will tell you this: people are going back to my past, OK? That’s exactly what

they’re doing. They’re going back to the past, and they trying to add all of this stuff now to that. To make all of this stuff that’s going on now feels real to people. James adds to career accomplishments, respectfully recognizes Jordan

LeBron James came into the Los Angeles Lakers’ game against the Denver Nuggets needing 13 points to surpass Jordan for fourth place on the career list. With 5 minutes 38 seconds remaining in the second quarter, he managed to force his way to the basket for a layup, giving him 14 points for the game and 32,294 for his career. For good measure, he was fouled on the play. "Of all the stuff I've done in my career, this ranks right up there at the top with winning a championship," James said. "For a kid from Akron, Ohio, that needed inspiration and needed some type of positive influence, MJ was that guy for me. I watched him from afar, wanted to be like MJ, wanted to shoot fadeaways like MJ, wanted to stick my tongue out on dunks like MJ, wanted to wear my sneakers like MJ. I wanted kids to look up to me at some point like MJ and it's just crazy, to be honest. It's beyond crazy." He reacted to the moment by hiding his face under a towel on the bench as he was swept up in emotion while the video board at Staples Center played a tribute highlighting the notable buckets of his storied career, such as his 10,000th point and 20,000th point. "It was very emotional," he said. "Very emotional. A lot of things that was going on inside of me at that point in time. I wanted to look up at the scoreboard to kind of see what was going on up there, but at the same time I didn't want to show what was going on behind

that towel, so it's just crazy. "Me and my best friends this is all we talked about was MJ. All we talked about was MJ. Outdoor courts, we used to play outdoor ball and you know in the snow in the rain in northeast Ohio and we all wanted to be MJ. We all wanted to be MJ, every last one of us. It's crazy. My high school best friends, they text me and they just can't believe it, I can't believe it, because we just remember walking up and down the Akron streets with a basketball, singing, 'I wanna be, I wanna be like Mike.'" Jordan congratulated James in a brief statement Thursday that read, "I want to congratulate LeBron on achieving another great milestone during his amazing career." James, 34, who was drafted by the Cleveland Cavaliers with the No. 1 pick in 2003 a couple of months after Jordan retired from the Washington Wizards at age 40, needed 118 more regular-season games than Jordan to reach the same scoring plateau. Yet, while Jordan has James beat in career scoring average (30.1 points per game to 27.1), James is ahead of Jordan in both rebounds (7.4 to 6.2) and assists (7.2 to 5.3). James, it should be noted, also reached the scoring mark on 1,240 fewer field goal attempts than Jordan.

"Even with the relationship not being as you would want it as you're growing up, obviously, at the end of the day what he was able to do on

the floor and off the floor throughout his playing days inspired a kid from Akron, Ohio, so that is more than enough of a relationship because he helped me feel like I could be something beyond this world as well," James told ESPN. "I mean, just listen, man. I always tell you guys, when you're an inner city kid from Akron, Ohio, like myself and my guys growing up, you look for anything, any lightning in a bottle that can inspire you, because you're put up against the numbers of failing," James said. "The percentages of guys like myself -- single-parent household, only child, underprivileged -- making it out, it's not high at all. And MJ had a lot to do with me making it out, along with my mother, along with the city itself, along with the little league coaches I had. But Mike had no idea what he was doing for a kid that was growing a 45-minute flight from Chicago when he was putting in that work. "You guys have no idea, man -- and I am trying to give it to you guys -- but you guys have no idea what MJ did for me and my friends growing up."

Director Spike Lee wins first Oscar at 91st Annual Academy Awards

Director Spike Lee, who was famously passed over for Best Film and Best Director for his 1992 film “Malcolm X,” won his first Oscar at the 91st Annual Academy Awards. Wearing a purple suit and hat and seated in the front row at the Dolby Theatre on Hollywood Boulevard in Los Angeles, Lee was nominated for two Oscars: Best Adaptive Screenplay for “Blackkklansman,” and for Best Director of the same film. Though Lee did not win for Best Director for “Blackkklansman,” the evening featured a great deal of diversity as the Director of the film “Roma,” Alfonso Cuarón, was awarded for Best Director. Lee’s production company, 40 Acres and a Mule Filmworks,

has produced over 35 films since 1983. Lee, 61, has created several memorable films including, “She’s Gotta Have It” (1986), “School Daze” (1988), “Do the Right Thing” (1989), “Mo’ Better Blues” (1990), “Jungle Fever” (1991) and “Malcolm X” (1992). When Best Actor nominee Denzel Washington, who starred in “Malcolm X,” lost to Al Pacino for his performance in “Scent of A Woman” it was considered one the biggest snubs in Oscars history. Overall, “Malcolm X” won no major awards. “It was so funny and so horrifying because it was based on the truth and truth is so precious these days,” said legendary singer and film director, Barbra Streisand,

as she introduced Lee’s film “Blackkklansman,” at the Academy Awards. Though Lee was born in Atlanta, he was raised on New York and has made Brooklyn, NY his hometown. “Our ancestors were stolen from Mother Africa and brought to Jamestown, Virginia, enslaved. Our ancestors worked the land from can’t see in the morning to can’t see at night,” he said. He paid tribute to his grandmother, the daughter of a slave, who squirreled away her Social Security checks to put him through Morehouse College and NYU film school. “Before the world tonight, I give praise to our ancestors who have built this country into what it is

today,” he said. Ending on a political note, Lee turned to the 2020 presidential election. “Let’s all mobilize. Let’s all be on the right side of history,” he said. “Make the moral choice between love versus hate,” he added, decked out in purple (a nod to Prince) and sporting the “Love” and “Hate” brass knuckles worn by the movie character Radio Raheem, played by the late Bill Nunn, in Do the Right Thing. “Let’s do the right thing! You know I had to get that in there.” Lee, who was awarded an honorary Oscar several years ago, was palpably joyful over winning his first-ever competitive Academy Award.

Toni Harris is the first woman to receive a four-year college football scholarship

Antoinette “Toni” Harris, a 22year old Black woman, is the first woman ever to attend college on a full football scholarship. She has overcome challenges brought about by her gender, build, what other people say, and even a fatal illness she was diagnosed with. In fact, she dreams of being the first woman to play in the NFL. Harris, who was born and raised in Detroit, has always been a football fan since she was 4-years old. Even though she also liked cheerleading and trackand-field, she really enjoys football the most. She started just watching her cousins play until she herself played football during grade school. Eventually, she entered the high school football team but with teammates who “weren’t really accepting,” it wasn’t easy at first. “It took them some time to warm up to me,” Harris said in an interview with Blavity. “But once they did, they were loving, they were supportive — and eventually everybody else got on board.” Harris, who was proclaimed the homecoming queen on her senior year, still had doubts with herself. Being younger and a lot smaller than male players didn’t stop her though. She realized she just has to learn to live with it. “At the end of the day, I told myself, ‘I cannot allow myself to live in fear.’ You don’t really live if you live in fear,” she

said. Her bravery has been ultimately tested when she was diagnosed with ovarian cancer at the age of 18. She lost half of her body weight and she went through remission later that year. She continued with her dreams despite people telling her she couldn’t move from high school football to college. While enrolled at Golden West College, she entered East Los Angeles College to be able to play free safety with the community college team. After two years in college football, she has received dozens of scholarship offers to play. Most recently, she marked history as the first woman to sign a letter of intent for a fouryear college football scholarship. She accepted the scholarship with Central Methodist University to continue her studies and play football in the National Association of Intercollegiate Athletics. Moreover, Harris has also caught the attention of giant companies. In January, a Toyota advertisement featuring her with a RAV4 Hybrid was premiered in their Super Bowl commercial. After college, Harris dreams of playing for her favorite team, the Seattle Seahawks, or “any other team in the NFL — as long as I got my chance,” she said. Additionally, she also plans on becoming a “homicide detective with a background in forensics.”

First ever black woman judge to be appointed in the state of Alaska In 2010, Pamela Scott Washington made history as the first black woman to be appointed as a judge in Alaska. Almost a decade since then, she still upholds the significance her position has in the community and how it allows her to help resolve conflicts through the justice system. “Justice is not just done. Justice is seen. And justice is experienced,” Washington believes. And throughout her tenure, she lives by that. As an African-American sitting on the bench in the courtroom, most people of color would express appreciation of her even as she convicts them or delivers their sentence. That is something she perceives as progress in the justice system. “I still felt that there was some respect that someone that looked like them was actually in the courtroom, and that’s, you know, we take it for granted but there’s something about that,” Washington said in an interview with Alaska Public Media. “Justice is experienced, and so I feel like we sort of up the game of justice when the court system looks like the people we serve.” During her childhood, she spent most of her time trying to fit in. She was on her 8th grade when they moved from New Orleans to Alaska. At that time, she wasn’t that much aware that she was a minority. Eventually, she learned

to do what everyone else did, joined organizations, participated in activities, and tried to reduce the gap between the different race. That’s when she realized that it is better to see the USA and its diverseness as a ‘salad bowl’ instead of a ‘melting pot’ which was the term more widely taught. Washington explained that as a melting pot, it could be deemed that “people come from all over the place and they try to blend in, and if you throw everything in a pot, we all look the same.” She, therefore, believes that “true diversity is more like a salad bowl, where you can have all sorts of ingredients… and together these flavors are pretty amazing. But you can still see each ingredient, so you don’t have to lose who you are and what you bring to the table just to really be a part of the big whole.” However, she had been honest in stating that even though people have been more aware of issues in race and inequality in Alaska and in the whole United States, it wasn’t enough to really unite people. “I think the good thing about it is, is what’s happening has made us aware and take note and be deliberate about how we move forward and how we engage with our brothers and sisters and people in the community, like us and not like us,” she said.

Henrico CASA seeks volunteers to serve as child advocates Henrico County Court Appointed Special Advocates (CASA) will hold an information session Thursday, March 21 for people who may be interested in volunteering to work in the court system on behalf of abused or neglected children. Henrico CASA is recruiting volunteers for a free, three-week

training course that will begin Monday, April 29. Classes will be held three days per week and last about six hours per session. The classes will be held during the daytime for the convenience of retirees, stay-at-home parents or others with evening obligations. Henrico CASA is a private, nonprofit organization that has worked closely with the court for more than 24 years. Working typically 10 to 15 hours per month, volunteer advocates gather information on a child’s

circumstances to supplement information provided to the court. Henrico CASA volunteers served 333 children by donating 14,473 hours during fiscal year 2017-18. Prospective volunteers must apply by Friday, April 12, be at least 21 years old, have regular access to a computer and attend all training sessions. Herring urges Congress to act against robocalls Virginia Attorney General Mark R. Herring is urging the U.S. Senate to curb illegal robocalls and spoofing by enacting the Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act. Attorney General Herring and a coalition of 54 attorneys general sent a letter to the U. S. Senate Committee on Commerce, Science, and Transportation supporting the TRACED Act. The legislation has bipartisan support and is sponsored by senators John Thune and Ed Markey. “The rise in robocalls and spoofed calls is annoying for many of us, disruptive for first-responders and health providers on call, and it can even be dangerous if there’s a scammer on the other end,” said Herring. “The TRACED Act is really important because scammers and robocallers continue to use more sophisticated technology to hide their identity and our laws must keep up. “It’s going to take state law enforcement, federal law enforcement and regulators, and phone companies all working

Herring together to get these calls under control.” In their letter, the attorneys general state that the TRACED Act enables states, federal regulators, and telecom providers to take steps to combat these illegal calls. The legislation will require voice service providers to participate in a call authentication framework to help block unwanted calls and creates an interagency working group to take additional actions to reduce robocalls and hold telemarketers and robocallers accountable. More than 48 billion robocalls

were made in 2018, making them the number one source of consumer complaints to the FTC and the FCC and resulting in millions in consumer losses. The state attorneys general work to enforce do-not-call laws and protect consumers in their states from being harassed and scammed by robocalls.
