Figure 1: The Project Cycle
This cycle highlights three main principles: 1. Decision making criteria and procedures are defined at each phase (including key information requirements and quality assessment criteria); 2. The phases in the cycle are progressive - each phase should be completed for the next to be tackled with success and; 3. New programming and project identification draws on the results of monitoring and evaluation as part of a structured process of feedback and institutional learning.
4.1.3 The Logical Framework Approach (LFA)
The LFA is an analytical process and a tool that has the power to communicate the essential elements of a complex project clearly and succinctly throughout the Project Cycle. It is used to develop the overall design of a project to improve project implementation, monitoring and to strengthen periodic project evaluation.
A crucial element of LFA is the participatory approach to project planning, implementation, monitoring and evaluation involving all stakeholders affected by the project activities and /or decisionmakers.
