IMPROVING AMBULANCE CARE FOR HEART ATTACK AND STROKE PATIENTS

Cardiovascular disease is the most common cause of death in the UK, accounting for almost two-thirds of premature deaths. It affects 1.8% of the population each year, resulting in stroke, heart attacks and transient ischaemic attacks (mini-strokes). People suffering from cardiovascular disease often have to contact emergency services, and two-fifths of acute heart attacks result in sudden death. On the Island 150 Isle of Wight residents each year are admitted to hospital following a stroke and around 100 following a heart attack. Early and effective treatment can save lives, improve long-term health and reduce the risk of future disability. However, the UK death rate from coronary heart disease and stroke is still one of the highest in western Europe. Ambulance services are well placed to deliver pre-hospital care, to improve patients¹ chances of recovery. A

new project aims to improve the delivery of ambulance service care for cardiovascular disease by ensuring that patients get the right treatment as quickly as possible. Kate Wood, paramedic and Quality Improvement Fellow with the Island’s Ambulance Service said “Fifteen Isle of Wight Ambulance Service staff have joined the improvement programme which has been running since June 2010. We have already seen a significant improvement in the care of patients who have suffered a suspected stroke. Embedding this new practice into everyday ambulance service practice will sustain this improvement.” The aims of the two year project on the Island are:- to improve treatment and care for heart attack patients on the Isle of Wight from 50 per cent to over 90 per cent; and - to improve treatment and care for stroke patients on the Isle of Wight from 63 per cent to over 90

per cent. The project is part of a national initiative by ambulance services to improve the care given to patients suffering from a heart attack or stroke. The purpose is to ensure that all patients who call 999 with suspected stroke or heart attack receive the best care possible. For a suspected heart attack the “As part of the project we have developed a new tool for scoring the level of chest pain a patient is experiencing. Previously patients were scored on a scale of 0 to 10. The new tool incorporates a description, thermometer and pictures of faces portraying the 0 to 10 scale which will assist patients and ambulance staff to score the pain level. This will improve the pain management of patients suffering heart attacks.” This issue is particularly important because cardiovascular

disease is a major health burden. Cardiovascular disease constitutes a major cost to the UK economy, amounting to £29.1 billion in 2004, with heart disease costing £8.5 billion and stroke £8.0 billion. Patients use ambulance services as the first line of care for emergency treatment and the first point on the pathway of care for cardiovascular disease. This makes it a priority for pre-hospital research and quality improvement. The project began by assessing current performance, analysing the barriers and facilitators to improvement, and is using improvement methods such as change management and transformation methods to put in place the treatments and, ultimately, improve the quality of services. Chris Smith, Head of the Ambulance Service commented: “The Island’s Ambulance service is well placed to deliver pre-hospital

care, which could improve patients¹ chances of recovery. However Ambulance service teams work under great time pressure and in widely different and changing circumstances which are barriers to high quality care and its improvement. This project will help Ambulance staff deliver the best possible care in sometimes difficult and challenging situations and Kate has recently won an award for the work she has been doing on the programme.” Dressed as an old lady Kate recently presented details of the progress made on the programme to representatives from 12 ambulance services from across the UK and The Health Foundation. Kate’s presentation was recognised as the best presentation.

FOUR YEARS FOR BESTIVAL DEATH DRIVER

Callous driver James Daniel Slater, 33, from Worthing, West Sussex, has been jailed following a fatal hit and run collision that took the life of graphic designer Henry Martin Minns, 19, and seriously injured a 20-year-old woman, on September 12 last year. At Portsmouth Crown Court on Friday (February 18), Judge Ian Pearson sentenced Slater to four years in prison after he pleaded guilty to causing death by careless driving whilst over the prescribed drink drive limit on Mersley Down Road near Newport, Isle of Wight. Henry Minns, from Penryn, Cornwall was walking along the road after leaving the Bestival music festival shortly after midnight on Sunday September 12 2010 with a 20-year-old woman from Shrewsbury, Shropshire. Both were hit from behind by James Slater, who was behind the wheel of a silver Ford Focus. Failing to stop at the scene of the collision, Salter continued to drive towards Ryde, where he crashed the Ford Focus into the hedgerow approximately two miles from the scene of

the original collision. Slater, who then left the scene of his crashed car, was tracked and found hiding under a hedge 400 metres away thanks to the skills of a police dog, the German Shepherd ‘Rebel’, deployed by PC Nathan Lucy Police arrested Slater at 1.25am and took him into custody at Newport Police Station for questioning. Slater provided a breath test reading of 71, more than double the legal limit. He was charged following a three-month investigation in December 2010 to appear in court. The 20-year-old woman from Shropshire, who received injuries to her legs and head, managed to summon assistance from a passing motorist. Security staff, police and ambulance crews at the adjacent Bestival music festival were at the scene rapidly. Despite attempts by several people, including paramedics and police, to resuscitate Mr Minns, he was subsequently pronounced dead at hospital. Officers from Hampshire Constabulary’s Roads Policing Unit (RPU), Dog Support Unit and Targeted Patrol teams (TPT) worked together with other emergency services and

security staff to bring the collision scene under control and secure evidence. Information was received quickly from another motorist about the crashed Ford Focus, leading to the search for and arrest of Mr Slater. Senior Investigating Officer Inspector Martin Goodall of Hampshire Constabulary’s Roads Policing Unit said “Our thoughts remain with the family of Henry Minns after his life was tragically ended in a collision on our roads. This case was a challenge for the police officers and staff from other agencies who had to act with both speed and skill on a main road at night outside one of the year’s biggest and busiest entertainment events. “Credit must go to PC Martin Norman of the Shanklin Roads Policing Unit who assisted the ambulance crews in attempting to resuscitate Mr Minns, and then performed a crucial role in controlling a chaotic collision scene. “I would like to thank paramedics, firefighters, Bestival organisers, site staff and members of the public for their assistance during the delicate aftermath of this tragedy.”

TRAFFIC CHAOS AFTER TWO HOT STUFF ON FAIRLEE ROAD CAR COLLISION Traffic chaos has been brought to Newport for the second time this morning (February 22) following a car blaze outside Medina High School on Fairlee Road, Newport, Isle of Wight. Emergency services, including retained firefighters from Newport, responded to reports of a car fire shortly after 8.05am. The car, believed to be an old Fiat 500, has been totally destoryed by the fire. Traffic heading into Newport is reported to

Drivers and passengers arriving at the last minute to board Wightlink’s Fishbourne-Portsmouth ferry will no longer be able to do so. As of Monday (March 1), barriers will close three minutes prior to a sailing for both vehicles and foot passengers. A spokesperson for Wightlink said “This new rule being implemented will ensure prompt departure of the vessels to improve punctuality and arrival times, in advance of new forthcoming

regulations. “The new regulations do not come into force until next year and are being trialed on the route before introduction in due course on the Yarmouth-Lymington route. “We apologise for any inconvenience that this may cause and would like to take this opportunity to remind passengers with vehicles that they are recommended to arrive at least 30 minutes, but no more than one hour prior to departure and foot passengers 15 minutes before departure.”

FRENCH CONNECTION AT STEAM RAILWAY Four French students have completed two weeks ‘apprenticeship’ placements at the Isle of Wight Steam Railway, developing their carpentry and woodworking skills. All four students have been working with the Steam Railway personnel on restoration and repair projects, which included work to produce a new footplate tool-box for the Steam Railway’s historic ‘Terrier’ locomotive No. 11 ‘Newport’. This specific locomotive has a French connection, having won a gold medal at the Paris Exhibition of 1878. The students are all in the second year of their three-year apprenticeship with les Compagnons du

Devoir. This is part of the Leonardo da Vinci European Programme Work experience scheme organised in conjunction with Portsmouth-based ‘AVANTAGES - Englishby-the-Sea’, who organise educational programmes and hosting with local families, for French students wanting to learn English as part of their studies. Avantages set up the placement with the Steam Railway’s engineering manager, Bob Huxtable, who said, “The initial approach was made to take two French ‘Frame Carpentry’ apprentices for two weeks UK work experience. We were finally able to double that

number and accept four students, all of whom settled in very well and proved to be very helpful in undertaking a number of carpentry-related tasks - I see great potential to develop this relationship with more students in the future!” The four French students involved were: Camille Bercion Julien Cazade Paul Chaberneau Loris Lacourarie The students have been staying with host families in the Portsmouth area and commuted each day across the Solent to the IW Steam Railway. ISLAND SET FOR SPOOKY FUN

The arrival of a new event to the Island is set to create a day of spooky fun as The Isle of Wight GhostFest, which is to be held at Ryde Castle Hotel, takes place on March 19. The event is the first of its kind to be held on the Island, and will incorporate workshops, seminars and stalls from paranormal, spiritual and general crafts. Television stars Psychic Ian Lawman & Jason Karl will also

be at the event holding seminars throughout the day. Events organizer Paul Gerfen said: “Organizing an event of this magnitude is hard work but the results are sure to be worth it. LIFEBOAT LOTTO LIFELINE FOR RESCUE VOLUNTEERS

Independent lifeboat crews across the Island are launching a new ‘Lifeboat Lotto’ to raise desperately needed cash to keep their vital rescue services afloat. The Island Independent Lifeboat Lotto will be a welcome fundraising lifeline for the volunteers and a way for donors to enjoy

the chance of winning a cash prize of up to £5000. Island crews based at Ryde, Sandown and Freshwater provide and finance their essential service themselves and that means they need to raise up to £40,000 a year just to meet basic operational running costs.

Ryde Inshore Rescue fundraiser, Michaela White said: “It is astonishing how few people know that so much of our coastal search and rescue is in the hands of independent lifeboats, which are not part of the RNLI and are dependent on public donations. “We are one of 60 groups operating around

the UK. We are on call 24 hours a day and are staffed entirely by volunteers. These unsung heroes are unpaid and if the call-out comes in working hours, they frequently lose wages to rescue others. “We especially need a new small rescue boat to fit underneath Ryde Pier at high tide. “This is very restricted access if we ever need to rescue someone who is trapped underneath the pier. This new boat will cost us £6000 and we have to raise it all ourselves. “We rely totally on public support and the Island Independent Lifeboat Lotto will give generous islanders a new and easy way to make donations, as well the opportunity to win a £5000 jackpot. “The bonus with this fund-raising lotto is that the next life we save could be theirs – or someone they love.” Island Independent Lotto is easy – and fun. Entry is only £2 a week and there are no weekly entries to fill in, just pick 4 numbers between 1 and 31 and fill them on the application form.
