La planta para tratamiento de residuos (PTR) se ubica en los límites de la ciudad de Valencia, en un área próxima al aeropuerto, donde se extienden los campos de cultivo y las huertas como una alfombra de ocres y verdes, imagen típica en este lugar de tierras fértiles y suave clima mediterráneo.

Este proyecto, concebido como un equipamiento público y no como una instalación molesta, incorpora un centro de visitantes y un área educativa para hacer visibles las posibilidades energéticas y medioambientales de la planta y concienciar a los ciudadanos, también implicados en la gestión de nuestras basuras. Un lugar para estudiar, comprender y contemplar la sociedad contemporánea, a modo de observatorio.

Los elementos del entorno como la topografía, la escala, los colores y las texturas, se utilizan como fuente de inspiración, respondiendo, al mismo tiempo, con precisión y rigor a un programa funcional complejo. En este contexto, no hemos creído oportuno revelar, ni a través de la forma ni a través de la imagen, el contenido y el uso del proyecto, invitando a descubrir un interior monumental, mecanizado y altamente industrializado, con cintas infinitas por las que se desplazan, silenciosas, toneladas de basura.

Un programa muy complejo al que se responde con una idea sencilla y una imagen unitaria, estableciendo una intensa relación entre paisaje y tecnología, todo ello resuelto con un volumen compacto. Para favorecer esta compacidad, el proyecto

integra el área de servicios generales y el centro de visitantes dentro de un único cuerpo industrial.

El proyecto persigue una doble aproximación, a la escala del territorio y a la escala del hombre. Para ello, en este entorno agresivo como es la basura, en el límite entre el área metropolitana y el campo, la PTR construye un fragmento de ciudad a través de una pequeña plaza de acceso, un lugar público de encuentro y de reunión para trabajadores y visitantes, donde el agua y la vegetación, a base de naranjos autóctonos, adquieren gran importancia.

Esta plaza de acceso hace de filtro entre lo que entendemos como ciudad y los extensos campos de huertos y cultivos que la rodean.

Construcción de una planta de estas características e integración en el extraordinario paisaje valenciano son conceptos aparentemente contrarios a los que este proyecto trata de dar una respuesta ambiciosa y comprometida en lo arquitectónico y en lo paisajístico sin obviar sus requerimientos técnicos.

Las necesidades programáticas de la nueva PTR suponen, fundamentalmente, la construcción de un edificio principal de proceso, que se divide en dos áreas. La de mayor superficie está equipada con cuatro líneas de pretratamiento, que tratarán en su conjunto un total de 450.000 toneladas anuales de residuos urbanos, junto con una zona destinada a túneles de compostaje y posterior maduración de la materia orgánica; la de menor superficie alberga almacenes, laboratorios y un taller. La plaza de acceso surge entre ambas áreas. Los procesos

complementarios se sitúan en dos bandas laterales a ambos lados del edificio principal y se conectan a él mediante cintas y tuberías a lo largo del proceso, mostrando su dependencia: la nave de rotopala, para el máximo aprovechamiento energético derivado del residuo orgánico, el almacén de productos recuperados para su posterior reciclaje y, rematando el conjunto, el edificio de control y pesaje, un gran pórtico que marca el punto de acceso a las instalaciones. Estas construcciones complementarias se han tratado como piezas industriales neutras que dialogan con la escala del entorno, construidas con sistemas análogos a los empleados en el edificio principal.

La implantación y la organización del proceso de tratamiento del residuo, que trabaja a favor de la gravedad, se han desarrollado a partir del óptimo aprovechamiento de las condiciones topográficas y de acceso al emplazamiento elegido.

Las circulaciones en el interior de la PTR se han organizado de forma eficaz mediante un anillo perimetral principal para los camiones que van a descargar la basura, diferenciado de otro secundario para vehículos privados y camiones que realizan labores de mantenimiento.

El diseño de esta planta tiene como principales objetivos, además de la menor incidencia ambiental posible, la eliminación de emisiones de olores, la maximización de los productos aprovechables y la minimización del contenido de materia orgánica de

The waste treatment plant (WTP) is located on the outskirts of the city of Valencia, close to the airport.

It is set against fields and orchards carpeting the landscape in shades of ochre and green, offering the typical image of fertile farming land with the benign Mediterranean climate.

The project was conceived as creating a public facility rather than as merely a socially necessary utility.

It includes a visitors centre and an education area, to make the energy and environmental possibilities of the plant visible to citizens, so they can become more aware of their own involvement in managing our waste matter. It is a place for studying, understanding and contemplating contemporary society, as a kind of observatory.

The elements of the facility’s surroundings, its topography, scale, colours and textures, serve as a source of inspiration. At the same time, the design has to rigorously fulfil a complex functional programme with strict constraints. In this context, we did not feel it was necessary to use either the shape or the design to reveal the content and use of the project. We wanted visitors to be able to discover a monumental, mechanised and highly industrialised interior, with silent conveyor belts endlessly displacing tonnes of waste.

The solution is based on a simple idea, providing unity to the whole, establishing an intense relationship between landscape and technology.

The outcome is a compact volume. To emphasise

the compactness, the design integrates the general service area and the visitors centre within one single industrial bay.

The project works at two different scales: the human scale and the scale of the surrounding landscape.

Waste makes for an aggressive environment, on the borderline between the metropolitan area and the countryside. Here the WTP constructs a fragment of city with its small access plaza, where workers and visitors come together in a place of public encounter.

The backdrop for this interaction is water and plants, above all the orange trees so important in Valencia’s culture. The access plaza acts as a filter between what we understand as city and the rolling fields of crops and orchards surrounding it.

Building a plant with these characteristics and integrating it into the extraordinary Valencian landscape may at first sight appear to be contradictory.

However, this project attempted to find an ambitious approach, which could be true to its architectural and landscaping commitments without overlooking the strict technical requirements. The programmatic needs of the new WTP basically mean building a main processing building, which is divided into two areas. The largest is equipped with four pretreatment lines, to handle some 450,000 tonnes of urban waste, along with a zone for composting tunnels, where the organic matter can then mature.

The smaller one houses storage space, laboratories and a workshop. The access plaza stands between the two areas. The ancillary processes are located

on two bands on either side of the main building, connected to it by pipelines and belts throughout the process demonstrating the interdependence of the parts: the bucket-wheel excavator room, to maximise energy extraction from the organic waste; the recovered product storage for later recycling, and, setting of the whole, the control and weight building, an enormous portico marking the access point into the facilities. These ancillary buildings have been treated as neutral industrial parts in dialogue with the scale of their surroundings, constructed with analogous systems to those employed in the main building.

The implementation and organisation of the waste treatment process uses gravity and is designed for optimising the access and topographical conditions of the chosen site.

The movement flows inside the WTP have been organised efficiently around an outer ring on the perimeter for trucks to offload the waste, then another separate secondary ring for private vehicles and maintenance trucks.

The principal objectives of the plant design, apart from minimising environmental impact, were to eliminate odours, maximise re-usable by-products and reduce the content of organic-matter in the final treated waste. The plant is a benchmark in the efficiency of its waste treatment processing.

All processes are carried out in hermetic buildings where odours are captured and the air passed through a system of bio-filters.

Desde un punto de vista del proceso de tratamiento del residuo, esta planta se convierte en una instalación modélica en la que se ha optado por desarrollar todos los procesos en edificios cerrados con captación de olores y posterior tratamiento de este aire mediante un sistema de biofiltros.

Asimismo, se han considerado criterios de máxima versatilidad y modulación en el diseño de las instalaciones, dotadas de un elevado grado de automatización con la finalidad de adaptarse a la evolución, durante el periodo de explotación, de la recogida selectiva de residuos.

La fragmentación del edificio principal en cuatro bandas longitudinales responde tanto a la lógica interna del proceso del tratamiento del residuo como a la necesidad de disponer de luz natural para todas las labores internas de trabajo. Estas bandas, que se prolongan en el suelo con gravas de colores y césped natural en continuidad con las fachadas y las cubiertas del edificio principal, dialogan en escala con el paisaje y vinculan el proyecto a la tierra y a su entorno inmediato. Las cubiertas reproducen, al mismo tiempo, el proceso industrial y el paisaje que lo rodea.

Este sistema de bandas nos ha permitido, por un lado, reducir la escala y el impacto de una construcción de esta envergadura y mejorar sensiblemente su relación con el entorno próximo; por otro, ordenar el proyecto a través de una malla estructural de

grandes luces, eficaz y versátil para la disposición de los equipos de proceso, de módulo 30 x 10 m. y, por último, aumentar considerablemente los aportes de luz natural necesarios para el desarrollo de las tareas en el interior.

La banda más próxima al acceso se pliega formando un gran voladizo que, además de otorgar a la peculiar silueta del edificio una asimetría que focaliza y señala dicho acceso, se prolonga a modo de alfombra para recibir a los visitantes, invitando a descubrir el proceso de tratamiento de los residuos en su interior, reafirmando su carácter público. Con este mecanismo se resuelven, además, las necesidades de iluminación natural del área administrativa coincidiendo con las mejores vistas hacia el paisaje.

Los reflejos y los colores juegan un papel fundamental en este proyecto a la hora de abordar la cuestión del tamaño. Así, el plano de las cubiertas se funde con el territorio y con el paisaje gracias al empleo de los colores mientras que los planos verticales del edificio, a través de los reflejos del policarbonato que envuelve y unifica el extenso programa, se confunden con el cielo. Como si de un preciso corte en el suelo se tratara, que posteriormente se levanta y se tensa, hasta colocarlo en la posición exacta.

El acceso para personas con movilidad reducida se ha convertido en un reto desde el principio. Este proyecto garantiza la utilización no discriminatoria, independiente y segura de sus instalaciones, con el

fin de hacer efectiva la igualdad de oportunidades y la accesibilidad universal.

Para que el edificio pueda convertirse, por tanto, en un verdadero equipamiento público, se ha diseñado un recorrido para visitantes que incluye un aula educativa y expositiva que pone en relación el residuo, la energía y la ciudad, como un pequeño observatorio. Una pasarela de visitas en el interior del edificio principal completa el recorrido y ofrece una visión global de todo el proceso, desde las líneas de selección y clasificación hasta la maduración del producto, pasando por los túneles de compostaje.

Como punto final del recorrido, el aula educativa, un espacio expositivo a doble altura, se abre a los fosos de descarga de los camiones que transportan la basura para observar el proceso del tratamiento del residuo desde su inicio y permite el acceso al exterior de la cubierta del edificio principal de proceso para poder comprender, en toda su magnitud y en tiempo real (no solo a través de fotografías aéreas), la operación topográfica y de integración paisajística perseguida, en continuidad con el entorno natural.

We applied the criteria of maximum versatility and modulation in designing the installations. A high degree of automation was incorporated to adapt to the more extensive use of selective waste collection that will evolve during the period they are under operation.

The fragmentation of the main building into four longitudinal bands reflects the internal logic of the waste treatment process and the need for natural light for all the internal work. These bands are prolonged along the ground, with coloured gravel and natural lawns running along the facades and the roofs. They enter into a dialogue in scale with the landscape, bringing the project down to the ground and fitting it into its immediate surroundings. The roofs reproduce both the industrial process and the surrounding landscape.

This system of bands has allowed us, firstly, to reduce the scale and the impact of such a large construction, and significantly improve its relationship with the nearby surroundings. Secondly, it has ordered the project with a wide-span structural grid that efficiently establishes a versatile layout for the processing equipment (in 30 x 10 m modules). And finally, it considerably increases the incoming natural light required for the work inside.

The band closest to the access is folded to form a large cantilever. Apart from giving the building its special silhouette, it also adds an asymmetry that focuses and signs the access. It is prolonged like a carpet laid out to receive visitors, inviting them in

to discover the waste treatment processes inside, reaffirming its public nature. This mechanism also resolves the needs for natural lighting in the administrative area, and provides the best outlook onto the surrounding landscape.

Reflections and colours play a fundamental role in this design when dealing with the issue of size.

Thus, the sloping plane of the roofs merges into the territory and into the landscape following the example of the colours, whilst the vertical planes of the building, through the reflections off the polycarbonate that incorporates and unifies the extensive programme, blends it into the sky. As if it were a precise cut in the ground that is then lifted up and stretched, until it is placed in the exact position.

The access for people with reduced mobility was a challenge taken into account from the outset.

This project guarantees the non-discriminatory, independent and safe use of the facilities in order to make equal opportunities effective and enable universal access.

For the building to become a truly public facility, a visitors tour has been designed into it. This includes an exhibition and educational area that inter-relates waste, energy and the city, like a small observatory.

A path for visitors then runs through the inside of the main building. It offers citizens a comprehensive view of the entire process, from the selection and classification lines to the maturity of the product, including the composting tunnels.

At the end of the visit, is the educational area, a two-story exhibition space opening on to the unloading pits for the trucks transporting waste.

Thus visitors can observe the process, seeing how the waste is treated from the moment it arrives.

There is also access to the outside of the roof over the main processing building, so that they can understand, in real time and in its full magnitude (rather than just through aerial photographs), how the topographical operation and landscape integration has been achieved, in continuity with the natural surroundings.

Born in Barcelona, 1973. Studied architecture at

Israel Alba heads a multidisciplinary firm of architecture, design and urbanism, headquartered in Madrid, based on a collaborative, multi-faceted and multi-disciplinary approach to architecture, design and urbanism. It deals with the contemporary city as a complex, variable phenomenon and embraces its continuous transformation as a positive, optimistic process. Through its operating platform WASTE CAN LAB, its architecture focuses on the issue of waste and possible solutions. It is involved in theoretical and academic research and debate, whilst also working on real practical issues in the construction of large-scale projects.

ETSAM (Escuela Técnica Superior de Arquitectura de Madrid), graduating as licensed architect in 2000. Advanced Studies Diploma from the ETSAM Architectural Design Department in 2008. Writing Doctoral Thesis. Scholarship from Illinois Institute of Technology, Chicago, USA. Founded his own architectural firm in 2000. Since 2007, he has divided his time between his professional practice and lecturing in architecture as an Associate Professor at the Madrid Campus for the Architecture School of Universidad Pontificia de Salamanca (UPSAM).

His work has received numerous international and national prizes and awards, including Europe 40 under 40 in 2011; the Philippe Rotthier European Prize for Architecture in 2011; Award from the Madrid Architects Association COAM in 2009 and 2005; the EXPOSYNERGY A.Prize in 2010 and the ULI Europe Award in 2004.

He has lectured on the issue of waste and possible solutions in Malaysia, Brazil and Spain, and has been invited to sit on architectural juries for competitions. His work has been exhibited and published in national and international specialist media.

The firm works as a team of highly-qualified international architects seeking imaginative, responsible solutions to the needs of a changing society as they emerge. Its experts encompass significant technical know-how, but the practice never loses sight of the interaction between human, social and cultural aspects of architecture. Its philosophy recognises that design cannot exist in a vacuum. Any sustainable response towards humankind’s needs and environment must be based on a genuine understanding of the latest technology and techniques in architecture as well as in environmental engineering and landscaping. This is the only way that architectural design can help society to become more energy-efficient and economically sustainable.
