When a new business opens – especially one that fills space that’s been under-utilized for several years – it’s typically welcomed with open arms by a city. However, that was not the case for a new business that opened within the past two weeks in Isanti. The CBD Joint, located at 801 Highway 65, was welcomed with multiple cease and desist and ordinance violation letters from the city of Isanti. Dennis Buchanan, Jr., owner of Sex World in Minneapolis as well as numerous other business and development projects, bought
the strip mall in Isanti to open “Minnesota’s Biggest CBD shop,” according to an ad airing on radio station 93X. “Just a fun little project,” Buchanan said, of purchasing the strip mall. “That place right there is a showroom for my industry.”
Buchanan extols having “everything from CBD hemp flower to wall-to-wall adult toys.”(See an excerpt of the commercial on page 8) Upon hearing the ad, an anonymous person questioned the store’s opening on an unofficial “City of Isanti” Facebook page, which prompted numerous comments and questions, including the statement from Mayor Johnson, where he also stated the city would need to take legal action against the store.
CALM BEFORE THE STORM At first, the store’s opening was barely noticed, even by the city. In a Facebook comment on a post that has since been deleted, Isanti mayor Jeff Johnson said the store “came in under the radar.” That all changed after the airing of the 93X ad. In it, which is formated as an “interview” of Buchanan by one of the deejays,

The long-awaited demolition of the former Ace Tack building located at the corner of Main Street and Highway 95 in Cambridge almost had to wait even longer. In the initial agenda packet for the Aug. 5 Cambridge city council meeting, there was a resolution to reject all bids for the demolition of the city-owned building, and to authorize rebidding the project, with an extended timeline of completing it sometime Bob Shogren in 2020. According to Cambridge Council Member city engineer Todd Blank, the city received five bids for the project, with the low bid from H&T Trucking for $222,210 – an amount that was $100,000 over the original engineer’s estimate. To complicate matters further, Blank noted that H&T had contacted the city after the bids were opened and admitted to making a $100,000 mistake in their bid, mean-

ing they had planned on putting in a bid of $322,210. Blank noted that after consulting with the city attorney, the city was prepared to allow for the erroneous bid to be withdrawn, which is common practice for an error of that magnitude. After discussions between H&T and the city, however, Blank said that H&T decided they would honor their erroneous bid and complete the project at the lower amount. Because of that concession, the city is now able to go forward with the project as soon as their schedule allows and without any city money being used. MnDOT had previously agreed to pay $123,795 for the project, since the building was being torn down in anticipation of widening Highway 95 sometime in the future. The city had also set aside a portion of the grant money it was awarded from the state for the purchase and removal of buildings affected by the widening. The amount the city had set aside was just enough to make up the difference, but there wouldn’t have been enough for a much higher bid. “Not a single dime of local money is going towards this,” confirmed council member Bob Shogren. “I SEE COUNCIL, PAGE 8

Mr. Sandman, bring me a dream These dreams go on when I close my eyes. Every second of the night, I live another life. - Heart I can’t say I’ve been one to dream a lot at night, but lately it seems there has been a number of nights where my mind tends to wander more. I’m not sure why that is happening. I know people say there are a number of possible reasons why someone dreams. It might be because there’s a lot on my mind with work or whatever. I’ve also heard the theory that what or when you eat might affect dreaming. I am also the type that really doesn’t remember specifically what I dream. From what I do remember, though, my dreams tend to either be about my current work, a previous job, or are based on me being at some sort of lake. But of course, the dreams are always some sort of twisted version of these themes. I do recall that many times, if I dream of work, it will often include the fact that for some reason, my bedroom is somehow directly physically attached to my place of work. I’m sure many will say that simply means I myself am too attached to my work or something. I’ve also had the dream that I think many others have had where they dream they are lying awake in the bed, with the only way you realize it was just a dream was due to some sort of loud noise or something waking you up from the dream. There are two dreams, however, that even though I had them many, many years ago as a child, for some reason every detail of them has stuck with me to this day. The first one featured me, my sister and our dog playing in our yard when all of a sudden a Tyrannosaurus Rex attacked. The second one was somewhat similar where I was playing in our yard with our dog when we discovered a tornado was coming our way. I remember urging our dog at the time to get into the house, and I opened the door just as the tornado hit. In both dreams, I woke up from the loud noise that the T-Rex or the tornado made. I’m sure I had those two dreams because at that time, we were studying those very subjects in school. But I have no idea why I still remember them, yet I quickly forget most of the others. Maybe it’s because those were nightmares when most of my other dreams don’t seem to be scary in nature. Either way, I tend to look at dreams as an annoyance that usually disrupts a good night’s sleep, even though I know it is recognized by some as being a vital part of the sleep process. Others say that actually, you dream every night, but only a small percentage of those dreams get even vaguely remembered upon waking. Annual Children’s Water Festival draws hundreds of learners BY SUSAN HUMBLE CHISAGO SOIL & WATER CONSERVATION DISTRICT
Thursday, Sept. 19, marks the 17th annual Children’s Water Festival. Each year, the festival hosts approximately 700 kids. That means that since 2003, over 11,000 students have learned the important role that healthy waters in Chisago County play in our daily lives. Water Festival Mission: To provide a quality, hands-on learning opportunity to teach the importance of water to all living things. The county’s name of Chisago was derived from the Native American words Ki-Chi-Saga, which means “fair and lovely waters.” Holding a festival for fifth graders gives us an opportunity to teach them to be good stewards of our water resources and more fully appreciate our county’s heritage and why our forefathers chose to settle at Ki-Chi-Saga. We want the children to have a fun day, but also to have them come away with an appreciation of our water resources. Kids will learn about amphibians, fish, erosion, ground water and surface water (to name a few), all while playing games and having hands-on interactions with our presenters. There is no better time or opportunity to create addition-

al water quality advocates and stewards. This year the festival will be at Wild Mountain, north of Taylors Falls. There are a lot of people who work very hard to make sure the kids have a great day, from the planning committee, presenters (who include student teachers from the University of Wisconsin at River Falls), to all of the volunteers from throughout the county.

Question: I have a question about signs along the road. I heard somewhere that people are not allowed to put signs along the roadway for graduation parties, political signs and advertising. I see signs for auctions fairly often. Does this apply to them? Answer: You’re correct that signs for
graduation parties, political purposes and advertising are not allowed to be placed on the road right-of-way. They would need to be placed on private property. • As for auction signs, they are allowed but have some requirements under the law. The placement can’t exceed eight consecutive hours. Isanti County Sheriff’s Office K9 Raider will receive a bulletand stab-protective vest thanks to a charitable donation from nonprofit organization Vested Interest in K9s, Inc. K9 Raider’s vest is sponsored by a fundraiser hosted by Heather and Dale Steege of Med-Vet Pharmaceutical and will be embroidered with the sentiment, “This gift of protection provided by Med-Vet Pharmaceutical.” Delivery is expected within eight to 10 weeks. Vested Interest in K9s, Inc. is a 501(c)(3) charity located in East Taunton, Massachusetts, whose mission is to provide bullet- and stab-protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. The nonprofit was established in 2009 to assist law enforcement agencies with this potentially lifesaving body armor for their four-legged K9 officers. Since its inception, Vested Interest in K9s, Inc. has provided over 3,500 protective vests to dogs in 50 states through private and corporate donations, at a value of $5.7 million dollars. The program is open to dogs actively employed in the U.S. with law enforcement or related agencies who are certified and at least 20 months of age. New K9 graduates, as well as K9s with expired vests, are eligible to participate.

In response to the Individuals with Disabilities Education Improvement Act (IDEA 2004) Minnesota school districts must demonstrate that “all children with disabilities, including children with disabilities attending private schools, regardless of the severity of their disabilities, and who are in need of special education and related services, are identified, located and evaluated.” This responsibility extends to children with disabilities who are educated at home or in nonpublic schools. Upon request, the local public school will provide information to concerned parents on specific disabilities including information about the educational or behavioral characteristics of each
disability. Parents who believe their child may indeed have a disability may request information on how to arrange for an evaluation through the district’s special education staff. The documentary series on the History Channel explores the world of “picking,” where the Mike and Frank hunt for sizable, unique collections and learn the interesting stories behind them. As they hit the back roads from coast to coast, Mike and Frank are on a mission to recycle and rescue forgotten relics. Along the way, the Pickers want
to meet characters with remarkable and exceptional items. The pair hopes to give historically significant objects a new lease on life, while learning a thing or two about America’s past along the way. Irwin E. Falk Irwin E. Falk, age 96, of Cambridge, passed away Aug. 3, 2019, at Cambridge Medical Center. Irwin Eddie Falk was born Sept. 27, 1922, in Blomford, Minnesota, to Edward and Amanda (Nord) Falk. He grew up on the family farm and attended District 24 Country School in Blomford. Irwin loved farming and lived on the farm until he needed a assisted living a short time a ago. He had a good sense o of humor and would joke a around with his family. He e enjoyed the many family p picnics at the farm on Sund days over the years. Irwin lloved the outdoors, deer h hunting and turkey huntiing. Spare time might have b been spent watching polka m music on TV or listening tto Swedish music. He led a llong simple, yet productive llife. Irwin was very kind, h honest and hardworking. He will be dearly missed. Irwin is survived by his sister-in-law, Ruthie Falk; nieces and nephews, other relatives and friends. He was preceded in death by his parents, brothers Bertel, Clifton, Herbert and Willard Falk; and sisters Inez Herring, Viona Sandstrom, Evelyn Falk, Regina Eastlund and Ardys Johnson. A funeral service will be held at 11 a.m. Saturday, Aug. 10, at Strike Life Tributes in Cambridge with a visitation one hour prior to the service. Lillian M. Kauppi Lillian Mae (Aldinger) Kauppi, age 88, died peacefully of natural causes on Thursday, Aug. 1, 2019. Lillian was a strong, independent woman who raised eight kids and ran a successful vending machine business for many years. Even after retirement, Lillian found it hard to take it easy; she continued to work part-time and as a volunteer well iinto her eighties. Lillian is survived by sseven children: Valerie ((Greg), Becky (Tom), Stev ven (Mary), Deb (Lance), J Janet (Tom), David (Darla), a and Dan (Ann); by more tthan two dozen grandchild dren and great-grandchild dren; and by four siblings: D Delores, Delphine, Pat ((Valdy), and Tom (Marillyn). She was preceded in d death by daughter Judy a and grandchildren Mic chelle, Ricky and Jack. A celebration of life will be held on Saturday, Aug. 10, at 2 p.m. in the second-floor chapel at GracePointe Commons in Cambridge, Minn., where Lillian was a happy member of The Commons community for several years. A meal will follow.

On Thursday, Aug. 1, students from throughout East Central Minnesota were added to the list of over 18 million others who have earned a GED, making them members of the “largest high school” in America. Local graduates in the ceremony held at the Cambridge campus of Anoka-Ramsey Community College included Jolianna Browning (Zimmerman), Jasmine Elizondo (Princeton), Lydia Fisher (Princeton), Tierney Lofback (Elk River), Mariah McGannon (Cambridge), Anthony Nash (Isanti), Gavin O’Neil (Cambridge), Alisha Richardson (Harris), Mason

The GED test has played an important role in America’s education landscape for 70 years. The testing program’s origins are rooted in educating young members of the military returning from World War II. Allina introduces star ratings for physicians CONTRIBUTED ALLINA HEALTH
Allina Health now provides star ratings for its primary care physicians, nurse practitioners and physician’s assistants. The ratings are compiled by an independent organization from surveys sent to patients who receive care from an Allina Health provider. The star ratings, one to five, show on each provider’s web page atAllinaHealth.org, along with any written comments survey respondents make. Allina Health is the first health system in the Twin Cities to publish these kind of ratings. “We think that transparency is a key to building trust and partnership between you and your doctor. That’s why we’re making these unbiased ratings of our providers available to you,” said Dr. Timothy Sielaff, Allina Health Chief Medical Officer. “Finding the doctor best fit for you and your family is an important choice. Now you have access to a providers’ experience ratings and comments from patients’ right on our website to
help you make that choice.” The star ratings are based on responses from patients who are randomly invited to complete a Clinician and Group Consumer Assessment of Healthcare Providers and Systems (CGCAHPS) survey. The CGCAHPS survey is a standardized tool developed by the federal Agency for Healthcare Research and Quality (AHRQ) to measure patients’ perception of care provided by physicians in a clinic or office setting. The survey responses are compiled and the ratings calculated by an independent organization, Press Ganey. The ratings presented on the Allina website are based in six questions: - During the visit, did this provider explain things in a way that was easy to understand? - During the visit, did this provider listen carefully to you? - During the visit, did this provider give you easy to understand information about these health questions or concerns? - During the visit, did this provider seem to know the important
information about your medical history? - During the visit, did this provider show respect for what you had to say? - During the visit, did this provider spend enough time with you? Comments, both positive and negative are also posted on each provider’s page. Allina will not post comments that are profane, libelous, slanderous, irrelevant or otherwise inappropriate, or those that may risk the privacy of our patients. Not all providers on the Allina Health website will have a star rating or comments. Allina will display ratings for specific primary care providers who have a minimum of 30 completed surveys within a 12-month period. Stars and comments for specialty provider will be added in October 2019. In addition, some providers on the Allina Health website may not have ratings and reviews because they participate in a different survey than CGCAHPS, or they are not surveyed by Allina Health.

just think it’s important that since this is a state project, the state coffers should pay for it.” Council member Marlys Palmer asked how they would be demolishing the building since it is so close to the intersection and the building shares a wall with Anytime Fitness. “Very carefully,” was Blank’s response before he went into some of the specific details of the project. H&T is not allowed to start on the exterior of the building until after the city holds their Customer Appreciation event on Sept. 13. They can begin work inside the building before then, however. Once they do begin on the outside, the sidewalk, alley and the righthand lane of eastbound Highway 95 and the parking lane on southbound Main Street will be blocked off for about a week.
FINAL LIBRARY DESIGN APPROVED Brian Baas, of BJ Baas Builders, was back in front of the council to present the final design for the new library, which will be housed in the former GracePointe Crossings Gables East building on Highway 95 in Cambridge. According to Baas, this design has only “small tweaks” from the design presented to the council back on June 10 (see article in the June 20 edition of the Star). Baas said there will still be two entrances to the building – the main entrance on the east and a less prominent one on the west side for those who park in the west lot. The lower level will feature an approximately 200-capacity meeting room, plus offices for the East Central Regional Library headquarters. Baas said preliminary work on the inside has already begun, and the project is
scheduled to be completed next spring. LEASE AGREEMENT WITH ECRL APPROVED In conjunction with the final design of the new library, the council also approved a lease agreement to house the East Central Regional Library headquarters there. Under the agreement, the headquarters will utilize 6,563 square feet of space, at an initial cost of $9 per square foot. That amount will slightly increase every two years until it reaches $11 per square foot in 2030. City administrator Lynda Woulfe said the lease amount for 2020 will be prorated to adjust for the months the building is still under construction. For the first full year in existence in 2021, the annual lease payment made to the city will be $59,067.

Additional money raised for disaster relief CenterPoint Energy presented the Cambridge City Council with a check for $2,500 to go towards the city’s Disaster Recovery Fund. Monies raised for the fund will go towards local residents in the event of a disaster of some kind hits the city.

notice to the store saying, “It has been observed in your store ... that you are selling adult materials/products and drug paraphernalia...” The letter goes on to cite city ordinance 445, which limits the type of businesses allowed within the Highway 65 corridor. While a CBD store appears to be permissible, it is the addition of the adult material that creates the ordinance violation. Also according to city ordinance, even if the store wasn’t located within the Highway 65 corridor, Buchanan would have needed to obtain a license from the city to sell adult materials. Although Buchanan was aware the city may have ordinances regarding some of the items he was planning to sell, “when I make a decision, I don’t let that get in my way,” Buchanan said. “I’ve been looking at that spot for 10 years. I’ve known it’s been vacant, and I know the only thing that can go there is what I do. Nobody else is going to turn around and go get groceries or an arrow or something like that. They’re going to turn around to come see me.” DEFINING ADULT PRODUCTS To clarify the types of adult products he sells, Buchanan said, “As far as toys go, I sell massagers, lubricants, lingerie. I don’t really sell adult toys, per se.” He said the store may carry items that look like a male organ or a female organ, but that is a very small percentage of products he sells. “They are trying to enforce laws that were from the ’80s,” he said, “when it was all porn shops, like nasty stuff. That’s not what we are. We’re open, we’re clean, we’re new wave. I’m out for sexual wellness and health – healthy lives, healthy lifestyles.” Despite his disagreement with the ordinance, Buchanan stated that after receiving the letter from the city, he did pull the adult products from his shelves for the time being while he contests the ordinance. WHAT IS ‘DRUG PARAPHERNALIA?’ The other area of the store that the city determined violates city code was the selling of glass pipes. The cease and desist letter read, “The sale of drug paraphernalia such as pipes, etc., is not allowed per city code Chapter 144...” Buchanan argues that the pipes he sells in his shop are not “drug paraphernalia,” but

He noted that the CBD flower, which is consumed by smoking, is federally legal in every state. “We’re going to have a real problem with you telling me I can’t sell them something that’s legal, that (customers) need to actually smoke it,” Buchanan said. “The city does not know this. They need to be educated. There’s no way to educate anyone unless a lawyer tells them or somebody who has the balls to stand up to them and tell them this isn’t right. And I’ve seen them do this in Stillwater, Forest Lake, Moorhead.” Buchanan said he has attorneys who will be fighting the city on its ordinances restricting his businesses. Assisting his main attorney Brian Sund, will be Randy Tigue, who has been a First Amendment attorney for about 40 years, Buchanan said. Tigue’s most infamous client was Ferris Alexander, who was king of porn in Minneapolis from the late 1960s to the 1980s, according to Buchanan. Buchanan claims that previous successful fights against cities have taken place in Rochester, Winona and Forest Lake, and he also noted the whole industry – “California, New York and Miami” – are behind him on his fight. “They all want this up here, and they are funding me,” he said. “I wouldn’t want (the city) to use their resources on that. “This is a great opportunity to teach that this is nothing to fear. I’m not coming in to be a blight on the community,” Buchanan said. “I see CBD shops everywhere. If I have a couple of toys back there, I think people would be happy. They don’t have to drive downtown to get one. I’m not here to fight anyone, I’m here to love. I love people, I don’t hate them.”

Celebrate Isanti is a full day of free events planned for Saturday, Aug. 17, throughout the city of Isanti to celebrate the residents, businesses and organizations that call the city home. The day-long event is now in its third year after then-mayor George Wimmer declared the city would put on its own celebration following the cancellation of the “Two Cities, One Community” event, which was a combined effort between Cambridge and Isanti. Participants can check-in at 8 a.m. for the untimed family bike ride at the “park & ride” at Main Street South and 40th Avenue SW, Cambridge. The ride begins at 8:30 a.m. and will follow the Cambridge-Isanti Bike/ Walk Trail, finishing at Bluebird Park, 201 Isanti Parkway NW, Isanti. A 5K run/walk will begin at 8:45 a.m. at the park & ride and end in Bluebird Park. Check in at 8 a.m. at the park & ride. St. Cloud State University football player John Solberg has taken full advantage of his summer vacation in 2019 by helping to serve as a chaperone on a unique study abroad trip t South Africa to f high school for s students from h hometown his o Cambridge, of M Minn. A senior wide r receiver for the H Huskies, SolJohn Solberg berg b was part of a group of 18 students and staff who participated with the Operation Wallacea venture to South Africa on June 15-28. Operation Wallacea is a conservation research organization that is funded by, and relies on, teams of student volunteers who join expeditions for the opportunity to work on real-world research programs alongside academic researchers. The group spent the first week of their South Africa experience at the Dinokeng Game Reserve and followed with a second week at Sodwana Bay for marine research and activities. Solbergâ&#x20AC;&#x2122;s connection to the group was through Cambridge-Isanti High School biology teacher Tricia Hennen, who was his teacher in high school. She is also the wife of Solbergâ&#x20AC;&#x2122;s high school coach at

Cambridge-Isanti H.S. Mike Hennen (who now serves as the activities director at Forest Lake High School). Tricia Hennen leads groups of students from Cambridge-Isanti on study trips every other year, which is something that Solberg wanted to do in high school but was unable to since he was usually involved with sports at the time. This yearâ&#x20AC;&#x2122;s trip provided Solberg with a chance to join Hennenâ&#x20AC;&#x2122;s group as a chaperone.
Free pickleball lessons offered CONTRIBUTED CAMBRIDGE AREA PICKLEBALL ASSOCIATION
The Cambridge Area Pickleball Association is offering lessons on the four new dedicated pickleball courts at Cambridgeâ&#x20AC;&#x2122;s Central Green Park, 1455 South Fern Street, Cambridge. Free lessons will be offered on either Monday, Aug. 12, or Thursday, Aug. 15, from 6-8 p.m. Pickleball is described
as a combination of badminton, ping pong and tennis and was started in the mid-1960s. It is played on a court about half the size of a tennis court. In the past three years more than 150 players in our area have learned and are now enjoying the game. There are openings for only 10 players. To reserve a spot call 763-567-9641. Pickleball paddles and balls will be available for players.
In a typical summer since arriving at SCSU, Solberg would have been on campus some for workouts with his teammates. In an effort to stay on track with his off-season workouts, Solberg and SCSU assistant coach Mark Sipple put together a program that he could follow during the trip with a variety of plyometrics exercises. A biomedical science major at SCSU, Solberg would like to pursue a career as a biology teacher, and this trip provided an outstanding opportunity for
him to gain valuable handson experience working with students. â&#x20AC;&#x153;We spent the first week in the savannah at the Dinokeng Game Reserve, and the students were able to contribute to the research being done there,â&#x20AC;? Solberg said. â&#x20AC;&#x153;They were able to experience things that you would learn at the college level, so it was a really good program.â&#x20AC;? At the game reserve, the group had a chance to see a variety of South African animals

The only fences at the reserve were set around the camp to provide safety for the campers. â&#x20AC;&#x153;The second week, we had a chance to dive on the pristine coral reefs at Sodowana Bay, and that was an incredible experience,â&#x20AC;? Solberg said. The trip to South Africa definitely solidified Solbergâ&#x20AC;&#x2122;s interest in teaching after he finishes at St. Cloud State. â&#x20AC;&#x153;For sure, I want to be a biology teacher,â&#x20AC;? Solberg said. â&#x20AC;&#x153;The trip and experience also opened me up to the possibility of teaching abroad.â&#x20AC;? Solberg also credited some of his interest in teaching overseas to another former SCSU student-athlete Chelsea Nooker (womenâ&#x20AC;&#x2122;s basketball), who taught this year at the American International School in Abuja, Nigeria. â&#x20AC;&#x153;I would be interested in teaching anywhere, but international teaching would certainly open a few more doors for me,â&#x20AC;? Solberg said. â&#x20AC;&#x153;It would be so cool to teach somewhere else.â&#x20AC;? In the meantime, Solberg and the Huskies will be heading back to campus in mid-August for practice sessions in preparation for the upcoming 2019 season. A recent study published in the journal “Environmental Research” found links between nitrate exposure from drinking water and increased cancer risk. Recently, the Minnesota Department of Agriculture implemented rules to reduce the impact of nitrates on groundwater in parts of the state. Kara Nell, an assistant professor of chemistry at the University of Minnesota Morris, is available to comment on the potential health risks associated with nitrates, water-quality safety standards and her work to make Minnesota’s drinking water safer.

You can make your drinking water safe rather than buying bottled water, which can contain plasticizers and possible endocrine disruptors. Just make sure you filter it and change your filter on a regular basis. Working to improve drinking water quality
The risks posed by nitrates The main concern has always been with infants taking in too much nitrate. If an infant takes in too much, it can impair the red blood cells’ ability to bind oxygen and cause them to suffocate because they don’t have enough oxygen flowing through their body. It can be fatal in some instances. This is why the Environmental Protection Agency (EPA) requires that our drinking water contains 10 parts per million (ppm) of nitrate or less. What the new study tells us

Studies show too many nitrates in drinking water can cause cancer. A good filter that’s changed regularly will help reduce the risks.
What this finding says is that, as has been speculated, nitrates could be carcinogenic and result in adverse birth outcomes below 10 ppm. They could be linked to low birth weight, preterm birth and neural tube defects. The researchers examined data from across the United States and found a correlation between certain types of cancer
and nitrates. This is the first time the correlation has been quantified. Current and future water-quality safety standards We’re just beginning to figure out the health effects of nitrate exposure. The unfortu-

If we can take out just the nitrate, then we’d be able to use the material for much longer than something that would also bind chloride or other ions.
