City council tables tobacco ordinance BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

For the second time this year, the Cambridge city council has found itself looking towards the state capital before making a decision on the local level. During the April 6 city council meeting, in front of a standing-room-only audience, the council unanimously voted to table an ordinance that would have raised the minimum age allowed to purchase any tobacco-related products to 21 until their May 20 meeting. This ordinance would mirror Isanti County’s new ordinance, which was approved in March and goes into effect on June 1. In approving the motion, the council cited the fact that both the Minnesota House and Senate have included language regarding reducing tobacco usage in their omnibus

Son Duong, Cambridge resident and 20-year veteran of the Cambridge Fire Department, received the Lifetime Achievement award handed out at the Minnesota State Fire Department Association’s conference on April 27. Nominated by Deputy Fire Chief Will Pennings, Duong attended the conference unaware of the nomination and his choice as this year’s recipient of the award. Attending the MSFDA’s conference in Mankato, Duong was sitting at his assigned table when his family filtered into the room to sit at the table next to him. “I was getting emotional seeing them there, and then the speaker started saying the winner of the next award is not born in the U.S. – he was born in Vietnam,” Duong paused, “and it just hit me like a rock. ... BORN IN VIETNAM Born and raised in Vietnam, Duong came to the United States when he was 18 years old in October of 1975. “I received a sponsorship by Pastor Dean Treichel from Faith Lutheran Church to come stay in Minnesota,” Duong recalls. “You have a year to get on your feet, and a lot of people helped me.” With the help and guidance of community members, he went to tech school and graduated from Pine Technical College as a machinist, and then later as a welder. He went to school during the day and worked as a janitor at night. Duong learned a new trade while also learning how to speak and write the English language from many SEE FIREFIGHTER, PAGE 8

Council will eventually have to choose a side In this space in the Star’s Feb. 22, 2018 edition, I wrote a request to local government leaders to make the move to increase the legal purchasing age for tobacco products to 21 (aka the “T21 movement”). A little over a year later, and that request has almost come to fruition. Almost, that is, except for this week’s decision by the Cambridge city council to table any action for at least two weeks. In making this decision, the council stated they wanted to wait and see what happens at the state level before making their own decision on this contentious issue. Currently, the state legislature has a bill in the House that would increase the age to 21, however the Senate bill doesn’t include T21. The two bills are currently in conference committee. Worth a This decision, or rather a lack of a decision Thousand by the city, is both disappointing and confusing. There can be no debate that teenage Words tobacco use is an alarming epidemic, especially in Isanti County where one in three Bill 11th graders have admitted to using tobacco, Stickels III mostly in the form of vaping/e-cigs. As the studies presented at the council meeting indicate, increasing the purchasing age to 21 significantly decreases the opportunity for teens to obtain, and thus start using, tobacco products. By no means does it mean that teen tobacco use would be eliminated completely, but it has been shown to be an effective weapon in curbing the problem. In a bubble, deciding to wait for action by the state isn’t necessarily the problem. However, the fact that Isanti County has already taken this bold step raises the stakes on the city’s decision. Assuming the state doesn’t enact it this year, the county’s action forces the city to choose which side of this debate they will stand on. Either the city will choose to cooperate with the county and allow the minimum age to be uniform across the entire county, or they will go against the county, thus causing the city of Cambridge to become an island that still allows 18-to20-year-olds to purchase tobacco products, which would effectively cripple the county’s efforts to combat this epidemic. And that’s where my confusion in pushing a decision back by two weeks lies. Are a majority of the council members so on the fence on this subject that they would prefer the state make the decision for them? Or is it that they would rather not take a stance that would have been unpopular with a majority in attendance and most likely a large number of residents overall, only to have the state override that stance? It must be one of those two since if they were completely in favor of raising the age, there would be no reason to delay. There were two council members openly in favor of T21, but with no obvious third council member to pass the ordinance, those two also voted to table in the apparent interest of council unity or maybe just to live to fight another day. Either way, proponents are hoping that the state does everyone a favor and passes T21 before the May 20 city council meeting. After all, the ultimate goal is to get it passed on a statewide level. But if the state fails to act in a timely manner, then those city council members will have no choice but to lay their cards on the table. And I don’t think it takes a genius to know which side I hope has drawn the winning hand. Bill Stickels III is editor of the Isanti-Chisago County Star. Cambridge celebrates city employee anniversaries Minnesota District 8 Representative Pete Stauber (second from right) joins Cambridge mayor Jim Godfrey (far right) in honoring milestone anniversaries of city employees. In attendance to receive their certificates of appreciation are (from left) Kevin Gunter (5 years), Matthew Giese (5 years), Jenni Caulk (20 years), Will Pennings (5 years) and Lucas Milz (15 years).

A mother’s influence goes beyond cupcakes and casseroles The word “influence” is “the capacity to have an effect on the character, development or behavior of someone or something.” It’s interesting what can influence a child in their growing up years – coffee cake, cupcakes and casseroles. My mom made a mean coffee cake, and would proFocus duce 250 cupcakes a time for nine on Faith at of us kids and put them in the Bill freezer for instant Berg snacks. In Wisconsin there was no such thing as “hot dish” but only casseroles (tuna fish casseroles with crushed potato chips on top to be exact.) Beyond the influence of food, my mom influenced me toward a relationship with God. In the New Testament, there is a follower of Jesus with the name Timothy. Two books of the Bible are named after him, First and Second Timothy. The Apostle Paul is writing to Timothy because he wishes for him to come visit him. Timothy is described in the Bible in Romans 16:21 as Paul’s “fellow worker.” Paul first met Timothy in Lystra, Timothy’s hometown, when he was just a teenager, and

Paul took him along to do ministry. Timothy had such a godly character and ministry impact, he is referred as a co-sender of six of Paul’s letters to the churches. Timothy influenced many in his life to follow God because he was influenced much by his mom. In 2 Timothy 1:5 Paul writes to Timothy, “I have been reminded of your sincere faith, which first lived in your grandmother Lois and in your mother Eunice and, I am persuaded, now lives in you also.” Paul recognizes this sincere faith (genuine, real faith). We see how a mom’s faith influences first a child’s faith. The name Timothy itself means, “to honor God.” Timothy’s mom taught him the Old Testament from childhood. 2 Timothy 3:15 says, “And how from infancy you have known the Holy Scriptures which are able to make you wise for salvation through faith in Jesus Christ.” Growing up I saw my mother attending mass daily and utilizing her prayer book at specific times of the day. Her faith made me curious about mine. This influence also impacts a child’s future. The reason Timothy was seen as a disciple (even as a teen) was because of the influence of his mother and grandmother’s relationship with God. In Acts 16:2 we read about Timothy’s reputation, “The brothers at Lystra and Iconium spoke well of him.”

My mom never missed church. My best memory of church is leaning my head on her mink coat trying to keep from being restless and disciplined. It has proven helpful today as I seek God daily and in weekly worship. Lastly, a mom’s faith influences her child’s family. We see the sequence in 2 Timothy 1:5, Lois’s influence on Eunice, Eunice’s influence on Timothy. There is no statement of Timothy being married, but if he did, the spiritual legacy handed down would have continued. When we visited my mom even after she turned 90, she would still be attending mass, sitting in the choir and have her prayer book by her bed. My girls witnessed this and there was influence. They follow Jesus today. So this Mother’s Day, never underestimate the influence of a mother. Influence goes both ways and beyond coffee cake, cupcakes and casseroles. To influence your child’s faith, future and family towards a godly life – by all means, Mom, remain in God’s word and his presence. Place donated food at mailbox this Saturday CONTRIBUTED US POSTAL SERVICE

The National Association of Letter Carriers (NALC) will conduct its 27th annual Stamp Out Hunger Food Drive on Saturday, May 11, the nation’s largest, single-day food drive. With the help of sponsors, volunteer organizations and U.S. Postal Service employees in 10,000 communities nationwide, last year’s drive resulted in carriers collecting 71.6 million pounds of food from all 50 states, the District of Columbia, Puerto

Rico, Guam and the U.S. Virgin Islands. To donate, customers should leave their non-perishable food donations in a bag near their

mailbox on Saturday, May 11, before their letter carrier arrives. In the days leading up to the food drive, letter carriers will be delivering special bags along with mail that may be used to make donations. Food collected during Saturday’s drive will be delivered to local community churches, food banks and food pantries for distribution. While all non-perishable donations are welcome, foods that are high in protein such as canned tuna, salmon,

beans and peanut butter are most needed. Canned fruits and vegetables, whole grain, low sugar cereals, macaroni and cheese dinners and 100% fruit juice also top the list of most-needed items. Do not donate glass containers, homemade items, perishable items, alcoholic beverages or soda. FIREFIGHTER: Service on Cambridge Volunteer Fire Department began in 1999 FROM PAGE I

residents in Cambridge, along with an English/Vietnamese dictionary. Duong ended up going back to Pine Tech to receive another degree in welding. His calling to the Isanti County community began with his sponsorship roots, and he found himself back in the Cambridge area. “When he (Treichel) was sick and dying of cancer,” Duong said, “he made me promise I would stay here, and I promised I would. I wanted to make him proud. He did a lot for me.” NEW BEGINNINGS After graduating with his welding degree, Duong was eventually hired by Arrow Tank & Engineering Co. in Cambridge. He met his wife at the Rush City roller rink and the rest is history. “My family is very important to me,” Duong said, “and I wanted to raise our family right.” Dedicating his time to his wife, Candy Duong, and their

four children – Anna-Marie, Trent, Heidi and Matthew – Duong began developing deeper roots in the community. Volunteering as a coach for his kids’ volleyball and baseball teams, church events and fundraisers, Duong understands the importance of giving back. SERVICE TO THE COMMUNITY Duong served on the Isanti County Safety and Rescue team for nearly 19½ years before retiring. In the meantime, the urge to further his commitment to the community took shape when he volunteered for the Cambridge Volunteer Fire Department in 1999. “The department is like a second family,” Duong said. “No matter what different opinions you have, the mentality is that you go in together and come out together.” The big reward Duong reflects on? The opportunity to save a life and help the community. “I do it because when I came here a lot of people took their own time to help me,” he said, “and that’s another reason why

adjourn on May 20. “Just like many years ago, when there was a trend to make restaurants and bars and everything in Cambridge to be smoke-free, we allowed the state to follow through on their plans,” council member Bob Shogren said. “I think the writing is on the wall in regards to this. (But) I wouldn’t have a problem revisiting this if the state does not come forward and pass the statute.” Shogren went on to say he was afraid if the city passed the ordinance ahead of the state, it would hurt area businesses. “My biggest concern is that people are going to go to North Branch or to Princeton,” Shogren said. “Not that revenue should be the driving force here, but the bottom line is it is a driving force.” Council member Kersten Barfknecht-Conley indicated her desire to vote on the issue immediately. “We already know we have passed this in the county,” she said. “I am totally in support of this, with the number one reason being health. We know what the dangers are. On top of that, our youth. I have children, and I hear about it every single day, that it is at our middle school, and who knows if it’s even younger. When it comes down to making our community healthy and to partner with the county to do what we can to make this happen, you have my vote.” Mayor Jim Godfrey spoke from the perspective of working at the Cambridge-Isanti High School. “I know the bathroom across from my door is frequently locked because somebody has misused the privilege of a hall pass and gone in to vape with their friends,” Godfrey said. “And the most startling thing was when those ambulances were there picking up the kids who got sick from those vaping products. I don’t know if there are any sure-fire ways to prevent that from ever happening again, but if there’s a 30% chance we can do this, that’s worth it to me. “Most of our businesses have passed their compliance tests,” Godfrey continued. “This means that the 15-year-olds that were going off in the ambulance were getting it from the 18-year-olds. So

it’s clear that our 18-year-olds are not making responsible choices as adults and supplying what they’re not supposed to to the younger generation.” After council members Lisa Iverson and Marlys Palmer also spoke in favor of delaying a decision until after the state legislature adjourns, Godfrey asked city administrator Lynda Woulfe what impact tabling the decision until their next meeting would have on timelines for implementing a change. “I intentionally scheduled these dates so that you can have another meeting in-between,” Woulfe said. She told the council that even if the council waited until the next meeting, the ordinance could still go into effect on June 3, just two days after the county’s ordinance is set to take effect. Given that information, both Godfrey and Barfknecht-Conley agreed to Palmer and Iverson’s motion to table until the May 20 meeting. MOST IN FAVOR OF ORDINANCE Prior to the vote, the council heard an abbreviated version of the presentation provided to the county commissioners by Isanti County public health director Tony Buttacavoli on recent studies and surveys that indicate over 30% of Isanti County 11th graders voluntarily admit to smoking some sort of tobacco, the highest percentage in the state. In addition, other studies have indicated that raising the minimum age to 21 decreases the likelihood of teens starting to use tobacco by around 25%. The council also heard statistics from Cambridge-Isanti High School Student Resource Officer Jesse Peck, who indicated that last year he wrote out 75 tickets to students for possession of tobacco, with 75% being e-cigs. This year, Peck said he has already written out “well over 100 tickets,” with 95% of those for e-cig usage. The council also allowed members of the public to briefly speak on the topic. Most of the people who spoke also spoke during the county public hearing in March. Of the 13 people to speak, 10 were in favor of raising the age, and three were against it, including one local business owner. Those in favor included parents, students, local health professionals, plus two Isanti County commissioners.

prouder of their dad. “It’s crazy to think of my dad’s story in general,” son Trent said. “Imagine, uprooting as a teenager, not knowing the culture, language or location of your future. He has not only made it through all of that but has thrived, and today he is recognized throughout the community and continually volunteers his skills and his time.” All of Duong’s children feel extremely proud of their dad, plus his wife, and all agree that this award could not have gone to a more deserving person. His daughter Heidi believes she has learned the importance of putting others’ needs above your own all from her dad. “My dad is the guy who lives and breathes community,” she said. “And I think that’s why he’s so special. He knows the value of volunteering and putting others above himself. He’s taught me that it doesn’t matter where you come from, but how hard you’re willing to work to be successful.”

INCREDIBLY THANKFUL Duong says he couldn’t have achieved this award if it were not for some very important people in his life. “I want to thank my wife,” he said, “for putting up with my pager going off in the middle of the night, and for supporting me. And my kids for understanding when I needed to leave an event to go to a call. And to Deputy Fire Chief Will Pennings for nominating me and celebrating that moment with me. Also to Lynda Woulfe for coming to my award ceremony to surprise me. And thank you to my family at the Cambridge Fire Department.” And to anyone considering volunteering to help out their community, Duong quietly reflects. “This is your community, just like it is mine,” he said. “Don’t sit and watch anyone suffer. What’s happening to them could happen to you. Just to save even one life, that’s what makes it all worthwhile, and that’s the reward for me.”

Health services see decreased use as economy strengthens BY JENNIFER KOTILA NEWS@COUNTYSTAR.COM

Reduced funding, new programs from other organizations and a good economy led to a decrease in participation for some of the county’s community health programs, according to Isanti County Public Health Director Tony Buttacavoli. Buttacavoli presented the 2018 Isanti County Public Health’s annual data report to the Isanti County Community Health Board May 1. The report covers six areas of public health responsibility in Minnesota, including promoting healthy communities and behaviors; assuring quality and accessible health services; preventing the spread of infectious disease; protecting against environmental health hazards; preparing for and responding to disaster and assisting communities in recovery; and assuring an adequate local public health infrastructure. PROGRAMS SEEING CHANGE IN USAGE Buttacavoli pointed out some of the highlights in the area of promoting healthy communities and behaviors. Due to a decrease in funding, he noted the “Follow Along” program – which tracks young children’s growth and development – assisted only 200 clients in 2018, a decrease from 542 participants in 2017. Another program, “New Mom/ Baby,” decreased from 42 clients in 2017 to 25 clients in 2018. This decrease in clients was due to Allina and Cambridge Medical Center offering a similar program and the county not wanting to duplicate services, according to Buttacavoli. Participation in the Women, Infants, and Children (WIC) program decreased from 1,345 in 2017 to 1,241 in 2018. Buttacavoli noted that typically happens when the economy is doing well. One last highlight in the area of promoting healthy communities and behaviors was an increase in the number of child safety seats given out by the county. The county gave out 40 child safety seats in 2017, and

50 in 2018. Buttacavoli recognized the person leading the program with its growth, and also noted the clientele has moved from parents to grandparents needing child safety seats for their grandchildren. Another area Buttacavoli highlighted was preventing the spread of infectious disease. Immunizations given through Isanti County’s Public Health Clinic increased from 146 in 2017 to 163 in 2018. He attributed this to public health starting an open door policy for immunization in 2018, rather than only offering immunizations at certain hours. Isanti County Commissioner Susan Morris asked Buttacavoli about Children’s Dental Services through Isanti County, noting that it is a huge need in the county. She wanted to know if Buttacavoli felt that the program was filling the need. “We could probably fill two clinics a month,” Buttacavoli said, noting the county has secured another $2,000 grant this year to offer two additional hygiene days in 2019. It was pointed out that appointments for the onceper-month clinic are typically three months out, and the need is still very high in the community.

OTHER HIGHLIGHTS Other highlights from the Isanti County Public Health report show that the county is: - conducting 437 family home visits through several public health programs. - increasing Statewide Health Improvement Partnership (SHIP) projects and partners. There are 45 SHIP partners, an increase from 16 in 2017. There were 26 active projects in 2018, an increase from 18 in 2017. - conducting 298 MnCHOICES assessments. MnCHOICES is a tool used to assess and plan supportive services for those who need long-term health services and supports. - conducting 12 Homeland Security and Emergency Management Training events in 2018, an increase from five in 2017.

Scholarships available for theatre youth CONTRIBUTED PINE CITY HERITAGE PLAYERS

The Pine City Heritage Players Community Theater will expand its scholarship opportunities to students in the east central Minnesota area including Pine City, Rush City, North Branch, Cambridge, Braham, Mora, Hinckley and Grantsburg, Wisconsin. Two different types of scholarships will be available: Enrichment opportunities for grades 5-12 and Performing Arts Educational opportunity for college-bound students. Both scholarships will provide a unique opportunity for community members to explore additional ways to expand their skills in the performing arts or pursue a degree in theater. The Enrichment scholarship is available for any student in grades 5-12 interested in taking part in a performing arts enrichment program such as an improv workshop, week-long camps for theater, dance or vocal performing. This scholarship will be available year-round for requests. Students should submit scholarship requests with an eight-week window prior to the start of the event for adequate processing time. The second opportunity is a Performing Arts Edu-

cational scholarship offered for students that will be pursuing a major or minor in the performing arts. The complete set of guidelines regarding this scholarship can be found on the Heritage Players website at www.pinecityheritageplayers.com. The deadline to apply for the 2019 scholarship will be Aug. 1. Both of these scholarships are made possible through the generosity of the Lindstrom family and fundraising during the “Songs of the Stage” events hosted throughout the year. In December 2017, the Heritage Players and the Pine City community lost a treasured member. Harv Lindstrom lived his life with a servant’s heart, and the Heritage Players were honored to have him serve on their board of directors. His family chose to honor his memory by donating memorial gifts to the Heritage Players, who decided to use those gifts to create the “Harv Lindstrom Memorial Scholarship.” The Pine City Heritage Players’ mission is to enrich, educate and entertain the community by providing a superior theater experience. In April Amber McDole, a social worker at Isanti County Family Services, learned about the food backpack program assisting students in Braham Area Schools. The program provides a weekend supply of nutritious food – two breakfasts, two lunches and two snacks – every weekend for those who need it (more items are supplied for long weekends). McDole asked if the program would be open to receiving donations from Isanti County Family Services staff. Linda Thelin, coordinator of the backpack program, said they would, indeed, be open to receiving donations as the entire program relies on community donations. After two weeks of accepting donations, several large boxes of food items were delivered to the Braham Covenant Church on April 22. These donations will allow the program to finish out the year supporting several students. “The Braham food backpack program, along with Braham schools, would like to thank Isanti County Family Services for this generous donation,” said Jonelle Klemz, social worker with Braham Area Schools. “Family Services does important and difficult work, and yet personally they, as a group, decided there is more they can do by supporting the community.” PROGRAM DETAILS The backpack program started in the 2016-2017 school year by Katie Grundyson-Sparling, the then-fiancé of a Braham teacher. Grundyson-Sparling was inspired by a similar program in another school/church partnership in Pine City. Katie and fiancé Jay Sparling decided to

announce that gifts for their 2016 wedding shower should only be food items and/or donations to start the program. About a year-and-a-half ago the Braham Evangelical Covenant Church took over the program, and it is now run by Linda and Rick Thelin, members of the church. Any teacher or staff member can refer a student for the program, and then the school social worker gets permission from the family to start receiving food. The school social worker and school counselor are the only ones in the school who know the students who are utilizing the program. Elementary students have their bags of food placed in their lockers on Thursday after school so on Friday morning upon arrival they can put the food bag right into their own backpack. High school students have the option to pick up their bag in the counseling office, or they can arrange a time with the school social worker to leave their locker open so the bag can be discreetly placed there every Friday. During the 2016-17 school year, a total of 11 students were supported by the program (four high school, six elementary and one in preschool). The following year, 15 students were helped (six in high school, eight elementary and one preschool). This school year 19 students have been in the program (one high school, 15 elementary and three preschool). “I am continually surprised by students’ reactions,” said Klemz. “‘All of this food is mine?’ or recently we had a student spontaneously hug a bag of food.” To enroll or recommend a student or family for the program, call Jonelle Klemz at 320-3965212.

BLUEJACKET SOUNDBITES BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

GIRLS GOLF The Bluejackets have had a busy week as the season already hits the midpoint. Cambridge-Isanti competed in three meets last week, placing first in their home invite and taking fourth and fifth in the other two. Top golfers MollyAnn Harvey and Jasmyn Sibell have

taken to alternating leading the way for the Jackets. In the three most recent meets, Harvey fired the low score at home, taking second place overall with a round of 81, along with shooting an 84 at the Geneva Invite in Alexandria on Saturday, May 4. In between, Sibell shot a team-low 82 at the Mississippi 8 mid-season conference meet in St. Francis on Wednesday, May 1. Sibell was second in the two

other meets, shooting a top-10 90 at home and an 89 at Alexandria. Ashton Parnell added a 91 at the Purple Hawk, good enough to also finish in the top 10 individually. As a team, the Jackets shot a fantastic score of 358 to beat 12 other teams at the Purple Hawk Invite. They shot a 373 to finish fourth in the M8 mid-season meet and added a 387 to finish fifth out of nine tough teams at Alexandria. BOYS TENNIS C-I had an extremely busy week, playing in two conference matches, along with three teams in a Saturday quadrangular. The week started with a match against STMA, where the Jackets fell 4-3. The team rebounded from that by cruising to a 7-0 win over Princeton. Finally, C-I went 2-1 in the quad, defeating Totino Grace 5-2 and Foley 4-3, but falling to Alexandria 4-3. Individually, Jacob Zacharias went undefeated for the week at first singles, as did Erick Kendem, who split his time between fourth singles and playing second doubles with Alex Magnuson during the STMA match. Magnuson also went undefeated, winning the other four matches with his usual partner Rigo Mork.

The Jackets also fell to Rocori 7-0 and Becker 3-2 in the Becker tournament.

BASEBALL The Jackets picked up their second win of the season, topping Princeton 13-8. However, they also split the double-header versus the Tigers by losing 7-2. C-I also lost to Centennial by a score of 13-1. BOYS GOLF The Jacket team continued to struggle this season, placing in the bottom of a pair of meets last week. C-I finished fifth out of five teams at a conference meet at Chisago Lakes. They then finished tenth out of 10 teams in the Mississippi 8 mid-season meet at the Refuge Golf Course.

BOMBER SOUNDBITES BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

BASEBALL The Bombers went undefeated last week, sweeping a double-header against Oglivie and topping East Central. The wins against Oglivie were by scores of 9-5 and 3-0. Braham beat East Central 8-3. The wins give the Bombers a five game winning streak after tying and losing their first two games of the season.

SOFTBALL The Bombers split their double-header with Oglivie before routing East Central in an extra-short game. Braham started with a 12-7 win over Oglivie, but fell just short of completing the sweep as Oglivie won game two 12-11 in nine innings. The win over East Central was by a score of 21-1 in just four

i i innings. The Bombers have an even season record of 3-3, with just a few weeks left in the season. BOYS AND GIRLS TRACK AND FIELD The Bombers lone action of the week was at the Hinckley-Finlayson Invite on Thursday, May 2. The Braham girls had several excellent finishes in the meet, led as usual by Hannah Cornelius, who achieved the track trifecta by winning the 100, 200 and 400. The Bombers also got a pair of second place finishes from Ella Doble in the 100 and 400, as well as winning the long jump. Leah Wickeham added a second in the 800. DNR Question: How to prevent tick bites Q: I’m camping over the weekend, and I want to avoid exposure to tickborne diseases. How can I prevent tick bites? A: Disease-carrying deer ticks are most active during snow-free periods of the year, so it’s important to take precautions when enjoying the outdoors. High-risk areas include hardwood forests, woody/brushy areas and long grass. Here are some tips to prevent tick bites: - Walk in the center of trails to avoid picking up ticks from grass and brush. - Wear light-colored clothing so ticks will be more visible. Check and re-check yourself throughout the day. - Create a barrier to ticks by tucking your pant legs into socks or boots, and wearing a longsleeved shirt tucked into your pants. - Use a repellent containing DEET or permethrin, and carefully follow the directions on the container. Permethrin-treated clothing is also available at many

sporting goods stores. - The best defense after being outdoors in tick habitat, is to do a complete body check, shower and vigorously towel dry. Wash your clothes immediately as to not spread any ticks. - Pets are most likely the ones who will carry a tick indoors. Check your pets for ticks each time they’ve been outdoors. If you find an attached tick the prompt removal is important. If possible use a pair of tweezers to grasp the tick by the head. Grasp tick close to the skin, pull the tick outward slowly, gently and steadily, use antiseptic on the bite. Avoid remedies like Vaseline, nail polish remover or burning matches, they are not a safe or effective way to remove ticks. See a doctor right away if you experience a rash, fever, headache, fatigue or other signs of illness. To learn more, visit the DNR website Deer Ticks. Melissa Warhol, DNR safety and risk supervisor

For more than 75 years, the mistake stayed on the map, and the forest remained safe from logging.” These 144 acres of virgin red and white pine still remain today to be visited and enjoyed by people of all ages. SCHOOL BOARD The Commissioner of the Department of Education Review and Comment on the School Construction Proposal of Cambridge-Isanti Public Schools, ISD #0911-01 A review and comment must be provided on a construction project proposal before the school district solicits bids for the project. A project proposal has been submitted for review and comment according to requirements set forth in Minnesota Statutes, section 123B.71, subdivisions 9 and 10, and Minnesota Statutes, section 123B.72. The school district provides the following information: The geographic area and population to be served

MAY 9, 2019

preschool through grade 12 student enrollment for the past five years, and student enrollment projections for the next five years. A list of existing school facilities by year constructed, their uses, and an assessment of the extent to which alternate facilities are available within school district boundaries and in adjacent school districts. A list of specific deficiencies of the facility demonstrating the need for a new or renovated facility to be provided, the process used to determine the deficiencies, a list of those deficiencies that will and will not be addressed by the proposed projects, a list of specific benefits that the new or renovated facility will provide to students, teachers, and community users served by the facility. A description of the project including: specifications of site and outdoor space acreage, square footage allocations for classrooms, laboratories and support spaces, estimated expenditures for major portions of the project, estimated changes in facility operating costs, dates the project will begin and completed. A specification of the source of project financing including: applicable statutory citations, the scheduled date for a bond issue or school board action, a schedule of payments, including debt service equalization aid, and the effect of a bond issue on local property taxes by property class and valuation. Documentation obligating the school district and contractors to comply with the following items: section 471.345 governing municipal contracts, sustainable design, school facility commissioning under section 123B.72, certifying the plans and designs for heating, ventilating, air conditioning and air filtration for an extensively renovated or new facility meet or exceed current code standards, including ASHRAE air filtration standard 52.1, ANSI acoustical performance criteria, design requirements and guidelines for schools on maximum background noise levels and reverberation times,

state fire code, chapter 326B governing building codes, and consultation with affected government units about the impact of the project on utilities, roads, sewers, sidewalks, retention ponds, school bus and automobile traffic, access to mass transit and safe access for pedestrians and cyclists. Description of Proposed School Construction Project Cambridge-Isanti Public Schools (C-I), ISD, #0911-01, is proposing the construction of a new, 35,600 square foot facility to house the District’s setting IV special education students, alternative learning students, and transitions program students on a 60 acre, district-owned site. Setting IV special education students are currently being served by the Rum River Special Education Cooperative while alternative learning and transitions program students are currently housed in the Education Services Center. The district conducted a comprehensive facility study and convened a facility task force in 2016-17 which found that the space for the alternative learning and transitions program students were overcapacity and inadequate. The site for the proposed facility was originally acquired by the school district with the intent of constructing a middle school. Subsequent site analysis revealed buildability concerns with a significant portion of the site, rendering the site unsuitable for the construction of a middle school. A 20 acre portion of the 60 acre site has been identified as suitable for construction of the proposed facility. The 2016-17 facility task force recommendations called for shorter term building additions or the long term replacement of Cambridge Intermediate School; the oldest school building and the one in most need of replacement. At the high school, the relocation of existing special education space and the need for more gym space were identified by the task force. The construction of a new school building on the 60 acre, district-owned site was not part of the task force’s recommendations. The annual operating and maintenance costs of the new facility are projected to be $194,000. These costs do not include those associated with educational programming staffing which are difficult to project with the uncertainty surrounding the number of setting IV students that

will transition from Rum River Special Education Cooperative to the school district. The school district has reviewed the costs associated with renovating and improving an existing structure and believes that a newly constructed building on the proposed, district owned site is in the best long term interest of the District’s setting IV special education students, alternative learning students, and transitions program students. The district would issue $12.07 million in certificates of participation (COPs) which function like a lease-purchase arrangement. The annual COP payment is around $880,000. The district would utilize its lease levy authority under Minnesota Statutes, section 126C.40, up to the statutory limit ($212 * adjusted pupil units) to raise the majority of the funds for the COP payment. The remaining $140,000 or so above the statutory limit would be paid for with general fund dollars. The project would be scheduled for completion in calendar years 2019-2020. Cost estimates are as follows: Construction Costs

$ 9,925,000

Fees, Permits and Testing

$ 1,500,000

Contingency

$500,000

FF&E

$375,000

Bond Issuance Costs

$203,049 $ 12,503,049

Review and Comment Statement Based upon the department’s analysis of the school district’s required documentation and other pertinent information from sources of the Minnesota Department of Education, the Commissioner of Education provides a positive review and comment. Additional Information is Available Persons desiring additional information regarding this proposal should contact the school district’s business office. Ask A Trooper: Can you explain the new hands-free phone law? Question: Can you please explain the new hands-free cell phone law? Answer: Under the law, you may not hold your phone

Ask a Trooper Sgt. Neil Dickenson

in your hand and cannot use it at any time for video calling, video live-streaming, Snapchat, gaming, looking at video or photos stored on the phone, using non-navigation apps, reading texts and scrolling or typing on the phone. The new law does allow a driver to use their cell phone to make calls, text, listen to music or podcasts and get directions, but only by voice commands or single-touch activation without holding the phone. You are allowed to hold and use your phone to obtain emergency assistance or if there is an immediate threat to life and safety. Using a phone when in an autho-

rized emergency vehicle while performing official duties is also allowed. Traditional GPS units and other systems that can be used for navigation are exempt from the hands-free law. In-car screens and systems are also exempt. In both cases, most of these systems lock when the vehicle is moving. The new hands-free bill was signed by Gov. Tim Walz on April 12, and goes into effect on Aug. 1. But don’t wait until Aug 1. Now is the time to get into the habit of driving hands-free or purchasing a hands-free device. DNR website has all the info on fishing opener CONTRIBUTED MN DEPT OF NATURAL RESOURCES

Out of the 1.4 million licensed anglers in Minnesota, about half a million will take part in the tradition of fishing opener, which this year falls on Saturday, May 11. Fishing opener marks the day fishing can begin for walleye, northern pike and trout in lakes. Fishing remains open all year for many species including popular and fast-biting fish like sunfish and crappies. Minnesota has 11,842 lakes, 4,500 of which are considered fishing lakes. The DNR LakeFinder (at https://www.dnr. state.mn.us/lakefind/index.html) provides detailed information about these lakes, including lake surveys, lake depth maps, water quality data, water clarity data, lake notes, and fish consumption advice. There are over 16,000 miles of fishable rivers and streams in Minnesota, including 3,800 miles of trout streams. Although not every kind of fish lives everywhere, 162 species of fish can be found in Minnesota waters. Fishing contributes $2.4 billion to the state’s economy in direct retail sales, ranking Minnesota third in the nation for angler expenditures, according to a 2011 U.S. Fish & Wildlife Service national survey. Fishing supports nearly 35,500 Minnesota jobs, according to Sportfishing in America, January 2013, produced by Southwick and Associates. A summary of regulations that changed this year on specific lakes, including large lakes like Leech, Kabetogama and Lake of the Woods, is available on the

DNR website at mndnr.gov/fishing. Last year, new northern pike fishing regulations went into effect for anglers catching and keeping pike on inland waters. The pike regulations have three zones to address the different characteristics of pike populations in Minnesota. Maps, regulations and more information can be found at mndnr.gov/pike. HOW TO BUY A FISHING LICENSE Anglers can buy fishing licenses at any DNR license agent, online with a mobile or desktop device at mndnr.gov/buyalicense, or by phone at 888-665-4236. Mobile buyers receive a text or email that serves as proof of a valid fish or game license. In most cases, Minnesotans don’t need a license when fishing in a state park. For more information visit mndnr.gov/ state_parks/fishing.html. Mother’s Day is Sunday, May 12, and fishing opener weekend doubles as Take a Mom Fishing Weekend. Mothers who are residents of Minnesota can fish without a license from Saturday, May 11, to Sunday, May 12. Fishing is allowed only for species that have open fishing seasons. WEAR A LIFE JACKET Cold water kills. Anglers are reminded to not just bring it – wear a life jacket. It’s the one action most likely to help in surviving a fall into cold water. Thirty percent of boating fatalities take place in cold water defined as generally below 70 degrees. In spring, this is typically from ice-out until early summer. The cold water shock “gasp reflex” can incapacitate even the strongest swimmer if they aren’t wearing a life jacket.

CONTRIBUTED BY STEVE CARNEY

Nearly a half-million anglers will try their luck this weekend during the Minnesota fishing opener.

How to identify poison ivy Poison ivy is an unwelcome guest on many properties. Unfortunately, many people don't recognize the presence of poison ivy on their property until it's too late and they've already fallen victim to the uncomfortable, itchy red rash that is the plant's hallmark. According to PoisonIvy.org, a website providing information about poison ivy, poison oak and poison sumac, the rash from poison ivy may first appear as just a slight itchy spot. But that spot will gradually get worse and can even cover your entire body with giant red sores if left untreated or if it goes undetected for too long. That only highlights the importance of learning to recognize poison ivy on a property and taking the appropriate measures to prevent anyone from coming into contact with it.

Is all poison ivy the same? Many people may be surprised to learn that all poison ivy plants are not one and the same. Poison-Ivy.org notes that there are different types of poison ivy in different places, so curious homeowners should visit the site to determine how to identify the type of poison ivy specific to where they live. Eastern Poison Ivy grows on the ground, climbs and sometimes appears as a shrub. And despite its name, Eastern Poison Ivy grows from the east coast to the midwest, affecting people in middle American states like Kansas and Nebraska. Eastern Poison Ivy also can be found in some parts of Texas and Arizona. What are some telltale signs of the poison ivy plant?

Eastern Poison Ivy is the most widespread poison ivy plant, and these are some of its characteristics. (Note: People who live outside of regions where Eastern Poison Ivy grows can learn about the characteristics of plants in their area by visiting www.Poison-Ivy.org). · Poison ivy plants always have leaves of three. No poison ivy plants have more than three leaves. · Poison ivy always grow left, then right. That means that the stem/ branch of leaves closest to the root of the plant will always lean left. Subsequent stems/branches of leaves can lean right. Stems/branches of poison ivy leaves are never side by side. · Poison ivy plants never have thorns.

· The edges of poison ivy leaves are never sawtoothed or scalloped.

763-444-8873 233 Cajima St. • Isanti, MN 55040 www.MinnesotaEquipment.com

You Need It…We’ve Got It! · Poison ivy leaves will appear differently depending on the season. In spring, Eastern Poison Ivy leaves will appear red. As spring turns into summer, the leaves will gradually appear more green. Come fall, the green leaves will look as if they were brushed with red, with some leaves featuring patches or spots of red. The poison ivy rash can be very uncomfortable. Learning to identify poison ivy plants can help people avoid the rash.
