How do you feel about the ‘hands-free’ cellphone law? BY LORI ZABEL NEWS@COUNTYSTAR.COM

How do you feel about the new “hands-free” cellphone law passed April 11 by the Minnesota legislature? We asked local law enforcement and citizens what they think of the law that takes effect in August and

will restrict drivers to placing cell phone calls or sending messages on phones only via voice or single-touch activation without holding a phone. The only hand-held use of phones allowed will be for GPS navigation and placing 911 emergency calls. After the responses below, more details about the law and local citizens’ responses can be found on page 8.

Chris Caulk - Isanti County Sheriff As a chief of police or sheriff, how do you feel about the new legislation? I support the legislation. It is unfortunate that we have to have a law to curb this, when this should be a common-sense thing. No one will dispute that looking at your phone, texting, reading or watching something on your phone is just downright a bad idea when operating a motor vehicle. However, many people still do it, and this legislation will hopefully curb some of the abuse, but it won’t end it.

How will it impact your current enforcement of cellphone usage while driving? I will have to wait and see exactly how the bill reads. I think it will be easier as there will be less excuses that would lead to a gray area for enforcement purposes.

Brandon Thyen - Chisago County Sheriff Feel: I’m glad to see new legislation that is focused on making our roads safer. Data supports that one of the most common threats to our road safety today is distracted driving. LORI ZABEL | COUNTY STAR

Impact: This new legislation is more specific, which will strengthen

‘Don’t tell me to have a hoppy Easter!’

traffic enforcement efforts against distracted driving.

Dan Meyer - North Branch Police Chief

One-year-old Ethan, of North Branch, wasn’t happy taking his turn on the Easter Bunny’s lap at Ecumen North Branch on April 13. The annual event includes residents handing out candy to children, snacks, giveaways, coloring and a petting zoo. See more on page 21.

Schools eliminate director position, modify roles BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

In an attempt to cut staffing costs in light of another year of budget shortfalls within the district, the North Branch school board approved at their April 11 meeting the reorganization of a few positions within the schools. Effective July 1, 2019, the district will eliminate the position of Director

Feel: I am excited about the new legislation and believe that this new law will save lives. According to the MN Office of Traffic Safety, distracted driving is a contributing factor in one in every five crashes resulting in an average of 53 deaths and 216 injuries each year. Studies from other states have shown that this law significantly reduces traffic fatalities and it will make our roads and communities safer.

Impact: I believe that this new legislation will help with some of the challenges that law enforcement officers have encountered with enforcement of the current law. Because the new law restricts drivers from holding a cellphone in their hands for any reason other than an emergency, officers should be able to more easily identify violations and take more effective action.

of Finance and Human Resources, currently held by Dr. Jon Ellerbusch. In conjunction with the elimination of this position, a new position of Director of Business Services will be created. That position was given to Todd Tetzlaff, currently the North Branch Area Middle School principal. He will take

Todd Schuster - Cambridge Police Chief Feel: I feel that the new legislation is a positive step towards making our roads a safer place. Of course, there are several different types of distractions that drivers face, but cellphones are a primary one that nearly every driver has with them at all times.

Impact: Enforcement of the new law should be easier because there is no reason for drivers to be holding their phones now. Currently, we need to determine if they are just talking on the phone or accessing the internet.

Can we get off this weather roller coaster? I can see the headline: “Man gets struck by lightning while shoveling snow.” That’s one of the first thoughts I had as one of the many loud cracks of thunder echoed through the sky last Thursday. The specific bolt of lightning lit up the sky as I was clearing off my parents’ driveway and was followed by another round of heavy rain/sleet/graupel/snirt/whatever else was falling from the sky that day. As crazy a story as that might sound, it would have fit as a perfect finale to what has been one of the craziest winters many of us have ever seen. Worth a After experiencing a rare brown Thousand Christmas, we saw an extreme mixture of alternating rain, snow, freezWords ing rain and sleet that made clearing streets and sidewalks problematic, to Bill say the least, just a few days later. The Twin Cities then broke the reStickels III cord for the latest day into the winter before recording a sub-zero temperature on Jan. 19. Less than two weeks later, that record was completely forgotten as the Midwest plunged into the “polar vortex,” breaking numerous record-cold lows. The lack of snow in December was also made up for come February, as not only did we break the record for all-time snowiest February on record, but it will also go down in the top 10 for snowiest months ever. The month of March got off to a rather chilly, though not record-breaking, start. Considering how deep the snow depth was, people were seriously wondering how long we would be stuck in winter’s grasp. There was talk about the possibility of fishing opener being hindered by ice still on the lakes (which may still happen up north, but not to the extent some were predicting). Spring high school sports teams were also placing bets on how late their seasons would start. But, just like that, starting on March 12, we got some relief in the form of continual days of highs above freezing, a streak that continues to this day. At the same time, these highs weren’t greatly above average, thus alleviating the potential for near-record flooding. This also enabled fields to gradually clear of snow, so much so that some games were actually able to be played as scheduled in the first days of April – something that just a few short weeks earlier looked to be an impossibility. At the same time, we still haven’t seen a huge spike in temps, with just one day barely making it to 70 degrees and only two other days going above 60. Then came last Thursday and the above-mentioned wacky weather event that even included a couple severe thunderstorm warnings during the blizzard. And that aforementioned lightning strike? That imagined headline wasn’t too far off as I read how it struck a tree and started a shed on fire that the Isanti Fire District had to put out. Let’s just hope this roller-coaster ride is almost over and we can at least have a nice, average spring and summer. But, based on recent history, I wouldn’t hold my breath about that. LETTERS TO THE EDITOR We are better than hate-filled rhetoric To the editor, At the risk of starting another series of back-and-forth letters where nothing gets resolved and no one wins, I feel compelled to respond to Mr. Grell’s letter of April 11. I did as he suggested and looked at the Jeanine Piro anti-Ilhan Omar video. It is a testament to Mr. Grell’s views when he resorts to this video clip to support them. This is the same video clip that earned Piro a suspension from Fox News. Let that sink in, this video was so laced with hate

that even Fox News felt compelled to suspend her. In my estimation, any argument that needs to use a video this hate-filled is not worth listening to. It is hate-filled rhetoric like this that led to the April 5 arrest of a man that threatened to kill Rep. Omar. We can demand better in a civilized society. Jeffrey Benny Isanti

Community-wide read book is immoral

“Evergreen Tidings from the Baumgartners” a city-wide-read. It is immoral. The Bible tells us that God made man and woman to procreate and not woman and woman as the book relates to be. In God’s plan man and woman are united as one and have a baby and become a family. But not in this book. It is a woman and woman and their baby is created in the lab between a sperm and an egg. What is worse is the real father becomes the godfather after baptism. Sick!

Dennis ‘Link’ R. Lindquist

Kathryn ‘Kitty’ E. Haas

Dennis “Link” Lindquist, age 76, of Cambridge, died April 14, 2019, at Abbott Northwestern Hospital. Dennis Roy Lindquist was born July 15, 1942, in Parkers Prairie, Minnesota, to Roy and Erma (Gilbertson) Lindquist. He graduated from Princeton High School and then served his country in the U.S. A Army, including a year of sservice in Vietnam. After returning home, D Dennis ran the Cargill c chicken farm in New P Prague, Minn., for a numb ber of years. He moved tto North Dakota after h his marriage to Marlys M Martin, where he met and m married Charlotte Sautter. In North Dakota, he a and Charlotte owned and o operated the Hurdsfield D Dairy King and gas station a as well as the Goodrich Cafe where they were best known for their German food. Some years later, he and Charlotte left North Dakota and moved to Cambridge where he worked for Rolf ’s Produce selling goods at the city markets. He was also a cook at the Purple Hawk Country Club, CJ’s and the Mystic Inn for many years. Dennis was often the main attraction at these eating establishments because of his witty personality and social charm. People said they loved his food, but would come anyhow just for him. He loved cooking and the company that came with it. He found his passion for cooking as a cook in the Army. One of Dennis’ greatest accomplishments was his family. He was a fun-loving grandfather. No matter how big or small, they all loved being around their papa. He had a way of making each of them feel special and making their time together an adventure. Dennis is survived by his wife Charlotte “Char;” children Lisa (John) Gabbert, Wendell (Robin) Sauter, Cindy Olson, Ken (Carol) Sauter, Tammy Lindquist, Lora (Carl) Westberg and Lori Lindquist (Gary Klingner); brother Les Lindquist; sister Cheryl Sauter; 16 grandchildren; 13 great-grandchildren; and by many other relatives and friends. He was preceded in death by his parents, Roy and Erma; son Daniel Lindquist; brother-in-law Glen Sauter; and sister-in-law Marlys Lindquist. Funeral services will be held at 11 a.m. Saturday, April 20, at Salem Lutheran Church in Dalbo. A visitation will be held one hour prior to the service at the church. Online condolences can be made at StrikeLifeTributes.com.

Annual meeting celebrates benefits of electricity CONTRIBUTED NEWS@COUNTYSTAR.COM

Despite a spring snowstorm, 143 East Central Energy (ECE) members helped their co-op celebrate another year of service at the 83rd annual meeting. Held April 11 at the Braham Event Center and via live video at the Superior Operations Center, the meeting highlighted ECE community initiatives and its strong year financially. Copies of the cooperative’s 2018 annual report were distributed and can also be found at eastcentralenergy.com. President/CEO Steve Shurts presented the recently-renamed Power Up Scholarship to non-traditional students. Shurts also awarded a plaque to representatives of the University of Minnesota Extension Pine County Master Gardeners, the co-op’s 2018 Touchstone Energy Community Award winner. After the Pledge of Allegiance, the invocation was delivered by

Justin Jahnz, ECE Manager of Energy Services and Strategic Projects. Board of Directors Chair Jerry Tvedt called the meeting to order. In his executive report, Shurts shared that 2018 was the best year for reliability in ECE history, due in large part to the co-op’s integrated vegetation management program and installation of animal guards across the system. He noted the completion of the advanced metering infrastructure (AMI). The system includes 34 base stations and more than 77,000 new meters. “With the new metering system, we are alerted to outages sometimes within seconds of the power loss,” he said. Because ECE’s power supplier, Great River Energy, experienced an excellent financial year, ECE was able to set aside $4.5 million to reduce or defer future rate increases. There will be no residential rate increase in 2019, and ECE is hop-

ing to continue that trend in 2020. The co-op returned over $4 million in capital credits to members last year, and an additional $1 million in estate retirements. Over the years, more than $78 million has been returned to members. This year, three seats were up for election on the ECE Board of Directors. Only one candidate was nominated by petition for the available seat in District 5, so voting by ballot was not necessary. The candidate, Linda Laitala, will serve the four-year term. An election was held in District 2, where members re-elected David Deutschlander to represent them for the next four years. In District 4, members re-elected Garry Bye to serve a four-year term as well. All candidates and election results were confirmed by the ECE Credentials and Election committee and ECE’s legal counsel. Find more information at eastcentralenergy.com.

Frieberg earns real estate specialist designation CONTRIBUTED RUSH POINT REALTY LLC

Victoria Frieberg, broker with Rush Point Realty LLC, has earned the nationally recognized Seniors Real Estate Specialist designation from the Seniors Real Estate Specialist Council of the National Associ-

ation of Realtors. Victoria joins only 15,000 real estate professionals in North America who have earned the SRES designation. All were required to successfully complete a comprehensive course in understanding the needs, considerations and goals of real estate buyers and

sellers aged 55 and older. “Working with seniors to meet their housing needs requires an expert understanding of their lifestyle and financial needs, and the SRES designation means that a Realtor has that understanding,” said Frieberg. “Whether they are buying, selling relocating

or refinancing, seniors can be confident that a Realtor designated SRES will be able to help them every step of the way.” Frieberg has a history of helping families in the East Central Minnesota area for over a decade. As a Rush Lake resident, she is a proud sponsor of the

We asked people in Cambridge and North Branch:

How do you feel about the new ‘hands-free’ cellphone law? Ed Frost, Cambridge

Kadin Weaver, Blaine

Since we’re in an age of electronics, we have the ability to have hands-off devices. My one car has it. I have no problem abiding by that law.

I think it’s good. It makes me feel safer that drivers won’t have their phones distracting them. I don’t use my phone at all while driving.

I feel like it’s safer for other drivers on the road. Me, personally, in my car I have it all on my steering wheel, so to answer I just click the button. That works good.

Paul Ryals, Stanchfield

Christine Dartt, Cambridge

Stephanie Minnihan, Stanchfield

I’m glad they’re doing it; I think it’s a good idea. I wonder if they’re moving towards no cellphone usage at all while driving. There have been studies that determined the hands-free is really not a big factor – it’s the distraction of being on the phone. Hands-free is almost insignificant.

I completely agree. There have been a lot of texting and driving accidents – more than there should be – distracted driving, particularly kids. I drive an hour for work and am on the phone with my earpiece.

Megan Guetschoff, Cambridge

I think it’s a good law, especially with all the accidents that have been caused by texting and driving, also just being on your phone in general. I think that raising the second fine higher is also going to be helpful because people usually don’t have the money to pay for tickets in their budget.

Sara Anderson, Shafer I think it’s going to be a very good law. It’s going to help people be more protected and hopefully keep the roads a little better.

Nathan Schlief, North Branch Honestly, it’s better that way because I’ve had a few friends that have suffered due to distracted driving. If this were to be put into effect, it would cause a lot less accidents. You should be keeping your phone out of your hands in general, so I completely agree with it.

HANDS-FREE: Law takes effect in August with $50 first ticket, $275 next violation Travis Muyres - Isanti Interim Police Chief

Eric Baumgart - Braham Police Chief

Feel: Distracted driving is a public safety concern for everyone on or near our roads. The new legislation supports the Isanti Police Department’s efforts in combating distracted driving.

Feel: I feel the new law is a step in the right direction. Impact: We have found enforcement of the “texting” law challenging from a patrol level. For example, I worked a 2.5 hour TZD (Toward Zero Deaths) shift and saw only one individual I could say, without a doubt, was texting. I feel this should be easier to enforce. I feel any activity that makes the roads safer is a good idea.

Impact: This new legislation will make the law easier for officers to enforce. Law enforcement and the public need to work together to combat the dangers of distracted driving. Overall this new legislation of combating distracted driving will help make our roads safer for everyone in the community.

Nonprofits receive grants from Allina CONTRIBUTED ALLINA NEIGHBORHOOD HEALTH CONNECTION

Sixty-eight community nonprofits and local government organizations are the newest recipients of Neighborhood Health Connection grants from Allina Health. The grants of $300 to $10,000 support on-going activities that promote social connections through healthy eating and physical activity among adults in local communities. Locally, these nonprofits received grants: • Cambridge ACT on Alzheimer’s c/o GracePointe Crossing, Cambridge - A monthly Memory Cafe for those with dementia and their care companion will be offered in two locations. • Cambridge-Isanti Early Childhood Programs, Isanti - A Parent Cafe where residents at the local homeless day center will be provided with a healthy lunch, along with a parent/child class to learn about how to be a healthy family given their current living situation. • Isanti County Family Services, Cambridge - A parenting curriculum known as the Circle of Security with classes and lunch. • Spirit River Foundation, Isanti - A weekly hands-on food preparation

class with nutrition information, healthy strategies and skills to manage stress for adults living with mental health challenges. • Williams Park Community Garden, North Branch - Adults residing in mobile homes and seniors in subsidized housing will be given garden space, seeds and plants to grow healthy food at no cost to them at the Williams Park Community Garden in North Branch. The selected programs were chosen through a competitive application process that was open to community nonprofits and local government organizations who wanted to start or strengthen a program. “Year after year we’re pleasantly surprised with the level of interest in making communities healthier,” says Ruth Olkon, manager of Community Health Improvement for Allina Health. “The ideas presented were very creative, and we received over 170 applications throughout Minnesota and western Wisconsin.” A complete list of grant winners can be viewed online at www.allinahealth. org, under “Initiatives and Programs,” and Neighborhood Health Connection/Grants Awarded.

How to go ‘hands-free’ STAFF REPORT NEWS@COUNTYSTAR.COM

With the new hands-free cellphone law going into effect in August, Minnesota residents might be wondering what’s the easiest or cheapest way to comply. The Minnesota Department of Public Safety offers seven options on its website at handsfreemn.org. Here they are from cheapest to most expensive:

existing vehicle and phone can talk to each other, pair up and go hands-free.

4) Buy an auxiliary cable and connect your phone’s earphone jack to your car’s AUX jack. You can operate

METRO CREATIVE GRAPHICS

1) Don’t use your phone when you drive. Put your phone in the glove compartment or trunk or backseat or turn on a “don’t disturb” app and enjoy the drive. It’s free and you will be surprised at how many new sights you will see on your drive. A number of large, successful companies have adopted no-phone-use policies while driving on company time, and after getting used to it, they report being happier and at least as productive as when they used their phones.

2) Use a single earphone that has the microphone and you are hands-free. Remember, using earphones in both ears at the same time is illegal in Minnesota.

Easter Ham Winners Brian Kramer - Members Cooperative Credit Union, Isanti Kevin D. Rausch - Ruddy’s Rental, Inc. & Party Supplies, North Branch Wayne Leonard - Lampert Lumber, North Branch Rita Davis - County Market, North Branch Ron Forsyth - North Branch Liquors, North Branch Gloria Mechels - Anytime Fitness, North Branch Patricia Lund - Members Cooperative Credit Union, North Branch Dianne Oliver - Northbound Liquor, Cambridge

3) Pair your phone to your current car or truck. If your

your phone by voice or single touch and listen through your car’s audio system. Auxiliary cables can be purchased for less than $5.

5) If your car is older and doesn’t have an AUX jack but has a cassette player, you can buy an adapter that fits into the cassette player that allows you to connect your phone through the earphone jack. The cassette adapters cost about $30.

DIRECTOR: Henton to head human resources FROM PAGE I

over the financial aspects of the former position. Superintendent Dr. Deb Henton will pick up the human resources portion of Ellerbusch’s former position. In addition, current middle school assistant principal Kelly Detzler was named the school’s interim principal. The duties of Detzler’s position as assistant principal will be shared between high school assistant principal Glen Stevens, Sunrise Elementary School assistant principal Rebecca Johnson and Community Education director Brett Carlson. “This solution offered the school district the opportunity to save administrative costs,” Henton said. “Those savings positively impact our ability to preserve more staff at the building level.” Henton emphasized that the changes were not due to Ellerbusch not satisfactorily performing his duties, but rather was a matter of convenient timing. Also at the April 11 meeting, the board approved Ellerbusch’s resignation in order for him to accept the position of superintendent of the Barnesville Public Schools. It is estimated these changes, plus a few other minor changes within the administrative team, will save the district about $200,000 a year. In addition, the board approved the termination of nine teachers who were still in their probationary period, the termination of 12 support staff and placing one teacher and one counselor on an unrequested leave of absence. All of these actions were taken to alleviate the district’s $2.3 million shortfall for the 2019-20 fiscal year. WEATHER MAKEUP DAYS RESOLVED Ironically, on the very day that was almost the district’s sixth weather-related school closure, the district approved the terms of the state’s recently signed Snow Days Relief Act. Under the act, signed by governor Tim Walz on April 1, districts could count those days as official school days towards the minimum 935 hours for elementary schools and 1,020 hours for middle and high schools. According to Henton, even with the five missed days, the elementary and middle schools would still be in session for more than those minimums. The high school, however, fell just under the 1,020-hour mark. Because of that, the district had previously opted to add minutes by lowering the time between classes by one minute and starting school earlier in the day. However, with the signing of the act, the board approved returning to their previous schedule.

North Branch to pave busy gravel road BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

One of the busiest gravel roads in the city of North Branch will finally get resurfaced into a paved surface. During the April 9 council meeting, the council approved awarding the asphalt paving of Grand Avenue from just south of Sunrise Elementary School to 372nd Street, plus 372nd Street from Forest Boulevard to Hemingway Avenue and Hemingway Avenue north to the existing asphalt at 376th Street to Knife River Inc. According to public works director Shawn Williams, the stretch of Grand Avenue in particular is a very high-traffic road, with cars using it to get to the three school buildings on a daily basis. “Gravel roads are not designed for traffic counts that exceed a load of over 100 cars per day,” Williams said. “We are well above that at about 500-600 cars per day.” Williams said the roads

‘Gravel roads are not designed for traffic counts that exceed a load of over 100 cars per day. We are well above that at about 500-600 cars per day.’ Shawn Williams North Branch Public Works Director would be 24 feet wide, and initially there will be 2 inches of asphalt. After two years, Williams said they will go back and, if needed, put an additional 2-inch overlay on top. “Basically, we are at the point where we need some type of surface treatment on the road other than gravel,” Williams said in response to a question on why they are putting 2 inches down now and maybe doing another 2 inches in the future. “We had good luck (doing it this way) when we did 360th Street.” Knife River’s bid came in at $172,950. According to city administrator Renae Fry, there is no timetable for

when the project will begin or end at this time. Along those same lines, the council accepted the bid of $1.50 per pound for the sealing of street cracks by Seal Tech Inc. This project was part of a joint quote request from the city, the North Branch School district and North Branch and Sunrise Townships. TACO TRUCK COMING TO NORTH BRANCH In other council action, the council approved a transient merchant license for a food truck operated by MELZ, LLC. The food truck will be located at 6194 Main Street, which is in front of the Air-

School back to regular schedule due to Snow Days Relief Act One of the challenges that comes with weather closings is maintaining student instructional minutes as required by the state. Each day that students are not in classrooms school districts get closer to that minimum requirement. Like many school districts, North Branch Area Public Schools has NB School (NBAPS) more educational minutes built News into school year Dr. Deb calendars than required. Henton Even with the five days of missed school this winter, all of our students continued to have more than the required educational minutes with the exception of the high school. To remedy that shortfall, North Branch Area High School added minutes to its daily schedule starting in midMarch. The high school accomplished this within the confines of school district schedules by reducing passing times one minute each, and by adding the remaining few minutes to the start of the school day.

With the governor’s signature on the “Snow Days Relief Act,” school districts were offered a reprieve from providing the required minimum of educational minutes to students due to the unusual weather circumstances faced by all school districts this winter. The bill accomplishes this not by reducing the number of minutes schools must provide, but by giving schools the option of counting missed days towards those required minutes. The NBAPS school board passed a resolution at its regular meeting last Thursday accepting the terms of the Snow Days Relief Act. The Snow Days Relief Act directs school districts to count canceled days as instructional days, not count student absences on those days in attendance records, and pay employees and contractors not previously compensated for the canceled days. The action was taken to address closures on the following dates: Jan. 29, Jan. 30, Jan. 31, Feb. 8 and Feb. 20, 2019. As a result, the high school returned to its normal bell schedule starting on Monday, April 15. No other changes to the school day will be necessary. Dr. Deb Henton is superintendent of North Branch Area Public Schools.

Chisago 4-H horse teams awarded CONTRIBUTED CHISAGO COUNTY 4-H

On April 6, more than 650 youth in 132 teams from across Minnesota participated in the 4-H State Project Bowl, the second largest 4-H event of the year. The Chisago 4-H Horse Junior team and the Senior Horse team both came in fourth place in their categories. The 4-H State Project Bowl challenges teams of three to six youth to test their knowledge on a variety of animal science and agriculture topics including dairy, dog, general livestock, horse, llama, poultry, rabbit and wildlife conservation. Hundreds of youth teams participated in regional competitions held throughout the state in March with top teams qualifying to compete in the state bowl. Each competition includes junior and senior divisions. Teams are quizzed in one-on-one and open rounds. The first participant with the correct answer earns points for their team. 4-H State Project Bowl winners in dairy, general livestock, horse and poultry go on to national project bowl competitions. “Through 4-H State Project Bowl, youth build communications skills, and gain deeper knowledge and interest in agriculture-related areas,” said Amber Greeley, Extension 4-H program manager. “These experiences contribute to their success in school, future areas of study in college, and eventual careers.” To learn more about 4-H Project Bowl, go to https://extension.umn.edu/4-h-events/regional-state-project-bowls or contact 4-H Program Coordinator Jeremy Freeman at 651-277-0150.

COUNCIL TABLES PLANNING COMMISSION APPOINTMENT Being in the unusual, but pleasant, position of having more qualified applicants than open seats available on the planning commission, the council opted to table making an appointment until their April 23 meeting. “We just got one of the applicants over the weekend,” mayor Jim Swenson said. “And I don’t know if I feel good voting on this tonight.” Swenson noted the next planning commission meeting isn’t until May, so delaying the selection would not negatively impact the commission. “This is a unique situation,” council member Kathy Blomquist said. “We have struggled to get people to apply, and now we have two excellent candidates. I would probably want to wait.”

Isanti County offers Skywarn training

Sheriff’s office celebrates Learn about Braham Telecommunications Week intersection changes

To be better prepared for upcoming severe weather season, the Isanti County Office of Homeland Security and Emergency Management, along with the National Weather Service, will provide a program called Skywarn Training (also referred to as Storm Spotter) which will be held Tuesday, April 23, from 6:30-9:30 p.m. at the Cambridge Intermediate School, Lecture Hall Room 208. Coffee and snacks will be provided. This training is beneficial for those who simply wish to become better informed, as well as those who want to be designated storm spotters. The training will be conducted by Todd Krause, Warning Coordination Meteorologist from the National Weather Service. Isanti County residents will also have a chance to receive an NOAA weather radio. There is no charge for the training, but call Isanti County Public Health/Homeland Security and Emergency Management at 763-689-4071 or email ruth.beumer@co.isanti.mn.us by Thursday, April 18, to pre-register so there are ample supplies and refreshments.

CONTRIBUTED CHISAGO COUNTY SHERIFF’S OFFICE

National Public Safety Telecommunications Week is April 14-20. The Chisago County Sheriff’s Office is honoring their Public Safety Emergency dispatchers who serve as the lifeline between people in need and vital law enforcement, medical and fire services. These Public Safety Emergency dispatchers have dedicated their careers to providing superior service to the residents of Chisago County, tourists and those passing through the area. In most cases, the emergency dispatcher is the first contact a person in distress will have with emergency responders and can make the difference between life and death. In 2018, the Chisago County emergency dispatchers answered more than 92,000 telephone calls, including 21,000 Emergency 911 calls. Day in and day out, hundreds of citizens depend on the skill, expertise and commitment of the Chisago County Emergency dispatchers who work in public safety communications: 24 hours a day

and seven days a week. These team members help save countless lives by handling emergency telephone calls, dispatching law enforcement, medical and fire resources, and providing support to people in distress. A normal workday for them is anything but routine. Public safety dispatchers must undergo a rigorous testing and background process before being hired. After they have been hired, they must attend a two-week classroom training followed by 4-6 months of on-the-job training before the new dispatcher is allowed to work independently. This week, during National Public Safety Telecommunications Week, we are celebrating the valuable contributions that our Public Safety Emergency dispatchers make on a daily basis. We are incredibly fortunate to have such talented and dedicated professionals who work so hard to serve the citizens and all emergency responders of Chisago County. Please join us in thanking them for doing an excellent job at fulfilling a critical role in Chisago County public safety.

at open house CONTRIBUTED MN DEPT OF TRANSPORTATION

All who travel Highway 65 and Highway 107 near Braham are invited to attend an open house about an important road project that will construct a new “continuous green T intersection” at the Highway 107/Highway 65 intersection. Motorists will encounter work crews, heavy equipment and potential weekend delays as Highway 65 is reduced to a single lane in each direction beginning Monday, April 29. The open house will be held Thursday, April 25, from 4-6 p.m. at Braham City Hall, 201 Broadway Avenue S. Open house attendees will be able to learn about the project’s schedule, work to be performed, new intersection design, traffic plans and take home project information. A project layout will be on display, along with a video of a similar intersection recently constructed in Duluth, and MnDOT staff will be available to answer questions. No presentation is planned, guests are invited to arrive any time. The project will begin late April and be complete in July 2019. The schedule is weather dependent. The new design will improve traffic flow and safety at the intersection with the combination of a signal system, raised concrete medians and turn lanes that will maintain continuous flow-through traffic on southbound Highway 65, while also improving safety for motorists who make left-hand turns at the intersection. Continuous green T intersections have been successfully installed at Highway 12/25 near Montrose, and St. Louis County Road 4/Rice Lake Road and Airport Road in Duluth. To get information on the project, view the new intersection design and watch a video of a Continuous Green T intersection in action, visitmndot.gov/d3/projects/braham/. Workspace Wonders

Whether working from home or in a professional workplace setting, setting up an effective and organized workstation is easier than you think and it helps you be more productive and successful.

ZONE OUT

Think about all the things you might use in your office and give each their own area or “zone.” For example, an area for supplies, short or long-term projects, files, note writing, to-do lists and things that help you stay focused such as schedules or deadlines.

THINK OUTSIDE THE DESK The traditional desk is a thing of the past. Instead, turn your office space into a cozy workspace with wall-mounted shelves, pin-up cork boards, curtains or folding screens, extra shelves, small storage containers, rolling cabinets, tool chests and plenty of storage. MANAGE YOUR TIME EFFECTIVELY Multi-tasking is usually not productive and actually prevents you from getting things done, and done with your best effort.

MULTIPURPOSE YOUR SPACE

Instead, focus on one project at a time and limit outside distractions. GET RID OF THE PAPER MESS Paper is the main thing that can clutter someone’s work space. Whatever lands on your desk, stack it, file it, scan & store it, act on it, schedule it or toss it. Set up a filing system with pocket folders, trays or stacked bins. Put everything in an appropriate order and come up with your own system that keeps you on schedule.

If you work at home, furniture can transform an office setting into a guest or media room. A wall-mounted TV or game table creates even more value to the setting. If you work in a professional office, adding furniture, file cabinets and seating space can turn even the smallest of spaces into a meeting room for multiple people. PERSONALIZE YOUR SPACE Your office should always make you feel comfortable due to the

amount of time you spend in a relatively small area. Spend some time decorating by adding things that might have nothing to do with work such as plants, jars, baskets, bins, and artwork or memorabilia. CREATE A TRANSITION AREA Make it easy to obtain work-life balance by setting up an area in or near your office where you can get a mental break when necessary. A comfortable chair or lighting can be helpful.

Tackle those carpet stains Most carpet has stain and soil protection properties on the fiber, making spot and stain removal much easier. Different fibers handle stains differently so it’s always wise to consult a manufacturer’s warranty and specific care instructions.

• Blot liquids with a wet towel. Use another dry cloth to blot up moisture. That’s blot, don’t scrub.

Know the basics

• Rinse your carpet with water after stain treatment

• Pick up anything you can with a spoon

• Vacuum dried messes • If the stain doesn’t clear, use a small amount of cleaner on soiled area

Remove common food and drink stains

• To clean most common stains such as coffee, soda pop or juice, use ¼ teaspoon of clear dishwashing liquid and one cup of warm water

Eliminate pet messes – Use a detergent solution followed by either the same vinegar or ammonia solution described above if necessary. Do not use steam!

• Acidic stains like tomato sauce respond well to one tablespoon of ammonia and one cup of water

Clean up oily or waxy messes – Use a dry-cleaning solvent that can break up the bond between oil or wax and your carpet’s fibers.

• Alkaline stains like beer respond to one part vinegar and two parts water

STAR QUALITY GLASS

Take on stubborn stains – Substances like blood, mustard and chocolate are particularly tough

and may require several rounds of cleaning by blending ammonia and water. Prevent dirt and grime buildup – Everyday dirt and dust that get ground into carpet fibers are common, but regular cleaning can help. It is recommended to vacuum three to four times per week, depending on the traffic in your home. Have your carpets deep cleaned every 12 to 18 months.

Fix that unsightly hole in the wall

While your walls can suffer from everyday living, repairing drywall can be an easy fi x if you have a little patience and the proper tools.

Nicks, dings and dents

Cut off any raised debris with a razor blade so it’s completely smooth. Using a drywall knife, smooth a pre-mixed spackling compound over the dent or hole and let it dry for about 15 minutes. Lightly sand the area, apply another thin coat and sand again until the spot is totally smooth. Then, apply paint for a completed look.

Cracks

Long, skinny cracks aren’t as scary as they look, usually the result of the house flexing or settling and forming around windows and doors that were

installed too tightly. To fi x, get all of the loose debris out of the crack with a utility knife or flathead screwdriver. Next, apply a drywall compound into the crack to hold it together and prevent it from cracking again. Let it dry and apply a second coat. After the area is dry, it’s ready to be sanded and painted. Small to medium holes If the hole is more than a few inches wide, you’ll need a drywall patch. Cut a square of repair drywall two inches larger than the hole. With a utility knife, score the front of the drywall, then snap it back and cut the back for a perfectly smooth-edged piece. Next, outline the piece over the hole in the wall with a pencil and then cut the existing drywall

along the lines with a drywall saw. Screw two pieces of thin wood inside the hole at the top and bottom. Place the patch over the hole and screw it in, making sure the heads of each screw are below the surface for an even finish. Apply a square of drywall mesh, which is sticky on one side, over the patch. This will help bond the patch to the wall.

Instead of using nailer boards, cut out a square or rectangle from one stud to the next stud, and then screw the large patch into the studs. Use joint tape instead of drywall mesh, then just apply two to three coats of compound and lightly sand in between each one.

You’re now ready to spackle, using a pre-mixed wet drywall applied in three 99 thin coats. Let $ to it dry, sand it 99 $ down and apply another two coats to make it nice and SAVE $$ Stop In! smooth. • We sell retail & wholesale

Spring sports on again, off again thanks to weather

North Branch’s Bradey Swanson rushes to the net to save a short ball during the Vikings’ match versus Mora. North Branch would fall to the Mustangs 4-3 in the first match on their new tennis courts on April 15. In other Viking action, both the baseball and softball teams lost to Chisago Lakes, with softball losing 2-0 and baseball losing 11-4.

Enjoying spring’s many attractions I drove to Willow River recently. Up 107, over on 23 and up on 35 – the route I’ve traveled hundreds of times. This time, however, was my first in a couple weeks, and you know how appearances can change over time? Well, that not only applies to your old high school classmates! The outdoors undergoes incredible changes, and often in a very short time. Not long ago, the ditches Loren W. were full of huge snowbanks and drifts. They Brabec were massive accumulati ht flurries and heavy storms, tions off li light impregnated by built-up layers of roadside dirt and man-made trash, and overlain here and there with the frozen bodies of deer that had unsuccessfully tried to get to the other side. Now, the snow is gone, and the carcasses and the trash remain, serving as ugly reminders to stay alert while driving and providing opportunities to reconsider our sloppiness. Speaking of wildlife, I suppose that not many people actually count wildlife as they drive, but it’s pretty easy to do and, I believe, quite non-distracting as well. After all, you watch the road and occasionally scan the ditches. When you see an animal, you mentally add a mark in your imaginary ledger. I mean, it’s not like you’re craning your neck to peer behind every tree. On my 50-mile trip, I counted five deer, one raccoon, three opossum, one gray squirrel and two unidentified lying objects. Understand that these were solely animals that lay along the roadside within easy visual contact. In other words, they were roadkill. Right now, roadkill numbers are high, and the gathering of two or three birds marks the locations.

Sure, I saw live animals, too. Plenty of them, in fact. Three deer were getting a drink from a creek just south of Banning Junction, and a redtail hawk sat high in a tree, keeping a keen eye out for movement in the dried grass below. A rabbit dashed in front of my car, luckily for it, with plenty of room to spare. Yes, the outdoors is full of furry and feathered wonders this time of year! This time, right now, is actually one of my favorite outdoor times of the year. Before the leaves conceal the contour of the land and hide the life that lives behind them, one can watch the changes that come with spring. However, the period is short-lived. So go. Go now! Take a hike along the many walking trails that will guide you through a city, county or state park. And bring your camera! You will almost certainly capture some images that few are lucky enough to see. Take a look at your own backyard, too. The robins have been hopping on your slowing-greening grass for three weeks already. Your tulips and narcissus have shrugged off the recent (last?) snowfall and are continuing their climb through the leaves with which you had them covered. You are watching excitedly for the sudden moment of bloom. The squirrels are busy. Rabbits are checking out their territory, and finches have turned yellow right before your eyes! Got a busy life? Of course you do, but before tackling all of spring’s chores, push PAUSE for a few minutes, and take a close look at what’s around you. I’d like to hear about what you see! Loren Brabec is a contributing sports writer for the Isanti-Chisago County Star and author of several Braham sports books. Email him about your spring adventures at loren@gentekcom.com.

Gardening class gives tips on vegetable growing CONTRIBUTED ISANTI COUNTY MASTER GARDENERS

BILL STICKELS III | COUNTY STAR

No need to scramble for these eggs For the second straight year, the Isanti VFW’s Easter Egg hunt, which was held on Saturday, April 13, was forced indoors due to snow covering the ground, resulting in kids simply getting their eggs handed out to them.

Isanti County Master Gardeners are offering a “Learn to Garden: Vegetables” class through Cambridge-Isanti Schools Community Education this spring. The course is for first-time gardeners or those wanting to try community gardening. Each participant will get a 100-square-foot plot at either the Cambridge or the Isanti Community Garden (participant’s choice). Two classroom sessions will describe the basics of vegetable gardening, the operation of community gardens and help participants design an efficient garden plot. Two field sessions will provide a supervised time to plant early-season crops and later post-frost crops. A variety of seeds and plant materials

will be provided. Classroom sessions will be held 7-8:30 p.m. on Thursday, April 25, and Thursday, May 2, at Cambridge Middle School media center, 31374 Xylite Street NE. Attendees may then choose which community garden – Cambridge or Isanti – they’d like to use for two field sessions from 8-10 a.m. on Saturday, May 11, and Saturday, June 8. Isanti County Master Gardeners will be available to offer advice throughout the season. Cost is $25, and space is limited. For information call the Isanti County Extension Office at 763-689-1810. Registration is also open online at www.c-ischools.org/school/community-ed). Look for “Learn to Garden: Vegetables” (ST376) or visit https://z.umn.edu/ Learntogarden.

Ask A Trooper: Are drivers required to use turn signals in a roundabout? Question: Are drivers required to use turn signals when entering or exiting a roundabout? With a newly constructed roundabout very recently opened in town, I have not once observed a turn signal used. What is the law? Answer: Minnesota state law says that a signal of intention to turn right or left shall be given continuously Ask a during not less than the last Trooper 100 feet traveled by the vehicle Sgt. Neil before turning. Dickenson A person whose vehicle is exiting a roundabout is exempt from this law. So per state law a signal is not required once in a roundabout.

My recommendation would be to use your signal anytime you change lanes or direction to alert others of your intention. The Minnesota Department of Transportation says that roundabouts are safer and produce better traffic flow. Roundabouts show an 86% decrease in fatal crashes, an 83% decrease in life-altering injury crashes, and a 42% overall decrease in the injury crash rate at intersections. Roundabouts handle high levels of traffic with less delay than most stop signs or signals. Tips for drivers entering a roundabout: • Slow down when approaching a roundabout and obey the recommended posted speed limits. • For multi-lane roundabouts, as with any intersection, get into the appropriate lane and signal prior to your lane change. • Yield to pedestrians in the

crosswalk. It is the law. • Yield to vehicles already in the roundabout. Merge into the traffic flow when it is safe. • Continue through the roundabout until you reach your exit. Do not stop or pass in a roundabout. • Exit the roundabout immediately if an emergency vehicle approaches, and then pull over. Do not stop in the roundabout. • Give large trucks extra space in a roundabout. Large trucks may straddle both lanes while driving through a multi-lane roundabout. Sgt. Neil Dickenson is Minnesota State Patrol Public Information Officer for the state’s northeast region. Send questions concerning traffic-related laws or issues to neil.dickenson@state.mn or by mail to Minnesota State Patrol, 1131 Mesaba Ave., Duluth MN 55811.
