Cleanup in aisle seven! Shahine and Jeff from Access Church leave a trail of food leading back to their cart during the annual ‘Grocery Grab’ to benefit North Branch Family Pathways Food Pantry. The team’s tactics might have been messy, but it was effective as they took first place. See page 9 and countystar.com for more photos from the event.

Growing somewhat impatient with the slow process by MnDOT for street projects, the North Branch city council decided to begin the next steps of the Hemingway Avenue extension, at least for the time being, without MnDOT. During the March 26 council meeting, the council unanimously approved the advertisement for bids for what they are calling “Phase I” of the project. “This project has a lot of history to it,” said city engineer Lee Gustafson. “One key component included a roundabout at the intersection of Highway 95 and the Hemingway Avenue extension.” Gustafson went on to explain that the roundabout portion of the project needs MnDOT approval, but even though having a roundabout was mandated by MnDOT, they have yet to formally approve it. “When looking at this project about six weeks ago, in order to meet some of the other anticipated dates by the adjacent developer, the school

‘It just still takes a really long time to get approval on anything on a trunk highway.’ Lee Gustafson North Branch City Engineer district and residents, it was decided to break the project up into two separate projects,” Gustafson said. Gustafson said the “Phase I” portion will include everything south of the MnDOT right-of-way at Highway 95 to where Hemingway currently ends. “The nice thing about that, obviously, is we don’t need MnDOT approval,” Gustafson said. “It is a state-aid street, so we just need to go through state-aid approval, which is much faster. The ‘Phase II,’ all the work within the MnDOT right-of-way, including the roundabout, will be brought back before council later this summer, and it is our hope this can still be constructed this year.”

Gustafson said that if all goes according to plan, construction could begin as early as June 1. Council member Kathy Blomquist asked if MnDOT’s delays had anything to do with a previous North Branch council decision to not construct a roundabout at Highway 95 and Grand Avenue. Gustafson said that MnDOT is aware there has been “a change of heart with the city and roundabouts. It just still takes a really long time to get approval on anything on a trunk highway.” City administrator Renae Fry told the council the roundabout wasn’t the issue with MnDOT, but rather they were looking at doing additional work to the east of the proposed location. THE GREAT RADIO CONTROVERSY City administrator Fry gave the council an update regarding a bit of miscommunication between the city and county on the purchase of new radios for the police department. Isanti County raises tobacco sales age to 21 BY JENNIFER KOTILA NEWS@COUNTYSTAR.COM

Beginning on June 1, 2019, people under the age of 21 will no longer legally be able to purchase tobacco products in most Isanti County businesses. During their March 20 meeting, the Isanti County Commissioners unanimously approved raising the minimum age for purchasing tobacco products to 21 for all businesses licensed by the county. The move makes Isanti County the fourth Minnesota county to make the change, and the 27th local

government body in the state. While the change affects 16 businesses, it currently does not impact businesses within the city limits of Cambridge or Braham. Those two cities issue their own tobacco licenses, giving their councils the authority to set their own age limits. According to both cities’ administrators, their councils will most likely take up the issue in May. The change in the ordinance is the culmination of two years of work by the Isanti County Substance Abuse Prevention and Recovery Coalition, which was

“appalled to learn Isanti County’s youth had one of the highest teen tobacco usage rates in Minnesota, according to the 2017 Minnesota Youth Tobacco Survey.” Approximately 40 people attended the public hearing prior to the vote, with several speaking in favor of the change and two people speaking against it. MARCH 28, 2019

In ever-changing industry, Star holds its course For the second time in almost exactly one year, I am compelled to alleviate some confusion regarding changes to the local newspaper industry that are being initiated by Adams Publishing Group, who are the national owners of our counterparts, the Isanti County News and the Post Review. Beginning next week, there will be two significant changes occurring to those two newspapers. The first change mostly impacts readers of the Post Review. Beginning next week, the Post Review is merging with the Isanti County News to become a “new” newspaper that will cover both Isanti and Chisago counties, Worth a called the County News Review. The second change will impact the Thousand readers of the Isanti County News. Words This “new” newspaper will be a paid subscription publication, meaning Bill that the Star will now be the only Stickels III freely-distributed newspaper in the area. Obviously, the first change isn’t as new to this area. We here at the Star have been covering both counties since 1996, and we have been going under the County Star moniker since 2008. This move also falls in line with a growing trend of regionalizing local newspapers. However, this change also goes against what we have been hearing our readers want. Feedback given to us actually indicates people aren’t as interested in a good portion of the news that comes out of their neighboring communities. That is why at the beginning of 2019, we re-introduced an improved “split edition” of the Star that features some North Branchbased news only in the Chisago County edition, and conversely, some Cambridge or Isanti-based news only in the Isanti County edition. This is something we don’t intend to change, either, although there might be some slight modifications based on confinual feedback from our readers. The second change might be a little more confusing, especially given the timing of it with plans the Star already had in place. As I said, the News Review will be a mandatory paid subscription, meaning the only way to read it (including online) is if you pay a specific fee. Now, our faithful readers will remember that twice a year, the Star will ask for a voluntary subscription payment. And guess when we had planned our next campaign? Yep, right at the exact same time as our competitors’ changes. That is why I want to succinctly spell this next part out. In next week’s edition, you will find our voluntary subscription envelope that we ask you to fill out. What makes this different from the News Review is that while we have specific recommended amounts, we will accept any amount that you see fit to send in. Another difference is that for each voluntary subscription we get, we will donate one dollar to either the Cambridge or North Branch Family Pathways food shelves. As always, while we encourage everyone to make this voluntary subscription to help offset our ever-increasing costs, if you choose not to, please be assured that we are dedicated to continue to freely distribute the Star to as many readers as we can. LETTERS TO THE EDITOR False information shouldn’t have been printed

Letter about Somalis was full of negative assumptions

To the editor, Letters to the editor are an opportunity for people to express their opinions and thoughts with others; they are not a place for writers to have their own facts. Last week my name was mentioned in a letter that did just that. Full of so much false information that I am surprised the editor ran it without at least noting a correction. Quite frankly, I don’t know why my name was mentioned. But since it was, I will gladly take the opportunity to address Jerry Grell’s false claims about fraud in the Minnesota Child Care Assistance Program. Mr. Grell claims 100 million dollars were being defrauded and sent to support terrorists. But just this month the highly respected Minnesota Legislative Auditor released a report that found possibly 5 to 6 million dollars in fraud (still way too much – but let’s factually deal with that issue!) and no evidence that money taken fraudulently from the program went to terrorist groups in Somalia. Also, the investigation was started because of claims of fraud by former Minnesota Department of Human Services employee Scott Sellman. Jerry Grell claimed Scott Sellman’s concerns were “just dismissed” – truth is, it started months of investigations. The report also addresses Scott Sellman’s charge that a high level elected official closed down an investigation because of political support. The truth is a raid was made and a campaign flier was found for then Attorney General Lori Swanson. To avoid any impropriety, the case was pasted to the Ramsey County Attorney’s office and prosecuted by them. Lastly, I must address Mr. Grell’s comments on Congresswoman Ilhan Omar. Let’s debate the issues with civility and facts. Rick Olseen Harris

To the editor, I would like to thank the County Star for printing Mr. Jerry Grell’s letter, if for no other reason than to show all the doubters that attitudes like his are alive and well in Isanti County. His remarks regarding the Somali race were difficult to read and disheartening. The Islamic State, along with other Islamic extremist organizations, have been a plague to the good people of Somalia, both here and abroad. Let there be no doubt, that here in Minnesota our Somali-American communities have been targeted by aggressive recruitment efforts by foreign terrorist fighters; however, their resilience in the face of such extremism is a testament to their impeccable constitution. Mr. Grell, you claim to be a man who studies the subject matter prior to making a decision; however, I would say your letter was full of assumptions and pre-determined remarks. Alison Hiland Cambridge

Editor’s Note: In taking another look at the original letter from Mr. Grell, we agree with Mr. Olseen that certain portions of the letter should have been omitted as they go against our letters policy. We apologize for this error and assure our readers that steps will be taken in an attempt to prevent this oversight on our part from happening again.

Apologies for canceling February Cambridge food distribution To the editor, I want to apologize for canceling the Cambridge Surplus Food Distribution for February. My main concern is to protect our volunteers. If it’s too cold for me, then it’s too cold for them also. Anytime the temperature is below 20 or we have a wind chill, then we will not subject them to have to work outside. They spend an average of 4-plus hours outside loading cars, and if it’s windy it is really cold. It was announced on KBEK; Facebook had a notation, and also the phone number (612-402-6100) had an up-to-date recording of the cancellation. We have not had to cancel in many years. Unfortunately, this year has either been really cold or snowy. We’ve been very lucky. I understand that people need food. People could go to Family Pathways, as they were all open. Our distribution in March went very well, and the weather was great – not that cold that we had SEE LETTERS, PAGE 5

LETTERS: from page 4 earlier in the year. We had lots of good food that we handed out. Had approximately 225 families that we served in a very short period of time. Thanks to all our volunteers who put in many hours in getting the food all sorted and ready to distribute. Parking was a little hectic, but this was due to the mud at the parking lot area. Hopefully we do not have bad or cold weather again. If you have not been here yet this year, then you will

need two forms of ID to register – one being a driver’s license and also a utility bill. Also, thanks go out to all our donors who so diligently support us each month. We wouldn’t be able to do this without your help. Donna Kidrowski Board of Cambridge Surplus Food Distribution

Thanks for generous support of Cambridge fire relief raffle To the editor, On behalf of the Cambridge Fire Relief Association, I would like to thank the community for the generous support of our 11th annual fundraising raffle held on Saturday, March 16, at the Armory. It was a great success made possible by the support of so many. The fire department is grateful to the entire community for the outpouring of participation and generosity. Whether you purchased a raffle ticket before the event, donated items for the silent auction or came out for dinner and the prize drawings on Saturday night, we thank you. The Cambridge Fire Department began planning back in October and have hundreds of volunteer hours into organizing and hosting this event. These volunteer hours are not spent to boost retirement accounts, they are spent to purchase tools and equipment that enhance the services we provide without adding to the budget. The fire department fundraising efforts of the past have afforded us to purchase a trailer and equipment necessary for technical rescue. Technical rescue includes high- and low-angle rescue, confined space rescue, as well as space for mobile command for search and rescue operations. The money raised also purchased a boat motor and trailer for water rescue and contributed $40,000 towards a new Self-Contained Breathing Apparatus (air packs) for the fire department which reduced the taxpayer burden for the $165,000 needed purchase. Not to mention, when the fire department upgraded our ladder truck to a newer, used truck, $10,000 of fundraising dollars went to outfit the rig. Although the tally is not in and the decisions are not final from this year’s event, the Relief Associa-

tion is considering allocating funds raised towards new extrication equipment – “Jaws of Life” as some may know it. The money will also be used to reduce taxpayer burden to replace our 2003 quick-response vehicle. I spoke with the city finance director the week prior to the event, and she suggested the generous support from our community, along with the volunteer hours of the fire department members raising these funds would be a great story to share, and so we are! I personally applaud all the efforts of the many individuals and groups who contributed so much for this event, this year and in years past. As you can see, the mountains of work are well worth it, and the money is put to very good use buying and replacing vital equipment for our department. Will Pennings Deputy Fire Chief/Emergency Management Director City of Cambridge

Attempt at humorous headline not appreciated

To the editor, I feel it necessary to comment on your editorial on the front page of the March 31,2019, edition of the County Star. I’ll start by saying that I thought editorials belonged on the editorial page, not on the front page as a news item. And the headline you wrote, “Residents feel the need for (less) speed” was a poor attempt at humor when no one who signed that petition considered it a humorous situation. When I gathered the signatures from the residents along 16th Avenue SE in Cambridge I told them it might take months or even years to have something happen, so when you stated in the front page editorial that we were “stuck between a rock and a hard place, with the council legally unable to immediately help them” you misspoke. Please keep your editorials where they belong. Cathy Bjornoos Cambridge

Rush City Legion chooses Boys and Girls State attendees CONTRIBUTED RUSH CITY AMERICAN LEGION

Each year, the American Legion Rush City Post 93 and Auxiliary choose a junior girl and boy from Rush City High School to attend American Legion Girls State and Boys State. This year they chose Angel Martinez Johnson for Girls State, and Matt Papke for Boys State. The purpose of the program is to provide citizenship training for teens in the their junior year of high school to inform them about the duties, privileges, rights and responsibilities of American citizenship. The program helps them understand and participate in the functioning of their government and grasp the meaning of some of the responsibilities they must assume when they become adults. At the multi-day conference, attendees learn government by living it in mythical cities, counties and states. They campaign for office and elect their own officials to govern. Plus, they’ll meet new friends from around the state. Minnesota Girls’ State will be held on the campus of St. Thomas University in St Paul in June. Boys State is held on the campus of St. John’s University in Collegeville in June. This year’s Boys State is sponsored by long-time member of Post 93, Robert Booth. Girls State is sponsored by the American Legion Auxilary Post 93.

TOBACCO: Vape shop owners, parents, students speak out FROM PAGE I

tobacco shop, spoke against the change in the county’s ordinance. One of the business owners spoke about people’s rights and responsibilities to make healthy choices on their own. “I have found that people make much better decisions when they are responsible for their own choices,” she said, noting the county would just be creating a black market for tobacco products in the county, since 18- to 21-year-olds can still use tobacco, just not purchase it at a retail outlet. She told of growing up and stealing her grandmother’s cigarettes to use, but when the grandmother died of smoking-related illness, her entire family of smokers quit. However, her daughter began smoking at age 23, and she said she was disappointed. Several years ago, the business owner discovered vaping and created a business making vaping liquids, which she believes helped her daughter quit smoking. The other tobacco shop owner told the board that nobody disagrees that tobacco products are bad, but he feels it is parents’ responsibility to instill in their children that smoking and tobacco products are bad. MANY IN FAVOR Dr. Carolyn Kampa stated she has been delivering babies in the area for many years, the first ones would now be in eighth grade. She has a son in ninth grade at Cambridge-Isanti High School.

EXPANSION: Talk on Phase II in summer FROM PAGE I

Back in March 2018, the council agreed to purchase new radios for the police department from Chisago County. The county had made a bulk purchase of 500 radios to get a greater discount, and similar to a previous agreement, was offering to sell any radios above what the county would need to local cities and townships. According to Fry, she was given a draft of a purchase agreement in November, but “there were a number of onerous provisions that were contained within that agreement.” Fry said she worked with representatives from other communities to propose some revisions to the contract, but the county administrator “appeared resistant to that.” Subsequently, a default letter was sent to the users of the ARMER radio system that Fry said many considered to be an “overly-assertive or aggressive response,” including the impression that the county might disconnect them from the ARMER system, which is the only radio transmission system used by all branches of law enforcement and safety personnel. After attending a recent county commissioners meeting, an agreement was made to get together and try to hammer out an agreement that everyone is comfortable with. “I hope we have a good discussion on this,” said mayor Jim Swenson. “Because we have to come up with some kind of answer here. It’s been a long process, that’s all I can say.” Fry concluded by saying that until an agreement is reached “the default letter is still hanging over our heads. (County commissioner) chair Green made it absolutely clear they are not turning off the radios. “But the spirit and attitude at the county board meeting was that it’s not necessarily relevant as to how we got here, but we do need to move forward, and it does need to be mutually agreeable to all the user groups and the county board.”

“I’m in strong support of this ordinance because I want to not only protect those kids that I delivered, that I’ve seen through, but also, I have a freshman this year,” she said, adding that her son has come home stating the bathrooms were closed in the school due to too much vaping. She also mentioned the emergency situation that occurred at the high school a few weeks ago in which several high school students had a medical emergency due to vaping. Kampa also told the story of a patient with a number of health issues who was finally able to quit smoking after about 35 years, but still died of lung disease at age 54. There were several students and parents who spoke in favor of the change. Some said they believed it did not matter how good a job parents do in raising their children not to smoke when vape products and the pressure from friends is everywhere at school. One student shared the story of her brother who started smoking in high school, which led him to do drugs by the time he was 19. He recently completed treatment for substance abuse. Another student shared that her brother has hidden the fact he has vaped since middle school, and was recently caught smoking pot in his bedroom. A parent shared the story of peer pressure finally getting to her son, whom she never suspected would use tobacco products. HEALTH SPECIALISTS ADD THEIR THOUGHTS Also speaking at the hearing was

Charity Allen, Cambridge-Isanti High School’s chemical and health specialist. She has offered education and prevention assistance in the school for eight years, and said students are very open and honest with her about their drug use or vaping. “But it still somehow shocks me how many people are doing it,” she said. She said it’s not uncommon for students who vape to take a hit 200 times per day. They have a hard time resisting it, she said, even leaving class several times per day, using it on the bus, in the bathrooms and in the hallway between classes. Although the school is trying hard to curb the problem, she said, in the 201718 school year there were 82 violations – 78 percent were e-cigs. In summarizing the reasons the county board should approve Tobacco 21 language in its ordinance, Isanti County public health director Tony Buttacavoli said raising the tobacco sales age to 21 reduces the appeal and accessibility of dangerous tobacco products to youth; prevents youth from experimenting, initiating and having lifelong tobacco addictions; is a proven effective strategy to reduce youth tobacco use rates; is supported by the public and is about protecting youth. Before approving the change in the county’s tobacco ordinance, Commissioner Terry Turnquist stated, “We are charged as commissioners with doing a lot of things. Protecting and ensuring the health of our kids is at the top of that list.” “We don’t like to be big government telling people what to do,” added Com-

MORE INFORMATION Tobacco use is the number one cause of preventable death in Isanti County. 2,700 adults in Isanti County smoke. One in five deaths in Isanti County is tobacco-related. Isanti County has $30.2 million in excess medical costs each year from tobacco. On average, tobacco costs each household in Isanti County $753 per year. The tobacco industry spends $12,614 per day in Minnesota advertising toward kids. Peers are the largest source of initiation into tobacco for youth. 59 percent of 18- to 19-year-olds have been asked to buy cigarettes for someone younger. 63 percent of 12- to 17-year-olds who smoked in the last month gave money to others to purchase for them. Ninth and 11th graders are now using e-cigs at twice the rate of regular cigarettes. For the first time since 2000, youth tobaccos use increased in 2017; it had decreased each year prior. Isanti County 11th graders were above the state average in every category for tobacco use in the last 30 days in a 2016 survey. Statewide, 21.8 percent of 11th graders had tried tobacco products in the last 30 days; however, in Isanti County 36.6 percent of 11th graders had tried tobacco products. - Presented by Isanti County Public Health Director Tony Buttacavoli

missioner Susan Morris, “but when we looked at the information, we said we had to do something. The statistics are compelling to take action on this.”

You won’t find a better kindergarten experience On March 26, from 6-7 p.m., the Sunrise River School hosted “A Taste of Kindergarten,” open to all those who have a child starting kindergarten in 2019-20. New this year is an online enrollment option that makes the process much easier for parents/guardians. “Taste” gives families an opportunity to visit Sunrise with soon-to-be kindergartners and familiarize NB School themselves with the routines of school. News This can be especially valuable to young parDr. Deb ents who will be sending their students to Henton us on a full-time basis for the first time. It can be a stressful experience for both child and parents/guardians. With this event, adults and kids have the opportunity to experience a variety of things students do during the day, such as navigating the cafeteria, experiencing physical education

classes and even simple things like using the drinking fountain and finding the bathrooms. The more families know what to expect when kindergarten starts the less anxiety they will feel about school expectations when the day arrives. If you, a family member or a friend have a child starting kindergarten next year and are looking for a school that will get your student started on the right foot, see what Sunrise has to offer! With our STEM (science, technology, engineering, math) program Project Lead the Way Launch, kids are exposed to technology, creative problem-solving and collaboration from day one. Sunrise is also unique in the number of specialist classes it can provide students, such as Spanish, music and art. With our anti-bullying program, staff work hard to make sure learning is a positive and happy experience for all students. Passage of the 2017 referendum is providing Sunrise with new, flexible, age-appropriate furniture, and many upgrades have been made to

classrooms and instructional technology. We have a ratio of roughly one device (computer, iPad, etc.) for every two students, and staff help prepare students for our “computer for every student” program that begins in fifth grade. No other elementary school in the area offers as much as Sunrise. Sunrise is our newest school. The building’s “neighborhood” design allows students a “small school” experience that helps them focus and grow in a quiet atmosphere. Our online enrollment option now allows kindergarten parents/ guardians the opportunity to enroll any time, day or night, relatively easily. Those who would benefit from assistance through the process can come to Sunrise, and staff will gladly help you through the process. You can enroll today at www.isd138.org/enrolltoday. Look for the online option in the upper right-hand corner. To learn more about our kindergarten program, please contact Sunrise at 651-674-1100. Bluejackets fall ‘short’ in state tournament BY BILL STICKELS III EDITOR@COUNTYSTAR.COM

After experiencing the last two games Cambridge-Isanti played during the state Class AAAA boys basketball tournament, head coach Mike McDonald might very well have a simple plea to parents of future players: feed them plenty of vitamins, buy them longer beds, have them hang from a pole on a daily basis, just do anything that will encourage vertical growth spurts. In the two games of the tournament, the Bluejackets ran into a pair of teams in Hopkins and Eastview who had a distinct height advantage over the Jackets. Specifically, the Royals entire starting five were as tall or taller than C-I’s biggest forward. And while the overall Lightning team was closer in stature to C-I, Eastview did feature a pair of forwards who had several inches over the Jackets. That disadvantage forced the Jackets to avoid driving to the basket as if the lane was filled with the deepest potholes in the state. And even though this tactic did fall right into C-I’s wheelhouse of potent outside shooting (the team broke the state record for most three-point baskets made in a season during the Hopkins game), the Jackets’ strength wasn’t quite enough to overcome the height disadvantage as C-I lost to Hopkins 86-53 and Eastview 85-78. STATE QUARTERFINALS VS. HOPKINS The Jackets came into their first state tournament game in over 10 years as the heavy underdogs to the Royals. Despite that, C-I gave a valiant effort against the eventual state champions.

Where to Find the Best

During the first couple possessions, the Jackets gave notice that they wouldn’t back down from the Royals, successfully converting multiple steals into layups. But it didn’t take long for Hopkins to take the undersized team seriously, as the Royals ran off 18-straight points to take an overwhelming 28-7 lead before the clock even reached the halfway point of the first half. After that, it was pretty much Hopkins’ severe height advantage as the lead went to 41-24 at halftime. It was more of the same in the second half as even with the Royals’ top player resting on the bench for a majority of the half, Hopkins cruised to the 33-point win. The most emblematic stat of the game was the points in the paint, which favored the Royals 56-12, with almost all of C-I’s coming via layups off turnovers. Hopkins also dominated the glass, outrebounding the Jackets 43-17. The one stat that did favor C-I was in the outside shooting, with 31 of C-I’s 44 total shots being from beyond the arc, with the team making 11 of those three-pointers. Individually, Henry Abraham led the team with 17 points, with Austin Chromy adding 10 points.

look like it would be a real close affair, with the two teams exchanging baskets back and forth, with once again C-I’s coming from long-range and Eastview’s coming in the paint. The score was tied at 21 midway through the half before the Lightning struck for 13-straight points as C-I’s shooting went cold. At halftime, the Lightning had a 39-31 lead over the Jackets. The second half featured sparks of C-I’s offense, with the Jackets closing to just a one-point deficit with just three minutes remaining, but those sparks would fizzle out as the time wound down, leading to the seven-point defeat. As against Hopkins, over half of C-I’s shots came from beyond the arc, with 42 of C-I’s 64 shots coming from three-point range. Despite their cold spell in the first half, the Jackets did convert on 15 (35.7 percent) of those three-point shots for the game. While Abraham again finished as C-I’s top scorer for the game with 22 points, most of those came in the second half during the Jackets’ attempt at a comeback. Luke Malamisuro had the hot hand during Abraham’s dry spell, picking up 20 total points, with all but two of those points coming via three-point shots. The loss ended C-I’s season with a final record of 17-14. While the Jackets lose six players to graduation, including three starters in Williams, Malamisuro and Austin Chromy, they do return all-time leading scorer Abraham, along with several bench players who contributed minutes throughout the season. So the Jackets should look to contend for another section crown next season. Now, if only an underclassman could have one of those growth spurts...

CONSOLATION ROUND VS. EASTVIEW When a team creates “havoc, they have to be mindful of some of that “havoc getting bounced right back at them. That appeared to be the case for C-I versus the Lightning, as uncharacteristic mistakes, combined with several Eastview players getting under the Jackets’ skin, led to the disappointing ending to the season. The beginning of the game made it

Wheels are an essential part of any automobile or motorized vehicle for that matter. Did you know that wheels were invented around 3500 B.C. in Mesopotamia and surprisingly no one knows how they were invented? However, initially, they were not used for transportation. It took 300 years after the invention of the wheel that someone realized they could be used to serve a larger purpose.

Ask A Trooper: What vehicles have to pull into a weigh station? Question: What are the rules about who has to pull into a weigh station? Two specifics: a 3/4-ton pickup, licensed as a car, with a heavy trailer and an RV-type camper. Answer: If the vehicle or combination of vehicles is in excess of 10,000 pounds actual weight or Gross Vehicle Weight Rating (GVWR), then it needs to enter a weigh station. When it comes to Ask a driving a motorhome or pulling a 5th wheel Trooper or travel trailer, it all Sgt. Neil depends on the GVW. Generally speaking Dickenson most of the RVs on the road today are not considered a CMV and do not need to pull into a weigh station. As far as pulling a trailer with a pickup truck and the trailer does not exceed or have a GVWR of more than 10,000 pounds, and you are not for hire, you will also not need to stop at a weigh station. Remember all trailers with a gross weight of 3,000 or more must be equipped with brakes on all wheels. All trailers that are required to have brakes must also be equipped with breakaway brakes. Who is required to obtain a USDOT number? All interstate motor carriers operating any of the following vehicles must obtain a USDOT number: • A vehicle or vehicle combination

greater than 10,000 pounds gross vehicle weight, • A vehicle of any size required to display hazardous materials placards, • A vehicle designed or used to transport more than eight passengers, including the driver, for compensation, • A vehicle designed or used to transport more than 15 passengers, including the driver, not for compensation. • All intrastate motor carriers operating a truck or truck-tractor having a gross vehicle weight of more than 10,000 pounds must obtain a USDOT number. USDOT numbers must be displayed on vehicles operated intrastate. • The requirement to obtain and display a USDOT number does not apply to a farm truck that is operated intrastate. If you plan on traveling through other states, check with those states as each could have different rules when it comes to CMV requirements. Below is a link for each state’s Department of Transportation websites: https://www. fhwa.dot.gov/about/webstate.cfm When you have questions or you are not sure if the vehicle you are driving meets the criteria for an inspection or if it needs to be weighed, pull into the scale and inquire. Minnesota state law only exempts state, county or municipalities from weigh stations. Sgt. Neil Dickenson is Minnesota State Patrol Public Information Officer for the state’s northeast region. Send questions concerning traffic-related laws or issues to neil.dickenson@state.mn or by mail to Minnesota State Patrol, 1131 Mesaba Ave., Duluth MN 55811. Follow Dickenson on Twitter at @MSPPIO_NE.

It’s time to spring into new life It looks like spring is on the way! I know, I know ... as any good Minnesotan, I realize that spring tends to enter in fits and starts. Even still, we celebrate! It’s incredible, isn’t it? The appearance of slush and then mud can stir a hope that keeps the “winter weary” putting up with puddles while we wait for ... GREEN! Yes, it’s true. Spring is my favorite season. Life begins peeking out of once-frozen ground and bursts Focus forth from trees awake on Faith yawning again. The process is Sarah Newton breath-taking and so very symbolic. Morrison You remember when you first met Jesus, don’t you? The day He melted your frozen heart. What messes we were as our hearts were softened by His love! Sloppy messes – yet all dearly loved as we stepped into a life process of sanctification. “I once was lost but now I’m found. Was blind but now I see.” The “Amazing Grace” of Jesus sparked the spring of our hearts, declaring new life would bloom in us. Even more wonderful, though, is the fact that our first spring wasn’t the last for us! Jesus coming into our frigid spirits was the beginning of the cycle of change we so needed. Again and again, He brings us to and

through seasons that release us more completely and deepen us more richly, preparing us for grand plans in His movement. It’s the gift of the upgrade, as we say at Lakeside Church. We are continually ushered into greater understandings of and experiences with the Father, the Son and the Holy Spirit. And in those awakenings, we are given greater measures of insight into who we are as the sons and daughters of a good God. We are invited into the marvelous realities of the New Covenant life that Jesus purchased for us. Our roots go down deeper into the good soil of His truth, our branches stretch and strengthen in worship of the Son, and we expand in blooms that agree with His charge to act justly, love mercy and walk humbly with our God. Is it a season of an awareness of the sloppy messes? In yourself? In others? Are you “winter weary” in your soul? Look for the buds of new life! Jesus is inviting us again to spring realities in Him.

“See! The winter is past; the rains are over and gone. Flowers appear on the earth; the season of singing has come, the cooing of doves is heard in our land. The fig tree forms its early fruit; the blossoming vines spread their fragrance. Arise, come, my darling; my beautiful one, come with me.” Song of Solomon 2:11-13
