Collective health programs, within the purview of the Department of Strategic Planning, are deemed a major component of the reform process. They were given enhanced prominence from the institutional viewpoint during the previous administration; at the present stage, where changing the model of care is a priority, their contribution and leadership are expected in addressing the health-disease problems prevalent in the country. They are organized in four areas: • Promotion and prevention: tobacco control, nutrition, accident prevention, oral health, mental health, rural health.
