document applying for a waiver (Requirement 3C)

waiver Document to apply for the exemption of the mandatory assistance of 3 of the last 4 AGM of InterPride. Since 2005 AEGAL (Asociación de Empresas y Profesionales para Gays y Lesbianas de Madrid y su Comunidad) have been member of EPOA, of which AEGAL was granted the licence to celebrate Europride in 2007. During these two years AEGAL was working completely for organizing Europride. One of the activities that we held during 2006 was the AGM of EPOA in Madrid, with the following work, time and economic efforts from our organisation. In September 2007, after the success of Europride in Madrid organized by AEGAL, during the AGM of EPOA in Stockholm, Sweden. Mark Chapman, as the delegate of Zurich Pride, nominated Juan Carlos Alonso Reguero for Europride Coordinator position. Juan Carlos is elected by the General Assembly and hold this office until today. In the same AGM in Stockholm, Mark Chapman is elected as a Board Member of EPOA. Weeks later InterPride celebrates its AGM in Zurich and AEGAL is represented at this conference by the hosts since its impossibility to assist, due to AEGAL’s budget and private work holidays of the representatives had been consumed for that year. All members of AEGAL are volunteers and we carry out our work labours for the Association without any personal economic reasons and in a personal disinterested way. We invest our spare time and holidays to assist to our international compromises. In the particular case of Juan Carlos Alonso, the conferences of InterPride coincide just within the times of one of the busiest moment of the year within his professional duties. AEGAL is a member of EPOA since 2005 and since then have assisted to all AGM’s and Board Meetings. Since 2008 till 2011 Mark Chapman has held the position as President of EPOA combined with the Co Presidency of InterPride. During these years, AEGAL have held numerous meetings and contacts where we have been informed about all the issues and matters delt with by InterPride. Since 2008 till 2011 all the InterPride AGM’s have been held in North America, which has complicated a lot the assistance of AEGAL by the reasons mentioned already. Since the year of 2009 AEGAL works on the candidacy for World Pride and for this reason our association created in 2011 a new budget having in mind the assistance to the AGM’s of InterPride from this moment and on. In 2011, during the AGM in Brussels, Juan Carlos Alonso and Emilio Aguilera were elected as RD 14 and ADR14. Both assist to the major parto of skype conference calls and, as well, to the Mid Year Meeting held in Boston last March. In conclusion, due to the characteristics as volunteers within our work, and for private work obligations, we have not had the possibility to assist all the AGM’s though we very much would have liked to. Thanks to the economic effort of our Association and our private holidays we can assist the conferences. Nevertheless, we have been permanently updated and very well informed about all the issues brought up at InterPride thanks to our colleagues within the Board of EPOA that have assisted. For this reasons we hereby apply for the exemption. Thank you for your understanding.

supporting documents: letters of support

• Caryl Dolinko • Gary A. Van Horn Jr.

Dears Co-‐Presidents,

Madrid, June 15, 2012

I am writing to you as Pride Coordinator of FELGTB (National Federation of Lesbians, Gays, Transsexuals and Bisexuals) our strong support for Madrid´s bid to host WorldPride 2017.

Madrid is one of the most vibrant cities of the world, thanks to its stunning cultural heritage, mouth-‐watering gastronomy and unrivalled entertainment offerings. It also boasts a wide variety of shopping areas and hotels, a state-‐of-‐the-‐art public transport system and a wonderful weather. But Rirst and foremost, Spain´s capital is a global city open to diversity, well known for its welcoming spirit and ability to integrate anyone who comes from outside. Not surprisingly, during 2011 alone, our city – which has become a world benchmark fort the LGTB community around the world – was visited by more than eight million tourists. For many years now, Madrid has been hosting the Gay Pride at the very heart of the city. Although this annual event has its epicenter in the Chueca neighbourhood, festivities spread out across the city centre. Thousands of Madrileños and tourists, of all sexual orientations, join in the celebration. It is therefore no surprise that the event was voted “World´s Best Gay Event” by MTV´s Logo Channel in both 2009 and 2010. Moreover, Madrid hosted EuroPride in 2007 with great success. Therefore, it would be a wonderful opportunity to host such a major international event as WorldPride ten years on. Madrid, July 1, 2012 Dears Co-‐Presidents,

I am writing to you as Director of the Magazine Odisea, our strong support for Madrid´s bid to host WorldPride 2017.

But Hirst and foremost, Spain´s capital is a global city open to diversity, well known for its welcoming spirit and ability to integrate anyone who comes from outside. For all these reasons, I would once again like to emphasize our stong desire to see the City of Madrid Host WorldPride 2017. Odisea fully supports the Spanish capital´s bid, which already has strong backing

from businesses and the public. We can assure you that Madrid will meet all the expectations of your organization and the millions of tourist from across the globe who will visit us during the event. Thanking you in advance for yout kind attention, I am looking forward to welcoming you in Madrid. Manuel Pérez

Yours sincerely,

Director Odisea

Q.A6: To whom would the license for WP 2017 be granted and what consequences does that have on the organizing committee? The WorldPride license would in any case be granted to AEGAL, which is the main promoter of the event and a full associate member of InterPride. AEGAL has signed cooperation agreements with COGAM, FELGTB and Madrid City Council, as shown by the attached documents.

Q.A8: Are the people named on page 6 the key personnel of the Business plan? If so, what is their background, experience, are they employed or volunteers? All persons working in the organization AEGAL are volunteers; only their expenses are covered. Our travels, vacation time and so on are of personal nature. However the event production is carried out by contractors (companies and professionals). In addition to partnerships with hotels, artists etc. there is a team of volunteers working during the days of the event.

Q.B1: At EuroPride 2007 the Pride Parade started late and was so slow that the last truck came to the finish area after midnight (many hours delayed). The last attendees thus completely missed the stage programming at the finish area. Have any logistical measures been taken to avoid such delays and organizational glitches? The Europride 2007 exceeded all expectations in terms of affluence marking a milestone in the history of Madrid, a repeated phenomenon each year. Regarding the parade, the peculiarity is that Madrid is not just a parade but a mix of demand-raising event and celebration in which the entire city is involved. It is not an isolated event but one of the main celebrations of the city and, more importantly, of the whole country. The municipal authorities themselves do not set a specific duration for the event, but a start time for the demonstration that may vary depending on the number of people attending in order to ensure the safety of all attendees and participants. The demonstration duration is between 6 and 7 hours. The demonstration closing stage has a program during and after the parade (once the last float gets to the end). The main activity of the day is reading the manifesto that takes place at 9pm, coinciding with the news prime time on all television stations. At this moment, the security services of the event remind all participating floats to turn off the music equipments to follow the reading of the manifesto through big screens installed in the parade course.

Â

Q.B2: How many and which organizations traditionally take part in the Pride Parade (not just the floats but also walking groups e.g. list of 2012 and/or EuroPride 2007)? COGAM FELGTB TRADE UNION REPRESENTATIVES REPRESENTATIVES OF ALL NATIONAL POLITICAL PARTIES REPRESENTATIVES OF NGO'S HUMAN RIGHTS ASSOCIATIONS (AMNESTY INTERNATIONAL) ILGTA EUROPE PRIDE ORGANIZERS OF ALL THE SPANISH REGIONAL PRIDE EVENTS. FLOATS OF POLITICAL GROUPS AEGAL FLOAT LESBIAN FLOAT FOR BETTER VISIBILITY FLOATS BY COMPANIES, BRANDS, GROUPS, ETC THE NUMBER OF FLOATS VARIES BETWEEN 30 AND 40.

Q.B4: The stall application forms were published extremely late in 2007 which made it impossible for many international organizations to participate. When were the application forms, prices, detailed venue infos released in 2012 and when should this happen in 2017 (how many weeks/months before the start of the Festival)? In 2007 we were obliged to suspend the marketing and communication plan for the Europride brand granted to us could not be used in Spain due to brand conflict between an individual entrepreneur and EPOA, the alleged brand holder. After many months of meetings and considerable court costs borne largely by AEGAL, we obtained an interim solution in May 2007, having only two months to carry out the entire marketing plan that would have typically begun in October 2005, one month after Madrid and AEGAL were granted the Europride license. All experiences in 2017 will be attached to the final document of our candidature. In any case, as it can be seen on the MADO website, the MADO 2013 dates are already published in English, Spanish, French and Italian.
